Wow—once again I have been caught short, it’s May already! The trailer needs to get registered, the car retrieved and put together, I hope the tires are still good, they should be checked out before the first event. It will be a short column this month, I can’t think of anything more to say. Wait; there was one other thing. Planning for the fall convention is in full swing. As you may be aware, Elizabeth Thiel and Chris McAllister are chairing the Northeast Division (NEDiv) mini-convention in November. Their goal is to have an event that everyone wants to attend. If you have never been to a convention now is the time to go, as it is right in our backyard. You can also help by suggesting seminars that you would like to go to or offer to make a presentation. Contact Elizabeth; she would like to hear from you. (To contact Elizabeth, see the information for Treasurer on page 2 of Top End. Ed.) Talk about hearing from you, we need to your help. Workers are needed for the races at Watkins Glen, especially for the double National on July 9 through 11. A double National must be scheduled for three days to meet the “on track” time requirements 4
for qualifying and race. So if you have the time, please show up and volunteer for Friday; you will be welcomed and appreciated.
The same weekend as the double National race we are organizing the Finger Lakes National Tour at the Seneca Army Depot. I will be competing at that event, but plan on helping out at the National race on Friday. Unfortunately because of scheduling issues that the National Office presented to us, this was the only weekend that we could have the Tour event. Before events, the Solo season starts with a novice school and first event on the weekend of April 24 and 25. Once again the Solo board is putting together an eight-event season plus the National Tour. There have been some changes to the classes that will be run locally. Check out the changes in the supplemental rules (or Supps) in Top End or online.
STPR® (Officially the Waste Management Susquehannock Trail Performance Rally presented by Citizen’s and Northern Bank. Ed.) is coming the first weekend in June. Even though this is not a SCCA event, Finger Lakes Region people continue putting it on every year. Every year I have fun and see a bunch of friends that I only see once a year. Check out the event’s Web site www.stpr.org and sign up to volunteer. I have typed a paragraph three times now and have deleted it each time. Maybe that means that I should actually end this month’s column and send it to Carl. As soon as it is sent I’ll think of something more that needed to be said. Until next month… Mike
Meeting Minutes Finger Lakes Region, SCCA General Membership Meeting Minutes April 6, 2010 Location: Burgundy Basin Inn, 1361 Marsh Road, Pittsford, New York 14534 Regional Executive Michael Toombs called the meeting to order at 8:05 p.m. The following are arranged by topic and may not be in chronological order. The March 2010 General Membership Meeting minutes as, printed in the April 2010 issue of Top End, were approved on a motion by Mike Brunner, seconded by Mary Hartman. Membership Report – Mike Brunner Mike reported that our current membership stands at 467, up three since March. Thirty-three members were present for the Solo, Competition Board and General Membership meetings. The number of members ranged from 450 to 480 last year. If needed, please verify and update your membership information. Many Rochester area phone numbers still show in the National Office's database with the 716 area code. (Also, those who would like to receive information via e-mail, check your e-mail addresses. If you received this issue of Top End it is likely that we have your current mailing address. Ed.) We will be printing a new membership directory by the end of the year. If you do not have a current directory, contact Mike Brunner. Your current SCCA information can be found on the SCCA Web site, www.scca.com. Click on the LOG IN button on the right side and follow the instructions. Treasurer’s Report – Elizabeth Thiel Elizabeth reported that all the large bills have been paid. Money has been transferred from the money market account into the checking account to cover those bills. They include the Nelson Ledges and Watkins Glen deposits. The Seneca Army Depot rental has been paid in full. We are in good shape. Financial details are available from Elizabeth for review.
May 2010
The treasurer’s report was accepted on a motion by Gene Dinkel, seconded by Brian Barlow. Solo Report – Brian Buchman The Solo class proposals as reported in the March issue of Top End, page 11 have been approved. They are: All classes in the Street Touring category (ST, STS, STX, STU and STR) shall compete together in a single indexed “S” class similar to the “R” road tire class. An Open or Pro indexed class will be created and will be available to drivers from any class. The supplemental regulations will be published in Top End and are posted online at http://www.flrscca.com/solo/supps.html. Participants will be polled during the year with regard to these changes and as to whether more changes should be made. If you plan on running the Pro class, you must re-register due to a change in the program. The first events of the Solo season will be a Novice School on April 24 followed by the first regular event on April 25. Alan Smith will be chairing that event. The school currently has 27 of the 33 slots filled.
Dave Avery reported on the Street Survival Teen Driving School during the March membership meeting. From the notes of that meeting: “Registration and information is on http://www. streetsurvival.org. Flyers are out. Instructors are needed; we need one instructor per student. Instructor manuals are available. This school may qualify the driver for savings on car insurance.” “Lawn chairs and portable shade are advised. Instructor information from 2008 can be found at: http://sports. groups.yahoo.com/group/flrsolo/files/ StreetSurvival/” Rally Report – Tom Langdon We finished off the very successful Winter Rally Series with an average of 20 cars for the five events. As always we can’t thank enough the workers. We had workers to the point that one team ran two events instead of working. Very well done for everybody involved with the whole program this year. We have already had some interest in people volunteering to help out with the series next year. Upcoming events include three short rallies over the summer, with the July rally having a format similar to the
winter rallies. A request has been made to schedule a Columbus Day rally in central New York. There have been two RallyCross events so far this year. The next RallyCross event is scheduled for June 19. We are in need of RoadRally and RallyCross safety stewards. A school will be held this summer for RoadRally safety stewards. The requirements for RallyCross are similar to those for Solo, so the crossover should be easy. Volunteer registration for STPR® is open. Go to www.stpr.org and click on volunteers. Follow the instructions given under New for 2010. We have seven competitors entered so far. If you reserved a room for this year and have not received a reservation confirmation letter from the motel, contact them. Race Report Meridith Croucher reported that we have the sanction for Westward Ho. A flyer is being prepared and will be sent to various newsletter editors and Web site managers. Menus and favors are being investigated. The Fun One will be similar to the 2009 event. The National races for NEDiv were reviewed. There will be a double National at Watkins Glen this year. Plans are for a double at Watkins Glen and another track next year. SUNOCO is the official fuel of NESCCA. A drawing of race gas receipts is planned for all NESCCA races. Activities Report – Barbara Lissow The program for the May 4 general membership meeting will be the showing of a video by Dave Wild showing scenes from SCCA races at Watkins Glen and Dunkirk from 40 years ago. An announcement will be prepared for publication in Top End. Old Business The Finger Lakes booth at the Rochester Auto Show was in the main

hall because space was available. Elizabeth Thiel reported on the plans for the NEDiv Mini-Convention. In addition to Solo, Rally and Club Racing seminars a driver’s track and financial track are also planned. Registration levels will be: Full, Lunch only, Dinner only and seminars only. Information will be on the Internet by June. New Business A celebration for Bill Milliken’s 99th birthday will be held on April 17 at 1:00 p.m. at the Watkins Glen Racing Research Center. Mike Brunner has received an emails regarding flaggers for the Formula 1 race in Montreal and for a performance event at Virginia International Raceway. Montreal will group crews by the language they speak. The meeting was adjourned at 8:59 p.m. on a motion by Mike Brunner. Respectfully submitted, Carl F. Dresie, Secretary Bench Racing The April 1 announcement on the NHRA website stating that SCCA is buying out NHRA is believed to be related to the date of the announcement. Several comments on the SCCA website, replying to that announcement, are “amusing.” Rally legend John Buffum, with Marc Goldfarb navigating, entered the March 6 Winter Rally event, winning by only a few points over the team of Alan Smith and Eric Hobron. There was speculation on the reason for John’s attendance. It was noted that teams from Pennsylvania, the D.C. region and more are traveling to our events. Scheduling helps in getting people to the Winter Rally Series. Note that we should not use the word “Snow” in the title of any rally in the series. Anything to scare the weather should be avoided. Alan Smith commented that John Buffum was running two cars behind 6
him and that he heard the comment “’expletive’ deleted Check Point” along with the sound of rapid braking on several occasions. Comments/information from the Roundtable concerning the NEDiv National race schedule were discussed. A GCR change request is being sent to the CRB regarding the approval of race scheduling. Trans Am® has been moved to SCCA Pro racing. Celebrity participation in all but NASCAR events at Watkins Glen has increased spectator attendance significantly. Gumout is the Official SCCA fuel additive. Does this impact fuel testing?

May 2010
Race Report Supplemental regulations, sanction request, etc. have been submitted for Westward Ho. The request for insurance will be submitted later. Scott Moller is accepting suggestions for favors. Driver’s labels have been ordered. A flyer will be created and sent to close regions for publication in their newsletters and posting on their Web sites. The changes to the NEDiv National race schedule was reviewed. A meeting will be held at the Glen National to define the ongoing schedule. The Watkins Glen International contract for the Fun One is in hand. Membership Membership levels started 2009 at 482, dropped to 450 and increased back to 474. Fifty nine percent of our members are individual. The change to family memberships will eliminate the spouse membership and reduce the percent listed as individual.
Activities Report – Barbara Lissow A video taken at Watkins Glen and Dunkirk taken in 1960 and 1961 is available from Dave Wild. It is scheduled to be shown at the May general membership meeting. Old Business John Walsh reported that NYSRRC charges for all cars entered in a NYSRRC race, not only those participating in the series. Elizabeth Thiel reported on the progress in planning the Mini-Con. We have up to five rooms for seminars. Registration will be $100, dinner only will be $45, lunch only will be $35. Seminar only registration fee needs to be set. John Walsh will be working on a dedicated driver’s track. Sponsorships for the breaks, etc. is being worked on. Vendors are also being looked at. Information should be on the Web site starting in May. Our goal is to have something for everybody.
Miscellaneous The spring Northeast Division meeting will be changed to a training session for Divisional Administrators, etc. and will be held at the same central location each year. The Mini-Con will continue as it is. MoHud will have the Mini-Con in 2011, the Glen Region in 2012. The meeting was adjourned at 9:37 p.m. on a motion by John Walsh, seconded by John Morris. Respectfully submitted, Carl F. Dresie, Secretary

Solo S and Pro Class Proposal
Brian Buchman
For anyone who was not at the general membership or solo meetings on April 6, I would like to inform you that the proposed S and Pro class proposals for 2010 were both passed. The region used membership feedback emailed to me to decide whether or not to approve them. Both proposals received overwhelmingly positive feedback with little to no negative responses. What this means is that there will be an optional "Pro" class at all of our local events this season that will be open to anyone from any class. The drivers will be scored based on PAX times and compete for a Pro class trophy instead of their respective usual class, similar to how the novice and Road Tire classes are scored. All of the street tire classes (ST, STS, STX, STU, etc) will be grouped in to a single class and also scored on their respective index times. Like the Pro, Novice and RT classes these drivers will compete for an S class trophy instead of a trophy inside their respective class. This is not an optional class. We will monitor member feedback throughout the year to determine if this decision will be continued in 2011 and also gather feedback to see if other classes (Stock, Modified, Prepared, etc) would like to follow a similar path. If you have any questions please feel free to email me at solo_chair@flr-scca.com.
S Class Changes
George Modlin "S" becomes the index identifier. i.e., ST goes to S – T, STS goes to S – TS, STX goes to S – TX, STR goes to S – TR and STU goes to S – TU.
8
For out of region events, since WNY doesn't have a combined ST* class, you just compete as normal in the separate classes. Then after the event, T&S will combine the results for season points calculations. During the event, if you want to know your standings, you'll need to look at a pax report.

Items of immediate interest. May 4 Join us at the May Finger Lakes Region General Membership meeting and hear the new and the old. Get the scoop on all the “new” stuff up to three weeks before you see it in TOP END. Catch all the conversation that couldn’t be printed. After the meeting reminisce about sports car racing as it was practiced in the early 60’s. See the front cover and following article for more details. (And marvel at the things that couldn’t be done today under the current safety regulations.) The General Membership Meeting starts at 8:00 p.m. The Solo meeting precedes that meeting, starting at 7:00 p.m. May 16 The third rally in the NY Shortline RR Series, and the first of the 2010 summer rally season starts at Tom Wahl’s in Avon. "Dave Wild was a family friend whom I have not seen in many years. I do remember very well that Dave coached me on how to break in my new Michelin Zx’s on my first car- a 1968 MGB-GT (this was in 1973). A Look At Sports Car Racing is a film my father, Bernie Michaels, made with Dave in the early 1960’s. Dave and my father were close friends. My dad had just received an 8mm home movie camera and Dave had the idea to mount it to the roll bar of his Elva Courier during a race. The results were thrilling, so in 1963 they formed “MW Productions” and set out to make a movie about SCCA racing. The result, “A Look at Sports Car Racing”, is a 27minute color film, with sound, documenting highlights of Dave’s races at Dunkirk and Watkins Glen that year. It was entered in the newly formed Rochester, NY amateur film festival, “Movies On A Shoestring”, was accepted and then shown at the 1964 annual screening to the public. My father was not a “film maker” at the time, but was intrigued enough with movie making that he and Dave worked out a script and included a soundtrack that set the mood with suitable jazz while using a narrator with an English accent. Editing was done on a simple home viewer/editor, and the audio was recorded using a portable 5” reel – reel tape recorder. Scene transition effects were created with press applied “wipes”, which have really deteriorated! By the time the first transfer to tape was done, the film had gotten quite brittle and multiple splices were failing. You’ll notice several areas where the audio

is out of sync, or where there are long gaps- it has actually been like this from the time the film was first “released”. I hope you find the film interesting. It always brings me back to when I was a kid, in awe of the fascinating people and amazing cars around me, during those summers when our family camped at Watkins Glen.”

The Racing Research Center honored one of its greatest friends with a birthday party – his 99th birthday party. William F. Milliken, a founding member of road racing in Watkins Glen and a pioneer in automotive and aeronautical engineering, was the man of the hour at the festivities on Saturday, April 17. All were invited to the event that began with a reception at 1 p.m. A program featuring accolades from some of Bill’s friends and fans began at 3 p.m. “We are so honored that Bill will be celebrating his 99th birthday with us. He has been a great friend of Watkins Glen and
In his racing career he drove a variety of cars, including Bugattis and the Four Wheel Drive Miller, at Pike’s Peak, Sebring and other tracks for 15 years. He served a term as chief steward for the Formula One U.S. Grand Prix races at Watkins Glen. With Cameron R. Argetsinger, founder of racing in Watkins Glen, Milliken was in the first group inducted into the SCCA Hall of Fame in 2005. He served as vice president and as a member of the SCCA Contest Board and was elected to the first SCCA Board of Directors. He also wrote the first set of SCCA General Competition Rules. A 1934 graduate of MIT, Milliken worked in the aircraft industry for 20 years in analysis, wind tunnel and flight testing. From 1944, he was managing director at Cornell Aeronautical Laboratory, retiring as the head of the Transportation Research Division, which he founded.

Finger Lakes Region SCCA 2010 Solo Supplemental Rules All FLR Solo events will be held under the SCCA Solo Rules, except as noted below: 1.1 The entire Solo Rules will be used, except those that are explicitly written for Divisional or National championships. (Possession of current Solo rulebook is recommended.) 1.4.C. As provided, add: Passengers will be allowed on competition runs under the following conditions: If the driver or passenger is in the Novice Class, then the other occupant in the car must be a registered instructor. Only registered drivers at an event may be passengers. A competitor may not delay reporting for work after a run in order to be a passenger Any variation to the above requires approval of the Solo Chair in advance. Observed reckless or loose driving behavior may result in revocation of a driver's privilege to carry passengers. 2.7 JR. DRIVERS PROGRAM (12-16 year olds) - Appendix H: II.A. Karts will be run together as a group with no cars on course. It is the entrant's responsibility to be present and ready when the group is called. If an entrant is not present by the end of the kart runs, they will receive a DNS for that run and no rerun will be granted. II.B.4 All entrants will be required to work after each run. However, work assignments will not be on course. Other assignments may require being paired with other workers as appropriate. III.E All entrants must have at least one legal guardian present, a parent is preferred.
10
JR. JR. DRIVERS PROGRAM (8-11 year olds) All provisions of the above Jr. Drivers Program apply, plus the additions below: All competitors will be required to attend and pass a Jr. Driver's school before competing in a regional event. These schools will be held as sufficient interest is expressed. All entrants will be required to work by helping to set up or tear down the course. If any competitor posts three DNFs in a single event, that competitor's eligibility for competition will be reviewed by the Youth Steward and the Solo Board. 3.5 MUFFLERS / SOUND CONTROL Adequate mufflers are required for all Solo Events. The criterion of “adequacy” is not what the exhaust system consists of, but the sound level. Sound level will be limited to 95 decibels, to be measured 75 feet from the course, preferably on a straightaway. Cars exceeding the limit will be notified by the event chair, and the run will be disqualified. If the car is modified to the satisfaction of the Solo Chair, it may be allowed to compete again. 3.7 VEHICLE IDENTIFICATION As provided: add: Numbers will be assigned at registration. Numbers and class letters are available at the Technical Inspection area. Placement for maximum legibility by Timing is requested. For cars entered in Novice Class, the letter ‘N’ shall precede the class letters (Example: NBS). For cars entered in the Ladies Class, the letter ‘L’ shall precede the class letters (Example: LBS). For cars entered in the Pro Class, the letter P shall precede the class letters (Example: PAS). 4.2.A. EVENT ENTRY - FEES Entry fees will be $10.00 for Jr. Drivers, $30.00 for SCCA members and first timenovices, $45.00 for weekend-members. In order to receive the member’s rate, club members must present a valid SCCA membership card at registration. First-time novices must be first-time competitors in our region and new to the sport.
4.4.B. CAR/DRIVER LIMITS The Solo Chair reserves the right to limit entrants in a given car. 4.7 LADIES’ CLASSES Parallel Ladies Classes will not be provided. Instead, a single Ladies class may be provided if there is enough interest. Scoring for the Ladies Class will use the RTP/PAX Index system (see PAX table). 4.8.C REGIONAL CLASSES Additional special classes may be created by the Solo board and the event chair. Formula FK class is for adults running KARTs that meet the WKA Gold Cup Series of Briggs/Raptor lite rules. These karts must meet the WKA rules except they may run on any slick tire up to 710x6. There is no exhaust restrictor requirements. 4.9 CONFLICT OF INTEREST The event chair (or designee) may pre-run a course during course-setup for the purpose of assessing safety, flow, and marking of the course. The driver and any riders may not be in a car that competes in their class. 4.12 NOVICE CLASS A Novice Class will be provided for those who are relatively new to the sport. The intent of the Novice Class is to provide instruction and to allow newcomers to compete with those of similar skill. Novices are entrants in their first full season of autocross, must not have won more than twice in the FLR Novice Class, and should not have competed in more than eight autocrosses. The Chief of Novice Program reserves the right to graduate any entrants to the appropriate Open, Ladies, or Road Tire class. Novice Class entrants will be given an instructional walk-through of the course. Novices will be scored as an independent class using the PAX system. Novice Class entrants are required to take a registered instructor on competition runs until approved by the Novice Chief or registered instructor. Heat classes will be announced at the driver’s meeting. 6.12 FUN RUNS Fun Runs will be allowed at the end of competition, time permitting, subject to approval by the Solo Chair. The fee for Fun Runs will be $2.00 per run. Only vehicles that are registered and passed the technical inspection for the event will be allowed for use in Fun Runs. Rally Tom and Deb Langdon Road Rally Chairs
Rally Meeting Notes April 13, 2010 96 Church Street, Victor, NY Seven RoadRally and RallyCross enthusiasts were present. The following discussions are grouped by subject.
Winter Rally Series Current plans are to go with plastic plaques as trophies for the driver and navigator in each class at each rally. Series trophies will be jackets with yellow lettering. Color can be one of several, red and blue first on the list. Jackets will be ordered for the 2009 Winter Rally Series class winners. Alan Smith will provide series points for printing in Top End and the website. The Winter Rally Series point were based on the best four points out of the five events. Points for working are the same as those for the best place in the other events. Frank Beyers has proposed running a rally in October on roads north of Syracuse. The suggested date for the event is October 11, Columbus day. This could be the first event in the 2010-2011 Winter Rally Series. The following five would be run bi-weekly starting after the first of the year. Series points calculation is being discussed. The possibility of running a Winter Series rally in Wayne County should be investigated. There should not be any mention of “SNOW” in the promotion material for the 2011 Winter Rally Series. We are trying to avoid any jinx from the weather gods.
Spring, Summer and Fall Rallies A Rallymaster has been tentatively identified for the Charity Rally to be run on Friday during STPR. The rally would run from 3 to 5 p.m., after the Parc Exposé at the Green and before the start of the Super Special Stage (SSS) at the fairgrounds. It will take extra effort to get workers for this rally, as many of the people are busy with other STPR assignments. Rick Barnes has three short rallies scheduled in his Shortline Rally Series. Dates are May 16, July 17 and October 17. The May and October events will be Sunday afternoon events similar to Rick’s 2009 rallies. The May rally does not use any unpaved roads. The July rally will
2010 May
start late evening and be similar to the Winter Series rallies using tulips for route following instructions. Check point workers will be needed for the July rally. (The flyer for the May 16 event is in the May issue of Top End. and online at http://www.flr-scca.com/rally/2010 Ed.) The best finishing in the Series by Experienced and Novice teams will be recognized.
Miscellaneous Discussions
Instructions for printing giant maps using Google Map Buddy are printed on page 70 of the May issue of Maximum PC and is available on their Web site at http://www.maximumpc.com/article/news/ google_map_buddy_automatically_stitches_giant_maps. Whenever a rattle springs up in the dash of a Subaru Outback, the best solution is to buy a new Outback. That also solves the problem of needing new tires. New York money may not be any good in Maine. Tom Langdon is thinking about selling the SAAB Sonnet. Pressure sensing rims may be detected even if they are in the trunk. Some systems do not recognize when the tires have been rotated. Why is it that many of the good roads don’t go anywhere, they end at a gate, washout, “seasonal road,” etc.? Reviving 25-year old rallies can present interesting problems. The Friday stages at STPR will feature new Waste Management stages, a reversed run on Rattler and the Super Special. Leaks can remove the need for a yearly oil change. Radar detectors are illegal in Canada. The configuration of a three-wheeled vehicle can impact cornering ability. An effective meeting closure is “harrumph.”
