REPort Mike Toombs Regional Executive I decided to take a break from doing my income taxes – the way I figure it I have a couple of days to get them done and a couple of days to get this to Carl to be published in Top End. OK, I thought Carl would give a better break than the IRS, so I stopped and printed out the returns, now I need to write the checks and send them in. The club has been busy, even without much going on. Chris De Minco has started putting together the crew for the Glen National, starting with a co-chair – Rich Smith is going to be helping Chris out. This is our first attempt to put on a double National Race and if Chris rings your doorbell, calls your phone or sends you an e-mail; please make every effort to help out. The Division National Race Committee decided that this year is going to be the one and only year where there will be two double National races in the division and the last one for the Glen.

these meetings we discuss everything that is going on in the region. What can I do to get you to take an interest in the region? I understand that everybody has things to do and only so much free time, but how can you sit by and assume that the club is going to continue if you don’t pay attention. Sure you like running your Solo events during the summer, your RoadRallies, RallyCrosses and your races, why should you care what is going on in the club as a whole? I would hope that the region will keep going, but how can you be sure? Speaking of Solo, the season is starting this month. We are putting on events at Rochester Institute of Technology and the Seneca Army Depot once again. Dave Avery is putting together our annual Street Survival event. Last year we moved the event to SeAD and that worked a lot better than RIT; we could set every maneuver at the same time with plenty of room between each. Every year that we run the event we release another group of drivers onto the road who have a better understanding of what to do in an emergency situation. We need to have one coach per teen and with more time for publicity we hope to have more teens, so obviously that means we are going to need more coaches. Until next month… Mike

We have a race chair for the Fun One. Russell Jaslow has volunteered to chair the race and I feel very confident that he will do a good job. Every year we put a lot of work into this event and I’m always proud of what we do and how well we do it. Okay I went back and signed the tax returns and wrote the check. Thanks to Emancipation Day (a holiday I think we should be celebrating here in New York) we have until April 18 to mail in our federal tax return this year, so I still have a few days. I find that when you owe money there doesn’t seem to be a big push to file your return early. Every month we have a membership meeting at the Burgundy Basin Inn. At 4

Meeting Minutes Finger Lakes Region, SCCA General Membership Meeting Minutes April 5, 2011 Location: Burgundy Basin Inn, 1361 Marsh Road, Pittsford, New York 14534 Regional Executive Mike Toombs called the meeting to order at 8:15 p.m. The following are arranged by topic and may not be in chronological order. The March 1, 2011, General Membership Meeting minutes as printed in the April 2011 issue of Top End were approved on a motion by John Walsh, seconded by Mike Brunner. Activities – Barb Lissow The low attendance at the meeting was discussed. Several suggestions have been made on what can be done to increase attendance, additional suggestions are welcome. We are planning on having a Tuesday evening picnic meeting during the summer. We are also looking at having a tour of a member’s car collection and a longterm member meeting. Top End was available at the Rochester Auto Show. Those wanting Solo schedule information were told to check on www.flr-scca.com.

Membership Report – Mike Brunner Membership was down eight to 452. Twenty-two members attended the board meeting, Solo meeting and/or the general membership meeting. Copies of the weekend membership information should be forwarded to Mike Brunner in addition to Elizabeth Thiel. She needs to know the number of weekend members that participated

in each event. Note that the forms need to be sent to Topeka within several days of the event. The weekend membership application forms have been changed to make the conversion to full membership easier. The membership directory is done and should be in the mail next week. Check the your entry for phone number, e-mail address, etc. and notify the national office of any corrections. New Business The board meeting will be moving to a new venue. If the new site is not published and you would like to attend, contact Mike Toombs. Meridith Croucher will present an updated STPR® budget at the next board meeting. Race Report Glen National Race Planning is underway for the Glen National race. Chris DeMinco is chairing the race with help from Rich Smith a large group of volunteers. Fun One The Kryderacing Series may be part of the Fun One. Westward Ho The board is looking at what needs to be done to run at Nelson Ledges in 2012. Rally Report – Alan Smith The summer series starts with an event with Rick Barnes as rallymaster on May 22. RallyCross The next RallyCross, at Perry’s Park is scheduled for May 21. Susquehannock Trail Performance Rall® The Wellsboro Winter Rally had a small positive cash flow. The budget for STPR® is being prepared. The lower entry levels in the Rally America series means that we need to plan carefully. The goal is to create more of a festival feeling at the Tioga County Fairgrounds during STPR. The

Super Special Stage will be run with two cars at a time over a two-loop course. Although the cars will be running for time, it should prove exciting to the spectators. A RallyCross event will run Saturday prior to the final stage of the performance rally. Another RallyCross event may run on Sunday. STPR® will be the inaugural event in the Ford Festiva program. We are looking to add additional sponsor to the event. Matt Rhoads, with help from John Kastenhuber, will head up the charity rally on Friday. Roundtable Report – Mike Toombs The National Race Committee met on Friday evening. The decision was made at that meeting to have only one double national starting in 2012. Saturday was devoted to training sessions. Registration sessions were significant as they covered the change to MotorsportsReg.com. Post session grilling provided additional relevant information. Cost for the training sessions and lunch was $25. There was no dinner scheduled, attendees were able to go where they chose. The NEDiv Council meeting was Sunday morning. Mike’s raised the question of converting the NESCCA website to a more comprehensive site for the Northeast Division. NEDiv.org or NEDiv.com will redirect you to the NESCCA site. Meg Meyer will chair a committee to work on revising the website. Solo Report – Brian Buchman The Solo season is getting started, with events being planned for Rochester Institute of Technology and Seneca Army Depot. We will be running at SeAD for this year and hope to get a commitment for next year as soon as possible. The first event is a novice school at RIT on April 30 and will be chaired by Alan Smith with help from the Solo board. The first event in the 2011 series

will be May 1 and will be chaired by Chris Morton. The supplemental regulations for the Finger Lakes Region’s 2011 Solo Series will be printed in the May issue of Top End and posted on the website at www. flr-scca.com. Treasurer’s Report Elizabeth Thiel was not present. There was no treasurer ’s report. Financial information is available from Elizabeth. The meeting was adjourned at 9:17 p.m. on a motion by John Walsh, seconded by Bob Swinehart. Respectfully submitted, Carl F. Dresie, Secretary Bench Racing Because rallyists aren’t familiar with racing flags, planning is needed to avoid two cars at the crossover at the same time. Mike Brunner reported that the addition of leading zeros to identify some cars caused numerous cars at Sebring to have three digit numbers. This included adding one or two zeros in front of a number. Therefore there could be car #1, car #01 and car #001. Low contrast numbers with narrow outlines are difficult to see at night. Although transponders don’t care, the lap tapers do. The racing was close. A privateer beat the factory Peugeots. The entire race is available on espn3.com. A short video on YouTube.com showed the start of a race in which the pace car failed to pull off of the track. (http://www.youtube.com/watch?v=F6 3z6eGb6rE&NR=1) The front row was able to stay slow; those in the back had a more serious problem. A collection is being taken up for a brick for Bill Bell at the Motor Racing Research center in Watkins Glen. Some members that attended the service made this and other observations on Bill’s service. 5


Finger Lakes Region, SCCA Board of Directors Meeting Minutes April 5, 2011 Location: Burgundy Basin Inn, 1361 Marsh Road, Pittsford, New York 14534 Mike Toombs called the meeting to order at 6:10 p.m. Officers and directors present: Michael Toombs, Regional Executive; Scott Moller, Assistant Regional Executive; Carl Dresie, Secretary; Barbara Lissow, Activities Director; Dave Ciufo, Charles Tanck, Mark Eksten and Fran McAllister, Directors. Items are presented by subject and may not be in chronological order. The minutes of the Feb. 22, 2011, board of directors meeting were approved on a motion by Dave Ciufo seconded by Mark Eksten. Activities Report – Barb Lissow The car show traffic was slow. We did not have a car to show and we did not have a Solo schedule. The weather was great for the weekend. Another venue at which to hold the board meetings is being investigated. Thanks to Elizabeth for hosting the meetings for the past few years. Holding meetings prior to the general membership meeting would restrict the ability to discuss issues as needed. Several possibilities for board meeting sites were suggested. If the meeting is moved for April, Mike will send out a notice to the board members. Options for the general membership meetings during the summer were discussed. Possibilities include picnic, garage tour, etc. Suggestions are welcome. Fran McAllister will chair an ad-hoc committee tp plan an “Old Timer’s meeting.” The tentative date is Sept. 6. Barb and others will assist. 6

The July 5 meeting will be moved to July 12. The Rally meeting will need to be moved. How to increase the meeting attendance was discussed. New Business The purchase of hardware for wireless access points in both the tower and garage allowing additional computers to run RMonitor was approved on a motion by Mike Toombs, seconded by Mark Eksten. The Glen and Finger Lakes Regions should use the same addressing scheme. Race Report The NESCCA/NEDiv site will include a race schedule and provide a link to either MotorsportsReg or the DLB websites for competitor registration. The procedure for adding paper entries into the online registration data needs to be defined. There will be a promoters test day before both the Glen Double National and Fun One races. This requires that registration be open the night before the test day.

Glen Double National Race Rich Smith agreed to be co-chair, assisting Chris DeMinco. Chris has started work on the Supplemental Regulations. Elizabeth Thiel will assist with the social aspects of the event. A F500 series, which would include regional licensed drivers, will not be included. Fun One 2011 The Kryderacing Series has requested that the Fun One be included in the series. Westward Ho We will investigate running this regional race in 2012. The date is important in making this event viable. Rally Report The February Wellsboro Winter Rally, conducted by STPR®, was successful for a first time at running a winter regional performance rally. More information may be found in the April issue of Top End and on www. flr-scca.com. There has been one RallyCross event, the end of February. Results are in the April issue of Top End and

on www.flr-scca.com. The event was reviewed at the March membership meeting. More RallyCross safety stewards are needed. Three rallies have been scheduled for the summer. The first is scheduled for May 22. Solo Report Solo schedule is out. Out-of-region events will be run at Western New York Region events. The Glen Region is also working on coordinating with us. We are also hosting the Divisionals this year. We will be running at the Seneca Army Depot this year. All Solo events at SeAD, SCCA regions and the BMW club, are being scheduled through Tina Reeves. Rental will be about $350 per weekend plus $5 per car with a minimum of 25 cars. The arrangement will be reevaluated at the end of the season. We are hoping that this will be done in time to schedule national events at SeAD. Other sites investigated.

Treasurer’s Report There was no treasurer’s report due to Elizabeth’s absence. Dave Ciufo requested that we presented with a complete financial score for 2010, including a balance sheet. That should help in giving us a complete picture of where we stand. That information should be available as it is part of the tax return preparation. The board should also see the tax return. Board Meetings Starting with the April 26 meeting, the Finger Lakes Region’s Board of Directors meetings will be held at Murph’s Irondequoit Pub, 705 Titus Ave., Irondequoit, NY. Murph’s is in the strip mall at the intersection of Cooper and Titus (just east of The House of Guitars). Parking both in front and back of the building. Future changes in meeting location will be publicized in Top End and on the website at www. flr-scca.com. Solo pre-registration open for 2011 Season Online registration is now available for FLR events 1-4 and 6-8. Details for registering for event 5 and also the test and tune are still pending, and updates will be sent out as soon as we have everything sorted out. Car numbers from last year have been erased from the database so you'll need to start off by adding your car/class/number info. If you aren't pre-registered before the start of the season, someone else may take your number. We don't hold these numbers for you from one season to the next. If you are planning to attend events in 2011, please take a few minutes and register for the entire season. It is easier for us to remove you from the registration list if you don't show than it is to add you at registration the morning of the event. Help us help you! Who has to be a member?

• Any competitor or competing team at any SCCA Club Racing, Rally, RallyCross, or Solo sanctioned event. • Any passenger in a Solo, RallyCross, or PDX/Time Trial competition car. Impact of Membership Programs and Discounts Upon Region Dues.

• The Member Referral and Weekend Membership discounts do NOT affect the Region dues payments. • The New Volunteer Membership program has reduced dues for both SCCA and Regions. For individual members SCCA receives $25, Regions receive $5. • SCCA promotional brochures provide for generic dues payments to Regions regardless of the Region joined. The generic Region dues only apply to the first year of membership, after the first year the member pays specific to their Region. Generic Region dues for Individual memberships are $15 and Family memberships are $20.

Incentives and recognition to both new and established volunteers For the new Club Racing volunteer • First weekend of membership is free. • Annual dues are $30 for each of the first three years. To receive the reduced fee for the second and third year the volunteer is required to have participated for at least four days in the last year. • The new volunteer dues are $30 total for SCCA and Region dues. The SCCA portion of the dues is $25 and the Region portion is $5. • There is a three-part New Volunteer Membership provided by SCCA at no cost and may be ordered like other Region supplies and merchandise or contacting Member Services

GT Academy 'Sweet 16' head to Silverstone by Zach Bowman Of the more than 52,000 contestants who originally entered into the United States version of GT Academy, jointly hosted by Nissan and Sony, just 16 have advanced to the final competition being held in Silverstone in the United Kingdom. The top 32 virtual racers from the four U.S. regions descended on Orlando, Florida this week to go pixel-to-pixel for a spot among the sweet 16. But this is about more than just bragging rights. Those that made it into the final round will face a battery of new challenges, including physical fitness tests and evaluations behind the wheel of real-live race cars. The top winner will have a shot at becoming a professional race car driver by joining a legitimate team, just like GT Academy Europe winner Lucas Ordonez. As you may recall, Ordonez and his team managed to finish second at the 12 Hours of Sebring with a Signatech Nissan LMP2 racer, and the 25-year-old Spaniard is headed to this year's 24 Hours of Le Mans for a shot at taking home the checkers at one of the world's most grueling race events.

Nissan and Sony are currently working up a reality TV show about the GT Academy's U.S. contestants. Rally Meeting Notes April 12, 2011 96 Church Street, Victor, NY The items discussed during the meeting are grouped by subject and are only loosely in chronological order. Rally Meetings The July rally meeting has been moved from July 12 to July 19. Winter Rally Series The 2011 series was reviewed for both safety and speed factors. The number of cars that went off road was probably due to road and weather conditions. Under dry conditions the roads would not have been a problem. A number of competitors dropped to a slower speed due to conditions. The lower speed factor used for the 2011 series was reviewed. Comments on the change in factors are requested. Speed factors will be discussed again before the start of the next season. The possibility of starting the 2012 season in December is still under consideration. Starting earlier will allow the season to end before the roads start to get muddy in March. Events may be shorter due to the increase in gasoline prices. The rallymaster instructions need to be updated. Placing checkpoints in a “CAS all” section was a concern. Checkpoint placement restrictions need to be included in the rally pre-check. Susquehannock Trail Performance Rally ® The Super Special Stage will be run 12

similar to an autocross mirrorkhana with the cars running two at a time with a crossover. The cars will be running for time and not be competing against each other directly. A RallyCross will be run on the Super Special Stage grounds. RallyCross Series The next RallyCross in the Finger Lakes Region’s RallyCross Series is scheduled for May 21 at Perry’s Park. Summer Rallies The first RoadRally in the Finger Lakes Region’s Summer Rally Series is scheduled for May 22. Rick Barnes is rallymaster. A pre-check needs to be scheduled. The second will be the charity rally run on June 3, in conjunction with STPR®. Matt Rhoads is rallymaster with help from John Kastenhuber. Total mileage is near 90 miles. Starting location will be at the ball field and will end at the Tioga County Fairgrounds. Gary Thomas will do a pre-rally check. Prizes and trophies are in the works.

Training for additional RoadRally Safety Stewards needs to be scheduled. An iPhone app is available to time in hundredths of a minute. Is there a battery powered pencil sharpener available that could be mounted to the dashboard? Ben Gilmore presented Rick Barnes with a replacement snow plowing marker stick. Rick noted that they usually do not last very long. Solitaire can still be played when the power is off by using a deck of cards. An in-car camera may want to refocus on the snowflakes hitting the windshield. It is possible to retune a 1.6-liter Mini engine to 240 horsepower. It was noted that the factory tuning kit is the best buy for the money. A car with a throttle cutoff when braking system is not amenable to left foot braking.

Flyers for both of these events are being prepared.

A model Mini Cooper race challenge may be in the works.

Take a nice Sunday afternoon tour with the Finger Lakes Region SCCA around the countryside to enjoy spring while things are blooming and give you a chance to put the top down or blow the cobwebs out of your summer car. This is a social tour rally, with the competition route is under 60 miles. TSD-like tulip-style instructions are used, but without the normal timing concerns. Following recent spring rally tradition, scoring is based on answering trivia questions related to the route. A discount is offered to non-members entering a classic or vintage car. These schools will be held as sufficient interest is expressed. • All entrants will be required to work by helping to set up or tear down the course. • If any competitor posts three DNFs in a single event, that competitor's eligibility for competition will be reviewed by the Youth Steward and the Solo Board. 3.5

MUFFLERS / SOUND CONTROL A. Adequate mufflers are required for all Solo Events. The criterion of “adequacy” is not what the exhaust system consists of, but the sound level. B. Sound level will be limited to 100 decibels, to be measured 50 feet from the course, preferably on a straightaway. C. Cars exceeding the limit will be notified by the event chair, and the run will be disqualified. D. If the car is modified to the satisfaction of the Solo Chair, it may be allowed to compete again.

VEHICLE IDENTIFICATION As provided: add: Numbers will be assigned at registration. Numbers and class letters are available at the Technical Inspection area. Placement for maximum legibility by Timing is requested. • For cars entered in Novice Class, the letter ‘N’ shall precede the class letters (Example: NBS). • For cars entered in the Road Tire Class, the letter ‘R’ shall precede the class letters (Example: RASP). • For cars entered in the Ladies Class, the letter ‘L’ shall precede the class letters (Example: LBS). • For cars entered in the Pro Class, the letter P shall precede the class letters (Example: PAS).

All FLR Solo events will be held under the SCCA Solo Rules, except as noted below: 1.1 The entire Solo Rules will be used, except those that are explicitly written for Divisional or National championships. (Possession of current Solo rulebook is recommended.) 1.4.C. As provided, add: Passengers will be allowed on competition runs under the following conditions: • If the driver or passenger is in the Novice Class, then the other occupant in the car must be a registered instructor. • Only registered drivers at an event may be passengers. • A competitor may not delay reporting for work after a run in order to be a passenger • Any variation to the above requires approval of the Solo Chair in advance. • Observed reckless or loose driving behavior may result in revocation of a driver's privilege to carry passengers. 2.7

JR. DRIVERS PROGRAM (12-16 year olds) Appendix H: II.A. Karts will be run together as a group with no cars on course. It is the entrant's responsibility to be present and ready when the group is called. If an entrant is not present by the end of the kart runs, they will receive a DNS for that run and no rerun will be granted. II.B.4 All entrants will be required to work after each run. However, work assignments will not be on course. Other assignments may require being paired with other workers as appropriate. III.E All entrants must have at least one legal guardian present, a parent is preferred. JR. JR. DRIVERS PROGRAM (8-11 year olds) All provisions of the above Jr. Drivers Program apply, plus the following additions: • All competitors will be required to attend and pass 14

4.2.A. EVENT ENTRY - FEES Entry fees will be $10.00 for Jr. Drivers, $30.00 for SCCA members and first time-novices, $45.00 for weekend-members. In order to receive the member’s rate, club members must present a valid SCCA membership card at registration. First-time novices must be first-time competitors in our region and new to the sport. 4.4.B. CAR/DRIVER LIMITS The Solo Chair reserves the right to limit entrants in a given car. 4.7 LADIES’ CLASSES • Parallel Ladies Classes will not be provided. Instead, a single Ladies class may be provided if there is enough interest. • Scoring for the Ladies Class will use the RTP/PAX Index system (see PAX table).

4.8.C REGIONAL CLASSES • Additional special classes may be created by the Solo board and the event chair. • Formula FK class is for adults running KARTs that meet the WKA Gold Cup Series of Briggs/Raptor lite rules. These karts must meet the WKA rules except they may run on any slick tire up to 710x6. There is no exhaust restrictor requirements. 4.9

CONFLICT OF INTEREST The event chair (or designee) may pre-run a course during course-setup for the purpose of assessing safety, flow, and marking of the course. The driver and any riders may not be in a car that competes in their class.

4.12 NOVICE CLASS A. A Novice Class will be provided for those who are relatively new to the sport. The intent of the Novice Class is to provide instruction and to allow newcomers to compete with those of similar skill. B. Novices are entrants in their first full season of autocross, must not have won more than twice in the FLR Novice Class, and should not have competed in more than eight autocrosses. C. The Chief of Novice Program reserves the right to graduate any entrants to the appropriate Open, Ladies, or Road Tire class. D. Novice Class entrants will be given an instructional walk-through of the course. E. Novices will be scored as an independent class using the PAX system (see PAX table). F. Novice Class entrants are required to take a registered instructor on competition runs until approved by the Novice Chief or registered instructor. They may also ride as passengers with a registered instructor, with the instructor's approval. (See 1.4.C) G. A registered instructor is any experienced eligible competitor approved by the Chief of Novice Program. 4.13 ROAD TIRE CLASS A. A Road Tire Class will be provided for anyone who wishes to compete on a non-competition tire. A non-competition tire will be defined using the rating and exceptions as STS (see Solo Rules section 14.3). B. "Road Tire" will run as an independent class. (Place “R” before class on registration card.) C. Scoring will use the RTP/PAX Index system (see PAX table).

4.14 PRO CLASS A. A Pro Class will be provided for anyone who wishes to compete in an open indexed class. B. Pro will run as an independent class. (Place “P” before class on registration card.) C. Scoring will use the RTP/PAX Index system (see PAX table). 4.15 ST CLASS A. An ST class will be used in place of the respective Street Touring classes. B. ST, STS, STX, STR and STU will run as an independent class. (No identification is needed on registration card or vehicle) C. Scoring will use the RTP/PAX Index system (see PAX table). 6.1

ENTRANTS AS WORKERS A. All competitors are required to complete a work assignment for each run. Failure to do so will result in the loss of the best time for each missed work assignment. B. All entrants must report to the Worker Chief for each work assignment. It is permissible for a competitor to have another worker report. The substitute worker must be eligible to be an entrant and must have signed all relevant waivers.

ORDER OF RUNNING A. Unless otherwise publicized before the day of the event: Registration and Technical Inspection will open at 8:00 a.m. and will remain open until 9:30 a.m. The Drivers' Meeting will be at 10:10 a.m. and is mandatory for all competitors. First Car Off will be at 10:30 a.m. Late registrations will not be accepted. B. Cars will run in groups to be posted at each event: - Group A: SS, AS, BS, CS, DS, ES, FS, GS, HS - Group B: SM, SM2, AM, BM, CM, DM, EM, FM, Novice B - Group C: ASP, BSP, CSP, DSP, ESP, FSP, ST, STS, STS2, STX, STU - Group D: AP, BP, CP, DP, EP, FP, L, Road Tire, Novice D - Group K - All Karts, Always run in second run group of the day • The order of running will rotate during the season and will be published frequently during the season. • There will be a separate grid lane for multipledriver cars. • There will be a separate grid lane for Novice cars.

C. A heat system will be used only at Seneca Army Depot. Cars will be divided in to two or three heats based on the numbers of competitors: - Less than 70 competitors = 2 heats - More than 70 competitors = 3 heats Classes will be divided into their respective heats after registration has closed to ensure a balanced number of drivers in each heat. Heat classes will be announced at the driver’s meeting. 6.12 FUN RUNS • Fun Runs will be allowed at the end of competition, time permitting, subject to approval by the Solo Chair. • The fee for Fun Runs will be $2.00 per run. • Only vehicles that are registered and passed the technical inspection for the event will be allowed for use in Fun Runs. • Only drivers registered for the event may drive or ride in fun runs. 9.0

PENALTIES • Any act deemed unsportsmanlike, or undesirable conduct for the program will not be tolerated (speeding on event site, tire burnouts, etc.). The first offense will be disqualification from that event. Any subsequent offenses will be dealt with at the discretion of the Solo Board.
