Since launching in 2021, Backing Small Businesses has provided over $9 million in grants to 1,180 small business owners nationwide. American Express and Main Street America initially created the grant program to help economically vulnerable small business owners

recover from the COVID-19 pandemic and grow their businesses. This program is part of American Express’ “Backing Small” initiative to provide financial support and resources to small business owners experiencing economic hardships. Other Backing Small grant programs include Backing Historic Small Restaurants and Backing International Small Restaurants. Backing Small is an extension of American Express’ longstanding commitment to support small independent businesses globally, including through its Shop Small movement and Small Business Saturday campaign, celebrating its 15 th anniversary this year.

Grant Opportunity to Address the Loneliness Epidemic

The Blue Cross Blue Shield of Arizona Foundation for Community & Health Advancement has opened applications for its 2024 Thiru Family Trust Momentum Maker grant. This year’s grant will tackle the epidemic of loneliness and social isolation.

The grant will provide $75,000 to a project that builds social connections and community that, ultimately, improves health. Nonprofits and schools in Arizona can apply from July 1 to July 31, 2024.

In 2023, Surgeon General Dr. Vivek Murthy declared a national epidemic of loneliness and social isolation. The issue affects at least one in two adults in the US, impacting their physical, mental, and social health.

“Loneliness is a widespread issue that impacts the health of individuals, families, and communities,” said Dr. Christine Bracamonte Wiggs, President and Board Chair of the Foundation. “We thank the Thiru Family Trust for their generous support to help strengthen social connections within our state.”

The grant began in 2023 with a donation from the Thiru Family Trust to inspire new paths to mental health and well-being. Each year, the grant identifies a specific area of mental health-related need, designed to uplift Arizona’s communities.

“Our family believes that mental health is a key component of overall well-being, and early intervention can reduce the severity of mental health issues,” said Thiru Thangarathinam, CEO, Salesforce Business Unit, at Mastek. “By addressing loneliness and isolation, we can help tackle key mental health challenges. Communities with strong mental health support and social connections enjoy healthier lives, both mentally and physically, and are more united as a society.”

BUSINESS ADVOCACY

Important Update on City of Flagstaff’s 2024 Water & Sewer Fee Hikes

In the May 2024 issue of the Chamber’s @7000 feet magazine we shared our concerns about the city’s water, sewer and reclaimed water rate hikes being proposed to Flagstaff’s Mayor & Council. We also shared our ongoing advocacy work on this issue that included one-on-one meetings with the City’s Water Services Director, Mr. Shannon Jones, our Flagstaff Mayor Becky Daggett and individual city council members which occurred throughout the first six months of 2024.

We have an amazing update to share on this important issue.

In early June, Chamber staff met with the Flagstaff Mayor, Councilmember Miranda Sweet and Councilmember Lori Matthews, alongside local business leaders and the City Manager, Greg Clifton and Mr. Jones at City Hall. Several local business leaders voiced concern over high and increasing wage mandates, high input costs and now the proposed high city fee hikes. Business leaders suggested the piling on of higher fees was “death by a thousand cuts.”

You will recall the initial proposal headed for approval at June and July city council meetings included raising both water and sewer line items on your City water bill by 15% per year for 5 consecutive years beginning September 1, 2024, and then 5% in subsequent years in perpetuity. The Chamber had asked that the city consider a lower fee hike and expanding their usage of debt within the utility against utility revenues to lessen the impact on ratepayers.

In addition to the rate hikes, the rate restructure plan proposed for adoption by Mayor and Council included new capacity fee hikes, or higher fees on new water hook-ups. Under consideration were rates that take new residential water meters for new housing from $5,728 to $21,603 and new commercial water meters from $30,530 to over $115,000. We argued the newly inflated costs for new residential and commercial meters in the city will be passed on to consumers in higher housing and higher product service costs at point of sale.

The group meeting in early June between Chamber staff, business leaders and city staff and elected officials proved

to be very productive. City staff revised their proposed fee schedule significantly reducing the water and sewer fee increases to 10% per year for the first 5 years of the new rate model, and lowered capacity fees. The result of Chamber advocacy work on this issue will save business owners and residents thousands of dollars each year in coming years.

Additionally, the City Manager and City Water Services Director have vowed, at the Chamber’s urging, to be more accountable on city water and sewer capital improvement projects with more reporting on the ongoing city work. The city sought to raise over $300 million in new capital revenue with the rate increase.

While rate hikes and property tax increases from local municipalities add to inflation and increase costs for local residents and visitors, the Chamber recognizes that the city’s water infrastructure is a critical component of economic stability and growth.

ACA Launches New Tools to Support Arizona Small Business

From Arizona Commerce Authority

https://www.azcommerce.com/news-events/news/2024/5/acalaunches-new-tools-to-support-arizona-small-businesses/

PHOENIX, AZ (May 8, 2024) – Access to capital ranks as one of the largest barriers facing small business owners. To promote small business stability, growth, and success, especially among entrepreneurs from underserved communities, Governor Hobbs and the Arizona Commerce Authority (ACA) have partnered with community financial institutions and mentors to launch a new suite of small business support programs.

A 2023 report from The Kauffman Foundation found that 83% of entrepreneurs don’t have access to capital from traditional sources. Similarly, roughly half of small business owners cite as barriers “not having enough information on available sources of capital” and “not having enough revenue or assets to qualify for a loan.”

To address these challenges and more, the ACA has launched the Arizona Loan Guarantee Program, which provides guarantees to partnering lenders for up to 50% of principal on loans to eligible businesses. The program helps partnering lenders mitigate risk so they can increase capital available to small businesses located across the state. Arizona is currently partnered with three Community Development Financial Institutions (CDFIs) on the loan guarantee program: Prestamos CDFI, Clearinghouse CDFI and Lendistry CDFI.

Borrowers must be an Arizona small business or eligible non-profit using the funds for purposes such as startup costs, working capital, equipment, inventory, construction, renovation or other uses.

In addition, the ACA has established a new Technical Assistance Program, which prepares Arizona small businesses for debt or equity funding and provides financial literacy training. Technical assistance is provided through group or one-on-one assistance depending on the stage of the business.

Funding for the programs comes from the State Small Business Credit Initiative (SSBCI) authorized by the American Rescue Plan Act. Arizona’s programming places specific emphasis on business enterprises owned and controlled by individuals from socially and economically disadvantaged communities and very small businesses where barriers to resources are often the greatest.

“What these programs are about is providing a hand-up to Arizona’s small business owners, especially those located in our most vulnerable communities historically without access to capital,” said Arizona Governor Katie Hobbs. “We’re grateful to our federal partners for making these funds available and look forward to maximizing their impact in Arizona to support as many small businesses as possible.”

“The success of Arizona’s economy is closely linked to the success of our small businesses, which is why supporting entrepreneurs and small business owners serves as one of the ACA’s primary missions,” said Sandra Watson, President and CEO of the Arizona Commerce Authority. “We thank Governor Hobbs and all of our community partners helping us launch these important new tools to support small businesses statewide.”

“Access to capital has long been a challenge for small business owners, especially those in underserved communities,” said Jose Martinez, President of Prestamos CDFI. “We applaud the leadership of Governor Hobbs and the ACA to launch these innovative programs that not only provide financial support, but also empower entrepreneurs with the tools and knowledge they need to thrive. This initiative embodies our commitment to fostering economic growth and inclusivity across Arizona.”

Arizona small businesses that have been operating two or more years and are prepared to apply for a loan can complete the Funding Readiness Checklist, and contact one of three partnering loan institutions for a business loan inquiry. For small businesses who have operated under two years, the ACA has resources and partners to assist, including SCORE Greater Phoenix, which offers no-cost mentors to help small businesses develop and grow, and Prestamos’ Women’s Business Center, which provides training, business assistance and access to capital for women entrepreneurs.

The Arizona Commerce Authority – supported by a dynamic group of community partners — is a statewide initiative to help Arizona’s small businesses prepare for success, plan for the future and grow. Through virtual webinars and hands-on workshops, local business leaders and subject matter experts provide real-time support and available resources across Arizona.

Route 66 Coin & Collectibles

Route 66 Coin and Collectibles is proud to be Northern Arizona’s premier precious metals dealer. We opened our doors in May 2021 and just celebrated our third anniversary. It has been a success and our business continues to grow as we add more and more clients. People have a real concern about the economy, the devaluation of the dollar, and its effect on their savings. Listening to our clients’ needs and providing exceptional customer service is what we are about.

Precious metals are an important part of your investment portfolio, and no portfolio is complete without it. We advise that a five to ten percent asset allocation is appropriate. Think of it as a long-term store of value. We continue to be in an inflationary environment. According to the US Bureau of Labor Statistics (BLS), the dollar has already lost 16% of its value since we opened. The BLS calculates that prices have risen tenfold just in my lifetime. Holding large amounts of currency for long periods of time is ill advised, as each year it loses more and more of its purchasing power (that $0.30 you had in 1965 to buy a gallon of gas won’t get you very far today). Historically, precious metals have held their value over time, where Fiat currencies, like the dollar, have not.

$54 trillion by the year 2034.” That's according to a new forecast released in February 2024 by the nonpartisan Congressional Budget Office (CBO). The CBO projects that interest payments alone will total $870 billion in fiscal year 2024 and rise rapidly throughout the next decade. This is especially troubling as the national debt only represents a small portion of the US’s total unfunded liabilities. As J.P. Morgan explained, “Gold is money. Everything else is credit.”

Physical gold and silver are also a safe haven during times of uncertainty. Recently, we have seen pandemics, supply chain shortages, increases in violent crime, and social, political, and economic upheaval. We are also facing an increasingly contentious election season this fall. You have home and auto coverage. Consider this part of your savings as wealth insurance.

The deficit and debt are staggering and continue to grow. The U.S. national debt surpassed $34 trillion for the first time in January 2024. “The federal government's record-high national debt is set to get even bigger, reaching a massive
