REPort Mike Toombs Regional Executive Well this month caught up with me a little too quickly. I had planned on writing this column prior to going to the NEDiv Divisional event, but found that I kept getting distracted. Then I decided that I could do it while at the championship event, but I got sick and found that just trying to compete took everything I had. So here I am holding up Top End so that I can get this column written. As I said I attended the NEDiv Solo Championships on May 13 and 14. The event was at the MetLife Stadium in East Rutherford, N.J. There were seven people from the region attending this event, Tina and Brian Reeves, Steve Hayward, Ron Fish, Paul and Julie Shaver, and myself. The event site is something we would kill for up this way and it is cool that you can see the Empire State Building and the One World Trade Center while walking the course. Things went well on Saturday, for the event if not for me, but there were some issues on Sunday away from the event site that had nothing to do with SCCA, but ended up stopping our event only a third of the way through. What sounds like a bad thing was a good thing for me – I felt so bad I just wanted to get home and sleep. Westward Ho! is in full swing and Wilma Giesy is taking registrations for our race at Nelson Ledges. For a number of years we put on this event and never were able to break even. Last year we didn’t put on the race, but Lew Giesy and a group of people put forth a concerted effort that we should try again. So the event is on and we will be going there again in June. If you 4

If you were looking for a good race weekend, you had better make it to this weekend. Don’t forget, if you enter the race you will get a discount when you enter the Fun One race at Watkins Glen in September. We have a couple of meeting notices that you should make note of! During our June meeting we will have a presentation by Mary Hartman about her Petty Experience this past March. Our July meeting has been moved to the 10th and will be a picnic. The region will supply hotdogs and hamburgers, members (or guests) need to bring their own drinks and a dish to pass. We did this last fall and had a great time. I hope that people will bring out their interesting cars so we can all get to see them. I had better get this finished so it can get to Carl for the June issue of Top End then on to the presses. Meeting Minutes Finger Lakes Region, SCCA General Membership Meeting Minutes May 1, 2012 Location: Murph’s Irondequoit Pub, 705 Titus Ave., Irondequoit, NY 14617 Regional Executive Mike Toombs called the meeting to order at 8:10 p.m. The following is arranged by topic and may not be in chronological order. The April general membership meeting minutes as printed in the May issue of Top End were approved on a motion by Chris Bucknam, seconded by Charlie Tanck.

Activities - Mary Hartman Mary Hartman will present information, pictures and videos describing her Petty Driving Experience at the June meeting. The July Solo and genera l membership meetings will be at Camp Eastman on July 10, 2012. This picnic meeting will include membership recognition. (A flier for the picnic is printed in the June and July issues of Top End. Ed.) Roy Hopkins and Adrienne Hughes will be presenting a program on the Targa Newfoundland at the August meeting. A picnic is being scheduled for September, tentatively the 12th, for the “old drivers” gathering. Mary Hartman asks that suggestions for social events be sent to her at activitiesdirector@flr-scca.com Communication/Publications The lack of articles published in Top End covering the different activities of the club and its members was discussed. At one time activity chairs wrote articles for Top End every month. Chiefs of specialty also wrote on occasion. Links in Top End to videos related to contents were requested. Carl Dresie reviewed the differences between the print and web versions of Top End. SportsCar John Walsh reviewed the points for and against paper copies of SportsCar. Some members want the paper copy; some much prefer a digital copy; the paper copy is a significant expense to the club. The cost is approximately $14 per year per member. Tiered membership is part of the continuing discussion. Membership Report Thirty two members attended the Solo and general membership meetings. The region currently has 414 members, an increase of one since April 3.

Race Report Jim Tyo commented that the race content of Top End and the web site is lower than that for Solo and Rally. Mike Toombs stated that we all would like to see more racing articles. We need to find someone in the club that will be a race track reporter, writing content. Also, we could have members write articles about their experience at various race weekends. It was noted that Chris DeMinco was a crew member at the Daytona 24 hour race. Is this an opportunity for an article? Westward Ho! We have a sanction and the entry information is online. The weekend has three sanction numbers, two for the double regional and another for the Enduro. By double dipping it is possible to have 13 on track sessions for this “race your butt off” weekend. Online registration is through MotorsportReg. com. Expenditures are being minimized. Lew Giesy would like a donation of worker favors. He expects about 70 workers, more are needed. Formula First will be a part of the weekend. They will run with the FVs but will start with a split grid. Formula First will also run at the Fun One.

Rally Report – Alan Smith Charity Rally Kurt Thiel has volunteered to be rallymaster for the Relay for Life Rally, benefitting the American Cancer Society. The rally will run Friday afternoon as part of the STPR® weekend. STPR We currently have 31 entries; up from the number we had at this time last year. Entries could be in the 50 to 60 range. Bob VanSice will not be able to serve as Spectator Captain this year. His replacement needs to be named. Volunteers for positions ranging from spectator control to stage controls to “Barney Fife” assistant are needed. ®

Region Road Rallies The board of directors would like to have the club conduct rallies more along the lines of previous destination rallies. Participation by a wider spectrum of club members would help in unifying the club. Alan noted that we have had “fun” events scheduled the last few years. Promotion is needed and joint events are possible. Solo Report The Solo meeting preceded the general membership meeting. Notes from that meeting were not captured. The driver’s school and first event of the series were held on April 21 and 22. Weather both days was cool and wet. The new layout of the course and paddock areas worked out well. The school had 37 students and 14 workers recording times.

Treasurer’s Report – Elizabeth Thiel The current checking account balance was reported. A transfer of funds into checking was made to cover pre-event expenditures for Westward Ho, etc. All bills presented to date have been paid. It was noted that Top End costs are between $700 and $900 per month. Mike Toombs commented that for the year 2011 the race, rally and Solo programs were positive resulting in an overall positive. Running Westward Ho instead of the national race this year will reduce the club’s income. Financial statements are available for review from Elizabeth. The financial report was accepted on a motion by John Walsh, seconded by Charles Tanck. The meeting was adjourned at 9:23 p.m. on a motion by Chris Bucknam, seconded by Dave Ciufo. Anecdotes regarding members experiences filling up the time spent are not reported. Libel laws are also a consideration. The secretary regrets that multiple simultaneous conversations cannot be captured. Syl Barlow had triple bypass surgery and will be going home soon.

Location: Murph’s Irondequoit Pub, 705 Titus Ave., Irondequoit, NY 14617 Mike Toombs called the meeting to order at 7:40 p.m. Officers and directors present: Michael Toombs, Regional Executive; Dave Ciufo, Assistant Regional Executive; Elizabeth Thiel, Treasurer; Carl Dresie, Secretary; Mary Hartman, Activities Director; Fran McAllister Director. Others present: Jeff Colegrove, Solo Chair; Barb Lissow and Anna Thiel Items are presented by subject and may not be in chronological order. Activities Report – Mary Hartman Fran McAllister reported that a meeting was held last week to plan the membership recognition picnic. Letters will be sent to the people being recognized. Mike Toombs will use mail merge to send out the letter prepared by Mary Hartman. Each person on the list will be called. A flier will be prepared for the June issue of Top End.

The old driver’s meeting may be scheduled for Wednesday, Sept. 12 at the Scottsville Fire Hall. It will be done similar to the 2011 old driver’s picnic. It has been suggested that we bring back the people from Central New York Raceway Park. Other suggestions have been made and more are welcome. Mary Hartman raised the possibility of a “Fun Stuff” survey to determine what the membership would like to do. That includes events like the Daytona party held at California Brew Haus.

Old Business The STPR ® trademark has been renewed for four years.

Race Report New Jersey state law requires that a face shield by worn on helmets.

The club will provide hot dogs and hamburgers for the picnic. We will ask that people bring a dish to pass.

Westward Ho! 2012 The sanction has been approved. The entry form will be up on MotorsportReg by the end of the month.

Fun One 2012 A race chair is needed. Rally Report The STPR® Charity Rally will be chaired by Kurt Thiel. The Relay for Life rally is on public roads, not forest roads, with closed controls. Possible summer rallies, such as a “Destination Rally,” have been discussed along with a “Training Rally.” Tony Zanni has requested dates for RallyCross events. The dates are the last weekend of the month through the summer. Solo Report – Jeff Colegrove This past weekend was the opening weekend for the Finger Lakes Region’s Solo series. The weather was cool and wet for both the school and event #1. These events were held at Rochester Institute of Technology. The Solo school was held on April 21 and had 37 novices entered. There were enough instructors and workers. The school wrapped up around 4:30. There were eight or nine students from the RIT car club and almost that many from RocLife (RocLife.org).

The Solo on Sunday had 104 drivers registered. The event went very well, with four runs on a 65 second course. The paddock across the street worked well, but ideas for improvement will be applied at the next event. Again we wrapped up early, by about 4 p.m. Mike Toombs proposed that any non-member who enters a Solo and joins SCCA will get that event for free. Details as to how this will work need to be defined. An additional worker needs to be assigned to registration to handle the membership applications. A helmet raffle will be held at the beginning of the day for Solo events. Helmets with SA2000 or M2000 ratings are needed; the current supply of loaner helmets is down to five. Jeff will contact Tony Zanni regards the approved purchase of helmets for Solo and RallyCross.

All bills except for the club liability bill have been paid. They include the Nelson Ledges sanction fee, van insurance and KrydeRacing fee for Westward Ho and the Fun One. Recent bills also include the Nelson Ledges deposit, Watkins Glen track rental, Top End printing and mailing costs. The treasurer’s report was accepted on a motion by Dave Ciufo, seconded by Fran McAllister. The meeting was adjourned at 9:02 p.m. on a motion by Dave Ciufo, seconded by Mary Hartman.

Devil in the Dark Finger Lakes drivers shine at the Devil in the Dark 12 hour race at the new Thunderbolt race track in New Jersey The new Thunderbolt track is 2.25 miles of challenging, twisting curves with only one significant straight away. This track has been built with all the latest conveniences such as pit stalls with motel units above and an excellent restaurant and bar within the confines of the facility. The team consisted of Kurt Thiel, Mark McAllister and John Williamson. The race started in excellent conditions but deteriorated the last five hours of the race with mostly scattered showers, sometimes severe. It was the first time out for Kurt Thiel's new Miata and there were some minor debugging problems which were easily handled during practice and qualifying. The team qualified 35th, 18th out of 20 cars in their class. With each passing hour, the team moved forward finishing an amazing 11th overall and 5th in class. The speed potential of the cars varied greatly, which is often the case with endurance racing. The fastest car, an Audi costing a half a million dollars, qualified in 1:27.475 minutes and the slowest car was almost 17 seconds slower. The crew consisted of Mike Whalen, Marty Pietre, Fran McAllister, and Chris McAllister. The car ran perfectly, the pit stops went smoothly (fast enough to embarrass NASCAR pit stops) and a good time was had by all. We are already making plans for the 13-hour race at Virginia International.

A time-speed-distance road rally designed for any legal vehicle, within the legal speed limit, on high-quality paved and unpaved roads in Tioga County. This event does not use the forest roads of the Waste Management Susquehannock Trail Performance Rally presented by Citzens and Northern Bank. The instructions will have a mileage to each turn, and are intended to be easy to follow. There are no tricks or traps involved in following the course.

Formula Junior B (8-11 year olds) All provisions of the above Jr. Drivers Program apply, plus the additions below: 1. All competitors will be required to attend and pass a Jr. Driver's school before competing in a regional event. These schools will be held as sufficient interest is expressed. a. All entrants will be required to work by helping to set up or tear down the course. b. If any competitor posts three DNFs in a single event, that competitor's eligibility for competition will be reviewed by the Youth Steward and the Solo Board.

MUFFLERS / SOUND CONTROL A. Adequate mufflers are required for all Solo Events. The criterion of “adequacy” is not what the exhaust system consists of, but the sound level. B. Sound level will be limited to 100 decibels, to be measured 50 feet from the course, preferably on a straightaway. C. Cars exceeding the limit will be notified by the event chair, and the run will be disqualified. D. If the car is modified to the satisfaction of the Solo Chair, it may be allowed to compete again.

VEHICLE IDENTIFICATION As provided: add: Numbers will be assigned at registration. Numbers and class letters are available at the Technical Inspection area. Placement for maximum legibility by Timing is requested. • Competitors using tape to mark numbers on their vehicles shall do so on the door, not the window. • For cars entered in Novice Class, the letter ‘N’ shall precede the class letters (Example: NBS). • For cars entered in the Ladies Class, the letter ‘L’ shall precede the class letters (Example: LBS). • For cars entered into Pro class, the letter ‘P’ shall precede the class letters (Example: PCS).

Finger Lakes Region Sports Car Club of America 2012 Solo Supplemental Rules All FLR Solo events will be held under the SCCA Solo Rules, except as noted below: 1.1

The entire Solo Rules will be used, except those that are explicitly written for Divisional or National championships. (Possession of current Solo rulebook is recommended.)

1.4.C. As provided, add: Passengers will be allowed on competition runs under the following conditions: • If the driver or passenger is in the Novice Class, then the other occupant in the car must be a registered instructor. • Only registered drivers at an event may be passengers. • A competitor may not delay reporting for work after a run in order to be a passenger • Any variation to the above requires approval of the Solo Chair in advance. • Observed reckless or loose driving behavior may result in revocation of a driver's privilege to carry passengers. 2.7

Formula Junior A (12-18 year olds) Appendix H: II.A. Karts will be run together as a group with no cars on course. It is the entrant's responsibility to be present and ready when the group is called. If an entrant is not present by the end of the kart runs, they will receive a DNS for that run and no rerun will be granted. II.B.4 All entrants will be required to work after each run. However, work assignments will not be on course. Other assignments may require being paired with other workers as appropriate. III.E All entrants must have at least one legal guardian present, a parent is preferred. 12

4.2.A. EVENT ENTRY - FEES Entry fees will be $12.00 for Jr. Drivers, $32.00 for SCCA members and first time-novices, $47.00 for weekend-members. In order to receive the member’s rate, club members must present a valid SCCA membership card at registration. First-time novices must be first-time competitors in our region and new to the sport. 4.4.B. CAR/DRIVER LIMITS The Solo Chair reserves the right to limit entrants in a given car.

4.7

LADIES’ CLASSES A. P arallel Ladies Classes will not be provided. Instead, a single Ladies class may be provided if there is enough interest. • Scoring for the Ladies Class will use the RTP/ PAX Index system (see below).

• Street Touring – all ST classified vehicles • Street Mod – all SM classified vehicles on road tires C. The following classes will be created for competitors on racing tires (R-compound, slicks, any tire <140UTG tread wear rating). • Pro – all stock, street prepared, and SM classified vehicles on R-compound, slick, or other racing tires, or any competitors from the ST index wishing to compete in pro. • Modified/SAE – all modified or FSAE classified vehicles, including KM • Prepared – all prepared class vehicles

4.8.C REGIONAL CLASSES • Additional special classes may be created by the Solo board and the event chair. 4.9

CONFLICT OF INTEREST • The event chair (or designee) may pre-run a course during course-setup for the purpose of assessing safety, flow, and marking of the course. The driver and any riders may not be in a car that competes in their class.

4.12 NOVICE CLASS A. A Novice Class will be provided for those who are relatively new to the sport. The intent of the Novice Class is to provide instruction and to allow newcomers to compete with those of similar skill. B. Novices are entrants in their first full season of autocross, must not have won more than twice in the FLR Novice Class, and should not have competed in more than eight autocrosses. C. The Chief of Novice Program reserves the right to graduate any entrants to the appropriate Open, Ladies, or Road Tire class. D. Novice Class entrants will be given an instructional walk-through of the course. E. Novices will be scored as an independent class using the PAX system. F. Novice Class entrants are required to take a registered instructor on competition runs until approved by the Novice Chief or registered instructor. They may also ride as passengers with a registered instructor, with the instructor's approval. (See 1.4.C) G. A registered instructor is any experienced eligible competitor approved by the Chief of Novice Program. H. They novice class may be broken into two groups to facilitate the creation of balanced run groups. 4.00 Bump Classes A.Drivers will be grouped into larger bump classes by class and tire type for the purposes of timing and scoring. B.The following bump classes will be created for competitors on road tires (A.K.A street tires, and tire >140UTG Tread wear). • Stock – all stock classed vehicles on road tires • Street Prepared – all SP classed vehicles on road tires

PRO CLASS A. All competitors in stock, street prepared, and SM classified vehicles running tires <140UTG treadwear (R-Compound, Slicks, any other) shall run in the Pro class. Competitors from the ST index may also run in pro. B. Pro will run as an independent class. (Place ‘P’ before class on registration card.) C. Scoring will use the RTP/PAX Index system (see RTP/PAX table).

ST CLASS A. An ST class will be used in place of the respective Street Touring classes. B. ST, STS, STX, STR and STU will run as an independent class. Competitors will use normal car identification markings (STU 55, ST 191), no special identification is needed on registration card or vehicle. C. Scoring will use the RTP/PAX Index system (see RTP/PAX table). D. Any competitor from the street touring group of classes may choose to run in the pro class.

PREPARED CLASS A. All prepared class vehicles will compete in the prepared bump class. B. Scoring will use the RTP/Pax index system. (see RTP/PAX table). C. P repared will run as an independent class. Competitors will use normal car identification markings (XP 171, CP 43), no special identification required.

Modified/FSAE A. All modified, FSAE, and Kart Mod vehicles will compete in the modified bump class. B. Scoring will use the RTP/ Pax index system. (see RTP/PAX table). C. Modified will run as an independent class. Competitors will use normal car identification markings (FM 161, KM 88), no special identification required. 13

ENTRANTS AS WORKERS A. All competitors are required to complete a work assignment for each run. Failure to do so will result in the loss of the best time for each missed work assignment. B. All entrants must report to the Course Marshall for each work assignment. It is permissible for a competitor to have another worker report. The substitute worker must be eligible to be an entrant and must have signed all relevant waivers.

ORDER OF RUNNING A. Unless otherwise publicized before the day of the event: Registration and Technical Inspection will open at 8:00 a.m. and will remain open until 9:30 a.m.. The Drivers' Meeting will be at 10:00 a.m. and is mandatory for all competitors. Late registrations may be accepted at the discretion of the solo chair or event chief. B. Cars will run in groups to be posted at each event: • The chief registrar and timing chief will work together before the event to determine the optimal arrangement of run groups. • Unless the course designer runs a “national style” grid, there will be a separate grid lane for multipledriver cars. • Classes will be divided in to their respective heats after registration has closed to ensure a balanced number of drivers in each heat. Heat classes will be announced at the driver’s meeting.

FUN RUNS • Fun Runs will be allowed at the end of competition, time permitting, subject to approval by the Solo Chair. • The fee for Fun Runs will be $3.00 per run. • Only vehicles that are registered and passed the technical inspection for the event will be allowed for use in Fun Runs. Only drivers registered for the event may drive or ride in fun runs.

PENALTIES • Any act deemed unsportsmanlike or undesirable conduct for the program will not be tolerated (speeding on event site, tire burnouts, etc.). The first offense will be disqualification from that event. Any subsequent offenses will be dealt with at the discretion of the Solo Board. • The Solo Board reserves the right to change any rule due to unforeseen circumstances.

The FLR Solo Championship Series A: Competitor Eligibility • An entrant must compete in a minimum of five (5) local FLR Solo Championship Series point events in the same class to be eligible for year-end trophies. B: FLR Solo Championship Series points events • There will be at least eight (8) local FLR Solo Championship Series point events in the series. • There will be at least two (2) specified Out-OfRegion (OOR) events C: Point Calculation • .Season points are awarded from your best eight (8) events. Rally Tom Langdon Interim Rally Chair

Rally Meeting Notes April 10, 2012 96 Church Street, Victor, NY These notes are grouped by subject and are not in chronological order. The following seven RoadRally and RallyCross enthusiasts were present; Rick Barnes, Carl Dresie, Jerry Kerwin, Tom Langdon, Alan Smith, Mike Toombs and Tony Zanni. RallyCross Series Course maintenance funds will be used to repair the pit area at Perry’s Park. We need to find equipment to work on the pits and course. The pit area needs to be repaired. The ruts in the field can be worked around, if need be. Tony needs to make arrangements to purchase the helmets previously approved by the board of directors. The new helmets will go to Solo and the older Solo units used at the RallyCross events. The region’s schedule shows RallyCross dates, sites will be finalized later. A meeting will be arranged with the operator of the Warsaw-Perry airport. Summer Rally Series The possibility of writing a destination Monte Carlo style rally for late August will be taken to the board of directors. We can extend an invitation to a rally meeting to any interested board members. One possible ending point is the Glen Curtiss museum in Penn Yan. Rick will be writing a social rally for Oct. 14.

These two rallies need to be publicized widely, to both club members and other clubs. A training rally for the Winter Rally Series will be scheduled for an available date in November. STPR® The worker t-shirt logo has been set along with the cover. Tony can provide a higher resolution version of the logo if needed. The smaller bumper sticker design will be used. Tony and Rich Smith will be checking the mileage on STPR this coming weekend during the radio check. Alan noted that a previous check of only part of the route has taken five and a half hours. Not all of the stages are as run last year. DCNR (the Pennsylvania Department of Conservation and Resources) wants people to observe the 25 mph speed limit when driving the forest roads. (This does not apply to competition stages!) Alan also noted that alcohol can be brought into a camp in the forest, but not taken out. You either drink it or dump it. No drinking on public property! The Waste Management stage will be the same as the Wellsboro Winter Rally. The gas well has been delayed until after STPR. The charity rally needs to be publicized. Kurt Thiel has checked the mileage. Tom will call Kurt and cover what needs to be done. General instructions will be obtained from Matt Rhoades, the charity rallymaster in 2011, and numbers will be coming from New Jersey. An event on Facebook needs to be created for the charity rally.

Miscellaneous Discussions The general membership meetings are now being held in Murph’s Irondequoit Pub, 705 Titus Ave., Irondequoit on the first Tuesday of the month. The July meeting will be at Camp Eastman on July 10 and will also be the membership recognition meeting. We need to get new weekend membership forms. The form covers all of the information for a full membership. If someone joins at an event, their entry into the event will be covered by the club. Tony commented on how we disseminate information. Tony will send information on mailchimp.com to Carl. The Great Race will be passing through Fairport on June 28. Can we set up a booth? String rallies are really simple once you grasp the concept. Jerry navigated in the 2003 edition of the SORC. (Note: The Sandhills Open Road Challenge appeared on a recent showing of Hot Rod TV on Speed Channel. More information can be found on www. SORC.org. Ed.) Tom is expecting a spice orange Mini to join the pumpkin colored one in the stable. Rich is installing a hydraulic hand brake on the rally Civic. A low spoiler may not be strong enough to move dirt on the RallyCross course. A reminder that the lower A-arms on a Subaru may not be strong enough to be used when strapping the car onto a trailer.

Winter Rally Series Tom has the paperwork in hand to run a rally safety steward class.

Local residents, especially fire fighters, may be a good source for answers on “find the answers” RoadRallys.

Carl presented a set of suggestions for route calculations. These and input from others will be reviewed before the start of the 2013 Winter Rally Series.
