LETTER FROM THE PRESIDENT
A Vote for Propostion 138 is a Vote for Economic Vitality
The upcoming election is crucial for Flagstaff, Arizona, particularly with the presence of Proposition 138 on the ballot. This proposition directly impacts the local economy, especially within the hospitality and service industries, which are significant contributors to Flagstaff's economic vitality.
Flagstaff, known for its tourism and vibrant restaurant scene, relies heavily on tipped workers. These employees are central to the customer experience in dining, hospitality, and related sectors. Proposition 138, if passed, would amend the Arizona Constitution, allowing employers to pay tipped employees up to 25% less than the minimum wage, provided that the workers earn at least the minimum wage plus an additional $2 per hour through tips.
The local economy's health is intertwined with the success of its businesses, many of which operate on thin margins. The passage of Proposition 138 could relieve some financial pressure, allowing these businesses to remain competitive and continue providing jobs in the community. As Flagstaff moves forward, the decision on this proposition will play a pivotal role in shaping the economic landscape for both employers and employees alike.

Wednesday, August 7, the Greater FLagstaff Chamber of Commerce convened local and state leaders at Little America Flagstaff to engage with experts in Arizona water policy through a series of presentations and discussions. Understanding water policy is crucial for the future of business in Arizona, and the insights shared by the speakers offered a deep dive into the challenges, initiatives, and current look at the state’s water resources. Notable guest speakers included Arizona State Senator Priya Sandareshan (LD 18), Sarah Porter from ASU's Kyl Center for Water Policy, and Nicole Gonzalez-Patterson of Business for Water Stewardship.
Connect & Learn- Member Education Series
Connect & Learn is a new initiative by the Chamber designed to connect members with industry experts in various business-related fields. These sessions offer valuable discussions aimed at helping members grow their businesses.
The first session in the Connect & Learn series was led by Randon Cupp, Regional Manager of Foothills Bank and Chair of the Greater Flagstaff Chamber Board. He shared key strategies for managing business finances, including understanding the difference between sales and cash flow, the value of quality financial reporting, and why having a strong financial team is crucial for assessing business health.
Participants left with actionable steps to enhance their financial management and immediately implement the strategies discussed. The event also provided opportunities for informal networking and idea-sharing. A special thanks to Flagstaff Fruit Creations for generously providing breakfast. Connect & Learn is an ongoing series offering high-value business success content to our members.
Chamber Convenes Local Makers at KC HiLiTES
For over 50 years, the KC brand has been synonymous with outdoor freedom, adventure, quality, and performance. Known for manufacturing distinctive lighting and adventure products for off-roading and outdoor enthusiasts, KC HiLiTES has a rich legacy rooted in innovation. After more than two decades in Williams, Arizona, the company has relocated to a beautifully renovated 24,000-square-foot facility in Flagstaff, housed in the former Arizona Daily Sun building on Thompson Street and Old Route 66. This stunning renovation marks a significant addition to the Flagstaff business community.
On August 21, General Manager Ron Pryczynski and Brand Marketing Manager Team Lead Taylor Ulrich hosted the Northern Arizona Manufacturing Partnership (NAMP) at the new location, offering members a tour of KC HiLiTES' updated production and retail spaces.
NAMP convenes quarterly, with partners providing news on recent developments and challenges. Manufacturers across the region are scaling or planning to scale their operations, yet all face similar hurdles—chief among them is the ongoing struggle with workforce development.

Mariah Zavala was born in Fresno, California and grew up in Tucson, Arizona. She brings a rich cultural tapestry to her endeavors, with roots in the Oaxacan, Puerto Rican, and Indigenous communities, as a member of the Pascua Yaqui Tribe. Mariah completed her Bachelor’s in Public Health, with a minor in Biology at NAU. Community-oriented, Mariah serves on the Indigenous Commission for the City of Flagstaff and the Advisory Board for Girls on the Run of Northern Arizona. Passionate to advocate and create opportunities for marginalized communities, Mariah manages non profit initiatives, including enriching summer rafting experiences for Pascua Yaqui youth. In her free time, she enjoys running, hiking, and soaking in bodies of water under the sun with her dogs Sugar, Pepper and Bill, barefoot (when appropriate).
An active community member, she is an ambassador for the Greater Flagstaff Chamber of Commerce and the Vice Chair. Full time she is the Business Development Specialist for Mountain Mojo Group, local Marketing Agency based in Flagstaff, Arizona. Mariah's background in public health and involvement in government have equipped her to not only understand the needs of rural communities but be part of conversations when developing solutions and strategies to meet those needs.

"I graduated from Northern Arizona University with a Bachelor of Science in business administration and a Bachelor of Arts in comparative cultural studies. During my education, I worked in a variety of different industries including specialty construction, entertainment and education in order to pay my way through college. Before graduating, I even lived and worked in Beijing, China, as an office assistant for a marketing team encouraging Chinese students to come to America to study!
Growing up feeling the intense financial sting of the Great Recession, I know the importance of having financial goals and a strategy in place to make it happen. My passion is in helping people realize those goals by providing the necessary resources and encouragement to stay true to their financial strategy. Celebrating Dark Skies Downtown

First Friday Art Walk begins six-week Celebration of the Night FLAGSTAFF, Ariz. – Telescope viewing, music, dancing, jewelry, paintings, glasswork, beer and more will be part of “Dark Skies Downtown” as the Flagstaff Dark Skies Coalition and Downtown Business Alliance join forces to invite locals and visitors to the heart of the city in celebration of Flagstaff’s famous night sky on First Friday Art Walk, Sept. 6.
“Our dark skies are indeed part of the deeply valued natural wonders that have come to define Northern Arizona and the people who live here,” said Flagstaff Dark Skies Coalition member Chris Luginbuhl. “Inspiration from our dark skies shows up in art galleries and businesses and we are thrilled to be spotlighting our local creativity as well as stargazing on Heritage Square with volunteers from the Coconino Astronomical Society.”
Arizona Handmade Gallery, West of the Moon Gallery, Mountain Sports Flagstaff, The Artists’ Gallery, Bright Side Bookshop, Phoenix Avenue Gallery, Art 35degrees North, The Hive Flagstaff, Human Nature Movement Arts Studio and Dark Sky Brewing Company are among the participating businesses and organizations opening their doors in celebration of dark skies.
“The Milky Way above the San Francisco Peaks, the stillness of a starlit forest, the moon highlighting rock formations, a campfire’s warmth within the darkness of a quiet night— these inspire artists to create and spark personal memories in their viewers,” said Stephanie Stinski of Arizona Handmade. “The dark starry skies are precious to all of us and we’re grateful for the Flagstaff Dark Skies Coalition’s efforts to keep them an inherent part of Northern Arizona.”

Meanwhile, a collaboration involving Phoenix Avenue Gallery, Art 35degrees North, The Hive Flagstaff and Human Nature Movement Arts Studio will offer a dark skies event featuring live mural painting, art exhibitions, music, dance, poetry and performance storytelling.
“We create in the dark space, filled with starlight and nebula incalculable, with miraculous synchronistic alignments surrounding us, as we spiral around the sun, spiraling around the center of our Milky Way’s unknown journey,” said Frederica Hall, artist and owner of Phoenix Avenue Gallery. “Starlight that travels lightyears to reach Earth has evoked our minds to create dreams, musings and inquiry of observable reality, often represented in our art.”
The Coalitions’ Celebration of the Night spans six weeks, September through mid-October, beginning with First Friday Art Walk, Sept. 6. Other events include the “Artist Reception and Enviro Partner Night" at Mountain Sports with new T-shirts and sweatshirts to raise funds for dark skies, Thursday, Sept.12; virtual telescope viewing with Lowell Observatory, Wednesday, Sept. 25; the Flagstaff Star Party at Buffalo Park, Sept. 26-28, featuring stargazing with more than a dozen telescopes and astronomy presentations at NACET, in conjunction with the Flagstaff Festival of Science.
“This year’s season in science and creative expression is setting up to be the best yet,” said Luginbuhl. “Flagstaff’s crisp autumn skies are ideal for spectacular views of the universe and for allowing our imaginations to soar.”

Born from a thirst for adventure, KC was created out of necessity to navigate the darkest of roads, safely. Our founder Peter Kim Brown and his wife Carol, created the market for off-road lights in 1970 by retrofitting aircraft lights into sturdy housings, thus influencing offroad culture forever. KC’s name was formed from the “K” in Pete’s middle name and the “C” from Carol’s name.
Over the next few decades, Pete passed down the knowledge, traditions, and strategies to his son Michael DeHaas and the team at KC. Michael worked in the business starting in the warehouse learning and working his way to becoming KC’s sales manager. Working side by side with Pete building the brand and business until he bought the business from Pete in 2004 and became KC’s next CEO in 2005. For over 10 years Michael built key relationships and the strategic foundations across the company’s product line and infrastructure which set the company up for success in the years to come.
In 2015, after decades of a strong supply chain partnership, being long-time vendors and family friends with Pete and Michael, Mike, Alan, and Andy Wang became investors in KC and partners to Michael. By joining forces, two families become one united front with the ambition to continue preserving the legacy of the KC Brand while expanding the possibilities of off-road’s original lighting company. Today, Pete and Michael are still family friends and serve as advisors to the Wangs. The company has points of presence in Williams - Arizona, Los Angeles - California, and TaipeiTaiwan.

Q: How did you come to be in this profession?
RP: Kind of by accident. I had a friend who lived in Williams that I stayed with for a short while after moving out to Arizona from Chicago. He told me about KC. I went out there, met the Sales Manager at the time and was hired for a sales position..
Q: How long have you been in practice?
RP: I have worked for KC and the Automotive Aftermarket industry for 25 years now.
Q: Where do you see the biggest growth potential for your practice?
RP: We are evolving from a vehicle-based Lighting Brand to more of an Outdoor Adventure company. Our intention in the years to come is to support adventure beyond the vehicle itself.
Q: What has been your biggest workplace thrill or accomplishment?
RP: Currently my biggest accomplishment is moving the company Headquarters from Williams Arizona to Flagstaff. After KC purchased the former Daily Sun building, I had it renovated to house our Operations as well as building a Retail storefront.
Q: How do your services enrich the quality of life for the community?
RP: Our mission is to illuminate life’s adventures by creating unique premium products while leaving a lasting impression and positive impact on the generations of people and communities we touch.

RP: Not trying.

RP: This is an industry of Passion. A lot of the products that we produce are not a necessity for daily life but are fun and exciting to see and use. Let your passion drive what you do in this space.

RP: We strive to have a culture of continuous learning and follow a set of fundamentals that drive our day working together. Lead by example, communicate, trust and respect others and be intentional.

RP: One of my main motivations for moving to Arizona from Chicago was Mountain Biking and the ability to be active outdoors year-round. I bike and hike weekly which is a huge reason why I love living here in this great community.

Elevated Camping Experience

Getting to know new members, and learning about and experiencing their businesses, is one of my favorite parts of working for the Greater Flagstaff Chamber of Commerce. This was definitely the case when I met Jessica Van Zijll, the owner of Elevated Camping Experience. I had met Jessica previously as she was a volunteer at our Annual Meeting and Athena Awards ceremony and was active in our young professional’s division, Elevate Leadership Next.
Elevated Camping Experience LLC offers a unique way to access the beautiful, outdoor adventure-land surrounding Flagstaff through teardrop and camper rentals. They have a small fleet of trailers that range in features and include easy-road models, off-road models, and a larger camper that sleeps up to four. They also offer add on amenities such as hammocks, tent packages, showers, bike racks and paddle boards and many more.
My wife, Shannon and I have always enjoyed going to Oak Creek Canyon for short get-aways, usually in a bed & breakfast or cabin resort. When I learned that Jessica offered campground and trailer set-up I wasted no time in booking a get-away in one of the newest models (a Pindrop Travel Trailer) to stay at the Pine Flats campground. Jessica provided trip planning and helped me select and obtain our campsite and then all we had to do was show up at the campsite where everything was all set up waiting for us. The other great thing is that we were able to stay even closer to nature while paying substantially less that we would have for a resort in the same area.
Another thing that impressed us with Elevated Camping Experience was their commitment to keeping our nature areas pristine and their promotion of a ‘Leave No Trace” philosophy. Jessica who is native to Tucson, Arizona has a genuine love for our wilderness areas. Her commitment to protecting nature comes through in all the little touches that are a part of the experience and in the way she introduces and prepares her customers for their camping. We had a wonderful time and are looking forward to a Fall colors trip to Lockett Meadow and then maybe a Grand Canyon trip. The possibilities are endless.

The Tipped Workers Protection Act A group called One Fair Wage (OFW), an outside special interest group from New York and California, is pushing an initiative known as the One Fair Wage Act that would raise the minimum wage by $2 above the current Consumer Price Index (CPI) formula and eliminate the tip credit.
The Arizona Restaurant Association was successful in keeping this idea off the statewide ballot this November. OFW, however, has committed to trying again next election cycle and offered they will target city ballots in 2025.
This is why the restaurant industry and employees joined together to submit Prop. 138 to the ballot. Prop. 138, the Tipped Workers Protection Act, will preserve the tip credit while guaranteeing a higher base wage to tipped workers.
Here are a few quick facts on Prop 138:
What does Prop. 138 do? It protects the current system.
• Changes the current stagnant $3 tip credit to 25% of the minimum wage.
• Increases the guaranteed pay for tipped workers from minimum wage to $2 above the minimum wage.
• Gives the tip credit and the tipping system constitutional protections and ensures that cities cannot eliminate them.
What is the Tip Credit? The Tip Credit is the backbone of our service industry payment system.
• A tip credit is an amount of tips received by an employee that is credited to meeting the employer's minimum wage obligation.
• In AZ, the tip credit is $3 per hour, meaning that employers may pay tipped employees $11.35 per hour instead of the current minimum wage of $14.35 per hour if tips make up the difference.
How Would Tip Credit Elimination Impact Restaurants? Restaurants would see a 44% increase in labor costs!
• Under OFW's proposals, AZ restaurants would see labor costs for tipped workers increase by 44% almost overnight.
• For smaller restaurants with 500 hours of tipped workers per week, that means $130,000 per year.
• For larger full-service restaurants with 1,800 hours of tipped workers per week, that means $468,000 per year.
What happened in places that eliminated the tip credit? No tip credit equals layoffs, closures, and reduced pay.
• Only 7 jurisdictions in the U.S. have eliminated the tip credit.
• In those places we have seen near universal adoptions of service fees.
• Restaurants in those jurisdictions have been forced to switch to counter-service, layoff employees, decrease hours, institute massive menu price increases and even close their doors.
• For employees lucky enough to keep their jobs, they see their tip percentage go down and customers adjust for service fees and prices.
The Greater Flagstaff Chamber Board of Directors has voted to support Prop 138, and ask you to do the same. Under Flagstaff’s local wage mandate, the employee tip credit is set to expire after 2025. A Yes on 138 will permanently establish the tip credit in Flagstaff and protect our service industry workers!
