I recently attended the Northeast Division (NEDiv) fall convention. There are two NEDiv conventions each year. The fall one is called the Mini-Convention and the spring is the Roundtable. The MiniCon is where time is spent reviewing what happened during the current year and plan for next year. The spring Roundtable is primarily for training of workers and other specialized groups of people. So what happened at the Mini-Con this year? As many of you are aware there are no more National races after 2013. So a lot of time was spent discussing what would happen to the race programs next year. Every National race has been converted to a Regional race (this name may change at some point in the future). There is going to be a divisional race series. This series has a sponsor, Mazza Vineyards and an eight race schedule has been defined - April 12 & 13 at Summit Point, May 24 & 25 at New Hampshire, June 14 & 15 at PIRC, June 28 & 29 at New Jersey Motorsports Park, July 26 & 27 at Nelson Ledges, August 2 & 3 at Pocono, September 13 & 14 at Watkins Glen, September 27 & 28 at Lime Rock. To attempt to make the eight races in the championship a little more than normal regional races there are going to be some restrictions put in place. They want to have victory laps, winners circle and race lengths longer than normal regional. This is where we potentially have an issue, time. Time is always an

issue at WGI and this past Fun One we ended up with 3 hours of overtime. The track also wants us off the track at a set time overtime or no. So with seven race groups there may not be enough time in the race day to do what is required. So I have pre-warned the Divisional Race Committee that our race may not be part of the NEDiv divisional series. The rules are getting updated as we speak and I’ll have a better idea after talking to our BOD and our Competition Board. There were also some seminars that each of us went to. Marsha and I went to the registration seminar where the registrars decided that we didn’t want to have “preferred numbers” in any race series, other than the Majors, next year. I could spend a lot of time explaining the problems registrars have with preferred numbers, but that won’t change what happened Sunday morning. This was brought to the NEDiv Council meeting and did not go over well. So the following recommendations were made and approved. All drivers must have their preferred numbers to the series before March 1st. No changes can be made after that date to any list (this has been the policy in NYSRRC for a few years now). All numbers become available two weeks before the race date, preferred or not. There is also one other thing I need to mention, I keep using the term preferred and not reserved for a reason. If you are running a race that has multiple race series in it, you may not get you preferred number if someone else enters the race before you and you both have the same preferred number. The only other major issue Sunday morning was the railroaded election of officers for the NEDiv Council. In other words I am going to be the NEDiv Council chairman for 2014. This is my 96th column for Top End, some have been easy, some not so easy. I have been thinking about what I was going to write. I have always been doing what I think is in the best interest of the club. I have always wanted what is best for the club, and ultimately the membership. During the past six years and my two year term previously, I have had plenty of help. From race chairs, Solo chairs, RoadRally chairs to RallyCross chairs, we have all pushed to make the region more fun for the membership. When someone asks what region I’m from - I’m proud to say the Finger Lakes Region. Mike

Meeting Minutes Finger Lakes Region, SCCA General Membership Meeting Minutes November 5, 2013 Location: Murph's Irondequoit Pub 705 Titus Ave Rochester NY 14617 Mike Toombs called the meeting to order at 8:03 p.m. All officer candidates won their election. Mike Stutzman moved to approve the September minutes, seconded by Alan Smith. Approved. Alan Smith moved to approve the October minutes, seconded by Mike Stutzman. Approved. Treasurer's Report (Elizabeth Thiel) • 2013 has been profitable. Solo (Tom Weaver) • 467 entrants for seven events. • 47 new memberships were created at our events. • We averaged 67 entrants per event. We need more. • We are still planning the picnic. • Tom Langdon moved to approve the Solo report, Tony Zanni seconded. Approved. Rally (Tom Langdon) • Rally held seven events this year. • 64 total entries this year. • Poor turnouts for daytime events.

• Winter Series needs a Rallymaster for the Feb. 1 event. • Christmas Party is December 14 at Cheap Charlie’s • Tom Weaver moved to approve Rally report, Tony Zanni seconded. Approved. RallyCross (Tony Zanni) • Seven events this year, two more left. • 136 total entrants so far this year (71 members, 65 non-members). • RallyCross has been profitable for 2013. • Tom Langdon moved to approve RallyCross report, Tom Weaver seconded. Approved. Race (Fran McAllister) • Westward Ho had 80 competitors, profitable for the first time ever. • BFGoodrich Supertour ("Majors") had 260 competitors and a large profit. • Fun One had 260 competitors and a modest profit. • People continue to complain about classes, registration hours, and tech hours. • Mary Hartman moved to approve Race report, Dave Ciufo seconded. Approved. Membership (Mike Toombs) • We had 32 renewals for October, bringing membership down by 23 members to 445 total. STPR (Meredith Croucher) • "Finger Lakes STPR ® Motorsports LLC" is owned by "Finger Lakes Region SCCA, Inc." • Finger Lakes Region owns the STPR brand and intellectual property. • STPR pays Finger Lakes a yearly fee to use the brand and intellectual property. • Insurance for the STPR event is expensive and requires a bond. • STPR lost money last year. Activities (Mary Hartman) • October 12 boat ride had 16 attendees and good weather. • Banquet is January 25 at Rivers Edge Resort. There will be drinks, food, awards and trophies. • Adults $25 / Kids under twelve $12 • NYSRRC banquet had 30 people • Fran will talk about Mid-Ohio track day • Mary will talk about Richard Petty driving experience Old Business • Gene Dinkel is donating starter flags to the region. New Business • Chris has been scouting new meeting locations in Henrietta. Dave will follow up.

The December board meeting has been moved from Dec. 31 to Dec. 17 Treasurer's Report • BFGoodrich Supertour resulted in a large profit. • One entry did not show up and has requested a refund, even though he never withdrew. • IRS has notified us with an assessment for non-filing of 2011 and 2012 taxes. • We filed 2011 and 2012 taxes but did not pay taxes because we're a notfor-profit. • We have money in our account. • We received money from an insurance claim.

• Report approved. Solo • Season is over. • Last event had 49 entries but minimal costs, resulting in large profit. • Picnic still needs to be planned and awards need to be presented. Rally • Winter series starts in January with the Long Way Home, followed by the Ithaca Rally. • A RallyCross incident was discussed. Race • Race Monitor hardware/software was discussed. • Planning for next year’s events has begun. • Profit margin percent for Race is in the single digits, despite having made good money this year. • Race met with Watkins Glen staff to see what both parties can do better and what they can do to reduce costs. Activities • 16 people attended the cruise. The weather was perfect. • The social rally had six cars. • Fran will discuss his lapping day at the Membership Meeting. • Mary will share the Richard Petty Lapping Experience from Las Vegas. • The annual banquet will be mildly subsidized. • Meredith has an STPR ® video to run during the annual banquet. Old Business • All officer candidates have been elected. • We are renegotiating the use of our name with STPR New Business • Meetings will be the same time next year. • We are exploring new locations in Henrietta. • The region will donate a ½ off certificate for either Westward Ho! or the Fun One to be given as a door prize at the November Mini-Con, along with a $250 sponsorship for a break at the Mini-Con. This proposal passed on a motion by Mike Toombs, seconded by Mary Hartman. The meeting adjourned at 9:15 on a motion by Brian Reeves, seconded by Mary Hartman. The Petty Experience, Vegas Style Finger Lakes Region member Mary Hartman will

share her adrenaline-generating experiences on both a Ride-Along and Drive in a 600-HP NASCAR race car at Las Vegas Motor Speedway at the December general meeting. The Richard Petty Driving Experience claims to be "the worldwide leader in NASCAR stock car ride and drive entertainment," and is offered at more than 20 major speedways and race tracks in the U.S. The RPDE provides several ride-along packages, all with a professional driving instructor, reaching speeds over 160mph. Las Vegas Motor Speedway is located about 15 miles northeast of the Strip. Its 1,200-acre complex includes several different track formats for a variety of racing. These include three road courses (2.4 miles and 1.1 miles and an "exotics" course), two paved ovals (Superspeedway and The Bullring), a clay oval, a drag strip and an off-road course. "Since they had a 'buy-one-get-one' three-lap ride around, my vacation buddy and I split the cost and each got a ride around at 165 mph," she said. "I then did two 10-lap sessions." This isn't her first time with the Richard Petty Driving Experience as she did it once before in Orlando in March 2012. That earned her a $200 coupon for another "experience," so on a recent trip to Las Vegas, she took advantage of trying it again. "While last year I had to follow an 'instructor car' and topped out at 126 mph, this year the instructor rode with me," she explained. "We followed pylons for turn in and apex points, and line markers in between." Part of the "experience" for Mary was getting comfortable in the car as well as learning the track itself. "The car set up was different at Las Vegas due to the banking. It took some practice to learn to accommodate for the steering wanting to turn left," she said. "I was just getting used to the feel of the car when the first session was over!" With her $200-off coupon, she purchased another 10-lap Drive. "For the price of what I saved with my coupon, I got a second session of 10 laps, with my times getting faster almost each lap," she said. "On my last lap, I was pleased to find out I made 140 mph!" FLR members and guests are invited to the general membership meeting on Tuesday, Dec. 3, at Murph's Irondequoit Pub, located at 705 Titus Ave. in Rochester. The meeting begins at 8 p.m. Her presentation, complemented with videos, will begin after the meeting.

Bully Hill Rally Report

On Saturday, October 19th, at the peak of the leaf peeping season, six cars travelled through the Bristol Hills and south to a wine tasting at the Bully Hill Winery. Four check points were located along the route, but checkpoint two had to be thrown out due to an error in the rally set up. Two classes were running,” experienced” included anyone who had run more than two rallies for FLR. Alan, Andy, and Amy Smith took first place experienced, with Chris and Joyce Bucknam running second. The novice class included the team of Paul Walker and Lawrence Wells in first place, followed by Fred Folsom and Tom Ewart, in second

place. Also finishing, all with scores under 250, were two of our “First Gear Members”, Jake Bucknam, son of Chris and Joyce, and Brett Hodgeman grandson of Lynn Randall. These two young men ran with lady friends, Kimmy Weis, and Sarah Riker. It is nice to see some new interest in the rally program! Thank you to the workers, Mary Hartman, Karen Hodgeman, Barb Lissow, Mike Brunner and Jerry Kerwin. For Oct.2014, I am planning a rally to a brewery, closer to home. Rallymaster, Lynn Randall, with special thanks to Mike and Jerry for several trips made to Hammondsport, trying out the routes.

The Long Way Home ‘14 January 4, 2014

It is once again time to enjoy the winter roads of the Southern Tier with the Finger Lakes Region’s 2014 Winter Rally Series. The first rally of the series consists of approximately 160 competitive miles using mostly unpaved roads in the New York Southern Tier. Entry fees are $35/car for SCCA members, $45/car for guests. There is a 35 car limit, so pre-registration is recommended. Series classes are Equipped, Limited, Stock, and Novice. Snow tires are recommended (all season tires may limit your speed group eligibility), tow rope/strap, and 90 minutes of flares or one DOT triangle are required to compete. A rally of approximately 175 miles using paved and unpaved roads in the southern parts of West-Central New York. Entry fees are $35/car for SCCA members, $45/car for guests. There is a 35 car limit, so pre-registration is recommended. Series classes are Equipped, Limited, Stock and Novice.
