REPort Mike Toombs Regional Executive I hate new years; I always spend so much time writing the wrong year. You know what I mean, 2009 instead of 2010 (I won’t get into should we be saying twenty ten or two thousand and ten). It takes some time to remember that the year has changed, that another year has come and gone. But this also means that we have a chance to start things over – and as good as we did last year, do it better this year! Before we can do that we must finish one more thing for 2009. Brad Johnson has put a lot of time into this year’s awards and membership recognition banquet. This is the one event where everyone comes together and helps honor the members who have made
the region what it is. I hope that you can all make it to the event and help us celebrate. The banquet is the 9th of January at the Burgundy Basin Inn on Marsh Road in Bushnell’s Basin; hope to see you there. I told you last month about all of the things we have going on this year, so I won’t repeat myself. I will just say thanks to everyone who has already stepped forward to help out. The people who volunteer are the ones who make the region run. We sometimes forget that volunteers are not paid for any of the work they do. I know that we may not always agree with what is being done or how it is being done, but we must remember that everyone is doing what they feel is best for the club. There have been some changes for drivers to qualify for the Runoffs. In the past you had to finish in the top ten in the division to qualify. Now you only need to finish four races to go to the championship event. It would appear that this rule was changed to increase the number of entrants at the Runoffs, but you have to wonder what it is going to do to National races. The national convention is the end of the
month in Las Vegas and I’m sure this is going to get mentioned. The National Convention reminds me - the January board of directors meeting has been moved up one week, it will be on the 19th of January; I am going to be in Las Vegas when we would normally have the meeting. T h e N e w Yo r k S t a t e R o a d Racing Championship banquet was Thanksgiving weekend at the Media Center at Watkins Glen International. There were several Finger Lakes Region drivers who received awards. John Morris finished 2nd in ITA, Dave Ciufo won ITS, Mike Hausknecht won, finishing one place in front of Chris Pluta in SRF and Mary Hartman won SSC. There were three region drivers who finished in the “Top Ten Drivers” – Mike Hausknecht finished 2nd, Chris Pluta 3rd and Mary Hartman was tied for 9th. The winner of the Scuderia DOM “The Jim Burleigh Award” was Barbara Lissow, a Finger Lakes Region member and a long time supporter of NYSRRC racing. Until next month… Mike
Meeting Minutes Finger Lakes Region, SCCA General Membership Meeting Minutes December 1, 2009 Location: Burgundy Basin Inn, 1361 Marsh Road, Pittsford, New York 14534 Regional Executive Michael Toombs called the meeting to order at 8:09 p.m. The following are arranged by topic and may not be in chronological order. The November meeting minutes as, printed in the December issue of Top End, were approved on a motion by John Walsh, seconded by Jim Craven.
Manetti’s in Canandaigua, where we have based past winter rallies, is closed. We are searching for other start/finish sites.
There will NOT be membership meetings on January 5. The January Finger Lakes Region Board of Directors meeting is moved up one week to January 19.
The last RallyCross of the season was held several weeks ago. The series winner has been determined. Two winter events are being planned, one for January and one for February. Dates have not been set.
Mike Toombs noted that many regions are no longer printing newsletters. We will continue to print TOP END. Treasurer’s Report – Elizabeth Thiel Elizabeth reported on the current balances in the checking and savings accounts. $40k was transferred into the investment account. Kevin Kinney from the Canandaigua National Bank will review the investment account at an upcoming board meeting. All the bills presented to date have been paid. Weekend membership information has not been received from Topeka, when that information comes in deductions to Rally and Solo will be made. Financial details are available from Elizabeth for review. Jim Craven, seconded by John Walsh, accepted the treasurer’s report on a motion. Rally Report – Tom Langdon The training rally, “How to Play the Rally Game 6”, is scheduled for December 6 starting at Cheap Charlie’s in Bloomfield, with registration open at noon. This will be a 60-mile rally using the basic format used in the Winter Rally Series. Students and workers are welcome. The December awards party will be held December 12 at Cheap Charlie’s. The first Winter Rally Series event will have Alan Smith as rallymaster and is set to run out of the Yard of Ale in Piffard on January 2nd. The Ithaca Winter Rally, Gary Thomas rallymaster, will be held January 23, starting at the Manos

Alan Smith reported on the 2010 STPR. The first Wellsboro and Rochester planning meetings have been held. The Pennsylvania stated budget provides for forest rangers, but there will not be any road maintenance. This could impact the route that has been defined. A Parc Expose’ will be held in Wellsboro on both Friday and Saturday. The event will be the same as last year with a few tweaks. The Rally America series will consist of six national events with three European-style RallyCross events. STPR will be the fifth event in the performance rally series and the last in which competitors can qualify for the X Games. The RallyCross events will be held at New Jersey Motorsports Park. Solo Report –Brian Buchman Things are quiet on the Solo front. The picnic was held back in November. Work has started on the 2010 schedule. We are coordinating with Western New York Region to avoid any conflicts. Also, date requests are going in to the Seneca Army Depot. They have a first-come, first-served policy; so the sooner the dates are requested the less likely to have the request denied. The Finger Lakes Region will be hosting the Solo National Tour again next year.

A reasonable point for discussion was made that featured double events at Watkins Glen, Pocono and Summit and two additional nationals. One on the west side of the division alternating between Nelson Ledges and BeaveRun, the other on the east side alternating between LimeRock and New Hampshire. Other options are being evaluated and changes may be made at the NEDiv Roundtable. NEDiv leadership needs to take a stronger role in the national race debate and needs to work with Topeka on the problem. Other changes to the national race program were reviewed. At the recent NYSRRC banquet held in the Media Center at Watkins Glen five Finger Lakes Region drivers received awards in their class. Three of them made the “Top Ten.” Barb Lissow was presented the D.O.M. award. Activities Report The Year-end Banquet will be at the Burgundy Basin Inn on January 9, 2010. Cost will be $15 per adult, $10 per child. Contact Brad if you plan on attending the banquet. Scott Moller will emcee the banquet if no one else volunteers. New Business The Finger Lakes Region will host the 2010 Mini-Con on November 11, 12 and 13. It will be at the Woodcliff Hotel and Spa. The meeting was called to order at 7:46 p.m. The October 27 board of directors meeting minutes were approved on a motion by John Walsh seconded by Brad Johnson. Solo Report – Brian Buchman RIT sent the invoice for both the Street Survival School and the Solo event the on the following day, the amount due was less than expected. Brian presented the nominees for the Year-end Solo awards. The Solo award nominees were accepted on a motion by John Walsh, seconded by John Morris. The Solo finances for the 2009 season are not complete but are expected to be in fine. Brian has agreed to continue as Solo Chairman for 2010. Treasurer’s Report – Elizabeth Thiel All bills presented up to today (November 24) have been paid. A deposit check has been sent to the 6
Burgundy Basin Inn for the Year-end Banquet. The RallyCross sanction and weekend membership fees for the last event have not been sent out.
Old Business Scott Moller reviewed the results of the survey taken at the Fun One. A hard copy will be included in the race book.
Regional Executive Report – Mike Toombs During a recent conference call with Topeka, it was mentioned that if the weekend membership conversions to full membership were increased, up to $500 could be saved on sanction fees. There may still be problems handling the weekend membership information in Topeka. Mike will contact Mike Brunner regarding this issue.
New Business Burgundy Basin Inn sent a list of dates for the general membership meetings for review. We are scheduled for those dates. Meetings will all be the first Tuesday of the month. There will not be a meeting in January; there will be a meeting on July 6. The board meetings will be the last Tuesday of the month.
Race Report The NEDiv scheduling meeting was reviewed. All but the Lime Rock National races were requested to be doubles. None were scheduled to be doubles. This may change at the March Roundtable. The national racing scene was reviewed by John Walsh and others. An inquire regards including the Fun One in the Kryderacing Series has been received. The Trans Am® Series for 2010 will be conducted by the Pro Racing division and will run primarily with Pro events. A few may be run with regional events. Rally Report Jim Perrin of the Western New York Region has volunteered to chair the upcoming RallyCross series. The region will pay for Jim’s Finger Lakes Region associate membership. Activities Report – Brad Johnson Brad will need to coordinate with Mike Brunner on the RSVP’s for the longevity awards to be given out at the Year-end Banquet. The happy hour will feature beer, wine, soda and hors d'oeuvres. Further information on the banquet was printed in the October board meeting notes in the December issue of Top End, on the flyer in the January issue and is available on the Web site.
Elizabeth Thiel talked to Barry Kaplan at the recent Mini-Con concerning the Mini-Con content. Barry reviewed the Steel Cities Region’s plans for the last gathering. Tom Langdon has given Elizabeth a list of seminars for the rally sessions. A budget is being prepared for approval. Sponsorships, seminars, clinics, etc. are being planned. Other Awards: Inter-Regional Award Given to the region whose drivers accumulate the most points. - MoHud Best New Driver Award Awarded to the best new driver in the series based on performance and attitude. Although chosen by the NYSRRC Officials, nominations from participants are encouraged and welcome. - Kyle Mack Most Improved Driver Award Awarded to the most improved driver based on performance during the current year and the previous year. Although chosen by the NYSRRC Officials, nominations from participants are encouraged and welcome. - Adam Figarsky Scuderia DOM – The Jim Burleigh Award Jim Burleigh was a FLR steward who enjoyed joking with his coworkers, and even gave out DOM patches. He was a worker who contributed much to the sport and spread his enjoyment of it to those around him, and it those qualities that merit winning this award. Although it has also been known as the “Dirty Old Man” award, several women are among the list of past winners. - Barb Lissow Robert Stephens Award Robert W. Stephens was a Glen Region member, and founder of the NYSRRC series. Each year the Glen Region chooses as this trophy’s recipient someone who exemplifies the phrase “In the Spirit of the Sport.” - Tom Campbell Driver of the Year Chosen by the NYSRRC officials based on performance, 7
attitude, and contribution to the sport. Nominations from participants are encouraged and welcome. - Charlie Campbell John Chave Award Named after a CNY big bore driver who raced despite his battle with cancer, this trophy is given to the driver who never gives up. The inscription reads “This award is for the forgotten hero. A person who has worked hard and spent many hours trying to achieve a goal. A person who has given of their time to help others. A person who is always striving to beat the odds, and remain a friend to all.” - Kevin Treffeisen

Huffaker Engineering’s Joe Huffaker will tell a tale of the 6.0L Ford that powered Brandon Davis to the 2010 World Challenge GT Championship and advise engine builders on how to approach a rule set to ensure technical compliance. Lee Grimes of Koni Shock Absorbers will host a session on shock technology and how to tune your competition vehicle for optimum handling. All three gentlemen have helped develop SCCA Championship-winning equipment and are heavily involved in SCCA Club Racing. SCCA Runoffs Qualification Changes Club Racing12/10/2009 TOPEKA, Kan. (Dec. 10, 2009) – In their latest meeting, the Sports Car Club of America’s Board of Directors voted to ratify a proposal set forth by the Club Racing Board regarding SCCA National Championship Runoffs eligibility The new requirements eliminate the need to be in the top 10 of a Divisional Championship to qualify for a Runoffs invitation. The rationale behind the decision was that, while this would not affect most Divisional races in most classes, drivers competing in highersubscribed classes were at a disadvantage when attempting to gain eligibility for SCCA’s hallmark road racing event. Additionally, the event requirement that a driver have a minimum of four points within their Divisional Championship has been eliminated. All other requirements for Runoffs qualification remain the same as in 2009, with a driver needing to start and finish a minimum of four National races. Two of the starts must be within his or her Division of record. The 2010 National Championship Runoffs will be held at Road America, Sept. 20-26.

December 8, 2009 96 Church Street, Victor, NY Nine RoadRally and RallyCross enthusiasts were present. The following is grouped by subject and may not be in chronological order. The training rally, “How to Play the Rally Game 6,” on Sunday December 6 worked out well. The Winter Rally Series rallymasters are: Alan Smith, January 2; Gary Thomas, January 23; Ben Gilmore and Jerry Kerwin, March 6. Tom Langdon and Karl Haltiner will be doing the February 6 and February 20 rallies. They need to decide who is doing which. Santa “The Fink” reports that 21 people have signed up for the Christmas and Awards party. With the closing of Manetti’s in Canandaigua we need to find additional ending venues. The Yard of Ale Canal House in Piffard is being used. Cheap Charlie’s in Bloomfield will be bringing bands in on occasional Saturday nights, so we need to find an alternate site or schedule around the band schedule. Tom Langdon will check with Cheap Charlie’s on the availability of dates. There may be possibilities in Lima and Victor. The safety check is covered for the January 2 rally, the check for the January 23 rally needs to be arranged. Route options, including routes around possibly unusable seasonal roads, were discussed. Curtis Braun is qualified as a Rally Safety Steward trainer. RallyCross events are planned, one for January and one for February. Dates are not yet set, but they need to be 12
scheduled around the winter rallies and ice racing. The 2009 Winter Rally Series class winners were reviewed. The only competitor running the full RallyCross Series is champion of that series. Trophies and awards were discussed. The 2010 Winter Rally Series general instructions are on the web site. Entry fees will be the same as last year. Class winners in the series will receive decals/ stickers showing their finish. They can then be put on a plaque at the end of the season. Seminar subjects for our region’s November Mini-Can will include RallyCross Safety Steward training and a Town Hall meeting. No Tricks, Traps, Only Tulips or “How to Play the Rally Game 6” By Tom Langdon It was a rally just like any other, but the goal was a simple one. Have fun and learn. No tricks. The event form was simple tulip course following, with a progression in the math needed to maintain the specified speed/time. Held December 6, 2009, this training rally was designed to give novice competitors a taste of what to expect in the Winter Rally Series. Before the competitors left Cheap Charlie’s, a training class provided the basics. This rally was designed to hone everyone’s skills. If a team can’t zero every control, then this rally was for them.
The first leg provided overall times as well as incremental times, based on car zero. The rally progressed, with less math help, until the contestants were using their own calculations without assistance. The rally format stressed a number of rally concepts, such as course following first, calculations second. What to do at a control and especially why you want to read the checkpoint slips. A wide variety of speeds challenged the driver’s ability to stay on time and on course. The results were impressive considering the limited experience. Following the events there was a question and answer period followed by the awards presentations. As always, rally can’t be done without lots of volunteers. In this rally we had more workers than competitors. I would like to thank: Deb Langdon, Carl Dresie, Rick Barnes, Dennis Gorlick, Jerry Kerwin, Matt Rhoads, Rorinder Singh, and Tom Kubus. It is once again time to enjoy the winter roads of the southern tier with the Finger Lakes Region’s 2010 Winter Rally Series. The first rally of the series consists of approximately 160 competitive miles using mostly unpaved, and some paved, roads in the New York Southern Tier. Entry fees are $35/car for SCCA members, $45/car for guests. There is a 35 car limit, so pre-registration is recommended. Series classes are Equipped, Limited, Stock, and Novice. Snow tires are recommended (all season tires may limit your speed group eligibility), tow rope/strap, and 90 minutes of flares or one DOT triangle are required to compete. Ethanol: A Real ‘Pain in the Gas’ for the Classic Car, Boating & Powersports Community By Christopher Burns This article is about a topic that touches a broad cross-section of our daily lives and our recreational activities... specifically, the blending of Ethanol into Gasoline, and how that has been quietly growing in prevalence. In fact, in the Rochester area, only three retail chains remain where you can reliably buy gasoline that doesn’t contain Ethanol: Hess gas stations served by the Rochester Hess Terminal on Lyell Ave., Kwik Fill stations, and Red Apple stores. But Hess gasoline sold elsewhere already contains Ethanol, and the company expects to start blending in Ethanol in Rochester in the spring of 2010. All Kwik Fill and Red Apple stores across New York (and even in Pennsylvania) are presently Ethanol-free, but expect to have to begin blending by 2011. Who cares, who should care, and why? Well, obviously I care a lot... As an avid classic car guy (who has five cars), a boater (with a personal watercraft), a snowmobiler (with two sleds), and lots of power equipment, I have been directly affected for the worse as a result of having unknowingly used Ethanolblended fuels for a period of time. I had serious-- and in some cases, catastrophic- damage occur to my equipment, and have suffered through the costly agony of fouled cylinders, damaged fuel systems, fuel leaks, reduced operating efficiency and performance, reduced fuel economy, and more. And my experience has been echoed by others across other powersports, power-boating, 16
aviation, motorcycling, recreational aviation, power equipment, and other enthusiast groups—assuming you’ve had a similar experience and/or that you own powersports equipment, you should care too. Here's a site for a group trying to preserve the availability of ethanolfree gasoline: http://www.e0pc.com/ Why does Ethanol-blended fuel affect our vehicles and equipment? Ethanol is an alcohol, which has corrosive effects on the components in fuel systems not designed to use it (which is pretty much anything built before the early-mid 2000s). So, these parts—rubbers, plastics, etc.— disintegrate quickly upon contact with Ethanol. Alcohol also attracts moisture, which then introduces additional water into the fuel system that quickly starts to corrode delicate metal parts. And to make matters worse, Ethanol has less energy content per volume than gasoline, so fuel economy goes down pretty much instantly-- in my case, by about 15% using fuel that had 10% Ethanol. Nearly all retail filling stations across the state and nation are shifting to blending Ethanol towards perceived compliance with U.S. EPA Clean Air Act regulations pertaining to "Renewable Fuels". Setting aside the facts that Ethanol is more expensive to produce than gasoline—and has driven up the cost of corn—the use of Ethanolblended fuels has contributed to actually worsening air quality by damaging the on-road and off-road engines using it, which then emit greater pollution emissions. Additionally, earlier this year the Ethanol lobby petitioned the U.S. EPA to allow the maximum allowable Ethanol blend to go from 10% to 15%. This is timely news for snowmobilers as we’re about to begin a new season, and has been important information for power boaters, classic car owners, and other powersports enthusiasts. In other areas of the country, gasoline retailers have put out signs announcing their fuel as being Ethanol-free, in some cases with a bit of humor, saying "Eat Corn, Don't Put It In Your Gas Tank". Since I’ve suffered literally thousands of dollars of damage to my fleet of classic cars, my personal watercraft, my yard equipment, and my sleds—and I know others have suffered too—I’m ready to take action to push back on this quiet but pervasive shift that affects us all. And I’m asking you to get involved too. I'm gearing up to try to generate interest at the state leadership level, to have legislation created and passed in NYS-- as has been done in other states-- to preserve the availability of Ethanol-free gasoline for those of use who need it. I'd like to raise awareness of this effort and raise this community’s consciousness around something that I suspect has quietly affected us all. Just as if we were to drink tainted water and slowly get sick over time, our vehicles and equipment have gotten "sick"-- with reduced gas mileage and rough running being the first symptom most people will have noticed-- without ever realizing why.

How can I get involved? I’m working on drafting a letter to local legislators, which each of us can sign and send to our elected officials. I’m also working on developing a petition that we each can sign, indicating that Ethanol-free fuel is an issue that is important to us as people who live, work and play in New York State. In the meantime, I welcome your experiences in dealing with the results of using Ethanol-blended fuels in your sleds and/or other vehicles and equipment. I’d like to amass a collection of first-hand stories from people just like you and me—and what we’ve had to go through as a result of legislation written by lawmakers who are not in touch with the classic car, boating and powersports community. The use of ethanol blends in conventional gasoline vehicles is restricted to low mixtures, as ethanol is corrosive and can degrade some of the materials in the engine and fuel system. Also the engine has to be adjusted for a higher compression ratio as compared to a pure gasoline engine, in order to take advantage of ethanol’s higher oxygen content, thus allowing an improvement in fuel efficiency and a reduction of tailpipe emissions.
