About the Find Maroondah By Warren Strybosch

The Find Maroondah is a community paper that aims to support all things Maroondah. For instance, submitting up-andcoming events in the Find Maroondah for Free. We do not proclaim to be another newspaper and we will not be aiming to compete with other news outlets. To help support the paper, we invite local business owners to sponsor the paper and in return we will provide exclusive advertising and opportunities to submit articles about their businesses. As a community we encourage you to support these businesses/columnists. Without their support, we would not be able to provide this community paper to you.

Our fundraising initiatives will never simply ask for money from you. We will also aim to provide something of worth to you before you part with your hard-earned money. The first initiative is the Find Cards and Find Coupons – similar to the Entertainment Book but cheaper and more localised. Any NFP and similar organisations e.g., schools, sporting clubs, can participate. Follow us on facebook (https://www. facebook.com/findmaroondah) so you keep up to date with what we are doing. grand final day

The Australian Football League, also known as the Victorian Football League, is the only fully professional competition in Australian rules football. Founded in 1896 as a breakaway competition of the Victorian Football Association, the AFL traces its roots to Australia’s tradition. After the game was invented in Melbourne, it quickly spread to other states. As a result, it has gained roots in Australian families, who then pass it from one generation to the next. The perfect illustration of this is during the Grand Final, when thousands of Australian families go out to watch the spectacle, cheering for their favourite side to win the silverware. High-intensity sports are also the most grueling and energy-consuming. AFL fits the bill as one of the most highintensity sports. It is a very competitive and combative game that hardly stops. The AFL competition currently consists of 18 teams spread over Australia's five mainland states. Matches have been played in all states and mainland territories, as well as in New Zealand and China to expand the AFL audience. The 2023 AFL Grand Final was the 128th annual grand finale of the Australian Football League (AFL). It was played between Collingwood and the Brisbane Lions in the Melbourne Cricket Ground last Saturday, 30 September 2023. This determined the premiers for the 2023 AFL season.[AP1] [MB2]. Collingwood came into the 2023 season after a one-point 2022 preliminary

final loss to the Sydney Swans. They finished the season on top of the ladder with an 18–5 win loss record to claim the minor premiership for the twentieth time. Collingwood's last grand final appearance was the 2018 AFL Grand Final, which they lost to the West Coast by five points. Brisbane also came into the 2023 season after a 2022 preliminary final loss, in which they were comprehensively beaten by eventual premiers Geelong by 71 points. They qualified for the finals with a 17–6 win–loss record, finishing second on the ladder for the third time in five seasons. Collingwood was aiming to win its sixteenth flag to equal Carlton and Essendon for the most premierships in VFL/AFL history and win its first premiership since 2010. Brisbane is also aiming to win its fourth flag after winning three in a row in 2001, 2002 and 2003. This is the third grand final

Warren Strybosch Financial Adviser hosted by Ben Nash @findfoundation/videos

meeting between Collingwood and Brisbane, the two clubs having met in 2002 and 2003, both won by Brisbane. In the 2023 home-and-away season, Brisbane beat Collingwood both home and away, defeating them 18.8 (116) to 11.17 (83) in round 4 at the Gabba, and then 19.10 (124) to 15.10 (100) in round 23 at Marvel Stadium. It was the Magpies' almost psychotic pressure in a narrow, four-point win that secured a record-equaling 16th flag. Bobby Hill kicked a career-best four goals to claim the Norm Smith Medal in the Magpies' epic 12.18 (90) to 13.8 (86) victory in front of 100,024 spectators at the MCG. It was Collingwood's first premiership since 2010, following heartbreaking grand final defeats in 2011 and 2018. And so, it is Collingwood's year, a black and white day at the MCG.

Dozens of Safety Issues Identified in latest WorkSafe Construction Safety Blitz

OCCUPATIONAL HEALTH & SAFETY By Mark Felton

As a business owner and employer, it is your responsibility to ensure the health and safety of your employees within your workplace. This includes providing your team with a safe work environment and protection from hazards. You can achieve this by understanding your obligations under the Occupational Health and Safety (OHS) laws and by complying with them. WorkSafe Victoria and SafeWork NSW recently visited 22 building sites in Yarrawonga and Mulwala as part of a joint-agency operation to boost construction safety. The border town blitz from 21-25 August 2023 focused on risks associated with working at height and exposure to crystalline silica dust, but inspectors also kept an eye out for general workplace safety issues. Site inspections are a key element of the Cross Border Construction Program, which aims to help local construction businesses along the Victoria-NSW border comply with workplace health and safety requirements. WorkSafe inspectors issued 17 improvement notices during seven workplace visits and observed another two safety issues that were remedied on the spot. Electrical risks were the most common concern with five improvement notices issued, followed by a lack of security fencing (3). Notices were also issued for working at height without fall control

measures in place, incomplete scaffolds, poor housekeeping, performing high risk construction work not in accordance with a Safe Work Method Statement, and failing to have a Crystalline Silica Hazard Control Statement for tasks that exposed workers to crystalline silica dust. Director of Construction and Earth Resources Matt Wielgosz said WorkSafe was committed to making safety the top priority at all construction sites. "It's never a good idea to wait for an injury or death before you start thinking about safety. Through proactive visits like this, we can prevent tragedies that were otherwise waiting to happen." "As the results show, there is much room for improvement. Together with SafeWork, we'll continue to help employers understand and meet their health and safety obligations." SafeWork NSW Executive Director Matt Press said with falls from heights being the number one killer in the construction industry, inspectors were taking a zerotolerance approach to unsafe practices and issued one penalty notice. "Of the 15 sites visited, SafeWork issued 38 improvement notices in relation to poor site security and non-compliant testing and tagging of electrical equipment, failure to have a Safe Work Method Statement in place, and issued six prohibition notices, including three for working at heights, two for the removal of machine guards, and one for unsafe use of an elevated work platform." "SafeWork Inspectors also had some very positive interactions with local tradies and discussed safer ways of working, especially around high-risk

hazards associated with the movement of vehicles, and safety around moving plant." As a business owner, are you confident that you do not have shortfalls in your efforts to keep your workers healthy and safe? Do you have an understanding of your responsibility to ensure the safety of your employees? Are you confident that you can provide a safe work environment and comply with OHS laws? Do you believe that you are effective in carrying out risk assessments, employee consultation and providing training? Do you regularly review these measures to ensure that they remain fit for purpose and keep you and your employees healthy and safe? At Beaumont Advisory we assist business owners clarify what they currently have in place, as well as where there are shortfalls. We then assist in developing effective systems and documentation, working with businesses to ensure effective implementation. Checks are put in place to monitor ongoing effectiveness, to ensure that going forward, they are sound and comply with the Act, and most importantly keep you and your employees informed, and healthy and safe. Please feel free to contact me, Mark Felton, at Beaumont Advisory on 0411 951 372 or mfelton@beaumontlawyers. com.au for an obligation and cost-free initial discussion.

Don’t just lose weight for the summer, lose it for life! NATUROPATH By Kathryn Messenger

So often the quick fix, magic bullet answers also have a quick undo, or just can’t be sustained long term. In terms of health, a slow steady change that lasts is much better than a quick fix that doesn’t. So often people go on very restrictive or low-calorie diets and whilst the number on the scales may look great for a little while, it’s not something that works longterm. One of the first changes that can make a big difference, not only to weight loss, but also to all areas of health, is to increase your protein intake. Protein is required for repair of all cells in your body, and low protein meals can leave you feeling hungry afterwards. Try to have some protein with every meal, such as some ground nuts on breakfast cereal. Along with animal protein such as meat, fish, eggs, and dairy, try adding some of the following to your diet: • • • • • • • • •

Quinoa Tofu Lentils Chickpeas Peas Beans Nuts Seeds Buckwheat

The second thing that can make a massive difference if you have a low-fat diet, is to increase your fat intake. Now before you stop reading and tell me that fats will just make you fat, I would like to catch you up on the science. Just over 10 years ago, scientists discovered that there is no pathway in the body by which dietary fat can be stored as body fat. Did you read that: fat cannot make you fat! Because fat is a more dense energy source, it does give you long lasting energy, which is a good thing. So, what does this mean? Rather than gaining weight from fats, you have a steady energy supply for hours without the highs and lows of refined carbohydrates. This means that you should stay full between meals (especially if you’re also eating protein), so you won’t be as tempted to go for an unhealthy snack. Here at Whole Naturopathy, we’re launching a 6-week nutritional weight

loss course, with 20% off from 10th-20th October. So if you’re serious about losing weight to improve your health and need some guidance along the way, you can sign up here.

Kathryn Messenger BHSc (Naturopathy) kathryn@wholenaturopathy.com.au Suite 1 53/1880 Ferntree Gully Rd Mountain Gate Shopping Centre Ferntree Gully, Victoria

At Whole Naturopathy we also offer appointments, I spend time to understand how all of your health issues affect each other and treat the cause as well as the symptoms.

Most newly constructed homes are required to achieve this rating as part of the construction plan, however there are other ways in which an existing home can achieve this rating. For example installing rooftop solar panels, rainwater tanks and grey water treatment systems are all common ways that home owners are utilising to improve their home energy rating and qualify for a Green Home Loan.

As the property sector contributes around 25% of all of Australia’s greenhouse gas emissions, governments, consumers and businesses are now looking at ways in which this sector can help by providing more environmentally friendly options for new and existing homes. With a greater emphasis on higher energy ratings for new homes and improving the energy efficiency in existing properties to try and combat the climate crisis, a relatively recent innovation has been the introduction of Green Home Loans being Are Green Home Loans the same as offered by several lenders in the finance normal Home Loans? market. BASICS BOOKKEEPER By Jodie Moore

Each month, I will bring you some simple bookkeeping skills to help you run your business with ease. Bookkeeping is an important part of running your business and one that not everyone puts enough time into. When done properly though, it can be truly save you time and money. What is bookkeeping? Noun 1. the activity or occupation of keeping records of the financial affairs of a business. Keeping your finances in order will allow you to monitor your business and quickly see potential issues before they arise and get on top of them when they do. It will allow you to see who owes you money, who you owe money to and who is consistently slow to pay you amongst many other beneficial reports.

suppliers, banks and other third parties that you owe money to. Accounts Receivable: this refers to the account which tracks the people, customers, companies and other third parties who owe you money. GST paid – when you pay for goods and services, you will be paying GST to that business. It is good practice to keep track of this as you will need it if you are registered for GST when it comes time to lodge your Business Activity Statement (BAS). GST paid is considered an asset as you have already paid it and do not owe it to anyone.

Let’s begin by looking at some Basic Bookkeeping terms:

GST received – when a client or business pays you for goods or services, a portion of the amount you receive will be the GST amount. This is not your money, it will need to be paid to the ATO when you next lodge your BAS. As you owe this money to the ATO, it is considered a liability. It is good practice to have a separate bank account to ‘store’ this money so that you have it readily available when it comes time to pay it to the ATO.

Accounts Payable: this refers to the account which tracks the people,

BAS - your Business Activity Statement is required to be lodged monthly, quarterly

or annually depending on your business. This is a statement that works out how much GST you paid in that quarter against how much GST you received. If you received more GST than you paid, then you owe the difference to the ATO. If you paid more GST than you received, you will receive a refund. Balance Sheet – this is a snapshot of your business at a particular point in time and includes your assets, liabilities and capital of your business. Chart of Accounts – a list of all the accounts you use to categorise your financial transactions to record them in your general ledger. They act a bit like a map, categorising your transaction types into asset accounts, liability accounts, equity accounts, revenue accounts, and expense accounts. I will look more into each of these topics, plus lots more, over the coming months.

GENERAL INSURANCE By Craig Anderson

If you’ve ever insured a building or buildings, you will have been asked by the insurer to provide the estimated replacement value for that building or buildings. So what could happen if you substantially underestimated the replacement value and then experience a loss? The insurer will most likely enforce a coinsurance clause (Average Clause) stated in your insurance contract, which allows the insurer to pay a fraction of the loss based on the ratio of the declared value divided by the actual value. Depending on the contract wording, it may for example, require a minimum of 80% of the actual value to be insured. If the coinsurance clause is applied when the insured value is under the required 80%, then you as the insured, become “self-insured” for the portion which is not covered by the insurer. The intention of the coinsurance clause is to ensure that the policyholder provides an accurate estimate of the replacement value, so the insurer receives a fair premium for the risk. In turn this allows the insurer to have an adequate premium pool of funds to pay for legitimate claims when they occur. So should I use my rates notice to estimate the replacement value, ask a real estate agent for a free appraisal, or ask some mate from the footy club? My answer is none of these under any circumstances. A sworn valuation from a reputable property valuer is the safest solution, and this is particularly important if you live somewhere with a bushfire overlay. The cost of replacement with a more bushfire attack resistant home could come as a shock to some owners.

Underinsurance consequences.

One client came to me initially with a $350k “guesstimate” which later turned into $800k+ once it was discovered the house was in a location rated for Extreme Attack, and any replacement dwelling would need to meet the most stringent building regulations. The valuer in this case prevented an underreporting of the value of the house by more than half of it’s replacement cost.

Any advice in this article has been

The SMSF and Accountant Relationship

Australian Financial Services License" (Limited AFSL), which allows accountants to provide advice on SMSFs without needing a full AFSL. Accountants must meet certain competency and training requirements to obtain this limited license. However, it is likely these limited licensing requirements will be removed when the Quality of Advice Review (QAR) recommendations come into play.

ACCOUNTANT By Warren Strybosch

The Australian Securities and Investments Commission (ASIC) regulates financial services in Australia, including the provision of advice and services related to Self-Managed Superannuation Funds (SMSFs). While ASIC doesn't specifically prohibit accountants from setting up SMSFs for their clients, they do impose certain regulations and requirements on accountants and financial professionals who provide SMSF-related services. Please note that regulations and guidance can change over time, so it's important to check ASIC's website or consult with a legal or financial professional for the most upto-date information. Here are some key points related to ASIC's guidance on accountants and SMSFs: 1.

2.

Licensing Requirements: Accountants who provide advice on establishing or operating an SMSF may be required to hold an Australian Financial Services License (AFSL) or operate under an AFSL holder. The extent of the licensing requirement depends on the nature of the advice and services provided. Limited Licensing: ASIC has introduced a limited licensing regime, known as the "Limited

3.

4.

5.

Competency and Training: ASIC expects accountants to have the necessary skills, knowledge, and training to provide SMSFrelated advice competently. This may involve completing specific SMSF-related education and meeting continuing professional development (CPD) requirements. Auditing Requirements: If accountants are involved in auditing SMSFs, they may need to be registered as SMSF auditors with ASIC. There are specific requirements and standards for SMSF auditors. Compliance and Reporting: Accountants must ensure that any SMSF-related advice and services they provide comply with relevant laws, regulations, and standards. They are also responsible for keeping proper records and fulfilling reporting obligations.

Client Best Interests: Accountants, like all financial professionals, are expected to act in the best interests of their clients when providing SMSF advice and services. This includes providing suitable advice based on the client's individual circumstances and objectives. When you need to use a licensed accountant Only accountants holding an AFSL can provide personal advice such as: 1. •

• • •

to provide comprehensive advice and services to SMSF clients. This collaboration ensures that clients receive well-rounded guidance that considers tax, investment, and legal aspects.

SMSF Establishment: Accountants can help their clients establish an SMSF by assisting with the necessary paperwork and ensuring compliance with the relevant laws and regulations. This includes preparing the trust deed, obtaining a Tax File Number (TFN) and an Australian Business Number (ABN) for the SMSF, and registering the fund with the Australian Taxation Office (ATO). Investment Strategy and Compliance: Accountants can also assist in developing an investment strategy for the SMSF, which should align with the client's retirement goals and comply with the superannuation regulations. It's essential to ensure that the SMSF remains compliant with all legal requirements throughout its operation.

Please note that SMSF regulation in Australia is complex, and the rules governing accountants' roles in SMSFs can change. Therefore, if you are an accountant or a client seeking SMSF-related services, it's crucial to stay informed about the latest ASIC guidance and regulations and seek advice from qualified professionals who are well-versed in SMSF matters. Consulting with a legal or financial expert who specializes in SMSFs can provide you with specific guidance tailored to your situation.

Ongoing Compliance and Reporting: SMSFs have strict reporting and compliance obligations, including the preparation of financial statements, annual audits, and lodgment of annual returns with the ATO. Accountants can provide ongoing assistance with these requirements to ensure that the SMSF remains compliant.

why do our native reserves matter By Liz Sanzaro

Over many years from 1964 and still going Croydon Conservation Society has been active in planting at some of the biggest reserves in Maroondah. A section of Hochkins reserve was barren and scraped clean, adjacent to the housing development of the 1980s. Hochkins ridge is a wonderful native sanctuary for wildlife and birds. It is at the northern most edge of the Wicklow ridgeline that runs from Wombolano park on Canterbury Rd hill, where Bedford Rd intersection is, through Ringwood east, on Eastfield Rd hill, then across to Alto Avenue, area, crossing Maroondah highway at Birts hill near Richardsons Rd, then on to Exeter Rd. This geographical feature of our landscape can be seen from Mt Dandenong Rd as a green row of almost uninterrupted vegetation, in the foreground after the flat plains of Kilsyth Industrial area. In the late 1980’s CCS together with some helpful volunteers, planted into the scraped earth, then used a mountain of mulch to spread around to protect the plants. Here we are getting into it, young and old alike.

And just a few years later we have planted a newly grown forest near Nangathan way, off the Dell and the Croft, the Heath, around the pond and at the rear of Bronte Crt.

We added considerable acreage to infill adjacent to the creek and up to meet the original vegetation of Hochkins Ridge. It takes a village to raise a child, it also takes a village to create a healthy environment. We are constantly bombarded by the media with doom and gloom about climate change. Vegetation protection is what CCS are on about. We lose trees from almost every new development. One new application Council has approved is at 51 Faraday Road where 8 trees are to be removed, leaving just two on the site. This is what is happening across our municipality daily and is why Maroondah now has only 21% cover from canopy trees, when just a few years back it was 30%, which is regarded by town planners the optimum for healthy living. Reserves can only accommodate some extra new trees, but the rest are being planted on roadsides, and are small in height so that pruning is not an expensive cost to ratepayers. This is changing bird habitat fast. Did you know that a single tree can store carbon? Over one year, a mature tree will take up about 22 kilograms of carbon dioxide from the atmosphere, and in exchange release oxygen. Each year, 1.3 million trees are estimated to remove more than 2500 tons of pollutants from the air. Our kids are getting frustrated with the speed at which the world is adapting to climate change, we owe it to them to ensure we leave them with the best possible future so that they too can live a healthy existence, even if it is vastly different from our experience, after all this happen generation by generation looking at history shows us that to be true.

Hochkins Ridge area, planted out by CCS members about 25 years ago. It was barren before that. You may want to help maintain a patch where you live. This could lead you to meet some new neighbours, and the children can revisit in years to come to see the mature trees that they once held in the palm of their hand. If you live in North Croydon, we hope you enjoy walking through Hochkins ridge, but make sure the gravel paths don’t become wider by walking two abreast. You can also support our work by joining CCS for $15 annually to support our local conservation work. www.croydonconservation.org.au

(Australian Associated Press)

There’s a proposal to create an Australiawide system to connect workers looking for a new job with employers seeking people with specialised skills and training. The federal government has committed $9.1 million to support a business case for a National Skills Passport, detailed in an employment white paper due to be released on Monday.

Skills passport wanted

to connect workers

and employers

The passport system is intended to help workers advertise their full range of qualifications, micro-credentials, prior learning, workplace experience and general capabilities. Businesses, unions, tertiary institutions and students are among those the federal government says will be consulted about the initiative. Treasurer Jim Chalmers said the goal was to make it easier for employers to find highly-qualified staff and for workers to have their qualifications recognised. “We want to make it easier for more workers in more industries to adapt and adopt new technology and to grab the opportunities on offer in the defining decade ahead of us,” Mr Chalmers said. Skills and Training Minister Brendan O’Connor said while there was a focus on shortages being experienced around the country right now, it was also crucial to make sure students’ skills were recognised so they could upskill, reskill and find work as the economy changes.

Business Council chief executive Bran Black welcomed the commitment, with the employer group a long-time advocate for such a scheme. “For employers, it will provide a nationally consistent format to view and verify the skills and competencies of a potential employee,” Mr Black said. Opposition skills and training spokeswoman Sussan Ley said the Labor government was trying to pass off a coalition policy as its own. The coalition took a skills passport policy to the last election that would have initially focused on credentials for working in the technology sector. “If students at our TAFEs or universities were found guilty of such plagiarism, they would suffer the consequences for blatant academic misconduct,” Ms Ley said.

She said Australians would already have a skills passport if the coalition had been re-elected. The Albanese government’s employment white paper follows on from the 2022 jobs and skills summit. It’s expected to bring together several reform agendas, such as changes to the migration system, under one banner. A new, broader objective for full employment is also set to be unveiled, instead of focusing on a narrow, statistical unemployment rate target. The Reserve Bank currently uses the non-accelerating inflation rate of unemployment as a tool to control inflation but excerpts from the paper assert a broader suite of measures is needed to track full employment.

CONCESSIONAL CONTRIBUTIONS FINANCIAL PLANNER By Erryn Langley

Non-concessional contributions are contributions made to a retirement account with after-tax dollars, meaning the money you contribute has already been taxed at your regular income tax rate.

NON-CONCESSIONAL CONTRIBUTIONS FLOW CHART - FROM 1 JULY 2023

Key points about non-concessional contributions include: 1.

After-Tax Contributions: Non-concessional contributions are made with money that has already had income tax paid on it. This is different from concessional contributions, which are made with pre-tax dollars (such as employer contributions or salary sacrifice contributions), and these may be taxed at a lower rate within the superannuation fund.

2.

Contribution Limits: Australia has annual and lifetime limits on the amount of non-concessional contributions you can make to your retirement account. Exceeding these limits may result in additional taxes or penalties.

3.

Retirement Savings Growth: While the contributions themselves are made with after-tax dollars, the earnings and investment gains on these contributions within the retirement account are typically taxed at a lower rate or even tax-free, depending on the country's tax laws. This can provide a tax advantage over investing outside of a retirement account.

4.

Flexibility: Non-concessional contributions can be a way for individuals to boost their retirement savings beyond what is contributed through their employer or through salary sacrifice arrangements. This can be particularly useful for individuals who want to catch up on retirement savings later in life or who have windfalls, such as an inheritance, that they want to contribute to their retirement account.

5.

Reporting Requirements: It's important to keep accurate records of non-concessional contributions and report them to tax authorities as required by the specific retirement savings regulations in your country. Failure to do so may result in penalties.

6.

Consideration of Personal Financial Situation: Nonconcessional contributions should be made with careful consideration of your overall financial situation and retirement goals. It's advisable to consult with a financial advisor or tax professional to determine the most suitable contribution strategy for your individual circumstances.

Please note that the specific rules and regulations governing non-concessional contributions. With the increase in the Transfer Balance Cap (TBC) from $1.68 million to $1.9 million, it is important to understand if you can or cannot contribute to superannuation. This is most important for those who are reaching their TBC or getting closer to age 75. It’s essential to stay informed about the rules and consult with a financial planner to make the most informed decisions regarding your retirement savings.

EXPLANATORY NOTES 1. TOTAL SUPERANNUATION BALANCE A person’s total superannuation balance is the sum of all money held by that person in superannuation at the end of the previous financial year (i.e. for 2023-23, at 30 June 2023). This includes both accumulation and pension interests, any amounts in the process of being rolled over, and in some cases, the person’s share of the outstanding balance of a limited recourse borrowing arrangement held by a SMSF . Interests in a defined benefit superannuation fund are subject to special treatment. Where a person had a total superannuation balance of $1.9m or more (at the 30 June 2023), their non-concessional contribution cap is $0, making them unable to make nonconcessional contributions in 2023-24. A person’s total superannuation balance can be found by checking their My.Gov account. [ITAA97 s.292-85(2)(b)] 2. MEMBERS TURNING 75 A superannuation fund is able to accept non-concessional contributions provided the contribution is received by the 28th day of the month following that in which the member turned 75. New Honorary Freeman of the City Two members of the Maroondah community have been conferred as our newest Honorary Freeman of the City. Council conferred Mr Bernie Capicchiano and Dr Graeme Lorimer at an event on Tuesday 12 September, in recognition of their long and outstanding contributions to the community. Bernie and Graeme each received an Illuminated Address under the Seal of Council, acknowledging their achievements and in recognition of the Honour. Mayor of Maroondah, Councillor Rob Steane OAM, congratulated Bernie and Graeme. “I extend my congratulations to both Bernie and Graeme and thank them for their wonderful contributions to Maroondah and the wider community over many years,” Cr Steane said. Bernie was recognised for his contributions to music in Maroondah and the wider community, while Graeme was acknowledged for his work in environmental conservation, education and research. As the Founder and Owner of Bernies Music Land, his family business since in 1977, Bernie has shared his passion for music with many. He has been a major sponsor of The Ringwood Eisteddfod since 1984 and has served as President

since 2016, following 11 years as Vice President. Through this involvement, Bernie has assisted countless music students to perform and receive a critique from Australia’s top adjudicators. He has also held roles as a member and event sponsor of the Ringwood Chamber of Commerce, President and Treasurer of the Australian Music Association, and Board Member of Australian New Zealand Cultural Arts (ANZCA), among others. Bernie received the National Association of Music Merchants (NAMM) award in 2018, and The Ringwood Eisteddfod was recognised as the Community Event of the Year in 2022 as part of the Maroondah Australia Day Awards. “To me, helping people make music and sharing music is what it’s about. I’m very blessed to be able do to what I do,” Bernie said. “I’m very honoured to receive this award. I’ll treasure it for many years.” Dr Graeme Lorimer has been a dedicated educator, conservationist and volunteer for many years. His work has led to many positive environmental outcomes in Maroondah, including the protection of the rare Kilsyth South Spider-orchid. His Sites of Biological Significance in Maroondah 1995 to 1997 and Biodiversity in Maroondah (2020) Volumes 1 and 2 have also helped inform local biodiversity management. Graeme’s experience spans various

local, state and national roles. These include Convenor of the Friends of Bungalook Conservation Reserve since 1988, Fellow of the Clean Air Society of Australia and New Zealand, an Honorary Research Associate of the Royal Botanic Gardens and a member of the Maroondah Environmental Advisory Committee, among others. In recognition of his contributions, Graeme received the Citizen of the Year award in 2018 as part of the Maroondah Australia Day Awards and the Bill Wilkins Volunteer Award in 2020. “I’m very honoured to receive this award,” Graeme said. “Making a difference for the local community is something that I value, and being recognised by people in your local community counts for something that you don’t often get from many other broader awards.” Videos of Bernie and Graeme will soon be available on Council’s website and online channels. The videos provide a record of their achievements and tell their story about what Maroondah means to them. The distinction of Freeman of the City is the highest honour a Council can bestow on an individual. Bernie and Graeme join only seven other Maroondah residents to have received this distinction from Maroondah City Council.

Mayor of Maroondah, Councillor Rob Steane OAM, said the policy will help make Maroondah’s neighbourhoods and activity centres even more enjoyable. “Extended outdoor dining has made positive social and economic contributions to Maroondah’s neighbourhood activity centres,” Cr Steane said. “The Maroondah Extended Outdoor Dining Policy supports thriving,

liveable neighbourhoods for our community. It aims to ensure that opportunities for outdoor dining are implemented in a balanced way and also provides long-term guidance around supporting local hospitality businesses.” Extended outdoor dining was introduced late in 2020 to support hospitality businesses in recovering from the COVID-19 pandemic, which saw density limits and restrictions placed on indoor gatherings. Thirty-seven Maroondah businesses trialled free extended outdoor dining

over a two-year period. Six businesses expressed an interest in continuing to offer these spaces after the trial. The Maroondah Extended Outdoor Dining Policy responds to learnings and feedback throughout this trial period, considering feedback from business owners, the community and the Maroondah Business Advisory Committee.

Following overwhelming support for extended outdoor dining, the policy provides a longerterm framework for managing current and future applications.

Municipal Emergency Management Plan endorsed The Municipal Emergency Management Plan 2023-2026 for Maroondah has been endorsed by the Regional Emergency Management Planning Committee and noted by Council at its meeting in July. The Municipal Emergency Management Plan (MEMP) addresses the prevention of, response to and recovery from emergencies within the municipality of Maroondah.

James N Stevens Scholarship applications open

Council is now accepting applications for the 2024 James N Stevens Scholarship. Worth $3,000, this scholarship aims to provide a local tertiary student with development opportunities, work experience and insights into a career in local government by partaking in a practical placement with Council. Council offers the scholarship annually in recognition of the many years of service to the local community by the former Deputy Town Clerk of the City of Croydon, the late Mr James (Jim) Stevens. Mayor of Maroondah, Councillor Rob Steane OAM, encouraged local students to apply. “The scholarship is a great opportunity for a Maroondah student. It provides a range of development opportunities, practical work experience within the Local

Government sector, and insights into the variety of services and programs that Council offers our community. I’d encourage eligible students to find out more and apply,” Cr Steane said. Previous recipient Ethan occupied a place within Council’s People and Culture team, gaining experience with Learning Development, Diversity, and Human Resources teams. Ethan praised the program and said the practical experience provided useful knowledge that related to his studies.

Applications are open to students who have successfully completed at least the first year of a tertiary course and are undertaking, or about to undertake, their second year of tertiary studies in one of the following areas: • Finance/Accounting • Records Management • Information Technology • Customer Service • Human Resources • Council Administration (ie Governance) • Rates/Revenue • Risk Management

“It’s really good to see how all of my learning can be applied in real life and how everything went on behind the scenes,” Ethan said.

The successful applicant will partake in a practical placement between November 2023 and February 2024.

“I’d encourage future students to apply. It gives you a taste of what your career could be like.”

Applications close on Sunday 5 November. Apply or find out more about the James N Stevens Scholarship.

NOT-FOR-PROFIT

OF THE MONTH CROYDON RSL

Croydon RSL, founded on 24 May 1923, has supported the veterans of Croydon and surrounding areas for nearly 100 years. We are located at 1 Civic Square, Croydon & describe ourselves as a ‘Traditional RSL’ where our veterans come first and our members are at the heart of everything we do. We are open on Wednesdays and Fridays from 1pm. Every fortnight we host a Meal Night where everyone is welcome to experience the hospitality of our members. The Women’s Auxiliary and volunteers provide a wonderful meal and raffle. We encourage our guests to join us prior to 6pm to experience the traditional ‘Stand To’ where we pay our respects to the fallen. Proceeds raised from meals & raffles go back into the Sub Branch. We have a wonderful collection of memorabilia on display and are always on the lookout for stories and artefacts from our local residents. We welcome Schools and Community Groups to attend and learn more about the history of conflicts and hear the personal stories of those who’ve served. April is a significant month for the Veteran community and we look forward to sharing our ANZAC events with our local community, in support of our Veterans and their service. In April 2024, we will hold our annual Veterans March. We will be joined by 408 Squadron Cadets, our very talented Piper and Bugler, local councilors, veteran organisations and of course our veterans. Locations and times will be available on our website We look forward to seeing you there. On Thursday 25 April our traditional Dawn Service will be held at the War Memorial located at the James N Stevens Memorial

Lawn at Civic Square, Croydon. This is the first service to be held at this location. In previous years it was at the War Memorial on the Kent Ave / Croydon Rd roundabout before the War Memorial was relocated to its present position. April is also the month for the ANZAC Appeal. This is an opportunity for our RSL to raise much needed funds to contribute to the care and welfare of all veterans. Keep an eye out for our hard-working volunteers’ selling badges in the local area. They can pop up in Croydon Central, Bunnings Bayswater and Main St Croydon as well as roaming sellers at local events and locations. If you have an interest in helping out with the ANZAC Appeal and would like to volunteer, please contact us on admin@croydonrsl.org.au We welcome all past and present service personnel in the local area to join us at Croydon RSL, to experience conversation, mateship and support.

U3A Visit to Russell Halden During August U3A’s Art Appreciation class visited local Ringwood artist Russell Halden. Russell is a self taught artist working mainly in oil paint and working from photos he has taken on his extensive travels throughout Australia. Russell was working on a new painting and he was very generous with his time and knowledge. He gave the class an interesting and informative insight into the basic construction of a painting. As the class has mainly been studying contemporary Australian artists this year, it was great to see an artist while they had a work in progress. Many thanks Russell, we really enjoyed your valuable input to our class knowledge. For more information 0481591576

AGED CARE

AGED CARE By Warren Strybosch

The maximum permissible interest rate (MPIR) has cracked the 8% mark with another increase this quarter from 7.90% to 8.15%. This rate will apply to new residents entering care between 1 October 2023 and 31 December 2023. The MPIR is the maximum rate that can be charged to calculate the daily payments for outstanding accommodation balances. For example, the MPIR is used to calculate the Daily Accommodation Payment (DAP) for those not paying 100% of the accommodation payment as a lump sum (RAD). The MPIR is also used when a low means resident converts their Daily Accommodation Contribution (DAC) into a lump sum Refundable Accommodation Contribution (RAC).

The cost

of Aged

Care just increased

Please note, changes to the MPIR generally do not impact existing residents as the rate for each resident is determined at their date of entry. However, the MPIR may change if the resident changes rooms within the same facility so it is always important to confirm with the facility.

With that I now need to look at the next phase of my career and look to pursue something that I have been working towards for many years. To be able to take on a playing coach role back at my junior club and use everything that Norwood has taught me to build into phase 2 of my football career. To all the coaches who have helped me along the way; Denis, Pat & Marty. Jethro and the committee, the trainers and volunteers at the club, the supporters especially those on the hill in the pocket and lastly all of the blokes who have made me look good on the field. It has been an unforgettable journey and something that I will always cherish being a part of!

Norwood Coaching

Application Norwood FC are currently seeking applications for senior head coach and development squad coach. Applications will be closing Friday 29th September. All applications can be sent to norwood@efnl.org.au to the attention of Mark Etherington.

Norwood Netball are proud to announce the signing of Holly Whitfield for the 2024 season. Playing in our premiership side in 2023, Hol is locked in to join our defensive line up in 2024. Hol’s favourite food (like many of us I’m sure) is Pasta! Dr Holly is a self labelled study queen and soon to be club doctor, donating her precious time between saving lives! Holly loves the fun we all have down at Norwood and as no shock, she may be the reason we all laugh. Holly follows the Vixens in Suncorp Super Netball and her favourite player is Kate Moloney. We’re glad to see your return to Norwood in 2024 Hol!

An Open Letter to the

Maroondah Community The following statement is addressed to the City of Maroondah community and comes from church leaders who are the signatories below. We acknowledge that we don’t formally represent all churches and their leaders, nor at some points, the diversity of views within our own congregations. Since the arrival of white settlers in 1788 to these lands now known as Australia, the Christian Church has had a paradoxical relationship with Australia’s First Peoples. Some churches approached the First Peoples with good intentions, standing with them in the name of justice, considering their wellbeing, culture, and language. However, others shared the values of the emerging colonial society, including paternalism and racism. They were complicit in the injustice that resulted in many of the First Peoples being dispossessed from their land, their language, their culture, and their spirituality. As current church leaders in the City of Maroondah, we acknowledge this difficult history, and we make this statement to encourage our church communities and the wider community to engage in the important community conversation on the proposed Indigenous Voice to Parliament. During this time, whilst so much is said and written, we encourage the City of Maroondah community to accept the generous invitation of our local First Peoples to engage with them and their planned activities, to carefully listen to their stories and to the voice of their Leaders. We note that the proposed Voice to Parliament comes not through normal political channels, but as the result of a gracious invitation to the Australian people through the Uluru Statement from the Heart that says [in part], “We seek constitutional reforms to empower our people and take a rightful place in our own country. When we have power over our destiny our children will flourish. They will walk in two worlds and their culture will be a gift to their country.

“We call for the establishment of a First Nations Voice enshrined in the Constitution. “We invite you to walk with us in a movement of the Australian people for a better future.” It is not our place to advise people how they should vote. However, we wish to encourage the community not to play into the polarised political world, but to rise above it and to engage with respect and kindness, even when we disagree with each other. Prejudice, violence, and discrimination in any form do great harm to the fabric of our community. Jesus Christ, and others throughout history who have called for justice in non-violent ways, provide us with wonderful examples of how we must always seek justice; to speak out against injustice and to care for the oppressed and the marginalised. As Christian leaders, we call the Church, in particular, to the way of reconciliation between the first and second peoples of our country and to see this as a sign and symbol of that coming reconciliation and renewal, which is the end in view for the whole creation. Grace and peace, Ps Kaye Reid, Ringwood Church of Christ Ps Andrew Harris, Croydon Hills Baptist Church Rev Peter Mallen, Croydon North Uniting Church and Croydon Uniting Church Ps Scott Hawkins, Urban Life Church Ps Tom Kenneally and Ps Kay Brown, Ringwood Community Church Rev Andy Tiver, Ringwood North Uniting Church Rev Lucas Taylor, Ringwood Uniting Church Ps Mark Nidenko, Heathmont Baptist Church Ps’ Cliff and Philippa Fielding, TLC Church Rev Robert Humphreys, Maroondah Fellowship of Churches Adam Bryant, Chaplain, Ringwood Secondary College

With thanks to the Mornington Peninsula Pastors Network for the wording of this statement.
