APRESENTAÇÃO

Work focused on improving the services provided The year of 2012 was of hard internal work in the Foundation for the Scientific and Technological Development (Fiotec). After defining the major guidelines of the new Executive Board in 2011, focused on value adding, quality, result and transparency, we have been working on several fronts to ensure improved work conditions for collaborators, the progress and modernization of management processes and, hence, the refinement of services provided. One of the highlight initiatives for the management consolidation in the year was the creation and implementation of the Quality Management Program, aligned with the Oswaldo Cruz Foundation (Fiocruz) Program, and with the main objective of preparing Fiotec to achieve the ISO (International Standardization Organization) 9001:2008 certification. As far as politics regards, Fiotec was responsible for the organization of the 30th National Meeting of Support Foundations for Higher Education and Scientific and Technological Research Institutions - Confies (2012). As contribution to the consolidation of Confies (Support Foundations for Higher Education and Scientific and Technological Research Institutions), Fiotec presented proposals for adding value to results, increasing integration between affili-ates and for increasing the pro-activity of the institution’s Board in the dialogue with public agents of the Executive and Legislative powers, aiming at reverting the complex set of regulations reducing the foundations support capacity. In the social area, Fiotec has also had an important role. The partnership with Empreender Institute and Benjamin Constant Institute (IBC) was made for offering social and professional qualification to youngsters with disability as well as for providing more opportunities to enter in the job market. In the end of the year, the institution was granted the Citizen Company Certificate by the Regional Accounting Council (CRC-RJ), with the support of the Industries Federation of the State of Rio de Janeiro (Firjan) and of the Trade Federation of the State of Rio de Janeiro (Fecomercio), based on the analysis of its Balance Sheet and its accounting statements. Much dedication was also paid for achieving its major objective: the support to Fiocruz’s projects is well represented on the pages of this report. There were 159 new projects throughout the year, whose relevant information is included in chapter 3, added to those already ongoing. In the end of 2012, a total of 439 projects of Fiocruz counted on Fiotec’s support. The commitment to transparency is also reported. Overall, 90 account renderings were presented and three audits were performed. Fiotec’s mission is noble. Every year, its capacities are strengthened for the result of its work in supporting Fiocruz projects to be successful in favor of the society. That is what is evi-denced and is found on the pages of this report.

1.1 – Introduction The Foundation for Health Scientific and Technological Development (Fiotec) was founded in 1998 named Technological Education, Research, Development and Cooperation to the National Public Health School (Fensptec), originally for supporting projects of the Sergio Arouca National Public Health School (Ensp), of Oswaldo Cruz Foundation (Fiocruz). Under resolution of the Extraordinary Plenary Meeting of the III Internal Congress in 2000, the existence of a single support foundation for the institution’s set was determined. This way, Fiotec received its current name and started supporting projects of all unities of Fiocruz. Acting for more than 10 years, Fiotec is duly registered and accredited by the Ministry of Education (MEC) and the Ministry of Science, Technology and Innovation (MCTI) for acting as support foundation. Moreover, it was granted the Declaratory title of Public Utility by the Government of the State of Rio de Janeiro and the qualification in the health area as Social Organization (OS), by the Local Government of Rio de Janeiro. According to the National Council of Scientific and Technological Development (CNPq), the institution is able to import goods for the scientific and technological research, in accordance with Act 8,010/90. It has also been given the certificate of Citizen Company by the Regional Accounting Council (CRC-RJ), in partnership with the Industries Federation of the State of Rio de Janeiro (Firjan) and the Trade Federation of the State of Rio de Janeiro (Fecomércio). Fiotec has the DUNS Number - Data Universal Numbering System. The number is internation-ally acknowledged as common identifier of companies with EDI (Electronic Data Interchange) and in the foreign trade transactions. Only with this number is possible attaining the registra-tion with the Central Contractor Registration (CCR) which has migrated on July 30, 2012 to a new system: SAM (System for Award Management), that governs all the contracts made with federal agencies of the United States of America (USA). The DUNS Number certificate is granted by the D&B group, which is considered one of the greatest companies in credit risk analysis and financial evaluations. Mission Our mission is to provide services of logistic, administrative support and financial management for the projects developed by Fiocruz, in the science, technology and innovation areas, in several categories: education and research, health goods and inputs production, health reference services, health information, institutional development and promotion of technical and scientific events; and, as Social Organization (SO), in projects comprising basic service and promotion to health, hospital education and management, in Fiocruz partnerships with Government agencies. Vision To increase, every day, the quality of our activities, processes and skills and excel as support foundation, in order to make feasible the health technology innovation and the qualification of the human resources involved, helping improve the society’s quality of life. Values Integrity, Transparency, Efficiency and Ethics.

1.2 - Activity The first Agreement between Fiocruz and Fensptec was signed on September 4, 1998, which regulated the relationship between the entities. The second Agreement with the foundation, already with its new name – Fiotec – was signed in 2005 (no. 05/2005). The third Agreement (no. 18/2008), effective nowadays, provides the activities, projects and programs develop-ment to be in accordance with Fiotec’s institutional mission and to be previously approved by Fiocruz Over the last decade, Fiotec has developed the skills required to offer: • Transparency and credibility: projects accurate and updated data to partners; moreover, the institution is audited every year by the Public Prosecutors’ Office. • Customized project management: working with the current issues in several areas, including public health services, research and development on health and neglected diseases, the promotion of the universal access to health, adapting to the needs of each partnership. • Professional team specialized in project management: offering a reliable and proper struc-ture for our partners to act in their projects. • Administrative and financial autonomy: essential agility for the project management and financial execution.

Fiotec’s contribution for the execution of projects developed by Fiocruz comprises all efforts in the following areas: education and research; health goods and inputs production; health reference services; health information; institutional development; and promotion of technical and scientific events.

1.3 - Administrative structure Board of Curators Body for higher deliberation and instruction of Fiotec. Its members are nominated by Fiocruz’s President and are to be attested by its Deliberative Board. This body is to approve and nominate the members of the Executive Board. Audit Committee Fiotec’s economic and financial management inspection body. Every year, the Board of Cura-tor is submitted the annual report, the balance sheet and the other financial statements, duly audited. In 2012, it started evaluating the balance sheet every quarter. It is also nominated by the Presidency and attested by Fiocruz’s Deliberative Council. Executive Board The members of the Executive Board are nominated by the Board of Curators and approved by Fiocruz’s Deliberative Board. It is responsible for guiding and monitoring Fiotec’s administrative and financial activities, the institution’s strategic development by implementing new political and administrative efforts as well as for intermediating the relationship between Fiotec and Fiocruz. General Management The general manager, nominated by the Executive Board, is responsible for the performance of Fiotec’s administrative and financial activities and of other activities assigned by the Execu-tive Board.

1.4 - Operational structure Fiotec reinforces every year its professional team for achieving the mission of supporting Fi-ocruz’s projects. In 2012, the staff totalized 285 people, distributed among the headquarters and two offices: one in the Sergio Arouca National Public Health School (Ensp) and other in the Immunobiological Technology Institute (Bio-Manguinhos) – both in the Manguinhos campus of Fiocruz. In May, the Fundo Global office, existing since 2007, was closed due to the project conclusion, and, in the end of the year, an office was opened in Brasília-DF. Addition-ally, Fiotec relied on 5,103 professionals acting directly on Fiocruz’s projects. The organizational structure is divided into six managements and two advisories: Legal Advisory Area responsible for legal instructions, opinions, and construction of legislation, contract analysis, civil and labor questions. Technical Advisory Area having as general duties supporting the Executive Board’s demands, Fiotec’s Communi-cation (internal and external); planning and monitoring of the institution’s budget; and the revalidation of titles and certifications required for Fiotec’s operation. Projects Management Responsible for projects management in all phases and for the communication among the project coordination, the other areas of Fiotec and the financial agents. Special Projects Management The efforts of this organizational unit are developed based on the cooperation and alliances between public and private, national and international institutions, aimed at developing knowledge, practices, processes and innovative products. Human Resources Management Responsible for the organization, planning and performance of all works and activities relat-ed to the people strategic management, labor routines and worker’s health, in the scope of both the Fiotec’s headquarters and the project professionals.


9 Logistic Management Responsible for managing the activities developed in the following sectors: Purchases; Purchase Monitoring; Registration, Contracts and Tender Analyses; General Services; and Records. Controllership Management As it is the department holding all the financial and accounting information of the organization, the Controllership has to identify, plan, organize, control and manage all risks and costs. Information Technology Management In addition to the most common duties to the technology, telecommunications and asset administration areas, the area is responsible for mapping and controlling the processes and documents (Quality Management).

11 Fiotec managers set 57 internal action plans, contemplating improvements in all sectors. They comprise solutions related to the institution’s human resources, work tools, and infrastructure issues. In 2012, there was a 35% progress in the execution of those plans, while the ex-pectation for the period was of 25%. Many of the highlights detailed on the next pages are results of that work, part of the strate-gic planning set by the current Executive Board in July 2011, when the members took up the office. Besides consolidating the teams’ interaction – as different sectors of Fiotec are in-volved –, the execution of those plans stresses the institution’s commitment to the excellence in services provision.

2.1 – Project Management

2.1.1 – Project Transaction

A equipe de Iniciação de Projetos foi fortalecida ao longo deste ano. Ao todo, 217 projetos foram negociados por este setor, dos quais 64 entraram em execução. Outros 76 projetos, cuja negociação foi iniciada ao longo de anos anteriores, começaram a ser executados neste ano, totalizando 140 novos projetos.

2.1.2 – Accounts Rendering

Outra equipe fortalecida ao longo do ano foi do setor de Prestação de Contas, o que rendeu bons resultados: foram 90 prestações realizadas ao longo de 2012, sendo 63 com órgãos externos e 27 com a Fiocruz.

2.1.3 – Project Conciliation

Projects Management implemented an effort expanding the transparency and reliability of the balances of its projects presented in the portal, accessible by the coordinator through the institutional website. It is the projects conciliation, a methodology created internally for detailed check of expenses made by all projects, in order to ensure the reports issued not to in-clude inconsistencies.

2.2 – Special Projects Management Consolidation

In addition to the 19 new strategic projects started in 2012, other projects with the same characteristics and that were already in execution in Fiotec were transferred to this organiza-tional unit. This way, the team started managing 63 projects, 48 of which being executed by the International Projects Coordination. The Projects Initiation sector was also implemented in the area.

2.3 – Office assembly in Brasilia

In the end of the year, an office of Fiotec was implemented in Brasilia due to the need for a more adequate support to the projects of the Brasilia Regional Board (Direb) and to the growing number of large sized projects developed by Fiocruz in partnership with the Ministry of Health.

2.4 – International funding prospection

The International Projects Coordination, in partnership with the Communication, implement-ed a room in the Fiotec’s website to disclose the international funding opportunities, focused on projects in the health area. The purpose is offering the project coordinators the service of search for opportunities, expanding Fiotec’s activity and, thus, seeking new partners for Fiocruz.

2.5 – Reformulation of the scholarship grant process

The item on scholarship grant specified in the Fiotec’s Execution Manual was reformulated with new rules, in the scope of the Institutional Program for Support to the Science and Technology Activities and Innovation. The purpose is ensuring increased technical and legal security to the projects, students, coordinators and to the institution itself, according to the standards provided by decree no. 7423/10.

2.6 – Social inclusion project

Empreender Institute, Benjamin Constant Institute (IBC) and Fiotec made a partnership, under the guidelines of the Ministry of Labor, for a social and professional qualification and training on English for conversation aimed at youngsters in need and disabled people. Fiotec funds and monitors the project, offering assistance whenever required.

2.7 – Internal benefits

Fiotec started implementing some important benefits over the year: start of operation of the institution’s own collective transportation, for the wellbeing of collaborators; contracting of a consultancy company for reformulation of the Job and Salaries Plan, so as to offer the employees a career perspective and fit the functions performed in the institution to the job market reality; and the Professional Qualification Program, aiming at developing the professionals’ skills. The Corporate Communication and Writing course was also held, for improving the knowledge of collaborators on the Portuguese language.

2.8 – Citizen Company certificate Fiotec has been given the certificate of Citizen Company by the Regional Accounting Council (CRC-RJ), in partnership with the Industries Federation of the State of Rio de Janeiro (Firjan) and the Trade Federation of the State of Rio de Janeiro (Fecomércio). This certification proves that the information included in the trial balance sheet is under the requirements granting the institutions awarded the condition of social and environmental company.

2.9 – Electronic Auction Implementation

Fiotec’s purchasers participated in training at Banco do Brasil. This way, the financial institution’s website started being used for holding 100% tenders and 80% of price takings.

2.10 – Implementation of panel with Logistic performance indicators

This effort was the first step to set which indicators are required for the Purchase sector. The purpose is improving the performance of the activities performed and, hence, the services provision.

2.11 – Revision in the ticket request process

This is the first reorganization phase for the Tickets and Events sector, for reducing the stages existing in the flow between requesting and issuing tickets. The second phase includes the implementation of the self booking system.

2.12 – Participation in the OAB-RJ subcommittee

Fiotec started integrating the Inspection Subcommittee for the Senate Bill no. 619 of 2011, instituting the National Code for Science, Technology and Innovation, to govern all issues related to science, technology and innovation. The study, including the topics that should be included in the Bill, is organized by the Brazilian Bar Association (OAB) of Rio de Janeiro.

2.13 – National meeting of support foundations

An annual event held by the National Council of Support Foundations for Higher Education and Scientific and Technological Research Institutions (Confies), the 30th National Meeting of Support Foundations for Higher Education and Scientific and Technological Research Institutions (Confies 2012) was organized by Fiotec. Over the four days of the event (from November 26 to 29), the participants took part in nine workshops and five panels addressing relevant matters for the support foundations routine. The new presidency of the agency was chosen, as well as the venue for the 2013 meeting: Recife-PE. The proposal of a more effective activity of the Council before government and control agencies for simplifying the normative milestone and, hence, strengthening the foundations’ role and the results of the institutions supported was an important aspect of the event.

2.14 – Visits to the institutional website

Within one year, almost 230,000 visits were registered, which is a rather high number for an institutional and informative website. Furthermore, there were 85,000 single visits (i.e., of different users). A monthly external bulletin was also launched, including all the news published in the website for that period. It is sent to the project coordinators and heads of units of Fiocruz, in addition to some suppliers and other partners nominated by the managers.

2.15 – 14th anniversary and launch of the English website The foundation’s 14th anniversary was celebrated with the launch of the English version for the institutional website, whose purpose is to provide more transparency to the institution’s activity and allowing more interaction with international partners.

2.16 – Implementation of selective paper collection

The selective paper collection was implemented in Fiotec by the Dirac/Fiocruz Environmental Management, in order to contribute to the natural resources preservation. The cleaning employees were trained for dealing with the correct destination of the recyclable paper applicable cans content. In turn, the collaborators, participated in an on-site forum, when the problems caused by the wrong destination of garbage, the project goals and some ways of recycling at home were shown.

2.17 – Inclusion of Access to Information link in the website

A link was placed in the institutional website disclosing several data of the institution. This is in compliance with the Access to Information Act, providing that all agencies, public entities and non-profit private entities receiving public funds for performing public merit actions should make general or collective information available.

2.18 – Solidary Fiotec

Throughout 2012, three campaigns for blood donation and two for donating toys, clothes and other items were performed: • 2012 Christmas Campaign: 62 toys and 57 clothing items were collected. Besides, two kits with Christmas food products were donated. The items collected were donated to Educandário Romão Mattos Duarte, in Rio de Janeiro. • Children’s Day Campaign: 666 items collected, including 323 toys, 239 entertainment magazines and 104 books. The donations were given to the day care Sagrado Coração de Maria, in Rio de Janeiro. • Brazilian Blood Donator’s Day: twelve collaborators contributed to the campaign and went to Hemorio for donating blood. The transport was offered by Fiotec. The collaborators grouped themselves and repeated the effort other two times over the year.

2.19 – Fiotec 2.0 Event

Aimed at Fiotec collaborators and guests from Fiocruz, the event’s purpose was showing the challenges and advantages of an organization proposed to make its processes digital. The activity is included in the institution’s commitment to make its document digital, and showed the legal grounds for that change.

2.20 – Implementation of the Electronic Document Management (GED) system GED was developed in 2011, but it has started operating only in 2012. The system operation, making all the institution’s documents digitally available, resulted in agility and efficiency in the documents handling and search. It has also contributed indirectly to the improvement of some processes. Another important result was the dramatic reduction in the quantity of prints (about 60%), resulting in saving of paper, ink, equipment maintenance, and, hence, preservation of natural resources. The savings were in average of R$ 32,000 per month. For one year, the savings are of approximately R$ 384,000.

2.21 – Other investments in technology

Creation of the protocol system: the storage of all documents entry, exit, transfer and location records and the responsible persons started to be made online, providing more agility to the identification and, thus, more security.nça. Creation of the electronic invoice system: all invoices issued by Fiotec started being sent automatically to the Local Government of Rio de Janeiro or the State of Rio de Janeiro Treasury Department for the generation of NF-e (Electronic Invoice), which increased the process efficiency and safety. Creation of a purchase system: it is fully constructed and its next stage is homologation. The system is to automatize the entire purchase process, from purchase order forms filling to quotation, including the budget approval. Web scholarship system: under construction, this system is to speed up the grant, renewal and cancellation procedure for scholarships given by Fiotec. Moreover, it will apply parameterizable security criteria to reduce the risks regarding grants undue, beyond the limits and terms set.


15 Telephony restructuring: the phone center was reprogrammed. All DDD, IDD and mobile calls are now directed through Voice over Internet Protocol (VoIP), which reduced the amount of bills significantly. Over six weeks, a saving of R$ 7,330.40 was found. For one year, the estimate is of approximately R$ 63,500 in savings. Storage of e-mails in Microsoft’s cloud: Fiotec users’ e-mails are now stored in Microsoft’s cloud, instead of being in the local server. The option for changing was due to the benefits offered by the system, namely: greater storage capacity; mailboxes of up to 25Gb; increased security, ensured by Microsoft; and larger service availability, since Microsoft ensures 99.9% of operation.

2.22 – “Olá, muito prazer!” Portal The project, presented during Confies 2012, started being implemented. It aims at promoting and fostering the exchange of experiences between support foundations through a collaborative portal, to be used for discussing and sharing the problems of those institutions and finding possible solutions.

2.23 – Quality Management System (SGQ)

So as to achieve the ISO:9001 (International Organization for Standardization) certification, a committee was created for coordinating the implementation of the Quality Management System (SGQ) in Fiotec. It was the trigger for showing the technical skills in the different activities performed and adding value to the services offered by the institution. This way, the Processes and Documents Management (GPD) team, which was already working on the improvement of the institution’s processes, started integrating a new sector: Quality Management, which will fit Fiotec to the standards required for achieving the certification. For such, Fiotec relied on Fiocruz’s support, regarding the implementation, consultancy, training and distribution of materials with relevant information. In 2012, besides the team qualification plan, the analysis, standardization and updating process was started for the forms applied in the institution. Added to that, there was the construction and methodological alignment of process and documents.

2.24 – Support to event of Cancer Foundation

Fiotec supported the 4th “Com você, pela vida” Run and Walk, organized by the Cancer Foundation for encouraging the bone marrow donation. A group of collaborators participated in the event representing the institution.

One of them is the development of the meningitis B vaccine, the first resulting from a 100% national initiative to be produced by Bio-Manguinhos. The study is between II and III phases, consisting in the choice of the best concentration of the vaccine, for later attainment of product registration. Other activity is the development of the meningitis C vaccine. Its formulation is undergoing improvements. Later on, the clinical test will be started in public health units of Rio de JaneiroRJ and of BelĂŠm-PA. There is also the clinical study for assessing the immunogenicity and reactogenicity of the MMR vaccine (measles, mumps and rubella), which is totally made in Bio-Manguinhos, and the consistency in the production lots. Other effort is the validation of the quick test kit for detecting syphilis. Five thousand samples will be tested in five health centers of Rio de Janeiro. The study for testing the accuracy and reproducibility of the multitest kit based on the liquid micro arrangements platform, on the serologic screening of infections by HIV-I and HVI-II, HTLV-I and HTLV-II, HBV, HCV, Treponema pallidum and Trypanosoma cruzi in blood donators is also programmed. Finally, the project aims at assessing the safety of the Alfaepoetina (EPO) made by Bio-Manguinhos since 2006. This is the drug most used for treating anemia in patients with chronic kidney disease. The project intention is that the policy ensures health to all in the prison system, considering even the visitors, employees and all those exposed to the risks existing in penitentiaries, jails, police districts, police departments and others. The proposal will serve as instrument for the federal management to launch the policy. The elements helping the government to take measures will be collected. This is about ensuring the mothers in prison and their children the access to prevention and quality assistance similar to that offered to the general population, in addition to enabling, despite the difficulties inherent to the life in prison, favorable conditions for setting affective and social bonds for the psychomotor and social development of the child. This way, the approaches will be pluridisciplinary, with the following four complementing subprojects: health and assistance conditions offered in the pregnancy, labor, birth, puerperium and until the six months after the labor for women in prison and their children living in prisons in Brazil and assessment of the children’s psychomotor development. It will be performed through a survey in all prison units over the metropolitan regions of the state capitals having pregnant women, mothers and their children; list of prisoners and their children, with their families and members of the prison community (guards, other prisoners, penitentiary administration, health professionals, psychologists etc.) constituting the social environment of the prisoners in a confined context, highly hierarchized and frequently violent; modalities and legal grounds of the decisions on the future of the children and their mothers after they leave the prison; and adaptation of the prison environment for having the mothers and their children. The PNAISH institution came after several discussions, involving different social actors, institutions and civil entities. The product of those discussions was submitted to public reference for enabling greater participation of the society in general. The implementation of that policy, among other aspects, involves the changes of paradigms for the promotion, together with male segments, of the care with their health and with the health of their families. This demands several efforts ranging from organizing health services, including training professionals, until the educational efforts with the male segments. Those efforts, in turn, to be successful, need support mechanisms. From this perspective, the development of this broad project of national character is justified for strengthening and disseminating the PNAISH precepts. Thus, REDEBLH takes a strategic role, due to the results of services and products, with the confluence of coordinated efforts giving priority to qualification and participative management, ensuring, this way, the offer of a product meeting the quality requirements in the mother-child health area. This conjecture indicates the possibility of viewing the REDEBLH future, through a double movement that can be characterized as expansion and consolidation. Regarding expansion, the need for capillarizing the activities to promote the mother breastfeeding and for implementing new Human Milk Banks (BLH) was found. Regarding consolidation, the priorities are the setting of the institutional milestone, with structuring and regulatory efforts to the modernization of the technological park of the units under operation, to the permanent education of their human resources, and to the certification of all BLH for the qualification in the Ibero-American Human Milk Bank Program. This life stage, designed as first childhood, considers the importance of the primitive emotional development as basis of the healthy growth potential of the little Brazilian citizen. The initiative named “Contributions of the Strategy Healthy Little Brazilians (EBBS) for the formulation and implementation of the full policy for children’s health”, in the scope of the Unified Health System (SUS), has its activities aimed at the process of formation and intervention of their main actors and for the beginning of a longitudinal assessment of the formulation and implementation of the Full Policy for Children’s Health. The survey found the several kinds of violence suffered, measuring that 42% of children and adolescents have their basic rights violated. In Brazil, it is transmitted by the bite of females of small insects infected by the protozoan Leishmania infatum chagasi, being the main vector species the Lutzomyia longipalpis. The female insect infection occurs at the moment when it feeds itself from the blood of infected host vertebrate animals. The success of such feeding is given to the strong attraction resulting from the combination of the animal smell and the sexual pheromone made by flebotomineous males, which are attracted by them. In other researches performed, it was possible to synthesize and make large quantities of the pheromone in laboratory. When it is placed together with the host, for example, in an animal’s shelter, the substance plays the male action for attracting the females to blood feeding, powered by the smell emitted by the animals attracting the insects. Thus, the utilization of residual action insecticides is studied for making them more efficient to fight those insects, as there would be more female attraction to the place where the pheromone would be exposed, serving both to attract and kill great quantities of insects of both genders. In this study, the intention is to test, in field, the “attract and kill” strategy, aiming at reducing the dog infection and the density of the Lutzomyia longipalpis population, reducing also the LV in human beings. This institutionalized knowledge acts for promoting the continuous improvement of the technical cooperation to be provided to the state and municipal health departments and to the health funds, through measures enabling the quality and agility in the SUS funds transfer, as well as ensuring innovation and sustainability in the implementation of the management processes of the Ministry of Health relevant to the consolidation of SUS, as provided by the Complementary Act no. 141/2011. In this sense, the project aims at qualifying the execution, monitoring, follow up and assessment processes of the investments in physical and equipment infrastructure, as well as the analysis of account rendering and the reformulation of investment projects. It aims also at improving the management and control of fund investment upon the setting of mechanisms enabling the demonstration of the further application of the minimum percentage which was not invested in measures and public health services in the previous year. The project includes also the integration, upon automatic processing, of the SIOPS information to the electronic centralized system for controlling the transfers of the Federal Government to the other entities of the Federation. In its 6th edition (2011-2012), the national project is still willing to know and acknowledge relevant initiatives/works performed by school teachers and students over the Brazilian territory, from the 6th to the 9th grades of the elementary school and the high school, on health and environment.
