Carnival Time in Syston Roll Up! Roll Up! It’s Carnival Time in Syston on Saturday 2nd September! From 12.00noon to 4.30pm on Central Park, Syston. This year’s theme is Sapphire and Ruby. Sapphire to celebrate the Queen’s 65th Jubilee and Ruby to celebrate Syston Carnival’s 40th year since restarting in 1977. Scott and Cathie are celebrating three years since they opened their fruit and vegetable shop on Melton Road in Syston. They’ve asked to say a big Thank you to everyone in Syston for their support over the past three years, “We couldn’t do it without you!” Said Scott. “We will continue growing with your support.” Scott and Cathie are now well established in Syston and district, supplying local restaurants, cafes and catering companies with quality local produce. In place of our usual meeting, July saw our members in two different venues. We were invited to Glenfield W.I for an Old Time Musical Hall and a visit was also arranged to Hungarton to view two of the gardens, luckily they had a lovely warm evening for it. I went along to Glenfield with eight others and we were very warmly welcomed. They had arranged for the Sundial Theatre, that is Guy Rowlands and Keith Minchaull, to entertain us. They sang many of the old music hall songs, which we were encouraged to join in with if we knew the words, there were two monologues and the pianist played a piece by Greig, without the music score! They were humorous and very entertaining, we also enjoyed the sing a long. We had an interval halfway through to enjoy a large assortment of cakes with tea and coffee. I would like to thank the Glenfield ladies on behalf of the Barkby & Beeby W.I for their warm welcome and a lovely evening. As a part of our centenary challenge we also did a litter pick around Barkby and were surprised to fill a black bag with rubbish as at first sight there didn't appear to be much litter around. Our skittles team played Seagrave in the group final and won 2-1, well done to all who took part. The Group Secretary, Shirley Franklin, presented the trophy to our President, Chris Parker. Pat

An Update from Edward Argar MP While the summer may have arrived (although judging be some of the weather in recent weeks you wouldn't always know it!), the work still goes on, and one issue that I know has been of real concern to local residents in Syston over the past few months has been the series of break-ins and smash-and-grab raids on a number of local businesses. As a fellow Syston resident I share that concern. A few weeks ago I met with a number of the businesses affected, in their premises, to discuss the issue and its impact on them. While these breakins have occurred across not just Syston, but across northern Leicestershire and our wider region, in what could be an organised way, making it a complex series of crimes to investigate, it is important that the criminals are caught and prosecuted as swiftly as possible. I know that our local Police in Leicestershire, as well as Police across the East Midlands, are working very hard to identify, arrest, and secure the evidence to prosecute the criminals that have been carrying
out these raids, but I also know that people in our community in Syston still have concerns. I have raised this issue directly with Police HQ on behalf of local people, and am arranging to meet with senior Officers in Syston in the coming weeks to discuss the Police's progress on tackling this problem, but also to discuss local policing priorities in our area more broadly. I hope that this meeting will also provide the opportunity for senior Officers to meet with some of the local businesses affected. While it will not be possible to get into the detail of individual or specific cases, if there are any broader issues you would like me to raise with the senior Officers when I meet them, about local policing in Syston or in our area more generally, please do email me at edward.argar.mp@parliament.uk and I will endeavour to put your points, and any suggestions about local policing you have, to them. Syston & District U3A’s - Summer Social

Looking through the curtains at 7.30am that morning, the weather was awful, not much encouragement in those skies to get out of bed and along to the U3A’s first Summer Social at Syston Bowling Club on August 9th. It had been a long time in the planning and all eventualities were covered. All except the weather that is, and looking at the skies that morning even the gazebo’s planned for outdoor activities looked a no-goer. As for the ‘Come and Try’ bowls session, well that looked doomed when some chap called Noah wanted a helpful push to get his boat off the bowling green. But there was a Plan B of course. That sounds like a gloomy start to the day but we were all well pleased with the eventual turnout and the way that Plan B worked out. The Bowling Club’s clubhouse must have had elastic walls that day as over 100 U3A members made a determined way through the damp and the drizzle to be fed on cake and tea in no small quantities, and enjoy a good old get together with established friends and
new ones. Although not intended to be an out and out recruitment drive the morning saw a number of new members join to add to those from the previous month, and the U3A message of sharing experiences in a wide range of interest groups and pursuing learning, not for qualifications but for fun, was spread to a wider audience. Representatives from Age UK and Leicestershire Police were on hand to provide advice and information on personal and household safety, health, staying active and involved, and members were able to take away useful and topical information. As for the ‘Come and Try’ bowls session, well that might have to wait for another, slightly less damp, day. That ‘Great British Tradition’ – the raffle! – raised a goodly sum for branch coffers and the donated prizes were well received by winning members. Who could be disappointed with, amongst the many other prizes; wine, chocolate, and a corkscrew! And by the end the punters went away smiling, the sun was shining, maybe on the righteous, maybe not, and we all declared the inaugural event a true success. Syston & District U3A is part of the nationwide organisation the University of the Third Age. It’s All in the Detail The government has clarified its position on a number of outstanding issues for pension savers – but not everyone will be pleased. The recent Queen’s Speech contained little on pensions, yet the government has since been obliged to make a number of announcements on pensions policy. Firstly, it has moved to clear up the confusion over the amount individuals who have dipped into their pension pots can continue to save into their plans. The Money Purchase Annual Allowance (MPAA) is the most you can save into a defined contribution pension tax-free once you have accessed cash or taken a flexible income from it under pension freedoms rules. The government has now confirmed its intention to reduce the MPAA from £10,000 to £4,000 – but perhaps more controversially, it is intended that the cut will be backdated to April 2017. The reduction, announced during Autumn Statement 2016 and detailed in the first version of the Finance Bill, was due to come into effect this tax year, but it didn’t receive Royal Assent due to the timing of the general election. Savers could have been forgiven for thinking that the £10,000 limit still applied, and perhaps that the reduction would be postponed until April 2018. However, the Treasury has now confirmed that the withdrawn provision will be among several included in a new Finance Bill to be introduced after the summer recess, and that the 60% MPAA cut will be applied retrospectively. The move has attracted widespread criticism from experts, including former pensions minister Steve Webb. “Cutting the MPAA is an unnecessary measure in the first place, but it is particularly unacceptable to do

so with retrospective effect. How were savers meant to know in May who was going to win the election?” he commented. If approved by Parliament, this could create a significant problem for those who have accessed their pension before fully retiring. Some people may have accessed cash from their pension to clear mortgage debts or support their children, but with the understanding that they could still make £10,000 of tax-relievable contributions each year. The announcement is very unfair on them. Relief of sorts On a more positive note for savers, Secretary of State for Work and Pensions, David Gauke has reiterated the government’s view that now is not the time to make fundamental changes to the system of tax relief on private pension contributions. There had been speculation that the current system of upfront tax relief based on income could be replaced by a flat rate of tax relief, or with an ISA-based model where there is no tax incentive on contributions but withdrawals are free of income and capital gains tax. The delay in any big announcement will be welcomed by many higher and additional rate taxpayers, who can continue to benefit from tax relief at 40% and 45% respectively, on the assumption that anything over the basic rate is reclaimed via the individual's tax return. There hasn’t been a consensus view on what a new system looks like, so it’s unlikely we will see any fundamental changes in the near future. A further cut to the annual allowance would reduce the amount that top earners can save into a pension each year, this would effectively restrict the availability of tax relief. While there is no immediate threat to higher rates of tax relief or the annual allowance, retirement savers would be wise to take advantage of current rules and reliefs.

Working to 68 In a further measure, the government has confirmed its intention to raise the State Pension age to 68 earlier than the legislated date. The State Pension age for men and women will rise through a series of gradual increases to 66 between 2018 and 2020 and to 67 between 2026 and 2028 (www.nidirect.gov.uk, accessed 26 July 2017). It was due to start rising to 68 in 2044, but under new proposals this will be phased in seven years earlier from 2037. Around seven million people are affected by this latest proposal, which includes many of those currently in their 40s. They will have to work for an extra year before they can claim their State Pension (Population Estimates for UK, Office for National Statistics, June 2017). Triple bogey In order to secure its deal with the Democratic Unionist Party (DUP) for a working majority, the government has dropped planned changes to the triple lock – the system which guarantees that the State Pension rises in line with the higher of earnings, inflation or 2.5%. Before the election, the Tories pledged to replace the triple lock with a ‘double lock’ from 2020, ensuring rises in line with the higher of earnings or inflation, but not by a minimum of 2.5% per year. After the DUP–Tory deal, Downing Street announced that the triple lock would be retained beyond 2020 – a move that is likely to be welcomed by many of the country’s 12 million pensioners (pensions policy institute, accessed 26 July 2017), but the cost of which will be shouldered by the UK taxpayer. Make Sure You’re on the Electoral Register Thousands of forms are being delivered across Charnwood to make sure the electoral register is up-to-date. The aim is to make sure that everyone eligible is registered to vote and can have their say in future elections and referendums. One form is being sent to every household in the borough and people are being asked to check whether the information that appears on the electoral register for those living at their address is correct.
People can easily confirm that the information is correct by phone, post or online. Residents aged 16-17 can also be added to the electoral register now to make sure they can vote as soon as they turn 18. Geoff Parker, the Council’s electoral registration officer said: “Having the right to vote is incredibly important, so I would urge people to respond to the form when it arrives. You’ll need to either confirm the information is correct and everyone in your household is registered to vote, or let us know if there are people who need to be on the register.
We will be issuing reminders and carrying out visits to properties where we don’t get a response, so a quick reply will avoid repeat visits from us. Declan’s Diary August has been a fantastic month, starting with our trip to Exmoor to meet up with a group of young disabled adults and 3H volunteers. After a very long drive, we pulled up to what looked like an old country building to be met by some old friends from last years 3H holiday in the lake district, and some soon to be friends. After unpacking, we all ate dinner together and discussed what activities we were excited about doing. Declan was keen on the zipwire after enjoying it so much last year. Unlike last year, Declan and I decided that I wouldn't be in his group, so that he could enjoy not having mum around in the day, but still have the personal care done by myself at night. On the first day the heavens opened and didn't close for two days, not great when you're canooing with face paint going in your eyes. Thankfully, Declan opted out of this activity due to how weak his lungs are and the risk of pneumonia. The latter part of the week was dry, when Declan enjoyed archery, pictured below, crate
stacking, a visit to the zoo, and abseiling, just to name a few; plus a couple of rides on the zipwire.

The week ended with an 'Oscars' themed disco. It was lovely to see all the young adults and volunteers dressed up. The two group leaders and I arranged to meet all of the girls beforehand to help with the make-up, and to have a glass of bubbly before their 'dates' came to collect them for the big event. Wheelchairs were spinning around the dancefloor with smiles to be seen on everyone's face. That week Declan and I joined a very special family, our 3H family, made up of people from all over the country, from all walks of life, with one big thing in common - their beliefs that disability does not define a person. Over the past eleven years since Declan was diagnosed, I have been shown how to carry out all of his physio needs for both his muscles and breathing. Thankfully, since studying Holistic therapy eighteen years ago, I have always had a basic knowledge of the human body and how the muscles work, so have taken to it quite well to the point where the physiotherapist has suggested I go into it as a career. After a lot of thought I decided the five year part time degree was not something I could commit to and looked into sports therapy and acupuncture instead. After studying for the past three years, I now have a foundation degree in Sports and remedial massage and acupuncture for injuries. With Declan's help, I have made a logo for my business and am opening my clinic at Fosse Fitness at the end of August. I have been working mobile for the past year, not just offering therapy for people interested in fitness but also for general health, including a lady who suffers from Dementia and is chairbound and aiding a lady with arthritis to hold off having a hip replacement. Most importantly, I am able to help Declan more than ever. I cannot make his muscles produce Dystrophin so that they can repair, but I can help to relax his muscles so that the tightness is eased. I have not managed to persuade him to try acupuncture yet though, which has been proven to help with tight muscles. News from The Syston Hub Café The Syston Hub Café now has three more ways that it seeks to serve the community of Syston. Firstly, it is now a distributor of food parcels for the South Leicester Food Bank, who partners with the Trussell Trust. Each food bank parcel contains three days’ supply of nutritionally balanced, non- perishable foods. People in crisis who need an emergency supply of food can do so by getting a food bank voucher from a registered care professional.
The Hub café is also a donation point, receiving a wide range of nonperishable goods which can be made up into a box of food that provides a lifeline to people in need. If you want to know more or know of someone in need of a parcel come into the café and speak to one of our staff. We are open Monday to Friday 9.00am to 4.00pm. Secondly, the café is partnering with Michelle McWeeney, pictured left, the Local Area Health Co-ordinator for Syston. Michelle helps residents prevent reaching crisis point by accessing local assets. She is available in the Hub Café Fridays 2.00 to 3.00pm for an informal drop-in and chat. Alternatively call her on 0771 232 4226. Thirdly, Robin Perry, a trained experienced Careers Advisor will be offering guidance to over 18’s who are unemployed or in part-time work. Sessions will be on alternate Tuesday mornings, beginning on September 12th. Appointments can be booked for 10.00am or 10.45am via 0791 774 4025. Robin will also host a drop-in session 11.30am to 12.15pm on those dates. There is a nominal fee of £2 to £6 depending on current employment status.

Roundhill Flower and Garden Club Our demonstrator for July was Sandra Meakin of Melton Mowbray, who has visited us a number of times. Her title on this occasion, ‘Have You Booked It Yet?’ - a twist on the idea of a ‘Bucket List’
First on the list for Sandra would be her garden, depicted via an arrangement set in an ornamental wooden wheelbarrow, featuring highly scented flowers that grow in a garden. On a theme of pink, white and mauve,
there were stocks; peonies; stargazer decoration for the service of reinterment. Keeping the medieval lilies; plus tiny flowers of the abelia theme of nature, this upright shrub, interspersed with stems of arrangement in green and white stood lisianthus. Using mostly self-foliage, the main addition was fatsia japonica. inside a round container wrapped with large dried leaves. National Heritage Open Day at Syston Parish Church Saturday 9th September
Have you ever looked around Syston’s fantastic ancient parish church? It’s the oldest building in Syston, with parts of the church dating back to the 13th century. To highlight the history of our parish church, we’re taking part in National Heritage Open Day on Saturday 9th September.
SEPTEMBER 2017
The church will be open from 10.00am until 4.00pm, with a variety of events during that time. We’ll be offering guided tours for those who want one, although you’re very welcome just to look around on your own if you prefer to. We will offer families a fun quiz sheet of things to spot around the church and we’re also running art workshops for children during the day. Showing on the large screen will be close-up photos of the marvellous carvings that are around the church, both inside and out. The tower will be open in the afternoon, from 2.30 to 4,30pm. Entrance to the church is free, although there will be a charge for going up the tower, which is for tower expenses. Refreshments will be served all day in the church hall from 10.30 am until 4.00pm, including light lunches featuring Gamble and Hollis’s renowned meat pies. We’ll also be holding a raffle for Friends’ funds in the hall, where there will be a stall or two. Our current project is to raise enough money to put a small extension for disabled toilets and other facilities in the church to equip it for community use in the future.
Hoby Entertains Again: Curtain’s up – 100 years later 100 years ago, local villagers in Hoby organised a night of Light-hearted entertainments to raise funds for the Lord Mayor of Leicester’s £100,000 Fund created to assist physically and mentally injured returning troops. The Hoby & District Local History Society is re-creating that specific evening with a range of amusing entertainments, information of the period and two comic playlets that were performed in 1917 and recently rediscovered by society members on Friday September 22nd and Saturday September 23rd, 7.30pm, Hoby Village Hall (LE14 3DT). The 1917 event was reported as follows: “Entertainment – with the objective of supporting the Mayor of Leicester’s £100,000 fund, an entertainment organised by Mr & Mrs Taylor (Rotherby) & Mrs James (Hoby) was given in the school room on Saturday evening. Mr Edwin James presided over a crowded audience and the efforts of the performers met with enthusiastic recognition. The vocalists were Miss Seddon and Miss Sharman. A couple of playlets, ‘ Mechanical Jane’ and ‘A Pretty Bequest’ were given by Miss Sheffield, Miss James

Editor’s report on the Full Town Council Meeting held on Tuesday 25th July 2017 There were 10 Councillors (Cllrs) and one County Councillor (Ccllr) present along with three members of the public. The reflection was read by the chairman Cllr P. Henry. Apologies were received from Cllrs M. Pacey, T. Barkley, H. and J. Midgley, S. Visivadia, P. Knight and S. Hampson. There were no Declarations of interest or matters raised by members of the public. Under Chairman's report & Announcements, Cllr H. Midgley sent a message of thanks to Catherine Voyce, Dave Smith and all the staff for all their work towards East Midlands in Bloom. The Chairman then reported that he had a to-do list which he would like the council to progress over the forthcoming year and that although it may be seen as his wishlist, he wanted feedback from all councillors in September after he circulates the list to them and for them to add to it. Cllr E. Vardy raised a concern that other committees are putting forward ideas to go forward to a stakeholder meeting for future developments and felt it may cause problems if too many people were involved, he stressed the need to go through just one committee. The Chairman agreed and said he wasn’t bypassing committees and was just emphasizing the need to progress projects. There were no police present to give their report. There followed some discussion about increase in Anti-Social behaviour of some drivers and motor bikes around the town, plus the recent spate of crime in Syston. One Cllr remarked that crime had increased across the country. It was agreed to ask for a meeting with the Inspector of Police for Syston. County and borough Councillors reports - Ccllr J. Poland spoke about the Melton Rd closure and that it should not be more than six weeks as no major issues had been reported. He said that at the County Council meeting a month ago, the leader ran through a number of items, the most important one being the financial one, where he stated that the medium term financial strategy was to save £66m although not identified as yet! Could affect subsidised transport, libraries etc. He continued by saying cutting services can only go so far before no services are provided and that would have a knock-on affect to all councils including Syston. He spoke about the condition of roads in Leicestershire, 2015/16 best roads in the country, which bearing in mind the financial strains, may be difficult to maintain, but would want to keep that. Cllr J. Branson reported to Ccllr J. Poland the flooding on Fosseway, under the bridge, which is making it difficult to divert from Melton Rd. Cllr E. Vardy reported on his role as lead for investment, at Charnwood Borough Council (CBC) which included business growth support grants, bids for grants and to support business growth in the area, including Syston. As well as to support economic growth, networking, marketing, apprenticeships and more. Some of the grants are available to non-profit making organisations including charities and town or parish councils. He wanted to go out to businesses locally to encourage participation in the future. Cllr K. Pacey presented what he thought was an interesting fact relating to the number of private hire vehicles, which has gone up but people applying for licensing has gone down. Disabled vehicles may be the reason why. Scrap metal only had one application received. There has been an increase in the change of premises license, this suggests change of ownership is changing more frequently. It could be that people are moving on more frequently. Finally, he said that charity street collections have gone down which may be due to reducing rogue collectors. All minutes approved and adopted. Community response plan - The Development committee had agreed the plan with CBC officers. The response Officers of the Town Council would be the current Chair and vice chairman of the council and Phil knight due to his work with the fire service. This would be available on the Syston Town Council (STC) website. It was agreed to request for the money from CBC for equipment. Syston Carnival - STC had a stall three or four years ago and it was suggested by the Town Manager to have one again to promote the council to residents, however, she would need names to man the stand all day. She had two cllrs Sue Gerrard, Paul Henry and need five more. Ken Pacey and Eric Vardy thought it would benefit to have a stand. Skate Jam on Central Park - CBC organised three alternative events with instructors to take place on 24th August between 12noon to 4.00pm or 2.00pm to 6.00pm. How has it been marketed? Facebook, leaflets to park, the Hub and notice boards. An Emergency Recess Committee was agreed and would be made up of the Chairs and Vice Chairs of council and committees. Kissing Gate on Taylor Close - It was agreed that a new fence panel would be replace as it was explained that one of www.systontownnews.co.uk
the panels was removed due to being unsafe. Unfortunately, this has allowed dogs to get into gardens adjacent to it. It had also been reported that motor cycles are getting through the gap left causing concern to the elderly people that live in the area. H. Taylor Trust nominative trustee vacancy - It was requested that this item be made a quarterly item rather than monthly as lots of Cllrs have already served. The charity trustee, Cllr J. Lucas said it has to be someone nominated by the council. It was agreed to a quarterly item. Standing orders - At last months Full Council, amendments were discussed in detail and three items amended. These were Signed off. Council training session 23rd June - A copy of slides had been attached for members, the chair found it very useful and has to send a list of attendees. The recommendation is that all councillors attend at least one training session per year. Town managers report - Catherine Voyce updated council on changes and thanked everyone for all the hard work put in by the ground staff, for the in-bloom competition, the award ceremony will be held on Wednesday 13th September. The new notice boards are nearly all up. The Tree panel is working well. The Cemetery panel met twice - its minutes were tabled at this meeting. The Pavilion panel didn't meet due to cemetery panel overrunning. The STC needs to arrange a public consultation for the MUGA. A diary date given for the Civic Event will take place on Friday 20th April 2018. There were no written Members questions however, Cllr K. Pacey asked about the Councils award status and the Town Manager replied by stating that they were working on this year. Actions from previous meetings - Biffa had cancelled the meeting, but could confirm that Pat Wright would join that committee as a resident. Mini-roundabout - Residents are not happy with the roundabout and will have a public meeting to express their view to CCllrs. It was felt that businesses were losing out as people are put off by it. The drop-in centre was alive with laughter when we held our August meeting. Following the formalities and the reading of Louis MacNeice’s poem ‘Bagpipe Music’, we turned to the fun part of the evening. Impromptu speeches were the order of the day, centred around the ‘Use of Gestures’. Once all had selected a subject from the hat, an entertaining and amusing evening ensued. Gardening appeared to be a popular theme, we listened as miniature gardens were described; advice given about visiting garden centres and the politics of roses in one member’s garden – she refuses to have red roses because of her allegiance to Richard III. The word ‘rhubarb’ led us all down the garden path to a member’s rhubarb patch and learned a stalk of rhubarb with leaf attached is a fairy’s umbrella! Then on to human behaviour, an entertaining speech with an historical slant about the ‘handshake’ was delivered by one member. During the course of the evening we were introduced to a long lost friend, a visit to India as a baby and a very wet trip to Skegness! Wonderful word pictures and gestures by one of our number transported us to the Palais in the 1960’s. We could feel the excitement and atmosphere of the place as this speech was delivered. It was brilliant! Moving on a decade we found ourselves sitting in front of the television enthralled by the Magic Roundabout - oh for the age of innocence! This event will recreate the community spirit that the Parish had when trying to find some respite in the midst of traumatic times. Donations received on the evening will go to the military charities supporting injured personnel today. Film Reviews by Adam Ray Palmer September means one thing, the 74th Venice Film Festival is happening right now as you read this – but more on that later. First up, we have three films to discuss!
It Stephen King This will stay with you for days. Bill Skarsgård is given the nod to play the shape shifter who takes the form of an evil clown that targets children. The extremely talented Cary Fukunaga (Beasts of No Nation) adapts the script from King’s horror novel. Critics are all in the same boat on this one – it’s a big movie. The trailers have been top drawer and the film is in safe hands with experienced horror director Andy Muschietti. Make sure to catch ‘It’! Out: 7th September 2017 Mother! Jennifer Lawrence is back in Darren Aronofsky’s mystery drama Mother! which echoes similarities to Jordan Peele’s Get Out from earlier this year. Mother! centres on a couple's relationship which is tested when uninvited guests arrive at their home, disrupting their tranquil existence. Javier Bardem, Ed Harris and Michelle Pfeiffer join J-Law on the impressive casting bill. This movie is
having its premiere in Venice this week and looks set to light up the box office in two weeks’ time when on general release. Out: 15th September 2017 Kingsman: The Golden Circle The final film I’m covering is the longawaited sequel to Kingsman: The Secret Service. It’s been three years and now The Golden Circle is here. This time around, Channing Tatum, Julianne Moore and Halle Berry join the cast of this actioncomedy series. When their headquarters are destroyed and the world is held hostage, the Kingsman's journey leads them to the discovery of an allied spy organization in the US. These two elite secret organizations must band together to defeat a common enemy. This will be a big one this September and no doubt gear us up for a third instalment by 2020.

Fosseway Bowls Club The 2017 season is coming to a close at the end of September. The club has been very busy with club games, triples and county games for the ladies and men. We were pleased to welcome Cumbria Association Bowling club to play against us as they were on tour in the E Midlands. All rinks were in use and it was a very successful day for players and guests. Fosseway’s charity for 2017 is Rainbows hospice and collections have been given by members and visiting teams. We hope to present the monies to Rainbows in October.
