REPort Mike Toombs Regional Executive The Northeast Division has two meetings a year. The spring meeting is the Roundtable and was originally designed to be a training convention. The fall event is the Mini-Convention, where planning for the next year and awards for the current year are the order of business. With this knowledge you might assume that all of the scheduling for this year was completed last November in Pittsburgh. When we left the convention all of the National Races in the Northeast Division were single events. Nobody was happy with that arrangement and there were surveys and letters sent out to the national drivers throughout the division. We had a meeting at the National Convention to discuss what we could do to improve the national racing program in the northeast.
2011 first and after long discussion it was decided that there would be two doubles next year. One of the doubles would likely be at Watkins Glen and the second would be at another track to be determined later (hopefully the decision will be made in July at the Glen National). After more discussion it was also decided that this year there will be one double national and that it would be at Watkins Glen. Why Watkins Glen? The drivers surveyed wanted the double at Watkins Glen and the hope is that we can create a national race with this double that that will revive the national race program in the Northeast Division. There was much more discussion about all of this and I know that not everyone is happy with the outcome, but that is where we are right now. This means that the Glen National will be a three-day event with a promoter test day on Thursday. The Glen Region will need help in staffing the event for the three days, please see what you can do to help make this a successful event. This setup could potentially make for a dramatic loss for Tri-region and the Pocono National. I would hope that anyone who planned on going to
that event would do so, they will be celebrating their 40th annual race this year and I’m sure it will be a great event. I spent so much time in meetings about national racing that I didn’t get to do much else. I did spend some time in a meeting to discuss the future of division meetings. A group met and recommended that the Roundtable be in the same central area every year – in the Scranton, Pennsylvania area. This would be promoted more as the training seminars for the region race chiefs and the region program chairs. The fall Mini-Convention would remain the planning and awards convention and would move around the division. Speaking of the fall’s MiniConvention, we are hosting it this year. Elizabeth Thiel and Chris McAllister have been spending a lot of time putting the event together. We are holding it at the Woodcliff Hotel & Spa in Fairport. This is a great opportunity for everyone in the region to come out and see what is going on in the division. I know that there are going to be some meetings that you would find informative and you will learn something. So look for more information in Top End and online at
So a group of regional executives met at the Roundtable in Florham Park, New Jersey to discuss what can be done. The first thing we recommended was dissolving the NESCCA Steering Committee and creating the Northeast Division's National Racing Committee (NRC). This committee would consist of every region that was putting on a national race during that current year. It would also include any region that will be hosting a national race in the upcoming year as non-voting members. The Chairman of the NEDiv Council would act as the chairman and would be a non-voting member of the NRC. That was the first order of business. Next we needed to look at the national races for 2010 and 2011. We looked at 4

http://www.flr-scca.com as we get closer to the event. Now I know everyone is looking forward to the upcoming race season. The Winter Rally Series completed their last event, Quick and Dirty 2010, on March 6. John Buffum, the most successful U.S. rally driver ever, winning 11 national titles and 117 national championship events, drove down from Vermont to compete in the rally. The competition was great but everyone was wishing the event had been a week earlier, the 18 inches of snow we saw the last weekend in February had melted and all of the roads were dry and dusty. The Solo program is getting ready for the upcoming season that starts in April and our first race is Westward Ho! in June. This time of year makes you think about getting the snow tires off of the car and getting it ready for a busy summer. Now what can we do to make the racecar faster (it must be the car that holds us back from winning, right?). Until next month…
Meeting Minutes Finger Lakes Region, SCCA General Membership Meeting Minutes March 2, 2010 Location: Burgundy Basin Inn, 1361 Marsh Road, Pittsford, New York 14534 Regional Executive Michael Toombs called the meeting to order at 8:05 p.m. The following are arranged by topic and may not be in chronological order. The February 2010 General Membership Meeting minutes as, printed in the March 2010 issue of Top End, were approved on a motion by Chris Bucknam, seconded by Jim Craven. Mike reported that our current membership number stands at 464, an increase of two during the last month. Twenty-seven members were present for the Solo and General Membership meetings. Treasurer’s Report – Elizabeth Thiel Elizabeth reported that all bills have been paid. Money has been transferred the money market account into the checking account to cover track rental deposits for Nelson Ledges and Watkins Glen. The Nelson Ledges deposit is $7,500 and the Watkins Glen non-refundable deposit, due April 1, is $5,000. The Solo van has been registered. A bill for the Solo trophies is expected soon. The bill for the club bond has been received. Financial details are available from Elizabeth for review. The treasurer’s report was accepted on a motion by Gene Dinkel, seconded by Mike Brunner. Rally Report Alan Smith reported that the most recent event in the Winter RoadRally Series, The Route of All Evo IV – Karl Haltiner as rallymaster, had 23 entries. There was a good turnout in all classes. The Equipped class only had three entries, as several usual competitors did not attend. Two cars did not finish, although they all made it out. No “offs” were reported. The rally ended at the Valley Inn in Guyanoga about two miles north of Branchport; an excellent place except for the longer drive home. They served a good meal. The last rally of the series, Quick and Dirty 2010 – Ben Gilmore as rallymaster, is this coming Saturday, March 6. The start and finish is at the newly renovated “Pastaria Pub” in Lima. That used to be the Crossroads Inn. Anyone planning on going to Wellsboro for STPR®and having made reservations should check the status of the reservations. Some of the motels have been purchased by a gas company to house their workers. There is free camping at the fairgrounds for volunteers.
Solo Report The schedule for the 2010 Solo Series is available in the February issue of Top End and is also on the Web site. The out-of-region points event scheduled for June 26 is in conflict with the Westward Ho race at Nelson Ledges. There has been discussion about changing that Solo date. Dave Avery reported on the status of the Street Survival Teen Driving School. Our sanction has been accepted; insurance forms are on hand, etc. Registration and information is on http://www.streetsurvival.org. Flyers are out. Instructors are needed; we need one instructor per student. Instructor manuals are available. This school may qualify the driver for savings on car insurance. We are looking at having Downtown Deli provide lunches. Lawn chairs and portable shade are advised. Instructor information from 2008 can be found at: http://sports.groups.yahoo.com/group/ flrsolo/files/StreetSurvival/ Race Report Scott Moller reported that planning for Westward Ho is underway. A breakeven budget has been prepared. The weekend will feature Formula First and a pursuit race on Saturday. The Sunday races may be increased in length by several laps. There will not be a Pro Miata race. The supplemental regulations are revised to meet the format requested by the NEDiv executive steward. Not all of the chiefs of specialty have been named. The Saturday after racing party will again be the chicken dinner. The grouping of cars and group schedule need to be set. The format of national races in NEDiv will be discussed at several meeting during the upcoming Roundtable. A report will be made at the next membership meeting. It was noted that by the end of January 80 cars in Florida have qualified for the Runoffs® The impact of the rules change on SCCA racing was discussed. Regional and professional races are among the possibilities. 5
The format of the supplemental race regulations will be presented at the Roundtable by Earl Hurlbut, NEDiv Executive Steward. This may be a request from Topeka to standardize supps. National rules, regional rules and track rules need to be separated. Activities Report – Barbara Lissow The Rochester Auto Show starts tomorrow, March 3. Our booth will be out in the main area. The Finger Lakes Region and the Corvette club will share space previously occupied by Suzuki and Volvo. Promotional material for the region, Solo, Street Survival, etc. is in hand. Old Business The region appointments as printed on page 2 of TOP END were reviewed. The region is seeking volunteers to fill several open positions. The meeting was adjourned at 8:57 p.m. on a motion by Alan Smith, seconded by Jim Craven. Respectfully submitted, Carl F. Dresie, Secretary Bench Racing Gene Dinkel reported that the Spitfire has found a new and apparently good home. The DNFs for The Route of all EVO were for failure of the odometer and “rolling through a STOP”. It is difficult to reach the checkpoints on time if you are setting your speed “ By-Guess and by-Golly.” John Walsh commented that a recent Winter Rally Series event had sufficient workers, therefore he chose to run. In his first event as a driver and in the novice class he DID NOT finish last. That was with a missed instruction. In a rally run out of Piffard, while competing as the navigator, the driver failed to make a turn after the railroad crossing. The third car to do so and the most time needed to get back on the road. (A number of rally stories include the comment, “No, the OTHER right.”) Both under and over the bridge at Nelson Ledges can be an exciting drive. It as noted that a truck with light bar and camper would not fit under the bridge at Nelson Ledges. Therefore a more track worthy pace car is needed. Viewing the oncoming racecars from the pace car could be enhanced by standing on the seat of a convertible with the top down. John Walsh stated that supplemental race regulations accumulate the equivalent of “dust bunnies.” They don’t go away unless you make an effort to clean them out. Expired rule sets need to be removed. A set from the San Francisco region is 12 pages long. At the Seneca Army Depot (SeAD), the things to hit are lurking in the grass. 6

Finger Lakes Region, SCCA Board of Directors Meeting Minutes February 23, 2010 Location: 753 Klem Rd., Webster, NY 14580 The meeting was called to order at 7:38 p.m. Officers and directors present: Michael Toombs, Regional Executive; John Walsh, Assistant Regional Executive; Elizabeth Thiel, Treasurer; Carl Dresie, Secretary; Barbara Lissow, Activities Director; Dave Ciufo, Scott Moller and John Morris, Directors. The December 29, 2009, board of directors meeting minutes were approved on a motion by John Walsh seconded by John Morris. Treasurer’s Report – Elizabeth Thiel The Profit & Loss by Class statement for the period January 1 through February 23, 2010, was presented for review. The printing and mailing bills for the March issue of

Top End are not in this statement. The checking account balance is currently $10,810.88. The Nelson Ledges deposit for Westward Ho of $7,500 will be paid pending board approval. The treasurer’s report was accepted on a motion by Scott Moller, seconded by John Walsh. Rally Report Tom Langdon is asking for the board’s approval to change the trophies for the Winter Rally Series. Past trophies have been etched glassware. The proposal is to go to plastic paper award holders and to use the savings to subsidize the volunteer workers' afterrally food. The opinion of the board is that this change can be incorporated in the budget for the upcoming season. The Rally Board will address several issues with a recent rally. The RallyCross program is all set. The last rally of the season, Ben Gilmore as rallymaster, is scheduled for March 6. Solo Report A budget is needed for the 2010 Finger Lakes Region’s Solo series. The Street Survival event will be held at Seneca Army Depot on May 29. Contact Dave Avery to work this event. Race Report The budget for the 2010 Westward Ho race was presented. Entry fees are increased by $10; other items were increased by 10 to 15 percent. Entry levels were assumed to be similar to that for 2009. The pursuit race is planned for Saturday. The groups will be scheduled such that race data can be used to handicap the pursuit race. The Nelson Ledges track rental fee increases by $100 for each car over 100. The Westward Ho budget was approved on a motion by John Morris, seconded by John Walsh. The WGI contract for the Fun

One has been received. No significant differences from the contract for 2009 are apparent. Registration will be able to open at 6 p.m. on Thursday. The payment of the WGI track rental deposit was approved on a motion by John Walsh, seconded by Dave Ciufo. This non-refundable payment is due April 1. John Walsh has not received an answer to his request for information on the NYSRRC fees. The question will be raised at the Roundtable if no answer is received before the meeting. Meetings are scheduled at the Roundtable to discuss the issue of double national races in NEDiv. One proposal was made by Tom Campbell was for three double races in NEDiv. One would be held each year at Watkins Glen; the other two would rotate through other tracks. Other proposals are for the division to organize the driver’s schools. STPR® Report – Meridith Croucher The status of planning for The Waste Management Susquehannock Trail Performance Rally® presented by the Citizens and Northern Bank was reviewed by Meridith Croucher. A budget for the event was presented for review. The profit is expected to be less than last year due to reduced entry fees for the regional event portion of STPR. Options are to hold a RallyCross event at the fairgrounds on Saturday. The Tioga county fair committee has requested that a RallyCross during the fair by investigated. Membership News The membership fee structure will change starting April 1. The spouse member will be converted to family. Previously there was Regular, Spouse, Family and First Gear. There will now be Regular, Family and First Gear. An increase in the region family membership fee to $25 was approved on a motion by Dave Ciufo, seconded by John Morris.

Combining all Street Touring classes into a single “S” class will use the 2010 PAX/RTP for scoring. An optional indexed Open class is also proposed. 2010 NEDiv Council
For 2010, the NEDiv Council has a new Chairman and Secretary. Dave Panas, outgoing NEDiv Chairman, congratulated Tom Campbell for his election as NEDiv Council Chairman. Dave indicated that, while he would be Member-At-Large and still be involved in the Division, he had other interests he wanted to pursue. Kathy McLeod, NEDiv Secretary with 24 years of service to the Council, also indicated a desire to pursue other interests, and Sandy Sanders was elected NEDiv Council Secretary. NESCCA Series to Include Double National Event at Watkins Glen in 2010
The North East Division's National Racing Committee (NRC) was formed last weekend at the Division's annual spring meeting. The NRC consists of representatives of all the Regions which host National races in the Division. These races comprise the NESCCA National Road Racing Series. The NRC established the series' budget and the recognition and awards program for the 2010 season. They also started work on improving the overall schedule for the
series in the future. The objectives are to improve the placing of these events on the calendar considering such dynamics as the weather, avoiding conflicts with other events where possible, and coordinating with events in neighboring divisions. One of the important issues that was discussed at great length was the desire of the Division's National drivers for double race events in the Northeast. The NRC concluded that they would expand one of the current 7 National races in 2010 to a double. The recent survey of the drivers showed a clear preference for Watkins Glen to be the first track to be considered and the Glen Region was willing to take on this challenge. The NRC therefore recommended and the full NEDIV Council approve a Double National at Watkins Glen on July 9-1011, 2010. It is the intention of the Glen Region and their partners from the Finger Lakes Region to use the double race format to start building this event into a North East Division high profile, destination event. Stay tuned for more information to follow soon. The NRC also decided that for 2011 there will be 2 double Nationals on the schedule which will, tentatively, have 8 race events as Summit Point will be returning to the schedule. The Committee is working on deciding how to select the venues for these doubles. The selection is expected to be made no later than a Committee meeting scheduled for July at Watkins Glen and will presented to the full NEDIV Council for approval at the November Division meeting. The National Racing Committee would like to thank all of those drivers who participated in the driver survey. The information that was gathered was exceedingly valuable and will continue to support the committee's work in the future. From Topeka SCCA Announces New Membership Drive Contest
03/12/2010 TOPEKA, Kan. (March 12, 2010) Introducing new members to SCCA has never been more lucrative to current SCCA faithful, with the new SCCA Membership Drive and Contest. There are two parts to the contest, one for individual members and one for Regions. “Membership is the lifeblood of our organization, and current SCCA members and Regions now have some great additional incentives to bring new members in, and possibly welcome some old friends back to the organization,” SCCA VP of Member and Region Services Colan Arnold said. For each new member referral, SCCA members now receive $10 in “SCCA Gold.” This form of new SCCA currency can be applied toward membership dues, licensing fees, merchandise or event entry fees through the SCCA National office (such as Tire Rack National Solo events, the Runoffs or the Convention). There is no limit to the amount of SCCA Gold a member can accrue and it will automatically be credited to the membership record of the member.

Additionally, for each new member referral, a member’s name will be entered into a Grand Prize drawing. The awards are as follows: First Place: Skip Barber Racing School Second Place: $1,500 Tire Rack Gift Certificate Third Place: $500 SCCA Merchandise Gift Certificate Regions are eligible for rewards based on an overall increase in their total membership and their membership retention rate. Region goals are set at a growth rate of two percent and a retention rate of 80 percent annually. Rewards are offered for four levels of success: Level One: Achievement of two percent growth: Region receives $20 in SCCA Gold for each member (Individual and SafeRacer First Gear) and $30 in SCCA Gold per Family Membership above the 2009 membership levels in each category. Level Two: Achievement of two percent growth and 80 percent retention: Same SCCA Gold amounts as Level One, plus a discount of five percent on all 2011 event sanction fees (excluding insurance and late fees). Level Three: Achievement of 10 percent growth and 80 percent retention: Same SCCA Gold amounts as Level One, plus a discount of 10 percent on all 2011 event sanction fees (excluding insurance and late fees). Level Four: Achievement of 20 percent growth and 80 percent retention: Same SCCA Gold amounts as Level One, plus a discount of 15 percent on all 2011 event sanction fees (excluding insurance and late fees). The top 10 referring members and top 10 Regions in new member and retention percentage will be recognized monthly in Inside Line and SportsCar Magazine. To be eligible for the member rewards, a member must be in good standing through December 31, 2010. Regions must also be in good standing to be eligible for rewards.
An individual is recognized as a “new” member if they have never previously belonged to SCCA or have not been a member in the six months prior to the date of the new membership. A new member with a corresponding family or spouse membership counts only as one new membership for the contest. New members may join one of two ways, either online or through a mailin or fax-in form. Online, applicants may click on the “Join Now” button at www.scca.com and submit the online application. We will be holding a Street Survival School (Teen driving school) on Saturday May 29 at the Seneca Army Depot. This all day school teaches teens how to handle their car to avoid accidents. We need instructors and workers for both schools. Please e-mail me at dwa@dwavery.com if you would like to help for one or both of these schools. Brian will be opening student registration for the novice school soon. Street survival school registration is at www.streetsurvival.org. Instructing means demonstrating, explaining, watching, and correcting. So 1) Can you drive through figures like a slalom, figure eight and acceleration/braking? 2) Can you explain topic like looking ahead, car weighting, understeer and oversteer? 3) Can you feel understeer and oversteer and explain what it is? 4) Can you offer helpful suggestions in a non-threatening, non-abrasive manner? If so, you can instruct. There is an instructor guide for the Street Survival School in the files section of the Yahoo Newsgroup. This has information that is helpful to anyone instructing either school. You will find instructing to be fun, challenging, and helpful. You may be amazed how much better you understand something once you have explained it to someone else. The more instructors we have the better the schools will be. If you aren't comfortable instructing we also need workers to set up course, shag cones, and generally cheer on the students. Quick and Dirty 2010 By Ben Gilmore, Quick and Dirty 2010 Rallymaster Before I go off into the usual hustle and bustle wrapup of the event, I would like to give thanks to some important people. If not for these dedicated individuals, those of us who like to come out and play during the winter months would not have such fun and challenging events. That being said I would like to thank the following people who volunteered to work this event; Marnie Soom and Cassandra Rife for running registration, Mark Laitenberger and Scott Grinnell for running Tech, Bob VanSice and crew (Kara, Ryan and Ethan Barnes), Carl Dresie, Barb Lissow and John Werner, Mike Toombs and Dave Avery, Dawn Lepard and Ryan Tucker, Meridith Croucher and Gary Thomas, Cory and Dana Kuhns, Alan and Peter Blood, Craig McMaster, Larry Wells and Paul Walker, The Thiels (Dan, Elizabeth and Anna) for working the checkpoint locations, Rick Barnes and Jason Kostyshak for following all of the brave souls as our sweep team, Tom and Deb Langdon for creating our event trophies, and last but not least Pamela Peterson and Erik Braun for tabulating all the scores and correcting timing issues. Everyone did a great job working this event, and to those who have worked

at several other Finger Lakes regions events, thank you for continuing to come out and support our region by volunteering your time and gas to sit out in the cold and dark watching a bunch of crazies sliding around on the snow and dirt trying to stay on time. Speaking of sliding around, John Werner with the help of Curtis Braun checked the event the previous weekend; I heard they had a blast sliding through the course with lots of snow. I would also like to send my thanks out to Jim Shelly, Owner of the Pastaria Pub along with his hostess Colleen. Jim, Colleen and their staff of waitresses treated us all quite well, and we are looking forward to using their location again in the future. And now back to our regularlyscheduled program. It has been a few years since the Finger Lakes Region has put on the Quick and Dirty event. Sadly, this year was not as dirty as we had hoped it would be. In fact, the roads were the driest we have ever seen them in all the years this event has been put on: not just dry, but plowed very wide. Even more surprising were the dust clouds that several competitors encountered on various parts of the course. The toughest dust section seemed to be the one heading up “Sick” road to checkpoint # 8. This year’s event featured a new surprise for many novice and some seasoned competitors. The surprise was the use of radio controls. It has been a few years since one of our events have featured radio controls, and if you look at the final scores you will see that those controls did catch a few people off of their expected times. This just goes to show that you never know where a checkpoint may be hidden and that staying ON TIME, ALL THE TIME is key. Once in a while, events in our region feature a more pleasant surprise. Our event this year featured a rare
opportunity to compete against long time SCCA ProRally Legend John Buffum and his co-driver Marc Goldfarb. Still listed as the “winningest” ProRally driver of all time, John Buffum came out and was able to prove that he still had what it takes to win first place, edging out a victory by just THREE points over our current equipped class champions Alan Smith and co-driver Eric Hobron. It seems as though a lot of our rally teams have been working hard this season at whittling down their points to get the magic two digit numbers. Even some of our novice competitors have come out strong with sub 100 point scores. Hopefully next year we will continue to see this kind of improvement, perhaps even get to see someone break into the single digits. With the event being slightly shorter than our typical runs of around 160 miles, we were able to return to finish earlier than usual. Our first car was in before 10 p.m., which allowed the competitors time to enjoy some dinner and fond memories of the season while the scores were tabulated. Trophies were soon to follow around 11:30 p.m. This may have been a new record for an evening rally. Finally, “Congratulations!” goes out to our class winners: In Novice with a Raw Score of 85, Shaun Hallam and Justin Fay; In Stock with a Raw Score of 124 Jaime Hayslip and Scott Grinnell; In Limited with a Raw Score of 24 Karl Haltiner and Mac McCann; and rounding out the top spot in Equipped with a raw score of 14, long time ProRally champion John Buffum and Marc Goldfarb. Thanks again to all the competitors and workers for coming out to the event. I hope everyone had a good time, and we look forward to seeing you again at future Finger Lakes Region SCCA RoadRally events this coming year.

Wide roads were used for the first portion to minimize any problems due to running in the daytime. A report on the rally and results are being prepared for publication in the TOP END and for the Website. Overall we had a very good season with very few problems. A means to minimize timing problems – was the correct time recorded on the scorecard – needs to be put into place. The factor for the different speeds also needs to be studied before the general instructions are written for the next season. More RoadRally Safety Stewards are needed. Vehicles should be inspected at each rally; season inspection could miss a problem. A package needs to be prepared
for rallymasters defining what needs to be done and when. The letter to the sheriff is typically posted in their office. Radio controls need to have three people in the open control after the radio control, one to take times from the radio operator, one to work with the competitors and one to log and provide times. The radio control can operate with just one person. Craig McMaster has put some very nice articles on the series on Special Stages. (http://www.specialstage.com) Options for trophies were discussed. The amount of money spent on trophies for the recent winter rallies was reduced and the funds used to reward the workers for their efforts. Novice trophies could be “cars on sticks” while the other classes would receive paper in plastic desk stands. An additional thought would be to have

something for all “first timers.” Dash plaques and stickers are also options.

Spring, Summer and Fall Rallies Rick Barnes has three short rallies scheduled in his Shortline Rally Series. Dates are May 16, July 17 and October 17. The May and October events will be Sunday afternoon events similar to Rick’s 2009 rallies. The July rally will start late evening and be similar to the Winter Series rallies using tulips for route following instructions. Check point workers will be needed.
Miscellaneous Discussions The revised schedule of events for STPR® has taken up time for possible rallymasters for the Charity Rally. Do we run the Charity Rally and who will be rallymaster? A RallyCross during STPR and another during the Tioga County fair are being discussed. Options for an event to be run at the Super Special site during STPR are being discussed. They include a “Mirrorkhana” style event. The Central New York Region is planning a RallyCross at the Rolling Wheels Raceway. They need help from a RallyCross Safety Steward. Fuel mileage of several of the cars running in the Winter Rally Series was discussed. Reserve gas supply and the methods of providing the reserve for everything from VW Beetles to motorcycles were expounded upon. Longhaired Dachshunds may be good dust mops, but shedding requires a followup. Mixing versions of the RoadRally Excel calculation program can lead to interesting problems.
