Mike Toombs Regional Executive We had our banquet on the 9th of January; by the way, congratulations to everyone who won awards - no, not won awards – earned awards. In case you weren’t at the banquet here is what I said. “It takes a lot of people to keep this organization running. There are no unimportant people when it comes to putting on our events. From the flagger out on the corner to the Rally safety steward, they are all an important part of the club. We are lucky to have a region that has four very active groups. This past year we put on three races, Westward Ho!, The Glen National and The Fun One and each was a well-organized event. I need to thank the chairs for each event – Scott Moller with help from Lew Giesy chaired the Westward Ho! race. Elizabeth Thiel put a lot of 4

time and effort into the Glen National Race with a little help from me. Dealing with the Trans-Am® added to a lot of stress to organizing that race. The Fun One was chaired by Bob Henderson and John Walsh with all of the pomp and circumstance associated with the 45th running of this event – the longest running regional race in SCCA history. I need to also mention the three registrars who were chief registrars for those events. If we had to pay Wilma Giesy, Judy Dennis and Marsha Toombs for all the work they put into the three races we would quickly go bankrupt. As well as chairing the National Race, Elizabeth also spent a lot of time making sure that the Saturday night parties at both WGI events were well organized and everyone had a good time. The Solo program had eight events and put on the Finger Lakes National Tour. Brian Buchman took over the active program and pushed it forward with support from a countless number of people. Marnie Soom once again stepped up and chaired the National Tour, her fourth year in a row chairing that or the ProSolo. Then there were chairs for each regional event, two at RIT, one at Xerox and five at the Seneca Army Depot, these people spent hours designing and setting up each event. This year we put on our second Street Survival School. Dave Avery continues to chair a fine event and each year we gain a little knowledge on running the event, and hopefully help some young drivers live to be old drivers. The RoadRally program put on their usual night rallies once again. Deb and Tom Langdon did a fine job not chairing the rally program. As well as the biweekly Saturday night rallies during January and February there were a couple of summer rallies for a little extra fun. The Rally event chairs spent a lot of time laying out the rallies and checking out the mileages and checkpoint locations, so that everyone running the rally can have fun.

Jason Light took over RallyCross and spent time reinvigorating that program. We owe thanks to Bruce Perry for allowing us to put on events on his property. I think we also need to thank Bruce’s neighbors; it can get a little dusty during some of those summer events. STPR® LLC continues to be efficiently run by the three managers, Lew Giesy, Meridith Croucher and Alan Smith. Each year they strive to make STPR a better event. There are also people who are in the background helping keep the region running. Carl Dresie spends a lot of time putting together Top End every month. I have always felt, and continue to feel; that a monthly newsletter is very important, and we continue to put out what I believe is one of the better ones. MaryAnne Shults continues to keep our web page up to date. The Solo board, the Rally board and the Club Racing board (chaired by Rich Smith) are always there to make sure each program continues to run well. Mike Brunner has spent a lot of time trying to grow our membership. I also need to thank the board of directors for their support and help this year. People have volunteered to chair every activity. Scott Moller and Meridith Croucher are going to be chairing Westward Ho!, John Walsh and Elizabeth Thiel are going to be chairing The Fun One. Brian Buchman is continuing to chair the Solo program and Deb and Tom

are continuing to not chair the rally program. Dave Avery is going to chair the Street Survival School. Jim Perrin, from Western New York, has joined our region as an associate member and will be chairing the RallyCross program. Next year’s Board of Directors is looking like it will be up to the challenge of running the region once again. The officers are: John Walsh – Assistant RE Carl Dresie – Secretary Elizabeth Thiel – Treasurer Barbara Lissow – Activities Director The Directors are: Dave Ciufo Gene Dinkel Scott Moller John Morris On closing there is also one additional person I need to thank. This person spends countless hours listening to me and reminding me when I forget things. Marsha is more than the Fun One registrar, she is the person who got me involved in the SCCA 26 years ago – so they way I see it – basically, it’s all her fault.” I will be attending the National Convention in a couple of weeks. I will be discussing what I find out at the February meeting, so hopefully I’ll see you there. Until next month… Mike

Finger Lakes Region, SCCA Board of Directors Meeting Minutes December 29, 2009 Location: 753 Klem Rd., Webster, NY 14580 The meeting was called to order at 7:45 p.m. Officers and directors present: Michael Toombs, Regional Executive; Elizabeth Thiel, Treasurer; Carl Dresie, Secretary; Brad Johnson, Activities Director; Jim Craven and John Walsh, Directors. Board members absent: Gene Dinkel, Scott Moller and John Morris. Items are presented by subject and may not be in chronological order. The November 24 board of directors meeting minutes were approved on a motion by John Walsh seconded by Brad Johnson. Treasurer’s Report – Elizabeth Thiel All bills have been paid except for City Blue and Ace Mailing. The profit and loss statement by class for January 1 through December 29, 2009 was presented. All pending payments have been received. The Web site hosting bill has not been received. The treasurer’s report was accepted on a motion by Jim Craven, seconded by Brad Johnson. The Web site billing procedure was discussed. Mike Toombs will ask for a clarification. Discussion included assigning charges to the appropriate activity and including the charge in the appropriate budget. Hosting for the Web site runs from August to August for a charge of $300. John Walsh questioned the NYSRRC car count fees for our regional races. We should not be charged for every car. A motion by Carl Dresie, seconded by Jim Craven, to have John Walsh send a letter to NYSRRC questioning the fee was approved.

Rally Report Jim Perrin of the Western New York Region has been appointed to the position of RallyCross chair. The region will cover the cost of Jim’s Finger Lakes Region associate membership. Solo Report Insurance and warranty information regarding participating in Solo events was discussed. Claims outside of event participation is a factor in denial of claims. Seneca Army Depot dates are first come first served. We are listed by the national office as having a Street Survival School. Probable site is SeAD. Flyers need to be passed along to insurance companies and schools. Race Report Race chairs and dates for our races in 2010 are set. The changes in qualification rules for the Runoffs® was discussed. These changes are felt to have a negative impact on national entries. Activities Report – Brad Johnson Brad reported that the banquet count currently stands at just over 60. Old Business A deposit check has been sent to Woodcliff for the November Mini-Con hosted by the Finger Lakes Region. Registration fees are being studied and are expected to be in the $100 range. New Business Three Finger Lakes Region members are currently registered to attend the national convention. They are: Mike Toombs, Tina Reeves and Eva Ames. Remembering Chuck Krueger By Gene Dinkel

Charles H. “Chuck” Krueger, 56 year National Life member of the Sports Car Club of America and the Finger Lakes Region, has left us. Chuck was a master mechanic, race car preparer, a naturally skilled race driver and one of the nicest, most generous humans ever to walk through a race paddock or anywhere else. Chuck started working on racecars and driving them about 1953. By the ‘60s he had a shop in Teed’s Corners with a lot full of other people’s racecars and trailers. Chuck probably prepared about every race car of Finger Lakes, Western New York, Glen and Central New York region members. It was this commitment to other’s racecars that kept Chuck from getting his own cars ready to run. In a race paddock, Chuck was always willing to help another driver. Chuck raced at tracks all over the Northeast and at Daytona. He won the MG Car Club feature race at Watkins 6

Glen in August 1960 in an MGA that he prepared. Through the 1960s and into the ‘70s Chuck raced a variety of cars. Among them were an Elva Mk 5, Maserati-Ferrari, Elfin sports racer, Formula Juniors and Sports 2000. Chuck took time off in the 1980s to work for a construction firm, operating heavy construction equipment and using his mechanical skills to keep them running. In 1990, his son Charles W. got him to FLR’s 25th Fun One. Chuck felt the enthusiasm again for road racing and his son got the racing bug. Charles W. went to a driver’s school and purchased a Sports 2000 car to race. In 1992 Chuck went to a driver’s school in his son’s S-2000 (he won the school’s Sunday race!). Chuck then bought a S-2000 and for the next two to three years it was a beautiful sight seeing the Kruegers racing wheel to wheel. Chuck was the Finger Lakes Region’s Chief Scrutineer for many years, a member of the competition board for a number of years, a regional officer and a recipient of regional awards and trophies. Most of all drivers and crews will always remember the race car mechanical information, skills and help he offered most generously. Krueger, Charles H. York: December 26, 2009 at age 76 years. He is survived by his wife, Elizabeth Bedell Krueger; 4 sons, Charles (Debbie) Krueger of Conesus, Wesley (Karen) Krueger of Retsof, Mark (Tonya) Krueger of Brockport, Peter (SeaSail) Krueger of York; 5 grandchildren, brother, Walter (Miki) Krueger of Leicester; nieces and nephews.

Open Letter to the NEDIV National Drivers Tom Campbell, Chairman NEDIV Council

NYSRRC News NYSRRC Reserved Numbers

In the past the NYSRRC reserved numbers system has not been maintained. Once you reserved a number it was yours for life. This has resulted in people having numbers reserved for them after they have changed classes or stopped racing. So, to alleviate the problems we are going to institute a process for updating the reserved number information yearly. You will have from the last NYSRRC race in the fall until the first of March to resubmit your information to the NYSRRC administrator. After March 1, all numbers that have not been renewed will be deleted and they can be reserved on a first come first served basis by any driver. If there are no changes to your information, please e-mail Marsha Toombs at metoombs@netacc.net stating that. If you want to keep your number and are staying in the same class but there are changes to the make, model or year of your race car, also please email Marsha with the changes. As stated above if you have not notified Marsha of your intention to keep your reserved number by March 1st, all of your information will be deleted.

The NEDIV Race schedule for 2010 was recently published. Since then there has been concern expressed by some of the National drivers that there are no double National race events on the calendar. This issue was discussed at the NE Division meeting in November prior to finalizing the schedule. Although there were a number of double Nationals requested, in the end the regions, as represented by the Regional Executives, decided that there should be none on the schedule for 2010. The issue of having 3-day double race Nationals has been debated within the division for many years. The arguments are primarily driver preference and regional finances. It has long been stated that many drivers don't want to extend the weekend by the extra day (at least not on non-holiday weekends) and that they don't want to be disadvantaged if they can't attend the double event and have to travel to two separate single events. More recently a strong viewpoint is emerging that the double race weekends are less expensive for the drivers than two separate, single events and that the economics are changing some of the driver's preferences. Undoubtedly both sides of that issue exist, as well as several positions between the extremes. The other stake-holders in this issue are the racing regions – those that host the National races. Total participation

in National racing has been declining by about 10 – 12 % per year for the past 4 years. Combined with increasing costs (track rental, insurance, etc.) it has become more difficult for the regions, especially those hosting the smaller events, to break even financially. The same trends exist in Regional racing but consistently greater numbers of entries per event make it more economical to host a Regional race. The regions believe that large double race National events will draw entries away from the smaller singe race events to the extent that the single events may no longer be financially viable. The recent feedback from the drivers who are lobbying for the doubles as being more economical are validating this concern. Many of the National participants are “local” drivers who enter the one or two Nationals at the tracks closest to them but don't travel to the majority of the National races. If their local track loses its National these drivers won't fill the void with another National event at a more distant track. On the other hand are the drivers who only enter enough Nationals to qualify for the Runoffs. These days that can be accomplished by only entering two double race events. However, of the 450 drivers participating in the 2009 Nationals in the North East, only 75 actually attended the Runoffs. Does it make sense to design the National racing program for that limited population. For the 2010 season two of our historical National race events, Summit Point and Mosport, were dropped by the host regions for financial reasons. There remain 7 National races, all single race events, nicely distributed geographically and on the schedule. So, that is the dilemma – more doubles to provide economy to some of the drivers at the cost of having fewer National races by forcing more regions/ tracks out of the National racing schedule. This issue will be discussed further 7


at the Division's annual Round Table meeting in New Jersey on March 13 – 14. This is a rather straight forward issue but with no easy solution. It is very important that the decision makers, the RE's in the division, hear from more of the National drivers, hopefully from the full spectrum of viewpoints, so that they can make well informed decisions. Better yet, the drivers are invited to attend the Round Table to present their views and participate in what will be a lively debate.

From Topeka World Challenge Programming to Air on VERSUS in 2010

TOPEKA, Kan. (Jan. 4, 2010) – WC Vision today announced that the 2010 SCCA Pro Racing World Challenge Championships will air on VERSUS. The World Challenge Championships, consisting of three separate categories—GT, GTS and Touring Car—are America’s top production car-based series. The World Challenge 2010 telecasts will be 90-minute programs, up from 60 minutes in 2009, with highquality production values, renowned announcers providing color commentary and feature segments with behind-the-scenes footage. Some telecasts will air around IZOD IndyCar Series programming and series information will also be included on www.versus.com “We are thrilled that our 2010 events will air on VERSUS,” WC Vision VP of Marketing and Communications Dave Drimmie said. “The series returns to a weekend timeslot and this year our fans will have a longer and more in-depth program. We’re also looking at a syndication package that would enable World Challenge to reach a total of 160 million households.” SCCA Pro Racing World Challenge Championships Consisting of three separate categories (GT, GTS and Touring Car), the World Challenge Championships are America’s top production car-based series. SafeRacer Named Sponsor of SCCA National Racing Series TOPEKA, Kan. (Dec. 31, 2009) – Sports Car Club of America announced a multi-year partnership in which SafeRacer will become the title sponsor of the National Club Racing program. The approximately 70-race National program will be referred to as the “SafeRacer SCCA National Racing Series” beginning in 2010. “SafeRacer has supported the Club Racing program in various ways over the last several years and we’re excited that it has expanded its support to become the sponsor of the National Racing Series,” SCCA President and CEO Jeff Dahnert said. “One of our main focuses this year will be on developing partnerships that not only support SCCA’s business, but its participant members as well.” As part of the sponsorship, SafeRacer will provide $15,000 in certificates to be distributed to class Champions in the nationwide point championship. Club Racing Contingency Programs for 2010 Now Posted TOPEKA, Kan. (Dec. 22, 2009) – With a new season of racing just around the corner, SCCA Club Racers can now begin to register for contingency programs Three auto manufacturers, Volkswagen of America, Mazda North American Operations and Toyota/TRD have committed to contingency programs in 2010. Volkswagen will make payments to top-three finishers in selected National classes, paying as much as $1500 for a win. Additionally, Volkswagen is offering $150 for a Regional race win in nine classes. Mazda will also make payouts to eligible drivers who finish in the top three at a National Club race. Those payments more than double for a podium finish at the June Sprints. Bonus money from Mazda and Volkswagen is available for a Divisional Championship as well. Toyota will reward either $800 or $400 for a

National race win depending on which class the victory came in. Four tire makers are in the 2010 contingency mix, with Toyo, BFGoodrich, Goodyear and Hoosier all posting programs. As the spec tire for the Spec Miata class, Toyo will pay prize money to the top eight finishers at every National race, plus award each eligible Divisional Champion with $1,500. Posting in five classes, BFG will award race winners with two free tires and second-place finishers with one free tire. Goodyear will also award two free tires to race winners in select classes. Free tires are also to be won by eligible Hoosier drivers, who will earn two free tires for a win and one free tire for finishing second A new contingency sponsor, TreadZone. com, is also ready to help drivers get their hands on some tires and wheels. Posting in all National and Regional classes, TreadZone has developed a point system by which drivers can accumulate points to use toward purchases on tires and wheels at TreadZone. com. Eligible drivers can even earn bonus points by making purchases at TreadZone. com or by submitting national racing publications in which their car appears. The program also offers the potential to win free Toyo, BFG and Hankook Tires, plus Team Dynamics wheels, at the end of the season. Full details on the TreadZone contingency program are available on the SCCA Web site AST Suspension is another new name to the contingency roster. Drivers in select classes do not necessarily need to finish on the podium to collect prizes with this new program. AST is offering a $500 product certificate for a race win and a $250 product certificate for finishing fifth The iRacing.com program for National and Regional Club Racing has gone unchanged. The program continues to offer registered drivers a $15 iRacing.com credit for finishing in the top three, or a free onemonth subscription to iRacing.com for those who are not already members. With the addition of Touring 3 to their program, Summit Racing Equipment will post in eight National classes in 2010. The performance parts retailer is offering $125 for a race win, $75 for a runner-up finish and $50 for a third-place finish to eligible drivers. BOARD OF DIRECTORS MINUTES An agreement has been reached with FedEx Office (formerly Kinkos) which will provide significant discounts on printing and copying to Regions and the Club Office. The Board selected the Member of Excellence awardee. Now in its second year, funding was provided by a anonymous benefactor who wanted to give back to the club for the many fun years experienced in club activities. The award is to be given to an individual who over the years has made important contributions to the club but has yet to be recognized for their efforts. 3.9.2. SCCA Runoffs SCCA schedules and conducts an event each year called the SCCA Runoffs, open to the highest placing all drivers from each Division Championship who meet the invitation qualifications. The SCCA Runoffs are conducted under the provisions of 3.1.1. and determine the SCCA National Champion in each eligible class. SCCA publishes the Supplemental Regulations defining driver and car eligibility and other event details. A. Invitations to the SCCA Runoffs Invitations are issued to the highest placing all drivers in each Runoffs-eligible class in each Division Championship based on the following minimum qualifications: 1. The driver must start at least 4 National races and finish at least 4 3 National races in the current race season. 2. At least 2 of these 4 National races must have been in his Division of Record. 3. He must qualify in the same class(es) in which he is entering the Runoffs, though he may compete in any car eligible for the class(es). 4. If a driver has designated a division/ class combination for additional class qualification, he must meet the requirements of 3.9.1.A. and 3.9.1.F.3. Electronic and printed editions of the GCR are available. The electronic edition may be updated during the calendar year and will be available on the SCCA web site. The electronic editions take precedence over the printed edition. Express permission is granted members and others to transmit

and use the electronic editions for purposes related to SCCA Club Racing activities. Participant Licensing 1.3. Licensing Requirements A. Only SCCA members may be licensed. B. License applications are available from Divisional Specialty Administrators, Regional Licensing Chairmen, online at the SCCA official web site, and by mail from the SCCA National Office. C. Except for the Senior License level, all Licenses are for one year, concurrent with the membership term. D. Following the initial year, the renewal minimums are as follows: 1. Regional Renewal : Six (6) days at SCCA Sanctioned events in the preceding 12 months. 2. National Renewal: Eight (8) days at SCCA Sanctioned events in the preceding 12 months. 3. Senior Renewal: Must be approved by Divisional Administrator and Executive Steward every three (3) years. E. Anyone not meeting the participation requirements for his license (upgrade or renewal) is advised to contact his Divisional Specialty Administrator, who may waive requirements. F. Upgrading to the next level of license is dependent upon the specialty. G. License Renewal/Upgrade Forms are mailed automatically to license holders in advance of the expiration of the current License. 1.4. Licensing Minors A. The SCCA defines a Minor as an individual between 16 years and the age of majority as determined by the law in the state of the individual’s residence (typically 18 years old, but it may vary). A Minor may apply for an SCCA Official’s License. B. Only the National Office may issue an Official’s License to a Minor. In addition to the Specialty License Application, a Minor applicant must submit the following to the National Office: 1. A completed Parental Consent, Release and Waiver of Liability, Assumption of Risk and Indemnity Agreement. This document must be filed annually until the Minor achieves the age of majority in his state. 2. A completed Minor’s Assumption of Risk Acknowledgment.

coming Saturday. "Snowball10", the third, with Tom Langdon as rallymaster and the fourth, "The Route of all EVO '10", with Karl Haltiner as rallymaster are in the works. (Flyers for the third and fourth events are in this issue of TOP END. Ed.). Information is also available on the Web at http://www.flrscca.com/rally/2010. Curtis Braun and Ben Gilmore are writing the final rally of the series. Curtis is expected to be back in the Rochester area by the 20th of the month. Work on the rally will begin in earnest at that time. We will be assessing a one-minute penalty for excess lights starting with the next event. The Winter Rally Series general rules allows two extra lights. We will also be initiating a noise requirement starting with the February 6 rally. Excessive lights and/or noise will impact our ability to use the roads. The results of past Winter Series Rallies need to be reviewed for seeding of starters and to define appropriate speed groups. Jim Perrin is RallyCross chairman for the 2010 season. Initial dates for the

series have been set, with seven dates currently on the calendar. RallyCross supplemental regulations for the 2010 season are available and can be found in the February issue of TOP END in the Rally section. 2010 RallyCross information is also available on the Web site. Possible events for spring/summer/ fall daytime rallies were discussed. Several possibilities were mentioned. Rick Barnes asked for a current edition of the 2010 Finger Lakes Region calendar. Miscellaneous discussions included: Roads used in Winter Series Rallies. The supply of weekend membership forms. High and low headlight beams on the HID systems on the newer cars. Rally- prepared cars for sale. The “world” Ford Focus and the availability of performance options. The ability of some cars to demonstrate torque steer. The difference between region years and SCCA years and how to reclaim years before a membership lapse. Trap rally tricks were reviewed. Traction paws and that the Halloween style paws were on sale. Weiner dog brakes. Amish rest stops.

Seven RoadRally and RallyCross enthusiasts were present. The following is grouped by subject and may not be in chronological order. The February Rally meeting has been cancelled. The next meeting will be held March 9. Any issues needing discussion or approval will be brought up at a Winter Rally Series event. Rick Barnes was presented the rotating trophy and wall plaque for being Outstanding Rally Contributor. The first rally of the Winter Rally Series went off well. The Long Way Home January 2, 2010 The eleventh (holy crap!) version of the Long Way Home was held on January 2nd. Being the holiday weekend reduced the field by a few of the regular teams, but even so, 19 teams gathered at the Yard of Ale in Piffard for the first event in the 2010 FLR Winter Challenge Series. We did have a couple of teams that traveled a great distance to compete. Tim Penasack / Marc Goldfarb and Dave Siesicki / Steve McKelvie both made the trip from New England. I understand that they both made the drive back home shortly after the event as well. I am pleased to report that all teams, except for one, made it through the event without any drama. That team had engine problems and eventually made it home also. The weather could have been more challenging, but it was cold and the roads were smooth and slippery. There was a little snow blowing around the Dansville, Nunda area, but then things cleared up and visibility was way too good to make the event really challenging. The only reports of “interesting” tire tracks apparently came at a certain railroad crossing, but everyone made it through that with minimal drama. (Not counting the three “offs”.)

Seven teams competed in Stock class. Jacob Peters and Matt Rhoads took first place with 101 points and Jaime Hayslip and Scott Grinnell took second at 103.75 points. Dennis Gorlick and Tom Kubis rounded out the top three with 202.5 points.

Limited was bested once again by Karl Haltiner and DeVillo McCann with 20 points for first overall. Rick Barnes and Jason Kostyshak had 286.25 points. George Modlin and David Muench had 1329 points for 3rd in class. Rick Barnes and Jason Kostyshak placed 2nd in class 9th overall in Rick’s Mazda 323 GTX 16

Equipped had six teams with Tim Penasack and Marc Goldfarb taking first in class with 29 points. Gary Thomas and John Kastenhuber placed second in class with an “oh so close” 31 points.

Third place was Frank Beyer and Mike Masoway with 48 points. Novice had three teams competing. Kevin Cowley and Tran Dinh placed first in class with 1257 points in the powerful rally Aveo with almost all early points. John Stephens and Shaun Hallam tried their hand at winter rally and took second place with 1634 points with an impressive score of 3 on the last checkpoint with a TA. Eric Roy and Mike Friedel rounded out the three in their Subaru with 2154 points. As with all of these events, there is no way that they could be run without lots of dedicated workers. I would like to thank Brain Fallon and John Simonson for working checkpoint 1. Craig McMaster, Alan and Peter Blood worked checkpoints 2 and 9. Jerry Kerwin and Carl Dresie worked checkpoints 3 and 10. Jerry Kerwin brought out his new Evo, which should be a great rally car but not a great checkpoint car since the headlights don’t seem to ever be able

to be turned off; they kept very warm under the coats used to block the bright lights. Steve Kittleberger and Barb Lissow worked checkpoints at 4 and 12. Marnie Soom and Ed Jeffries worked checkpoints 5 and 12. Checkpoint 12 being on the Mudville Road that Marnie had so much “fun” on in last year’s event. Mike Toombs and Elizabeth Thiel worked checkpoints 6 and 13; they had an interesting view of the cars as they executed the RR crossing. Karl Haltiner and Mac McCann were car 1 and also Checkpoint 7 before the break. Bob Van Sice and kids worked two checkpoints in the second half, checkpoints 8 and 14, plus also ran the entire route for me. I short-circuited the course in a couple of sections to have enough time to make sure the checkpoint screws were properly setup. I would also like to thank Jerry Kerwin for doing tech and Gary Thomas for doing the Novice school for me. Tom Langdon was planning on teaching the Novice school until he was required

to work for the weekend at the last minute. Dan and Anna Thiel showed up at registration and “volunteered” to be the sweep car. This was Anna’s first experience with rally, I think, I hope she enjoyed it. Lastly, I would like to thank my wife Amy; she allows me the many hours of time to put this event together. Now that you have read through the “bread and butter” section of the report, I like to relay a few stories that come out of every event. Unfortunately, the most exciting story I heard was some minor ditch exploration near checkpoint 13. The only other cell phone call I received was an i-phone left in the snow at checkpoint 2, but that team quickly returned to retrieve it. The third rally of the Winter Series consists of approximately 140 competitive miles using mostly unpaved, and some paved roads in the scenic (if this were a daylight rally) New York Southern Tier. Entry fees are $35/car for SCCA members, $45/car for guests. There is a 35 car limit, so pre-registration is recommended. Series classes are Equipped, Limited, Stock, and Novice. In keeping with the winter rally series format, this is an evening TSD rally run at speeds within the local speed limits. The nature of a clay/dirt surface is that severe ruts will develop and could cause damage to the underside of unprotected vehicles. Deep ruts could also cause a sliding vehicle to dig and roll. 6. Registration: Registration is located in the garage at the house. The entry fee is $30 per driver ($35 for non SCCA members). Go to Tech first. Bring the completed Tech form to registration. At registration, please sign the waiver, fill out the entry form, sign up for a car number and receive your scorecard. 7. Entry: The entry will be limited to 50 entries. Preference to entry will be given to those

who volunteer to help organize the events and to help maintain the course. 8. Tech Inspection: When you arrive, go to Tech first, in the service area and will be similar to a Solo inspection. Tech Inspector will have the Tech forms. A Snell M95 or newer helmet is required. Loaner helmets will be available courtesy of the Finger Lakes Region Solo program. The Event Chairman has the right to disallow an entry FOR ANY REASON. If the tech inspection reveals any unsafe condition that cannot be fixed, the competitor will not be allowed to run. High center of gravity vehicles will not be allowed to run. Exceptions to any of these provisions must be approved by the RallyCross Chairman and the Safety Steward prior to the day of the event. 9. Classes: The classes for this event will be: 2WD All 2WD NA cars U4 All AWD NA cars under 2.21 liters O4 All AWD NA cars 2.21 liters and over Open Log booked rally cars in Group 5, Open Light, Open, Production GT, Super Production, and all FI AWD cars NA FI

Naturally Aspirated Forced Induction (Turbocharged or Supercharged) AWD All Wheel Drive or 4WD * Rally tires will be permitted for ALL CLASSES ** Individual cars can be petitioned for a classing waiver from the Rally Chairman 10. Scoring: The score will be the total time of all runs. Timing will be to the 100th of a minute. There will be at least 4 runs, weather permitting. Scoring will be conducted at the house. Times will be radioed by the start and finish workers to the scoring workers. At the end of each run, the hard copy of the start and finish logs will be collected and used to verify the scores. The scores will be posted on the Official Notice Board located in the service area. Scoring questions must be addressed to the RallyCross Chairman. 11. Start Order: Car number order. If there are multiple

drivers for a single vehicle, we will assign car numbers that allow sufficient time to do the driver swap. 12. FTC (Finish Time Control): The FTC location is shown on the course map and is denoted by a clock sign. The worker will write the finish time on the competitor scorecard. 13. Service Area (Paddock): The service area is shown on the course map. Please enter and exit the service area as shown on the map to prevent traffic problems. Speed limit in the service area is 5 mph. 14. Spectator areas: There are 2 designated spectator areas shown on the course map. The SPECTATOR AREA is outlined with straw bales. Please access this area by walking straight out from the ATC, along the white markers, parallel with the start straight. The SPECTATOR MOUND is in the back yard of the house. Please walk along the road and then along the mowed yard to access this viewing area. Please stay on the mound and do not get too close to the course. All individuals on the property must have signed a waiver. 15. Course Safety: There will be a course marshal positioned on the SPECTATOR MOUND who will give a course clear message, via radio, to the start worker. The SPECTATOR MOUND is the only location that can view the entire course. Two cars will be on the course at the same time. In dry conditions, the course will be 1:30 to 1:45 minutes long. The starter will try to start one car every minute unless the course clear message is not received. 16. Penalties: Off course is defined as failure to negotiate all course markers in order. If a competitor leaves the course during a run, the competitor must re-enter the course at the same location and complete the run in order to not be off course. Hitting and significantly moving a course marker 0.10 min. Off course will result in a fixed (bogey) time for the run 3.00 min. If double runs are used, the OC penalty will also be doubled. Failure to work for each run will result in an OC penalty per work missed. 17. Caledonia Road: Please do not park on, or block, the road in any way. We do not want to sensitize the locals any more than we already are!

18. Dusty Conditions: If the course is dry and dusty, and the wind is coming out of the south such that we are dusting the neighbor’s house, we will modify the course as necessary. The neighbors are cool with this RallyCross course but they deserve our respect for their property and safety. 19. Course Walk Thru: The course walk thru time is published in the schedule. We have de-rocked the course but it is a never-ending battle. All of the rocks under the deck at the house came from the course! Competitors are encouraged to pick rocks and place them at the inside of the apex markers for collection at a later time. Please do not throw rocks elsewhere into the field, as we may have to change the course someday! Rocks may be thrown into the woods, however. 20. Official Notice Board: The official notice board will be located in the service area. It will be used to post the insurance and sanction certificate, post scores and relay any special information such as course changes. 21. Bathroom: Participants and volunteers are invited to use the bathroom in the house. Use the back door on the deck. It is the first room on the left. 22. Competitor Work Assignments: All competitors are required to work a position for every run they make. See the worker coordinator for worker assignment. 23. Course Condition: Due to the nature of loose surfaces, the course condition will change throughout the event. This situation may even necessitate a course change during the event if an unsafe condition arises. The RallyCross Chairman and/or Safety Steward has the right to change the course, AT ANY TIME, during the event to maintain a level of safety. As in ProRally, there is no guarantee that all competitors will have the same course conditions. 24. Loaned Equipment: You must return all loaned equipment, including car numbers, radios, clocks, etc. or you will be removed from the final results of the event.
