REPort Mike Toombs Regional Executive Another month has come and gone. Our first meeting at Murph’s In Irondequoit was a success. Hopefully no one went to the Burgundy Basin Inn for the meeting. Like I have said before, Murph’s chicken wings are great. As I write this there are two more road rallies in the Winter Rally Series. The Rally Cross season has been less than stellar. The weather this winter (some say it has been great and others say it is awful) has not been conducive to running in the field at Perry Park. Right now there is plenty of snow on the ground and hopefully the ground will freeze enough for the upcoming winter RallyCross event. Okay, I have to admit I’m a weather snob. When it’s winter, I want it to be winter. I loved it when we set the record for the snowiest December on record in 2010. I loved it when we set a record for the most consecutive days with measurable snow the year before. If it’s going to be winter it should be cold and snowy or why should we be here in

Rochester! Every weather story you hear is about something that happens during bad weather, good weather doesn’t generate stories. You had better keep checking Top End for information. We have some special things planned for the coming year. The July 10th meeting is going to be something special and you won’t want to miss it. Oh, by the way we moved the July meeting to the second Tuesday, otherwise we would be meeting on the July 3 and there is no telling what people might have planned. I have spent two days working on this REPort; I usually remember something that I want to say right after Carl puts Top End together. So I try to start a couple of days before he wants the column hoping that I will remember everything I want to say. Now I’m trying to come up with some filler so that my column doesn’t appear to short and in hopes that I remember everything I want to say. Nothing, I’ve got nothing…there must be something I need to tell you. Oh wait…I received this from WGI – “OPENING WEEKEND 2012 April 21-22 is Opening Weekend at The Glen benefiting JDRF (Juvenile Diabetes Research Foundation). We will be taking reservations for clubs looking to attend Opening Weekend. With your reservation time, each club can take their three track laps together – either days, Saturday or Sunday. Reservation times are between 10:30 a.m. and 4:30 p.m. and are made through my office on a first come first serve basis. (See below. Ed.) Opening Weekend will be held rain or shine and you can purchase your tickets upon arrival. $25 for three laps, with portions of the proceeds benefiting JDRF. Any club member that purchases two track laps sets (six laps) will receive a third set of laps for free. Track lap sets may not all run together based on demand. “ (More information on page 7.Ed.) Meeting Minutes Finger Lakes Region, SCCA General Membership Meeting Minutes February 7, 2012 Location: Murph’s Irondequoit Pub, 705 Titus Ave., Irondequoit, NY 14617 Regional Executive Mike Toombs called the meeting to order at 8:09 p.m. Twenty-five members and guests attended the Solo and general membership meetings. The following is arranged by topic and is not in chronological order. The December general membership meeting minutes as printed in the January issue of Top End were approved on a motion by Chris DeMinco, seconded by Mike Brunner. The January general membership meeting minutes as printed in the February issue of Top End were approved on a motion by Charlie Tanck, seconded by Barb Lissow. Activities – Mary Hartman Members and friends of members are invited to an unofficial social gathering at the California Brew Haus on Feb. 26 to watch the Daytona 500. Parking is in back of the building; just enter at the Rally checkpoint sign. Bring food to pass; drinks are to be purchased at the Brew Haus. The Rochester Auto Show runs from Feb. 29 through March 4. Cars to display and volunteers to man the information booth are needed. The July meeting will be a picnic at Camp Eastman on July 10. 2012 membership recognition will take place at the picnic. More details to come. Speakers are being sought for the

membership meetings. Several names have been suggested, suggestion for additional speakers are wanted, along with other suggestions for programs. Contact Mary Hartman at activitiesdirector@flrscca.com. Membership Report – Mike Brunner Mike reported that the region currently has 410 members, unchanged since Jan. 2, 2012. Mike Toombs noted that we are the largest region in Area 10. Race Report Westward Ho! – Lew Giesy A schedule has been set for the 2012 running of Westward Ho! There will be a qualifying session, a qualifying race and a race on both Saturday, June 23 and Sunday June 24. A 55-minute Enduro will run on Saturday. Supplemental regulations are still being completed. Formula First will run both Westward Ho! and the Fun One. Rally Report – Alan Smith 2012 Winter Series The “Ithaca Winter Rally”, with Gary Thomas and John Kastenhuber as rallymasters had 15 teams entered. Alan reported that it was a good rally. “Herbie’s Revenge 2”, the third event in the series ran on Feb. 4. All 12 of the teams entered finished the rally. Jerry Kerwin and John Werner laid out a good course for this event. The next Rally in the series is “The Wrong Way Home” with Carl Dresie as rallymaster. This mostly paved road event starts at the Burger King in Canandaigua and ends at Cheap Charlie’s in Bloomfield. Karl Haltiner is rallymaster for the last event in the series, “The Route of All EVO”, running on March 3. STPR® The Waste Management Winter Rally is coming up Feb. 11. Entries currently stand at five. The event from registration to awards diner will all be in one day. There are no spectating areas this year. The course for this year’s event is

about nine miles long. It will run twice in one direction and the twice in the reverse direction. Registration and party will be at the Morris Fire hall. Mike Toombs noted that the STPR® and Susquehannock Trail Performance Rally® trademark registrations held by the Finger Lakes Region have been renewed. Alan Smith reported that SnoDrift, the first event in the Rally America 2012 series, had 69 entries, up from about 40 last year. This could mean that entries for STPR will also be up. Solo Report A tentative Solo schedule has been put together. Firm dates depend upon obtaining commitments from the sites. Negotiations are underway with Rochester Institute of Technology, State Fairgrounds and others. Tweaks to the program and a proposed head-to-head competition at the end of the day are being worked out. They should be posted on the flrsolo Yahoo site soon. (http://sports.groups.yahoo. com/group/flrsolo/) Treasurer’s Report – Elizabeth Thiel Elizabeth reported that our account managers at the Wealth Strategies Group of Canandaigua National Bank reviewed the Finger Lakes Region’s plan at the Jan. 31 board of directors meeting. Contact Elizabeth if you would like to see the printed report or review any other financial information. Excess funds were moved from the checking account to the managed investment account. A transfer was made from the money market account to short term certificates of deposit. A correction to the income received from the Fun One resulted in the race showing a positive cash flow. As a result, all competitive areas of the club; race, Rally and Solo, were positive for the year and the club overall was positive. It was noted that some income from 2011 events was not received until after Jan. 1 and that some up front expenses for
2012 events were paid in 2011. The financial report was accepted on a motion by Chris Bucknam, seconded by Alan Smith. The meeting was adjourned at 8:50 p.m. on a motion by Alan Smith, seconded by Syl Barlow. Respectfully submitted, Carl F. Dresie, Secretary Bench Racing A comment by Tom Langdon concerning the lights on the wind turbines around Cohocton was repeated. The red lights all blink in unison and can be disturbing after some time. Alan Smith used a GPS unit that records the route, when he ran the Ithaca rally. On Sunday after the rally he drove from Ithaca to Wellsboro or a STPR� meeting. On the way he noticed that the track recorded during the Saturday night rally would occasionally show up on his GPS.

Items are presented by subject and may not be in chronological order. Financial Plans Report – Kevin Kinney and Denise Dohse The Finger Lakes Region banks through the Canandaigua National Bank. The savings and investment accounts are handled by the Wealth Strategies Group, with the investments in a Dimensional Fund Advisors 60% stocks, 40% bonds account. Denise reviewed the plan describing the asset allocation, stock equity distribution and fixed income funds. An investment review as of January 30 was presented. Fixed income funds are in money market funds and short-term certificates of deposit for money to be held for more than three months. The DFA fund has seen a return of 8.28% between inception in October of 2006 through the end of January of 2012. Transfers out of this fund require the signature of both the Regional Executive and Treasurer. More detailed information available from Elizabeth Thiel.

The minutes of the December 27, 2011, board of directors meeting were approved on a motion by Fran McAllister, seconded by Mary Hartman. Activities Report – Mary Hartman WGI is having an open club day, April 21 and 22. For $25 you can drive three laps around the track. There will be a social gathering at the California Brew House to watch the Daytona 500 race. There is information on the FLR website. We need cars for the Rochester Car Show. Contact Barb Lissow if you have a car to show or are able to work our information table. The membership recognition party will be a picnic on July 10. There will not be a membership meeting on July 3. An old driver’s picnic will be scheduled for a Saturday.

New Business Fran McAllister reviewed a list of ideas for involving members in the region and for recruiting new members. Areas include meeting attendance, rally attendance, welcoming new members, event promotions, etc. Programs for the membership meetings are needed. Several speakers were mentioned. Fran is working on a committee to work on these areas. Suggestions are welcome. A region promotion recommended.

Race Report A PDX may be a way to recruit new members. We need to maintain contact with the operators of the Central New York Raceway. Westward Ho! 2012 Lew Giesy presented the budget for Westward Ho, based on 75 cars with ten second entries and 20 enduro entries. Hospitality may be adjusted depending upon the number of entries. Plans are to promote the event through US mail, e-mail and MotorsportReg. The format for the event will be six groups with a qualifying session, qualifying race and race for each of
the two days. An enduro will be run on Saturday. Formula 1st will be running the event. They will also have a Formula 1st Experience on Friday. The budget was approved on a motion by Fran McAllister, seconded by Mary Hartman. A separate meeting will be arranged to work in Westward Ho! Fun One 2012 Formula 1st will be running the Fun One this year. Discussion is needed on hospitality, schedule, etc. for the upcoming event. Rally Report A budget for 2012 Rally and RallyCross seasons was presented for review. STPR® The trademark registration for STPR and Susquehannock Trail Performance Rally have been renewed. Solo Report Sites under consideration are Rochester Institute of Technology and the State Fairgrounds. Chris DeMinco and Charlie Tanck will investigate the

availability of the Delphi site. The Street Survival School may be an opening into the Delphi site. Treasurer’s Report - Elizabeth Thiel A correction of an accounting error results in the Fun One ’11 having a positive cash flow. The Profit and Loss by Class statements for the calendar year 2011 and January 2012 were distributed for review. Elizabeth noted that some event costs are recorded in the year before or after the event. Actual expenses for an event are kept in an event file. Money will be moved from the checking account to the savings and investment account. Top End is mailed standard bulk at a cost of $0.30 per issue with a goal delivery of two weeks. First class mailing would cost $1.30 per issue. The delay in the delivery of the December and January issues is due to the heavy mail load during the holidays. The treasurer’s report was approved on a motion by Charlie Tanck, seconded by Fran McAllister. The meeting was adjourned at 9:40 p.m. on a motion by Chris DeMinco, seconded by Mary Hartman. Part of the issue with delivery of Top End in December and January is the extra load of mail during the holiday season. The February issue was not delayed as long and that may be an indication the future issues should arrive sooner. As a reminder, the option is open to have a notice sent to you by e-mail and through the Facebook page when the next issue is available online and not recieve a hard copy.
Starting Feb. 7 the Solo and general membership meetings will be held in the back room of Murph’s, 705 Titus Ave. Murph’s is near the east end of a small strip mall at the corner of Titus and Cooper, just east of Hudson Ave., in Irondequoit. Additional parking is in back of the building. (See map below.)
Food and a full bar are available (the wings are thought to be some of the best in town). Come out and enjoy the company of like-minded car enthusiasts. Driving directions: From the west: Exit Keeler St. Expressway at Hudson Ave. then turn left. Straight (north) to the end of Hudson and turn right onto Titus. Stay in the right hand lane, to go straight at Cooper. (1st light) Turn right immediately at the east end of the strip mall. Park in back, door is on your right. We plan to offer a buddy-up system, where you can find someone to share a room expense with. This weekend is all about the membership, and learning the tips and updates of our chosen activities.
National News Tire Rack Solo National Championships To Remain in Lincoln TOPEKA, Kan. (January 25, 2012) The Sports Car Club of America and the Lincoln Airport Authority have recently agreed to a lease extension that will keep the Tire Rack® SCCA® Solo® National Championships at the Lincoln (Neb.) Airport through 2017. The event, which annually attracts more than 1200 competitors to crown National Championships in each of the Solo classes, has been held on the concrete airport runway surface since 2009. The recently signed lease has an additional five-year option included, which could keep the event in Lincoln through 2022.

This year’s event marks the 40th anniversary of the Tire Rack SCCA Solo National Championship event. “The SCCA, our competitor base, the Airport Authority and the city of Lincoln all wanted to keep the Tire Rack Solo Nationals in Lincoln for the foreseeable future, so this was an easy deal to make,” Howard Duncan, SCCA VP of Rally, Solo and Program Development said. “Lincoln is a centrally located site for all of our competitors, and the airport has the space to layout the event in a safe yet challenging configuration. “It’s encouraging to know that the event has a home through the 45th anniversary of the event, and could remain there for the 50th anniversary.” The Lincoln Chamber of Commerce estimates the event annually has a $3 million impact on the local economy. In addition to the Tire Rack SCCA Solo National Championships, scheduled for September 4-7 this year, the Tire Rack SCCA ProSolo finale runs just ahead of the Solo Championships, August 30 – September 7. Both the Solo National Tour and the ProSolo Series will visit the site for the second Spring Nationals event Memorial Day weekend, another four-day event that draws competitors to the area. Inaugural Tire Rack Street Survival Summit To Be Held In Las Vegas TOPEKA, Kan. Steel Cities Region Hosting Western Virginia National Tour Rally The Steel Cities Region is hosting the inaugural presentation of The Western Virginia National Tour Rally, a two-day
National event running on August 25-26, 2012. The rally will be about 275 miles in length and will start near the Pittsburgh International Airport with the overnight in Morgantown, West Virginia. The Entry Fee will be $50 with weekend membership fees included if applicable. Chairman and Rallymaster will be Bruce Gezon. The Saturday run will commence after lunch allowing most to arrive from home Saturday morning, finishing the first day of competition before nightfall. There will be a hosted party on Saturday night at Mid-Atlantic Sports Cars in Morgantown, West Virginia with an early morning Sunday departure. The finish location will be near Exit 28 (Cranberry) of the Pennsylvania Turnpike at a standout burger and bar restaurant that should provide just the refreshment you crave after a brisk run back through the foothills and mountains of the District of West Augusta. All cars will finish by early afternoon to provide for a reasonable drive back home. Hasher/ Dorman win 2012 Waste Management Winter Rally By - MaryAnne Shults, your remote correspondent in [warm & sunny] California and the Organizing Committee After four stages, Peter Hascher, of Akron, Ohio, and co-driver Grzegorz Dorman, of Sosnoweic, Poland, won the 2012 Waste Management Winter Rally held Saturday, Feb. 11, near Wellsboro, Penn. Competing in the Open class, the team was driving a Prodrive-built 1995 Subaru Impreza STI rallied in Europe. "Stars like Colin McRae and Carlos Sainz were using this vehicle for recce before their WRC events," Dorman said. "I started my rally career in Poland when I was 16. There is something in this sport that makes me extremely happy when I get inside a rally car. This weekend was even more special." The varying weather conditions, both before and during the rally, left the course a mixture of snow, ice, mud and gravel, creating a challenge to the competitors in both tire choice and driving styles. "The conditions were difficult to pick the right tire because the stage the organizers used is known to be a little on the rough side," Dorman said. "Therefore using street winter tires would be risky and might lead to punctures." Finishing second, Brian Penza, of Dublin, Ohio, and Neil Salmons, of Columbus, Ohio, were just over 11 minutes behind the leaders in overall time in a Production 2008 Honda Civic Si.

"For my first time driving outside my comfort zone of rallycross, I had a great time at WMWR," Penza said. "Our 'Tortoise and the Hare' approach eventually led us to our final position, while the Ford Focus SVT was starting to catch us in the corners at the very end."

the last two stages created changes in the road conditions. He compared the surface of SS4 to an ice rink. "We caught [Penza] halfway through SS4, but with no grip took the conservative route and backed off," Norton said. "Apparently we backed off nine seconds too much!" Norton said the combination of changing weather conditions with a course that offered fast and slow sections due to elevation changes made for a more interesting rally. Three teams did not finish, all experiencing mechanical difficulty on the first stage. "It was a great shame that on the first stage we passed three sets of disappointed thumbs up, "we're OK" displays," Penza said, "This kept our novice team on the cautious side." Bradford Ames and Brycson Devine,
both of Marston Mills, Mass., were the second car out of the rally when their 1990 Acura Integra clipped a rock on the inside of left-hand turn at a dropout crest. "The car started to lift to roll, so I turned into it, sliding towards the tree line," Ames said. "With no power at the wheels from the axle, the outer CV shattering on impact, it was a handful to keep it on the road." Ozgur Simsek and Paul Bromley, both of Brooklyn, N.Y., were the third team out of competition when their 1991 Nissan Sentra SE-R kept hitting the skid plate and the engine cutting out. Simsek was also running on rally tires, as he had competed in the Sandblast Rally the week prior, instead of the intended tires for snow-and-ice conditions. Simsek said his rookie co-driver was a bit nervous once they started the first stage.
"We got going and the third corner about a quarter mile in at a medium right-turn, the car had absolutely no grip and started under steering head on into the corner," Simsek said. "I yanked the handbrake and she rotated, hit the rear, bounced off and hit the front and half spun. We turned around and continued on. We were having hard time rotating the car and committing into corners." Simsek and Bromley passed Justin Carven in the Grease Car VW Rabbit, and then had difficulty getting up an icy incline. Carven, of Holyoke, Mass. and co-driver Frederick Wrightson, Somerville, Mass., were the DNF of the rally. "Ironically, Justin got stuck while towing his car out," Simsek said. Simsek's Sentra died at the top of the hill and wouldn't restart. The team handed in their time card and went back to service to spectate the second stage.

"When we arrived there I joked, 'Is this where the DNF meeting takes place?' as half of the field of was there," Simsek said. "We flat towed the car while the teams were at the hour-long service. We tried to get back in but it looked like we had internal engine damage as the crank did not rotate." Rally volunteer Jeremy Keck said he had a good time. "Kinda sad we lost half the field in the first stage," Keck wrote on the STPR Facebook Page, "It was still a good race. We definitely need more competitors but everyone I met was so nice." Many teams commented the Waste Management Winter Rally was a wellrun event, thanking all involved. "I want to thank the volunteers, Finger Lakes STPR Motorsports and Waste Management for putting it on," Norton said. Dorman added, "Proper stages,
proper service and great volunteer turn out. We have used this event as a training/practice for the rest of the year. Me and Pete might compete in more nonNational Rally America events." "Although our event ended quickly, I have to say we had a good time," Simsek said. "It did feel more like a Rallysprint than a rally. Everyone was extremely welcoming. The food was excellent and that chocolate/peanut butter cheesecake was to kill for!" Several years ago, it generously allowed the organizers to use the land for several stages in the national rally, the Waste Management Susquehannock Trail Performance Rally® in June. "There is new management at the Wellsboro site, and they didn’t have to let us run, but they did and I am very grateful. RallyCross Series The next RallyCross is scheduled for Feb. 19 Perry’s Park. The event will run regardless of field conditions. It is currently semi-frozen. Winter Rally Series The Wrong Way Home, the Feb. 18 rally, preparations were reviewed. The sheriff’s letter is out, the course has been miled and checkpoint crews have been arranged for. The roads are almost all pavement, with mileages and tulips for almost every intersection on the route. The rally is only a trap rally in that checkpoint locations may be questionable.

The meeting was moved from Tuesday to Thursday to prevent any conflicts arising from holding a Rally meeting on Valentine’s Day.
The contents needed in the competitor pack were reviewed. An EXCEL spreadsheet that does all the course calculations will be available on a thumb drive.
Mike Toombs will be requested to investigate Rally Safety Steward training at the National Convention.
The sanction request is in for Karl Haltiner’s March 3 rally, The Route of All EVO V. It will start at Charlie Reidel’s Restaurant in Canandaigua and end at MacGregor’s. Waste Management Winter Rally The Waste Management Winter Rally was reviewed. It was noted that three of the six teams suffered mechanical failure in the first stage. The weather started with only a little snow and frozen roads that polished up after a few cars passed over them. Miscellaneous Discussions An ALFA Elite is listed for sale on Special Stages. It is located in Canada. Price is $450 or best offer. The stickers used on the glass trophies do not survive washing. i.e., The stickers are for display only. The Sherwood in Wellsboro is no longer carrying over reservations from last year. Reservations are first come first served starting on April 1.

Ithaca Winter Rally Report This year's Ithaca winter rally was a good one. It was created with 70% new roads, which allowed us to go in a new direction, west to Watkins Glen. We started with 15 crews, drawing from as far as New Hampshire and Maine. The weather was much more cooperative this year than last, albeit no snow. Luckily the roads stayed cold enough not to turn into soup, and really spoil the evening. We had a really good mix of hard checkpoints, and a couple "gotchas" to keep the "A" box people honest. We had excellent checkpoint crews and very little work at the end, which made the scoring go quickly. Manos Diner, once again, was more than happy to host us and the craziness that comes with it. Generally, the consensus of the evening was great roads, new areas, and quite a few roads that required the driver and the navigator to be ready for anything.
Scoring went as follows: First in novice with a score of 1198, were Charles Hamilton and Ernie Bayles. Second with a 1301, were Jonathan Laughlin and Kyle Bome. Third with a 2800, was the brother duo of Tim and Jesse Wilson, who had to drop out due to a tire issue. First in stock, with the score of the evening, were Jamie Hayslip and Gretchen Kriesen, with a factored score of 82.5, congratulations Jamie and Gretchen!! Second in class went to Jim Perrin and Lee McElhinny with a 286, and third went to Andy Cocilova and Greg Turner, with a factored 622.6. Limited belonged to Karl Haltiner and Mac McCann, as usual with a score of 89. Second in class went to the new duo of Jerry Kerwin and Matt Rhoads, with a factored 136.4. Third went to Dave Long and Josh Perry with a 626. Fourth went to Russ Norton and Joe Signor with a 639. Equipped was won by Mike Friedman and Marc Goldfarb, both of rally notoriety, with a factored score 37.5, which was also good for first overall. Second belonged to Alan Smith
and Eric Hebron with a 105, Third was Dan Thiel and Todd Clicquennoi with a 354, Fourth was Ben Gilmore and Pamela Peterson, with a factored 407.5. Rounding out the field was Rich Smith and Tony Zanni with a 493. I would like to thank the volunteers, who sacrificed a nice Saturday night to sit in the middle of nowhere with a clock and a clipboard. A rally of approximately 150 “interesting” miles using paved and unpaved roads in the New York Southern Tier. In keeping with the winter rally series format, this is an evening TSD rally run at speeds within the local speed limits.
