HSBC Plan to Close Syston Branch

As all our readers, customers and users of the HSBC branch in Syston will know, the bank has decided to close this very well used branch on 9th June 2017. One of the reasons being that 90% of their interactions is done through their digital channels as stated by Francesca McDonagh, HSBC's head of retail banking and wealth management for UK and Europe, in a press release issued on 24th January 2017.

She went on to say: "The way our customers bank with us is changing. More customers are using mobile and internet banking than ever before, innovation such as Touch and Voice ID has proved extremely popular, and fewer people are using branches. The decision to close these branches ensures a more sustainable branch network for the future as we continue to invest in our digital platforms and our people. We will have fewer but better branches, with more empowered front line colleagues using a greater range of technology to support all our customers' needs.

Our priority now is to work with our colleagues, our customers and the communities impacted by the announcement. We are contacting customers to explain the decision and help them with alternative ways to bank with us.

We will offer customers individual sessions to help explain their options or provide help in setting up telephone, mobile or internet banking." However, what she didn’t say was how anyone can pay in cash or cheques via a computer? Syston is a growing town and there is a lot of anger about this decision, with many moving from Natwest to HSBC because they wanted to use the counter services here in Syston! Many customers have written to the company to complain and one of our readers has set up an online petition through change.org - You can find the link on our facebook page. However, to enable everyone who uses the branch to have their say, we are working with our local MP Edward Argar and will be out in Syston during the coming weeks collecting signatures on a paper petition, with it also being placed Continues on page 2

in as many outlets in Syston as possible. We here at the Stn recognise the importance of this branch to the welfare of our town. Many people as well as shops, cafés, charities, churches and other groups in our area use this branch to pay in cash and cheques on a daily basis. One of the alternative ways to continue to bank with HSBC is to use the Post Office as stated in the press release from HSBC by Antonio Simoes, Chief Executive of HSBC Bank plc, who said: “All branches will close in line with the BBA Access to Banking Protocol. In order to best support customers, HSBC is putting a number of measures in place to help customers, and already has a partnership with the Post Office so customers can continue to carry out their day to day banking in all 11,600 Post Office locations. 93% of people in the UK live within one mile of a Post Office and 99% within three miles.” Our Post Office already provides this service and is able to help individuals and businesses in paying in cash and cheques to any bank with the customers debit card. However, there is a problem for those organisations and businesses who do not have a debit card account for whatever reason. They will have to travel to the nearest branch or close their account with HSBC and move to a bank that has a branch in Syston. We contacted HSBC about this and they have said that they will issue customers with a debit card to enable them to pay in cash at the post office, and application forms should be available at Syston. If this isn’t possible, the nearest branch to Syston is 160 Belgrave Road, Leicester, some five miles away! As anyone who lives locally will know, there is no car parking near that branch and if you are using public transport there is an additional cost of time and money. For businesses in the town this is totally unacceptable as their only option is to travel either six miles into Gallowtree gate, 10 miles to either Loughborough or Melton Mowbray, again incurring additional costs in getting to these branches. There is also another cost to businesses in that it will be taking them away from their business in order to pay cash and cheques into the branch. This doesn’t show HSBC’s support for our local economy. A more concerning aspect to this closure is that this branch serves the wider population of the villages around Syston and brings shoppers into the town to use the branch, some of whom then stay and shop - This will be lost when this branch closes! That cannot be good for the economic welfare of this Town. We at the Stn do not want to see our Town Centre going the same way as many others around the County and Country. As well as the loss of the counter services, the two cash machines, recently updated, based at the branch, will go, these are used 24/7. What will happen to the building which has been a bank for many years? Originally, it was Midland Bank and some customers have been with the branch since that time. So please support the petitions, there is no guarantee that HSBC will change its mind, but we need to have our voices heard! Finally, just before going to press we have heard that HSBC announced that it’s profits had fallen by 60%! Could this be the real reason for the closures? Camps International Borneo Trip 2018

A Syston family are working hard to help their son James who is 14 years old, pictured above with his dad, to raise money for a once in a lifetime trip to Borneo with Camps International and Roundhill School. Whilst there he will be helping the local community and environment by undertaking various projects. James’ parents are supporting him to fundraise and he has been washing cars and doing odd jobs for family and friends, but that is a limited resource pool. His mum, Becky asked if we could help by asking the wider community

for help with the fundraising by offering sponsorship either from individuals or businesses. James who turns 15yrs in June, is willing to spend time working in the summer holidays locally to raise money if anyone is willing/able to offer this. They are also looking to arrange a raffle and would be grateful of donations of prizes for this. James is also looking at taking part in the Woodhouse May Day challenge (13 mile walk) and is seeking for sponsorship for that. Ladies Friendship Circle On January 9th our members met at the Hobby Horse for our New Year Dinner. There was a carvery and a choice of four meats - gammon, pork, turkey and beef, together with a vast assortment of vegetables. There was a dessert menu of cake, hot puddings and ice creams. The meal, friendship and fellowship was enjoyed by all. Sheila Borderick Monday 23rd January saw the members of the Friendship Circle enjoy a game of Call My Bluff organised by Pam and helped by Ann and Janis. It was extremely difficult to guess the old fashioned words given! It was an evening of fun and laughter. Sheila Borderick Churches Together in Syston On the 18th January members of the churches in Syston shared a soup, roll and cheese lunch together in The Hub Café as part of the Week of Prayer for Christian Unity. The profit from this will go to Christian Aid as will the proceeds from the weekly Soup and Roll lunches beginning on March 1st and continuing until April 5th. Team Service As is usual when there are five Sundays in the month the churches of the Fosse Team met at Rearsby Church for their service to celebrate Candlemas, the presentation of Jesus in the temple. It was a joyous occasion as the packed church sang and prayed and

listened to a sermon from Revd Jackie Bullen, her last Team Service before leaving to move to work in Peterborough Diocese. The service was followed by refreshments including chocolate biscuits. Eleven30 This service continues every first and third Sunday in the month.

The last service had the children thinking about taste. They tasted crisps and tried to decide what flavour they were. Then we listened to the gospel where Jesus talked about the importance of salt and how we are to be flavoursome in the eyes of God by our kindness and generosity. For sweetness the children then decorated cup cakes!

Revd Jackie’s Farewell The members of the churches in the Fosse Team will celebrate the Communion together in Syston Parish Church on March 18th at 10.00am to say farewell and thank you to the Revd Jackie Bullen who has been part of the team nearly four years and has been such a help to us since the retirement of the Revd David White. Mothering Sunday There will be a service to celebrate Mothering Sunday 26th March at 10.30am when the congregations of the eleven30 and 10.00am meet to gather to worship together. There will be refreshments afterwards in the church centre.

A Brew with the Red Cross You are invited to join us for a brew and a chat on Thursday 16th March to update you on the work of the Red Cross in our local community and the new and exciting projects going on in the Leicestershire, Rutland and Northants region! We’ve recently moved into our new office in Thurmaston, so please do pop by and find out a bit more about us. We help many people in crisis across Leicestershire, Rutland and Northants through a number of different services, including Emergency Response, First Aid learning, Mobility Aids (wheelchair loans), Event First Aid, Support at Home, A&E Discharge, Refugee Support and International Family Tracing. Last year we helped 10,810 people across the county. We will be inviting colleagues from our services to join us and talk about the vital work they are doing in our community. NEW BARKBY WI SADU3A Enrols Its President of New Barkby 300th Member WI, Mrs Shirley Franklin, welcomed members to the institutes February meeting. ‘Jersualem’ was sung followed by Business matters. Mrs Sandy Leong of Loughborough was the speaker for the evening. ‘How does one prevent another person putting up an umbrella indoors?’ This was the opening to the talk, with power-point presentation. Members heard about myths and sayings like: not walking under ladders, throwing salt over one’s right shoulder, which could have been used as a trading commodity, or in ritual ceremonies, began a long time ago. She explained that Friday, the thirteenth day of the month, dated back, possibly to Good Friday in the Christian Calendar. So, with a variety of examples, some dating back hundreds of years, she explained sayings like touching wood, in the hope of warding off evil spirits. Also, cross your fingers and hope for good luck, especially if a black cat, commonly associated with witches - crosses your path. A very enlightening talk, with a variety of explanations or theories. The vote of thanks was given by Mrs P. Warren. The competition for an item based on the talk was won by Mrs V. Cobb with a child’s story book on witches, with a witch doll. The raffle won by Mrs B. Lancaster. The tea hostesses were Mrs J. Brutnall and Mrs J. Goulden. A pleasant social evening was spent in January with a beetle drive, there was no social event in February. The March meeting will be held on Wednesday 1st, when the talk will be ‘A Flower Demonstration’ by Mrs Kerry Evans of Syston. The meeting starts at 7.30pm in Syston Community Centre. Visitors are welcome.

LETTERS Seeking D Day Veterans Dear Editor, I am Head of Travel for the travel arm of the Royal British Legion, Remembrance Travel, and I'm currently on a mission to find every single surviving D Day veteran. The Treasury is enabling a series of free-ofcharge tours for D Day veterans to return to Normandy and pay their respects to their fallen comrades. The tours are being funded by the Treasury from LIBOR fines, and will enable a D Day veteran to return with a family member and carer on a six-night tour. The 2017 tours will take place in March, April, May and September and will give Normandy veterans - now mostly in their 90s - the chance to revisit the Normandy beaches, cemeteries and memorials. The tours will be accompanied by a medic and a guide from the Royal British Legion. The tours will depart from London and will include Eurotunnel from Dover to Calais, accommodation, visits to Pegasus Bridge, Juno, Sword, Gold beaches, Arromanches, and war memorials, plus visits to personally specified cemeteries too. Sadly, there is no database of D Day veterans so we're calling on the goodwill of the media and general public to spread the word. Wordsearch winners Presentation

Barkby and Beeby WI During January members from Barkby & Beeby WI joined other WI members from around the county for a five day break to Bodelwyddan Castle, a magnificent hotel set within the Welsh countryside. It was a 'Best Of British Break' with each evening's entertainment reflecting the music of a different country. We started with Scottish night, followed by a Beatles tribute band for England's night, a Katherine Jenkins tribute singer to reflect Wales and a Ceilidh and barn dance band on Thursday for Irish night. During the day we had trips to Llandudno, Bangor and Angelsy where the WI started in Llanfairpwellgwynggllgogerychwyrndrobwllllantysiliogogogoch, glad I don't live there with such a long address! Those not wanting to go on trips enjoyed the amenities at the hotel which included archery, rifle shooting, walking in the extensive grounds and various fitness classes, or for the more relaxed there was the leisure club with sauna, spa and swimming. There were also quizzes, bingo, wine tasting, singing or a visit to the museum, there was something for everyone to enjoy. With a full programme and wonderful food, this was a very good week enjoyed by all and a big thank you must go to Ruth Green and her helpers for arranging it all.

This month in the garden This is our monthly gardening feature by our own local expert and regular panellist on “Down to Earth”. Having read so much about the new potato ‘Jassy’ during early February I decided, along with my seed list, to order some from Thompson and Morgan. ‘Jassy’ is a second early potato with creamy skin and flesh, which has the taste of ‘Jersey Royal’ potatoes. According to Thompson and Morgan, one tuber when well grown will produce 35 new potatoes. I set the potatoes up in my garage in cell trays to chit and by late February these are then ready to plant out in 50 litre black tree tubs in my usual compost of one third multipurpose compost, one third John Innes no3 compost and one third of my own oneyear-old garden compost. To every 50 litres of compost I add one third of a cupful of Osmacote slow release fertiliser as this will help to improve the first three months of growth. When planting potatoes in containers, cover the bottom one third of the container with compost and then place the tubers evenly spaced on the compost, five tubers for first earlies and three for late potatoes. Then cover the tubers with two inches (5cm) of compost and as the growth develops add more compost to earth them up to within one inch (25mm) of the top of the container. This will help the plants to form more young tubers along the new growth. My containers stand in my cold greenhouse and as they grow, on fine days they are stood outside to help harden the growth, but they are always taken back inside at night and if frost is forecast even in my greenhouse I cover them with horticultural fleece. I am very fond of Phalaenopsis orchids, which although tender, make excellent house plants with glossy evergreen

foliage and upright scapes of colourful flowers that last for almost three months and nowadays these will cost you as much as a bunch of flowers , which you will throw out after only two weeks. During early February I already had two standing on my kitchen windowsill, but then while shopping at a local supermarket store, I came across a beauty whose broad pansy-like white petals were striped with deep pink veins that ran from the centre of the petal and divided outwards to the petals rim, see picture above. In the centre of the petals there is an almost bat shaped red cup. Phalaenopsis are very easy to grow in bark orchid compost and although most books will tell you to use rain water, I always say that tap water is better than none at all, but do not over water and feed about once a month with orchid fertiliser. I have around 30 different Snowdrop species/ cultivars growing in my garden which help to provide

colour during the dull winter days and many of these will seed themselves around my garden. Amongst these are four which have double flowers. However, four years ago I came across a double flowered seedling growing in a border close to my house, this grew almost 12 inches (30cm) tall, but with such week stems the flowers would fall down onto the ground. My first thought was pull it out, but then I am glad that I left it as this year a nine inch (22cm) seedling with upright grey green leaves and strong flower stems growing close by has produced very attractive double flowers, close up above. This, although attractive, looks very similar to another double named ‘Dionyus’ that is growing in a border some 50 yards (27m) away, otherwise I might think of introducing it, see our picture below left. At present there are numerous Helleborus hybrids in flower in various colours from white through to almost black and these will flower for over two months and seed freely around the garden. Most of the hybrids will tolerate shade and even grow and flower beneath my Rhododendrons. I do grow Helleborus foetidus which has green flowers and although these look nice in flower arrangements, or close to, they need a light background to be visible from a distance. Last year I was given a seed packet of a yellow climbing French bean. The writing on the packet was in French, but as I have grown French beans I decided to set the small black beans, as I do with my runner beans, in cell trays during late March in my cold greenhouse, then as they get to their first true leaf stage I pot them into 9cm pots where they will remain until they can be planted out during late May.

Spruce-up Get your personal finances into shape by making the most of all the allowances and exemptions available before the end of the tax year. Tax allowances and exemptions usually come with a deadline attached, and all the more so when squeezed government finances are creating pressure for policy shifts. As the end of the tax year on 5th April approaches, now would be a good moment to review your finances. Perhaps the most useful allowance is the Individual Savings Account (ISA), which allows investments to build up without any further tax to pay on income and capital gains. Everyone has their own allowance, £15,240 in the current tax year, which means that couples can shelter £30,480 between them. There is also a Junior ISA annual allowance of £4,080 for children under the age of 18. Anyone, family or friend, can contribute to the fund, which cannot be accessed until the child reaches 18, when they will get full control over the money. The ISA allowance will rise to £20,000 from April, but any unused allowance from this tax year will be lost. This could be a particularly good year to maximise pension contributions. In the Autumn Statement, Chancellor Philip Hammond highlighted the annual £48 billion cost of pension tax relief, sparking renewed concerns that he may soon be tempted by the savings to be achieved from a cut in the benefits for higher rate taxpayers. Pension tax relief has been limited through recent law changes. But it is still worth making the most of the current annual allowance of £40,000

(or 100% of earnings if that is lower), although there are restrictions for additional rate taxpayers. There is an overall limit of £1 million which can be accumulated in a pension pot over a lifetime, without triggering an extra tax charge. Even those who have little or no annual earnings receive an allowance of £2,880 a year, which will be increased to £3,600 by basic rate tax relief. This can be a useful way to save for children and non-earning partners. Pension pots can also, in most cases, be passed on completely tax-free when someone dies before the age of 75. For deaths over that age, income taken from the pension fund will be taxed at the recipient’s marginal tax rate. However, whatever the age of death, their pension is generally not part of the estate for IHT purposes, nor is it subject to Capital Gains Tax (CGT). It’s an incredibly efficient way of passing on your wealth, if you can afford not to touch it. Family fortune Those with estate planning needs should consider using their gifting exemptions before 6th April. The main one is the £3,000 annual exemption, which can cover just one recipient or be split across several. The value of these gifts will immediately fall out of the estate for Inheritance Tax purposes. Other exemptions cover wedding gifts, where the allowance varies from £1,000 to £5,000 (depending on your relationship to the couple); regular gifts made out of surplus income; and any number of gifts worth less than £250 in a single tax year. Married couples and civil partners will get the best out of their personal allowances (set at £11,000 this tax

year), and other allowances and reliefs, if they plan their holdings so that both individuals are shielding the maximum from tax. The tax regime for Capital Gains Tax is relatively generous, as every taxpayer has an annual allowance of £11,100; gains above that are taxed at 20% for higher rate taxpayers (10% for basic rate), or 28% for residential property-related profits (18% for basic rate). If your spouse is not using their allowance, you can transfer assets across, a procedure that is not subject to CGT. If you both then sell assets before the end of the tax year, you can effectively double the allowance to £22,200. However, if you don’t exploit the allowance this year, it doesn’t roll over and is lost forever. The best solution is to structure your investments in as many different forms for tax purposes as you can. This and future governments may change how tax is applied; so using several wrappers is best. The children have been showing a keen interest in dinosaurs. They have been using them in their play, and have also been making model dinosaurs and painting them as a group. The children also made a dinosaur environment using many natural resources such as rocks and logs. Books were added to extend the children’s learning and many learnt the names of dinosaurs. We then hatched ‘dinosaur eggs’ over a period of time and the children chose names for them and continued this by making nests for them. Great fun was had by all and everybody was involved.

First Responders Syston My name is Peter Bee, I have been a Community First Responder (or CFR for short) since November 2014 and was the first CFR to be based here in Syston. I am currently an 'intermediate' level responder (more on that later) and also the scheme Instructor.

Community First Responders are volunteers from all backgrounds and use some of their free time to respond, in our own cars, to a range of lifethreatening medical emergencies in their local area - An Ambulance Service vehicle will also be sent as well. Readers may even have noticed Peter’s Red Megane with it's "FIRST RESPONDER" signs on the doors and may have even met us in their hour of need. There are two levels of responder, the basic level will attend patients over the age of 12-years-old suffering medical conditions such as chest pain, diabetic emergencies or difficulty breathing as well as Cardiac Arrests and Strokes. An 'intermediate' level responder receives additional training in a range of medications as well as enhanced training in Trauma and Paediatric emergencies. This allows them to respond to a far wider range of incidents, providing more in-depth care to a larger number of patients. One line which is sometimes used is "When you dial 999 in an emergency, the person that saves your life may be a volunteer". In our case we work alongside East Midlands Ambulance Service (EMAS) who provide all our training and dispatch us to attend 999 emergencies. The training provided results in nationally recognised qualifications. EMAS also helps administrate the recruitment process as responders are all required to have regular criminal records checks. The system works because we operate in our local area and as a result can get to emergency incidents faster than Ambulance Service vehicles which often travel from further away. we are closer we can get there faster, even though we do not have the benefit of blue lights and sirens and have to stop for traffic lights and traffic jams as we are using our own cars. CFR schemes are also required to raise all of our own funds through donations or grants, no funding is provided to the schemes by the NHS and we are required to purchase most of the equipment we need to provide this service with EMAS providing the drugs and sterile items. Across the whole of the EMAS area there are approximately 1200 CFRs So a bit about the North Leicester CFR scheme: This scheme was formed in August 2015 when we split from another, larger, scheme in order to therefore create two smaller groups to each focus more closely on our area of coverage. We started with three responders, myself in Syston and two others in Hamilton/ Rushey Mead. EMAS were kind enough to loan us two sets of equipment which we are working to replace. We have since gained five more members of our scheme with a further two going through the process of joining. We currently have four active responders, two more going through a period of mentoring with other responders before they will start responding on their own and we also have two volunteers waiting for training, thus now totalling eight volunteers with two more soon to join us. This means that in Syston we now have two responders, one more in mentoring and another in the process of joining us. So far, our fundraising efforts have been slow but we graciously received donations from Syston Town Council, Pukka Pies and Sainsbury's (where one of our current responders is employed). This has enabled us to buy one more intermediate level set of kit through the sourcing of second hand equipment. We have also been able to raise a small amount of money through our charity collection pots at Hobby Horse Farm and the LR Harris and Sons boatyard as well as donation buckets which we take with us to events. We continue to try to raise funds but unfortunately our efforts have been largely unsuccessful (with the exception of those above), probably due to our lack of self-promotion so far, with our responders not aiming to seek out the limelight but to make a difference to the community without seeking praise and publicity. www.systontownnews.co.uk

However, now we are looking to further increase the number of people we can help by increasing the number of equipment sets we have and increasing the number of responders. Our eventual aim is to be able to provide nearly seven day coverage. Events we have attended have included the Syston Carnival 2016, the Charnwood Community Heroes 2016 day in Loughborough as well as Bradgate Park Emergency Services day 2016. At these events we also provided free CPR instruction to members of the public. If we were to purchase our equipment from brand new it would cost us approximately £1200 for a 'basic' level kit and £1500 for an 'intermediate' level kit. Since starting responding two years ago I, personally, have been able to volunteer 765 hours on call and have attended 224 emergency callouts in Syston and surrounding areas. That is the equivalent of an extra days work, every week, for the last two years, for free. I am also able to provide British Heart Foundation approved CPR training to the local area as well as defibrillator awareness training. During 2016 the scheme as a whole volunteered 906 hours and attended 211 emergencies. Due to the nature of what we do it is not possible to put a figure on the number of lives we have saved but we can be sure that there are people alive today that would not have been if we had not been there to provide rapid treatment. I am also responsible for the regular safety and maintenance checks of the two Publically Accessible Defibrillators (PADs) in Syston (South Charnwood Leisure Centre and Tesco Metro) that were placed by EMAS ensuring that they always remain ready and available to be used in an emergency. One of which was actually deployed to an incident during December 2016, though thankfully it was not needed there are also three other PADs in Syston which are checked by their respective owners. Around 5,000 people in Leicestershire are diagnosed with cancer each year and the region currently has hot spots of cancer associated with cultural and socio-economic factors and healthcare inequalities. Since 2003, Hope has raised over £5m and funded over 50 research projects tackling many different forms of cancer. In 2012 the charity established and opened a dedicated clinical trials facility - a partnership between the University of Leicester and Leicester’s Hospitals - at Leicester Royal Infirmary to offer patients access to new medicines and therapies, funding a dedicated Hope Nurse to add to the care and support trials patients receive. Hope has also been instrumental in the city of Leicester becoming a cancer research centre of excellence. This will prioritise leading potential practice changes in early detection, prevention and treatment of cancers while continuing to identify research projects with a clear benefit for patients across the region. In addition to individual and group transport, we offer a range of disability aids for hire, we organise a monthly Community Lunch, a regular programme of excursions to places of local interest. Our staff are always available to listen to problems and to direct those involved to specialist support services in appropriate cases. ’s report on the Full Town Council Meeting held on Tuesday 31st January 2017

There were 17 Councillors and two members of the public present. The reflection was read by Vice Chairman Cllr T. Barkley in the absence of Cllr P. Henry; Chairman. Apologies were received from Cllrs: P. Henry and P. Wright due to illness. Declarations of Interest were made in relation to certain items on the agenda from Cllrs T. Barkley and J. Midgley. Adjournment for matters arising from the public Mrs C. Ringrose, Treasurer Syston and District Volunteer Centre and Syston’s U3A raised her concern re the closure of HSBC. She explained that many charities and churches in Syston bank with HSBC and because they are not allowed card accounts they have to work in Cash payments which means banking several times a week. Should HSBC close this branch, she and others will have to travel on public transport into either Leicester City, Loughborough or Melton Mowbray at a cost to her and other treasurers, not only in money terms but also time. She requested support from the Council in trying to stop the closure. Cllr T. Barkley replied saying that council cannot get directly involved as it is a commercial decision. He went on to say that the Council also bank with HSBC and have arranged a meeting with Hilary Underwood to consider the impact. After further discussion and once the council had been informed of an online petition set up on Change.org by a reader, all councillors were asked to sign it. He said that the council would put forward as strong a case as possible but was unsure if it would change the decision. The Chairman’s Announcements and Communications included a request from Syston Rotary Club to use Central Park for a children’s Easter Egg hunt on Saturday 8th April which they will publicise through and schools. This was fully supported. There were various papers tabled covering two consultations for the Police and Leicester County Council highways. The Joules clothing sale raised over £500 for the Chairman’s charity. Police report - There were no police available due to being on an operation. So Cllrs accepted the report that was circulated. County and Charnwood Borough Councillors (CBC) Reports Cllr S. Hampson talked the cllrs through the County Council’s three year report, highlighting the difficulty faced by the County Council (CC) in maintaining all of its services, but emphasised that they had continued to do so even after a large cutback in government funding. He then highlighted some of the other positive aspects including an increase to 92% of 28

residents saying the the County council is doing a good job. He concluded by asking Cllrs to write with support for the LCC and keep a larger budget. C Cllr D. Houseman, although absent, asked the town manager to read out some of his report, initially wanting to say it was a pleasure to work with the Town Manager, Mrs C. Voyce, and that he has found her most efficient. He went on to inform that there were no planned works for the railway bridge on Melton Rd in the near future and that the earliest proposed start date is 2019, adding that Syston Town Council would be informed prior to any works due in the future. Cllr E. Vardy began his report by referring back to Cllr D. Houseman’s report and said he met with Midland Mainline and Chief executive of CBC and they had been given wrong information and although not his error, he apologised for bringing that wrong information to the last full council meeting. He then spoke about the Housing and Economic Development Needs Assessment (HEDNA) which provided evidence for the number of homes and jobs in Leicestershire up to 2036. It takes into account demographics, migration and employment. It is led by a Joint strategic planning manager, overseen by the Strategic planning group, of which Cllr Vardy is a member. He explained what it meant for Charnwood and how it is included in the Charnwood Strategic plan. He said that the next stage is that CBC will look at the land available within Charnwood and then announce how they will proceed. He said that he would keep the council updated in future and that the information was available via the CBC website. Cllr K. Pacey reported on activities relating to the licensing committee and about small changes to taxi licensing. One consideration was to introduce a knowledge test for all taxi drivers but it would be different to the London one. He also reported on the development of a five page document relating to hypnotists and that they need to stay behind for a period of time after a performance to avoid any lasting affects on participants. He finished by adding that he had joined the patient participation group at the health centre. Cllr T. Barkley reported that CBC had passed its strategy for the next three years and that there would be some reductions in funding. The information he has at present states that savings can be made without affecting services. He said that council tax will increase by £5, which leaves CBC with still one of the lowest council tax figures in the country. He spoke about the half term events planned. Pepper and S. Hampson volunteered. STC Banking arrangements A meeting has been arranged with HSBC to discuss the council’s future banking arrangements. A discussion followed and it was agreed that they should raise the impact on Syston as the second largest town in the Charnwood Borough and the fact that it serves all the villages around the town with it being the only HSBC for 10 miles as mentioned in the adjournment. Also the impact on the shops in the town as people travel in to use the HSBC and use the retailers here, there is a danger of an increased loss of trade and loss of shops. Cllr T. Barkley said that he would emphasise the need to try and keep the branch open as it a fundamental part of the town. Town Manager’s Report Mrs C. Voyce gave her report and updated Cllrs including a reminder for the Chairman’s Civic Reception that will be held on Friday 12th May. She went on to say that all recent work had been completed and events planned in the near future. A Tree panel meeting was urgently needed to due to complications that had arisen. There was to be a meeting the following day with David Wilson Homes about the new cemetery which Cllr K. Pacey would attend in place of the Chairman; Cllr P. Henry and herself. The bid writer had not replied so the contract had been terminated and they were now looking for someone else. The Community Centre Door open pad is now working. Cllrs thanked C. Voyce for getting that sorted. Brooksby Melton are providing training on pruning for ground staff. This is a new requirement and although the staff are proficient, they need to have an up-to-date certificate . The 500 bulbs given by the Rotary club are now all planted and just need to send a photograph when in bloom in the spring.

Swimathon Celebrates its 30th Anniversary! Jump in a pool in Leicestershire for Swimathon 2017 and raise money for Marie Curie. Swimathon, the world’s biggest annual fundraising swim is back for 2017 and swimmers across the UK are being encouraged to jump in one of over 600 participating pools and raise vital funds for Marie Curie, the UK’s leading charity for people living with a terminal illness and their families. The event will take place across the weekend of Friday 7th to Sunday 9th April and is extra special this year as Swimathon will be celebrating its 30th anniversary. Swimathon began in 1986 as a pilot programme for swimmers in London only. Since the launch of the annual event in 1988, nearly 700,000 participants have taken part and raised £46 million which has been distributed to 36 different charities. Swimmers can challenge themselves to the 5k, 2.5k or 1.5k Individual or Team 5k or 1.5k distances and raise funds for Marie Curie. Marie Curie Community Fundraiser, Sophie Wallace, is encouraging people in Leicester to put on their swim suits and head down to their local pool to take in a Swimathon Challenge: “We’re looking for swimmers to help make this the biggest and best Swimathon yet. In 2015, 22,600 swimmers took part and helped raise a brilliant £1.9 million for Marie Curie – a fantastic achievement but one we are hoping to beat this year.” Olympic gold medalist Duncan Goodhew and the sporting soprano Laura Wright are heading up this year’s campaign, and are calling on

people of all ages to set themselves the challenge and take to the water. Duncan Goodhew, pictured left with a local fundraiser, said: “For the last 29 years it has been a real joy to see Swimathon develop and mature into the great event it is today. Nowadays there are thousands of well-organised sports participation events, mostly running and cycling, which raise money for charity but that wasn’t the case in 1988 when we launched the annual event. Swimathon really was ahead of its time giving people a chance to get active and do some good at the same time. I am so proud of both Swimathon’s longevity and its legacy. This year, Swimathon again provides a fantastic opportunity to bring together swimmers of all ages and abilities to raise vital funds for Marie Curie to continue their work caring for and supporting people living with a terminal illness, and their families.” Laura Wright, sporting soprano and official anthem singer for the England Rugby Team, added: “I am delighted to be an ambassador for this year’s Swimathon. Sport and leading a healthy lifestyle is so important to me for both body and mind and Swimathon encourages people young and old to take part to get fit, healthy, and have fun. I want everyone taking part this year to support a friend or family member who is not in the best of health or at peak fitness and encourage them to also take part. Swimming is a sport with a real sense

of community and I am looking forward to being a part and helping to raise funds for Marie Curie. Wanlip Sailing Club Sailing - an anthemic song by Rod Stewart. Well we can't make you a successful singer but we can introduce you to the delights of dinghy sailing. Why would you want to learn to sail you may ask? Well, imagine a lovely summers day spent cruising in a sail boat. Sailing is a sport that is both relaxing yet can be extreme, you take it to what level you want to. Do you need to be an Olympic athlete? Do you need to be young? Well neither is needed although my experience is that sailing does help keep you fit and young at heart. So how do you get started? Special Olympics Competition Local girl, Ellie Hull (12), is competing in the GB Special Olympics in Sheffield August 2017. She was a pupil at Merton primary school and now attends Birchwood Vale school in Melton Mowbray. She will be competing in the equestrian events with seven other teammates. The Special Olympics is for children and adults with intellectual disabilities and is not funded like the Paralympics or Olympics are by sport England and the lottery. January saw a horse racing night organised by Club President Roger Beeton and his wife Pauline.
