REPort Mike Toombs Regional Executive We and every other racing region are having the same problem, lack of workers. Maybe the workers think they are unappreciated or they have found something else to do. I know that we try hard to ensure that the people who volunteer their time are shown our appreciation. So what do we do to make sure we have enough workers for our races? That is not a rhetorical question; I would like to hear what we could do to increase our worker numbers! The nominating committee is going to be calling people to ask them to run for office in the next month or so. Here is another area where the region needs help. I would like to see a board of directors made up of a cross section of the region. This would ensure that we always have all of the information required to make decisions. Right now neither the Rally nor the Solo programs have much representation and we need everyone to be involved. So if you get that call think about saying yes. Speaking of the Solo program, they are hosting the Finger Lakes National Tour this month. The event is the July 10-11 at the Seneca Army Depot Airfield. Marnie Soom is chairing the event with lots of help from other people in the region. But I’m sure if someone asked her, she could use more help. Unfortunately the National Tour is the same weekend as the Glen Double National Race at Watkins Glen. The national office offered us two different dates for the National Tour and one was in conflict with Westward Ho! and the other was against the Glen National. It is unfortunate that this scheduling conflict happened. In a perfect world there would be enough weekends in the short upstate New York summer to have only one event per weekend. I know I have mentioned this before; the National is three days this year. They will run the long course and workers are required for all three days – so please stop by. 4
STPR® ran the first weekend in June. I was there sitting in the woods watching the cars come and go. The one thing that wouldn’t leave where the flies, I have never seen some many flies in one place before. The one excitement we had was two cars coming into the finish of stage 10 at speed, the first one rope towing the second. I need to thank Meridith Croucher, Alan Smith and Lew Giesy for all of the work they put into the event this year. They successfully put on another spectacular event. The weekend of STPR® the Rally program once again put on a Charity Rally. This was the 21st running of the event, with the proceeds going the Relay For Life cancer program of Tioga County. Frank Beyer was the rallymaster for the event and we appreciate the work he and his crew put into the event. We wouldn’t have any money to donate if it wasn’t for the people who ran the rally – thank you. (Results of this event may be found in this issue of Top End, and on the FLR website. Ed.) The July RoadRally has been postponed and the new date has not been set. Check back in next month’s Top End for more information. Meeting Minutes Finger Lakes Region, SCCA General Membership Meeting Minutes June 1, 2010 Location: Burgundy Basin Inn, 1361 Marsh Road, Pittsford, New York 14534 Regional Executive Michael Toombs called the meeting to order at 8:10 p.m. The following are arranged by topic and may not be in chronological order. The May 4, 2010 General Membership Meeting minutes as printed in the June 2010 issue of Top End, were approved on a motion by John Walsh, seconded by Jim Craven. Membership Report – Mike Brunner Mike reported that our current membership number stands at 475, an increase of three from May. Twenty-four members were present for the Solo and General Membership meetings. Gene Dinkel was presented a 50year membership pin. It was noted that Gene was listed in the current issue of SportsCar. Treasurer’s Report - Elizabeth Thiel All bills prior to those presented at the meeting are paid. All Solo major bills were paid up front this year. Money was moved from the investment account into the checking account to cover those bills. Financial details are available from Elizabeth for review. An extension on the taxes has been filed. A $500 deposit was given to the accountant. The taxes should be filed shortly. It was noted that a tax return has to be filed per the SCCA charter. Failure to file impacts our tax status. The treasurer’s report was accepted on a motion by Gene Dinkel, seconded by John Walsh. Solo Report – Brian Buchman The second event in the Finger Lakes Region’s Solo series was held the weekend before the meeting. There were 105 entries, with 104 competitors recording times. The weather for this event was almost

perfect. The timing lights were damaged by a spinning car, but things were up and running soon after. This was the second event with the Street and Pro combined classes. As a result there were four rather large classes, the Street, Pro, Road Tire and Novice classes. People seem to be enjoying the increased competition There will be a Test and Tune on June 12 followed by the third event in the series on June 13, both at Seneca Army Depot. Cory Kuhns will be chairing both of these events. Dave Avery reported that the May 29 Street Survival School had 26 students and an instructor for each student. The size of the Seneca Army Depot gave us enough space to safely run each of the exercises. One student reported that his trip odometer showed 26.4 miles were covered during the school. Thanks to all that helped make this a good event. A number of e-mails have been received from thankful parents. Jim Craven reported that one student, who started out very shy, was “nailing” an exercise by the end of the day. Rally Report The May 16 RoadRally had six teams competing, two novice teams and four that claimed to have rally experience. It was a nice day and a nice event, counting railroad underpasses, crossing guards. The next events are the Relay For Life charity rally, run the Friday of STPR®, followed by the next Shortline Series rally on July 17. The final Shortline Series rally is a picture tour of the fall foliage scheduled for October 17. Lew Giesy reported that a number of people are already in Wellsboro for the Waste Management Susquehannock Trail Performance Rally® presented by the Citizens and Northern Bank. Entries are down. There will be a Parc Exposé around the Green in Wellsboro both Friday and Saturday mornings. The Subaru Super Special Stage will be run on both Friday and Saturday nights at the Tioga County Fairgrounds. Race Report Wilma Giesy reported that we currently have 17 entries for Westward Ho. The change in the SCCA Runoffs® rules has negatively impacted National race entries. This may cause a reduction
in the number of National race events next year. The recent MoHud National at LimeRock had 180 entries. Michael Hausknecht placed first in Spec Racer Ford at last weekends Nelson Ledges event. Mike Toombs reported on the drawing for the NEDiv double nationals held at the Lime Rock LimeRock is two words, more specifically, it's Lime Rock Park National race. Next year the doubles will be the Finger Lakes Region’s Watkins Glen race and the Pocono race. Further planning will occur at the Glen Region National in July. A poll is planned to determine driver preferences at the Glen National. Activities – Barb Lissow Barb is looking for suggestions on alternatives to a region picnic. Old Business Plans are being made for the MiniCon in November. NEDiv requirements for sessions have been received. Tom Campbell has made suggestions for speakers. The menu is being set. A wine tasting is being planned. We have a preliminary go for having a competition car clinic along the lines of the NEOhio Competition Car Clinic. We are looking to have the sessions set by the date of the Glen National race. New Business The MG car club show is this coming Sunday. Finger Lakes Region will have a membership booth at this show. The meeting was adjourned at 8:48 p.m. on a motion by Jim Craven, seconded by all. Respectfully submitted, Carl F. Dresie, Secretary Bench Racing The Seneca Falls parade delayed lunch for the Street Survival School; leading to speculation that Elizabeth Thiel might have stopped to enjoy it by herself. Fortunately Anna was with her and they did make it back to the site with food. The availability of track workers at various tracks and the cost of running events on those tracks was discussed. The situation appears to not be uniform throughout the different areas.

Finger Lakes Region, SCCA Board of Directors Meeting Minutes May 25, 2010 Location: 753 Klem Rd., Webster, NY 14580 Mike Toombs called the meeting to order at 7:37 p.m. Officers and directors present: Michael Toombs, Regional Executive; John Walsh, Assistant Regional Executive; Elizabeth Thiel, Treasurer; Carl Dresie, Secretary; Barbara Lissow, Activities Director; Dave Ciufo, Gene Dinkel, Scott Moller and John Morris, Directors. Also present: Tom Langdon, Interim RoadRally Chair Items are presented by subject and may not be in chronological order. The April 27, 2010 board of directors meeting minutes were approved on a motion by John Walsh seconded by John Morris. New Business The AMB decoder has been loaned
out for two events at Lime Rock. The rental fee of $50 per weekend will go to the Street Survival School. The question of selling the AMB transponders was presented. Further investigation is needed. Old Business The car clinic is a go for the November Mini-Con. Getting the word out to the NEDiv drivers is important. The B.O.C.E.S auto shop is available for this presentation. This is the NEOhio Comp Clinic, which has been well received by competitors in their area. Dave Ciufo has attended the clinic and has praise for what is presented. The clinic may be of interest to Solo competitors. Elizabeth is working on the menu. Sponsorships are needed for the breaks, etc. A charity wine tasting is available. Race Report Westward Ho – Scott Moller A picture of the Westward Ho favor was passed around for information. Trophies will be plaques. A starter is needed. John Flower’s wife, Roberta, is fighting cancer. Food for Westward Ho will arranged
for two weeks before the event. The insurance is paid. All specialties except starter are covered. Mike Toombs will give Scott additional contact information. Syl Barlow will be nominated to the Chief Steward as the pace car driver. Fun One – John Walsh Not much activity at this time. The trophies will be pictures. Samples of picture trophies from last year were shown for review. National Races in NEDiv The current proposal for the double national races in NEDiv was presented. The schedule could change. It will be presented at the November Mini-Con. Rally Report Six teams entered the May Shortline rally. The next rally is the Relay for Life charity rally run in conjunction with STPR®. Frank Beyer is rallymaster for that event. The next Shortline rally is set for July 17. The schedule for STPR® was reviewed. Solo Report The format of the National Tour Rally was described. The future of the Seneca Army Depot is in doubt. A single interface may help retain the site. The rental fee may also be a point of discussion. Instructors for the Street Survival School are needed. There are close to thirty students entered. Treasurer’s Report – Elizabeth Thiel The Profit & Loss by Class statement for the period January 1 through May 25, 2010 was presented for review. All bills except those for Top End have been paid. Funds were moved from the investment account to checking to cover current bills. Invoices for Solo site rental, trophies, etc. were presented for the year, not at the time of use. There might be a fee for the transfer, as it was not done on the specified days. An extension for our tax return has been requested. They are to be filed June 1. The treasurer’s report was accepted on a motion by John Walsh, seconded by Barb Lissow.

Miscellaneous Barb presented John Morris with a VW waffle. Barb reported on the TransAm® event in New Jersey. There were only nine TransAm cars. The other races had a good turnout. From the Editor’s Bench The TOP END is the official publication of the Finger Lakes Region, SCCA. It is sent to region members every month. Complimentary copies are also sent to advertisers and a few select others. TOP END is also available on the region’s website, www.flr-scca.com. Each issue is delivered to the printers fifteen days before the next scheduled membership meeting. Copy for an issue should be in the editor’s hands five days prior to delivery for printing. (That works out to be around the 12th of the month.) The electronic copy as posted on the website differs from the printed hard copy in that color is used in photographs and other material when provided. Also, contact information is not given in the Membership News and Information section. That is done to minimize junk e-mails, etc. that may result from data mining.

Remembering William (Bill) Groemminger, Jr. February 1940 – June 2010 A memorial service was held, Saturday June 19. In lieu of flowers, donations may be made to a charity of your choice in Bill’s memory. Bill joined the Finger Lakes Region in September 1987. He listed Club Racing as his primary area of interest, although while involved in SCCA activities before 1987 he pursued other areas of involvement. He received the Finger Lakes Region's Mechanic of the Year award in 1992. A memorial to Bill Groemminger. Bill covered the entire gamut of motorsports, beginning in the early 1960s, but was best known for his talent and abilities as a dedicated crewmember. Once considered one of the areas best Solo competitors, he also spent a couple decades trying his hand at navigating and driving in a number of Rally series. Bill and Fran McAllister teamed up while still in college in the 1950s and have built more than 40 racecars in the last six decades. Bill finally decided to try his hand at Road Racing in the late '80s and early '90s, but soon decided that his passion lay in rooting on other drivers. Sometimes he disappeared for hours at a time, only to come back with stories of how "so and so" needed a hand and he just happened to be there. He truly was the kind of friend and crew that everyone needed, ready to lend a hand to everyone. He will be sorely missed by many, but especially the McAllister family. - Chris McAllister Stephen E Kittelberger July 1951 - June 2010 Steve was remembered during a gathering of friends at the California Brew Haus on June 26. Steve joined the Finger Lakes Region in January 1978 listing Pro Racing and Rally as his areas of interest. He received the John Robinson Outstanding Rally Contribution award in 1989. He served on the Finger Lakes Region’s Board of Directors in 1985/86 and again in 1999/2000, also serving on the Rally Board in 1985 and again in 1987. Steve Kittelberger – Memories of Steve go way back in time, be they local rally stories, a memory of STPR, a local picnic or even a good Volvo story. My fondest story about Steve goes back to the late 1980s. John McArthur and I held a dominant finishing record on Winter Series Rallies. Steve had a plan to equalize our efforts. If Steve is listening we can hear the loud rumble of “TARGET TIMES” rolling across the skies. Steve’s concept was very simple and equal to all competitors. Between instructions was a listing of CONTROL # __ and the ideal time to enter the control for car number zero. This may sound a bit like a Monte Carlo rally BUT we had the arrival time without the mileage, which would define its specific location – you just knew it was between these two instructions each of which had mileages. John and I were in car #1; a common position for us. It was not always an ideal position and tonight this became even more critical. The first few controls were between instructions with close mileages – about a half-mile apart. The crew had their parking lights on so we could see them for a short distance and we could kind of hone in on the required arrival time. Getting close amounted to about 10 points, which was equal to the total that we had won events with – this was going to be interesting evening. As we moved further south into better rally country, two things happened: the distance between instructions grew a bit longer and the crews turned off their parking lights. This was real tough on car #1, because we could no longer see the control in the distance. Once we stopped at the control to get our timing
information, our taillights became the marker for car # 2, etc. It did not take long before we started turning off our lights once we entered a control and that concept leaped backward as each new car could no longer see the taillights for the cars ahead of them. I am not sure Steve anticipated this result. After hours of this game of cat and mouse we end up turning onto Cratsley Hill Rd and drove up to the top of the hill. The next instruction is: 20.00 miles Right on Middle Rd CONTROL ##, Car Zero Time = HH: MM.00 24.61 miles STOP. Route 20A 24.71 miles Right into the Kings Valley Inn. End of rally. So John and I are sitting at the Right on Middle Rd and we have about 15 minutes before we need to be at the control. The conversation is something like: “Where do you think the control could be? “ “4 ½ miles is a long distance up to Route 20A.” “The road has some bends, goes down in that small valley and then I think there is an open area for the control.” “The road is real straight after that open area with lots of houses. A control out in the open like that will attract too much attention and someone will call the cops” “Sounds good. The control should be in the first mile or maybe less.” ----- What we did not ask was were we thought Steve would put the control – big mistake --So we sit and wait until our estimated departure time, One mile, 3 minutes to travel it. John is counting down our time to our required arrival time. With 4 minutes to go, not everyone was agreeing on our point of view. Cars 2, 3 and 4 have left and we are still waiting. 4 minutes 3 minutes

The car is in first gear and we are rolling 2 minutes The car is in third gear. 1 minute – I don’t see a control Fifth Gear 30 seconds Seventh Gear 5 seconds 10th gear and we have flown past cars 4, 3 and 2, and still no control in sight. I would like to say we were in 15 gear but give me a break-this is a Volvo 245 station wagon. th
The control was just before the STOP sign with just enough room to go from mach 7 to zero with your rotors glowing orange and just before they warp like a pretzel. Steve was at the control and he was laughing his head off because he knew when we were supposed to be there and we were about 4 minutes late. All of our computer skills and local knowledge did not help tonight and Steve was enjoying the moment. For years when Steve saw me he would just say target times and we would share a special moment. Chicago Region Institutes SRF Spec Fuel for Sprints CHICAGO, Ill. (June 11, 2010) -- Chicago Region SCCA has announced that it will institute a spec fuel rule for the Spec Racer Ford class at this year’s WeatherTech Chicago Region SCCA June Sprints, June 25-27, 2010 at Road America. In a letter to competitors, Chief Steward Mike Smith noted, “In response to numerous requests and a concern for safety of competitors and volunteers we will institute a spec fuel for the entire SRF class at the 2010 Weather Tech Chicago Region SCCA June Sprints. 2010 will be a test to see if more classes would like to see this happen and to monitor the ill effects of some serious fuels that may cause many respiratory problems for competitors, volunteers, and spectators.” More at: http://www.junesprints.com/2010/chiefsteward_message. html.

TOPEKA, Kan. (June 11, 2010) – Sports Car Club of America, Inc., has announced the formation of a stand-alone Technical Services Department to better serve the participants, teams and crew members of all of the competition programs offered by the Club, including Club Racing, Rally, RallyCross, Solo and Time Trials. The Club-wide department will provide cross training between national staff members, sharing knowledge through the department that will allow for better support to competitors and better coverage during each discipline’s National Championship events. Doug Gill has been named General Manager of the Technical Services Department. Working with Gill in the Technical Services Department are John Bauer, Brian Harmer and the recently-hired Ryan Miles.

Eight RoadRally and RallyCross enthusiasts were present. The following discussions are grouped by subject. Steve Kittelberger The Rally Worker of the Year Award will be designated as the Steve Kittelberger Rally Worker of the Year Award in recognition of Steve who passed away this past week. Other options to honor him include donations to a charity to be defined. This would be in addition to the action taken by the whole of Finger Lakes Region. E-mail will be sent out to the rally group when a charity is defined. Rally Preparation Fed-Ex/Kinkos has a contract with SCCA to provide copies at a reduced cost. The Finger Lakes Region and the event for which the printing is done needs to be included in the description of the job. More information is available from Tom Langdon and/or Elizabeth Thiel. Winter Rally Series Gary Thomas has expressed an interest in being rallymaster for the second event in the upcoming Winter Rally Series. The resurrection of the MONY series has been discussed. At this time it would be limited to listing all the rallies with all the regions.
STPR® The Waste Management Susquehannock Trail Performance Rally® Presented by Citizens and Northern Bank was discussed. It was noted that some cars needed towing out of the Subaru Super Special Stage, even some two-wheel drive rally cars. The Woolf-Whitaker award was given to a competitor for towing Ken Block out after he broke his transmission, all at speed. Results, reports and links to several interesting videos are available at www. stpr.org and www.rally-america.com. The Relay for Life Rally had twelve entries. The rally program will cover some of the costs for this event. Concerns include planning for route, trophies, schedule in the weekend and declining entries. Matt Rhoades has expressed an interest in being rallymaster for this event next year. Miscellaneous Discussions Dirt Modified cars were suggested as a means of “running in” the Super Special Stage at STPR® It was noted that those tires probably would not survive the first few sharp rocks encountered. A loose fuel cell lends new meaning to
Driscoll’s in the Wellsboro area are available to change a flat on Sunday. Flat tires are a common occurrence for the STPR® volunteers. An application of silicone may be a preventative measure. After a recent rally in was noted that some Rallymasters assume local knowledge and do not include important information in the route instructions. Curtis Braun will be changing his address in late June. The tricks of previous course rallies were discussed. The Wayne County dictum that everything right is wrong could lead to an interesting rally. Past rallies include string rallies, and six loops with only one checkpoint. The availability of “rest” stops is also a consideration. Other items discussed are not reported here, either the subject isn’t relevant, worthy of note or a request to not report was received.
