About the Find Maroondah By Warren Strybosch

The Find Maroondah is a community paper that aims to support all things Maroondah. We want to provide a place where all Not-For-Profits (NFP), schools, sporting groups and other like organisations can share their news in one place. For instance, submitting up-andcoming events in the Find Maroondah for Free. We do not proclaim to be another newspaper and we will not be aiming to compete with other news outlets. You can obtain your news from other sources. We feel you get enough of this already. We will keep our news topics to a minimum and only provide what we feel is most relevant topics to you each month. We invite local council and the current council members to participate by submitting information each month so as to keep us informed of any changes that may be of relevance to us, their local constituents.

We will also try and showcase different organisations throughout the year so you, the reader, can learn more about what is on offer in your local area. To help support the paper, we invite local business owners to sponsor the paper and in return we will provide exclusive advertising and opportunities to submit articles about their businesses. As a community we encourage you to support these businesses/columnists. Without their support, we would not be able to provide this community paper to you.

OUR NEWSPAPER The Find Maroondah was established in 2019 and is owned by the Find Foundation, a Not-For-Profit organisation with a core focus of helping other Not-For-Profits, schools, clubs and other similar organisations in the local community - to bring everyone together in one place and to support each other. We provide the above organisations FREE advertising in the community paper to promote themselves as well as to make the community more aware of the services these organisations can offer. The Find Maroondah has a strong editorial focus and is supported via local grants and financed predominantly by local business owners.

ALL THINGS MAROONDAH The City of Maroondah is a local government area in Victoria, Australia in the eastern suburbs of Melbourne. Maroondah had a population of approximately 118,000 as at the 2019 Report which includes 9000 business and close to 46,000 households. The City of Maroondah was created through the amalgation the former Cities of Ringwood and Croydon in December 1994.

The Victorian Certificate of Education (VCE) is a pivotal and demanding stage in the educational journey of Australian high school students. The VCE Journey The VCE program is a two-year course typically undertaken in the final years of high school in the state of Victoria, Australia. It is a comprehensive, nationally recognized qualification that opens doors to higher education and future career opportunities. VCE students are confronted with an array of subjects and assessments, all leading up to a climactic final examination period at the end of Year 12. We would like to encourage all students in their exams, especially the Year 12 students who will be sitting their final exams before heading to university, TAFE or taking up job opportunities upon completion of their studies. We have put together some strategies to consider leading up to your exams and whilst you are sitting them: •

Effective Study Techniques: VCE students often adopt various study techniques, such as creating study

schedules, using flashcards, and seeking tutoring when needed. Effective study habits can make a significant difference in their academic performance. •

Balance and Self-Care: Maintaining a healthy balance between academics and self-care is crucial. Regular exercise, a well-balanced diet, and adequate sleep can help alleviate stress and improve mental health.

Goal Setting: Setting clear academic and personal goals can provide VCE

students with a sense of direction and motivation. These goals can help them stay focused and overcome obstacles.

The life of a VCE student is undoubtedly demanding, filled with academic pressures, time management challenges, and high expectations. However, it is also a transformative journey that equips students with valuable skills, resilience, and the ability to thrive under pressure. By adopting effective study techniques, seeking support when needed, and prioritising self-care, VCE students can navigate the challenges they face and emerge from the experience stronger and more prepared for the future. Just remember, that VCE is not the end and whatever marks you obtain does not define you as a person. The results you obtained are just a moment in time that will springboard you into your next stage of life. Truss maker fined $200,000

after fatal lift OCCUPATIONAL HEALTH & SAFETY By Mark Felton

As a business owner and employer, it is your responsibility to ensure the health and safety of your employees within your workplace. This includes providing your team with a safe work environment and protection from hazards. You can achieve this by understanding your obligations under the Occupational Health and Safety (OHS) laws and by complying with them. WorkSafe Victoria recently reported that a timber truss manufacturer has been convicted and fined $200,000 for unsafe work practices following the death of a worker at a Point Cook construction site. Melbourne Truss Pty Ltd was sentenced in the Melbourne Magistrates' Court on Thursday 12th October after earlier pleading guilty to a single charge of failing to ensure a workplace under its control was safe and without risks to health. The company was also ordered to pay $11,234 in costs. In March 2020, Melbourne Truss workers were using a vehicle-mounted loading crane to unload prefabricated timber floor trusses onto a concrete slab within the framework of a townhouse under construction at the site. During the unloading, the crane operator was standing on the delivery truck tray, while his assistant was standing on the slab. The incident occurred when a bundle of trusses being lifted by the crane made contact with a steel structure that formed part of the townhouse framework, knocking it inwards and striking the assistant in the face. The worker fell backwards and struck his head on the concrete slab. He died at the scene. The court found it was reasonably practicable for Melbourne Truss to have reduced the risk to health and safety by ensuring people were in a safe location during the unloading process. WorkSafe Executive Director of Health and Safety Narelle Beer said the death was entirely preventable. "This tragedy is a stark reminder for every employer using cranes to ensure safety is the first

priority each and every time a load is lifted," Dr Beer said. "Cranes and lifting equipment are an essential part of the daily work for many industries but work involving cranes is high risk and must be treated with the utmost care and caution." To manage risks when using vehicle loading cranes, duty holders should: •

Ensure the crane and lifting equipment selected is appropriate for the task, including the size and weight of the load. Prepare designated lifting areas to enable the crane to be set up as per the manufacturer's recommendations, and operated within its design parameters. Ensure the crane is operated from a safe location to prevent falls or the inadvertent operation the crane. Establish exclusion zones for lifting and landing areas and the load's travel path, taking into consideration any restricted areas and nearby incomplete or temporarily braced structures. Ensure the operator is appropriately trained and competent for the type of crane being used and, where required, holds the appropriate high risk work (HRW) licence. Where a crane operator does not have line of sight or the load is not visible at any stage and the operator. requires direction in the movement of the load, ensure a dogger is in place Provide workers with adequate personal protective equipment (PPE).Ensure safe systems of work are in place and adhered to, including a Safe Work Method Statement (SWMS) for any High Risk Construction Work (HRCW).

Cholesterol – friend or foe? It is interesting that even though it is well established that fibre from fruit, vegetables, legumes and wholegrains reduce cholesterol, there is very little information promoting these foods to prevent high cholesterol. This should be the first place to start. Sugar and refined grains are well established to promote inflammation, as well as impair liver function, and since the liver is where cholesterol is synthesised, it’s role should not be overlooked. Choose natural sugars such as honey, coconut sugar, or natural maple syrup as an alternative, and swap white flour products for wholegrain.

Cholesterol plays a vital role in our bodies, serving as an essential part of our cell membranes and helping to regulate various bodily functions. It acts like a building material, providing structural integrity to cell walls and allowing them to function properly. Additionally, cholesterol is essential for the production of hormones like estrogen and testosterone, and fat-soluble vitamins like vitamin D, which control various bodily processes, including growth and reproduction. So, without cholesterol, our cells would not be able to maintain their integrity, and we wouldn't have the necessary hormones to keep our bodies functioning correctly. HDL (High-Density Lipoprotein) and LDL (Low-Density Lipoprotein) are two types of cholesterol carriers in your bloodstream, each with distinct roles, and are seen as the following. HDL cholesterol is often called the "good" cholesterol. HDL molecules pick up excess cholesterol from the walls of your blood vessels and transport it back to your liver. There, the liver can process and remove this cholesterol from your body. This process helps prevent the buildup of

cholesterol in your arteries and reduces the risk of heart disease. Conversely, LDL cholesterol has been seen as the "bad" cholesterol. LDL carries cholesterol from your liver to various cells throughout your body. Atherosclerosis is the narrowing and hardening of the arterial walls with the buildup of plaque, this can increase the risk of heart issues and cardiovascular disease. Higher levels of LDL cholesterol are found with atherosclerosis. But too often only the total cholesterol is examined in a blood test, whereas the ratio between the HDL and LDL cholesterol is much more accurate in determining disease. Another thing to note is the use of statin drugs for treating high cholesterol. The ‘numbers needed to treat’ is the part of the statistics around how many people need to take the drug for just one person to see a benefit, but when you add to that the number of people that take the drug and experience side effects, the statistics get even worse. For every 10 000 people on statin medication, 19 heart attacks, 9 strokes, and 8 deaths are prevented, yet 15 muscle symptoms, 8 liver events, 12 kidney events, and 14 eye conditions are developed. Fortunately, there are natural ways to improve your blood lipids and cholesterol ratio.

People are often encouraged to reduce the intake of dietary cholesterol despite many studies showing that high levels saturated fats have a greater effect on cholesterol levels than dietary cholesterol itself. In general, our western diets are high in omega 6 fatty acids and low in omega 3 fatty acids. For this reason, fish oil has a great effect on cardiovascular risk, and blood lipids in general. Along with dietary fibre and oily fish, garlic, ginger and turmeric have all been shown to regulate blood lipid levels, and there are some lovely herbs such as globe artichoke and gymnema.

Government Assistance Schemes to Help You Buy Property

If you are trying to get into the property market, either as a first home buyer or someone who has been in the market previously, there may be some assistance packages available through Federal or State Governments to help you make this happen. FEDERAL GOVERNMENT SCHEMES There are three different schemes that are administered through the Federal Government via Housing Australia, the department set up to assess the eligibility of applications for these schemes. Family Home Guarantee Family Home Guarantee is an initiative that aims to support eligible single parents and single legal guardians to purchase a family home. With as little as 2% deposit, eligible single parents and single guardians of at least one dependent will be able to enter, or re-enter, the housing market. The Government provides a guarantee to the participating lender up to 18% of the property value, allowing the borrower to access up to 98% of the property purchase price without paying mortgage insurance. There are 5,000 places available in the scheme for the 2023/24 financial year. An eligible single parent or single legal guardian, such as an aunt, uncle or grandparent, can either be buying their first home or be a previous home owner. There are eligibility restrictions applying to income levels and thresholds on property prices and the types of properties you can buy. First Home Guarantee

STATE GOVERNMENT SCHEME

The First Home Guarantee is designed to assist any eligible first home buyer, or someone who has not owned property in Australia for at least ten years, to buy a home with as little as a 5% deposit. You can apply as a single or joint applicant, as long as both applicants meet the eligibility criteria.

Victorian Homebuyer Fund

The Government will guarantee up to 15% of the property value, so the borrowers can access a loan up to 95% of the property value without paying mortgage insurance. 35,000 places in this scheme are available for the 2023/24 financial year. There are certain eligibility restrictions applied with the maximum income level allowed for single applicants set at $125k per annum, and $200k for couples. There are also price thresholds in place for different locations. To check your eligibility go to: https://www.housingaustralia.gov.au/ support-buy-home/first-home-guarantee Regional First Home Buyer Guarantee The Regional First Home Buyer Guarantee (RFHBG) works in exactly the same way as the First Home Guarantee, however it is set up for those wanting to buy in a regional area. The eligibility criteria is also the same as the First Home Guarantee, however there are different price caps in place for the regional areas. https://www.housingaustralia.gov.au/ support-buy-home/regional-first-homebuyer-guarantee How To Apply Housing Australia has authorised 33 lenders who can participate in submitting applications for the Home Guarantee Schemes. Applications can only be made with a Participating Lender or their authorised representative (a mortgage broker). As the application for scheme places is subject to an income test which is assessed by using the applicant’s ATO Notice of Assessment. For applicants in the current financial year 2023/24, the relevant Notice of Assessment will be for the 2022/23 financial year. You can find the list of participating lenders on the Housing Australia website, however a Mortgage Broker can also assist you with this process.

This scheme is run through the Victorian State Revenue Office and is a shared equity scheme where eligible home buyers, who have managed to save a minimum 5% deposit, receive a contribution of up to 25% of the purchase price from the government in exchange for a proportional interest in the property. Essentially if you enter into this scheme the government retains an ownership share of your property equal to the percentage they contributed when the property was purchased. For example, if you purchased a property for $600,000 and the Government assistance was equal to 10% of the property price, their contribution to the purchase would be $60,000. If, in say 5 years time, you decided to sell this property, and you sold it for $750,000, the government would receive 10% of the sale price to repay the initial contribution. So this means that the initial contribution of $60k would cost you $75k to repay. This scheme is not restricted to first home buyers, so if you have owned property before you can participate, you just can’t have any interest in property at the time of applying. There are also other eligibility criteria that you have to meet, which you can check by going to: https://www.sro.vic.gov.au/homebuyer By participating in this Fund you do not lose eligibility for the First Homeowners Grant, which only applies to new properties. There are also only four lenders who participate in this scheme and you need to deal directly with the lender. Unfortunately mortgage brokers are not offered the ability to assist with these types of applications. The High Court decision on electric vehicles will

make charging for road use very difficult By Jago Dodson

The High Court of Australia’s decision to invalidate Victoria’s electric vehicle tax has been widely noted as a major judgement in the history of federal-state taxation powers. In 2021, Victoria introduced a 2.5 cents per kilometre charge for electric vehicles using public roads. Ostensibly this was to compensate for the likely loss of Commonwealth fuel excise revenue from the shift to electric vehicles. The court’s decision, released last week, effectively expanded the definition of an excise to include any tax that has “a reasonably anticipated economic effect on the pattern of demand”. By imposing a cost on the use of vehicles, and thereby potentially reducing demand for them, the road user charge is an excise. At the time of federation in 1901, automobile technology had advanced to the level of a “motorised dog cart powered by kerosene”. There is no constitutional right to operate a motor vehicle on public roads, yet the High Court has given the Commonwealth the right to charge for motor vehicle use on roads. In making this decision, the court has gravely weakened the capability of the states to set, regulate and fund metropolitan transport planning objectives.

Australians rely heavily on private vehicles Between 68 per cent (Sydney) and 75 per cent (Brisbane) of travel in Australia’s major cities is by private motor vehicle, making them the most unsustainable national grouping within a developed country outside the United States. Car dependence causes various problems that are not adequately accounted for in current pricing regimes. These include carbon emissions, productivity costs of congestion, traffic deaths and injuries to people and animals, respiratory and systemic diseases from exhaust and tyre particles, and cardiovascular disease from sedentary behaviour. Because they generate many of the negative impacts of conventional vehicles, electric vehicles are not a sustainable mode of urban transport.

And there is increasing recognition that moving from internal combustion engine vehicles to electric vehicles won’t reduce the impact of climate change within emergency timeframes. The best way to reduce damage from car use in cities is to reduce usage overall. Along with regulatory measures that impede, exclude, ban or ration use of cars, taxes, levies, charges and prices are important mechanisms. Since the 1980s, various agencies have argued the societal costs of motor vehicle use are under-estimated. The Henry Tax Review (2010), the last major comprehensive review of national taxation argued a combination of road specific congestion charges, network access charges and a variable charge such as fuel tax, should be applied to vehicle use costs. This approach has been echoed in further advice from the Productivity Commission, Infrastructure Australia and Infrastructure Victoria, as well as by motorist groups such as the RACV.

The states are losing control of managing their roads The High Court decision to reserve congestion and generalised road use charging to the Commonwealth severely limits states capacity to manage the costs of urban car use by way of taxes, charges, levies or fees, such as under section 1(d) of the Victorian Road Safety Act 1986. The section seeks to ensure “the equitable distribution within the community of the costs of road use”. But, if Victorians now voted for road user charging to shift the 71% of travel currently undertaken by car in Melbourne to sustainable modes, they would be refused by the Constitution. Any future desire to achieve more sustainable levels of car use of 30-40% of travel, as found in cities like Seoul, London or Paris - or 12% in Tokyo - would be impossible to achieve using road pricing, without Commonwealth involvement. Meanwhile, the Commonwealth lacks a mechanism to collect road user charges. It would need to duplicate the states motor vehicle registration systems, roll out an equivalent system via the ATO, or rely on state cooperation.

A new tussle between the Commonwealth and states is foreseeable over the level of charge, the costs of collection and distribution formula, as well as any differential calibrations. It could be the Commonwealth sets a uniform national road users charge but allows states to add their own loadings to meet their transport objectives. There may however be workarounds for states to impose per kilometre road user charges on electric vehicles. Victoria could impose an extra levy per kilowatt hour of electricity charged to an EV, for example, given there the close relationship between distance driven and kilowatt-hours consumed. It would be an adventurous High Court that decided the Commonwealth was responsible for setting electricity tariffs. Another workaround could be to vest Victoria’s roads within a commercially mandated state-owned corporation responsible for full cost recovery for road use. Road user charges would not comprise excise but rather a commercial transaction between the corporation providing the road service and the motorist paying to use the service. Australian cities need to move quickly and decisively away from the car as a means of urban transport. Given its opposition to the Victorian road user charge and its newly confirmed powers over urban transport pricing, it is incumbent on the Commonwealth to present a coherent plan to reduce car use in cities. Although the Commonwealth is currently developing a net zero transport and infrastructure roadmap, this needs to be urgently broadened to a national strategy for sustainable urban transport, coordinated with the states, and including clear, effective and accelerated ways of reducing car use in cities.

At some stage your club is bound to lose a member or two however it is important for your club to find out the reason why member/members are departing and it is equally important for the member/members to let the club know why. We acknowledge that there are a number of reasons: • family commitments • health • retirement from playing sport • moving out of the area • unhappiness – major disagreements • offered more money to play at another club • new challenges It is possible that the member has decided to leave because they have had a dispute with someone at the club – a member of the board or a selector and they no longer trust how the club is being run.

Whatever the reason your club needs to know you have decided to move on. It may be a problem that the club is not aware of or a problem that has existed for some time and has gone unresolved. If you are thinking about leaving your club make sure you really want to leave and then finish up regretting your decision. Find and make the time to talk someone at the club – the president, board member or club secretary. Discuss your concerns and reasons why you are thinking about leaving BEFORE you let other members of the club know what you are planning to do. If the club is aware of your problem give them time to investigate and if it is resolved to your liking then you can happily put your plans to leave to rest. On the reverse side if your complaint or concern is not resolved write a resignation letter to the secretary of the club detailing the reasons and why

you have decided to leave.

Membership is the backbone of every sporting club and retaining members should be a key objective because we all know how hard it is recruiting new members. Before moving on think about it – do you really want to part company and start all over again at another club. At the end of the day you will come to a decision – make sure you don’t regret it.

Working from home was unexpectedly thrust upon many employees and employers due to COVID – 19 and due to the unplanned nature of the circumstances, both parties have had to rapidly adjust their thinking. Employers are still responsible, from a duty of care perspective, for staff safety while working from their own home, which is to put it mildly, “challenging”. If you try to imagine a standard office space, you probably don’t consider the lighting level, the testing and tagging of equipment, the ergonomic furniture, the ambient temperature, the hands free phone head set, and a host of other things like the boiling water tap with safety features. You probably won’t imagine the planning it took to eliminate trip hazards, eye and ear strain, back strain, mental stress and fatigue and other stressors. Now look at a home work environment. Possibly no ergonomic furniture, trip hazards galore, cords

everywhere, low lighting, no testing and tagging, noisy pre-schoolers interrupting, dogs barking and a whole host of other potential issues. Having said that, how employees spend their free time is up to them, however the environment in which they spend work hours is really important for their wellbeing, and the employer is still responsible for any injuries they suffer, even when they work from home. The connection to insurance is straightforward. Following a serious injury “at work” like an electrocution, slip and fall, serious burn, or laceration for example, an employer may be prosecuted by WorkSafe after an investigation if they have contributed due to lack of care or failure of due dilligence. However; if the employer has audited the home work environment and made every attempt to eliminate wherever possible all of the hazards, and if the employer has Management Liability Insurance including Statutory Liability, the insurer may legally defend the claim or pay fines where appropriate and avert a possible conviction where unwaranted.

Labor Government moves forward with plans

to increase taxes on your superannuation ACCOUNTANT By Warren Strybosch

In the next 10 years we are going to see one of the biggest transfers of intergeneration wealth the world has ever seen, and the government knows it. The government needs more funds and even though the Labor government promised no new taxes, they have backflipped and have introduced several new taxes on the Australian people during their current term in office. With interest rates continuing to rise and new taxes being introduced, no wonder ordinary Aussies are starting to feel the pinch in their back pockets. To make matters worse, the Australian Government knows that when people receive their inheritance, the likely place to put some, if not all, of those funds, once the mortgage has been paid off, is into superannuation. It won’t just affect those who have superannuation balances, but pension accounts will be included in the calculations. With inheritances and spouses receiving reversionary beneficiary pension payments, we are likely to see Australians ending up with large super/pension balances. Knowing this might be the case, the Labor Government is introducing a new tax known as ‘Division 296’ tax, with the hope to bring in additional income into their coffers in coming years. In February 2023 the government announced plans to introduce an additional tax on individuals with superannuation balances exceeding $3,000,000. Draft legislation was released for public consultation on 3 October 2023. The consultation period ended on 18 October 2023. The draft legislation, to take effect from 1 July 2025 if successfully passed into law, will see a portion of a person’s total superannuation balance that exceeds $3,000,000 taxed at 15%. This tax is additional to tax already

paid by a superannuation fund on investment earnings and capital gains. The draft legislation does not depart in methodology from that announced in February 2023. The proposed tax is to be applied to the growth in a person’s total superannuation balance rather than the actual investment earnings achieved on their superannuation account. It will apply to both accumulation and pension interests. Some Division

As the tax is calculated on the growth in a person’s tota l superannuation balance over $3,000,000, it will apply to unrealised capital gains. This is a real concern for many SMSF trustees, especially those holding property.

The outstanding balance of a limited recourse borrowing arrangement will not be added back for Division 296 purposes, as is the case for other applications of the total superannuation balance. Negative growth in a person’s total superannuation balance can be carried forward and be offset against future growth.

Importantly, Division 296 tax is not a tax on superannuation fund earnings. Rather it is a tax on that portion of a person’s total superannuation balance that exceeds $3,000,000. Should clients with more than $3,000,000 be taking steps now to reduce their balance to avoid being caught up under the proposed new tax? Division 296 tax is not due to be introduced until the 2025-26 financial year. This will be conditional on the successful passage of the legislation. At this point, clients should not be actively reducing their superannuation balance simply due to the proposed introduction of Division 296 tax. However, if a person is intending to reduce their superannuation for other purposes, such as gifting to family members, settling family court property settlements, or investing funds outside the superannuation environment, those strategies should continue to be implemented. We expect the legislation will be tabled in the parliament shortly and for the legislative process to commence. Many accountants and other interested parties are against the introduction of this new tax but it looks like the Labor Government is determined to bring this new tax and other taxes to pass. Work-Bonus Boost to Encourage Pensioners to go back to Work FINANCIAL PLANNER By Erryn Langley

Work Bonus The $4,000 one-off boost to pensioner’s work bonus income bank will become a permanent fixture from 1 January 2024.

The Work Bonus is a program in Australia designed to help pensioners, specifically Age Pension recipients, increase their income without affecting their pension payments. The Work Bonus allows pensioners to earn a certain amount of money through employment or self-employment before their pension payments are reduced. The Work Bonus was introduced to encourage older Australians to remain in the workforce or to work part-time without worrying about losing their pension entitlements. Here are some key points about the Work Bonus:

How does this impact the amount you can earn?

Eligibility: The Work Bonus is primarily available to recipients of the Age Pension, which is a means-tested government payment for older Australians. Other pension types, such as the Disability Support Pension or Carer Payment, are not eligible for the Work Bonus.

Additionally, existing and new pensioners will retain the current increased maximum Work Bonus income bank limit of $11,800 rather than $7,800.

Income Threshold: Under the Work Bonus, pensioners can earn up to a certain amount of money before it affects their pension payments. Normally, the income threshold would be $300 per fortnight. This means that pensioners can earn up to $300 in employment income without any impact on their pension. However, with the introduction of the one-off booster payment, the Work Bonus Income bank will increase, and pensioners will be able to earn more each year (more information below).

The employment nil rate period will increase from 6 fortnights to 12 fortnights with eligibility expanding to those entering fulltime employment from 1 July 2024.

Unused Amounts: If pensioners do not use their full Work Bonus amount in one fortnight (up to $300), the unused portion can be accrued and used in subsequent periods. This can be especially beneficial for those with irregular or seasonal employment. Impact on Pension Payments: If a pensioner's employment income exceeds the $300 per fortnight threshold, their pension payments are reduced by 50 cents for every dollar earned above this threshold. Reporting Requirements: Pensioners are required to report their employment income to the Department of Human Services (now known as Services Australia) so that their pension can be correctly calculated. Eligibility Age: The Work Bonus is available to Age Pension recipients who have reached Age Pension age; currently age 67.

With the current employment shortfall, the Government has announced two measures to encourage those currently receiving income support to return to work or increase their working hours. The changes, pending the passage of legislation, are as following:

New pension recipients (of Age Pension age) and eligible Veterans will have a starting Work Bonus income bank of $4,000 instead of the current $0. From day one of qualifying for a pension, clients can earn employment income of $4,000 in addition to the $300 per fortnight already available, before this employment income begins to count towards the income test.

Employment nil rate period

A nil payment period starts when you report employment income over a certain amount, and it reduces your income support payment to $0. This includes your partner's employment income. Usually, a nil payment period can be up to 6 fortnights in a row, but this will increase to 12 fortnights, meaning you are less likely to lose your pension payments if you decide to earn a certain income, which results in a nil pension payment, with in a given 12-week period. During this period, even though the pension or allowance is not payable, the client is considered to be still receiving a benefit for the purposes of qualifying for additional support such as child care subsidy and concession cards. If the client’s income reduces sufficiently to once again receive a pension or allowance during the employment nil rate period, they will have their benefit reinstated without the need to re-apply. 1300 557 144 | erryn@findwealth.com.au

Doubt (Again) Doubt (Again) explores doubt as a speculative matter in the making of art. Seventeen years ago artists, Lou Hubbard, Sanja Pahoki, Kiron Robinson and Lani Seligman explored this idea in an exhibition titled Doubt in 2006. Over the years, these artists have developed a method of working together that responds directly to a gallery site, both in its physical and psychological dimensions, as

well as to the proposed artworks. This involves the group meeting several times in the lead up to an exhibition to discuss and respond to the development of each other’s work. Formed through this ongoing dialogue, 'Doubt (Again)' revisits this notion to present new works by each artist, across sculpture, photography and installation in the context of ArtSpace at Realm.

The Ringwood RSL Sub Branch and its Club PURPOSE AND SERVICES RSL licenced and gaming Sub Branches are part of a network of community clubs that is integral to the fabric of the Victorian community. Our primary objective as an RSL Sub Branch is to support serving and former ADF members and their families as well as our other members. We offer members activities and facilities to host ‘get togethers’ to enjoy each other’s company, to swap stories and particularly for veterans to share experiences and support and help each other in an empathetic environment. We are not for profit and operate with the sole purpose of supporting veterans, our members and their families. The welfare and support work of the Sub Branch is its major focus and during the year we help many veterans in the Eastern Metropolitan Region of Melbourne. Our pension advocates provide assistance for veterans in applying for support from the Department of Veterans’ Affairs. This is a highly valued service at the core of our objectives as an RSL Sub Branch. In addition, our Welfare Coordinator and her team of volunteers provide much needed welfare and practical support to veterans in our region as well as to the older and less mobile members of the Sub Branch. These volunteer services include in-home and hospital support, welfare help, transport assistance, mobility aids as well as minor house and garden maintenance etc. Services such as these have a particular value for our frailer members but also for others in our community who need our help. The Sub Branch also sponsored a team for this year’s veteran Games on the Gold Coast. One of our major responsibilities is to conduct commemorative services for the Ringwood community to mark ANZAC, Remembrance and other days marking major military events of significance to the Nation. In support of these activities, we work with the

Maroondah City Council to ensure the Ringwood Clock Tower Memorial Park remains a fitting memorial commemorating the lives of our serving and veteran personnel, particularly those who gave their lives protecting Australia and its values. To underpin these services and to generate the funds needed to provide these support services, we conduct a number of hospitality trading operations. Some of this revenue comes from gaming operations but gaming is only an adjunct to what we offer our members and is not prominent in our premises. As well, in Victoria gaming is tightly regulated with the Government and industry working hard to create a responsible attitude towards this form of entertainment. The Sub Branch has a number of measures in place to promote moderation in gaming including having volunteer chaplains and a social worker available to provide counselling, advice and assistance. The Sub Branch also conducts two annual appeals (ANZAC badge & Remembrance Poppies) and all funds raised go to supporting veterans and their families. We are proud to be able to provide a range of benefits to the Maroondah Community, including bursaries to secondary colleges, and sponsorship of the Maroondah Brass Band, The Ringwood Pipe Band, local football, netball and cricket clubs. In addition to this, we contribute in the order of $225,000 towards funding welfare services to the wider Victorian veteran community and other work of the RSL State Branch including assisting smaller Victorian sub branches. Our contribution to the local community in goods and services purchased and employment of 50 staff from the surrounding community is about $ 3,500,000 annually.

GOVERNANCE The Sub Branch is part of the Victorian network of RSL Sub Branches which is coordinated by the RSL Victorian State Office. Its rules and By-Laws are harmonized across the State and approved by the delegates to the annual State Conference. In addition, the Sub Branch is subject to Federal not for profit and charity legislation, the Victorian Veterans Act, State Incorporated Associations, liquor and gaming legislation as well as employment, workplace health and safety laws. The real property of the Sub Branch is overseen by trustees appointed under the provisions of the Victorian Veterans Act. The management structure of the Sub Branch comprises a committee of management composed of the executive officers (President, Snr Vice President, Vice President, Secretary & Treasurer) and general committee members (normally 3-4 in number) who are elected by members on a two-year rotation. This committee is supported by a general manager, assistant managers (4) plus permanent and casual staff members.


ACTIVITIES & PROGRAMS VETERAN FITNESS ENGAGEMENT

The VFE is designed to promote connection through exercise and conversation with the modern-day veteran, families and friends at Ringwood RSL. Our aim is to create an engaging environment in a space that’s familiar with the model of camaraderie within the ADF and create lasting friendships for a life after service. The Wednesday evening program is open to veterans, their family members, RSL members, police, first responders and the local community. Connection is the key to conversation, being available to spend time in a mutual activity, sharing a meal afterwards to unwind and allow people to relax and enjoy their evening with a sense of achievement and connection.

WELLBEING & PENSION SERVICE - OASIS SUPPORT CENTRE The Oasis Support Centre Ringwood is a service of the Ringwood RSL Sub Branch and provides Welfare and Pension support services to serving and former members of the Australian Defence Force (ADF), their families & the wider community. Our Wellbeing Services Coordinator is professionally qualified to assist current ADF Service, our Service Members, Veterans & Community members. Assistance is provided via referral to support agencies including: • • • • • • • •

Home & Community Care Transportation Healthy Eating & Access to Meals Occupational Therapy Wellbeing Services Bereavement, Funerals/ Eulogies Counselling Legal Aid

The Wellbeing Support Office also provides support through phone calls & visits to Aged Care Facilities, Homes & Hospitals. The Qualified Advocates within our Pensions Office provide serving and former members of the Australian Defence Forces (ADF) and their families with guidance and assistance in making claims through the Department of Veteran Affairs (DVA).

SOCIAL INCLUSION PROGRAMS MEMORABILIA TEAM The memorabilia team meets on Monday mornings to arrange the displays and to catalogue and maintain our holdings of military memorabilia.

STRENGTH & MOBILITY EXERCISE CLASS

On Tuesdays at 10am-11am we conduct an exercise program aimed at enhancing general strength & mobility and led by a Qualified Exercise Physiologist, Strength & Conditioning Coach.

FRIENDLY FRIDAY SOCIAL GROUP

Fridays at 10am- 12pm in the VC function room The group meets every 1st, 3rd & 4th week and has a number of activities each week to enhance social inclusion & community engagement.

FRIDAY NIGHT BOARD GAMES

Fridays from 5:30 pm. A range of board games is provided or bring your own. All welcome.

WOMEN’S AUXILIARY GROUP

The group meets monthly and conducts regular events & activities for members. There are numerous activities including Bingo, Bus trips, Raffles & additional events.

When entering residential aged care in Australia, you typically have the option to pay for your accommodation through a Refundable Accommodation Deposit (RAD) or a Daily Accommodation Payment (DAP). The choice between the two payment methods depends on your financial situation and preferences. Here's a brief overview of each option: Refundable Accommodation Deposit (RAD):

The RAD is a lump sum payment made to the aged care facility.

It is a refundable deposit, which means that when you leave the facility (e.g., if you pass away or no longer need residential care), the RAD is refunded to you or your estate.

The amount of the RAD is agreed upon between you and the aged care provider and can vary significantly depending on the facility, its location, and the quality of accommodation.

The RAD doesn't affect your ongoing aged care fees, which are determined based on your income and assets.

Interest on the RAD is paid to you or deducted from your daily care fees. The interest rate is determined by the government.

However, one must be careful if they agree to pay a RAD and then don’t have the funds. You have 30 days from entering aged care accommodation to decide how you want to make your payment. If you choose to pay a lump sum (the RAD) you then have 6 months to pay the money to your provider. If after the 6-month period, you cannot afford to pay the RAD, the provider can either proceed to sue you for not meetingyour contractual obligations or they can remove your loved ones from the premises for non-payment. It is better to agree to pay the DAP even if you believe you have enough funds to pay the RAD. Whilst paying the DAP, at any time you can make contributions to the RAD, which will then reduce the DAP payments. Regardless, of which decision you make, it is essential to consult with a financial advisor to determine the best payment option for your specific circumstances. Additionally, you should understand how your choice will impact your aged care fees and your overall financial situation, including any government benefits or subsidies you may be eligible for.

Norwood Netball is proud to announce the signing of Steph Tilley for the 2024 season.

Jadeo hobbies include “netball der, gym and camping” although when asked who is her fav Suncorp netballer she responded “I don’t watch”.

Steph competed in winter 23 and finished with a goal total of 165 Points

Her favourite food is all savoury comfort foods. Jade started with us in 2023 and her favourite thing about Norwood from the year was the friendships she has made! “Everyone is so kind, social and respectful. We are all so passionate about our club and sports!” Excited to have you back Jade and we look forward to watching the strength you bring to our defence grow in 2024!

Hey Eagles, we have made a slight adjustment in our event calendar. Due to circumstances we have decided not to go ahead with our Cup eve night. Instead we will open the rooms up on Cup day and offer a Cup Day event, for those that around and looking for something to do. We will open up snagmart for the day and have the canteen and bar open. We will also offer sweeps for each of the races and the main event Melbourne Cup! So wear your best or worst race day attire and come spend a fun day at the club with the Eagles family!

An Open Letter to the

Maroondah Community The following statement is addressed to the City of Maroondah community and comes from church leaders who are the signatories below. We acknowledge that we don’t formally represent all churches and their leaders, nor at some points, the diversity of views within our own congregations. Since the arrival of white settlers in 1788 to these lands now known as Australia, the Christian Church has had a paradoxical relationship with Australia’s First Peoples. Some churches approached the First Peoples with good intentions, standing with them in the name of justice, considering their wellbeing, culture, and language. However, others shared the values of the emerging colonial society, including paternalism and racism. They were complicit in the injustice that resulted in many of the First Peoples being dispossessed from their land, their language, their culture, and their spirituality. As current church leaders in the City of Maroondah, we acknowledge this difficult history, and we make this statement to encourage our church communities and the wider community to engage in the important community conversation on the proposed Indigenous Voice to Parliament. During this time, whilst so much is said and written, we encourage the City of Maroondah community to accept the generous invitation of our local First Peoples to engage with them and their planned activities, to carefully listen to their stories and to the voice of their Leaders. We note that the proposed Voice to Parliament comes not through normal political channels, but as the result of a gracious invitation to the Australian people through the Uluru Statement from the Heart that says [in part], “We seek constitutional reforms to empower our people and take a rightful place in our own country. When we have power over our destiny our children will flourish. They will walk in two worlds and their culture will be a gift to their country.

“We call for the establishment of a First Nations Voice enshrined in the Constitution. “We invite you to walk with us in a movement of the Australian people for a better future.” It is not our place to advise people how they should vote. However, we wish to encourage the community not to play into the polarised political world, but to rise above it and to engage with respect and kindness, even when we disagree with each other. Prejudice, violence, and discrimination in any form do great harm to the fabric of our community. Jesus Christ, and others throughout history who have called for justice in non-violent ways, provide us with wonderful examples of how we must always seek justice; to speak out against injustice and to care for the oppressed and the marginalised. As Christian leaders, we call the Church, in particular, to the way of reconciliation between the first and second peoples of our country and to see this as a sign and symbol of that coming reconciliation and renewal, which is the end in view for the whole creation.
