The Find Knox has a strong editorial focus and is supported via local grants and financed predominantly by local business owners.

The City of Knox is a local government area in Victoria, Australia in the eastern suburbs of Melbourne. Knox had a population of approximately 136,230 as at the 2019 Report which includes 13,072 business and close to 59,000 households. The City of Knox was created through the amalgation the former Cities of Ringwood and Croydon in December 1994.

We want to provide a place where all NotFor-Profits (NFP), schools, sporting groups and other like organisations can share their news in one place. For instance, submitting up-and-coming events in the Find Knox for Free. We do not proclaim to be another newspaper and we will not be aiming to compete with other news outlets. You can obtain your news from other sources. We feel you get enough of this already. We will keep our news topics to a minimum and only provide what we feel is most relevant topics to you each month. We invite local council and the current council members to participate by submitting information each month so as to keep us informed of any changes that may be of relevance to us, their local constituents.

We will also try and showcase different organisations throughout the year so you, the reader, can learn more about what is on offer in your local area. To help support the paper, we invite local businesses owners to sponsor the paper and in return we will provide exclusive advertising and opportunities to submit articles about their businesses. As a community we encourage you to support these businesses/columnists. Without their support, we would not be able to provide this community paper to you. UK-Australia free trade deal a step closer Maeve Bannister (Associated Press)

Australia is one step closer to a new trade agreement with the United Kingdom and farmers, business owners, investors and travellers are among the beneficiaries. Trade Minister Dan Tehan told parliament on Tuesday the free trade agreement would remove red tape and barriers to Australian exports. He said it would send a message to the world that Australia and the UK believe in the benefits of free trade and the rulesbased system.

The deal is set to remove taxes on 99 per cent of Australian exports worth $10 billion and UK imports worth $200 million.

On top of tax removals, the Australian public sector will also be able to attract contract bids from the UK.

Products include wine, seafood, grains, fruit and vegetables, honey, nuts, short and medium grain milled rice and olive oil.

The agreement will make it easier for Australian and British citizens to travel and work in each other’s countries.

It will also give Australian agricultural exporters better access to the UK market.

People aged up to 35 years will be eligible for a three-year working holiday visa, which was previously a two-year arrangement only open to people 30 years and under.

Tariffs on beef and sheep meat will be eliminated within 10 years, sugar tariffs will be removed over eight years and dairy tariffs will be removed over five years.

The free trade agreement will be examined by parliament’s treaties committee before being implemented. Mr Tehan said he hoped that would happen within the next year. FEBRUARY 2022 | FIND KNOX

Jobless rate may drop below 4 pct soon

“It could happen very, very quickly because of the amount of effort we are putting into training Australians,” Mr Robert told ABC radio on Wednesday.

“This is the second highest taxing government, next to the Howard government, which we have seen since the Second World War.”

“This is something we very committed to because it just changes lives. We are seeing a generation of skills coming through that we haven’t seen for a long, long time.”

Dr Lowe will address the National Press Club in Sydney later on Wednesday where he will get the opportunity to explain his thinking on the outlook for interest rates.

Reserve Bank of Australia governor Philip Lowe has a similar view for the jobless rate, falling below four per cent this year and being around 3.75 per cent by the end of 2023.

The governor stuck to the line of being “patient” before lifting the cash rate from a record low 0.1 per cent in his statement following Tuesday’s first board meeting of the year.

Deputy Opposition Leader Richard Marles said low unemployment is obviously “a good thing”.

Financial markets, which are pricing in the risk of a rate hike by mid-year, had been expecting something more definite in its guidance following the recent drop in the unemployment rate and a surge in inflation pressures.

Scott Morrison wants to see the unemployment rate below four per cent in the second half of this year, but Employment Minister Stuart Robert says it could come sooner. As of December the jobless rate already stood at 13-year low of 4.2 per cent. The prime minister, just months out from a federal election, told the National Press Club on Tuesday an unemployment rate with a “three” in front was achievable – a level not seen in over 50 years.

“But there is still considerable underemployment in Australia today, a lot of people who are working but want to have more work,” he told Sky News. He also scoffed at the idea that the Morrison government could win the election based on its economic management “This is a government which has racked up more than a trillion dollars of debt and there is very little to show for it,” he said.

The RBA did announce the end of its multi-billion dollar bond buying program as economists had expected, which had aimed to keep market interest rates and borrowing costs low. “Ceasing purchases under the bond purchase program does not imply a near-term increase in interest rates,” Dr Lowe said.

Free RAT for DVA and Concession Card holders but should it be free for others as well? By Warren Strybosch

Only DVA Gold and White Card holders, Health Care Card holders, and other concession card holders can obtain Free Rapid Antigen Test (RAT) kits. Chemists must prepay for the RAT kits and then on sell them to their customers. For DVA and Concession Card Holders, you can walk into a pharmacy, show your concession card, and receive up to five RATs for free which are being subsidised by Medicare. Thankfully, this option is available to concession card holders given many would struggle to come up with the required $75 needed to obtain the five tests. Whilst concession card holders are now able to obtain the RATs, many casual workers feel they should also be receiving free RAT kits. Casual workers have suggested that every person should receive at least two free kits under the Medicare system. Regardless, of who is getting them for free or not, there is still a shortage of RAT kits for Victorians. Interestingly, the Victorian Government has decided to give free RAT kits to every child attending school this year, however, it is not compulsory to take the RAT even if symptoms are presenting. It is hard to believe that every parent is going to administer these tests to their children even when there are no symptoms showing.

Whilst some workers are struggling to get their hands on a RAT kit, there is likely to be many school families stockpiling their RAT kits for a future event e.g., when they or someone in their family needs to take one so they can get back to work. With shortages or RATs still occurring it is also likely that some school parents will see this as an opportunity to make a few quick dollars by on selling their kits to those in need. Hopefully, we will see a decline in the use of RATs as the year progresses but that does seem a long way away as we see continue to see increased hospitalisations and more and more people getting sick from Covid.

If you are a high-income earner, especially someone who is now earning close to $250,000 this financial year, you need to understand how Division 293 applies so you do not get a surprise at tax time.

Payment process After a client submits their tax return and the super funds have reported all contributions for the year, the ATO will determine if a Division 293 tax liability has arisen. The client has a choice of:

What are low tax contributions? Low tax contributions generally refer to all concessional contributions made in a year less any excess concessional contributions (as the excess amount is already picked up as part of taxable income). Concessional contributions made to defined benefit schemes (both taxed and untaxed funds) and amounts allocated from reserves to the extent that they count towards the client’s concessional cap, may also be included as low tax contributions although the contributions are modified for defined benefit interests, State higher level office holders and Commonwealth justices and judges. Transfers from foreign superannuation funds that are taxed in the receiving fund and rollovers of taxable component (untaxed element) from untaxed public

Trap - beware of one-off events Income (for Division 293 purposes) can increase suddenly in a particular financial year due to a one-off event resulting in an additional 15% tax on nonexcessive concessional contributions made in that year including concessional contributions made using the carry forward of unused cap rules. Some of the common events that can arise to dramatically increase taxable

income and therefore the requirement to pay Division 293 tax include: •

Employment termination payments and leave entitlements that are added to taxable income as a result of redundancy (ie the amount over the tax free portion). The sale of an asset resulting in a capital gain. Receiving a taxable super death benefit as a non-dependent beneficiary (eg adult child). Example: Rory is 50 years of age with a salary of $200,000 p.a. In the 2021-22 year, he plans to maximise his concessional contributions and will contribute $27,500. His father Jon has an account-based pension valued at $300,000 (all taxable component) and Rory is the sole beneficiary under a binding nomination. In January 2022, Jon dies, and Rory receives the death benefit resulting in taxable income for the year of $500,000 (noting that the maximum tax rate that will apply to the $300,000 death benefit is 15% plus Medicare). As Rory’s income exceeds $250,000 for 2021-22, he will receive (possibly unexpectedly) a Division 293 tax liability notice from the ATO for $4,125 ($27,500 x 15%).

Novavax to roll out from late February Alex Mitchell (Australian Associated Press)

Novavax vaccines will be rolled out from February 21, becoming the fourth type of COVID-19 jab available in Australia. Health Minister Greg Hunt said the Australian Technical Advisory Group on Immunisation had given the new COVID-19 vaccine the green light. Novavax, which will be available for those aged 18 and older, will be a twodose course with a minimum three-week gap between first and second doses. Mr Hunt said Australia would now receive its first shipment of the vaccine and the Therapeutic Goods Administration would go through a detailed batch testing process. Presuming the regulator deems it safe, it will then be rolled out. He said the protein-based vaccine expanded Australia’s COVID coverage, with 51 million doses having been purchased.

“For some who may have had contraindications or reactions with regards to other vaccines, this will provide an additional opportunity for them, as well as those who for whatever reason have not taken up the program so far,” he said. “But I do want to encourage everyone, unless there’s a contraindication, please continue to come forward and take the existing vaccines.” ATAGI says the vaccine can be taken by those who have had COVID-19, while severely immunocompromised people should take three doses. It can also be taken by pregnant and breastfeeding women. It also has noted Novavax to be “highly effective” in preventing symptomatic COVID in adults.

Cyber : Increase your insurability.

Insurers will look for some key indicators when deciding to offer cover, or if declining to quote to insure your business. One question they will definitely ask is whether there have been any claims, or if there are any known circumstances which may lead to a claim. The answer gives underwriters a clear indication as to whether you are a good risk or not, and this will likely affect their willingness to insure. If you have not suffered a loss, this may still occur, so insurers will ask a lot more questions to gauge their exposure to losses due to activities you undertake, or deficiencies within the business. One area of cover where we are all exposed to risk but few of us are really prepared for is Cyber. As more than 50% of small businesses will fail within 6 months of a cyber-attack this is an area where being prepared, and insured, is of critical importance. “Cyber insurance helps safeguard your business against online risks such as

accidental data breaches, business interruption, computer hacking, ransomware, IT repair solutions, legal claims and remediating any losses suffered by your customers or clients. A cyber-attack or data breach may cost your business more than just money; it could cause damage to the reputation of your company and put your customers’ personal details at risk” (FTA Insurance). So how do you get your business to the point where an insurer will offer cover? Before any claims occur, there are things than can be done to make your business resilient, and more desirable to insure from an underwriter’s perspective. Identifying and removing weaknesses in cyber security, internal encryption and storage of files, and staff training, needs to be undertaken. The most efficient way to achieve this is to engage an IT Consultant who is ISO27001:2013 accredited to audit your whole IT system, who will find and fix the problems. (ISO 27001:2013 is the International Information Security Standard) The consultant will be able to

put in place the necessary changes, which will protect the business from preventable losses, and reputational damage. When the process is completed, you will be considered by insurers to be a good risk. However as we know from experience, there is still a good chance the insurance will be “worth its weight in gold”, in the not too distant future. SME loan guarantee scheme extended The Treasurer has announced that the SME Loan Guarantee Scheme will be extended by six months. It was otherwise due to finish on 31 December 2021, ie it will now operate to 30 June 2022.

The scheme has been operating since 23 March 2020 and has been "rolled over" a number of times. This extension keeps the same terms and conditions as currently operate, with the exception that the Government will reduce its loan guarantee from 80% to 50%.

ATO draft effective life for e-bikes and e-scooters The ATO has issued a draft effective life proposal for e-bicycles and e-scooters. It suggests a five year effective life for bikes and two years for the scooters. Comments are due by 25 February 2022.

Scott Morrison says he empathises with the travel sector seeking to reopen Australia’s international border, but does not yet have the advice he needs to do so. The Australian Tourism Export Council said on Wednesday maintaining international border closures “was no longer a viable or sensible approach” to contain COVID-19 and was damaging the tourism, hospitality and farming sectors. The prime minister told reporters in Sydney an initial opening up to backpackers and some visa holders had been successful. “The key issue that I’ve tasked our health officials to advise me on in opening up the border to international arrivals is what impact that might have on the hospital system and the pressures that could come from additional people coming into the country at this time,” Mr Morrison said. Mr Morrison said he empathised with industry leaders such as Qantas boss Alan Joyce. “He knows my very strong commitment to getting to that point as quickly and as safely as we possibly can, so I’m looking forward to making

PM ‘optimistic’ about international travel progress on that issue,” the prime minister said. “I’m optimistic about that, but cautiously optimistic, as you’d expect me to be.” ATEC managing director Peter Shelley said Australia now had a higher COVID infection rate than the UK or US. “Given every person arriving in Australia has to be fully vaccinated and tested,

there simply is no greater health risk which would result from reopening our international borders – rather it would provide a huge relief to an already burdened and struggling tourism sector,” Mr Shelley said. “The hermit kingdom approach to protecting our borders is no longer viable and we need urgent clarity from the government on when we can welcome international visitors.”

Small business CGT concessions accessed by ineligible taxpayers The ATO is contacting taxpayers that have claimed small business CGT concessions in recent income tax returns. The main focus of the correspondence is for taxpayers to ensure they meet eligibility conditions and have records to substantiate the concessions claimed. For planned future transactions, taxpayers can seek a pre-lodgment compliance agreement or apply for a private ruling to ensure small business CGT

Single Touch Payroll Phase 2 now deferred The ATO has announced an extension to begin additional reporting requirements under Single Touch Payroll Phase 2. Employers will not be penalised as long as they start reporting the additional information by 1 March 2022. Previously, the guidelines were to have employers commence Phase 2 by 1 January 2022. However, if an employer is able to complete the additional reporting they have been encouraged to do so. One reason may be that the software provider enables an employer to complete additional reporting.

New exercise park for seniors The recently opened seniors exercise park features specialised equipment to build fitness, core strength and balance for older users. This new park has been created In partnership with the National Ageing Research Institute (NARI), with funding support from the State Trustee. It features 16 different exercise stations, shade sails, drinking fountain, bench seating, and a rubber cushion flooring layer. NARI has done extensive research into the positive effects of sustained engagement in physical activity on both mental health and physical outcomes through a community-based program at seniors exercise parks. The outdoor equipment features multiple stations specifically designed for older people to improve their balance, strength, mobility and function and clear instructions at each station. Plus each station has a QR code that can be scanned on your phone and links to video demonstrations for on the spot instruction.

The new exercise park is available for anyone to use but we hope to encourage our senior residents to give it a try.

The Find Coupons and its Offers are intended for the non-profits use of the individual purchaser of the Find Cards &/or Find Coupons. Additionally, the use of the Find Coupons &/or Find Cards or any of the Offers placed in our Find Paper, for advertising purpose, in any form of fashion, is strictly prohibited. Any use of a Offers in violation of these Rules will render the Offer VOID, and violators will be prosecuted. Offers may not be reproduced and are void where prohibited, taxed, or restricted by law. e Find Cards and/or Find Coupons can be found here.

Valid Periods Find Restaurant, Find Cafe & Find Coffee offers can be used at participating businesses any time except the following days: *Christmas Eve *Christmas Day *Boxing Day * New Year’s Eve *New Year’s Day * Valentine’s Day *Good Friday *Easter Sunday *Mother’s Day. Some restaurant/Cafe/Coffe establishments will have additional terms and conditions on the page where the business is advertising their offer).

Present Find Card You are required to present your Find Card at any participating businesses if you wish to secure the discount or goods/service being offered.

Authentication Code & Customer Signature All Find Cards must display an Authentication Code and a members signature to be deemed VALID. If your Find Cards does not display your signature and the correct code, the business can refuse to provide the discount offer advertised. You will receive your Authentication code after registering your Find Card.

Valid Find Cards have four folds and contain six different categories. Valid Find Cards will have its Regions logo sticker placed in the circle at the back and has an Authentication code display in front of the Find Cards

NOT VALID

Find Cards that DO NOT display its Regions Sticker in the circle at the back and DO NOT display an Authentication code in front of the Find Card are INVALID. They will not be accepted at any participating businesses. Also, your signature must be present. You may be asked to present ID to verify that Find Card belongs to you.

Present the Find Card and ID prior to paying bill. Card is Non-Transferable. Each offer corresponds to a number on the card. Number will be crossed off once offer used. This is not a credit or charge card. Copyright 2021 Find© Pty Ltd.
