LETTER FROM THE PRESIDENT

Coconino Voices: Northern Arizona Has Everything to Gain

Written for the Arizona Daily Sun, published April 13, 2024

With fewer than half of the state's working adults holding a degree, credential, or certificate, Arizonans’ future quality of life is at risk. As leaders deeply invested in Coconino County's educational and economic prosperity, we stand united in our conviction that significant and urgent investment in education is essential to building a brighter future for our state and especially for the diverse communities of northern Arizona.

As presidents of the Greater Flagstaff Chamber and Coconino Community College (CCC), respectively, we are proud of our partnership, and we are adding our voices to the growing call for action on postsecondary attainment in Arizona.

This is more than an education issue. A recent study from Helios Education Foundation and Education Forward Arizona suggests that if we increase postsecondary enrollment by just 20 percent, Arizona will increase its economic gains by $5 billion annually. This underscores the importance of Achieve60AZ, a statewide goal of ensuring that 60 percent of Arizona adults aged 25 to 64 have attained education beyond high school by 2030. To hit that goal, we will need 500,000 additional degrees and certificates in the next seven years.

For CCC, our contribution to hitting the Achieve60AZ goal creates life-changing opportunities for many. With nearly a majority-minority student body and one of the nation’s largest Native American student populations, CCC is proud to have garnered federal designation as a Native American Serving Non-Tribal Institution (NASNTI). With Native American enrollment exceeding 20 percent, this recognition places CCC among a select group of institutions nationwide.

Coconino County is the largest geographic county in Arizona and the second-largest in the United States, creating unique hurdles to ensuring access for all our potential students. Central to our approach is recognizing that education is not a linear path for everyone, nor is a “traditional” education model of a five-day, nine-to-five class schedule the best fit for many in our region. Our students are often parents supporting families, individuals returning to school to further their education, or firstgeneration students driving several hours to attend class. That's why we're working with our community and workforce partners to solve the housing crisis in northern Arizona.

As a recent Education Forward Arizona poll clearly shows, public demand exists for increased opportunities for education after high school — and it’s incumbent on us to continue making those opportunities more accessible.

For the Greater Flagstaff Chamber, we prioritize connecting students with community leaders and industry experts who offer firsthand insights into local career opportunities. Through on-site visits to meet behind the scenes with local businesses, students learn what educational paths or certifications are necessary to excel in their desired careers. This empowers them to start thinking about post-secondary education early,

Our collaborative efforts in northern Arizona are yielding positive results. The Chamber's focus on equipping high school students with the essential skills and knowledge sought after in the workforce is contributing to the steady enrollment growth experienced by CCC. With a 10% increase last fall and an 8% rise this spring, our momentum is just beginning to gain traction. Additionally, CCC recently received its largest donation ever: $4 million over the next four years, earmarked to address the

decline in male postsecondary enrollment, a trend that has been observed nationally since 2020.

As efficient business and education leaders, we've mastered the art of maximizing every dollar, stretching the funding of CCC to its limits annually to deliver quality education and support services to our students. However, the reality is that our state's investment in education, especially for those who serve rural and tribal communities, falls far short of what is needed to sustain and expand the vital programs that will ensure that we hit the Achieve60AZ goal.

The proof is in the numbers. All the ingredients are here for explosive enrollment growth. To sustain this and supply our local businesses with the skilled workforce they need, it's imperative we secure the necessary resources to power this machine.

We're not asking for a handout: We're advocating for a fundamental priority shift in state funding, recognizing that education is an investment in the economic future of our state and for all Arizonans. Education Forward Arizona’s poll demonstrates that education and workforce development are among the few rare initiatives that still receive bipartisan support. So we call on our business, education, elected, and community leaders to take action, now.

Otherwise, we risk missing this moment of momentum and instead potentially continuing our dangerous attainment backslide.

Business and education leaders need to work together to meet the Achieve60AZ goal and to create a future in which every Arizonan has the tools they need to succeed.

Chamber Releases 2023 Cost of Living (COLI) Data

Each year, the Greater Flagstaff Chamber of Commerce gathers pricing information for a cost-of-living report. The Council for Community and Economic Research (C2ER) compiles this survey to create the national cost-of-living index.

According to the cumulative report averaging four quarters in 2023, the Flagstaff composite cost of living index was 116% of the national average. The composite index reflects pricing in six categories: housing, groceries, utilities, transportation, health care, and miscellaneous goods and services.

Northern Arizona Manufacturing Partnership Meets at RFOR

As part of the Chamber's mission of creating a robust and vibrant business community, a key area of focus is northern Arizona's manufacturing sector. The manufacturing industry creates and supports high-paying, rewarding careers for residents and is a key component of our local economy's stability. The Northern Arizona Manufacturing Partnership is a collective of local makers developing and creating innovative products.

The Chamber coordinates private sector quarterly meetings with the partnership that fosters learning and collaboration and creates a sense of cohesiveness amongst our manufacturers. On March 28, NAMP met at Restoration Forest Product's Bellemont sawmill and production facility for an inside look at how the company creates quality Ponderosa Pine products while keeping our forests healthy by thinning at-risk timber while paying above-average wages for

Membership Education Series

This year, the Chamber introduced our latest initiative the Membership Education Series. Each month, the Chamber hosts a member organization to lead a course on projects that cover a range of topics relevant to owning and running a business. Courses have explored the benefits of securing access to high-quality early care and learning and how to economize time and resources through utilizing AI.

April's Education Series course was taught by the 928 Law Firm and covered the Corporate Transparency Act (CTA). Congress passed the CTA in 2020 to prevent money laundering, terrorism financing, tax fraud, and other financial crimes in shell or shadow entities. To achieve this goal, the federal government has imposed new filing requirements for most small businesses across the U.S.

The 928 Law Firm Attorneys J. Taylor Swick and Lindsey Lamey took participants through the key points of the CTA, including what the CTA is, the new filing requirements, and which businesses must comply with them.

Stay tuned for future Membership Education Series courses and stay informed about issues, resources, and opportunities for business. This is part of the Chamber's ongoing mission to support the success of its members.

Greater Flagstaff Chamber/CocaCola Golf Classic

Here at the Chamber, we're teeing up for the annual Greater Flagstaff Chamber/Coca-Cola Golf Classic. The Golf Classic means that spring has arrived in beautiful northern Arizona and the links are festooned in a carpet of green.

Each year, over a hundred teams of golfers join the Chamber at Flagstaff Ranch Golf Club to play this par-71 course

designed by US Open champion Jerry Pate. Players enjoy the views and a BBQ lunch on the club's deck and take part in the putting contest before the shotgun start.

Drink vendors such as White Claw and Grand Canyon Brewery post along the course to provide players with refreshments as they make their way through roomy fairways, sculpted bunkers, and large, rolling greens carved from a thick forest of Ponderosa Pines. After the round, players return to the clubhouse to enjoy a dinner crafted by Chef Randy, while golf contests, raffle, and silent auction winners are all announced.

The Golf Classic is one of the Chamber's key fundraising efforts. It plays a critical role in supporting ongoing work for the local business interests at the municipal and state level. April's mixer was held at the fabulous High Country Motor Lodge. Applications Now Open for Fifth Annual Empowering Diversity Scholarship

Having helped fund the educational goals for nearly 100 Arizonans over the last four years, the Fiesta Bowl Organization and Blue Cross Blue Shield of Arizona have again partnered to provide the Empowering Diversity Scholarship ahead of the 2024-25 school year.

The Empowering Diversity Scholarship presented by Fiesta Bowl and Blue Cross Blue Shield of Arizona supports the dreams of Arizona minorities in their educational journeys, as part of the organizations’ commitment to diversity, equity & inclusion. The financial commitment from both partners ensures that applicants have the opportunity to further their education, no matter their cultural fluency, resiliency or life experiences.

In the first four years of the Empowering Diversity Scholarship, 91 Arizona minority residents received a total of $351,500 to pursue their aspirations through higher education. “In partnership with the Fiesta Bowl, we are proud to continue to empower students across Arizona for the fifth consecutive year,” said Pam Kehaly, Chief Executive Officer at Blue Cross Blue Shield of Arizona. “This scholarship not only helps fund their education but also provides greater opportunity to achieve their goals.”

Last year, a total of $92,500 in financial support was awarded to 25 Arizonans, with 15 students receiving funding through the post-secondary track and 10 individuals assisting in their pursuit of a GED (general education development) credential.

The application period for the 2024-25 Empowering Diversity Scholarship opens today, April 15, and closes on Friday, May 3, at 6 p.m. MST. The selected recipients will be announced in June. More information, including the application, can be found at FiestaBowl.org/DiversityScholarship. “Everyone should have an opportunity to pursue their educational ambitions, and without support, some of those dreams may never be realized,” said Fiesta Bowl Executive Director & CEO Erik Moses. “The Empowering Diversity Scholarship is not only an investment in someone’s future, but an investment in our future as a state as well.”

Arizona minority residents can apply for the Empowering Diversity Scholarship through either the GED or post-secondary tracks.

The GED track is open to Arizona minority residents at least 16 years of age who have not graduated from an accredited high school or received a high school equivalency certificate or diploma. Those individuals must also not be currently enrolled in high school or college. Recipients will receive $500 to cover fees associated with their GED assessment as well as program support services provided by College Depot. Recipients will also receive an additional $500 stipend to purchase books, laptops and/or education-related resources.

Arizona minority students living in Arizona are eligible to apply for the post-secondary track if they are in their senior year of high school or a current attendee of an Arizona post-secondary institution. Recipients will be awarded a one-time $5,000 scholarship with additional support services provided by Be A Leader Foundation or Education Forward Arizona and must maintain a 3.0 grade point average.

The Empowering Diversity Scholarship is especially critical for individuals living in Arizona. In 2023, Arizona ranked as the 10th most diverse state in the U.S. Representing many of the state’s future leaders, those eligible for the Empowering Diversity Scholarship are often those who face the biggest obstacles to attaining their educational dreams.

The pursuit of higher education among students from historically underrepresented populations continues to rise, according to an Arizona Board of Regents report, providing tangible data supporting the importance of the Empowering Diversity Scholarship.

In the fall of 2023, all three public state institutions (Arizona State University, Northern Arizona University, and University of Arizona) saw increases in undergraduate students from underrepresented populations. Arizona State University experienced a 2.4 percent enrollment increase to 32 percent from the previous fall, Northern Arizona University rose 2.2 percent to 33 percent and the University of Arizona saw a significant increase of 79.5 percent from fall 2022 to fall 2023 to 36.5 percent in total.

Since the inception of the Empowering Diversity Scholarship, recipients have gone on to attend institutions across Arizona. In addition to the three state four-year institutions, those on the post-secondary track attended Grand Canyon University, Coconino Community College, Chandler-Gilbert Community College and Cochise Community College. Outside of the post-secondary track, the Empowering Diversity Scholarship has aided the efforts of 30 individuals pursuing their GED.

Q: How did you come to be in the education profession?

EH: I started in the workforce training department of the same community college I graduated from. I was able to get exposure to teaching through that job and fell in love with the classroom. I still love to teach every chance I get.

Q: Where do you see the most significant growth potential for CCC, and how can you influence that growth?

EH: I think we’ve got a few opportunities for large-scale growth at the college. First, our career and technical education programs continue to expand and the sky is the limit for the things we can accomplish in the many areas of CTE. Second, thanks to the largest gift in the institution’s history, our dual-enrollment program has tons of potential to continue growing across all of Coconino County.

Q: What has been your biggest workplace thrill or accomplishment?

EH: Getting to see the impact we make on the lives of our students. That’s the part that gets me out of bed every morning. Seeing a graduate cross the stage and being the

first in their family to do so is something very special and we get to see that every single year. I don’t take that for granted. Q: How do your services enrich the quality of life for your students or the community?

EH: We provide education for everyone. Whether it’s new skills training, workforce and career training, transfer education, the arts, community education, or anything in between, there’s a place for everyone at CCC.

Q: What’s worse to you than failure?

EH: Not trying. Honestly, failure isn’t a bad thing. The stigma that surround failure is unwarranted. The key question we need to be asking ourselves when we fail is why it failed. Learn from it, grow from it, and continue to try.

Q: From whom do you seek business advice?

EH: From an educational perspective, I seek out the many mentors I’ve had in my two decades in higher education. Higher Education is a very small world and it’s wonderful to know that I can just pick up the phone and talk to folks when I need advice for any number of issues.

Q: What advice would you give to someone just starting an education career?

EH: This is a job that will reward you 100 times over for the work you do. However, you won’t get rich doing this work. The richness comes from seeing the lives of the students and their families that you get to impact in a very personal way.

Q: What do you do for fun?

EH: I love to stay active. Our family likes to hike, ride bikes, and do pretty much anything to enjoy this beautiful space we live in.

Q: What inspires you?

EH: Our students. The many obstacles that they have in front of them are reasons for them not to continue on their educational journey. Seeing them conquer those challenges and have success once they leave is truly inspiring.

Q: What about CCC stood out and attracted your attention to its Presidency?

EH: I grew up on the Wind River Indian Reservation in Wyoming. The Native culture is one that I truly loved and wanted the opportunity to continue to serve. We also love the mountains and being in a place that has all four seasons.

Q: What has been gratifying about making the move and working with the CCC student body?

EH: Hearing the stories from our students about why they come to CCC. Each story is unique and powerful. Hearing about how our faculty and staff helped them to be successful is always gratifying and a sign that we’re doing good work.

Q: What is more important for you today than ten years ago?

EH: Ensuring our mission of educational access for all. As more students are faced with the difficult, if not impossible, decision of where to make education fit in their lives, it’s clear to me we have to do better to truly meet our students where they are. We need to be available to them on their schedule, not ours. I think the colleges that adapt to their students’ needs will be those that are most successful.

Q: In 10 years, I hope to be…

EH: Looking back and being amazed at how far we’ve come as a college. I also hope that in 10 years or less we’re no longer talking about free college, I hope it’s a reality. I think it’s truly possible, especially in communities like Flagstaff.

The Story Behind the City of Flagstaff’s Massive 2024 Water & Sewer Fee Hikes

If you have not yet heard, every water and sewer bill in Flagstaff is set to double in five years. That’s right. Get ready to pay twice as much as you do today for turning on your faucet and flushing your toilet. Flagstaff Mayor & Council have given their official head-nod that they will raise the city’s water and sewer fees at June 2024 Council meetings just before the scheduled summer Council break. Both water and sewer line items on your City water bill under the new fee structure will increase 15% per year for 5 years beginning September 1, 2024, and then 5% in perpetuity.

The Chamber of Commerce has met with city Water Services Division staff repeatedly throughout the last 18 months, and met with the Mayor, Councilmembers & City Manager and conversed with the City Treasurer about the city’s water and sewer financing plan included in the city’s rate hikes or “rate restructuring” as city staff call the package. We have continuously stressed concern about the massive fee increases for several reasons.

• Consistent and persistently high month-over-month inflation continues to put added stress on local residents and businesses.

• Core inflation numbers have continued to outpace inflation (essentials including groceries, rent and insurance).

• The Mayor & Council just passed the largest stormwater fee increase (also on your water bill) in the utility’s history effective April 1, 2023, and those rates continue to hike in coming years.

Our new city water and services director, Shannon Jones, was hired from Santa Fe, NM in early 2023. A comparable city to Flagstaff, Santa Fe generates $38M annually in water revenue from rate payers while Flagstaff rate payers only generate half that amount annually - $19M.

Mr. Jones contends the city of Flagstaff has an aging water and sewer system and many needed projects have been put off in recent years by past Councils and staff for lack of adequate funding. Those project needs total nearly $200M in new capital needs for water and over $130M in new sewer capital needs in the next ten years.

In addition to the rate hikes, the rate restructure plan about to be adopted by Mayor and Council proposed capacity fee hikes, or higher fees on new water hook-ups. Under consideration are rates that take new residential water meters for new housing from $5,728 to $21,603 and new commercial water meters from $30,530 to over $115,000. The newly inflated costs for new residential and

commercial meters in the city will be passed on to consumers in higher housing and higher product service costs at point of sale. Sewer capacity fees are also set to increase.

Peak Temperatures and Water Scarcity
