Can Team India bounce back after a listless performance in the first innings of the WTC final?

REALITY CHECK

Barely a fortnight back Indian fans were celebrating the grand success of our beloved IPL and the sound health of Indian cricket with superb performances by Indian stars. But now, it’s a reality check once again as India wilts against Australia in the WTC Final

Barely a fortnight back Indian fans were celebrating the grand success of our beloved IPL and the sound health of Indian cricket with superb performances by Indian stars. But now, it’s a reality check once again as India wilts against Australia in the World Test Championship (WTC) Final. At the time of writing this, India managed just 296 in their first innings, conceding a 173-run lead, and well on the way to a possible defeat - if that happens, it will be their second consecutive loss in a WTC final. Team India had lost to New Zealand in the 2021 final and barring a miracle in the second innings of the ongoing game, it will now be a full decade since India won an ICC title!

The Indian team management could have ensured a little more preparation time for their marquee players as it was important to enter the final on an equal footing with Australia. But as the wise say, miracles happen to those who prepare the best and sadly Indian players present a contrasting picture from the fresh and hungry Australian cricket team!

dul Thakur who scored a gritty 51. Ashwin’s presence as a batsman would have cushioned India’s batting order as well. In fact, Rahane’s century partnership with Thakur was instrumental in saving India from a follow-on, giving them a sliver of a chance to save the match.

Rohit Sharma and the brains trust of the team made it far tougher for themselves by dropping Ashwin, the off-spinner who is the No.1 bowler in the ICC Test rankings

TWEETS

Playing the WTC final right after the IPL was always going to be a huge challenge for Team India. But Rohit Sharma and the brains trust of the team made it far tougher for themselves by dropping Ashwin, the off-spinner who is the No.1 bowler in the ICC Test rankings. His omission has been slammed by most experts from Gavaskar and Ganguly to Ponting and Hayden. They point out that India just picked a team for the first innings of the match. The pitch at Oval, England is a little up and down and has turned even on day two for Aussie offie, Nathan Lyon. As such, India should have played to their strength by picking both Ravindra Jadeja and Ravi Ashwin in the playing 11.

Throughout the test championship, Ashwin has been phenomenal and picked up 61 wickets, making him the thirdhighest wicket-taker in the WTC 2021-23 cycle - just behind Lyon (83) and Kagiso Rabada from South Africa (67). Also, Ashwin has a terrific record against left-handers - of his 474 Test wickets, over 230 are left-handers. With five lefties in Australia’s line-up, Ashwin ought to have been a sure-shot starter.

An interesting fact that many pointed out on social media is that while India has gone in with 4 seamers and Jadeja - the bowling attack put together has less wickets than what Ashwin alone has got! What bewilders the fans more is that Ashwin had tormented Australia earlier in the year during the BorderGavaskar trophy as he picked up 25 wickets and shared the

Player of The Series award with Ravindra Jadeja.

Indian legend and ex- Captain, Sunil Gavaskar has pointed out that 2 of the 4 seamers –Umesh Yadav and Shardul Thakur were undercooked coming into the contest due to their limited bowling time in the recently-concluded IPL. As such, one of them should have been kept out to bring in Ashwin. Moreover, Ashwin’s handy batting is also being badly missed. With Team India suffering a major collapse of the top order, Ashwin’s plucky and spirited batting would have been most useful.

India’s lower middle order has been to the rescue many times in this Championship cycle. Even in this test, after a flop show by the top 4 batsmen, Rahane stood tall with a fabulous 89 and was ably supported by Jadeja who made 48 and Shar-

The poor first innings show by India also raised questions on their preparations owing to the IPL finishing less than 10 days before the WTC final. Former Aussie cricketer, Brad Hogg talked about how the Australians were much better prepared for the final. In contrast, many Indian players, especially bowlers, looked listless on the first day as Steve Smith and Travis Head made a feast scoring runs and eventually hitting hundreds each. Hogg also questioned the scheduling of the final straight after the IPL, stating that it would have been better to play the match immediately following the India vs. Australia Test series in March.

The Indian team management could have ensured a little more preparation time for their marquee players as it was important to enter the final on an equal footing with Australia. Given the glorious uncertainties of cricket, the WTC final may still turn on its head and provide Indian fans a relief. But as the wise say, miracles happen to those who prepare the best and sadly Indian players present a contrasting picture from the fresh and hungry Australian cricket team!

‘Municipal Bonds, a good way to strengthen municipal bodies’

IFirst India Bureau Jaipur AS Of Rajasthan origin and Gujarat cadre, Shalini Agrawal’ s Book “All About Municipal Bonds’ getting huge response as American Treasury Department and World Bank will promote it as a ‘toolkit.’

Even NITI Aayog sent this book to all State governments and UT’s and had written that municipal bond is a good way to strengthen the municipal bodies. In an exclusive interview with our Senior Special Reporter Dr Rituraj Sharma, Shalini

speaks about the idea behind the book...

z First of all, congratulations Madam. What is the municipal bonds and how this idea comes to your mind ?

Actually PM Modi asked the all Municipal corporations to issue municipal bond for their economic sustainability. So, Baroda Municipality takes initiative to issue Rs 100 crore bond which get 1,007 crore subscription and it was one of the highest over subscribed bond and has lowest coupon rate 7.15%( rate in which corporations taken money from market). This was

mainly due to Baroda’s credit rating of AA plus. Due to this, Baroda able to complete the water supply project, which was inaugurated by PM Modi. In this project, US Treasury Dept was technical advisor and it suggested for documentation and

PM has also appreciated this project and then NITI Aayog had written a letter to state government and UT’S that municipal bonds is good way to strengthen the municipal bodies

then I went for it. Then my book was launched in US Embassy in Delhi in November 2022. US Treasury Department declared it as a ‘toolkit.’

z How NITI Aayog recognized this work ? I sent this book to NITI

Aayog and after its launching, I was invited in various national conferences as speaker. PM also given appreciation to this project and then NITI Aayog had written a letter to State government and UT’S that municipal bonds is good way to strengthen the municipal bodies.

z How could Municipal Corporation improve its working style to implement the municipal bonds ? When we are closing the bond, we have to follow the strict guidelines of SEBI. When we issue the bond, we borrowing the money from market. So, Municipal Corporation

should ensure that credit worthiness of the bond should be highly reasonable. Because Baroda model is successful because of its AA plus rating which is one of the highest ratings. When corporation issues bond, it automatically improves the governance, administrative process and transparency of corporations.

z Do you think the idea will impacted the growing economy like India ? According to increasing urbanisation, municipal corporations has to maintain sufficient funds. So corporations may take one option of municipal bond

other than Central,State govt and taxes & user charge. Bond also Important for small cities also because it involves credit rating & administrative and governance process. After issuing bond, Baroda’s all citizen- centric service is online and it improves E- governance.

z How it could impacted the World economy, especially after COVID ?

Population increasing and in this situation municipal bond is innovative way of financing. It also ensures the reforms of financial process and in today’s world reform and innovation is must.

Donald Trump has been indicted on seven counts in the special counsel’s classified documents probe, a stunning development that marks the first time a former president has faced federal charges.

BEFORE-AND-AFTER SATELLITE IMAGES SHOW PROFOUND TOLL OF DAM COLLAPSE

Before-and-after images of the area downstream from a dam that collapsed Tuesday vividly show the extent of the devastation of a large, flooded swathe of southern Ukraine. Before the Kakhovka dam on the Dnieper River broke, farm fields appear green and crossed by peaceful streets and farm roads and dotted with trees.

Saldo accused Ukrainian forces of shelling the region, which “complicates the work of rescuers.”

Russia and Ukraine have been blaming each other for the destruction of the Russian-held dam on the Dnipro river.

He is facing a charge under the Espionage Act, his attorney Jim Trusty said on Thursday (local time), as well as charges of obstruction of justice, destruction or falsification of records, conspiracy and false statements.

Investigation is on in Trump’s handling of classified documents that were brought to his Mara-Lago Florida resort after he left the White House in 2021, as well as possible obstruction of the investigation and govt efforts to retrieve the material.

Trump wrote on Truth Social that he had been informed by the Justice Department he was indicted and that he was “summoned to appear at the Federal Courthouse in Miami on Tuesday, at 3 PM.”

Agencies London WikiLeaks’ founder Julian Assange has lost his latest attempt to fight extradition from Britain to the United States where he is wanted on criminal charges, though he will renew his appeal next week.

Assange, 51, is wanted by US authorities on 18 charges relating to WikiLeaks’ release of vast troves of confiden-

tial US military records and diplomatic cables.

Britain has given the go-ahead for his extradition and a judge at London’s High Court ruled this week that Assange had no legal grounds to challenge the decision, according to a court order published on Friday.

However, his wife Stella Assange said there will be a hearing next week at which Assange will again appeal against the decision to extradite him.

It was the worst case of wildfire smoke blanketing the US Northeast in more than 20 years, according to private forecasting service AccuWeather.

Under this scheme, free food packets will be distributed to 1.06 crore families covered under the National Food Security Act. Supplying food packets to beneficiaries at cost of Rs 370 per packet could result in a monthly expenditure of about Rs 392 crore i.e. Rs 4,700 crore per annum.

In the beginning, the CM had made Food and Civil Supply department, under minister Pratap Singh Khachariyawas, the nodal department for this scheme. But later, the finance department made changes and handed the responsibility to Cooperative department. Reportedly, minister Khachari-

G

yawas is not too happy with this change and he has asserted a ‘constitutional objection’ to it. He claims that when in the state budget in the assembly, this scheme has been passed under the Food department, then how can the Finance department, without the approval of the assembly, bring about such changes at its own level? This controversy has not been solved yet.

On the other hand, the Cooperative Department has handed the purchase responsibility of food packets to its own institution - CONFED. Registrar, CooperativesMeghraj Singh Ratnu - is its Chairman. Meanwhile, another controversy is going on between CONFED and Finance Department. The tender document for food packets that CONFED prepared, having spent days in its preparation, was returned by the Finance Department with a two page long objection

The Tender document for food packets that CONFED prepared, was returned by the Finance Department with a two page long objection note

note. Now an entirely new tender document has been prepared and this has caused the delay of two months.

Third controversy is between Cooperative Minister Udaya Lal Anjana and Principal Secretary Cooperatives Sreya Guha. According to the process, what ever action CONFED takes and decides, it will be okayed by Sreya Guha, as the Principal Secretary of Cooperative department (parent department).

The problem is that CONFED Chairman and Registrar Cooperatives is the same personMeghraj Ratnu. This means that as Chairman, the file that Meghraj Ratnu prepares, that will be examined at the level of government by Ratnu himself in his capacity at Registrar and it will be him who approves of it.

This is not right according to the administrative point of view since there

is conflict of interest. Word is that CONFED is working under the guidance of the minister in the matter related to food packets. The FA and GM there are also being guided by the ‘higher ups’.

Perhaps Sreya Guha felt that this 4700 crore rupees worth scheme’s transparency and unbiasness could be brought under suspicion due to conflict of interest and therefore, through a signed order, Sreya Guha directed FA Vachaspati Tripathi of RAJFED, whose Guha is Chairman, to assist the Registrar and examine the files.

Minister Udaylal Anjana has not sought answer from Sreya Guha asking her how did she issue the order without the minister’s approval?

How can the FA of RAJFED interfere in the department’s work? Word is that the minister is reportedly unsatisfied with Sreya Guha’s explanation and he has taken the matter to CM.

But amid all these controversies, the food packet scheme is facing the brunt and now the model code of conduct is also round the corner.

All the leaders in Rajasthan are united, the talk of forming a party is nothing more than a rumour. There is no point in replying to rumours. There is no such atmosphere in Rajasthan,” he said.

On the question of contact with Pilot after reconciliation meet held at the Congress President’s house, Venugopal said that talks are on continuously. Both the leaders are united, he claimed.

Viklang Sahayata Samiti (BMVSS), has extended its services to assist individuals who became amputees in a recent rail accident in Odisha. DR Mehta, the founder and chairman of BMVSS, wrote a letter to Railway Minister Ashwini Vaishnav, expressing the organization’s willingness to provide artificial limbs free of charge to those in need.
