l The court can’t be told how to make a decision and that it wants to hear the petitioners’ side.
l We have engaged extensively with the Parliamentary Committees. Don’t underestimate the impact that your arguments are having on us.
l We want to find a middle ground, adding, there is no absolution concept of biological man and woman. It is not just what your genitals are. It is far more complex.
l So even when Special Marriage Act says man and woman, the very notion of a man and a
woman is not an absolute based on genitals.
l You say that the LGBTQ community has the right to marry & that society cannot say we will deprive you of benefit that conventional social relationships get.
l It’s not enough to leave them alone, but it is essential to give them relevant social institutions. It may not be necessary for the court to then get into personal laws at all.
l In 5 years, since Navtej Johar judgment, things have changed greatly. There is an acceptance which is evolving. We are very conscious of that.

ATTEMPTS OPPN UNITY MATRIX
WHY DID TMC, NCP LOSE NATIONAL PARTY STATUS?
The TMC was formed on January 1, 1998, after West Bengal Chief Minister Mamata Banerjee left the Congress to form her political party. After two unsuccessful bids in 2001 and 2006, the party came to power by defeating the Left Front in 2011, riding the crest of massive public outrage against the communists. The party received the national party tag in 2016, but its dismal show in Goa and some northeastern states has led to withdrawal of the status. The NCP was formed by Sharad Pawar, another former Congress leader, in 1999 and became a national party in 2000 following its success in various elections. The NCP lost its state party status in Goa, Manipur and Meghalaya, as per the EC order. To earn a national party status, a political outfit or a party needs to be recognised as a state party in four states and have at least two members in the respective legislative assemblies, according to the Election Symbols (Reservation and Allotment) order, 1968. And in order to become eligible to be recognised as the state party, a political outfit has to win two seats and secures a minimum 6 per cent votes in the state.
Before I go directly into my weekly column, it is mandatory to mention that some Opposition parties faced jolt when they were reduced to regional parties for not being able to garner the required number of vote percentage to remain national parties. This would obviously have an impact in uniting the Opposition parties under one forum as this current status of such parties will not be accounted for in the national perspective even as some of these parties till recently had participated in several other state Assembly elections.
The next few months will be extremely crucial for the Opposition parties and political analysts will closely watch the proceedings if they come together to take on the Saffron might and if they do so what will be their equation and what will be the pound of flesh each would be seeking.
Now, back at the drawing board, the plan is to complete the talks within a month and then try and work out a meeting of all opposition parties that are on the same page and try to crystallize the unity issue. The nitty gritties of the unity logistics, including seatsharing to ensure that there is only one Opposition candidate against the BJP in as many Lok Sabha seats as possible and exploring the possibility of giving a formal structure to the Opposition conglomerate will be discussed at that meeting
After questioning the motive of unknown entities for “targeting” the Adani Group, the NCP strongman Sharad Pawar may have shocked the Congress but on the other hand also met Congress chief Mallikarjun Kharge on Thursday and Congress leader Rahul Gandhi giving enough fodder to political analysts in the given circumstances. However, after the meeting, Pawar said Opposition parties must not only unite but efforts must be taken to reach out to each and every opposition party.
Meanwhile, in New Delhi, Bihar Chief Minister and JD(U) chief Nitish Kumar Left leaders like Sitaram Yechury and D Raja along with AAP leader Sanjay Singh, as their bid to bring about a united front against the BJP ahead of next year’s crucial Lok Sabha. Incidentally, this comes a day after Nitish held talks with

The NCP strongman Sharad Pawar said efforts should be made to reach out to leaders like TMC supremo Mamata Banerjee, who has incidentally declared that she will not ally with any party for the 2024 elections. Pawar has set the meeting after he was capable of diluting the Opposition war cry over a JPC probe into the Adani matter, however he added saying that if the majority of the Opposition parties want a JPC, he would, however, not would not oppose it in the larger interest of Opposition unity. He clearly mentioned that the parties held the same opinion regarding joining hands and bolstering Opposition unity but was of the

opinion and argued that only this was not enough and hardcore efforts were needed with intense lobbying to unite.
Pawar is right in his argument. It has been seen how Opposition leaders, have on their own, taken initiative(s) galore but nothing has fructified so far. Addressing a joint press conference with Kharge and Rahul, Pawar said, “Some political parties have similar ideologies (and) efforts should be made to bring them together. Kharge is the Leader of Opposition (in Rajya Sabha) and he has made this effort which will benefit everyone.
This is a beginning. After this, other opposition parties such as Mamata Banerjee’s TMC or Arvind Kejriwal’s AAP, or other parties with whom talks have not taken place…efforts should be made to bring them together under this process for unity.”

In the meeting with Nitish, CPI(M) general secretary Yechury said, “Efforts for Opposition unity have picked up pace. An Opposition coalition will be formed and seat adjustments will be done at the state level.” CPI general secretary D Raja told The Indian Express, “Nitish Kumar said we all will have to come together and work together. He said an initiative will have to be taken at the political level for this. I appreciated his initiative and told him that our primary objective must be to defeat the BJP, for which all secular, democratic parties must come together…”
Nitish, according to insiders, plans to also open talks and have hectic parleys with Telangana CM and Bharat Rashtra Samithi chief K Chandrasekhar Rao, and Samajwadi Party president Akhilesh Yadav. Sources close to Nitish have been buzzing with the news of Bihar CM’s bid to reach out to YSR Congress Party chief and Andhra Pradesh CM Y S Jagan Mohan Reddy, Biju Janata Dal chief and Odisha CM Naveen Patnaik.
Now, back at the drawing board, the plan is to complete the talks within a month and then try and work out a meeting of all opposition parties that are on the same page and try to crystallize the unity issue. The nitty gritties of the unity logistics, including seat-sharing to ensure that there is only one Opposition candidate against the BJP in as many Lok Sabha seats as possible and exploring the possibility of giving a formal structure to the Opposition conglomerate will be discussed at that meeting.

On April 1, 2023, Project Tiger completed fifty glorious years in India.
On this occasion, it is appropriate to remember the contribution of Kailash Sankhala, the first director of Project Tiger. I remember writing a postcard in 1979 after reading a book on tigers written by Padma Shri Kailash Sankhla. At that time, I had completed my schooling and was continuing with journalism along with my studies. I never thought that a person who had been in the Indian Forest Service for ten years even before I was born, who had received the Jawaharlal Nehru Fellowship in 1970, who was the first director of India's Project Tiger in 1973, and whose research during the Nehru Fellowship became the basis of tiger conservation all over the world, including India, would answer a postcard from a village boy. However, I received a handwritten reply in a beautiful envelope from that great man with a big heart. Although I did not meet him during my forest journey from 1979 to 1991. Yet, it was a coincidence that after coming to the Indian Forest Service I was given the Rajasthan cadre. I met him here. Our affection grew to such an extent that we often used to reach each other's house without any information. August 15, 1994, was a sad day. That day, Kailash Sankhla left this world. Numerous books can be written to give an account of Kailash Sankhla's contribution to saving Indian forests and wildlife. Today, enough is to say here that the tiger species will always remain indebted to Kailash Sankhala for its existence on Earth.
The Project Tiger, led by Kailash Sankhla, included the relocation of villages from core tiger habitats, the creation of buffer zones around protected areas, and the development of infrastructure for wildlife conservation as well as tourism.
Kailash Sankhala's vision and leadership have been instrumental in the success of Project Tiger and the preservation of India's wildlife heritage. His work will forever inspire conservationists and wildlife enthusiasts in India and around the world.
India's Project Tiger is one of the best examples of wildlife conservation success across the globe. It was a pioneering effort to bring tigers back from the brink of extinction. There were only about 1,800 tigers left in India's forests at that time. The project aimed to create a network of protected areas, known as tiger reserves, to protect the species and ecosystems. In the last five decades, there has been a significant increase in the
50 Years of
The World’s Most Successful Conservation Initiative
published research has raised several concerns about the genetic diversity of tiger populations due to inbreeding. It is also worrisome that due to international illegal trade, about 2359 tiger parts have been seized globally from 2000 to 2018.
The completion of 50 years of Project Tiger in India is an opportunity to assess the progress made to date and identify issues that will need to be addressed in the future. Our success in combining conservation and livelihoods over the coming years will determine whether India can continue to lead the world in wildlife conservation and serve as an example for other nations.
There are fewer than 5,000 tigers left in the wild today. Some estimates put this number at 4,981. Despite the lack of accurate counting methods, cameratrap identifications are considered the most trustworthy. Today, India is home to over 75 per cent of the world's tiger population. Although there was a local extinction of the tiger population in Sariska, it has bounced back dramatically. April 1st, 1973, there were only 30 tigers in Rajasthan. Today, there are over 100.
The former Prime Minister of India, Indira Gandhi, played a crucial role in making the project successful thanks to her political will, leadership, and broad vision for conservation. Dr Karan Singh also played an important role, and Kailash Sankhala, as the first director of the project, was able to bring top-class management and coordination and oversaw the excellent implementation of the project's goals.
In generating the scientific evidence base over the past 50
years, approximately 3,100 research papers have been published in the best journals worldwide. Noteworthy among these are the works by Q. Qureshi, K. Shankar, D.G. Miquelle, S.P. Goyal, J.L.D. Smith, U.K. Karanth, D. Liu, D.W. McDonald, G. Jiang, J.M. Goodrich, P. Nigam, E.C. Ramsey, B. Habib, M. Linkie, J. Seidensticker, R. Singh, M. Zhang, and many others. Valmik Thapar has shared his anecdotes, insights and photographs in several books, and in recent years, the works by R. Krishnamurthy and B. Habib have also been noteworthy. While it is not possible to name every practitioner whose work has been important in the field, H.S. Panwar, Rajesh Gopal, Damodar Prasad Tiwari, Amar Singh Parihar, S.V. Lovlekar, Saroj Raj Chowdhary, P.K. Sen, Fateh Singh Rathore, Ramesh Chandra Sharma, S.M. Hasan, R.N. Mehrotra, and Virendra Kumar Melkani have all played important roles in implementation. Above all, every Forest Guard, Assistant Forester, Forester, and Forest Range Officer posted in all these Tiger Reserves dedicated their whole lives wholeheartedly to conservation. They all deserve the highest respect for their contribution. Their efforts are unforgettable and will remain so. The tiger species and accompanying biodiversity will remain indebted to them all.
At present, the total area of India's 53 Tiger Reserves is 75,796 sq km. This does not include the area of the proposed Dholpur Tiger Reserve in Rajasthan. These areas are crucial
for tiger conservation, biodiversity, and the local economy. For instance, a study by the Indian Institute of Forest Management, Bhopal about Ranthambore, a tiger reserve located at the junction of the Aravalli and Vindhyachal mountain ranges in Rajasthan, shows that the reserve holds a stock of carbon and wood worth 49.2 billion rupees. This core deposit generates an annual flow of ` 8.3 billion in goods and services. Currently, every rupee spent on managing the Ranthambore Tiger Reserve yields a benefit
strengthens the livelihoods of local villagers. To achieve this, the business houses associated with the tourism and hospitality industry must provide maximum employment to local people.
Two, state governments should provide proper compensation for damages caused to crops, life and property of people living around tiger reserves and other protected areas. The conflict between humans and wildlife is on the rise, and problems such as the loss of crops by wild animals, depredation of livestock, and attacks on human beings must be effectively and sustainably addressed. While a system of compensation exists, it is insufficient. Increasing compensation and providing employment to families who may have lost their family members are necessary to reduce anger-induced retaliation against wildlife.
ing. Recruitment, training, and allocation of resources to new staff are therefore necessary.
Six, in areas where forests have been degraded, it is necessary to remove all factors causing forest degradation before starting restoration. Grazing, illicit harvesting, encroachment, fire, poaching, and deforestation are rampant in many areas. Since poverty is at the root of many of these factors, strengthening livelihoods is crucial to achieving success.
flow of approximately 273 (US$4.117) to people both within and outside the reserve. The ecosystem services provided by the Ranthambore Tiger Reserve are estimated to have an annual value of 8,319.17 million (US$125.478 million). Despite being important, the flow of benefits and a significant portion of the stock remain unaccounted for as it does not enter into market transactions. Now, an important question is what to do next. There are vital actions that must be initiated.
One, for each protected area, we must ensure that income from tourism meaningfully
Three, village settlements inside the protected areas are among the most important management issue today. People and parks can co-exist, but prerequisites under which such relationships sustain are nonexistent in a majority of protected areas. As long as a large number of villages continue to live and exploit already severely-stressed ecosystems deep inside the forests, wildlife has no chance of long-term survival. Therefore, voluntary village relocation shall remain a priority.
Four, developing corridors between protected areas is vitally essential for the dispersal of animals to new and safe habitats. Efforts to increase the tiger population through translocation in protected areas where
Seven, a large-scale rewilding of empty forests, devoid of a prey base for tigers and other carnivores, can also bring significant success in the field of conservation. This will require investing heavily in trophic rewilding, food-chain complexity, addressing the stochastic disturbance, provisioning of dispersal corridors, and integration of ecological processes across the landscape. Rewilding is a knowledge-intensive journey. Because of the limits to our knowledge and time, we all depend on the expertise of others as well. For example, managing forests, wildlife and protected areas is a technically sophisticated subject, and therefore society employs and relies on experts to manage forests, wildlife and nature reserves. Learn to be humble, and accept your limits, for not everyone can become everything! The litmus test is if the person meets at least one of the two criteria: possession of 'exceptional and relevant knowledge' acquired by "doing science" OR possession of 'exceptional and relevant knowledge' acquired through "long-term work experience with direct responsibility" (i.e., actual management work, and not merely random observations without responsibility to manage systematically).
