With so many wonderful attractions and events, not to mention the breathtaking natural beauty of the area, the hardest part of editing has been deciding what to exclude. My inspiration for the new direction of Florida Homes & Lifestyles is the idea of a magazine that will serve as a resource guide to Florida visitors, those looking to relocate, as well as a reference for residents. Brighter Days Ahead by Meredith Mueller Talk among economic analysts and real estate professionals has taken a turn for the better recently. Market reports indicate that the Florida real estate market has hit bottom and is beginning to rebound. The initial signs of a recovery are evidenced by recently published economic statistics as well as by statements by market specialists. Data provided by Zillow.com
Even federal statistics show signs of positive results for Florida. The index of Florida’s economic growth increased faster than it has since 2006. This is according to the Federal Reserve’s state-by-state index of economic activity. Florida posted a 32-month high for December as hiring expanded and wages improved. While we have experienced setbacks in housing values the past few years, Florida appears perfectly positioned for future success. The unrealistic frenzy of 2005 has been replaced with cautious optimism, as it should be. With 1.6 billion baby boomers around the globe retiring within the next 20 years, developers and investors are keenly aware that Florida will be among the top choices for retirees. With no state income tax and a wide variety of lifestyle and budget options, the state is expected the regain the growth momentum enjoyed in decades past.
The Director of the University of Florida’s Bergstrom Center for Real Estate Studies, Timothy Becker, has declared, “Results of our first quarter survey indicate that the real estate market in Florida has hit bottom and is in the process of stabilizing across most property types.” Becker also said that,” private capital, both foreign and domestic, is continuing to enter the state in search of quality investment deals. They see the fundamentals of the economy stabilizing and they see the opportunity to get quality assets at a good price.” Some of the brightest spots in the real estate market recovery are the larger cities. Orlando, Tampa, Sarasota, and Jacksonville as well as the Miami-Dade and Broward counties are recovering more quickly than the rest of the state, with their diverse economies, steady migration and influx of foreign capital.

In some cities such as Sarasota, housing inventory is low compared to years past. Local realtors are swamped with buyers, especially Canadians, looking to take advantage of the weak dollar and low interest rates. Apollo Beach From its infancy in 1923 as a piece of land primarily used for farming and agriculture, to 1958, when it was officially named Apollo Beach, this area has held the eye, and wallet, of many a savvy investor. In the 1930’s Paul Dickman set out to create a waterfront community on what had once been considered uninhabitable land like much of South Florida. And if you love boating and fishing, there are even more advantages to living here.” There are a large number of residents who commute to offices in downtown Tampa, and a large number of “entrepreneurs” who own virtual businesses, and work from home. “Apollo Beach is much more affordable than the surrounding areas for waterfront property. We were able to purchase a waterfront home for half of what a comparable home in Tampa 25 minutes away would cost,” says John Guiliano, originally from New York. As a realtor with Coldwell Banker Residential Real Estate, I work with many more international buyers lately looking at and purchasing luxury waterfront real estate in Apollo Beach. I have clients purchasing homes that they strictly plan to use as vacation homes. With Tampa International Airport continuing to grow, we have more direct flights to Canada and Europe making the Tampa Bay area an even more popular choice now. I also represent homes in a newer waterfront community here that allow owners to do short term rentals, thus allowing these owners to rent their homes out at premium rates while they are not using the property. This is very attractive to vacation home buyers and investors alike. With the real estate market stabilizing, the Apollo Beach community is posed for explosive growth in the next several years. There are many new projects breaking ground as the markets and economies are starting to shift in our area. “The development trends remain favorable for high quality, pedestrian friendly, town-center oriented development,” declares, Jamie Scarola, PE, AICP a Professional Engineer and Certified Land Planner. He refers to the quality of the Mirabay Community as an example of the trends and notes that it was not conceived overnight. The long term momentum of Mirabay led to its adjacent quality neighborhoods, Harbour Isles and South Shore Falls. The Waterset Community, which represents cutting edge planning, is now underway and will define our area. The long term demographic change has created a demand for a neighborhood serving residential and commercial uses. Already there are plans for a significant hospital and retail/restaurant development. Scarola declares “the dream of the Southshore area, originally conceived by the area’s agricultural landowners such as the Dickman family of Ruskin, is now being realized. The area offers quality lifestyle opportunities in a location where residents can be fishing and water skiing in the morning, shopping for locally grown food at open markets in the afternoon, and ending the evening with fine waterfront dining at restaurants such as Circles at Lands End Marina. All without the traffic congestion of the urban core of Tampa. Jodi, what are Canadians thinking right now?
Gail, I work with many Canadian buyers. I lived in Canada for 30 years and I am continually back and forth to Toronto. Canada is a wonderful country however, the winters are cold and long and many Canadians want to “get out of Dodge” to get a respite from the weather. Right now, Canadians are eager to buy property in sunny climates such as Florida or Arizona. Florida is closer in proximity for residents of Ontario, Quebec and the Maritime provinces and I tend to see more purchasers from those areas. You can fly directly from Toronto to Sarasota in less than three hours.
Q
How is buying real estate in Florida different than in Canada?
Buying real estate in Florida is a different experience than buying real estate in Canada for many reasons. As a former lawyer in Ontario, I am familiar with the nuances of real estate purchases in the different countries. The use of title companies in Florida is also different than in Ontario. Title companies in Florida can handle the entire transaction and can represent both the seller and buyer. In Florida, real estate lawyers and title companies compete for this business. In Ontario, real estate purchases are exclusively the domain of lawyers, who actually search title and certify title to the title companies. The Ontario lawyers handle all of the nuts and bolts of the transaction and the title companies just act as insurance providers. As of two years ago, lawyers in Ontario were not allowed to represent both a seller and a buyer in the same transaction. Another difference between Florida and Ontario is that when you are

That doesn’t happen in Ontario. Finally, another huge difference is the type of mortgages that are available in Florida. We have 15 and 30 year fixed mortgages in Florida, something that Canadians do not have available to them. In Ontario, 5 year variable or fixed mortgages are the norm.

Why is this an attractive time to buy real estate in Florida?
There are a combination of factors that make this such an attractive time to buy real estate for Canadians. The most important one is the exchange rate. The Canadian loonie, Canadian currency, has been hovering around par or stronger than the US dollar for almost 2 years. We haven’t seen this happen since the 1970’s. Real estate prices in places like Toronto and Vancouver are very high; purchasing power in Florida is much greater. When you have people thinking of buying a second home or an investment property, the Canadian loonie goes pretty far in Florida. When my clients discover that they can buy a lovely home in a golf course community or a 2 bedroom condominium on the beach for $400,000, this makes them happy. Another contributing factor is with demographics. Many of my clients from Canada are retired (or see retirement on the horizon) and decide that buying a place now makes good sense.

Can you explain the differences in taxes in the United States and Canada regarding property?
Yes, the taxes that are paid on a real estate transaction are quite different in the two countries. In Florida, when there is a real estate sale, the seller pays the documentary stamp tax (which is a state tax) on the transaction which works out to 70 cents per $100 of purchase price. In Ontario, the purchaser pays the provincial Land Transfer Tax on the purchase price which is calculated at .5% on the first $55,000 of value, then 1% on the amount between $55,000 and $250,000, 1.5% on the amount between $250,000 and $400,00, and 2% on anything over that. If a $400,000 property is sold in Florida, the seller pays $2800 in state documentary stamp tax. If the same value property sold in Ontario, the buyer would pay $4500 in Land Transfer Tax. When you are selling a million dollar property, the seller pays $7000 in Florida and the buyer pays $17,000 in Ontario. Quite the difference! Gail, I get many questions from my Canadian clients about how property taxes are calculated in Florida. In Florida, you can have a situation where neighbors on
the same street with roughly the same value home are paying very different property taxes. The reason for this is that if you are a resident of Florida and have applied for a homestead exemption then your property taxes can only be increased up to a maximum of 3% per year. If you are not homesteaded in Florida, then your taxes can be increased up to a maximum of 10% per year. As you can imagine over time this can result in a significant discrepancy. I should point out that the 10% maximum for non-homesteaded owners may be reduced to 5% in the near future in order to equalize this situation. Also property taxes have actually been going down in Florida since the recession began. I pay substantially less taxes on my home in Sarasota than, I did in 2005 because the assessed value of my home has dropped.

Rudolph became a leader of the “Sarasota School,” a style of architecture founded by Twitchell and many renowned Florida architects. With a focus on making architecture in harmony with its surroundings, Sarasota architecture featured a clean, open contemporary floor plan, filled with light and terrazzo floors, wide overhangs, and flat roofs.

PAUL MARVIN RUDOLPH, FAIA (1918-1997) Renowned Sarasota architect Paul Rudolph is highly acclaimed for his local contributions to what is known as “Sarasota Modern” architecture. His early work in Sarasota residential design utilized jalousie windows, to take advantage of Sarasota Bay breezes, with an overall minimalist design geared to embrace Sarasota’s subtropical climate. Recognized for the contemporary approach, minimalist design and spatial concepts, his innovative design can be seen throughout the Sarasota area. Born October, 1918, in Kentucky, Rudolph earned his bachelor of arts degree in architecture from what is now Auburn University in 1940. After working with E. B. Van Koeren in Birmingham and Ralph Twitchell in Sarasota, he went to the Harvard Graduate School of Design in 1941 to study with Bauhaus founder Walter Gropius. He completed his master of arts degree from Harvard after a three year tour with the Navy. In 1948, Ralph Twitchell offered a full

Lido Shores located on Lido Key near downtown Sarasota is perhaps the finest example of his Florida design legacy. Although many of the original homes have been renovated over the years, his unmistakable designs remain as a testament to his extraordinary talent. Other Sarasota landmarks by Rudolph include the initial design of Sarasota County Riverview High School, built in 1957. When considering restoration or replacement, there was a great deal of controversy in Sarasota, as many members of the community appealed for the retention of this historical significant structure. During the controversy, Charles Gwathmey, the architect overseeing renovation of the Art and Architecture Building at Yale, said “Riverview High School is a fantastic prototype of what today we call green architecture. He (Rudolph) was so far ahead of his time, experimenting with sun screens and cross-ventilation. If it’s torn down, I feel badly for architecture.” The decision was reached in 2006 to destroy the original structure, which was demolished in June of 2009. At the age of 39, Yale University appointed Paul Rudolph as Head of Architecture in 1957, after he designed the Yale Art and Architecture Building, a structure considered his masterpiece. He stayed at Yale for six years until moving to New York in 1966. As Rudolph’s popularity reached new heights, he was offered larger projects and began to design buildings throughout the Northeast. He was commissioned to create a master plan for Tuskegee Institute in
Tuskegee, Alabama. His other works include Boston’s Government Service Center and First Church; Colgate University’s Dana Arts Center, Burroughs Welcome headquarters in North Carolina; the main campus of the University of Massachusetts – Dartmouth and the Jewett Art Center at Wellesley College. In the 70s Rudolph’s work continued to evolve with an increase in international demand. He designed major international projects into the 1990s. Upon his death in 1997, he donated his entire career archive to the Library of Congress. His bequest helped to establish the Center for Architecture, Design, and Engineering at the Library of Congress. Paul Rudolph left an architectural legacy to Sarasota, as well as an acclaimed international architectural footprint.

In one of Rudolph’s few articles, ‘Enigmas of Architecture’, written in 1977, he said, “Architecture is used space formed for psychological and symbolical reasons. Architectural space overrides all its integrating elements and concepts by consciously forming enclosed voids to accommodate human beings in the totality of their psychic and physical life and in their various pursuits and intentions.”
