About the Find Geelong By Warren Strybosch

The Find Geelong is a community paper that aims to support all things Geelong. We want to provide a place where all NotFor-Profits (NFP), schools, sporting groups and other like organisations can share their news in one place. For instance, submitting up-and-coming events in the Find Geelong for Free. We do not proclaim to be another newspaper and we will not be aiming to compete with other news outlets. You can obtain your news from other sources. We feel you get enough of this already. We will keep our news topics to a minimum and only provide what we feel is most relevant topics to you each month. We invite local council and the current council members to participate by submitting information each month so as to keep us informed of any changes that may be of relevance to us, their local constituents.

We will also try and showcase different organisations throughout the year so you, the reader, can learn more about what is on offer in your local area. To help support the paper, we invite local businesses owners to sponsor the paper and in return we will provide exclusive advertising and opportunities to submit articles about their businesses. As a community we encourage you to support these businesses/columnists. Without their support, we would not be able to provide this community paper to you. Lastly, we want to ask you, the local community, to support the fundraising initiatives that we will be developing

and rolling out over the coming years. Our aim is to help as many NFP and other like organisations to raise much needed funds to help them to keep operating. Grand Final Day By Mary Barnes

The Australian Football League, also known as the Victorian Football League, is the only fully professional competition in Australian rules football. Founded in 1896 as a breakaway competition of the Victorian Football Association, the AFL traces its roots to Australia’s tradition. After the game was invented in Melbourne, it quickly spread to other states. As a result, it has gained roots in Australian families, who then pass it from one generation to the next. The perfect illustration of this is during the Grand Final, when thousands of Australian families go out to watch the spectacle, cheering for their favourite side to win the silverware. High-intensity sports are also the most grueling and energyconsuming. AFL fits the bill as one of the most high-intensity sports. It is a very competitive and combative game that hardly stops. The AFL competition currently consists of 18 teams spread over Australia’s five mainland states. Matches have been played in all states and mainland territories, as well as in New Zealand and China to expand the AFL audience. The 2023 AFL Grand Final was the 128th annual grand finale of the Australian Football League (AFL). It was played between Collingwood and the Brisbane Lions in the Melbourne Cricket Ground last Saturday, 30 September 2023. This determined the premiers for the 2023 AFL season.[AP1] [MB2] Collingwood came into the 2023 season after a one-point 2022 preliminary final loss to the Sydney Swans. They finished the season

on top of the ladder with an 18–5 win loss record to claim the minor premiership for the twentieth time. Collingwood’s last grand final appearance was the 2018 AFL Grand Final, which they lost to the West Coast by five points. Brisbane also came into the 2023 season after a 2022 preliminary final loss, in which they were comprehensively beaten by eventual premiers Geelong by 71 points. They qualified for the finals with a 17–6 win–loss record, finishing second on the ladder for the third time in five seasons. Collingwood was aiming to win its sixteenth flag to equal Carlton and Essendon for the most premierships in VFL/AFL history and win its first premiership since 2010. Brisbane is also aiming to win its fourth flag after winning three in a row in 2001, 2002 and 2003. This is the third grand final meeting between Collingwood and Brisbane, the two clubs having met in 2002 and 2003, both won by Brisbane. In the 2023 home-and-away season, Brisbane beat Collingwood both home and away, defeating them 18.8 (116) to 11.17 (83) in round 4 at the Gabba, and then 19.10 (124) to 15.10 (100) in round 23 at Marvel Stadium. It was the Magpies’ almost psychotic pressure in a narrow, fourpoint win that secured a record-equaling 16th flag. Bobby Hill kicked a career-best four goals to claim the Norm Smith Medal in the Magpies’ epic 12.18 (90) to 13.8 (86) victory in front of 100,024 spectators at the MCG. It was Collingwood’s first premiership since 2010, following heartbreaking grand final defeats in 2011 and 2018. And so, it is Collingwood’s year, a black and white day at the MCG.

The presence of people from all over the world has made Geelong a better place for all. More than one in six Geelong residents were born overseas, with that figure rising significantly when adding those whose parents were born outside of Australia. An increasing number of those people are choosing to formalise their connection, with Council conferring Australian citizenship on more than 1000 Geelong residents in 2023 alone. This cultural diversity is a reflection of our safe and welcoming community. Councillors were very pleased to recently attend two new significant events that showcased traditional cultural celebrations. The Chinese Association of Geelong helped deliver the 2023 Geelong Chinese Moon Festival Concert, which featured cultural dances, traditional instrument, acrobatics and an opera. The Mid-Autumn Festival is a culturally significant holiday in China, dating more than a millennium. Among other things, the festival is a time for family reunions and for gratitude, which is something we can all relate to. Another Mid-Autumn festival, called Tet Trung Thu, was hosted by the Vietnamese People of Geelong committee for the first time last month. In recent years, Council has sought to open Geelong up to more international opportunities and connections. We want to be known across the world as a clever and creative city. Through the UNESCO City of Design network, we are finding new and innovative ways to build more sustainable and inclusive communities. We’ve established great relations with South Korea, which has led to a range of economic, sporting and social benefits. Further prospects are regularly being explored. I’ve recently met with the High Commissioner of Singapore, Anil Kumar Nayar, and hosted local government officials from the Chinese city of Zhuhai. The latter meeting focused on potential opportunities in education, economy and trade and tourism. The benefits from being an open and inclusive city are felt at all levels of our community.

The Australian Securities and Investments Commission (ASIC) regulates financial services in Australia, including the provision of advice and services related to Self-Managed Superannuation Funds (SMSFs). While ASIC doesn’t specifically prohibit accountants from setting up SMSFs for their clients, they do impose certain regulations and requirements on accountants and financial professionals who provide SMSF-related services. Please note that regulations and guidance can change over time, so it’s important to check ASIC’s website or consult with a legal or financial professional for the most up-to-date information. Here are some key points related to ASIC’s guidance on accountants and SMSFs: 1.

Licensing Requirements: Accountants who provide advice on establishing or operating an SMSF may be required to hold an Australian Financial Services License (AFSL) or operate under an AFSL holder. The extent of the licensing requirement depends on the nature of the advice and services provided.

Limited Licensing: ASIC has introduced a limited licensing regime, known as the “Limited Australian Financial Services License” (Limited AFSL), which allows accountants to provide advice on SMSFs without needing a full AFSL. Accountants must meet certain competency and training requirements to obtain this limited license. However, it is likely these limited licensing requirements will be removed when the Quality of Advice Review (QAR) recommendations come into play.

Competency and Training: ASIC expects accountants to have the necessary skills,knowledge,and training to provide SMSF-related advice competently. This may involve completing specific SMSF-related education and meeting continuing professional development (CPD) requirements.

Auditing Requirements: If accountants are involved in auditing SMSFs, they may need to be registered as SMSF auditors with ASIC. There are specific requirements and standards for SMSF auditors.

Compliance and Reporting: Accountants must ensure that any SMSF-related advice and services they provide comply with relevant laws, regulations, and standards. They are also responsible for keeping proper records and fulfilling reporting obligations.

1. SMSF establishment • Recommendations to establish or wind up an SMSF. Note, if the client approaches the accountant with instructions to establish a SMSF, the accountant can help with the establishment but cannot recommend the establishment if they do not hold an AFSL. • Advise on the appropriateness of an SMSF for your personal circumstances • Explain the suitability of different super investment options and funds • Recommend one super structure over another • Suggest consolidating or rolling over assets into a single fund Note: If the client approaches the accountant with instructions to establish a SMSF, the accountant can help with the establishment of the SMSF but cannot be the one to recommend the establishment of a SMSF if they do not hold an AFSL. 2. Contributions • Recommend additional super contributions • Suggest establishing a salarysacrifice arrangement • Provide guidance on which fund you should contribute to 3. SMSF Establishment: Accountants can help their clients establish an SMSF by assisting with the necessary paperwork and ensuring compliance with the relevant laws and regulations. This includes preparing the trust deed, obtaining a Tax File Number (TFN) and an Australian Business Number (ABN) for the SMSF, and registering the fund with the Australian Taxation Office (ATO).

Investment Strategy and Compliance:

Accountants can also assist in developing an investment strategy for the SMSF, which should align with the client’s retirement goals and comply with the superannuation regulations. It’s essential to ensure that the SMSF remains compliant with all legal requirements throughout its operation. 4.

This collaboration ensures that clients receive well-rounded guidance that considers tax, investment, and legal aspects.

How I turned life around for “Olivia” with this tool

I’m going to share the success story of one of my clients. We’ll call her Olivia for privacy reasons. When I met Olivia around 2020, she was stuck and second-guessed everything… And this made it difficult for her at home and at work. However, everything changed. She made a 360 turn, all thanks to one tool, the Extended DISC Behavioural Assessment (EDISC). So, what’s Extended DISC? I hear you ask. It’s a self-assessment that identifies an individual’s strengths and development areas. What makes this assessment different from other assessments is that it shows who the individual actually is and not what the person thinks he/she needs to be in the existing environment.

Its success is based on its strong ability to provide information to make better decisions. Too often, assessments tell us what we already know: “Oh yes, that’s me.” Yet, if a tool only provides information that the user is already aware of, it has very limited value. In Olivia’s case, she knew she needed help to be ‘UNSTUCK’ and move forward through procrastination, perfectionism, and big work overload to increase professional and personal confidence and regain clarity in direction. However, she didn’t know where to tap into within her to get it done, which is why she needed EDISC. After taking the behavioural assessment for the first time, it opened her eyes.

She says: “Doing the EDISC the first time was a great way of getting a better understanding of how I naturally work. It explained to me why some things that I thought should be easy actually really took it out of me (energy), and highlighted the areas that I can do almost as easily as breathing.” We then committed to a 9-session program where I spoke to her fortnightly in a 1-1 capacity. This is possibly one of the best parts of working with a coach, you don’t have to face your ‘demons’ alone. For Olivia, I shared some leadership frameworks, thinking models and time management strategies then we delved into Emotional Fitness work. We used her Extended DISC profile to continuously bring awareness back to what makes her tick, respond, and act in certain ways, how she deals with pressure and where her weaknesses and challenges lie.

Soon, she was ready for her second take (not everyone takes this step!). She says: “Doing EDISC a second time was amazing! Seeing the impact of changes that I had made in my approach to my work and my life was just a positive reinforcement of all the work I had been doing with Sally. What are Motion Graphics?

Surprisingly I get asked this a lot and I want to put my spin on the idea of what motion graphics are and the definition. Adobe defines Motion Graphics as: ‘Graphics With Movement’. The emergence of the technique has transformed the discipline of graphic design, which had centred around static graphics. When talking about motion design, creatives refer to the combination of text and design elements set to motion. So what does this really mean? We already know what print or artwork looks like - It is designed by a talented graphic designer who uses shapes, textures, colours, text and images to make things pop from the page. They predominantly work with flat mediums such as magazines, advertising and print material, branding, styling, and logo design but this is a flat one-dimensional world. However, a motion graphic designer sees things differently!

They have the design abilities of a graphic artist but can see how the text moves on the screen, how it can mold and shape itself into something else and they can take a simple background and bring it to life. This type of thinking and approach creates a whole other level of innovation and design for a video project.

Quick Tip: If you are thinking about using motion graphics in your next video project think about the best type for you e.g infographics, icons or even parallax. This will help your production company to be better equipped to quote you.

A motion designer thinks in a 3 dimensional space seeing text, shapes and imagery as tools to enhance any video project. In my experience, not all graphic designers can do motion graphics, but all motion graphic designers can do both. So what is motion graphics? It is design elements such as text that move fluidly from one side of the screen to the other. It usually comes in the form of information like pie charts, bar graphics, icons and lists but it can also be used to change your perception such as parallaxing an image or animating an object. It adds dimension to a flat background and creates a science-fiction or otherworldly feel. It is great for enhancing your storytelling and can break-up dry subject matter. I love that you can try new things with it and make a project more dynamic and challenging from a creation perspective.

Salary Packaging and Employee Retention in the Not-for-Profit World

A strong Employee Value Proposition (EVP) is essential for all organisations fighting to keep their staff in the war for talent. When not-for-profits (NFPs) operate with limited resources, this correlates with short staffing and steeper turnover rates. Retention in the NFP sector can be a challenge. However, new research supports what some managers know - retention isn’t all about salary. In this article, we’ll explore some of the latest employee retention insights and how salary packaging can help employee retention in the NFP world. The importance of salary packaging in the not-for-profit sector for retention If you’re in the NFP sector and dealing with limited resources it might be a relief to know that staff retention isn’t all about salary. Recent times have been tough in the sector through the COVID-19 pandemic and with increasing challenges to budgets and funding. PwC’s What Workers Want research tells us that employees’ number one priority is remuneration, however, lived experience implies that other factors are stronger drivers in employee retention. Generous, and well deserved, tax incentives, particularly around Fringe Benefits Tax (FBT) legislation give NFPs the ability to offer remuneration packages through salary packaging. HLB Mann Judd’s Not For Profit Leader’s Report found

that 75% of organisations had a Salary Packaging program in place as part of their incentive structure for their employees. NFP organisations have plenty of opportunities to create attractive packages with the many salary packaging benefits that are available. PwC’s research also found that other factors such as well-being, culture and work flexibility contribute to retention, in total outweighing remuneration and reward. These factors are addressable through salary packaging, giving you a world of opportunity for a competitive EVP and increasing your employee retention. Benefits of salary packaging for employees Salary packaging enables employees of an NFP to maximise their remuneration package by allocating some of their salary towards various benefits such as household and living expenses, mortgage or rent payments, loan & credit card debt, or even a novated lease for a car. This reduces their taxable income and helps them save on taxes. It also provides employees with flexibility and choice in tailoring their remuneration package to suit their individual needs and lifestyle, enhancing overall job satisfaction. Impact of salary packaging on employee retention According to PwC’s What Workers Want report, remuneration and reward are important components to support retention, although not the only important component. The report identifies the key preferences for employees are:

Salary packaging plays a crucial role in addressing the top three priorities highlighted in this report. It offers financial benefits to employees, ultimately alleviating financial stress. Preparing for the perfect paint job PAINTING & DECORATING By Steve Dahllof

Interior painting relies for success on the quality of its preparation. Preparing a room for painting is time-consuming and laborious, but if you follow these tips, you will have beautiful, smooth walls every time. Preparing the room Shift all possible furniture out of the room and cover what’s left with canvas drop cloths. Canvas absorbs paint and prevents it leaking onto the floor, a common problem if you use old cotton sheet or plastic sheets. You can also cover odd-shaped furniture with cling wrap. Dust all surfaces to be painted whether you believe they are clean or not. Minute fibres or dust particles will interfere with the painting process. You can use a damp cloth but the best tool for dusting is a long-handled microfibre duster, preferably with an extension handle to reach up to ceiling level. It is a good idea to wear a face mask while doing this, even if you don’t have allergies or your walls have been dusted recently.

Check for any indentations or cracks in the surface. Use a putty knife and a minute amount of putty to fill in. Wipe off the excess and sand back gently. Washing the walls Whether DIY or done by professionals, washing the walls is mandatory. If you’ve hired professionals, washing walls is not usually part of their service and they will charge extra for doing it. Hire a professional cleaner or do it yourself. Using a sponge mop, clean the walls (and ceilings if you are painting those) with a solution of sugar soap, also known as TSP (trisodium phosphate). It is essential to apply sugar soap in kitchens, especially near greasy areas like stoves, as grease can prevent paint adhering to the walls. Walls previously painted with a satin or gloss paint also need sugar soap so that the new coat of paint will not crack due to the slippery sheen of the gloss. Note that sugar soap will darken some wooden surfaces such as mahogany.

To ger rid of cobwebs and persuade spiders and all creepy crawlies to leave, use a long-handled brush.

To apply, put on rubber gloves and goggles and mix sugar soap into a bucket of warm water until it is dissolved completely. Dip the sponge mop into the solution and wipe down the walls. Rinse the surface with a clean sponge and let it dry before starting to paint.

Have a damp cloth within reach to be able to immediately wipe up drips before they dry. Even when closing a paint tin carefully, there is the likelihood of paint splattering across the room. When you first open the can, punch a series of holes (using hammer and nails or a nail punch) in the rim’s channel where the paint collects so it will drain into the can and not all over your newly painted project. Stretch a rubber band or tie a piece of string vertically over the paint can. Use it to scrape the excess paint off your brush. This reduces the amount of paint collecting in the channel of the rim. Preparing your room thoroughly before painting will be worth it when you see the magic result at the end!

ATO’s crackdown on residential investment property loans and tax compliance

The ATO has announced the commencement of a data-matching program for property investors to acquire residential investment property loan data from authorised financial institutions. Sample audits conducted under the ATO random enquiry program indicate a net tax gap of $9 billion for the 2019–20 income year attributable to incorrect reporting of rental property income and expenses. A significant driver of the gap was incorrect apportioning of loan interest costs where the loan was refinanced or redrawn for private purposes. Data matching and tax compliance The ATO will use the data to ascertain information about rental property loans including information such as repayments, interest charged, and borrowing expenses. This information will be used to identify, assess and treat several tax compliance matters including:

Lodgment – confirming that taxpayers with rental properties are lodging tax returns and the relevant rental property schedule on or before the relevant due date; Income tax – confirming taxpayers with a rental property are correctly reporting interest on loan and borrowing expense deductions in their rental property schedules and associated income tax return labels; Capital gains tax (CGT) – confirming the calculation of cost base elements used to determine the net capital gain or loss on a rental property used to generate income. After a return is lodged, the ATO will use the data collected to identify relevant cases for action including compliance activities and education strategies. If a discrepancy is identified, taxpayers will be contacted by phone, letter or email. Taxpayers will then have 28 days to respond before the ATO takes any action in relation to the discrepancy. Other matters ATO’s residential investment property loan data matching program will run from 2021–22 to the 2025–26 income years.

The data collected by the ATO will be made available to tax professionals through pre-filling reports in Online services for agents and practitioner lodgment service (PLS) through standard business reporting (SBR) enabled software. Individual self-preparers may also access the data collected by the ATO through myTax, specifically the rental property schedule interest on loans or borrowing expense labels and rental income tax return labels.

Everything just works… Right? In 2023, it is common for a business to use many different cloud services, even for hands-on businesses like electricians, at a minimum you’ll have your bank account, email, website, invoicing, payroll, payment system and that’s as a starting point. Businesses without basic security measures are vulnerable to cyber security attacks, and in 20212022 the average cost per cybercrime reported was $39,000 for small businesses. October is Cyber Security Awareness Month, and it’s good to have a check to see where you and your business stand. These steps, while simple, are costeffective and can help protect you and your business. Automatic Updates Updates to your devices and software often contain new features or change the functionality of the application you use, but one of the most important aspects of updates is the security updates. These security updates allow the latest bugs to be remedied on devices, whether it be your laptop or your phone and remove the vulnerability. Patching these security vulnerabilities is made easy with Automatic Updates. Ensuring your device is set to update automatically means you won’t have to even think about updating.

Multi-Factor Authentication (MFA) Passwords are vulnerable to compromise, and Multi-Factor Authentication gives you an extra layer of security. MFA will require a combination of multiple pieces of information only you know, such as a password, rolling number (authenticator app, RSA token), physical device or even a biometric reading. Australia experiencing 1960s – era skills shortage Australia’s ambition to become a clean energy world champion demands urgent attention to train skilled specialist workers. Boosting output and plugging workforce gaps have also been identified as pressing priorities by the head of Jobs and Skills Australia. In a speech to the National Press Club on Wednesday, Acting Commissioner Peter Dawkins warned the nation was experiencing a widespread skills shortage not seen since the 1960s. The speech came as Professor Dawkins released the authority’s 2023 Jobs and Skills Report, which sets out how to develop the road map to ensuring Australia’s skills needs are met. Modelling shows about two million more people will be employed in the Australian economy within a decade.

Despite conventional economics that increasing wages can help employers attract more workers, a survey by the authority found very few employers changed remuneration in response to failing to fill vacancies.

Prof Dawkins said about one in a hundred employers adjusted wages to attract skilled workers in the past year.

“Australians will need to acquire and continually develop the necessary skills, which will increasingly be high-level skills

Jobs and Skills Australia was established after last year’s government jobs and skills summit, which brought together stakeholders to decide what immediate steps could be taken to drive economic growth. Prof Dawkins said challenges would arise as the economy transitioned to net zero emissions, and would impact jobs already in significant shortage, including electricians. Modelling suggests the clean energy supply workforce comprising 38 occupations will need to grow by 60 per cent by 2050. Prof Dawkins said young people needed to be adaptable and should follow their passion. The demand for health and care services will also continue to grow as the population ages. Non-concessional contributions are contributions made to a retirement account with after-tax dollars, meaning the money you contribute has already been taxed at your regular income tax rate. Key points about non-concessional contributions include: 1. After-Tax Contributions: Non-concessional contributions are made with money that has already had income tax paid on it. This is different from concessional contributions, which are made with pre-tax dollars (such as employer contributions or salary sacrifice contributions), and these may be taxed at a lower rate within the superannuation fund. 2. Contribution Limits: Australia has annual and lifetime limits on the amount of non-concessional contributions you can make to your retirement account. Exceeding these limits may result in additional taxes or penalties. 3. Retirement Savings Growth: While the contributions themselves are made with after-tax dollars, the earnings and investment gains on these contributions within the retirement account are typically taxed at a lower rate or even tax-free, depending on the country’s tax laws. This can provide a tax advantage over investing outside of a retirement account. 4. Apprentice dropouts in sights amid cost of living woes A greater focus will be placed on keeping apprentices in work as poor pay exacerbates already tight budgets and triggers dropouts. Concerns over worker shortages and training gaps have led to a push from Skills Minister Brendan O’Connor to reform the system. The centrepiece of the new tranche of reforms ahead of a landmark migration report being unveiled is a crackdown on dodgy providers who exploit international students. A new integrity unit will be established and unscrupulous providers could face suspension, expulsion or criminal prosecution as part of a crackdown on unethical and illegal behaviour. The unit will work with law enforcement agencies to conduct intense compliance checks on high-risk providers in a bid to improve protections for all students. A confidential vocational education and training tip-off line will allow current and former students, staff, homestay hosts and employers of international students to report fraud.

The focus will need to shift from temporary to permanent migration “so they feel genuinely welcomed by the country,” Mr O’Connor told the National Press Club on Monday. “Particularly when some of the people with those skills have options to go to comparable countries.” Increasing skilled migration wasn’t a binary choice between overseas and Australian workers, he added. “I never see it as one option or the other, we need to have a very knowledgeable, skilled workforce of our own and we need to rely on skilled migration where we need to do so.” Ensuring apprenticeship completions go up is also a priority with about half dropping out of their trade. But this needs to be balanced with fiscal responsibility instead of just throwing money at businesses, the skills minister added. “It’s not up to taxpayers to fund every form of training where the employer is benefiting from the apprentice.

The nation’s VET regulator will also get a $37.8 million boost.

“But we need to target the support so it increases the likelihood of completion.”

But skilled migration will continue to play a key part in plugging skills shortages with low unemployment resulting in a lack of workers to fill key positions.

The Australian Chamber of Commerce and Industry has called for a new subsidy scheme to strengthen the case for businesses to hire apprentices and

young Australians breaking into the workforce. “We must get the incentives right,” CEO Andrew McKellar said. Boosting apprenticeships to address shortages also needed to start at school by changing the perception VET and TAFE were somehow inferior to university. Nine of out 10 future jobs will require tertiary education and half of that will come from the VET sector, Mr O’Connor said. “The perception of it being a secondary option, a lesser option, is something we need to attend to. “You’re making a very good choice if you enrol in a VET sector provider where you acquire skills that are in demand … and it’s something you want to do.” The minister also pledged to work with the disability sector to increase accessibility and opportunities. Cost barriers facing people with a disability already struggling with support payments or lower incomes needed to be addressed, he said. Excitement builds for Geelong Design Week 2023 Community members are encouraged to secure their tickets for Geelong Design Week 2023 early to avoid disappointment, with just over a week to go. Geelong Design Week champions the creativity and innovation that makes Geelong our country’s first and only UNESCO Creative City of Design. The 19-29 October program features more than 50 exhibitions, talks, film premieres, and unique experiences on all things design, architecture, fashion, green infrastructure and more. Snorkelling tours of The Dell Eco Reef, presented by the City, Alex Goad of Reef Design Lab & Bay City Scuba, are proving popular with the community keen to explore the 46 wave units in waters off Clifton Springs. Bookings are available for Saturday 21 and Sunday 22 October. The design of the sculptural units is reducing beach erosion, providing wave break protection, attracting oysters and mussels and enhancing the beauty of the coast. The Dell Eco Reef was one of the innovative solutions recognised last month when the City of Greater Geelong was named on the Australian Financial Review BOSS Most Innovative Companies list for 2023. The reef also won a number of Australian Good Design Awards 2023.

New community facilities for St Leonards foreshore

The City of Greater Geelong will deliver new public facilities on the St Leonards foreshore with the help of funding from the Australian Government. Construction will begin in November on a new open-sided shelter with accessible BBQ, accessible picnic seating, two cold water outdoor showers, two open air changerooms, new concrete path and surrounding landscaping. The $430,000 project is fully funded by the federal government and is expected to be complete by February next year. Hanlon Industries have been awarded the contract for construction works. The local community will be kept informed during the works about any impacts on public access. A public toilet and connecting sewerage initially proposed as part of the project have been removed due to cost escalations. There are existing public toilets located less than 100 metres away in Murradoc Road, and around 300 metres to the south beside the tennis courts. A space has been left for the proposed public toilet should the City receive funding to deliver it in the future.

Mayor Trent Sullivan: “These facilities will help make the foreshore a more appealing place for locals and visitors to spend time. I’m sure it will draw more people to the area to enjoy the spectacular view across the bay. Like the rest of the Bellarine community, I look forward to seeing this project get underway later this year, with much-needed further upgrades to come. Council notes Our Community Plan 2021-2025 quarterly report The City of Greater Geelong Council noted the Our Community Plan Quarterly Report for June 2023 at this week’s September council meeting. Our Community Plan 2021-2025 is Council’s key strategic document which identifies the outcomes and priorities Council will focus its efforts on over the four years, to ensure the social, economic and environmental sustainability of our region.

This quarterly report provides progress against the one-year actions for the period 1 March 2023 to 30 June 2023. This is the final quarterly report for the Our Community Plan 2021-2025 – Annual Action Plan 2022–2023 and it reports on 64 actions. By the end of June 2023, 46 of the 64 actions were ‘complete’, one action was ‘on track’, two actions were ‘off-track’, five actions were ‘on hold’, one action was ‘not started’ and four actions were ‘ongoing’. It was determined that five actions will not proceed. Among the 46 actions completed: •

Our region is a premier tourist and major event destination for people of all ages and backgrounds with exciting attractions, experiences and local businesses to explore at your doorstep.

Strong visitor market and accommodation sector supports thriving economy Peak times such as the New Year’s long weekend have the potential to triple the overnight population in Greater Geelong’s bayside holiday towns and more than double numbers along the Bellarine coast. New data (2023 Peak overnight population - Barwon region estimate) prepared by the City to assist with planning for tourism, infrastructure, utilities and emergencies shows the Barwon region’s overnight population could jump by 50 percent to more than 575,000 people during holiday periods and major events. The total overnight population for Greater Geelong and the Borough of Queenscliffe could swell to just over 400,000 people during peak times. The Bellarine Peninsula could more than double its permanent population to 127,000 with 66,550 visitors flooding holiday homes, caravan parks, hotels, motels and guest houses. Urban Geelong claims the highest total peak overnight population during busy periods at 270,140 with capacity for 41,890 visitors to stay overnight in accommodation and holiday homes. The popularity of our region continues to positively impact employment and our hospitality, tourism, retail and cultural sectors since the end of COVID restrictions. The latest insights released by Tourism Research Australia are encouraging, with Geelong and The Bellarine recording 6.2 million visitors this year—which trails slightly behind the 2019 pre-pandemic high of 6.4 million. Domestic visitor nights saw a 12 percent uptick on 2019, now sitting at 4.7 million,

with spend climbing 33 percent now at $1.7 billion. According to Tourism Greater Geelong and The Bellarine’s (TGGB) new Sustainable Destination Master Plan, the future of the region’s visitor economy looks bright, with visitor days expected to grow by almost 50 percent; from 9.2 million in 2023 to 13.6 million by 2032 when combining daytrips and visitor nights. Our visitor economy will be worth up to $2.1 billion annually to the local economy over the next decade. New accommodation offerings are set to assist the region to meet the needs of future visitors and support TGGB’s target of achieving an additional 2,200 rooms by 2032 to meet demand. The Holiday Inn & Suites Geelong (180 rooms) and Quest Central Geelong (87 rooms) recently opened in central Geelong and the future Nyaal Banyul Geelong Convention and Event Centre will feature a Crowne Plaza hotel (200 rooms).

Greater Geelong has a vast range of quality accommodation providers suiting all budgets in prominent and hidden locations, and work continues across the region to ensure future accommodation demands will be met. The Spirit of Tasmania and the redeveloped Geelong Arts Centre have opened up a new market of visitors for us and the opening of Nyaal Banyul Geelong Convention and Event Centre is set to do the same – this is in an exciting time! New bin colours coming to Greater Geelong Residents may notice bright red and lime green bins dotted around Greater Geelong’s streets in coming weeks, as the City begins its transition to Victorian bin standard colours. The move will not change what residents can put in their bins for now, but will reduce the cost to ratepayers of the transition to the Victorian standard four-bin system, required by 2030. Under Victorian Government legislation, all councils must move to a standard four-bin system: red for general rubbish, yellow for mixed recycling, lime green for combined food and garden organics, and purple for glass. The requirements are aimed at improving recycling outcomes and reducing confusion from different bin services and colours across the state. All new City-issued bins and bin repairs for garden and rubbish bins will carry the bright red and lime green lids from late this year. Bins will also be made with up to 70 per cent recycled plastic content. Greater Geelong will introduce a purple bin for glass by 2027. Until then, residents can continue to put glass in their yellow recycling bins. Geelong’s Garden bins will switch to a combined lime green food and garden organics service by 2030, after the completion of a new Barwon Water RegionalRenewable Organics Network facility in Black Rock, Connewarre. Upgrades to the City’s Anakie Garden Organics Processing Facility will also be required to enable it to accept more food waste. In the meantime, residents can compost their food waste at home through the City’s subsidised home compost program, or put it in their red rubbish bin.

Mayor Trent Sullivan: “We encourage all residents to refresh their recycling knowledge, with the City spending hundreds of thousands of dollars removing contamination from bins every year. Putting the right thing in your bins will save you money through rates and waste charges, while also protecting our environment from the impacts of waste. Recycling in particular has changed recently, so it’s worth taking a few moments to check you’re recycling correctly.”

2023 TAX UPDATES NSW to Reimburse Surcharge Purchaser Duty and surcharge Land Tax Revenue NSW has determined that the current surcharge purchaser duty and surcharge land tax provisions for certain foreign residents are inconsistent with their nation’s international tax treaties with Australia. In response to this, effective immediately, individuals who are citizens of New Zealand, Finland, Germany and South Africa, will no longer be required to pay surcharge purchaser duty and surcharge land tax.

Digital Games Tax Offset Set Now Law The digital games tax offset (DGTO) has received royal assent and is now law. The DGTO is aimed at giving a boost to the digital economy as well as the digital gaming industry in Australia. This offset will allow eligible businesses to claim a refundable tax offset of up to 30% on qualifying Australian gaming development expenditure.

LEOPOLD SPORTSMANS CLUB

In 1971 a couple of locals, Len Lewis and Kevin Ash had an idea for a bowls club in Leopold. The idea took hold, a committee formed and money raised. A location was needed that would have enough space for two bowling greens and a clubhouse. Finally this was located in Kensington Road, our current location and 5 acres purchased for $8500.

In May 1975 the club was officially opened as a family friendly sporting club by Brian Dixon, the then Minister for Youth, Sport and Recreation. You can see the results for yourself on visiting our club.

There are so many people to thank over many years for their support, encouragement and voluntary help along with the the original crew that helped established the club. Leopold Sporties, located in Leopold, Victoria, is a club based on sports. We offer Bowls, both social and Pennant, Golf, Racquet Ball and Squash.

FC LEOPOLD FC Leopold was established in 2016 by Jared Larkins and Mitchell Vials. The club is based in Leopold, Victoria and played its first competitive games in 2017. In our first season we had over 100 registered players and expect those numbers to grow in 2018 and continue to grow into the future as the club continues to develop. The club aims to provide a positive family friendly enviroment for our members to develop their skills off the field and to also become great people off the field.The club is run solely by volunteers and we are always looking to get members involved in helping the club grow and develop. We are aiming to become a huge part of the Leopold community and look forward to growing the sport of football (soccer) in our beautiful town. FC Leopold is a community club that fields senior mens teams, a senior womens team and multiple miniroos and junior teams in Geelong competitions. FC Leopold are looking for enthusiastic members of the community who would like to contribute to the clubs ethos and family friendly feel - whether that is through being a committee member, volunteer, coach or player. The 9 th Art of the Minds Festival, the region’s annual mental health and wellbeing event, is set to return with a jam-packed program from 7-15 October 2023. The first round of speakers and major events have been announced to bring the community together to celebrate National Mental Health Week and help break the stigma of mental illness. “With more than 20 events to choose from, we can’t wait to inspire, educate and promote mental health and wellbeing with an all-inclusive, diverse and family friendly program,” says Jules Haddock, President of Art of the Minds. “We are proud and thrilled to present a program that reflects and expands on the important elements that support and promote positive mental health and wellbeing in our community.” The festival will kick off with this year’s ‘Shimmy & Shake’ ball at Mt Duneed Estate, a special fundraising event for Foundation61, a local residential rehabilitation facility for men and women who face life-controlling issues. “Guests will be treated to a fun night out filled with lots of love and laughter, live music, special guest speakers, performances and more,” says Jules Haddock. With a specific focus on men’s mental health, this year’s Big Boys Breakfast event at the Torquay Bowls Club will host an incredible line-up of speakers, including Glenn Manton, a former AFL player for the Carlton and Essendon Football Club. For community members, keen to explore the impact of nature on our mental wellbeing, the festival offers avenues for inspiring and creative conversations. Join a thought-provoking discussion about nature-inspired designs that foster mental wellbeing with esteemed academic, architect, designer, artist, writer, and philosopher, Dr. Phillip Roös. Artists are invited to engage with this year’s theme “Immersion in Nature’ at this year’s art exhibition that will showcase artwork by local artists at the Hoop Gallery from 12 – 22 October 2023. Art of the Minds is also calling all local musicians to join this year’s Surf Coast Song Contest for their chance to share their nature-inspired song of hope and wellbeing and win cash prizes, a professional recording of their song and more. And there is more! Education events, creative workshops, activities for children, a dance workout party as well as a life coaching sessions and wellness events all form part of this year’s festival. “Our committee of volunteers is proud of what we have achieved and are thrilled to officially launch our program that aims to celebrate creative community conversations and connections. Christmas in Geelong Opening Night Our Opening Night festivities are back! You are invited to celebrate a spectacular night of Christmas activities to kick start the 2023 Christmas in Geelong program. Geelong’s stunning Floating Christmas Tree returns on Saturday 11 November 2023 with a few new surprises when we launch our city’s biggest night of Christmas celebrations. Families who mark the annual tradition of lighting the tree at the Waterfront will also be treated to the biggest Christmas entertainment line-up yet! It will feature an impressive line-up of entertainment. Roving entertainment kicks off at Steampacket Quay with Christmas characters, music and face painting at 5.30pm ahead of a two-hour stage show commencing at 7pm with a Wadawurrung Welcome to Country and performance opening the show. The stage show runs from 7pm - 9pm. The lighting of our Floating Christmas Tree will occur at 9pm and will include low-level fireworks. Come and help us do the traditional count-down to light the tree! Again this year, one lucky child will have the chance to turn on Geelong’s Floating Christmas Tree as well. Ruthless and Caring: The Other Side of Two-Time Tom Despite the growing list of accolades, the dual Carji winner continues to evolve both on and off the field Tom Stewart remembers the moment vividly. The then South Barwon defender had been invited to trial for the Cats’ VFL program at the end of 2015 on the recommendation of former Swans’ coach and Geelong legend, Matthew Scarlett. By mid-2016, Scarlett tapped Stewart on the shoulder at training mid-week with the five words Stewart told AFL.com last year, he’ll never forget: ‘’Wellsy’ wants to meet ya’. A meeting with the then Cats’ recruiting box Stephen Wells, along with VFL coach Shane O’Bree and Football Operations Boss, now CEO, Steve Hocking, was the first official step in Stewart eventually becoming a Cat. Eight years, five All-Australian Blazers, a premiership, the vice-captaincy, and as of Thursday night, a second ‘Carji’ Greeves Medal later, Tom Stewart now sits comfortably alongside Scarlett, Corey Enright, and others as one of the best defenders, and players, in Geelong’s 164 year history.

He left the season opener early due to injury and missed the second game, before returning in Round 3 against the Gold Coast and in typical Stewart fashion, picked up 29 disposals and took 13 marks on his return. He received the maximum votes from the coaches in Round 12 against the Western Bulldogs, in Round 15 against Melbourne, in Round 19 against Brisbane, and in Round 24, again against the Bulldogs, while also polling nine votes in Round 23 against St.Kilda when the Cats’ season was on the line. Assistant coach James Kelly said while he is a ruthless competitor on the field, he has evolved into an outwardly caring

figure off it - becoming a Dad helped in developing that side of him according to Stewart himself - and it manifests daily inside the four walls of GMHBA Stadium in the way he guides and mentors his younger teammates. “Has always been a great player but has grown as a leader,” Kelly said, “He plays the game with a ruthless edge but is a kind caring family man off the field. “He is easy to coach and can always be relied on to invest in others, especially younger players. He’s a uniquely Geelong person.” Stewart polled 135 total votes, 35 votes ahead of the second placed Tom Atkins.

OCTOBER 2023 Hoop City Geelong United captain DeMarcus Gatlin has declared “the job’s not finished” as he aims to lead the club to its first NBL1 championship in 2024.

The 2019 NBL1 South MVP is the first men’s re-signing made by the club ahead of next season, and he says missing the playoffs doesn’t sit comfortably with him.

“I definitely didn’t want to leave Geelong not reaching the playoffs,” Gatlin said.

“From a personal standpoint, I want to prove that I can return to playing at my 2019 level.”

Gatlin, who was named team MVP in 2023, is looking forward to a big pre-season heading into Grant Wallace’s second year in charge.

“We proved at times during the 2023 season that our best basketball was as good as anyone in the competition,” he said. “However, we need to find consistency with our effort, both on and off the floor.” Gatlin, who has played 137 games,56 is the first to admit he didn’t expect to be still wearing a Geelong singlet in 2024 when he arrived here in 2016.

“Being more and more involved in the community every day makes it hard to leave,” the Houston native said. “Geelong has been really good to me, and I would like to pay them back with a championship.” Gatlin averaged 16.9 points, 7.3 rebounds, 4.9 rebounds and 2.6 steals per game in 2023 and was a finalist in the NBL1 South Defensive Player of the Year award. “I think I speak for everyone at Geelong United when I say we are thrilled to have DeMarcus re-sign for the 2024 NBL1 Season,” General Manager Pathways Megan Moody said. “He has been a key contributor to Geelong United’s success on and off the court for many seasons and will be an integral part of our program as we work towards a successful 2024 season. “Not only will DeMarcus be leading our Geelong United NBL1 men, but he has also been appointed as the head coach of our under-12 Victorian Junior Basketball League boys first team, which is amazing for that generation to have an athlete of DeMarcus’s calibre teaching and leading them.”

Situated on the Geelong waterfront, this park is jampacked with awesome play elements, has beautiful sea views, has picnic facilities, and is a short walk away from cafes and other Geelong attractions. It makes for a beautiful day out for all ages, and is certainly a must-do in summer. The interactive play equipment include a multi-coloured tubular slide that winds down the hill, a dragon emerging from the ground, a timber tower, swing, boat (atop the sand pit), bouncers, and a unique pyramid climbing net. The playground is also well known for the interactive Poppy Kettle water fountains and miniature statues, situated amongst a rock area, which seem to be the main attraction for little ones. In fact, this feature was inspired by a children’s book written by local author, Robert Ingpen, and gives the park a magical quality. During the summer months the slide area has additional water play features. A trip to this playground can be combined with a walk or bike ride along Geelong’s famous Bollard walk or a visit to The Carousel. Geelong’s Youth Activity Precinct is located a stones’ throw away from the playground, and features basketball ring, seating areas, open multipurpose area, and skate ramps.

Geelong’s best kept secret The Fyansford Paper Mill is set on the Barwon River and overlooks the picturesque Buckley Falls. It was constructed in the 1870s and is one of the oldest paper mills in Australia. The area between Johnstone Park and Ryrie Street to the west of the shopping and business district of Geelong is known as the Geelong Arts Precinct. This area is also home to the Geelong Town Hall, which is the main council offices of the City of Greater Geelong. The city is currently seeking funds for a radical overhaul of the precinct where the current facilities will receive a substantial redevelopment. There are also plans for some pretty innovative landscaping and street works which will bring the area into line with the rest of our recently rejuvenated city. This massive renovation will make the precinct one of the best arts and cultural precincts in the state. The scale of the project put the cost of the whole redevelopment in the vicinity of over 130 million dollars. The Geelong Art Gallery is attached to the Geelong Town Hall, and it houses a magnificent and varied collection of artworks. Two paintings in particular are extremely special to our Gallery, first being the “View of Geelong” which was painted by Eugene von Guerad in 1856. This painting was bought recently by the museum from legendary English musical creator Sir Andrew Lloyd Webber. “A Bush Burial” by Fredrick McCubbin, painted in 1890 is another of the gallery’s most precious works.

In those days there was an unwritten rule designating Western Beach for men’s bathing and Eastern Beach for women. But some ‘dastardly gentlemen’ would disregard the agreement scaring respectable women away. Today the area is rarely used for swimming, but it’s still a popular stretch of foreshore connecting Rippleside to the rest of the Waterfront. Here you’ll find the Boat House restaurant (Geelong’s best spot for fish and chips), the Poppykettle Playground, a designated fishing area, and the marvelous Western Beach Boardwalk. Curving out over the water the boardwalk has well-placed seats where you can sit back and watch the sea birds duck dive for fish. In the early morning, it’s perfect for watching the sun come up over the bay.

Ripplesside park

Located on the western edge of the Waterfront, Rippleside Park Geelong is a pretty grass-covered foreshore reserve. Popular with locals, Rippleside is less well-known to tourists who drive past en-route to more popular areas. The park has magnificent bay views and is particularly appealing to families with young children who love the adventure playground. The huge wooden structure has ramps, walkways, steps, and plenty of nooks and crannies to explore. When the kids tire of the playground the reserve has wide-open spaces to run around in. Don’t forget to bring your footy! Tucked in next to the reserve is tiny Rippleside Beach where you can bask in the sunshine or splash around in the water. Overlooking the whole area is the bright and spacious Ripples On The Bay cafe. This stunning cafe serves excellent coffee and has huge windows with to-die-for water views. Other amenities include picnic and barbecue facilities, toilets, and plenty of car parking spaces.

A community built wooden Adventure playground built over six days in 2001 with all the usual ramps, walkways, steps, nooks and crannies to explore.

A path on the northern edge connecting the gardens to the bay has seats where you can enjoy the sea breeze and watch the nearby helicopter toing and froing. On the eastern side you’ll find the Wharfshed Cafe serving yummy meals and to the west sits the delightful historic carousel. There are some interesting art sculptures dotted around the park. Be sure to check out the Volunteer Rifle Band bollards and The Buoys sculpture, a group of former channel buoys that have been turned into a powerful piece of artwork. The

One of only a few in the world this beautifully restored carousel is considered by many to be the best that’s still in use today. Housed in a modern steel and glass enclosure the pavilion has an old-world carnival atmosphere that’s enhanced by a pipe organ playing Dixieland melodies. A ride on this enchanting carousel is a magical experience for children of all ages and abilities, with a mobility lift that assists wheelchairs onto the attraction. Entry into the pavilion is free. Tickets to ride the Carousel are $5.00. The Carousel Pavilion can be booked for wedding ceremonies, wedding receptions, photo shoots, and private or corporate functions. Housing a beautifully restored Carousel, this competitively priced, exclusive all-weather venue is available for private hire seven days a week from 3:00pm.

Old geelong gaol

The Geelong Gaol Museum is housed in the 170-year-old Geelong Gaol, the third oldest prison in Victoria. Opening in 1853 and closing in 1991 it housed male and female prisoners. Over its history, it has been used as an industrial school for young girls, a hospital gaol and a military detention barracks. It was the site of 6 executions. Today it houses display illustrating not only the history of the Geelong Gaol but the history of the corrections of Victoria. It features displays on the Hulks, Colonial Prisons, Executions and Saga Behind the Armour along with some of the prisoner stories who have spent time behind the bluestone walls. The Geelong Gaol Museum is open on weekends, school holidays and public holidays.

The maximum permissible interest rate (MPIR) has cracked the 8% mark with another increase this quarter from 7.90% to 8.15%. This rate will apply to new residents entering care between 1 October 2023 and 31 December 2023. The MPIR is the maximum rate that can be charged to calculate the daily payments for outstanding accommodation balances. For example, the MPIR is used to calculate the Daily Accommodation Payment (DAP) for those not paying 100% of the accommodation payment as a lump sum (RAD). The MPIR is also used when a low means resident converts their Daily Accommodation Contribution (DAC) into a lump sum Refundable Accommodation Contribution (RAC). Please note, changes to the MPIR generally do not impact existing residents as the rate for each resident is determined at their date of entry. However, the MPIR may change if the resident changes rooms within the same facility so it is always important to confirm with the facility.
