We will also try and showcase different organisations throughout the year so you, the reader, can learn more about what is on offer in your local area. ALL THINGS MANNINGHAM The City of Manningham is a local government area in Victoria, Australia in the north-eastern suburbs of Melbourne. Manningham had a population of approximately 125,508 as at the 2018 Report which includes 27,500 business and close to 45,355 households. The Doncaster and Templestowe Council administered the area until December 15, 1994.

The Australian Football League, also known as the Victorian Football League, is the only fully professional competition in Australian rules football. Founded in 1896 as a breakaway competition of the Victorian Football Association, the AFL traces its roots to Australia’s tradition. After the game was invented in Melbourne, it quickly spread to other states. As a result, it has gained roots in Australian families, who then pass it from one generation to the next. The perfect illustration of this is during the Grand Final, when thousands of Australian families go out to watch the spectacle, cheering for their favourite side to win the silverware. High-intensity sports are also the most grueling and energy-consuming. AFL fits the bill as one of the most highintensity sports. It is a very competitive and combative game that hardly stops. The AFL competition currently consists of 18 teams spread over Australia's five mainland states. Matches have been played in all states and mainland territories, as well as in New Zealand and China to expand the AFL audience. The 2023 AFL Grand Final was the 128th annual grand finale of the Australian Football League (AFL). It was played between Collingwood and the Brisbane Lions in the Melbourne Cricket Ground last Saturday, 30 September 2023. This determined the premiers for the 2023 AFL season.[AP1] [MB2]. Collingwood came into the 2023 season after a one-point 2022 preliminary
final loss to the Sydney Swans. They finished the season on top of the ladder with an 18–5 win loss record to claim the minor premiership for the twentieth time. Collingwood's last grand final appearance was the 2018 AFL Grand Final, which they lost to the West Coast by five points. Brisbane also came into the 2023 season after a 2022 preliminary final loss, in which they were comprehensively beaten by eventual premiers Geelong by 71 points. They qualified for the finals with a 17–6 win–loss record, finishing second on the ladder for the third time in five seasons. Collingwood was aiming to win its sixteenth flag to equal Carlton and Essendon for the most premierships in VFL/AFL history and win its first premiership since 2010. Brisbane is also aiming to win its fourth flag after winning three in a row in 2001, 2002 and 2003. This is the third grand final
meeting between Collingwood and Brisbane, the two clubs having met in 2002 and 2003, both won by Brisbane. In the 2023 home-and-away season, Brisbane beat Collingwood both home and away, defeating them 18.8 (116) to 11.17 (83) in round 4 at the Gabba, and then 19.10 (124) to 15.10 (100) in round 23 at Marvel Stadium. It was the Magpies' almost psychotic pressure in a narrow, four-point win that secured a record-equaling 16th flag. Bobby Hill kicked a career-best four goals to claim the Norm Smith Medal in the Magpies' epic 12.18 (90) to 13.8 (86) victory in front of 100,024 spectators at the MCG. It was Collingwood's first premiership since 2010, following heartbreaking grand final defeats in 2011 and 2018. And so, it is Collingwood's year, a black and white day at the MCG.

Each month, I will bring you some simple bookkeeping skills to help you run your business with ease. Bookkeeping is an important part of running your business and one that not everyone puts enough time into. When done properly though, it can be truly save you time and money. What is bookkeeping? Noun 1. the activity or occupation of keeping records of the financial affairs of a business. Keeping your finances in order will allow you to monitor your business and quickly see potential issues before they arise and get on top of them when they do. It will allow you to see who owes you money, who you owe money to and who is consistently slow to pay you amongst many other beneficial reports.

Accounts Receivable: this refers to the account which tracks the people, customers, companies and other third parties who owe you money. GST paid – when you pay for goods and services, you will be paying GST to that business. It is good practice to keep track of this as you will need it if you are registered for GST when it comes time to lodge your Business Activity Statement (BAS). GST paid is considered an asset as you have already paid it and do not owe it to anyone.
Let’s begin by looking at some Basic Bookkeeping terms:
GST received – when a client or business pays you for goods or services, a portion of the amount you receive will be the GST amount. This is not your money, it will need to be paid to the ATO when you next lodge your BAS. As you owe this money to the ATO, it is considered a liability. It is good practice to have a separate bank account to ‘store’ this money so that you have it readily available when it comes time to pay it to the ATO.
Accounts Payable: this refers to the account which tracks the people,

or annually depending on your business. This is a statement that works out how much GST you paid in that quarter against how much GST you received. If you received more GST than you paid, then you owe the difference to the ATO. If you paid more GST than you received, you will receive a refund. Balance Sheet – this is a snapshot of your business at a particular point in time and includes your assets, liabilities and capital of your business. Chart of Accounts – a list of all the accounts you use to categorise your financial transactions to record them in your general ledger. They act a bit like a map, categorising your transaction types into asset accounts, liability accounts, equity accounts, revenue accounts, and expense accounts. I will look more into each of these topics, plus lots more, over the coming months.

GENERAL INSURANCE By Craig Anderson
If you’ve ever insured a building or buildings, you will have been asked by the insurer to provide the estimated replacement value for that building or buildings. So what could happen if you substantially underestimated the replacement value and then experience a loss? The insurer will most likely enforce a coinsurance clause (Average Clause) stated in your insurance contract, which allows the insurer to pay a fraction of the loss based on the ratio of the declared value divided by the actual value. Depending on the contract wording, it may for example, require a minimum of 80% of the actual value to be insured. If the coinsurance clause is applied when the insured value is under the required 80%, then you as the insured, become “self-insured” for the portion which is not covered by the insurer. The intention of the coinsurance clause is to ensure that the policyholder provides an accurate estimate of the replacement value, so the insurer receives a fair premium for the risk. In turn this allows the insurer to have an adequate premium pool of funds to pay for legitimate claims when they occur. So should I use my rates notice to estimate the replacement value, ask a real estate agent for a free appraisal, or ask some mate from the footy club? My answer is none of these under any circumstances. A sworn valuation from a reputable property valuer is the safest solution, and this is particularly important if you live somewhere with a bushfire overlay. The cost of replacement with a more bushfire attack resistant home could come as a shock to some owners.

While ASIC doesn't specifically prohibit accountants from setting up SMSFs for their clients, they do impose certain regulations and requirements on accountants and financial professionals who provide SMSF-related services. Please note that regulations and guidance can change over time, so it's important to check ASIC's website or consult with a legal or financial professional for the most upto-date information. Here are some key points related to ASIC's guidance on accountants and SMSFs: 1.

So often the quick fix, magic bullet answers also have a quick undo, or just can’t be sustained long term. In terms of health, a slow steady change that lasts is much better than a quick fix that doesn’t. So often people go on very restrictive or low-calorie diets and whilst the number on the scales may look great for a little while, it’s not something that works longterm. One of the first changes that can make a big difference, not only to weight loss, but also to all areas of health, is to increase your protein intake. Protein is required for repair of all cells in your body, and low protein meals can leave you feeling hungry afterwards. Try to have some protein with every meal, such as some ground nuts on breakfast cereal. Along with animal protein such as meat, fish, eggs, and dairy, try adding some of the following to your diet: • • • • • • • • •

The second thing that can make a massive difference if you have a low-fat diet, is to increase your fat intake. Now before you stop reading and tell me that fats will just make you fat, I would like to catch you up on the science. Just over 10 years ago, scientists discovered that there is no pathway in the body by which dietary fat can be stored as body fat. Did you read that: fat cannot make you fat! Because fat is a more dense energy source, it does give you long lasting energy, which is a good thing. So, what does this mean? Rather than gaining weight from fats, you have a steady energy supply for hours without the highs and lows of refined carbohydrates. This means that you should stay full between meals (especially if you’re also eating protein), so you won’t be as tempted to go for an unhealthy snack. There’s a proposal to create an Australiawide system to connect workers looking for a new job with employers seeking people with specialised skills and training. The federal government has committed $9.1 million to support a business case for a National Skills Passport, detailed in an employment white paper due to be released on Monday.

The passport system is intended to help workers advertise their full range of qualifications, micro-credentials, prior learning, workplace experience and general capabilities. Businesses, unions, tertiary institutions and students are among those the federal government says will be consulted about the initiative. Treasurer Jim Chalmers said the goal was to make it easier for employers to find highly-qualified staff and for workers to have their qualifications recognised. “We want to make it easier for more workers in more industries to adapt and adopt new technology and to grab the opportunities on offer in the defining decade ahead of us,” Mr Chalmers said. Skills and Training Minister Brendan O’Connor said while there was a focus on shortages being experienced around the country right now, it was also crucial to make sure students’ skills were recognised so they could upskill, reskill and find work as the economy changes.
Business Council chief executive Bran Black welcomed the commitment, with the employer group a long-time advocate for such a scheme. “For employers, it will provide a nationally consistent format to view and verify the skills and competencies of a potential employee,” Mr Black said. Opposition skills and training spokeswoman Sussan Ley said the Labor government was trying to pass off a coalition policy as its own. The coalition took a skills passport policy to the last election that would have initially focused on credentials for working in the technology sector. “If students at our TAFEs or universities were found guilty of such plagiarism, they would suffer the consequences for blatant academic misconduct,” Ms Ley said.
She said Australians would already have a skills passport if the coalition had been re-elected. The Albanese government’s employment white paper follows on from the 2022 jobs and skills summit. It’s expected to bring together several reform agendas, such as changes to the migration system, under one banner. A new, broader objective for full employment is also set to be unveiled, instead of focusing on a narrow, statistical unemployment rate target. The Reserve Bank currently uses the non-accelerating inflation rate of unemployment as a tool to control inflation but excerpts from the paper assert a broader suite of measures is needed to track full employment.

Non-concessional contributions are contributions made to a retirement account with after-tax dollars, meaning the money you contribute has already been taxed at your regular income tax rate.

Key points about non-concessional contributions include: 1.
After-Tax Contributions: Non-concessional contributions are made with money that has already had income tax paid on it. This is different from concessional contributions, which are made with pre-tax dollars (such as employer contributions or salary sacrifice contributions), and these may be taxed at a lower rate within the superannuation fund.

Contribution Limits: Australia has annual and lifetime limits on the amount of non-concessional contributions you can make to your retirement account. Exceeding these limits may result in additional taxes or penalties.

Retirement Savings Growth: While the contributions themselves are made with after-tax dollars, the earnings and investment gains on these contributions within the retirement account are typically taxed at a lower rate or even tax-free, depending on the country's tax laws. Please note that the specific rules and regulations governing non-concessional contributions. With the increase in the Transfer Balance Cap (TBC) from $1.68 million to $1.9 million, it is important to understand if you can or cannot contribute to superannuation. This is most important for those who are reaching their TBC or getting closer to age 75. It’s essential to stay informed about the rules and consult with a financial planner to make the most informed decisions regarding your retirement savings.

TOTAL SUPERANNUATION BALANCE A person’s total superannuation balance is the sum of all money held by that person in superannuation at the end of the previous financial year (i.e. for 2023-23, at 30 June 2023). This includes both accumulation and pension interests, any amounts in the process of being rolled over, and in some cases, the person’s share of the outstanding balance of a limited recourse borrowing arrangement held by a SMSF . Interests in a defined benefit superannuation fund are subject to special treatment. Where a person had a total superannuation balance of $1.9m or more (at the 30 June 2023), their non-concessional contribution cap is $0, making them unable to make nonconcessional contributions in 2023-24. A person’s total superannuation balance can be found by checking their My.Gov account. [ITAA97 s.292-85(2)(b)] 2. MEMBERS TURNING 75 A superannuation fund is able to accept non-concessional contributions provided the contribution is received by the 28th day of the month following that in which the member turned 75. Manningham Mayoral Charity Gala raises $50,000 for people living with dementia
Manningham Council has wrapped up this year’s Mayoral Charity Gala with over $50,000 raised to go towards dementia focused initiatives, including Memory Lane Cafés for local residents living with dementia, and their carers. Partnering with MannaCare, Council hosted 250 guests who enjoyed food, dancing and entertainment at the annual fundraising dinner on Friday evening 8 September at the Manningham Function Centre. Manningham Mayor, Cr Deirdre Diamante, shared her gratitude for those who supported this event. “I feel very humbled and grateful for everyone that took part, it means the world to me to have received such support for this cause,” Cr Diamante said. “All proceeds will go directly towards initiatives for dementia awareness, including the creation of an inaugural Memory Lane Café at MannaCare’s facility in Doncaster.” A Dementia Australia model - a Memory Lane Café is a place for people living with dementia and carers to interact
and connect within the community, in a welcoming and comfortable environment. “Dementia Australia has seen many benefits from these cafés, including reducing the risk of isolation that often comes with a dementia diagnosis,” Cr Diamante said. “My hope is for Manningham residents and carers to remain connected during a time that often leaves you feeling alone. Following the launch and establishment of the café at MannaCare we will work with MannaCare to explore opportunities for additional cafes in other parts of the municipality.”

Iconic raffle raises $19,000 for the Manningham community Manningham’s iconic Monster Community Raffle raised an outstanding total of $18,996, providing local community groups and schools $14,247 and contributing $4,749 to the Manningham Community Fund. The raffle was drawn at Templestowe Bowling Club on Thursday 7 September and streamed live on Manningham Council’s Facebook page. Chris, a parent from St Kevin’s Primary School in Lower Templestowe, took out first prize and was surprised when his name was called.
“We’ve never won anything before. We were shocked, but it felt really good and we are very grateful.” Council partnered with Templestowe Bowling Club to deliver this year’s raffle. The club is celebrating its 75 anniversary this year, making it the oldest lawn bowls club in Manningham. Manningham Mayor, Councillor Deirdre Diamante said, “Raising $19,000 is a thrilling outcome for everyone. The raffle is a wonderful opportunity for our clubs, schools and community groups to actively fundraise for their members.”
Terry McDonnell, from the Manningham Bicycle Users Group, has been participating in the raffle for more than five years and was very pleased to hear that one of their members sold a winning ticket. Terry’s uses the raffle to help support the social activities for the club. “We are a social group and any funds we raise we use is to benefit our members. The money the raffle provides helps the group run social activities and events,” he said. Each year Manningham-based community groups, schools and sporting receive $1.50 from every $2 ticket sold and the remaining .50c is donated to the Manningham Community Fund. The community fund was established in 1923 and supports community initiatives such as homelessness and affordable housing, education and employment, diversity, inclusion, sustainability, and wellbeing programs in Manningham. The Monster Community Raffle is held annually and will open again in May 2024. Be a refund point for Victoria’s Container Deposit Scheme: increase visitors to your business while helping reduce litter locally From 1 November, Manningham will be able to recycle in a big way with the Victorian Government’s Container Deposit Scheme (CDS Vic). Through CDS Vic, community members can recycle, reduce litter, and receive a 10-cent refund for every eligible drink container. Visy has been appointed as Zone Operator for CDS Vic’s North Zone and is seeking registrations from local organisations, community groups and businesses who would like to become over-the-counter (OTC) refund points. Becoming an over-the-counter refund point means registered local organisations and businesses will be able to accept eligible containers from community members and pass them on for recycling. CDS Vic is also a great way for registered local organisations to fundraise or donate to charity.
Visy will provide support and training for all OTC operators. This includes how to collect containers and process refunds through the Visy IT system. Manningham Mayor, Cr Deirdre Diamante said CDS Vic will be a great way for all members of the community to increase their recycling, reduce litter and support community groups and local organisations through 10-cent refund donations and visiting local OTC refund points. “There are many ways to be part of the CDS Vic from collecting eligible containers to becoming an OTC refund point,” she said. “Having OTC collection points co-located in local organisations and businesses provides people more ways to recycle. It also supports local organisations and businesses by increasing foot traffic and fundraising for community groups to thrive.
“In our Climate Emergency Response Plan, we are working towards achieving net zero emissions for the community by 2035. Community action through local recycling efforts is a significant step to achieve these targets,” Cr Diamante added. Vivian uses her observational insights and collection of natural materials and common objects to mould into wearable artworks. She incorporates soil, fallen leaves and flowers, grass and rice to act as a binding agent for her work. She establishes a connection between the wearer to place, time, and culture through materials and the ancient symbolism of oracle bone script. Community grant projects set to make a difference in Manningham
“Overall, the mentoring program gives teenagers a more positive outlook and hope for the future. It is making a big difference and it’s inspiring to see.” Manningham Mayor, Cr Deirdre Diamante said Council’s Community Grant Program encourages local not-for-profit groups to launch, continue and expand the great work they do for the community. “We are so pleased to announce the recipients of this year’s Community Grant Program, which supports incredible work in our local community.” “The Program allows us to support our community to provide activities that benefit our communities, strengthening connections and improving their quality of life”. Applications for the 2023-24 Grant Program opened on 6 February 2023 and closed on 14 March 2023.
Projects that benefit young people, older adults, carers, sporting groups, people with disability and multicultural communities in Manningham will be made possible as part of Council’s 2023-24 Community Grant Program. Successful grant recipients for 2023-24 have now been announced across three categories: Community Development, Arts, and Festivals and Events. Manningham community member Saadia Mirhazar is a Program Counsellor for Raise Foundation, who received a Community Development Grant to run a Youth Mentoring Program at Templestowe College.
Saadia said the grant will allow the school to match mentors with around 10-12 students, identified by the school wellbeing team as most benefitting from the support. “Our mentors are trained volunteers from the community who support and guide young people through life challenges,” Saadia said. “As a result of the program, students build resilience, confidence, coping skills and a feeling of belonging. They are better able to set and achieve goals, and we also find things like school attendance and grades improve.”
Council received 30 grant applications across the three categories. Of these, 20 have been successful and two referred for funding through the Manningham Community Fund, a sub fund of the Lord Mayor’s Charitable Foundation. The 2023-24 recipients received a total funding of $204,163 across areas including youth services, disability, multicultural services, gender equity, arts and culture and sport and recreation. Manningham’s Backyard Biodiversity: Blotched Blue Tongue Lizard
Blue tongue lizards usually live in open country with lots of ground cover such as tussocky grasses or leaf litter. During cold weather they remain inactive, buried deep in their shelter sites, but on sunny days they may emerge to bask. Rockeries, horizontal pipes and the cavities under houses are favourite hiding places; sunny paths and lawns provide basking sites. Unfortunately, blue tongues will eat snails and slugs poisoned by snail baits and can be poisoned themselves. This Girl Can 2023 launches an inclusive and inspirational program
Mullum Mullum Stadium was abuzz this week when two big names in women’s sport joined community members, sporting clubs and Council to launch This Girl Can Week 2023. The event’s keynote speaker, Dr Shona Bass is recognised as a trailblazer for women’s sports. Shona represented Australia in the inaugural 1979 Trans-Tasman Cup, playing for the team now known as the Matildas. Shona was joined by AFL Richmond Tigers player, Courtney Jones. Courtney shared her journey to elite sport, having dreamt of being an AFL player since she was five. “These remarkable women have overcome challenges and broken barriers to excel in their respective fields, and they’re here to inspire you to do the same,” Manningham Mayor, Councillor Deirdre Diamante said. The launch celebrated women’s strength, resilience, and achievements and will be followed by a week of free and low-cost sport and physical activities across Manningham, beginning on Monday (9 to 15 October). The events will be hosted by local sporting clubs and groups to provide a safe, friendly environment for women and girls to get active. Through the This Girl Can campaign, VicHealth is inspiring and empowering people with an invitation to join in and
get active regardless of their age, size, background, gender identity or ability. Those taking part will be supported and encouraged through a focus on how getting active makes them feel, rather than on what others think. Manningham Council has again thrown its support behind This Girl Can and the campaign’s important mission to encourage diversity in sport and physical activity. Cr Diamante said the unique program is about helping participants overcome fears and feelings about judgement, not being fit enough or not belonging. “It can be a real challenge for many women to know how to join in and
get started. This program has so much to offer. It provides a great way for our community to connect with our local clubs, neighbourhood houses and organisations,” Cr Diamante said. “This is a week where we invite women to overcome any barriers to participation. With a welcoming and fun range of inspiring opportunities that encourage diversity in sports and physical activity.” This Girl Can also celebrates and encourages women to get involved in a variety of ways, with solo workouts or the camaraderie of groups and teams, this program has it covered. This year’s program features a range of activities including soccer, karate, basketball, yoga and Zumba.

Economic Development Strategy sets the scene for a thriving and resilient Manningham Manningham Council’s new Economic Development Strategy (EDS) is a six-year plan to support businesses and employment in Manningham. It addresses the significant changes in the business and employment environment, including the impact of the COVID-19 pandemic, global economic trends, and exploring opportunities for new investment in Manningham.
The EDS is based around six themes: 1.
Local businesses and their networks To foster local enterprise and build business networks.
2.
Accessible vibrant places - Create vibrant and high-quality centres that support local businesses. - Derive economic benefit from shifts to working from home as residents choose to shop and pursue recreation locally instead of elsewhere.
The business and wider community contributed to the development of the EDS with final feedback incorporated prior to the Strategy being endorsed by Council at its September meeting. Con Valsamis is the President of the Jackson Court Traders Association and said the EDS would help local businesses and their networks build a vibrant city. “We appreciate support provided as part of Manningham Council’s Economic Development Strategy. Our Association welcomes opportunities to further build local business and a sense of community,” Mr Valsamis said. “The last few years have really affected most of the traders in Jackson Court, but we still have a fantastic spot and the vision for Jackson Court is to continue to make the shopping strip a vibrant and inviting mixed cultural destination for Manningham. The Economic Strategy will help

Manningham Mayor, Cr Deirdre Diamante said as part of the strategy, Council would facilitate, advocate for, and implement projects, programs, and campaigns to create a vibrant and prosperous economy. “Thanks to everyone who contributed to this planned vision to enhance our economy, support connectivity and provide genuine opportunities for growth in Manningham,” Cr Diamante said. “In the final version of the EDS, we addressed your feedback including that Council should develop a permanent local co-working space, address a shortage of industrial space and celebrate unique local businesses.” The EDS is supported by an action plan that is innovative and practical to deliver. Priorities are targeted, realistic and achievable, setting the scene for a bright future in Manningham. The Strategy’s success will be measured by its impact on economic growth, employment opportunities, community wellbeing, and environmental sustainability. It serves as a roadmap for stakeholders to collaborate and work towards a thriving and resilient local economy. New traffic lights to reduce congestion and improve safety at Doncaster Hill New traffic lights at the intersection of Tram Road and Merlin Street in Doncaster will soon alleviate congestion in Doncaster Hill, improving safety for motorists and pedestrians. Manningham Council successfully advocated for the project, which will be funded by Council and delivered by the Victorian Department of Transport and Planning in early 2024. The signalised intersection includes traffic and pedestrian signals and turning lanes in and out of Merlin Street to assist with traffic flow through the southern Doncaster Hill area. This much-needed infrastructure project will support local traffic to enter and exit the residential area onto the four-lane arterial road. The need for the project was first identified as a critical infrastructure project during Council’s development of the Doncaster Hill Strategy in 2002 (updated in 2004), which anticipated a significant population increase in the area due to high-density residential housing developments.
An independent panel provided input into the projects to be delivered as part of the strategy, which included the signalisation of the Tram-Merlin intersection. Further consultations in 2004 and 2016 continued to show support for the project as a key infrastructure item for Doncaster Hill. In 2005, the project was included in the Doncaster Hill Development Contributions Plan, which means developers have contributed to the cost of the project. Since then, residents have expressed concerns about a build-up of traffic at intersections and frustration at the difficulty of crossing this road to access nearby commercial buildings and public transport. As part of the project, some on-street parking will be removed from Merlin Street to allow for dedicated turning lanes in and out of Tram Road. Additional parking will be installed further down the street to minimise this loss. Two on street car parks on Tram Road Service Road will also be removed to allow for a pedestrian crossing from the traffic lights. Counci
l has contacted impacted residents directly to communicate this change. Manningham Mayor, Councillor Deirdre Diamante, said planning for the future was an important role for Council. “When it comes to planning, our responsibilities extend to future generations. Our predecessors thought about apartment living, the large number of people who would be moving to Doncaster Hill and the traffic solutions which would ensure they could move around efficiently”. This project is a testament to the long-term planning and vision of the Doncaster Hill Strategy.
Have your say for a safer and more connected Templestowe Route hour between the roundabouts, to boost pedestrian and road safety. Manningham Council Director City Services, Rachelle Quattrocchi said Council planned to install pedestrian-operated signals at the intersection of Wood and Anderson streets so community members could access the shops more safely. Manningham Council is inviting community members to provide feedback on safety, connectivity, traffic flow and infrastructure improvements, proposed as part of theTemplestowe Route Upgrade. In addition to road, footpath and drainage enhancements, Council is proposing two new roundabouts at the intersections of Atkinson and Milne streets. The purpose of the roundabouts is to prevent speeding, improve traffic flow and highlight the entrance to the Templestowe Village shops. The proposal would also see a educed speed limit of 40km per

This stage of the engagement follows a consultation on this project in July 2023. Ms Quattrocchi said more than 80 people took part in the earlier consultation and thanked the community for their contributions so far. “We’re confident this design will cover off on the feedback we received,” Ms Quattrocchi said. The upgrade, between Templestowe Road and Williamson Road (1.8kms), will enhance safety, pedestrian connectivity, and infrastructure quality. Manningham Council plans to deliver the project in several packages to cover Parker, Swilk, James, and Anderson streets in Templestowe. Early works packages commenced in April this year, providing footpath and drainage improvements on Parker and Anderson streets. Once the scheme begins in November, local organisations who are registered as a donation partner will be able to receive donations from the community. Manningham Mayor, Cr Deirdre Diamante said, that while there were no deadlines for registration, we are encouraging organisations to register, so that they can start receiving donations from community once the scheme is up and running.

Restoration works set to preserve Warrandyte Historical Society Museum The works commenced in mid-October and are expected to take four to six weeks. They include the replacement of external cladding on the western wall, refurbishment of the verandah, and repainting of the exterior to match existing colours. The restoration works are funded within the 2023/24 Capital Works Program. “The Warrandyte Historical Society Museum is a valuable historical site, and these restoration works will ensure its longevity for future generations to enjoy.”, said Mayor, Councillor Deirdre Diamante.
We have commenced restoration works to preserve the historical and architectural significance of the Warrandyte Historical Society Museum. The building, located in the former Warrandyte Post Office, has a rich
history, having been used as a store in 1875, and subsequently as Warrandyte’s first post office in 1889 and first telephone exchange in 1912. In 1972, the post office was relocated to its current location and the old building was transformed into a museum.
We will minimise any disruption from the construction activity, with safety measures in place to provide safe passage for pedestrians or road traffic along Yarra Street. Dementia-friendly café a first for Manningham

On Tuesday, 17 October, Manningham Mayor, Cr Deirdre Diamante, officially opened Memory Place Cafe, the first dementia-friendly cafe at MannaCare in Doncaster. The proceeds from the 2023 Mayoral Charity Gala, which raised over $51,000 has supported the creation of Memory Place Café and will support its future programming and potential satellite locations. “I hope this is the first of many in Manningham and that we can continue to become a truly dementiafriendly city”, the Mayor said. “Like

The Mayor reflected on her own experience with her mother, who was diagnosed with Alzheimer’s and passed away last year. “Although it saddens me that she is not here to be a part of this. I know she would have loved it. “Mum loved to sing, and she had a beautiful voice. Music and song made her happy – right up to her last days. Cafes like this will bring activities, such as music, to people with dementia”. Based on the Dementia Australia model, Memory Place Café will offer a safe and welcoming spot for locals living with dementia, and their families and carers to visit. Dementia Australia research highlights the prevalence and impact of social isolation on a person living with
dementia, and their families and carers. Including how the anxiety and stigma experienced by people living with dementia can impact their daily lives. Cr Diamante said that she hopes that people living with dementia, family members and carers “will now have a safe and welcoming ‘Memory Place’ to bring their loved ones”. The official opening of the cafe ended with the Mayor’s closing sentiments about her goals for the future. “I have been honoured that as Mayor this year I have been able to advocate for the needs of people living with all types of dementia. “We are just at the beginning of our journey, and we will continue to work towards fostering a dementia-friendly community and an age-friendly city. “We want to ensure we provide inclusive environments and opportunities for people to be and do what they value throughout their lives”. Memory Place Cafe will be open to the public from Thursday 9 November 2023. Frank has been volunteering for Manningham organisations for over 30 years. He has dedicated himself to those groups including, Manningham Uniting Church, LinC Manningham Inc., MannaCare nursing home, Outback Links, Blaze Aid and planting trees for the Tree Project.
“It’s what we are born to do. It’s what life is all about. Nothing in this world gives more of a sense of achievement,” says Dennis Clarke, Manningham Citizen of the Year. Manningham’s Mayor Cr Deirdre Diamante attended the award ceremony last month and thanked the winners for their service to the community. “Manningham is home to remarkable people who go above and beyond for our community. I feel privileged to recognise and celebrate their achievements on behalf of Manningham and to share their inspiring stories,” Cr Diamante said. Citizen of the Year – Dennis Clarke As well as the many hours volunteering and working for committees, Dennis spends time calling other Vietnam veterans, talking to them, checking in on their mental health and making sure that they are okay. Though he considers himself extremely lucky, Dennis’ own traumatic experiences from the Dennis has volunteered his time with Doncaster RSL as the Senior Vice President, Secretary of Royal Australian Electrical & Mechanical Engineers (RAEME) Vietnam Southern Chapter (previously Inaugural President), Anzac and Poppy Appeals, active participant of committees such as Vietnam Veterans Association of Australia (VVAA) Box Hill Committee, Australian Liquefied Petroleum Gas Association (ALPGA),

Young Volunteer of the Year – Shin Thant (Berry) Eain Berry is an incredible role model to her peers and an advocate for student voice. She is committed to making a difference and is determined to bridge the gap between local and international students within her school and wider community. “As a young teenager and a female student (in Myanmar), I never had the privilege to explore concepts like human rights and democracy. “I intend to grasp any opportunity that is presented to me and make the most out of my experience here as a proud
international student by volunteering and helping those who may experience the same circumstances as me,” Berry said when describing her inspiration. Community Organisation of Year – LinC Manningham

LinC Manningham Inc. is a community organisation of volunteers from various Christian churches within Manningham. It provides house cleaning and social support to new migrants and women affected by domestic violence, as well as home cooked meals, decluttering homes, gardening and more. Edith Holly, the secretary of LinC Manningham Inc. described the purpose of the organisation as, “ordinary people doing ordinary things and making an extraordinary difference in our community.” Highly Commended Community Organisation – Doncaster Junior Football Club DJFL fosters the importance of sportsmanship, diversity, teamwork and pride in local community whilst also consistently working towards a community culture that enriches friendships and fosters joy in sport. “Hundreds, if not thousands, of children have transitioned through the club over its 50 plus year history. Each child has brought with them an extended family who have visited and contributed to the club culture. All of them have benefited from the club’s environment and in turn the community it has created,” Michelle Taylor, who nominated the club, said. Manningham Council is exceptionally proud to have such outstanding local heroes and recognises their invaluable contributions to the local community.

Supporting community interests around the North East Link Program North East Link Program (NELP) has released designs for the first stage of the Eastern Freeway Upgrades from Burke to Tram roads and to complete the M80 Ring Road in Greensborough. We’ve been working in close collaboration with NELP on the development of the draft Urban Design and Landscape Plan (UDLP) for the Eastern Freeway Upgrades. This is now on exhibition for public comment. Council will be providing a submission to the UDLP, which will aim to improve the overall design and net community benefit for Manningham residents. However, it is too early in our review process to comment on specific concerns that we will want addressed. We will be advocating to ensure pedestrian connectivity is maintained, and the designs of the soundwalls meet the expectations of our community and protect local amenity. We will be paying particular attention to the design
around Estelle Street in Bulleen and Outhwaite Avenue and Park Avenue in Doncaster to ensure the amenity of adjoining residents is considered. The designs are generally in accordance with the details presented in the initial reference design for the project (exhibited through the Envrironmental Effects Statement in 2019). Most of the works to the widening of the Eastern Freeway along the Manningham border are contained within the existing freeway road reserve. We will also be seeking to ensure that there is no net loss of open space due to these works. The design of the Doncaster Park & Ride facility is not part of this UDLP, and will be subject to a separate UDLP process at a later date. What’s next? North East Link Program will consider all written comments and submissions received, then finalise the UDLP and submit it to the Minister for Planning for approval. After the Minister for Planning has approved the UDLP, the community will be updated on how feedback was considered. While North East Link refines the design for the Eastern Freeway Upgrades from Burke Road to Tram Road through this UDLP – you’ll start see the team setting up construction compounds for workers and preparing to build the connection to the North East Link Tunnels. UDLPs for the remaining stages of the Eastern Freeway Upgrades, from Hoddle Street to Burke Road, and from Tram Road to Springvale Road, will be on exhibition from 2024. Donvale Bowls Club is indeed indebted and beholden to many of our beloved characters which define and distinguish it. One such character at Donvale is John Cobain A brief insight into John’s working life, his eventual involvement at Donvale Bowls Club, and the experiences it has provided. He was born in Richmond in 1943 living with his parents and older brother in East Kew. He attended the East Kew Primary school, and on to Balwyn High, the year after it opened. John worked from an early age delivering a local newspaper once a week, in his mid- teens he worked in a hardware shop after school, mornings Monday’s through to Saturday. After completing year 11 at school, he had a number of odd jobs gaining his first regular employment with SSW Food Wholesalers at their head office in Nth. Fitzroy.
Working there for 15 years. Following on, he worked with his brother in his accounting practice for a couple of years, assisting clients maintaining their books and general auditing work. He was then employed at the Veneto Club in Bulleen as office manager and accountant from 1980 through to his retirement in December 2013 at the age of 70. Continued working one day a week at the club on a voluntary basis for the following six years. He met his future wife Cathie in 1964 at a dance called 431 in St Kilda Road and they married in February 1968. Following a honeymoon, they moved into their brand-new home in Dellfield Drive Templestowe. They had two boys, Tim, and Simon, both now living in Townsville and Cairns respectively with their families. Unfortunately, Cathie was diagnosed with Liver Cancer late November 2011, moving to her lungs, despite never smoking.
She fought it with chemo every Thursday at Epworth Hospital in Box Hill for over two years. She sadly passed away in July 2014. Cathie was a member of woman’s interest group (WIGS). Norma Juchno also a member, organized a twilight bowling night at Donvale Bowls Club. Cathie enjoyed the night so much, she encouraged John to join the bowls club when we retired, unfortunately she passed away only a few months later. John decided to join Donvale Bowls Club in mid- 2015. How fortunate the club has been he made that decision. Always prepared and ready to give of his time when called upon, a hand- up if there are duties or tasks needed to be addressed. His ongoing and company is valued and
contribution at Donvale appreciated.
