REPort Mike Toombs Regional Executive Well our National Race is right around the corner. This is the second year of the double national at Watkins Glen. The Northeast Division (NeDiv) National Race Committee is limiting double national races to one per year after this season. Pocono National is also a double race this year. There is still some discussion going on as to how NeDiv double national races will be handled in the future. Some feel that a single double should rotate among the NeDiv tracks that are able and want to host one. There are a number of people who are pushing for the bonus national format and still others who like the Rational concept. The bonus national would be difficult to put on at Watkins Glen during a twoday weekend. For our race this year, we have seven race groups and to add an eighth would mean that we would probably run more than one hour of overtime both days; the cost of overtime would make that prohibitive. Some people are worried that the Rational race concept will eventually kill national racing, that the national race will just become another restricted regional race. New England Region ran one this spring and from what I heard it was a success for them. Here again, at Watkins Glen this would not be something we would want or need to do. With three weeks of registration left, the Glen Double National Race has over 100 entries and all of the garages were rented in less than a week. The change over to MotorSportReg.com has not been as smooth as I had hoped. The Glen Region registrars and Marsha are 4

hoping I’m able to get everything sorted out before they have to start working on the Glen’s Regional Race and the Fun One. I have been getting plenty of help from MotorSportReg.com and with just a couple of more things to iron out, we will be all set. I am involved with quarterly phone calls with the National Office and other Regional Executives from like-sized regions. I’m amazed at the differences across the country. A region in the northwest has a double national race and they are lucky if they get 90 cars to come to the race, but because of their costs they can still make a surplus. I’m also amazed that the Arizona Region is finishing up their Solo season about the time we are just getting ours started! Then there are the different ways REs are elected to office and their term of office. I find the calls very interesting and learn something every quarter. The past few years the region has put on either a ProSolo or a National Tour at the Seneca Army Depot (SeAD). The National Office was hoping to put on a National Tour at SeAD again this year, but because we were unable to secure the site in time, it didn’t get on the schedule. I know I mentioned this in past columns, but the NeDiv Solo Championships this year, to be held July 28-29, will be at SeAD. This is a big event in the division and even though it doesn’t look like I will be driving (still no car) I’m looking forward to the event. I’m from Waterloo and while growing up I knew a lot of people who worked at the Depot (including myself for a couple of years). But as a child it was not the Seneca Army Depot; it was the Seneca Ordnance Depot. Back then they weren’t trying to hide what was going on there. At one time the Depot was the largest employer in Seneca County, in addition to storage there were machine shops and repair facilities in operation. I may have digressed a little; just thought you might want a quick history lesson. As many of you may know, longtime member and region friend Gene

Dinkel is now living in an assisted care home in Penfield. He was wondering if we could organize some sort of Cruise Night for the residents. Barbara Lissow is heading up the task of organizing the event and coming up with a date. Let her know if you are interested in participating and if there is a night that you think would work better. Meeting Minutes Finger Lakes Region, SCCA General Membership Meeting Minutes June 7, 2011 Location: Burgundy Basin Inn, 1361 Marsh Road, Pittsford, New York 14534 Regional Executive Mike Toombs called the meeting to order at 8:10 p.m. The April general membership meeting minutes were approved on a motion by Mike Brunner, seconded by Dave Avery. The May general membership meeting minutes were

approved on a motion by Dave Avery, seconded by Mike Brunner. The following are arranged by topic and may not be in chronological order. Activities The July membership meeting has been moved from July 5 to July 12. The meeting will be held at the Burgundy Basin Inn. Gary Morgan is having work done on his car collection barn, which will not be finished in time to have a picnic meeting there. A picnic meeting may be scheduled later. An “Old Timer’s” meeting is being planned for the September meeting. We are hoping for lots of bench racing from racers, rallyists, soloists and other tellers of tall tales. A “Cruise Night” to visit Gene Dinkel is being planned. Membership Report Mike Brunner reported that the number of region members as of June 7, 2011 was 449. That is down four from the May 3 count. Twenty members attended the Solo and general membership meetings. Syl Barlow manned a recruitment booth at the MG Car club show in Victor on June 4 and 5. Race Report The MotorsportReg.com process went well at the recent Nelson Ledges race. Staying on solid ground was not easy, a number of vehicles were up to the frame. (It took a tractor and a backhoe to remove one trailer.) Glen National Race Registration is open. We currently have 29 entries. Trophies will be a certificate and a SCCA merchandise coupon. There will be a spaghetti dinner Friday night and a Mexican Gran Prix Saturday. Worker lunches Friday, Saturday and Sunday will be a buffet in the Media Center. SCCA coupons totaling $200 will be available for a worker drawing.

Solo Report The second event in the Finger Lakes Region’s 2011 Solo series was held May 29 at Seneca Army Depot. There were 104 entries, with 98 competitors recording times. The next event in the series will be at Rochester Institute of Technology on June 19.

Rally Report The June 14 RoadRally meeting has been rescheduled to June 21. Summer RoadRally The May 22 “Clean Out the Cobwebs!” social rally was cancelled due to a low entry count. The rally is “in the can” and is rescheduled for Oct. 16. The Relay for Life charity rally run Friday, June 3, had 25 (?) entries. This event benefited the Tioga County Cancer Society. Results will be printed in Top End and www.flr-scca.com. RallyCross The May 21 RallyCross, at Perry’s Park was cancelled due to wet field conditions. The next RallyCross at Perry’s Park is scheduled for June 19. The RallyCross run at the Tioga County Fairgrounds on Saturday June 4 had 15 competitors. Results will be printed in Top End and www.flr-scca. com. Susquehannock Trail Performance Rally® STPR® was won by David Higgins and Craig Drew by 1.3 seconds over Antoine L’Estage and Nathalie Richard. (Results are printed in Top End. Ed.) There were 44 total entries at the start of the event. Roadwork being done up to the day of the rally included grading and cutting gaps in the trees down across the road. The question of worker safety during a thunderstorm was raised. Brief heavy showers passed through the area during the running of STPR on Saturday afternoon. The showers caused the lower

Dave Avery reported that a Street Survival School is scheduled for August 20 at Seneca Army Depot. Instructors, workers and up to 30 students are needed. Flyers are available and are printed in Top End. Registration is available through MotorsportReg.com. Dave will be presenting to the Dundee Rotary in two weeks. Let Dave know of other opportunities to present a Street Survival School review. NEDiv is sanctioning a Divisional Solo on July 30 and 31. Event #5 of the Finger Lakes Region’s Solo series will run in conjunction with this event. Treasurer’s Report Elizabeth Thiel was absent; Mike Toombs reported the balance in the checking account. We will not be taking money out of the investment account to cover any large bills that are received before June 25, as the cost for early withdrawing early is $450. Solo registration and deposits by MotorsportReg.com for the Glen Double National race should allow us to cover any bills coming in. The meeting was adjourned at 8:50 p.m. on a motion by Lew Giesy, seconded by Dean Croucher. Respectfully submitted, Carl F. Speeds for the Relay for Life Rally were lowered to 25 mph on some roads due to rough roads that resulted from the recent heavy rains. A large number of motorcycles had stopped in Westfield on the day of the pre-check. A number of motorcycle tourists were noted during STPR weekend. Winning the Super Special Stages was not enough to give Higgins/Drew the overall win at STPR. Pristine car quality was not a prerequisite for completing STPR. Bashed in sides, lost bumpers, excessive positive camber, were among the conditions noted. Questions at the “O” control at STPR included: Where are we? Can we get to a spectator point in time? (NO) How do we get to a grocery store? Will the cars come by here? Also noted was that a Nerf Pistol will shoot the “bullets” at 31 mph.

Rich Smith asked Mike Toombs if there was a warrantee on the transmission of the Celica. While running as Trakker #2 during STPR it failed to move after running through a stage.

Mike Toombs is still searching for a car to run in Solo. The off button does not give the same level of satisfaction as slamming down the phone handset. Post meeting bench-racing discussions were not recorded. You had to be there!

Race Report Tom Campbell has resigned as Area 10 Deputy Steward. Earl Hurlbut will fill the position. Glen Double National Race Chris DeMinco reported that the sanction numbers have been received for the Glen Double National Race. Trophies will be SCCA merchandise vouchers. The FLR Logo will be available for merchandise at no cost. A certificate will also be printed. Announcers are needed for the race. F&C workers are needed for

Fun One 2011 The Pig Roast is on for the Fun One. Participation at the Fun One by the HRG and Kryderacing Series are being considered. Rally Report The May 21 RallyCross at Perry’s Park was cancelled due to field conditions. The Clean Out The Cobwebs social tour TSD rally, on May 22 was cancelled due to low attendance. That event will be rescheduled as the fall RoadRally. The Relay for Life Rally running on Friday June 3 in conjunction with STPR® will have Matt Rhoads as rallymaster. The proceeds will be donated to the Tioga County American Cancer Society. A RallyCross will be run on Saturday afternoon during STPR. James Quattro of the Central New York Region is chairing this event. At test and tune is scheduled for Friday morning. No RallyCross activities are scheduled against the charity rally. Current entries for STPR are at 45 for the national and two regional rallies.

Rally Tom Langdon Interim RoadRally Chair

Twenty-second year of Relay for Life Charity Rally continues long line of success. Once again as a rainy spring slips towards summer and the thoughts of reverence and remembrance stirred upon the nation by Memorial Day start to fade, Wellsboro, Pennsylvania prepared itself for the return of the Waste Management Susquehannock Trail Performance Rally® (STPR®), presented by Citizens and Northern Bank. And just as in years past, the American Cancer Society Relay for Life Charity Rally leads the way into a weekend full of all things rally from the casual spectator to the hardened fan. In its 22nd year, the rally was a major annual fundraiser for the Tioga County American Cancer Society, all the while familiarizing folks to the world of time-speed-distance road rallying. Pairs of contestants were given directions, which travel the lesser roads of Tioga County, and told a road-legal speed at which to traverse the route. Along the way, they passed hidden control points at which they were timed. Each vehicle accumulated points for being either early or late to the control point. At the end the points were totaled, and lowest score won. It’s like golf, with a car and a person who started the event as your friend. As most folks knew going into things this year, Wellsboro experienced a hard spring. The snows came late into spring and the thaw was delayed. Then the rains came, with less than a week before the rally was scheduled to run, a system of tornados passed through. All this made

for a challenging time putting together a set of roads that were exciting, while still being passable and not breaking cars. However in the spirit of rally, the organizing committee pressed on regardless, and was able to offer about 70 competitive miles traversing rural north-central Pennsylvania from Niles Valley through Little Marsh and Sabinsville, before a midpoint break in Westfield. The after-break portion saw competitors headed east from Westfield, north of Keeneyville, before dropping south to Crooked Creek.

Yet again, the Keystone Kops were out in force, helping with registration, staffing four controls, and keeping the rallymaster on his toes during the worker meeting. They stepped up to fill in the gaps where needed, took endless instructions when I changed my mind for the third time, and asked all the good questions I hadn’t taken the time to prepare. I’m happy to report that we started 16 cars, and returned 16 cars, even though one team got lost. I’m even more pleased to mention that everyone made it back, since I managed to omit the last three instructions required to get teams back to the fairground. Sorry!

Thanks go out to a long list of folks without whom this would never be possible. Last, but getting the most out of their entry fee, where Danna Darrow and Faye St. John. They made the first two controls before getting lost, and going back to start all over. They win the Press on Regardless reward for the stick-to-it attitude, even if having a missing vehicle for most of the event did create a moment of panic for the course opening and sweep cars.

Rally Experience RallyCross on the STPR® Super Special Grounds

By James Quattro, CNY-SCCA Rallycross Chair At the June 4 RallyCross at the Tioga County Fairgrounds in Whitneyville, Pa., 10 competitors recorded times. Although we normally run cumulative timing, due to the nature of the event the fastest time of day was used. This is similar to Solo event timing. Several entries did not make it out of the Test-N’-Tune session on Friday. One competitor didn't make it to the event because of a rollover on Friday. However, the car was still drivable, so they paraded the car around the fairgrounds like a trophy and got it signed by the Rally America drivers. Saturday's weather started fair but was interrupted by a storm. Because of the rain we were forced to run a shortened course, but all who came had a great time. We also had the opportunity to volunteer at STPR and got up close and personal with the drivers. We plan on doing this again next year but may run Sunday to help with the safety and fun of the course.

I really don't want to single anybody out because almost everybody helped out tremendously, which is the true spirit of Central New York Region, SCCA, RallyCross. I want to thank the guys from Michigan who put on a great show as well as the guys from Pennsylvania and the guys from Utica and Albany.

5 Time HSR 4 Hours of Sebring Class Winner 2006-2010

WELLSBORO, Pa. (June 4, 2011) - Subaru Rally Team USA’s David Higgins and co-driver Craig Drew won the 2011 Susquehannock Trail Performance Rally® (STPR®) by a narrow margin of 1.3 seconds over rivals Antoine L’Estage and Nathalie Richard. Higgins had a 37-second deficit halfway through day two after losing intercom at the start of Stage 8 and puncturing a tire on Stage 9, but came back to lead the rally by 2.5 seconds going into the final stage. This is the third time Higgins has taken the outright STPR win in his career, having won the event back in 2002 and 2003. The Rockstar Mitsubishi crew of Antoine L’Estage and co-driver Nathalie Richard finished in a close second place after controlling the rally lead up until the second to last stage. The privateer driver set a blistering pace from the start despite being down on power and went on to win six of the event’s fourteen stages including both passes of the Super Special at the Tioga Fairgrounds. The Susquehannock Trail Performance Rally is round five of the six-round Rally America Championship and is based in Wellsboro, Pa. STPR features some of the fastest, roughest gravel stages in the Series with technical sections and ‘gotcha’s’ scattered throughout.

Severe dust caused visibility issues until about Stage 8, when heavy rains in the area challenged teams with slippery roads. The changing weather conditions contributed to an already heavy rate of attrition, putting several of the top crews and many regional competitors out of the event or out of contention. The podium was rounded out by Ramana Lagemann and co-driver Chrissie Beavis, who once again placed third overall and first in the Super Production (SP) class. Lagemann nearly retired from the rally early on day two after running out of fuel on Stage 7 only three miles from the finish. Lagemann’s Subaru sputtered to a stop on the following transit, but rival SP class driver Travis Hanson displayed excellent sportsmanship by towing him back to Service. I n Tw o - W h e e l - D r i v e ( 2 W D ) competition, Chris Greenhouse piloted his 1995 Plymouth Neon to his first-ever National class victory. Greenhouse and co-driver Billy Mann finished sixth overall with a 38 second lead over the second fastest team in their class and were the quickest 2WD crew on both passes of the Super Special. Brian Gottlieb and co-driver Pat Darrow placed second in class in their 1989 Honda Civic with a comfortable cushion of over one minute on Dillon Van Way. Van Way and co-driver Jake Blattner placed third in 2WD despite losing time on Stage 7 after rolling their 2011 Ford Fiesta.

2010 Two-Wheel-Drive champion Chris Duplessis is the first in North America to build and field a Ford Fiesta R2, which made its U.S. debut at STPR. Duplessis and co-driver Catherine Woods’ rally came to a disappointing end after breaking a control arm tie rod near the finish of Stage 12. Duplessis was sitting sixth overall and was well over 8 minutes ahead of his 2WD rivals when he retired. The 2011 Rally America National Championship comes down to the wire at the sixth and final round, the New England Forest Rally based in Newry, Maine this July 15-16.
