DON’T BE THAT “KAREN” By Warren Strybosch

I feel sorry for anyone named as the name has become synonymous with anyone who is entitled, selfish and likes to complain. ‘Karen’ been getting some pretty bad press of late especially when a woman last month threatened to sue Bunnings when staff insisted that she wear her mask. She is now dubbed the “Bunnings Karen”. We also have the “Brighton Karen” who decided that it was acceptable to breach lockdown regulations and go for a walk. Apparently, she is upset that her 5km radius includes nearly 50 she lives so close to the beach. Even when someone tried to help a ‘Karen’ they get backlash for doing so. Like Domino’s when they offered free pizza to up to 100 Karen’s who are doing the right thing. Both Domino’s Australia and Domino’s New Zealand ran the campaign. Unfortunately, Domino’s in New Zealand got such a backlash from those playing the race card, they had to withdraw the competition. The offer was criticised because many people argued that “Karen negativity” was an issue that affected mostly “privileged white women”. “Most of the time ‘Karens’ are entitled privileged white women. If a few people actually called Karen can’t handle the meme they should try handling 400 years of oppression,” said one user on Twitter. “When you wanna reward more privilege to the most privileged in our society,” another said. Then you have the Karen’s and others who believe the term “Karen” has proved controversial online. Many arguing the term is an insult in itself, racist and misogynistic. Domino’s said that people interpreted their campaign “in a different way than we intended”. “Our intention was one of inclusivity only. We want you to know that we are always listening and learning and when we get it wrong, we fix it. We are sorry.”

which it was intended and had some fun tagging their friends and family named Karen. “Unfortunately, due to lacking important context in New Zealand, it was not received in the same way. “Our intention was one of inclusivity only, which is why we removed the post in New Zealand and issued an apology.” At the Find Maroondah, we just want to encourage everyone to do the right thing, wear your masks, and be kind and considerate to those around you.

Domino’s Australia, which ran the same campaign, did not withdraw the offer but allowed it to run until the competition ended.

Also, before you attack someone who might not be wearing a mask, take the time to find out why. Not everyone is required to wear a mask and there are circumstances where it might not be practical to do so at a given point in time.

The company said: “Thankfully, the majority of Australians interpreted the giveaway in the light-hearted way in

For instance, a man and his daughter were yelled at when they were out walking because the daughter had her

mask down whilst talking to her father. What those who did the abusing did not know was that the father was deaf and had to lip read his daughter to understand her. This is just one example of where we need to be mindful of others during this difficult time. Again, we encourage everyone in Maroondah and throughout Victoria to wear your masks but also be kind to others if they are not…just remind them of their masks or take the time to enquire as to why they may not be wearing one. Alternatively, just keep well away from them so you reduce the risk of infection. Don’t be a “Karen”, or a COVID IDIOT (more on that in next month’s issue). Be kind, compassionate and do the right things by others.

Stage 4 Lockdown

By Warren Strybosch

Under the Victorian government’s new stage four lockdown rules, Melburnians will be allowed only to travel within a 5km radius from their home to go shopping and exercise (with a few exemptions). So how far is that? The tool below lets you enter your address and then see how far you can travel without breaking the basic rule (there are some exemptions). To use the tool, type in your address (don’t forget the street number particularly on a long road) and hit “search”. Your address should then appear as an option, click on the correct address option and a red circle should be generated to show you where you can travel. The circle that you’ll see will show you the direct distance - as the crow flies - so you might see a descrepancy with how far away your navigation system says things are particularly if there’s a winding road or a river on the way. Curfew There is a nightly curfew from 8pm to 5am with exemptions for work, caregiving, medical and compassionate reasons. Exercise Maximum one hour daily within 5km of home, with one other person - no family/share house groups. There is an exemption for dependent children. “Daily exercise is just that. It’s an opportunity to get some exercise. It’s not an opportunity to live our lives as if this pandemic was not real and not here,” Mr Andrews said. “When it comes to exercise, it’s no longer three sets of tennis or a game of golf or any of that. It is staying close to home and only once per day and only one person. That is really very, very important as well. “The whole issue of one hour really puts beyond doubt some of those recreational activities anyway because you simply wouldn’t be able to conduct some of those things in an hour. “There will be commonsense exemptions for children who are being cared for and can’t be left at home and things of that nature.”

Shopping Only one person per household per day within 5km or closest supermarket. There is an exemption for caregiving, assisting the elderly. “You will no longer be able to leave home and go any further away from your home than a 5km radius,” Mr Andrews said. “You will not be able to be at any point more than 5km away from your home for the purposes of shopping for what you need. Only one person will be able to go shopping once per day and they will need to secure the goods and services that are what you need within a 5km radius.

“I want to assure all Victorians, supermarkets, the butcher, the baker, food, beverage, groceries, those types of settings, there will be no impact there. “I want to make the point there’s no need to be queuing up at the Coles or Woolworths or queuing up at the local baker or butcher, they’ll remain open. “They’ll remain able to provide you with the things that you need. Takeaway meals, home delivery meals, they’ll remain as they are now.” Education Monday - as per the current program. Tuesday - pupil-free day.

Stage 4 Lockdown

Wednesday - all classes return to remote learning statewide “What that means for metropolitan Melbourne is the year 11 and 12s will go back to working from home. “Special schools will remain open for those who really need to be in those settings. And the children, the students of parents who are working, they will be able to go to school and be supervised but it will really only be those that are absolutely necessary to do so. “We’ll be reducing the total amount of students that are at school and therefore the total amount of movement. “In regional Victoria, they will move to remote and flexible learning for all students but there will be I think larger numbers of students that are allowed to be at school because their parents are working.” Childcare Childcare will be closed. There will be an exemption for vulnerable children and children of permitted workers. Education Minister James Merlino said: “That means for the first time in our early childhood settings, the only children who will be attending on site will be children of workers and those defined industries or very vulnerable children.” Taxis/Ubers Mr Andrews was asked about rules in ridesharing cars and taxis and said: “Mandatory mask. Mandatory backseat and we’ll be doing further work around whether there are passenger limits on that.” Intimate partners There will be an exemption from the 5km limit for people to visit their intimate partners.

Public transport Restricted overnight train services returns to pre-Night Network program.

-

Some Protective Services Officers deployed from Night Network to enforcement. Restaurants/Cafes Takeaway and home delivery allowed subject to conditions. Bottle shops Will remain open. Weddings Banned from Thursday.

“The arrangements in relation to intimate partners are unchanged,” Mr Andrews said.

There are exemptions for compassionate reasons.

“The arrangements in relation to shared custody are unchanged.

Funerals Mr Andrews said the rules on funerals were unchanged.

“Things like five-kilometre rules and reasons to leave your home, they don’t apply in those circumstances.”

Recreation Organised sport, recreation, golf and fishing are all banned.

Businesses Mr Andrews said there would be more detail on Monday about restrictions on businesses. “I’ll have more to say about the types of restrictions within the economy, types of changes to the way we work and the types of support we’ll provide to all those affected,” he said. Regional Victoria Moves to current stage three restrictions from Thursday. Mitchell Shire Remains on the current stage three restrictions.

Victorian VCE Coronavirus Assesment to be based on individual Circumstanaces By Elspeth Kernebone

THE effects of COVID-19 on year 12 students will be reflected in each of their individual final scores. The state government declared extra support for vulnerable students after another 450 COVID-19 cases were announced on Friday. Eleven more people have died from COVID-19 since Thursday, including a woman in her 50s. Others included two men in their 70s, three women in their 80s and two in their 90s. Seven of these deaths were connected to aged care. The state government announced individual consideration for all students completing their Victorian Certificate of Education on Friday. Every student will be individually assessed about the adverse effects of coronavirus, which will be reflected in their ATAR ranking. Consideration will take into account factors such as school closure, illness and extra family responsibilities. Education Minister James Merlino said the change put students across the state on a level playing field.

Meanwhile, Premier Daniel Andrews said about 1000 of 1150 people doorknocked on Thursday were found at home. Mr Andrews said 60 teams visiting 1150 homes was the biggest single day effort yet. He said joint Australian Defence Force and Department of Health and Human Services teams had conducted more than 5000 home visits since July 22.

More than 1500 cases have confirmed in healthcare workers.

been

Another 66 cases are considered “mystery cases where health authorities could not find the source of infection. About 1550 cases are connected with aged care. As of August 7th, A total of 7637 COVID-19 cases are currently active.

JobKeeper - A newlifeline to those affected by Stage 3 & 4 ACCOUNTANT

By Warren Strybosch

A new lifeline has been provided to the thousands of people in Victoria who have lost their jobs due to the next level of restrictions. Treasurer Josh Frydenberg has announced that the government will commit an extra $15.6 billion towards the JobKeeper scheme. His previously announced JobKeeper changes will be softened, in the hope that this will help Victorians through this difficult time. Some of the changes: •

Business now only have to show a fall in turnover in the September quarter compared with a comparable period in 2019. Previously, the business was going to have to show a decline in turnover in June and September quarters to qualify after 28th of September. This will help those business who had gotten back on their feet after the first lockdown only to find themselves facing even greater difficulties e.g. being forward to close, during the second lockdown since 5th of August.

After the 4th of January 2021, businesses and not-for-profits will have to show a fall in the December quarter compared to a comparable period the year before instead of having to demonstrate a fall in turnover in each of the June, September and December quarters to access the payment. Business with staff, can claim for JobKeeper if they had staff on the books prior to 1st of July. Previously, the business had to demonstrate they had staff on the books prior to 1st of March 2020.

The changes will apply nationwide, and will cost the budget $15.6 billion, with the vast majority (around $13 billion) of the expansion expected to go to businesses in Victoria given Melbourne’s second lockdown. The move takes the original $70-billion package to over $100 billion.

ever undertaken in terms of economic support.” Prime Minister Scott Morrison told 2GB radio’s morning program on the 7th of August: ‘“[This is about] saving lives and saving livelihoods. The JobKeeper program is there when the virus hits and it’s hit hard in Victoria in particular. I mean, these changes apply right across the country, by the way, not just in Victoria. There’ll be some additional people who get access to it, we expect in other states and territories, but it’s principally Victoria.” He continued: “It takes the total bill now over $100 billion dollars. But it’s been one of the most successful programs of its kind in the world.”

Treasurer Josh Frydenberg commented: “It’s a very substantial commitment. We’re now going to have JobKeeper at $101 billion, the single largest program that any Australian government has

5 Crucial Reasons To Publish Your Memoir ACCREDITED EDITOR By Susan Pierotti

Writing one’s memoirs has become a popular activity. Everyone is unique, everyone has a unique story to tell. However, if you have ever thought that your story was unimportant, boring or not relevant, read on. People have been telling their stories around the campfire since men first hunted and killed mammoths. They were the glue that held culture in place. Our personal stories are windows into a foreign land and lifestyle. They form part of our history. They are what make us human. Here are five reason why you should consider telling your story. 1 Leave a legacy TV shows such has ‘Who do you think you are?’ and the numerous ads for Ancestry. com display a yearning to know where we’ve come from. We think we have our elderly loved ones around for a while and can hear their stories ‘one day’. Did you know that by the year 2025, 318 Australians are predicted to develop Alzheimer’s – a day! People with dementia still have stories to tell but they are now locked away and come out mangled, disjointed and in pieces. The tragedy is, we can’t predict when dementia will strike. Now that Covid-19 has locked older people away, they will be feeling lonely and unappreciated. A simple Zoom meeting can start the process of connecting them and their stories to their families and the wider community.

Don’t let your family memories, part of who you are, disappear with the mental impairment of your older loved ones. 2 Inspire others Another beneficial reason to record your story is that it may be inspirational for people you don’t even know. Your perfect life upset by the loss of health, the loss of a limb, poverty, homelessness, whatever, and the struggle and success of overcoming that can be a powerful motivator to many others going through the same suffering. Do you have an amazing life story that could inspire others? 3 Contribute to local history and culture A few years ago, I was privileged to edit and publish the extensive memoirs of a retired actress who grew up in 1920s Melbourne but whose family story went back to 1838. Historical and genealogical societies were interested in her story as it filled in gaps in local knowledge. Her story connected people in a way I hadn’t expected. People would say, ‘I remember that place’, ‘I saw her in such and such a production’, ‘I remember her teaching me’. It not only brought people together, it gave her a new lease on life. Stories are an intrinsic part of our culture and need to be recorded. What story do you have of a particular place, group or family? Start writing it now!

Here’s an example. Joan Crawford was a famous Hollywood actress and an Academy Award winner in the 1930s and ’40s. Crawford published her autobiography, A Portrait of Joan, in 1962. In the meantime, she had adopted five children. The eldest, Christina, told her own version of living with her mother in her book, Mommie Dearest, a year after Joan died. It became more famous that Joan’s original autobiography and was made into a movie. Whether it was ‘true’ or not, it was Christina’s version of her life. The only way people will know your version is if you tell it. 5 Education Memoirs can tell us of lives we didn’t know about, places we haven’t been to and events we have only heard about in accounts in the news. Memoirs describe places we have a fondness for, and give us that ‘ah-ha’ moment when we read someone else’s version of an event we took part in. We learn from hearing and reading people’s memories. Memoirs fill in the gaps and teach us things we didn’t know before. What a great Christmas present for your family members – your own personal history! If you have an inkling that writing your memoirs would be worthwhile, contact Susan at susan@creativetext.com.au to see how easy and fun it can be!

4 Record your point of view I recently read a beautiful memoir of an author I’d met. He stated on one page that it was his personal memory and that, if you asked his sisters for their version, you’d get a completely different tale. AUGUST 2020 | FIND KNOX

What Would Compassion Do? PARENTING By Lesley-Anne Banton

I am fearful, I am sacred, and I am uncertain! I am angry, I am frustrated, and I have no voice! I am sick, my father’s sick and my loved one has just died! I have no choice; things are out of my control and I feel helpless!

over social media, it can be confronting and challenging.

I am anxious, I am overwhelmed, and I just want to protect my family! I have lost my job, I cannot pay my bills, I do not know what to do! We are all experiencing and feeling so many things right now, and all of these are all valid feelings and thoughts, yet all of these trigger our stress response. Our stress response, also known as fight and flight, is the part of the brain that shuts out all else to protect us and to help defend ourselves (the amygdala). With so many uncertainties so many fears, so many unknowns and so much vulnerability and many other emotions. Everyone has reacted and responded in their own unique way to be able to navigate themselves through this time. One of the most important things is to acknowledge where you are at and acknowledge your feelings, it’s ok to feel scared, it’s ok to feel fearful, it’s ok to feel a lack of control, they are your feelings. In a state of fear, stress, fight and flight you may do or say things that you normally might not, one of the reasons for this may be the we can’t access parts of the brain that we normally can when not in this state. This is also going to be heightened by all the other stressors that are related to COVID, restrictions, job losses, the loss of a loved one. Even people with the greatest of resilience are being challenged and surprised by their reactions and responses to all that is happening right now, most is out of our control. For some it is the struggle of not being able to meet their needs as they were able to before COVID came along. We all have needs that need to be met, Maslow describes them to be the following:

For a large proportion of society due to COVID, the fear and uncertainty it has brought, they are navigating their way through the current situation in the bottom two levels, trying to meet their safety and physiological needs, survival. They cannot access love and their need to feel a sense of belonging, their energy and focus is on their basic needs. Some people will do unusual and out of character things to get these needs met.

The next time you are triggered into fear, angered or hurt by other’s expression to what’s happening just now with COVID, take a moment acknowledge your feelings and emotions and ask; “what would self-compassion do right now?”. “What would Compassion do right now?”. Acknowledge your pain and stress be compassionate to yourself, give yourself some love, understanding and kindness. Acknowledge their pain and stress, choose compassion. We are all doing the best we can with what we have available within us to navigate the current situation.

Everyone is doing the best they can with what they have available to them, emotionally and psychologically. Know most people are in a heightened state of stress, in fear of the unknow, not having much control over what is happening just now and just trying to meet their needs in the best way they know how. To observe this in others or to feel it in yourself can be upsetting, provoking and challenging. When someone you love, or your child is going through a hard and challenging time what is the thing that helps them through? More fear? More anger? More uncertainty? Or is it love, compassion and understanding? When you are scared, fearful and uncertain what is that you need to get you through? There are so many expressions of people’s fear, anger, helplessness, overwhelm, grieving and uncertainty all

If you are challenged and are having difficulty in navigating your world right now reach out to someone, call the support helplines, or contact me for a clarity session to help you refocus.

Hardening Market for Insurance GENERAL INSURANCE By Craig Anderson

The term “Hard to Place Market” may not be one that most people are familiar with, as their occupation may be well known and understood or considered commonplace. For people who have more unusual occupations, which are less well supported by the mainstream insurers, they may need to have cover placed through a facility which covers more niche activities. These insurers are more sensitive to losses than most, and the first to opt out of a sector when times are tough. As insurance for these niche occupations dries up, it can also dry up for some more mainstream occupations. This is the market “hardening”. During this period, even mainstream occupations may experience a sharp price increase, which can lead to shopping around for better pricing. This cheaper pricing does not guarantee better outcomes. So, if your insurance has risen due to the scarcity of available cover, or due to the “loss ratio” of that class of insurance having deteriorated, you are not alone. Take this opportunity to talk to a broker about your needs to make sure the cover is still appropriate, and reasonably priced. This hardening market situation has occurred before, and tends to run in cycles along with the rise and fall of the economy. As an economy strengthens and business booms, eventually a soft market favourable to the client will return as insurers compete for market share. For the foreseeable future the hard market is settling in, so budget for increases as best you can, and you may wish to examine the services you offer to see if you can

lessen your risk profile which may keep cost increases to a minimum. You may get some useful tips from your broker about risk control and minimisation, so again utilise their services to help put yourself into a better position. It’s never too early to get good advice. As always, any advice in this article has been prepared without taking into account your objectives, financial situation or needs. Because of that, before acting on the above advice, you should consider its appropriateness (having regard to your objectives, needs and financial situation).

IS IT EXPENSIVE TO HIRE AN ARCHITECT? ARCHITECT By Kathy Ismail

A new home or an extension is probably the biggest expense that you will have in a lifetime, so naturally you may want to minimise costs, especially if you are wanting to save something for furnishings. You might think that an architect would be expensive so you think you’ll do without, and proceeded with just the builder. But is that the best option? Architect or builder? In Australia, a builder will typically charge between 3–5% of the build costs, whereas an architect may charge between 7–10% of the build costs and boutique architects may charge more. Most architects charge as a percentage of the total building cost. If it’s just for the plans, this could be 5% of the total, but for a full service where they manage everything, expect to pay 15%. For example, an architect might charge between $30,000 and $90,000 for a new home build of $600,000 (or $1,200 to $1,680 per square metre, depending on the build).

aesthetic, one that blends in with your current living space, and is scaled to the proper proportions. As well as the overall design, architects are also trained to see those tiny steps between concept and completion, developing and refining a vision of the completed project that you can see and understand.

However, you get what you pay for. In many parts of Australia, anyone can operate as a building designer without needing a qualification or credentials. Victoria, Queensland and Tasmania offer more protection as building designers there are required to register with the Building Practitioners Board.

The architect’s will ensure that your building will comply with building codes and meet specific structural demands. Achieving aesthetic and structural safety requires a vast knowledge of various building materials and construction techniques. Hiring an architect makes sure your renovation plays by the rules.

Architects, however, have studied for years at tertiary level, do Continuing Professional Development and are bound by the Architects Act 2004 and their own code of professional conduct.

3. Hiring labour

In fact, architects are well worth the expense on a new home build or an extensive renovation. When you consider the council regulations and by-laws, the planning permits and the overall design, an architect may be the only one who gets the plans off the paper and onto the ground for you. Cost or value? There are four things of value that an architect can provide. 1. Seeing the big and small picture An architect will have the training and skill to produce a detailed design that is functional and aligns with your particular

2. Handling the paperwork

The architect is the perfect person to coordinate the various construction professionals before works begin. For example, an architect will collaborate with structural engineers to discuss the design, answer questions and ensure everyone knows their job. The architect’s plans translate your dreams into the details a builder needs. If a problem should arise, the plans will record what should have been done, and the architect will find a solution without compromising the design, your needs or your wallet. 4. Overseeing You can hire an architect to design the project and create all the necessary drawings or, for an additional fee, some architects will manage the project during construction alongside the builder,

making sure that your design is built the way it was documented. For most major renovations or new builds, you will need a team comprising at least an architect, a structural engineer and a builder. At the start, you most likely also will need a land surveyor. Getting the right people in your team who understand your budget and your design intent is vital. A good architect will usually have a team of other consultants that they collaborate with. You’ll need the architect to prepare drawings for a town planning application and working drawings for a building permit, and that’s before construction even begins! So you can see not that, while sometimes regarded as expensive, an architect can actually save you money in the long run. We have a questionnaire that could potentially help you in narrowing down your ideas for your next dream home. We are always happy to answer any inquiries.

FIXED V’S VARIABLE

MORTGAGE BROKERING By Reece Droscher

As a mortgage broker one of the most common questions I receive from clients is whether they should fix the interest rate on their Home Loan. Because rates are at historic lows borrowers are looking to take advantage of this by locking in a rate for a period of time, usually between 1 and 5 years. Lenders are currently offering fixed rates that are lower than variable rates to encourage customers to lock in their Home Loan. In these uncertain times this gives the lender some certainty that the loan will remain with them at least for the fixed term. There are advantages and disadvantages to locking in your interest rate which would determine if fixing your rate is the best option for you.

example if you had a $1,000 balance in an offset account only $400 of that balance would be offsetting your loan.

Advantages

Disadvantages

variable interest rates are dropping, if you have a fixed loan your rate will not reduce. The inflexibility of the fixed rate which is great in stable environments can be a curse at other times.

1. Security

1. Penalties may be payable for early repayment

What if I can’t decide which is the best option?

If you become dissatisfied with your lender, decide to sell your home or you simply want to take advantage of better deals elsewhere, when you are locked in to a fixed rate you could be charged a substantial interest penalty to break the contract. A complex formula is used to determine what the loss to the lender would be if the fixed rate contract is broken which is outlined in any Home Loan Contract. This penalty could offset any benefit you received by locking in originally.

If you can’t decide which option is the best one for you it is possible to hedge your bets. Lenders also offer a split loan option which means you can have a portion of your loan at a fixed rate and the balance on a variable rate.

When you fix a rate on your Home Loan you are guaranteed that the rate will not change for the period you have fixed for. This means your repayments will also remain unchanged which is helpful for household budgets. 2. Potential Money Saver If you are able to fix your rate at the right time you will save money on interest, potentially thousands of dollars. For example, if you were to fix a rate today you could lock in for as low as 2.09% for two years with some lenders. These same lenders have variable rates at 2.69%, and if those variable rates do not reduce below 2.09% over that two year period the benefits of fixing at the lower rate would be substantial. 3. Some Flexibility Most lenders will allow borrowers to make additional repayments when they have a fixed rate loan without incurring a penalty. It is most common for any extra repayments to be capped at a maximum $10,000 per year. Some lenders also offer the ability to have an offset account linked to the fixed rate loan to help reduce interest costs further, although these are generally only partial offsets usually 40%. For

Flexible features that are standard on most variable rate loans are either not an option, or offered with reduced benefits on a fixed rate loan. Offset is typically not available, or only offered as partial offset reducing the effect it has on interest saving, and redraw is also not available on fixed rate loans. 3. Potential to lose on the interest rate bet

To work out which option would be the most suitable to meet your circumstances, it would be a great idea to speak with a mortgage broker who can guide you through the products available. At SHL Finance we are open for business and available to speak with you at any time. We are already proactively helping our clients negotiate a better rate with their current lender, reviewing their existing loans and discussing ways to potentially save clients thousands of dollars. Installing, repairing and servicing garage doors is a specialised craft. There aren’t so many of us around. That means that our customers not only live locally but also can be situated a long way from our home base in Melbourne. They prefer to use us rather than someone closer due to our exceptional customer service. In this article, we thought we’d give you an overview of just how far we will go to keep our customers happy. In May, we were contacted by the people who own the snow cat shed on Mt Buller. They needed new roller shutter doors on each of their shed doors installed in time for the snow season. The pressure was on – could we install eight new doors before the next snowflake fell? Well, yes! Our wonderful team of installers worked through the fog, the snow and the frost for several days, and still had time to enjoy the fantastic views from the top of the mountain.

two roller doors, one on a private home shed in Pakenham Upper (from snow to slush!) and the other at Divine Fruits in East Shepparton. Divine Fruits are renowned for their delicious apricots so they really valued the shutter door we provided and installed on one of their storage sheds. It was getting a bit cold in Melbourne so some of our installers went to the other end of the state for some warmer weather. They travelled up to visit a winery in Mildura. Were they relaxing on a wine-tasting tour? No. Cruzin Garage Doors were hired to install a tall, large roller shutter door for McGuigan’s Wines. (But perhaps the boys raised a glass after the work was finished…)

We must have liked working in the northeast as next month we were back, this time in Wangaratta, installing another set of roller shutter doors for an industrial site. The month of July was a busy one for Cruzin Garage Doors. Nearer to home base in the same week, we fitted another

Why Financial Wellbeing is a Pillar of Good Health Money and Life (Australian Associated Press)

Much like exercise and eating well, your financial wellbeing is key to living a happy and healthy life. So what is financial wellbeing and how can you improve yours? Financial wellbeing is often overlooked as one of the pillars of good health, but it’s every bit as important as your physical, mental and emotional health. Poor financial health has been linked to a range of nasty side effects like stress, depression, anxiety, sleeplessness, relationship break-down, drug and alcohol use to name a few. Yikes! Good health is often about balance. Getting on top of your financial wellbeing can certainly relieve stress and give you the time and money you need to balance all aspects of your health.

What is financial wellbeing? When we talk about financial wellbeing, what do we mean?

levels of confidence in managing money and substantial amounts of savings, investments and superannuation.” Around 40% (or 7.4 million Aussies) fell into the category of “doing ok”. They described their situation as “fair” or “good” and were relatively confident about the next 12-months. A further 23% of respondents (around 4.4 million people) were just getting by, while the remaining 13% (2.4 million people) were considered to be “struggling”.

More than just earning an income, financial wellbeing is about having financial security and the freedom to make choices. There are three interrelated aspects to good financial wellbeing: 1. The ability to meet your expenses and have money left over. 2. Feeling and acting in control of your finances. 3. Being financially secure and not needing to worry too much about money. It’s considered normal for your financial wellbeing to vary over the course of your life. This is particularly true during major life events such as moving out of home, having a baby, changing jobs or retiring. Unexpected financial shocks can also have a big impact on your financial wellbeing.

How fit are our nation’s finances? The Financial Wellbeing Australia report (2018) describes four categories of financial wellbeing. Around a quarter of all respondents (extrapolated to 4.5 million Aussies) were classed as having the highest level of financial wellbeing. That is, “no real financial worries… high

How can I improve my finances? Developing good financial habits will help you improve your financial health over time. That includes: • • • • • •

Having a budget or spending plan. Making regular cash savings. Building an emergency fund of at least six months living expenses. Paying down debt and maintaining a good credit rating. Having adequate insurance. Building up enough superannuation to retire comfortably.

How can a financial planner help?

Think of your financial planner like your family doctor: as your partner in good health. Having the right financial planner on your team can help you navigate life’s ups and downs. A financial planner is able to support your changing needs at every stage of life. For example, in your twenties and thirties a financial planner can help you save, invest and plan for a family. They can help you consolidate and protect your wealth into your forties and prepare for retirement in your 50s, 60s and 70s. When you go to see a financial planning professional, they’ll look at your overall financial wellbeing and develop a plan tailored to your circumstances. Again, much like the family doctor, financial planning is an ongoing relationship, not just a one-off meeting. So look for someone that you feel comfortable with and can work with long-term. Related: Financial planning: Here’s how the process works There is really no wrong or right time to seek advice from a financial planner. The earlier you get started, the more time you have to benefit from their advice. Related: Financial counsellor or financial planner: What’s the difference? Taking the time to focus on your overall financial health and wellbeing has a range of positive flow on effects. Feeling financially secure brings peace of mind, allows you to enjoy your leisure time and fun activities and improves your overall quality of life. INVESTING IN YOUR BUSINESS THROUGH SIGNAGE SIGNAGES By Glenn Martin

In business, first impressions matter. This impression can make all the difference to a potential customer. Building signs are an important marketing element for businesses. Even in the age of digital media, websites, social media, and ads based on algorithms, building signs can vastly improve your customer reach and make an impact to attract more attention. A study conducted by The Signage Foundation found that “good signage yields information to potential buyers, reduces transaction costs and improves well-being.” Additionally, “better information allows buyers and sellers to find each other for a transaction.” Signage can be thought of as an extension of your company’s online presence, and vice-versa. A business can easily become a major part of a community by including signs that align with the aesthetics of the area. Recognisable to every passer by, building signs become a part of the community’s mental map of the neighbourhood. One way to increase your business presence is by having a cohesive branding plan. Part of this plan should include building signs appropriate for your industry, and a recognisable logo that can be used across other platforms, including on your vehicles. There are several types of building signs that can enhance your business branding. Each of these can be customized to complement your company’s overall branding. Signarama’s sign experts work with businesses to ensure a branding plan is in place so that all signage is complementary to each other and the surrounding environment. • • • • • • • • •

Building Panel Signs Wayfinding & Directional Signs Parking & Traffic Signs Vehicle Graphics Illuminated Signs Dimensional Lettering Informational Signs Window Graphics Flags and A-Frames

When designing your business’s building signs, it is important to consider the location or placement of the signs. The signs should clearly indicate your business name and any other important information (i.e., phone number, website URL, etc.). Your wayfinding or directional signs, for example, can be an extension of your brand and should include your logo and colours but the design should be reflective of your brand too. Signs are advertisements, but they ultimately need to communicate your message clearly and be recognizable by customers. Another appeal to building signs is the return of investment. The up-front cost is an investment, but the sign will bring attention to your business for a long time and should be seen as an investment in your business’s success. Signarama has the experience to guide you through the creative process while sticking to your budget. Keep in mind the profit potential once your signs are installed. This can generate new customers, attract repeat customers who recognise your logo, and more. The more familiar your customers become with your business, the more credible your business becomes. Nothing says success like repeat customers. Signarama’s team of local creative experts work closely with your business so that your signs are attractive and showcase your business.

Stage 4 Restrictions: Try Telehealth for Lactation Advice LACTATION CONSULTANT By Dr. Joanna Strybosch

Under Melbourne’s stricter stage 4 restrictions, new mothers may be feeling even more vulnerable than before. With reduced face-to-face contact already imposed under stage 3, the latest restrictions are even tougher. Intended to minimise Victorian’s movements during a declared State of Disaster, stage 4 restrictions are designed to protect the public and health workers, reduce infection and ultimately save lives. As an AHPRA-registered allied health professional and IBCLC working in a private practice, I am bound by these new restrictions. Routine services are no longer permitted. Face-to-face consultations are strictly for urgent cases only. Online screening and phone triage is now in place in our practice. Face-to-face consultation can be provided only if those services are necessary to prevent significant clinical deterioration that would otherwise require an increased level of care, such as specialist input/review or hospital admission or emergency department presentation. The alternative to a face-to-face appointment is a Telehealth consult. Mothers experiencing difficulties with any aspect of the nurture and care of her baby, can reach out to a Lactation Consultant via Telehealth from the comfort of her home. Lactation

Consultants are trained to help with issues like attachment difficulties, breastfeeding a premature or small baby, and a low milk production. In Australia, 92 percent of babies are exclusively breast fed for the first month of their life, however by six months this reduces to only 14 percent. This indicates many mothers start out wanting to breastfeed their babies, but may experience difficulties and switch to formula or mixed feeding. Mothers in remote communities have for a number of years now, been benefitting from lactation advice delivered by Telehealth. During stage 4 restrictions, many more mothers may benefit in the same way. So what is a Telehealth Lactation Consult like? In 2012 the Journal of Human Lactation published a Roundtable discussion titled Breastfeeding and Telehealth, authored by Macnab et al. In it three private practice IBCLC’s shared their personal insights and experiences. The results were unanimous - 100% of mothers who used the service said they would recommend the same type of service. Mothers are used to communicating on a screen - they talk to their families and friends that way, and so most are comfortable discussing their breastfeeding concerns by Telehealth.

no calls are recorded without the prior expressed and written consent of the mother. For the IBCLC, limitations include not being able to conduct an oral examination of the baby, or to provide that reassuring and encouraging touch to the mother. However, much can be achieved. Without the IBCLC being physically present, the mother has to be an active participant in their own care. “Mothers accept unequivocally that they are the ones handling their babies, and are not able to rely on the clinician to position, attach or settle them”, says Macnab. “I find this a huge advantage as there is no inadvertent clinician ‘interference’, and I can I still more confidence in the mothers about their own abilities.” So, if you need breastfeeding support during stage 4 restrictions, why not try Telehealth? Digital Selling - you need to! MARKETING By Matthew Benn

Over this time of isolation and social distancing many businesses have experienced the repercussions of having digital gaps in their marketing and sales departments. All companies have seen a decline whether small or large due to the fact that no-one is supposed to be seeing anyone face to face without a “critical need”. B2B companies in particular rely on the annual circuit of trade shows/ exhibitions and other networking events to build customer relations. In industries that are not digital-native, businesses may also be less sophisticated in their digital growth and customer relations strategies. For SMEs especially, who are used to getting new customers through word-ofmouth referrals or on the strength of a hard-won reputation, their loss is coming as a shock. There have been so many articles on this topic from big names such as Forbes and McKinsey & Co… but none that have really given practical application other than “you need to invest and get on with it”. We have seen a massive spike during the last few months from companies wishing to create or update websites, start SEO and social media campaigns and using influencers; focused on reaching their audience and also new markets virtually. Being confined to the office or home – rather than on the road on sales visits or at events, means sales people and marketers have had more time to develop digital strategies. This means researching where your customers can be found online, and how different approaches and tactics might impact your success. If your organization previously put token efforts into digital channels – because like a lot of other businesses, you had built your networks offline and that had always seemed to work – now is the time to revisit them. It could be as simple as giving your website and social pages a refresh, or a more innovative approach. There’s a window of opportunity here – when things are back to normal budgets will be going back into live events and that’s what they will be spending their time on.

Here are some simple tips to help all businesses be seen in the virtual world. 1. Google My Business. This is an amazing free platform that Google has developed to more clearly define local businesses and also categorise businesses for more accurate search results. Many people complain that searches bring up companies outside of the area… which is actually outdated thinking as Google has worked very hard over the past 2 years at maximising exposure for local business. However if you haven’t invested any time in managing your web presence and keep your companies presence up to date = it’s not Googles fault! So start today… claim your Google My Business listing here 2. Social Media. All company pages in social media channels also become a beacon of light in your web presence. However as above you need to keep it up to date and it is always good to actively pursue your network to jump on and follow or like your business page. Posting at least once a month is also a necessity… It’s regularity that all web based products want to continue ranking you and showing you to those that frequent their sites (your potential and current customers). 3. LinkedIn. I’m giving LinkedIn it’s own section, as this platform dwarfs all other social channels for professional networking. We actually run “LinkedIn Engagement Training” for management, marketing & sales teams. If you would like to book a chat to see what it’s all about, please do that through this link here 4. Website. A website is a valuable asset to a business and the only real digital asset you can own! All social media platforms, WIX, Square, Shopify, Amazon, Ebay etc… sites and profiles are owned someone else. Hence if you are going to invest in any platform – first look at your own website. It is always good to have a way to capture people’s data and something to give them while they are on your website – to entice them to give you their contact details.

Simple webforms can be successful, are very simple and free; this should be a standard part of your website at the very least. Once you get more serious hooking an email marketing platform up to your webforms is also a great way to have some form (semi-automated at least) of lead nurturing system. If you would like to book a chat to see how we can help you update or build a cracking website, please do that through this link here 5. Email marketing. While emails are seen to mostly be ‘spam’ these days. It is the perfect way to cost effectively nurture your perspective sales leads and keep your current customer warm and coming back for more business with you. We also guide clients through this process if you would like to book a chat to discuss how we do this, please use the link here. We make Business Growth Simplified… and are setup to help frustrated business owners (like you) develop marketing and sales systems that work for you everyday. Are you Considering Cancelling or Reducing your Life Insurance Cover? FINANCIAL PLANNING By Mari Nguyen

Covid 19 means that many household budgets are under pressure. Many of our clients are looking closely at all of their spending. For some people, this review includes thinking about their life insurances. As we will discuss below, any decision to discontinue or reduce life insurance should only be made after very careful consideration. There are many reasons why discontinuing life cover needs to be thought through thoroughly. The most obvious is the prospect that the insured event might happen. While many people see insurance as an expense, from an ‘accounting’ point of view, an insurance policy has more in common with a ‘contingent asset.’ Accountants define assets as something that contains future economic benefit. A contingent asset is one that contains future economic benefit if a particular event occurs. Obviously, with life insurance that event is the event against which a person is insured. So, if people stop paying life insurance premiums, they lose the potential for the economic effects of a death, illness or injury to be offset by an insurance benefit. There is also another reason why people should think twice before reducing or discontinuing their life insurance. This reason builds on the idea of guaranteed renewability. Most life insurance agreements are guaranteed renewable. This means that, once an insurer agrees to provide cover, that insurer is obliged to continue to provide cover for as long as the policyholder continues to pay his or her premiums. Put simply, if you commenced a life insurance policy in 2019, as long as you pay the premium, your insurer is obliged to offer you the same policy in 2020. The nature of the underlying insurance must be retained, even if the premium changes. Guaranteed renewability is a very important feature of most life insurances. There are a few life insurance policies that do not include guaranteed renewability. Under a guaranteed renewable policy, when that policy is first taken out, the policyholder needs to declare all known

information that would be relevant to the insurer’s decision to provide cover. Amongst other things, this includes a full medical history. Obviously, before offering a policy, the insurer needs to make a judgement as to how likely it is that someone will make a claim on that policy. Knowing an applicant’s medical history informs that judgement. That said, once a guaranteed renewable policy has commenced, the insurer cannot modify or reject the annual renewal of that policy if the policyholder’s health situation changes. So, if you experience a health event after you commence cover, that event cannot inform the insurer’s decision to keep offering you a policy. Think of a very simple example: Fred experienced skin cancer at the age of 25. He was successfully treated. At the age of 30, he applied for life insurance. He declared his experience of cancer to the insurer. The insurer made an assessment and decided that they would still offer Fred a policy – but that that policy would exclude skin cancer. Put very simply, if Fred were to later become disabled or die as a result of skin cancer, his insurer will not pay out a claim for this. If Fred were to become disabled or die as a result of some other event, such as a car accident, his insurer would still need to pay. Now think of an alternative. Ned also takes out his life insurance at the age of 30. At that stage, he had not had any negative health events in his life and so his insurer offered him a standard policy with no exclusions. At the age of 35, for the first time, Ned experienced skin cancer. He was successfully treated. Because he had paid all his premiums, Ned’s insurer was obliged to continue to offer him the same life insurance policy with no exclusions. If, down the track, Ned becomes unwell or dies as a result of skin cancer, the insurer will need to pay. Fred and Ned have both had skin cancer and they both have insurance cover. But Ned’s cover is ‘better’ than Fred’s. As you can see, the important thing is that the insurance policy was in place before the health event. If that is the case, and the policy is guaranteed renewable, there is nothing the insurance company can do because of the health event. The insurer must continue to provide cover for as long as the policyholder pays the

premiums. However, if a health event occurs before a policy is put in place, the insurer is allowed to either reject cover completely or to place exclusions or loadings on any policy it offers. (A loading is where the insurer increases the premium, reasoning that the applicant has a higher chance of making a claim on that particular policy). Obviously, the older we are the more likely it is that we have experienced health events that may impact on an insurer’s decision to offer us insurance. Amongst other things, this means that we need to be very careful about discontinuing or reducing an existing life insurance policy. It may be that we either cannot recommence our insurance, or that any recommenced insurance will contain an exclusion and/or a loading. In summary, any decision to discontinue or reduce existing cover is quite a complex one with potentially far-reaching consequences. If you or someone you know are considering cancelling or altering their life insurance cover, please contact us immediately and we can review your personal insurance for you and provide you with some options.

Know Your Legal Structure - Not for Profit ATO www.ato.gov.au

When setting up an NFP organisation, it is important to choose an appropriate legal structure as it will affect: • • • • •

the way you hold meetings the minimum number of members reporting requirements tax obligations cost and other considerations.

When choosing a structure, make sure you understand the responsibilities that go with that structure. Your legal structure will affect many things, such as its legal identity (whether it can be sued), its governance structure (who makes what types of decisions), where it operates, who is liable for its debts, and its specific responsibilities, such as what its reporting or other compliance obligations are. You may want to seek professional advice to help you to make an informed decision.

You need to consider • •

Where will the NFP organisation operate? Will there be a changing of membership?

• • • • •

What is the nature of the activities? How will the organisation raise money? What will be the size of your NFP organisation or charity and how complex will its activities be? Will you have employees or volunteers? What accountability will you have to your members and the community?

Tax Savings Seperate From Income: Report Colin Brinsden (Australian Associated Press)

As the Morrison government mulls over possible tax changes to help lift the economy out of its first recession in nearly 30 years, tax experts have called for a change in the way savings are taxed. In a new report, the Tax and Transfer Policy Institute at the Australian National University urges the government to consider a dual tax system where savings are taxed at a low rate and separate from taxes on labour income. “As review after review has shown, Australia’s current approach to taxing savings is a mess at best and a serious driver of intergenerational inequality at worst,” the institute’s Professor Robert Breunig says. He said some savings tax arrangements are progressive, taxing higher incomes more heavily, but some are are regressive, favouring the old while being punitive for the young. “Our current tax arrangements are inefficient, inequitable and distort the

flow of savings across our society and economy,” he said. “The system is complex and encourages Australians to engage in costly tax planning schemes.” “Our current tax arrangements are inefficient, inequitable and distort the flow of savings across our society and economy,” he said. “The system is complex and encourages Australians to engage in costly tax planning schemes.” The report says most types of savings should be taxed at a low rate and independent of the tax rate on income from other sources. “The taxation of savings is politically contentious with strong lobby groups defending particular savings arrangements, whether that is the untouchable nature of owner-occupied housing dividend imputation or superannuation concessions,” Prof Breunig said.

The report calls for the replacement of dividend imputation with a flat tax rate on dividends, removing stamp duties, which significantly distort decisions about when to move house, and including owner-occupied housing in means tests for pensions. “This might seem radical. But in reality the reforms are reasonable and would bring us closer to the optimal tax system Australians deserve and this nation needs,” Prof Breuing said.

Wage Subsidies Set To Become Tiered System By Matt Coughlan & Paul Osborne (Australian Associated Press)

The JobKeeper wage subsidy will remain in place until September before being split into two tiers. The Morrison government was due to announce details of the changes to the support on Thursday, but has brought forward the decision to Tuesday. It is understood the new version of JobKeeper will mirror the part-time or fulltime hours recipients worked before the coronavirus pandemic rather than a flat $1500 a fortnight. The revamped scheme will mean businesses benefiting from the subsidy will get several months to adjust to the second phase. The JobSeeker dole payment that was doubled to help the jobless get through the pandemic will remain as it is until September but then switch to a lower rate, but will be more than the former Newstart payment. The government is also set to release details of a review of its coronavirus supports. Prime Minister Scott Morrison says businesses would get several months to adjust to the next phase of support. “It will be targeted, it will be temporary, it will be effective as the first round has been,” he said in Sydney. “We do know this first round has been very important … (for) almost one million businesses, around 3.5 million employees, and there is still two months to go on the current set of arrangements.” Treasurer Josh Frydenberg said the initial design of the program was based on getting money out as quickly as possible. But he said one of the outcomes had been some people under the program received more money than they had been earning before the pandemic struck. He said aviation, tourism, arts and hospitality were sectors that would need

help beyond September. Businesses will also face tighter eligibility tests, scrutinising changes in revenue. Under the existing scheme, companies turning over less than $1 billion with a 30 per cent fall in revenue are eligible. Firms turning over more than $1 billion must show a 50 per cent decline. Businesses that met the revenue test at any stage during the pandemic qualified for the payments for each employee. Labor frontbencher Tony Burke said JobKeeper needed to be better targeted through retesting businesses and tapering payments. “There’s been a reasonable amount of waste and lack of targeting in how the government handled it first time around,” he told ABC radio. But the opposition is refusing to nominate a set figure for JobKeeper or JobSeeker, which has been temporarily increased to $1100 a fortnight.

Mr Burke said the dole should not return to its old rate of $560 a fortnight. “It needs to keep people out of poverty, $40 a day is not enough to live on,” he said. Left-leaning think tank The Australia Institute has released modelling showing more than half a million Australians would be thrown into poverty if JobSeeker is returned to its former rate. “This will not only have serious negative social effects for decades to come, but makes terrible economic policy by effectively withdrawing much-needed stimulus,” institute executive director Ben Oquist said. Mr Morrison said government support packages had prevented people falling into poverty. “It is still tough, it is extremely tough out there. But at a time like this, I think all Australians will be pleased they’re in Australia and nowhere else.”

Workers Could Get Access To Pandemic Leave By Matt Coughlan (Australian Associated Press)

The Morrison government is considering providing paid pandemic leave to workers in a bid to curb deadly coronavirus outbreaks. Scott Morrison confirmed he spoke with Industrial Relations Minister Christian Porter about pandemic leave in recent days. “Those discussions are continuing and when they are completed we will make some announcements,” the prime minister told reporters in Canberra on Wednesday. The Australian Council of Trade Unions on March 11 called for two weeks’ paid leave for all permanent, casual and contract workers forced to self-isolate because of the pandemic. There have been major concerns people with the virus attended work because they couldn’t afford the financial hit from staying home. About 80 per cent of Victoria’s new infections since May have been linked to workplace transmission. The Fair Work Commission earlier in the week ruled all residential aged care workers including nurses were entitled to two weeks’ paid leave.

But unions argue the issue goes further than one sector, with more than three million workers lacking sick leave entitlements. The Greens want to pass legislation giving employees access to special pandemic leave in the August sitting of parliament. Greens leader Adam Bandt has written to Mr Morrison urging the government to support the private bill. “It’s going to be essential to not only containing the spread in Victoria, but preventing further outbreaks in other states,” Mr Bandt told AAP. “Some employers may find it difficult to meet the cost of that paid sick leave so we’re calling on the government to step in and meet the cost.” He said the money could be drawn from the government’s $60 billion underspend on the JobKeeper wage subsidy scheme.

“The system is working relatively well at the moment in terms of coping with that scenario where people have to be selfisolated for a period,” he told 6PR radio. Labor’s industrial relations spokesman Tony Burke said the opposition had been calling for pandemic leave for 141 days.

“This is talking about filling a gap for somewhere around a third of the workforce,” Mr Bandt said. “The rise of insecure work is fuelling this crisis.”

“There is no excuse for this delay. The government must act immediately. It should have acted on this in March,” he said.

Mr Porter said the government was “keeping a watching brief” on the issue.

“Without pandemic leave, many will continue to turn up to work when they’re sick or should be isolating.”

Treat Virus Masks Like Underwear: Expert By Christine McGinn and Ulises Izquierdo (Australian Associated Press)

Victorians are being urged to treat their face masks like underwear amid a mad dash for supplies. Swinburne University of Technology dean of Health Science Bruce Thompson tells AAP that the same rules for undies should apply – have many and/or wash often. “Assume your mask is like underwear. So don’t take it off in the middle of public. Don’t fiddle with it in the middle of public, don’t share them with somebody else,” Professor Thompson said on Monday. “The concept of actually taking your underwear off in public and putting them on a kitchen bench is horrible – but that’s effectively what you are doing.” He recommended having six to 12 masks ready for use on rotation, just as a person would with underwear. “Masks are important and they are basically another tool in the armoury,” Prof Thompson said. “The only way for the virus to actually spread is it has some form of human-tohuman contact, either direct touching or via a droplet or something like that because someone is in very close proximity to them.”

Volumes over the past seven days have been 63 per cent above the previous weekly peak in mid-March. This online interest has translated into some shops running out of stock across Melbourne. Retail store Chemist Warehouse said the demand for masks was unprecedented and “many stores ran out of the healthy stocks they had in place” on Sunday. But the pharmacy chain said there was no need to rush, as more stock was to arrive in stores by mid-Monday. Bunnings merchandise director Phil Bishop told AAP their stores were “wellstocked”. But the hardware company has placed a limit of a pack of 50 face masks per customer to help ensure all customers have access to stock. HOW TO WEAR A DISPOSAL MASK: •

Wash hands with soap or sanitise hands

Put the mask on your nose first with the metal at the top

Push around the edge of your nose, down side of cheek

Grab the loops and put over your ears

Do not touch your mask while it is on your face

When taking it off, be careful not to touch the front of the mask. Place it in the bin. If reusable, wash or place in a plastic bag ready to wash when at home

Wash hands with soap or sanitise hands

WHY ALL THE EFFORT? •

“As soon as you put a mask on, you have made the inherent assumption that there is virus all over it. Therefore, when you take it off you will potentially infect your fingers and that can spread the virus. You need to sanitise or wash your hands before you put it on, as well as after you put it on.”

Source: Professor Bruce Thompson

The positive test rate in Victoria on any given day is about one per cent, which equates to three times the national average, he added. The run on masks comes as authorities confirmed face coverings or masks would become mandatory in public across metropolitan Melbourne and the Mitchell Shire from midnight on Wednesday. Although scarves and bandanas will be accepted as face coverings, the demand for surgical and reusable cloth masks spiked overnight. Google data showed search interest for “face mask” grew to a new high this week, peaking sharply around midday on Sunday. The interest value in Google shifted from zero early on Sunday morning to 100 by 2pm. AUGUST 2020 | FIND KNOX

US Hails Aussies For Not ‘Bowing’ to China Peter Mitchell, AAP US Correspondent

(Australian Associated Press)

US Secretary of State Mike Pompeo has praised Australia for standing up to China despite “coercive pressure from the Chinese Communist Party to bow to Beijing’s wishes”. Mr Pompeo and US Defense Secretary Mark Esper met with Australian Foreign Minister Marise Payne and Defence Minister Linda Reynolds in Washington DC on Tuesday for the annual AustraliaUnited States Ministerial Consultations. The US and Australia committed to pursue increased and regular “maritime cooperation” in the South China Sea and deepen defence science technology cooperation on hypersonic, electronic warfare and space-based capabilities. “We started this morning by talking at length about the Chinese Communist Party’s malign activity in the Indo-Pacific region, and indeed all around the world,” Mr Pompeo said at a press conference. “The United States commends the Morrison government for standing up for democratic values and the rule of law despite intense, continued coercive pressure from the Chinese Communist Party to bow to Beijing’s wishes.

“We stand with our Australian friends.” “It is unacceptable for Beijing to use exports, or student fees as a cudgel against Australia. The US and Australian delegations agreed to the potential expansion of US Marine rotational force joint training exercises in Darwin to include additional partners and allies. The US and Australia also intend to strengthen supply chains by establishing a US-funded commercially operated strategic military fuel reserve in Darwin. Ms Payne said Australia has no intention of injuring its relationship with China. “We are very different countries, we are very different systems, and it’s the points on which we disagree that we should be able to articulate in a mature and sensible way,” Ms Payne said. Ms Reynolds and Dr Esper signed a statement of principles on defence cooperation and force posture priorities in the Indo-Pacific to drive Australian-US shared interests for the next decade. “This includes hypersonics, electronic warfare and space-based capabilities,” Ms Reynolds said.

Ms Reynolds confirmed freedom of navigation and overflight in the South China Sea was discussed and Australia’s “long history of transiting through the region” will continue. “Our approach remains consistent,” Ms Reynolds said. Dr Esper did not specifically answer when a journalist asked if the US and Australia discussed deploying additional US troops or intermediate range missiles on Australian soil. “We had a very wide ranging discussion about the capabilities that the United States possesses and the capabilities Australia possesses, and our desire to advance them whether they are hypersonics or any other type of capability,” he said. “And I think it’s important as we think forward about how do we deter bad behaviour in the Indo-Pacific and how we defend the international rules based order, in this case specifically with regard to China.” Ms Payne and Ms Reynolds will undergo 14 days of quarantine when they return to Australia in case they picked up COVID-19 during the AUSMIN trip.

Cost of Living Driven Down During Pandemic Katina Curtis, AAP Senior Political Writer (Australian Associated Press)

Free childcare and cheaper petrol have driven the cost of living in Australia backwards for only the third time on record. The record 1.9 per cent fall in the consumer price index across the June quarter adds to a picture Prime Minister Scott Morrison says everyone should recognise as the negative impact of the coronavirus pandemic on the economy. The Australian Bureau of Statistics reported the annual inflation rate at -0.3 per cent. It’s the first time in 22 years the annual rate has been negative and only the third time on record. The fall was driven largely by free childcare and preschool and a nearly 20 per cent drop in petrol prices. ‘”Excluding these three components, the CPI would have risen 0.1 per cent in the June quarter,” ABS chief economist Bruce Hockman said. CommSec chief economist Craig James said the last time inflation dropped by 1.9 per cent was during the global recession in 1931, when it was measured on a different index. “Fortunately policymakers today have responded differently to back then, applying significant fiscal and monetary stimulus to limit the length and severity of the downturn,” he said, noting prices were tipped to rebound in the September quarter.

“The last thing anyone wants to see is deflation – a sustained period of falling prices – because that could see the current economic downturn being extended.”

“Australia wins when Victoria wins.”

Mr Morrison said he was more concerned by Tuesday’s payroll data, which showed the Victorian surge of coronavirus cases and second lockdown in Melbourne was dragging down the jobs recovery in other states as well. “There is a significant Victorian wave but that Victorian wave is impacting the national economy more broadly,” he told reporters in Canberra.

In May, leaders planned to reach that position by mid-July but the Victorian wave of community transmission has led several states to delay their economic reopening.

“We’re seeing that in the payroll data, we’re also seeing that in things like table bookings at restaurants and in states that aren’t affected by COVID in the same way that Victoria has been.

He couldn’t estimate now when Australia would reach the final stage of domestic reopening.

Also on Wednesday, the Australian Prudential Regulation Authority updated its guidance on capital management to banks and insurers and the Australian Office of Financial Management issued a new $15 billion, 30-year Treasury bond.

Waive Debts, Fund Services: Capital Mayors By Christine McGinn and Ulises Izquierdo (Australian Associated Press)

Tasmania’s debt was waived by the federal government last year.

Big city mayors want the federal government to waive billions in housing debt owed by the states and territories.

Sydney Lord Mayor Clover Moore said waiving this debt would free up $800 million in NSW alone to go towards social housing.

Melbourne Lord Mayor Sally Capp said the coronavirus pandemic was an opportunity to fix Australia’s housing crisis. She told a parliamentary inquiry into homelessness on Wednesday one of the best things the federal government could do was permanently raise the JobSeeker unemployment benefit. “Putting people back onto the streets is not an option, not while COVID is unchecked and not while our cities fight for survival,” Cr Capp said. The Council of Capital City Lord Mayors wants a national housing strategy and $200 million to fight homelessness in Australia’s capitals. It says the roughly $2 billion that states and territories owed the Commonwealth as of June 2018 could be thrown back into support services.

“NSW requires 5000 social housing dwellings to be built every year until 2026 to just meet demand,” she said. Two-thirds of Australia’s 116,000 homeless live in the nation’s capital cities. Cr Capp warned rough sleepers are only the tip of the iceberg, with thousands squatting, sleeping in cars or couch surfing. Treasury bureaucrats, veterans affairs officials and housing providers will all front the inquiry on Wednesday. Liz de Chastel, a senior policy adviser for the Local Government Association of Australia, says state and federal governments need to listen to local governments more.

“Local governments often understand what is happening in their local community,” Ms de Chastel said. The association warned the lack of housing and homelessness rates is financially hurting regional and rural towns. This was made worse by the recent bushfires and droughts, it said. It wants to see more money pumped into homelessness support services run by local councils. AUGUST 2020 | FIND KNOX

2020 TA • Artificial Schemes for JobKeeper Payment The ATO has released Practical Compliance Guideline PCG 2020/4 which covers schemes in relation to the JobKeeper payment. The main takeaway from the PCG is that the Commissioner will not apply compliance resources where an employer had a genuine impact on the revenue of the operating entity due to change in the external business environment. The PCG also includes examples where the ATO deems a scheme to be artificial with the sole or dominant purpose to access JobKeeper payments.

• Service Entities Accessing Jobkeeper Payments The ATO has released Practical Compliance Guideline PCG 2020/4 which covers schemes involving service entities in relation to the JobKeeper payment. The PCG provides guidance on how the ATO will apply its compliance resources to schemes used to access the JobKeeper payments. The main takeaway from the PCG is that the Commissioner will allow a service entity that employs workers, and receives a reduced service fee from the operating entity, to qualify for JobKeeper payments if there is a genuine impact on the revenue of the operating entity due to change in the external business environment.

• Spouse Contribution tax Offset eligibility To Be Extended Spouse contributions tax offset eligibility will be extended following the release of draft Bill and Regulations. The Bill and Regulations were made to give effect to the measures announced in the 2019 federal budget. From 1 July 2020, an individual is eligible for the offset where their spouse is under 75 years of age when the contribution is made. Connected with this new legislation is the extension to acceptance of contributions for individuals aged 65 and 66. The current law states that where the spouse is over 65 years, the spouse must satisfy the work test for the contribution to be accepted. Effectively, the work test is being pushed out to the Age Pension Age of 67. There are no announced changes to the income limit or the maximum contribution allowed. Also, the spouse contribution should not otherwise breach their non-concessional cap.

• Super Contribution Age Limits To Change Members of regulated superannuation funds have no restrictions for making voluntary contributions prior to reaching 65 years of age. However, from 1 July 2020 changes to legislation and SIS regulations intend to increase the age limit to 67 years of age. The new legislation also extends the ability for members to make bring forward contributions, making more individuals eligible to make 3 years’ worth of contributions. The legislative and regulatory changes only relate to voluntary contributions, as employer contributions have different rules relating to individuals over the age of 65.

• Unpaid Present Entitlements and Extension of Repayments Unpaid present entitlements (UPE) to private companies initially under an interest-only loan may be extended on final repayment date. The practical compliance guideline deals with a UPE that was put in an investment deal in accordance with PS LA 2010/4. If there is a balance to be repaid at the end of the investment period, it may become a new Div 7A loan. 30 June 2018 is the first year in which an interest-only loan at benchmark rates is due to be repaid after the issuing of PS LA 2010/4. That is, 7 years after the initial UPE was put on a sub-trust from the 30 June 2010 year. The PCG relates to arrangements in the 2017/18, 2018/19 and 2019/20 income years. The ATO has recently stated that the lodgement date for the 2018/19 income year is 5 June 2020. This extension is due to blanket extensions to tax returns issued by the Commissioner. Family groups using this strategy may benefit from utilising this extension of time to repay the initial unpaid present entitlement from the 2009/10 income year.

Between 12 March 2020 to 31 December 2020, businesses with up to $500m in turnover will get an instant asset write-off for assets first installed and ready for use under $150k. In the legislation, the update also extends to the low value pool. Where a small business pool has a closing balance of less than $150k will be able to write off the entire balance (also up from $30k). The Government stimulus package, announced to prevent a large national economic downturn, includes this boost to instant asset write-offs. However, the stimulus will not be received until lodgement of the tax return.

Minors may only receive concessional tax treatment on testamentary trust income that is derived directly from assets originally transferred from a deceased estate. This will take effect for assets transferred into a testamentary trust after 1 July 2019. The legislation provides trustees of a testamentary trust with a clear understanding of when minor’s income will not be taxed at regular rates. This is part of a crackdown on the misuse of testamentary trusts by some. This includes “injecting” unrelated property into the testamentary trust vehicle for tax minimisation purposes.

COUNCIL PROVIDES A BOOST TO LOCAL RECOVERY

A further $2 million will be invested in services and programs to spearhead local community and economic recovery and boost support for those most impacted by COVID-19.

“It targets help for those most in need, by increasing community health and wellbeing services and providing additional funding to empower local service providers.”

Knox City Council Mayor, Nicole Seymour said the new package will accelerate recovery of the local economy and facilitate community confidence and resilience while addressing the hardship, instability and isolation impacting the Knox community as a result of the COVID-19 pandemic.

“It also emphasises the important role our community organisations play in building connectedness and resilience, which will be crucial as our community bounces back from this pandemic,” Cr Seymour said.

“As the pandemic situation has evolved we have seen the emergence of a ‘new vulnerable’ in our community; individuals and families facing social and economic hardship, some for the first time,” said Cr Seymour. “Similarly, many of our local businesses have lost customers, revenue and employees as a result of having to substantially change their operations or close altogether.” “This latest package complements state and federal business support programs by providing extra support for our business community to recover, which will have positive social outcomes for our community.”

Highlights of the Stage 2 Community and Business Support Package include: •

$380,000 funding to support services for vulnerable community members and those experiencing homelessness, including increasing access to hot meals and shower and laundry facilities

A $200,000 fund to enable local service organisations to increase services for the most vulnerable

$1,000 one off ‘kick start’ contribution to not-for-profit groups and clubs with a lease or license in Council facilities to help with operating costs such as utilities as they recommence operations

$200,000 to deliver Mental Health First Aid training via local sporting clubs

$465,000 in business support programs including grants, training and development, and mentoring programs

Increased funding for both the Minor Grants Program and Community Development Fund to support community led recovery initiatives

In addition to the new measures, several Stage 1 initiatives have been extended until 30 September 2020, including waiving interest on late rates and charges payments; trading fees for businesses; and lease, license and hire fees for notfor-profit community organisations using Council-owned facilities. Approximately 80 local community and business organisations provided feedback in the development of the support package, identifying key areas of concern and emerging social needs across the municipality, including homelessness, mental health services and counselling, family violence, financial hardship, social isolation and more. Council’s proposed 202021 Budget includes $3 million funding for dedicated initiatives in response to COVID-19, including this support package. It is expected that Stage 3 initiatives will be considered by Council at a later date, in response to evolving community needs.

AUGUST 2020

IMMEDIATE RELIEF ON ITS WAY Council will immediately put a range of relief measures in place as an initial response to lessen the impacts of COVID-19 on the community and local business.

Mayor Nicole Seymour said this is the first of what is likely to be several packages of relief to respond to the short, medium and long term effects of the situation as it unfolds.

The possible extension of these arrangements beyond 30 June 2020 will form part of Council’s 2020-21 budget deliberations. In addition, Council undertook to immediately review its hardship policy for the payment of rates and develop a Community Relief Plan to compliment state and federal government support measures.

“In the first instance we’ve targeted relief at a grass roots level to provide support where there is none yet being offered by state or federal governments,” said Cr Seymour. The initial package includes: •

Interest will not be charged for late payments on rates and charges from 31 March 2020 to 30 June 2020.

Refunds will be issued to businesses on permits for outdoor dining and A-frame signage for the period 31 March 2020 to 30 June 2020, and fees for new applications will be waived.

Fees will be waived for all not-forprofit community organisations that hire or lease council facilities for the remainder of the financial year.

The annual fee payable by Knox Basketball Incorporated towards the renewal of stadium facilities willbe waived for the remainder of the financial year.

Mayor Nicole Seymour said COVID-19 is an unprecedented crisis, presenting Council with a complex and unpredictable challenge. “The impact of COVID-19 on the Knox community is significant for our health, wellbeing and economy,” she said. “Knox has a diverse range of industries, with many businesses immediately vulnerable to the impact of COVID-19. In the long term, no doubt even more will be affected. “Our community clubs and organisations also face an uncertain future as they typically do not have the cash reserves

to sustain them over an extended period of decreased or non-existent revenue. “Council has an important role to play in managing and responding to COVID-19, including supporting community health and wellbeing, delivering emergency response both on its own and in conjunction with state and federal emergency management plans, implementing stimulus projects and driving community recovery. “We have prioritised the ongoing delivery of essential services to support our vulnerable and elderly residents, and have been progressively implementing measures to protect the health, wellbeing and safety of our community and staff. “These times are unlike anything we have ever had to deal with before. The restrictions are vital to maintain public health, but the changes to the way we live and work are testing our resolve and resilience. “I want to thank everyone for supporting our local businesses and checking in on each other where we can. Together we will get through these extraordinary times and be all the stronger for it,” Cr Seymour said.
