About the Find Maroondah By Warren Strybosch
The Find Maroondah is a community paper that aims to support all things Maroondah. We want to provide a place where all Not-For-Profits (NFP), schools, sporting groups and other like organisations can share their news in one place. For instance, submitting up-andcoming events in the Find Maroondah for Free. We do not proclaim to be another newspaper and we will not be aiming to compete with other news outlets. You can obtain your news from other sources. We feel you get enough of this already. We will keep our news topics to a minimum and only provide what we feel is most relevant topics to you each month. We invite local council and the current council members to participate by submitting information each month so as to keep us informed of any changes that may be of relevance to us, their local constituents.
We will also try and showcase different organisations throughout the year so you, the reader, can learn more about what is on offer in your local area. To help support the paper, we invite local businesses owners to sponsor the paper and in return we will provide exclusive advertising and opportunities to submit articles about their businesses. As a community we encourage you to support these businesses/columnists. Without their support, we would not be able to provide this community paper to you. Lastly, we want to ask you, the local community, to support the fundraising initiatives that we will be developing
and rolling out over the coming years. Our aim is to help as many NFP and other like organisations to raise much needed funds to help them to keep operating. ALL THINGS MAROONDAH The City of Maroondah is a local government area in Victoria, Australia in the eastern suburbs of Melbourne. Maroondah had a population of approximately 118,000 as at the 2019 Report which includes 9000 business and close to 46,000 households. The City of Maroondah was created through the amalgation the former Cities of Ringwood and Croydon in December 1994.

Have neighbours just redeveloped and consequently removed trees and shrubbery? If so you will be dicovering that tiny birds have probably left your yard and will not return until they get some suitable habitat back. Habitat for tiny birds is prickly or thorny, as that keeps out predators. Callistamons, Banksias, Tea Tree, Japonica and even thickets of vine will provide camoflage and a safe place to nest. Tiny thornbills nests are so beautifully made with the bird using its saliva like spider-webbing to glue together all the soft tiny supple sheds of bark and soft twigs. The entrance is only about as big as a 20 cent piece. If you feel inside you will discover that the tiny bird has been industriously searching
for fur and soft feathers that might have been caught on undergrowth as the kangaroo or possum passes by. This is the snug soft lining they use inside their nest to hatch and nurture their young.

Possums, both Brushy tailed and ringtailed will also be homeless, without trees and shrubs and this is where problem roof dwellers give possums such a bad reputation. All openings to your roof, chimneys, breathing hats over exhaust fans, surprisingly quite small spaces, can be penetrated by homeless possums. You need to tightly fix something like chicken wire over any opening if you don’t want your roof invaded.
For the Brushy tailed possums there are many box- construction options to be found to by just searching the internet. Having seen these, maybe a local men’sshed might make one for you, or a handy person who has the materials and skills. Just be aware you cannot choose who gets first rental rights, it might be a Kookaburra, or any of the Parrot species from Rainbow Lorikeets to Galahs, to yellow tailed Black Cockatoos, they all need old tree hollows to breed.
On the other hand, if you would like to create a “tiny house” for ring-tailed possums, here is a cheap and wonderful alternative. Two baskets, two liners some cable ties and some soft dry leaves inside to make them feel welcome and your possums will love you. Just makeAc me

Maroondah’s Railways HERITAGE & HISTORY By Russ Haines OAM Opening the Lilydale and Ferntree Gully Lines
The construction of the railway line from Melbourne to Lilydale, is a major factor in the development of Melbourne’s eastern suburbs. Since the line opened in 1882, Melbourne has developed along the line, and over time as land adjacent to it was settled, suburbs have radiated from its stations. Twenty-six years after the first railway was opened in Australia, between Melbourne and Sandridge (Port Melbourne); the Railways Construction Bill 1880 was passed by the Victorian Government, financing the opening of 23 new railway lines throughout the colony. Two years earlier, the government had nationalised the colony’s remaining major privately owned railways. Included in the Bill was the construction of a line between Hawthorn and Lilydale. A line between Princes Bridge Station and Hawthorn had opened in 1861. A siding was constructed at Ringwood with a goods shed in 1887. It was not until 1889, when the Ringwood to Ferntree Gully line was opened, and the siding was elevated to junction status, that Victorian Railways constructed a station at Ringwood. It was built to the west of the original township, which at that time
was centred on Mount Dandenong Road, near the Maroondah Highway. Croydon Station opened in 1884. It was first named Warrandyte, then Warrandyte South. The name was changed after the confusion and inconvenience it caused to passengers, who on disembarking for Warrandyte, found that it was eleven kilometres away. Croydon had its original settlement some distance away from the railway line at Brushy Creek (Croydon North), and after the railway opened, gradually business through necessity and convenience, moved to Croydon’s present location adjacent to the railway line. The opening of the line coincided with the land boom of the 1880s. There were at least four brick and tile manufacturers near the station, who could quickly and efficiently supply the demands of the growing Melbourne suburbs. Similarly, fruit and produce for which the district was becoming famous, was sent to market in Melbourne by rail. Railway traffic on the line increased significantly and in 1891, the Box Hill to Ringwood section was duplicated. Electrification In 1911, the Victorian Railways announced plans to electrify all of its suburban lines, and its country lines closer to Melbourne. The process of electrification of these lines commenced two years later, and due to delays caused by World War I, the
first lines, to Essendon and Sandringham, were not opened until 1919. The electrification of the Lilydale line as far as Ringwood was part of the final group of lines to be electrified, opening for service at the end of January 1923. Due to an increase in patronage, electrification was extended from Ringwood to Croydon in November 1924, Ringwood to Ferntree Gully in October 1925, and Croydon to Lilydale November in 1925. A new system of electrical cabling was adopted for use on the Ringwood to Ferntree Gully and Ringwood to Lilydale sections of the line. A combination of steel catenary wires and copper contact wires were used overhead, in contrast to using entirely copper wires, on lines electrified earlier. Despite increased sales of land in the district with the arrival of the railway in 1882, by the turn of the twentieth century, both Ringwood’s and Croydon’s population still remained relatively small: 488 and 270 respectively. Land sales were affected by the Depression of the 1890s. It was the anticipation of electrification of the line to Ringwood that led to a boom in land sales in the district. Electrification reduced travelling time on the Lilydale line by up to twenty-nine percent, and services between Melbourne and the district were increased to hourly intervals. These previously isolated farming communities, were now only 45 minutes away from Melbourne by train, making

them prime sites for residential development. Prices of land and houses in Ringwood skyrocketed, with properties no sooner advertised than being sold. In 1919-20, Ringwood Station handled twice the number of outward passenger journeys. After electrification, two new stations were opened in the district, increasing demand for residential land further. In one case, residents of East Ringwood were so eager to get a railway station for their suburb, they convinced reluctant Railway Commissioners to build a station, by agreeing to do the associated earthworks themselves. Ringwood East Station opened in May 1925.
The other station to open after electrification was Heathmont in 1926, on the Ferntree Gully line. As residents commuted from Ringwood and Croydon, conversely tourists from Melbourne came by train to sightsee and picnic in the district. Croydon became the departure-point for tourists wishing to visit the Dandenong Ranges by bus and coach. Improvements continued to be made to the line after electrification, due to increases in patronage and rail traffic. Some of these include a new signal box at Ringwood Station constructed in 1926, boom gates introduced at the
Heatherdale Road crossing in 1958 (two years after the first set in Victoria was introduced), automatic signalling to Ringwood introduced in 1959, train stabling at Ringwood commenced in 1961-62, duplication of the Ringwood to Croydon section of the Lilydale railway line and construction of a new station at Croydon in 1984. Despite a decline in patronage of railways and public transport generally throughout the metropolitan area, the Melbourne to Lilydale and Ferntree Gully railway lines, continue to be two of the State’s busiest.

COVID: New Victorian Business Support Package By Warren Strybosch
A new Victorian Business Support Package has been established in conjunction with the Commonwealth. The new package will deliver $5,000 grants to businesses that remain impacted by capacity limits; the existing Licenced Hospitality Venue Fund will make grants of up to $20,000 to support licensed venues; the Commercial Tenancy Relief Scheme and Landlord Hardship Fund will provide support to landlords that provide rent relief to their tenants (and the Commercial Tenancies Relief Scheme will be reinstated to provide rent relief too small to medium commercial tenants and their landlords); and, the existing Alpine Business Support scheme will deliver grants of between $5,000 and $20,000 to 430 Alpine based businesses. Also, a new Small Business COVID Hardship Fund will be established under which small businesses with a payroll of up to $10m who have experienced a 70% or greater reduction in revenue will be eligible for grants of up to $5,000. At time of writing we are still waiting to hear what how the 70% reduction in revenue test will be calculated and when these funds will be ready to apply for.

CGT exemption for granny flat events becomes law In last year's budget, the Goverment announced that a CGT exemption will apply to the creation will apply to the creation, variation or termination of a granny flat arrangement that is providing accomodation for older Australians or those with a disability, where there is a formal written agreement in place. This exemption has now become law and commenced 1 July 2021. This change is hoped to help families, who currently avoid creating formal, legally binding agreements because of the potential significant CGT consequence, to start creating agreements to protect all involved. To be eligible for the CGT exemption: • The arrangement accommodation for life • The person entering the arrangement must be pension age or have a specified disability • The parties to the agreement don't need to be related • The arrangement can't be on a commercial basis (eg formal rent agreements). Eligibility for the exemption is determined at the time the granny flat agreement is entered into as long as the CGT event occurs after 1 July 2021.

Vaccine Hesitancy Plummets Over Outbreaks By Callum Godde

Lockdown-inducing COVID-19 outbreaks in NSW and Victoria have prompted Australians to reassess their willingness to get the jab, according to a national poll. The Melbourne Institute’s fortnightly report card into vaccine hesitancy shows it has fallen, from 33 per cent at the end of May to 21.5 per cent last Friday. The sharp drop in hesitancy over the past eight weeks is across all states and age groups. With Greater Sydney and its surroundings enduring a fourth week in lockdown, vaccine hesitancy rates in NSW are at 14.6 per cent. That has more than halved since late May and the authors of the report cite a sole reason. “The outbreaks are clearly changing some people’s minds about getting vaccinated, especially in NSW,” said the
report, published on Wednesday by the leading economic and social policy research institution. Some 11.8 per cent of the 1200 Australian adults surveyed are still refusing to get a coronavirus jab, while 9.7 per cent remain unsure – down from 15 per cent at the end of May.
“Policies to reduce vaccine hesitancy need to be carefully targeted at populations most vulnerable and most likely to transmit the virus, as well as geographic areas with the lowest vaccination rates,” the University of Melbourne-based institute said. VACCINE HESITANCY BY STATE
The report said the latter group is most likely to be affected by policy, with the nation’s expert panel on immunisation last week revising its advice to recommend Sydneysiders “strongly consider” receiving the AstraZeneca shot in response to the worsening outbreak.

National Plan to Transition Australia’s National COVID-19 Response The National Cabinet agreed in-principle to an updated fourstep National Plan to transition Australia’s National COVID-19 Response (National Plan) taking into account the Doherty Institute COVID-19 modelling and the Commonwealth Department of Treasury economic analysis. The National Plan charts the way back.
The National Plan sets out four phases to effectuate this transition. Each phase will be triggered by the achievement of vaccination thresholds of both the nation, and the individual state or territory expressed as a percentage of the eligible population (16+), based on the scientific and economic modelling conducted for the COVID-19 Risk Analysis and Response Taskforce.
The National Plan provides a graduated pathway to transition Australia’s COVID-19 response from its current prevaccination settings focused on continued suppression of community transmission, to post-vaccination settings focused on prevention of serious illness and fatalities, whereby the public health management of COVID-19 is consistent with other infectious diseases.
The updates agreed in-principle today by the National Cabinet are the Vaccination thresholds to move to Phase B and Phase C. The National Cabinet will commission further detailed modelling over the coming months to update and refine the National Plan as required.
A sub-group of National Cabinet consisting of Victoria, Tasmania and the Northern Territory will also prepare options on how restrictions can be eased for vaccinated Australians in Phase B.

Another Recession Not On Cards, Just Yet Colin Brinsden, AAP Economics and Business Correspondent

A growing number of economists are predicting that with half the population in lockdown, the economy will contract in the September quarter. But at this stage they doubt this will be followed by a second negative quarter in the final three months of year, which would signal the economy has sunk back into a recession. The Westpac-Melbourne Institute leading index, which indicates the likely pace of economic activity three to nine months into the future, eased further in June, but still points to annual growth above trend about 2.8 per cent.
Victoria is in an extended shutdown until next Tuesday, as is South Australia. Greater Sydney and Melbourne alone account for about half of the economy’s output.
Sales for July are likely to be even weaker, clobbered by earlier snap lockdowns in Brisbane, Darwin and Perth, as well as the now lengthy restrictions in Greater Sydney.
As such, independent economist Nicki Hutley says another recession can’t be ruled out.
Those latter restrictions include the closure of construction sites, the first time such a measure has been included.
“This Delta virus just seems almost unstoppable. You have seen how difficult it has been for NSW to get on top of it,” she told ABC radio.
“If the pause goes beyond July 30, it could bring smaller contractors to their knees due to cashflow issues,” Australian Constructors Association chief executive Jon Davies warned.
“If we can’t do that very quickly, this could drag on. That is the worst case scenario.”
Westpac chief economist Bill Evans is forecasting the economy will contract by 0.7 per cent in the September quarter.
The Australian Bureau of Statistics will issue its preliminary retail trade figures for June on Wednesday.

Young Australians Share Their Covid Fears By Emily Woods

Young Australians are stressed about how the pandemic has impacted their education and mental health and are concerned about ongoing isolation, a new survey has found. Mission Australia released results from its 2020 Youth Survey on Wednesday, showing young Victorians have been hit the hardest by issues brought on by the pandemic. Additionally, 17-year-olds were the most likely to say their education has been severely impacted by COVID-19. Many of those surveyed said disruptions to their everyday lives due to the pandemic have made them feel worried, stressed and without access to their usual supports. “Our school is not doing enough in terms of accounting for the abnormal state of the world when it comes to setting
assessments – I have never felt so simultaneously stressed and unmotivated,” a 17-year-old Victorian girl told the survey. “There has been an extreme lack of allowances for COVID and online learning so I am consistently stressed about school – on top of being stressed about the world.”

Mission Australia has recommended more support for young people in schools, to help their wellbeing as well as to support them completing school work.
Mission Australia’s chief executive James Toomey says the results are particularly important given the pandemic continues to cause disruption for young people.
The charity says mental health prevention and early intervention support delivered in more flexible formats is needed to address issues that may arise during periods of isolation.

COVID-19 disaster payments are now tax-free: Do you need to amend your tax return? By Warren Strybosch
Prime Minister Scott Morrison has declared that COVID-19 disaster payments will now be tax-free. For all of those who have submitted their tax returns before 1st August 2021, you may need to amend your returns or lose the tax you otherwise previously paid.
The Institute of Public Accountants general manager of technical policy, Tony Greco, said granting the $750 a week payment with a tax-free status would mean workers will take home more than they did under the original JobKeeper program.
On Tuesday, the Treasury Laws Amendment (COVID-19 Economic Response No. 2) Bill 2021 was introduced into Parliament, confirming Prime Minister Scott Morrison’s comments that COVID-19 disaster payments would now be tax-free.
Disaster payment recipients can expect to be better off by $90 a week compared with the JobKeeper wage subsidy, based on an annualised $39,000 income of $750 each week.
Previously, COVID-19 disaster payments were taxable income. However, after the announcement, they will now be treated as non-assessable non-exempt income.
“The main concern is that these payments have always been stated as assessable, so now there’s confusion,” said Mr Greco. “It is a significant shift in treatment from what people have been told and what we have come to expect.
According to Mr Morrison, more than $490 million in COVID-19 disaster payments have been paid to over 955,000 workers in NSW and Victoria. The payments, which were increased on Wednesday from $600 to $750 a week for workers who lost more than 20 hours and raised from $450 from $375 for those who lost between eight and 20 hours, are expected to cost the federal government $750 million a week. SuperStream for SMSF ACCOUNTANT By Warren Strybosch
All BGL clients must use Australia Post as their default gateway as Simple Fund 360 will not integrate with any other gateway provider. If you register with another gateway, you will not be able to use the SuperStream data in Simple Fund 360.
SuperStream is the new standard for super transactions designed to improve the quality of data and improve processing efficiency for both employers and super funds. SuperStream servicea will collect contribution data from employers and distribute this data to SMSF software providers.
Where can I find the Electronic Service Address (ESA)?
As part of this, all trustees of SMSFs must comply with a new data and e-commerce standard. Employers will be able to send superannuation contributions and data to multiple funds in one standard electronic format, instead of sending information to separate funds in multiple formats.
The ESA is available in the Trustee/Employer Notification Letters which can be prepared after you or your accountant has registered the fund for SuperStream.
What is SuperStream?
Once registered, SMSF Trustees will need to provide the following information to their employer:
SuperStream is a government reform designed to enhance the efficiency of the super system. Under SuperStream, employers are required to make super contributions, both data and payment, on behalf of their employees electronically. All super funds, including SMSFs, must receive contribution data and payments electronically in accordance with the SuperStream standard. SuperStream Gateways will collect your contribution data from employers and distribute this data to your SMSF.
The Electronic Service Address (ESA) is required by employers so that they can send contribution data to that address. Each SuperStream Gateway has a unique ESA.
The ESA will also be saved under Fund | Fund Details.
Self Managed Super Fund name, ABN, The Electronic Dervice Address (ESA), BSB and Account Number. An Employer Notification Letter can also be generated in Simple Fund 360. Thankfully, the ATO has confirmed it will not take a hard-line enforcement approach to SMSFs that do not comply with the new SuperStream requirements set to be implemented on 1 October this year even though funds in this predicament will be considered to have committed a regulatory contravention. When speaking to the SMSF Association, the ATO superannuation and employer obligations director, Belinda Black said: “Not complying [with the SuperStream requirements] is a breach of the payment standards and penalties may apply. However, like any new functionality and change, the ATO wants to support those impacted and therefore will allow a transition window for the industry to get up to speed and understand SuperStream.” There are currently several SMSF software providers already compliant with SuperStream. For Trustees of SMSF, it is best to talk to your accountant regarding SuperStream to make sure they, more importantly, you as the Trustee, will be able to meet your obligations after the 1st of October 2021.

SMSF Deeds and Legal Advice Should I use a Lawyer? SOLICITOR By David Heasley
A SMSF deed is a bit like insurance. You don’t know how well it protects you until the worst happens. For example, you discover the SMSF deed itself is invalid, or doesn’t comply with legislation. As superannuation and tax laws are constantly changing, SMSF deeds should be reviewed on at least an annual basis and revised as needed, preferably, by lawyers who are SMSF experts. This situation can come about because it has been possible for several years for advisers, such as accountants and financial planners to obtain the use of SMSF and related legal templates in order that the adviser can prepare documents themselves. Typically, the adviser pays a licence fee that permits them to download the template and prepare the documents as compared to paying a law firm to prepare an SMSF deed for a particular client. Generally speaking, the template suppliers do not have any significant technical or legal expertise in respect of drafting documents such as SMSF deeds or other related legal documents. But it was signed off by a Lawyer- Right? Many non-qualified SMSF document suppliers claim that their documents are “signed-off by a lawyer”.
While a reference to “signed off by a lawyer” does not have a fixed meaning, it is meant to give the impression that the document in question was prepared and reviewed by a lawyer who has approved that individual document, and not just the template. Thus, care is required when dealing with such claims. The actual template (for example a SMSF deed) may very well have been prepared by a lawyer, any resulting completed document may not have been. The position is likely to be clearer where the SMSF deed is supplied directly from a law firm and not from an advisor using a template. In this case a lawyer reviews the instructions for each SMSF, and then drafts documents that are appropriate to those instructions. Can I sue the lawyer when it all goes bad? Unfortunately, probably not. Unlike the scenario where a lawyer handles the whole matter, where the work is done by a non – lawyer there may be little or no protection for any badly done or erroneous work. One example (of erroneous work) may be an ineffective binding death benefit nomination (BDBN) where the SMSF deed has not been varied correctly.
In these instances there is unlikely to be professional indemnity insurance available to an adviser who prepares the invalid deed, as a non-qualified person is not legally authorised to prepare a legal document for a client. In fact, most professional indemnity insurance for advisers (other than lawyers) also excludes cover for services that a lawyer must perform. Advisers and end-users should therefore not assume that professional indemnity insurance is available. Further, some non-qualified suppliers may have no insurance cover at all, leaving the only option for recovery being to sue the advisor. In the cases the money saved by not involving a lawyer (as competent advisors will do) may prove to be expensive indeed.

Let’s get back to love! PARENTING By Lesley-Anne Banton
It is said that the journey out of covid and lockdowns is through vaccinations, what ever your opinion and stance on that is yours. However, the journey out of this psychologically and emotionally could be through love. On many levels and areas in life there are stress right now and most of it comes from FEAR showing up when COVID showed up. Have you ever watched the film ET? It’s an iconic film of an extra-terrestrial showing up after being left behind and his journey to get back home. The journey to get home for him was scary, unknown, and filled with uncertainty about the place he had been left behind in. He learns to trust those around him over comes his fear, likewise the humans around him build trust in him, rally round in love and compassion to keep ET safe and get him home. If we use ET as a symbol that represents our fear showing up having been triggered by the uncertainty of COVID being present in our lives and not knowing what could happen, when this might leave us and what it could do while it is here. What did ET need when he was left behind? What is that your fear need might need, in this unknown time? Fear is a part of you that can do unpredictable things to your thinking and actions, it can be a part of you that you shame, a part of you that you might be scared of as it might be alien to you or let it become part of your identity when it never used to be. When ET was screamed at and feared what did he do? How might that have
of felt being in alone in a planet it knew nothing about? How might your fear/ anxiety/ stress react to being in an unknown planet – world of covid and being screamed at feared? What might it need to feel safe? What might it need to be ok with being there and understood? In the film, ET quickly built trust with those around him and without full understanding of words he felt love and secure enough to put trust in those around him to help him get home. How might you help yourself, your fear/ stress/ anxiety get back home? home to love trust and understanding? In contrast we see the response of people in fear of ET, see him as a threat and who want to capture, contain ET and possibly destroy him. Panic has set in with them! This can be also true with many right now, as they are in panic and want to contain, ignore or destroy their fear. Fear and panic can be paralysing, it can cause you to run away from those trying to help you and towards those who don’t. Fear can also dominate your thoughts and prevent you from moving forward because you feel unsafe, unsure and can also make decisions that you wouldn’t normally make and be someone you normally wouldn’t be. It was understanding, trust, compassion and love that helped ET get home. What could help you to get back to place that you know you are home within yourself? Is it love? Compassion? Understanding of where you are at? This might be easier said than done right now yet love and understanding helps us feel safe and secure in moving forward in our lives. So how can we move from fear to love?
In fear we might feel withdrawn, we might believe we have no choice, we are stuck, hopeless, attacked, angry or in procrastination. We might also be forthright, overstep other people’s boundaries with words or actions. We might make irrational decisions and statements, act in a way to ‘protect’ ourselves but hurt or disrespect others in the process, our bodies might feel a bit ‘off’, low in energy or feel we want to take flight. Whatever it is for you one of the first steps is to NOTICE this. Notice where your thoughts and thinking are at, how your body is feeling, what are your actions doing? Once you empower yourself with noticing yourself, your thoughts, emotions, and feeling are you give your self the gift of awareness. With this awareness you can put words and understanding to where you are at and what state of mind and emotions you are in. You can then choose to change your thinking and focus to bring you back to love. In this space ask yourself: What would love do? What would compassion do? If I was in a state of love or certainty, what would I do? What would I think? Feel? Act? As you are asking yourself these questions breath and FOCUS on yourself, calm your breathing and notice your body calming, bring thoughts of love, kindness, joy, gratitude, or whatever words bring a sense of calm and peace to you. By bringing yourself back to a place of love and out of a state of fear you can navigate your world differently more empowered and you could help those around you come back to a place of love come back to a place of feeling like home within themselves. Whichever choice you make, the benefits must outweigh the risks, and any risks must be controlled or eliminated using the right insurance policies, and the right procedures. If your business hires a staff member, then their actions are your actions. Your Public Liability Policy or Professional Indemnity policy should cover any 3rd party loss created by your staff, for which you would normally be found liable. Of course, there are some qualifications or registrations that staff may be required to have in order to do the job, but in general, if the third party experiences a loss in the normal execution of your business as described to the insurer, you should be covered. Pretty clear-cut. If your business hires a sub-contractor, then the 3rd party loss they generate is still your loss. Your insurer will then want to recover the cost of that loss from your sub-contractor’s insurance. Your
policy may make it a policy condition that the sub-contractor has their own cover. So what happens when you fail to check the sub-contractor is insured and it turns out they let their policy lapse or it has been cancelled due to a missed payment? Your insurer may void your policy and not pay the claim. You may even have checked the sub-contractor’s policy is current, and cancellation occurs afterward, leaving you in the dark.
The key here is that whichever model you choose, or even if it becomes a combination of staff and sub-contractors, the policy you choose is of critical importance. The risk control measures to avoid losses, or avoid compounding them, are just as important.
If you injure a sub-contractor, you may also have to pay a $25,000 excess, which would not be the case if one employee accidentally injures another. This is known loosely as a worker-to worker claim, which are notoriously costly, hence the huge excess. (This may vary from insurer to insurer and apply more to some industries than others).
Any advice in this article has been prepared without taking into account your objectives, financial situation or needs. Because of that, before acting on the above advice, you should consider its appropriateness (having regard to your objectives, needs and financial situation).
If that subcontractor relies on you for the vast majority of their work, you may inadvertently take on employer responsibilities anyway, and find yourself paying to insure them for WorkCover. You will need advice on this from your WorkCover Insurer, and perhaps an HR Consultant if trying to avoid this when using a long term subcontractor.

Insulation – your building needs it! ARCHITECT By Kathy Ismail
Building insulation got a bad name when the Pink Batts scandaI hit the airwaves in the 2000s. Four workers died installing home insulation as part of a federal government scheme. So, should we insulate our homes, offices, factories and warehouses? The short answer is – yes! Insulation may not be the exciting part of a building features but its importance is vital. Insulation has been rated as the second most important feature of a home by potential homebuyers and it should be the first priority when building or renovating. Basically, insulation regulates temperature and humidity, reduces external noise and helps reduce greenhouse emissions. Heating, ventilation and air conditioning (HVAC) systems need to be repaired more often when they are switched on for longer periods. Insulation helps to reduce the maintenance costs, and if you’re not using these appliances so often, think of the savings you’ll have in power bills! Where to insulate The ceiling and roof account for most of the heat loss in a building – around 40%. Walls can lose about 24% of heat, depending on the amount and kind of glass inserted in them, and even the floors can lose another 10%. Ceiling: you should check the insulation in your ceiling as it may need a top-up. The most common insulation used in ceilings is polyester made from recycled plastic bottles and fibreglass (glasswool). Bulk ceiling insulation comes in segments that will fit between the joists above your ceiling, or in blankets that can be rolled out across the top of the joists to compensate for heat loss through the timber. If space is an issue, loose fill insulation is an option but its effectiveness and durability tend to be variable.
Underfloor: Foil was once considered a cost-effective option and is still found in many older homes today. However, due to issues around safety and its reduced performance, foil will need to be replaced with a bulk insulation option. It is critical to ensure that there is no air gap between the bottom of the floor and the top of the insulation. Walls: Bulk insulation for walls comes in pre-cut segments or as blanket rolls. To install bulk insulation into an existing wall, either the lining or cladding will need to be removed. Another solution is to add a layer of high-density plasterboard over the walls and repaint inside; this may make quite a difference and reduce external noise as well. What to insulate with Cellulose consists of about 80% recycled materials and is environmentally friendly. You can use cellulose to insulate the walls for your commercial buildings or warehouses. Fibreglass, available in either loose-fill or blanket form, installed below the roof deck is effective for achieving better insulation. Radiant barrier, a reflective material like foil, helps to keep a building cool as it doesn’t absorb the heat but reflects it back to space. Install if your warehouse stores materials that require low temperature. Liquid polyurethane is sprayed evenly on the walls or ceiling. Because it expands as it is applied it blocks cracks and gaps which lets air in. Polyvinyl chloride is a versatile material that is moisture and humidity resistant. It is durable and strong insulation material for commercial metal buildings.
How to install It is important that there be no gaps andno ‘crushing’ of the insulation material. Any leaks must be fixed prior to insulation being installed to avoid growth of mould inside the insulation. It is essential that you use properly trained installers when dealing with insulation as the product will be in close proximity to electrical wiring or lighting. (The victims in the Pink Batts scandal died because they weren’t properly trained and were electrocuted.) Heat can move through glass, wood, brick, cracks and gaps where insulation might not be able to be used. A professional will be able to advice on a complete solution to reduce your energy cost. Establishing Breastfeeding In The Early Weeks LACTATION CONSULTANT

Getting off to a good start from as early as possible after your baby is born is one of the best ways to ensure long term breastfeeding success. Here are my top tips to help you achieve that: •

Get yourself in a comfortable position. Usually a semi reclined position is best, such as laying on your back, with pillows behind your head and shoulders. You could try on your couch or on your bed. Make sure you and your baby are comfortable and safe and you have what you need within reach - a drink of water, extra pillows, burp cloth, your phone etc. Place your baby on your chest, tummy to tummy, in line with your breast. Ideally, feed your baby skin-to-skin. In other words, undress your baby down to a nappy and remove your own top. This skin contact stimulates your baby’s feeding reflexes and your milk production and letdown. Your baby will be most stable if they are lying on their tummy, on top of you, with their legs and arms spread out. Support your baby with your arm so they are stable on top of you. Start to learn to identify your baby’s early feeding cues - subtle mouthing movements, licking, tongue movements, turning their head are all early hunger cues. Follow your baby’s lead - be patient and relax and give your baby time to find their target, open wide and latch on. If your baby is having trouble latching on, offer some shaping of your breast with your free hand. Think of the way you might squeeze a hamburger before taking a big bite. “Sandwiching” the breast, back from the nipple, can help a young baby get a bigger mouthful and make for a deeper latch. Watch your baby’s sucking action initially their sucks should be quicker, until your milk lets down, and then their sucks will become a bit slower and you should see and/or hear them swallowing. If you are not sure if your baby is actively swallowing, ask your lactation consultant or midwife. It’s important to learn to identify active swallowing. This is one way you can be confident your baby is transferring milk.

Your baby may need to take a pause every so often to catch their breath. As your baby gets stronger and more coordinated, they will be able to handle your let down better and will learn to coordinate a steady suck-swallow-breath rhythm. Babies need to be fed 8-12 times per 24 hours, particularly in the early weeks. This means feeding every 2 to 3 hours around the clock. Some babies want to sleep longer in the day, but it’s best not to let them go longer than 3 hours between feeds in the beginning. Do wake your baby during the day, if it has been 3 hours since their last feed. Try to encourage a full feed each time, by keeping your baby from “sleeping on the job”. Sometimes stroking your baby, touching their feet or face or gently blowing on them can help to rouse a sleepy baby. Allow your baby to fully finish one side before offering the next side. Massaging your breast gently during a feed may also help your baby take a full feed and also help drain your breast well. Use the flat of your fingers or palm of your hand. Try to avoid introducing a dummy in the first month, or until advised by your lactation consultant. If your baby is healthy and you are able to adequately breastfeed

from the beginning, it is not usually necessary to express your milk. This can be introduced later if needed or indicated. Your lactation consultant will be able to advise you. After your milk has come in, (around day 4 or 5) you will know your baby is receiving sufficient milk because they will have 6 or more heavy wet nappies per 24 hours. You will also see your baby’s stools change from black meconium through to soft mustard-yellow coloured poos. Your baby should be settled between feeds. Initially most babies will lose a bit of weight but then should start gaining again and be back to their birth weight by about 2 weeks of age. After that, they should put on an average of 150 grams per week. If you or your baby are having any difficulty with feeding, get help from a lactation consultant as soon as possible.

Health and Safety Risks for Construction Industry Trades
OCCUPATIONAL HEALTH & SAFETY By Mark Felton
In my last article I outlined the general obligations that employers have under the OHS Act. I will now elaborate on the risks that exist for construction industry trades businesses and workers. Lacerations, fractures, traumatic joint injuries, hearing loss, musculoskeletal disorders, mental health issues, and lung conditions, are some of the major health risks that tradies commonly face. According to Safe Work Australia, tradespeople make up 30% of the workforce but account for 58% of serious workplace injury claims. Hazardous manual tasks are part of a tradie’s average workday and can include: • • • •
Sustained awkward posture High, repetitive, sudden, or sustained force Repetitive movement Exposure to vibration.
Such tasks can lead to musculoskeletal conditions, such as: • • • • • •
Muscle, ligament, and tendon sprain or strains Back injuries Degenerating joints and bones Nerve injuries or compressions, including carpal tunnel syndrome Soft-tissue injuries Chronic pain
Tradies in the construction industry also have a higher risk of experiencing mental health issues than workers in other professions, research has found. Employers must manage the health and safety risks of staff undertaking hazardous manual tasks, requiring them to analyse work systems, workplace design, and layout, including environmental conditions. This will provide insights into minimising the risks. Proper documentation of these systems is crucial, including the results of reviews and the follow up that has taken place. You can have the best systems in the
world but if you don’t properly document things, who can see this? As a mortgage broker I regularly come across people who have had a Home Loan with the same lender for five years or more. They have simply been paying the required repayment without ever thinking about what the current interest rate is, the fees that are being charged and what other lenders may be offering. So how can having a Mortgage Broker conduct a regular Home Loan Health Check benefit you? There is one very significant reason why you should have your Home Loan regularly reviewed: TO SAVE YOU MONEY. In the current environment it is a mistake to assume that your current Home Loan is providing you with the best value. By having your loan reviewed a Mortgage Broker may be able to present products from lenders offering lower interest rates than you are paying currently. This could potentially save you thousands on interest costs or help you pay your loan off sooner.
You may also have some smaller debts, such as credit cards or personal loans, that are charging higher interest rates but could be consolidated into your Home Loan. This could help repay these debts sooner by reducing the costs of these debts but would also simplify your finances, reducing the number of loans and repayments being made to multiple lenders. By looking at what competitors are offering your Broker can use this information to leverage a lower rate with your existing lender. Another benefit of having a Health Check is to ensure the type of loan you have remains the most suitable to meet your current needs. Offset, redraw, the ability to make extra repayments or switching your rate between fixed and variable rates are all options your Mortgage
Broker can review for you. It is also important to note that a mortgage broker is required to act in their client’s best interest by law, which is different to the requirement on a lender when you deal with them directly. That is why the best person to review your Home Loan is your local Mortgage Broker. There is an ancient African proverb that goes something like this: ‘When an old man dies, a library burns to the ground.’ As there were few libraries in ancient Africa, what does this mean? Libraries are collections of books, of people’s words, thoughts, dreams and visions for the future. They are also a deposit of memories. Next time you are in your local library, check out the extent of the biography and history sections. All those books are records of people’s impressions of the past that now enable us to develop new and better destinies if we learn from them. While you’re there, check the names on the book covers. Do you know them? Are they famous? Some are, many aren’t. Many were in fact ‘ordinary’ people who told extraordinary stories. These kinds of people live all around us. You know and are related to them – they are our grandparents, our neighbours, the lollypop lady at the school…Everyone has an interesting story to tell. Older people tell the best stories According to science, it’s a fact that older people are the best storytellers. A study by the European Journal of Cognitive Psychology showed that while older people are often hindered by a decline in working memory, they more than make up for this with an exceptional storytelling ability that proves the adage: the older you get, the wiser you become. When a group of college students was asked to recall recorded stories from people of disparate age groups, they overwhelmingly remembered more of the stories told by older individuals. There are a few reasons this could have been the case: •

Researchers speculate that the characteristics of older people's voices are better suited to conveying oral information. Younger people have an association with older people telling them stories as it’s thought that this might evoke memories of their own grandparents

telling them stories when they were younger. Older people make a conscious attempt to make stories as entertaining as possible, even if it means shunning objective accuracy to do so.
So it may be in part a self-fulfilling prophecy, but it's a confirmed scientific fact that older people are the best storytellers! Why record older people’s stories? Besides older people loving to tell stories, they also love to feel valuable. After they have brought up children, worked hard, paid their taxes and maybe fought in the war, when their bodies start to decline and finances can be a bit stretched, they are often lonely. Their friends have dementia or have begun to die, their families are far away or don’t visit often (even with the best intentions) and they don’t speak the language of the nextdoor neighbour from a foreign country. How sad that after a lifetime of contributing to society, no one seems to want to know them, to value them, to think they are important still. The 2020 COVID lockdown highlighted this with the shocking cases of neglect in some nursing homes. Did you know that half an hour over a cup of tea with an older person do wonders for their self-esteem? And what better way to give them that sense of importance than letting them star in their own story!
How to begin Now, being pragmatic, we don’t have the time to devote to our elderly loved ones as much as they would like. There is work to be done, children’s activities to plan and go to, business meetings, the shopping, the washing etc. One solution is to hire a life story professional, someone who has the time, to bring out your loved one’s best stories and make sure the story creation process is a fun and memorable experience. They will think of things to ask that the family take for granted without really knowing the details. The older person will blossom as it will be someone not related to them now paying attention to their every word. Stories will come out that have been hidden for decades, uniting families and cementing identities. So, build the legacy your elderly loved ones deserve! What Builders Need To Know About Installing Garage Doors GARAGE DOORS By Chantal Djuric
Can you remember what you were doing nine years ago? Let me take you back to the evening of 3 February 2011. You may have been enjoying a barbecue in the garden, the kids were probably grumbling about being back at school or possibly you were all down at the beach. The people of north Queensland were busy battening down the hatches on everything that moved, preparing for the most horrific night of their lives. About to hit their homes was the largest cyclone to invade Queensland since 1918 – Cyclone Yasi. The storm caused an estimated $3.5 billion in damage, making it the costliest tropical cyclone to hit Australia on record. Overall, approximately 1,000 people reported significant damage to their homes. In Townville, roofs were torn off buildings and sent hurtling down the streets. Residents reported the sound of glass breaking throughout the night as windows were broken as the storm moved through. There was also severe damage to the fittings and outside fabric of people’s homes. One of those items on the outside was garage doors. Colin Blair, CEO at the time of Standards Australia, reported: ‘It became clear that garage doors were a point of weakness during Cyclone Yasi. As a result, our technical committee has updated the Australian/New Zealand Standard to improve building resilience.’ The AGDA is the industry voice of the Australian Garage Door Industry, set up to promote professionalism, safety and compliance for all the products and installation involved in the largest and heaviest moving part of a building; namely, the garage door. At the time of Cyclone Yasi, the President of AGDA,
Mike Fraser, lobbied the government to enforce full mandatory compliance to Australian and New Zealand (ANZ) standards to achieve building resilience. Things builders need to know Mike Fraser said: ‘The responsibility does not fall on one party. It is in fact the responsibility of the installers, builders and designers of buildings to ensure compliance in relation to garage doors, not just manufacturers.’ The relevant Standard for Doors (as noted in the National Construction Code/ Building Code of Australia for cyclonic wind areas) is cited as AS/NZS 4505:2012 ‘Garage doors and other large access doors’, and includes information that installers, builders and building designers need to have an understanding of, such as information regarding the loads that the doors apply to the buildings, as well minimum performance requirements for structural loads applied to the substrate to which the door is affixed. This Standard for Doors applies to the whole of Australia, not just in cycloneprone areas. You as a builder also will need to obtain an occupancy permit if the building work will adversely affect the structural soundness of the building, including the garage. Working with a garage door technician The good news is that garage door technicians prefer to collaborate with builders concerning garage door installation. There are several advantages for the building owner when this happens. Collaboration between all parties means that the cost of the door will be cheaper for the building owner because you, the
builder, will get a discount price due to the quantity of doors you buy for all your other current projects. Builders get also get the warranty that the building owner would get; this means that the garage door itself is covered from the time of purchase, not just after it’s installed. If you’re a builder, give the garage door business you’re working with a copy of your OH&S standards before the technicians arrive onsite as these are what garage door technicians will follow. When it comes to invoicing, don’t be afraid to ask a package rather than itemised and separate invoices, if that’s your preference to suits your budget. Favourite Coffee Cocktails COMMERCIAL COFFEE MACHINE By Ivana Smith
On a rainy dull day, imagine a log fire merrily burning at your feet and toasting your toes, wrapped up in a snuggly rug, your beloved by your side. Your hand reaches out for a mug of coffee...Now expand that image further – what if that coffee were a coffee cocktail? Cocktails served hot You’ve probably heard of Irish coffee. The invention of this drink was first recorded in 1943 when a plane was forced to make an emergency landing in Ireland due to bad weather. The local chef and bartender, Joe Sheridan, combined Irish whiskey with coffee to warm the passengers up. They didn’t complain, and neither have the millions who’ve enjoyed it since! To make one, heat a glass and pour hot coffee into it until it is three-quarters full. Add two sugar cubes, fill to the top with Irish whiskey and top with cream – simple but potent and delicious! It is still one of the world’s most popular coffee cocktails. There are so many variations on the Irish coffee. Replace the whiskey with bourbon for a Kentucky coffee, or tequila and Kahlua for a Mexican. Here’s the French version, called café amore: replace the whiskey with an ounce each of cognac and amaretto and top with whipped cream and slivered almonds – very chic! If you would like to experiment with flavours, as a general rule, Baileys and coffee-flavoured liqueurs Kahlua and Tia Maria are most often with black coffees, but you can also spice up your cocktail with whiskey, bourbon, rum or vodka. Vanilla-flavoured vodka adds a particular sweetness, whereas caramel vodka will add a major flavour boost to milk-based coffee drinks such as macchiatos or lattés. So cool cocktails Try pouring a shot of Amaretto (almondbased) or Frangelico (hazelnut) over an affogato. But there’s more! As a summer refresher, why not indulge with a White Russian. Fill a glass with ice and pour in vodka, cold milk or cream and cold coffee brew – easy, quick and amazing!
You could also try a Kahlua coffee soda. Fill a glass with ice, pour in 1½ ounces of Kahlua, coffee and add 2-4 dashes of bitters, fill with soda water, top with cream. For a Kahlua iced coffee, replace the bitters and soda water with cold milk. Then there’s the iconic Espresso Martini. Remember to cool the coffee first before shaking it up with 60 ml combined Kahlua and vodka. The iconic frothy layer on the surface of comes only from real espresso coffee from a proper coffee machine that gives you a nice crema (the velvety layer of foam on the espresso). Using instant coffee granules, a plunger or anything similar won’t give you the same result, no matter how vigorously you shake the cocktail shaker. If you don’t have a proper coffee machine, just add egg white; without altering the taste or texture of the cocktail, once shaken, the egg white makes an awesome froth on the surface. By the way, you need the foam to float coffee beans on the top. An Espresso Martini has a high alcohol content, the equivalent of standard drinks, but the flavour of the coffee flavour disguises the alcohol – beware! What do you drink on a dark and stormy night? A Dark and Stormy cocktail, of course! Fill a tall glass with ice and pour in 25 mls each rum and tequila and stir. Top with ginger beer and slowly pour in cooled espresso. What a zing!
Cocktails for under-18s (and adults!) Non-alcoholic coffee cocktails can be made by adding syrups with flavours such as hazelnut or chocolate liqueur. Top them with cream, ice cream and shaved or sprinkled chocolate and or silvered nuts. The Coffee Orange Mocktail one is so simple to make, you could make in the office. Pour the juice of half a freshly squeezed orange into a glass, add ice cubes and soda water. Stir in a teaspoon of honey into hot coffee and pour over a spoon onto the ice cubes. Give a final stir before enjoying! Be aware that coffee cocktails tend to be sweet, adding a fair amount of sugar in each glass. One a week as a treat would be plenty – though they are so delicious that more than one is very tempting! SMSF Trustees need to prepare for the Retirement Income Covenant (RIC) FINANCIAL PLANNING By Warren Strybosch
The Retirement Income Convent is set to come into force on 1 July 2022, and this will apply to all superannuation funds including Self-Managed Super Funds. The retirement income covenant (RIC) proposed by the federal government in 2018, that was meant to be in force in 2020, and now looks to come into effect on 1st July 2022, will require all superannuation funds, including SMSFs, to have a documented strategy to identify the retirement income needs of fund members and provide a plan to service those needs. When the position paper was first released, the Digital Economic Minister, Jane Hume, said: “The introduction of the retirement income covenant is an important step in encouraging the further development of the retirement phase of superannuation. “The covenant will codify the requirements and obligations for superannuation trustees to improve retirement outcomes for individuals, while enabling choice and competition in the retirement phase.” Sally Evans, director at Allianz Retire Plus, when discussing the proposal, said: “The covenant is essential because our industry is so heavily weighted to the accumulation phase of retirement. A covenant will help us focus on the purpose of superannuation and what is the right way for individuals to smooth their income to last a lifetime”. Currently, retirees are unwilling to draw down their capital in retirement for fear of running out of money. Allianz Retire Plus surveyed many retirees, and 61% were fearful of running out of money more than they were worried about dying.
they believe it is possible for retirees to increase their standard of living by better utilising their assets in retirement. It is likely to lead to a greater variety of products being made available after the covenant comes into play. Dr Deborah Ralston, who sat on the Retirement Income Review, said: “I can see in a decade how superannuation funds will have a portfolio of products sitting on their platforms for retirees to help them through that phase of life.” However, it is our belief that many products will come and go, and retirees will find it hard to move away from the products they are so familiar with e.g. allocated pensions with access to a variety of investment options, and lifetime income streams or annuities providing a guaranteed income stream. What we are sure of is the additional cost this will place on SMSF Trustees, who will be required to provide an Investment Strategy that meets these new requirements related to the RIC. The paper states: “Trustees are required to formulate, review regularly, and give effect to a retirement income strategy for the retired members of their fund, and the members of their fund approaching retirement. The strategy can be formulated for all members in generality, or cohorts of members in generality, as identified by the trustee.”
“People don't know how long they will live, how long they will work or what their health status will be. Those uncertainties play out in fear and a lack of confidence. That creates an enormous challenge for people to overcome,” said Evans.
Already we have seen auditors requesting more details regarding the investment strategy. Given most accountants cannot develop an investment strategy, trustees have had to engage financial planners to prepare the investment strategy which has placed increased costs on the SMSF members.

Our opinion is that modelling will have to form the basis of each investment strategy so that trustees can demonstrate how the investments will give effect to member’s retirement. In other words, the investment strategy will need to show that the investments will indeed benefit the members and compared to other options, it was a suitable one at that. It will also need to be reviewed annually. Interestingly, according to the paper, the development of the retirement income strategy would not fall under the provision of giving financial advice to members. The paper states that “the retirement income strategy expresses the broad actions the trustee will take to assist their members to balance key retirement income objectives and does not consider the specific circumstances of individual members.” We believe this is wishful thinking now that the Westpac has lost their case in the Supreme court where the mere consideration of a client’s information is now deemed to be providing financial advice. Given the retirement income strategy will need to take into consideration the members balance, future goals, risk profile, age or retirement and so on, it is more likely the development of the RIC will require input from financial planners. The paper is open for consultation until 6 August and further consultation on exposure draft legislation will take place later this year. Subject to the passage of legislation, the covenant will commence from 1 July 2022. All in all, SMSF trustees can expect the ongoing costs of managing a SMSF to rise.

It is understood that the support payment will be made through the ATO running balance account. An eligible entity, including not-for-profit entities, will receive payments of between $1,500 and $10,000 per week based on the level of their payroll. The enhanced support sees the payment rate increase to $375-600 for eligible periods due to a Commonwealth declared hotspot. The announcement also extends the availability of the payment to:

Council welcomes Victorian Government announcement to remove level crossings in Maroondah Maroondah City Council welcomes the announcement from the Victorian Government that three level crossings in Maroondah have been added to the Level Crossing Removal Program and will be removed by 2025. The exciting project will see the removal of the level crossing at Bedford Road, Ringwood; as well as a new station at Croydon in association with the removal of the level crossing at Coolstore Road; and a new station at East Ringwood, in association with the removal of the level crossing at Dublin Road. “This is a huge win for the Maroondah community, and a real game changer for Croydon and East Ringwood, not to mention for the community that lives, travels to school, and commutes through the dangerous Bedford Road intersection,” said Mayor of Maroondah Ccouncillor Kylie Spears. “Council has been advocating for the removal of these level crossings, and in particular the removal of the Coolstore Road level crossing and Croydon Station upgrade, for more than 5 years,” said Cr Kylie Spears. In 2016 Council began an advocacy campaign to have the level crossing at Coolstore Road, Croydon removed as an urgent priority. At that time, the level crossing at Coolstore Road was not on the Victorian Government’s list of 50 level crossings within the level crossing removal program. Council has continued to advocate to the Victorian Government over the past five years, with activity that has included preliminary investigations for the site and a business case put to the Department of Transport for this critical element to deliver the vision for the Croydon Activity Centre. It is vital for the success of the Croydon Major Activity Centre that the Coolstore Road level crossing is removed to enable a truly integrated town centre. The removal of this dividing line between the commercial centre of Croydon will enable significantly improved vehicle
and pedestrian connections, reate new open space, and will be a catalyst for significant development outcomes, with resulting economic and social benefits,” said Cr Spears. “Council is very excited by the possibilities the removal of the level crossing will create for the Croydon and wider community, which will include a new railway station and bus interchange. This project will enable a revitalised and connected Croydon Town Centre, and complements the work underway by Council to create the Croydon Community Wellbeing Precinct,” said Cr Spears. The removal of the existing level crossing at Dublin Road will enable pedestrian safety and traffic flow enhancements at this busy intersection which leads to the East Ringwood shopping precinct, local schools and various family and children’s services. “Council looks forward to this project which will also deliver a new station and bus interchange in the heart of the East Ringwood Activity Centre shopping and community centre,” said Cr Spears. The removal of the Bedford Road Level Crossing will create significant improvements for the movement of traffic and pedestrians at this busy intersection, which is adjacent to a large secondary school, community hub and local shopping precinct. “Removal of this level crossing is a huge relief for Council, not only will this improve peak hour traffic congestion it will provide pedestrian and vehicle safety enhancements that are urgently needed given the large number of students walking and riding to the
nearby schools and train stations at Ringwood and Heathmont,” said Cr Spears. “An additional benefit from these projects is the opportunity to provide a continuous quality riding and walking experience that connects Ringwood to Croydon. We look forward to this and the other significant urban renewal opportunities that will be achieved for our local community,” said Cr Spears. “Council is looking forward to working closely with the Victorian Government and the Level Crossing Removal Authority to see these projects completed as quickly as possible and to the benefits that will come for our community,” said Cr Spears. The level crossing at Dublin Road, Ringwood East and at Coolstore Road, Croydon are both on the Lilydale line. The level crossing at Bedford Road, Ringwood is on the Belgrave line. The removal of these 3 level crossings in Maroondah, along with the other level crossing removal projects already completed or underway, will make both the Belgrave and Lilydale lines boom gate free along the entire length through to the City. The Victorian Government has confirmed that early investigations suggest the most likely design to remove the crossings at Bedford Road and Dublin Road will be to build trenches under the roads. The Coolstore Road crossing will be removed through a rail bridge over the road. The projects will be managed by the Level Crossing Removal Authority.

Flu Season Has Arrived - Make Sure You Are Protected As the world continues to focus on the roll-out of critically important vaccines to protect against COVID-19, there remains a need to ensure routine vaccinations are not missed, including the annual flu shot. Council is continuing to operate its public immunisation service during the current lockdown to ensure the community is protected from vaccine preventable diseases. Council would like to remind members of the community that flu vaccinations are offered free to our most vulnerable groups through the National Immunisation Program (NIP). Protect yourself and others from the flu this year by booking an appointment online at one of Council’s Public Immunisation sessions. Infant and childhood vaccinations are also offered at these sessions and can be booked online. Residents can also speak to their GP, pharmacist or another immunisation provider to arrange a flu vaccination. Vaccination experts recommend flu vaccination for all people aged six months and over.
Receiving a flu vaccination provides optimal protection in the peak period of influenza, usually from June to October in most parts of Australia. Influenza (flu) is a respiratory infection with the potential to cause serious complications, particularly among young children, seniors and people with certain medical conditions. Councillor Tony Dib, one of Council’s representatives on the Maroondah Community Health and Wellbeing Committee, said that while it could happen at any time, it was more common to get the flu, or experience flulike symptoms, in the colder months of the year. “To ensure you feel confident to attend our immunisation sessions during the COVID-19 pandemic, we have processes in place to ensure everyone stays safe, including social distancing, additional cleaning and hand hygiene,” Cr Dib said. “When booking in for your flu shot, it’s important to remember to let our vaccination team or your vaccination provider know if you have received the COVID-19 vaccine, and when you
received it. This will help them to plan your appointment,” he said. Vaccination experts recommend waiting at least 7 days between a dose of seasonal flu vaccine and the COVID-19 vaccine. Groups eligible for the free seasonal influenza vaccine include: • • • • •
Children aged from 6 months to under 5 years old (up to 4 years and 11 months) People aged 65 years and over Pregnant women at any stage of pregnancy Aboriginal and Torres Strait Islander people aged 6 months and over Those aged six months and over with medical conditions predisposing them to influenza (i.e. respiratory disease, low immunity, severe asthma)

Homelessness Week A Timely Reminder To Give Back
With the winter chill well and truly settled in, the Maroondah community is asked to dig a little deeper, so others can stay warm and sheltered. Local support-providers are pressed at present, as many families and individuals face challenges throughout the cooler months. However, through offering a donation of any size, we can all contribute positively to our beloved community. Homelessness Week 2021 runs from 1-7 August and is a timely reminder that services are experiencing their traditional winter increase. Maroondah Council’s Community Relief Facilitator, Penny Moore, said while we are dealing with the impacts of COVID-19, and subsequent restrictions and lockdowns, we must be mindful our most vulnerable community members continue to face challenges of their own. “We all understand this is a time of great uncertainty, but we can’t forget that some people in our community are struggling to keep a roof over their head and food on their table. If you’re experiencing homelessness, or at risk of homelessness, things can get tough really quickly, perhaps even more so in winter,” she said. “Please remember that, even for those who are fortunate to have a roof over their head, they can only be a short step away from choosing between buying food or paying for electricity. These are people who can be hit hardest during
winter. These are people you might not consider as being in need of support, or even as experiencing homelessness.” About 4,000 people are experiencing homelessness in Eastern Metropolitan Area, according to recent data. Ringwood, Ringwood East and Croydon represent the highest numbers. Many are the ‘hidden homeless’, people who live temporarily with others but who aren’t guaranteed permanent, private and secure housing. Eastern Homelessness Network Coordinator, Jo McDonald, said while Homelessness Week activities have been impacted by restrictions, some great work continues to take place. “During the pandemic the region accommodated over 900 vulnerable people in emergency accommodation and over 130 households have now been allocated housing via the State’s Homelessness to a Home (H2H) program,” Jo said. However, Jo said there is still much work to do. She said commitment is needed to build social and affordable housing. Rents in Australia have soared by 15.1% in just one year, while the proportion of social housing has declined. Homelessness is a structural failing, not a personal one. A lack of affordable and secure housing is the number one reason for people seeking homelessness support. “As expected, there has been an increase
in numbers seeking our services during the pandemic. As JobSeeker and Youth Allowance remains low, rental stress increases.” Maroondah City Council works closely with local service-providers to support their work. During Homelessness Week this year, we ask you to show them support, too. Perhaps consider a oneoff or ongoing financial donation. Alternatively, blankets, warm clothing, non-perishable food items or material aid are often welcome.

Homelessness Week aims to raise awareness on the impact of homelessness on Australia through national and local community events, including providing information on the importance of housing and community education.

Maintaining Our Beautiful Reserves Is Everyone’s Responsibility When it comes to preserving our bushland areas, we all have an important role to play. Through respecting our local ecosystem, and not disrupting the natural environment, we can help our bushland areas to thrive. After all, they are the jewel in our crown and what makes Maroondah such a great place to live, work and play. Respecting our local environment is so important because, like any ecosystem, even minor disruptions can lead to major impacts. Please remember that everything in our local bushland area is interconnected. The birdlife, wildlife, plants and even soil all rely on each other. So, any damage can potentially cause a domino effect
that results in losing an entire species endemic to that area. Maroondah is fortunate to boast a dedicated bushland management team who are passionate about maintaining these areas. However, keeping on top of revegetation and regular maintenance aren’t the only requirements for thriving bushland. Community respect and awareness is vital too. Cr Spears encouraged the community to always show respect for our bushland areas. “Without these areas, we would lose what is most identifiable about our municipality,” Cr Spears said. “We all need to be aware of, and show respect to, our bushland areas.”
Particularly in cases where soil is disturbed, as this can impact on the bacteria that plays a critical role in the ecosystem. Also, bare patches of soil can be a haven for fast-growing weeds, many of which can out-compete other native plants and take over large sections of land. “In our future Maroondah, we will see our community evolve and develop, but we don’t want to see changes to our surroundings. We don’t want to see sections of bushland disappear over time. We don’t want residents to lose that connection they share with their natural surroundings,” Cr Spears said.
Aust Academic Helps Mould Fb Safety Policy (Australian Associated Press)
An Australian academic who analyses online harassment, “revenge porn” and “deep fake” videos is joining a Facebook global advisory body to instruct the social media giant on women’s safety. Monash University associate professor Asher Flynn will join the 12-person advisory committee that aims to boost women’s online safety. Dr Flynn and her colleagues will assess the platform’s current settings and tools and recommend new options to “empower women online”, Facebook said in a statement on Tuesday. The social media giant said it had already introduced several tools to boost women’s online safety including the ability to filter messages with offensive words and switch off Instagram direct messages.
Public figures and brands can also control who is permitted to comment on their Facebook posts or filter out certain words. “Women come to Facebook to run thriving businesses, support each other through groups and make donations to causes they are passionate about,” Facebook regional policy director Mia Garlick said. “However, like society, it can also be a place where women experience a disproportionate level of harassment and abuse.” Earlier this month, hundreds of prominent women around the world published an open letter urging tech giants such as Facebook, Twitter and Google to tackle online abuse of women.
The open letter was signed by leaders including Mozambican politician and women’s rights advocate Graca Machel, former Chilean president Michelle Bachelet and several prominent UK MPs. Some 38 per cent of women globally have directly experienced abuse online, rising to 45 per cent among younger women.

They are known as the Blue Zones – where people live exceptionally long lives. One is a cluster of Seventh Day Adventurists in California, another cluster is in Nicoya in Costa Rica, the others are basically the entire populations of Okinawa (Japan) Sardina (Italy), and Icaria (Greece). Dan Buettner, writing in the November 2005 issue of National Geographic magazine, identified the first four in a cover story, "The Secrets of a Long Life” and then published his finding in a book “The Blue Zones” in 1998. It was later established that Icaria, additionally, met all of the criteria to be included. COMMON FEATURES But what are the common features of all five? How do these populations actually achieve the widespread ability to live
healthy and vigorous lives well into their 90s, with many living substantially longer? It all revolves around their simple lifestyles. Their diet is heavy on greens and legumes, they exercise daily in their own vegetable gardens, they are far removed from the stress of watching the nightly TV news, they adhere to spiritual values and maintain strong family kinships. Research published in November 2019, from the Loma Linda University in California concluded that Adventists have a lower cancer risk and a longer life expectancy than the general US population. This is an important finding for those of us in developed countries, as the study measured the link between lifestyle, diet, disease and mortality of Seventh-day Adventists. We can all learn from these lessons. PLANT BASED DIET Five simple health behaviours promoted by the Seventh-day Adventist Church
for more than 100 years (not smoking, eating a plant-based diet, snacking on nuts, regular exercise, and maintaining normal body weight) appear increase life span up to 10 years. If cattle can live off plants, why can’t humans? Barbara Moore proved it can be done. A famous vegetarian and long distance walker, in 1960 she walked from San Francisco to New York in 86-days, with only nuts, honey, raw fruit and vegetable juice for nourishment. Her mantra was that people could live to be 200 years old by abstaining from smoking, alcohol and sex. Given this knowledge, perhaps our health system, and particularly the aged care sector, needs to embrace a transition to plant based diets. Bernard Kelly writes retirement issues.

Victorian RSL Lawn Bowls The RSL Victoria bowls teams were very pleased to be able to hold their annual Duke of Edinburgh Shield this year after it was a victim of COVID-19 last year. They managed to get in just before Victoria’s most recent lockdown and chose a glorious autumn weekend in May. Around 1,600 Victorian RSL Service and Affiliate members representing 84 RSL Sub-branches headed to 14 locations across the state to pit their skills against each other for the 2021 Duke of Edinburgh Shield, sponsored once again by Vasey RSL Care. This year’s Duke of Edinburgh Shield is perhaps its most poignant yet. Played between RSL sub-branches, the first tournament was held in 1954 between four teams. Now there is about 90 sub-branches involved. At Moama, RSL bowls co-ordinator John Munro decided to honour Prince Philip’s recent death with something a bit more special. With Munro leading a flag-raising ceremony alongside Echuca Federal Band bugler Mitchell Clack, players observed a minute’s silence to honour and reflect on Prince Philip’s life to open the weekend’s play. “Sadly on April 9 this year, The Duke of Edinburgh Prince Phillip passed away ... but we are standing here today, 67 years on, with over 1600 bowlers that compete for the Duke of Edinburgh Shield,” Munro said during his speech on the day. “All at the same tournament at the same time, one realises the magnitude of this event.”

There are many reasons why you should consider joining a sporting club. You may have retired and are wondering what to do with your spare hours, how you are going to stay fit and how you are going to develop a new social network. Joining a sporting club will also ensure that you maintain a form of discipline in your life by attending regular commitments conducted by the club you decide to join – not to mention the opportunity of mixing with other members of the club in a social atmosphere. Joining a sporting club will provide you with the opportunity to meet new people and make new friends. Most sporting clubs are on the look-out for volunteers and your professional background could be just what your club needs to fill board vacancies such as the treasurer, secretary, membership director, selector, even a team manager. It’s a great way to put your well-earned experience to the test.
The sporting club you join could play against other clubs, locally, intrastate and even interstate. Becoming a member of a sporting club could provide the ideal opportunities for you to expand your sporting prowess. There would be a wide variety of sporting clubs in your local area – why not take the time to see what clubs are around and the type of sports they offer – every club is looking to increase their membership and would welcome newcomers with open arms no matter whether you have the skills – all you need to do is join have a go and get involved. There’s bound to be a club close to where you live. Playing sport is a terrific pastime – you’ll be active, you’ll meet new people, make lifelong friends along with the opportunity of improving both your health and fitness.
