REPort Mike Toombs Regional Executive I started working on this column and noticed that it will be November soon. Where did the year go? This past weekend was the last Club Racing event of the season at Watkins Glen, and, as always was very interesting. Along with the driver’s school, regional races and an Enduro, they held a Solo on Sunday. Trying to make the Solo season last as long as possible, I ran in the autocross on Sunday at the track. The course was good, and the weather was fantastic, if only the lot was a little smoother. There were a couple of points where my car jumped around over some of the dips and humps. This was the last Glen Region Solo of the season. I meet some nice people and really enjoyed the day. I would have to admit that my memory of the event might have been altered by the fact that I had the fastest car with fenders there and the second fastest index time, I may have finally figured out how to drive the car and the season is over! Fall means that it is election time again. Carl Dresie will be sending out the ballots to all members so that they can be returned either in person at the November meeting or mailed back to Carl. There are several contested positions and hopefully you will take the time to vote. If you weren't at the October meeting you missed quite a party. Fran McAllister and Rosemary Goodnight were able to get a lot of people out to the picnic that used to race when the region was young. There had to have been over 60 people at the Camp Eastman Park in Irondequoit to eat the hot dogs and hamburgers prepared by Charlie Tanck and delivered by Scott Moller. As well as the food and drinks supplied by the region we had enough

other food to feed twice the number of people at the party. We are talking about trying this again next year, a little earlier in the season so people can bring out their cars for others to see. Now that the race season has ended we need to start looking at year-end awards. Each year the board coordinates the recognition of our members. The Solo, Rally and Club Racing boards come together and select their award recipients and present them to the FLR board. This group has the responsibility to select the recipients of each of the major awards, but we need your help. We can't be everywhere and see everything, so if you think you have someone who deserves one of the awards please let one of us know. Until next month… Mike
The evening started off with a picnic featuring hamburgers, hot dogs, soda (other beverages as brought in for individual enjoyment were included) and a dish-to-pass. The variety ranged from pasta to salads to chicken dumplings to cookies and other finger-food desserts. A short business meeting was held after the food was served. The September general membership meeting minutes were approved on a motion by John Walsh, seconded by Dan Thiel. Membership Report – Mike Brunner Mike reported that as of October 4, the region has 441, a drop of four since September 13. Membership has decreased 11 since April. An estimated 60 plus members and guests attended the picnic and meeting. Treasurer’s Report - Elizabeth Thiel Elizabeth reported that we have money. The national race had a positive cash flow. Financial activity for the Fun One is not complete. Both the Solo and rally programs are in good shape. Note: Full financial details are available from Elizabeth.

Solo Report – Brian Buchman The last Solo in the region’s series was held Sept. 25 at Rochester Institute of Technology. There were 122 entries, with a large number of novices. (Results can be found in this issue of Top End and on the Internet at http://sports.groups. yahoo.com/group/flrsolo/files/2011 Results /. Ed.) The last Solo counting for points was an “out of region” event on Oct. 2 in Western New York. The Solo end-of-season party is scheduled for Nov. 13 at the Scottsville Fire Hall. Rally Report The remaining rally in the summer series will be a social event on Oct. 16. Registration opens at noon at Tom

Wahl’s in Avon, NY. Rick Barnes is rallymaster for that event. A flyer describing this event is printed in the October issue of Top End. Information is also available at http://www.flr-scca. com/ in the Upcoming Events section. The winter rally series is scheduled to start on January 8, with four more rallies following. They are scheduled to be two weeks apart. The Rally Christmas party will be at Cheap Charlie’s in Bloomfield, Dec. 10. Race Report Fun One We had over 260 entries both Saturday and Sunday. Russell Jaslow, race chair, stated that the request for no rain was granted. T-shirts commemorating the 50th anniversary of Formula 1 racing at Watkins Glen were available. (More can be had, if you would like one. Ed.) Westward Ho! The 2012 running is scheduled for June 23 - 24 at Nelson Ledges. Other racing news The Great Pumpkin race at Nelson Ledges has been replaced with the NEOhio “Spook-Tacular” quad regional races on Oct. 29 - 30. The 2012 running of the Fun One is currently scheduled for Sept. 15 – 16. Old Business The Annual meeting has been moved to the Nov. 1 general membership meeting date. A list of the candidates for the 2012 board of directors was mailed via postcard to the region membership on Sept. 22. Petitions for additional candidates are due to the Secretary by October 12. A petition to add Scott Moller as a candidate for Assistant Regional Executive has been received. Ballots will be mailed to members of record by Oct. 17 and must be either mailed by Oct. 24 or hand delivered at the November meeting.

Program Fran McAllister set up two tables, one with books on racing history that were available for the taking, and one with magazines and programs from the early days of road racing in the area. The latter were used to help compile information on the racing activities of Finger Lakes Region members starting in 1956 and up through 1965.

It was noted that in the early days of sports car racing the safety equipment could cost as much as $200 and entry fees were as low as $15 to $20. Today those numbers are $6500+ and $300.

Fran asked that those racing members present give a brief description of their career in sports car racing. Cars driven and the years were reviewed by: Dick Powers, Dave Wild, Syl Barlow, Con Cameron, Doris Britt, Dave Goodnight, Mike Lilly and others. More recent drivers include: Bob Swinehart, Mary Hartman, John DeSeyn, Chris DeMinco, Dan Thiel, John Walsh, Kurt Thiel, Russell Jaslow, Charlie Cook, Scott Moller, Mark Eksten, Brian Fallon, Erik Shepard and Dave Ciufo. Many of those drove a McAllister owned car at one time during their racing career. Thanks to Fran McAllister and his committee; Bob Swinehart, Rosemary Goodnight, Jean Enright and others for inviting our guests for the evening; to Charlie Tanck and Scott Moller for manning the grill and delivering the

The minutes of the August 30, 2011, board of directors meeting were approved on a motion by Scott Moller, seconded by Charles Tanck. Activities Report Year-end banquet dates are to be set. Possibilities are Jan. 14 and Jan. 28. The “Mature race driver” recognition picnic is scheduled for Oct. 4 at Camp Eastman. Personnel from the General Motors fuel cell facility in Honeoye Falls are willing to present a program at a future meeting. 5
General Business The possibility of using Motorsportreg.com for RoadRally, RallyCross and Solo events was mentioned. There is no cost if entry fees are not paid through MotorsportReg via credit card. A complete series can be entered and available to everyone who checks the website. The use of Motorsportreg.com will be recommended to RoadRally, RallyCross and solo. Race Report There were no Finger Lakes Region members at the Runoffs®. Fun One 2011 The event was a success with over 260 entrants both days. Westward Ho! 2012 June 23 and 24 are the requested dates for Westward Ho! 2012 at Nelson Ledges. Rally Report The winter rally series is tentatively scheduled to start Jan. 7 and have an event every other week through the first weekend of March. The last event of the rally summer series is scheduled for Oct. 16. The possibility of running simple trap rallies was discussed at the recent rally meeting. RallyCross Recent RallyCross events have had a low turnout. The program needs to be reviewed. It was noted that we are not using all of the national classification. Solo Report The final in-region Solo event was Sept. 25. There were 122 entries. The event went well with four runs. The last points event is an out-of-region event in Western New York on Oct. 2. The Glen Region is running a Solo at WGI on Oct. 9 during the Last Chance regional race. Jeff and Stefan Colegrove were first and second at the 39th annual Tire Rack SCCA Solo Nationals.

Treasurer’s Report - Elizabeth Thiel Elizabeth passed out a balance sheet as of Sept. 27 and the profit and loss statement from Jan. 1 through Sept. 27 for review. On the balance sheet, the market value and amount invested of the money market account may not be the same. (Financial details are available for review through Elizabeth. Ed.) The bulk mail account has been closed out. The trademark usage fee from STPR has been received. These transactions are not reflected in the financial statements. Fun One financial activity is still preliminary with much of the entry fee income to be reported. The treasurer’s report was accepted on a motion by Scott Moller, seconded by Dave Ciufo. ARTICLE IV - CLUB ADMINISTRATION Section 1. Administration. The administration of The Club shall be by the Board of Directors. The Board of Directors shall consist of the Officers and Directors whose election, qualification, duties and term of office are set forth below. Section 2. Officers. The elected officers of The Club shall be the Regional Executive who will function as President; the Assistant Regional Executive who will function as Vice President, Secretary, Treasurer and Activities Director. They shall serve for one year beginning January 1st or until their successors are elected and qualified. Section 3. Directors. In addition, there shall be four elected directors. Each director shall serve for two years or until a successor shall be elected and qualified. Two directors shall be elected each year to succeed the two directors whose term of office is expiring. Directors shall be restricted to two consecutive terms in office. The fifth director shall be the outgoing Regional Executive to serve for a term of one year. When the regional executive is re-elected, this position shall be vacant. Section 4. Election. The officers and directors shall be those nominees duly elected by majority vote of the members present in person or by proxy at the annual meeting. Voting shall be by secret ballot. In the event of a tie between candidates for the same office the tie shall be broken by a majority vote of the incumbent Board of Directors. The voting shall be secret. If one of the candidates in the tie is an incumbent, that person shall not be eligible to vote in the tie breaking procedure. Section 5. Vacancies. In the event of vacancy among the Officers or Directors, the Board of

Directors shall appoint an acting officer or director to serve for the remaining service period of the vacated position. The appointee shall have the full authority of his position and, in the case of an acting director, the period of appointment shall not be regarded as a term in office for re-election purposes. Section 6. Qualifications. Officers and directors shall have been a member of The Club and SCCA, Inc. continuously for at least two years prior to taking office. For purposes of this section, membership shall be deemed to have begun as of the date the member's application is received by The Club's membership chairman. Section 7. Duties of Officers and Directors. • The Regional Executive shall preside at all meetings of The Club and Board of Directors. He shall perform the duties usually pertaining to the office of President. • The Assistant Regional Executive shall perform the duties of the Regional Executive in the absence of the Regional Executive. He shall assist the other officers as may be required. He shall be responsible for a monthly program at the General Membership Meeting. • The Secretary shall attend all meetings of the members and Board of Directors and shall record all minutes and votes in a book kept for the purpose. He shall keep an up-to-date roll of all Club members. He shall give all notices of meetings of the members required by law or by the Board of Directors.

The Treasurer shall, subject to such conditions and restriction as may be made by the Board of Directors, have custody of all moneys, debts, obligations belonging to The Club. He shall receive all moneys of The Club and deposit same in The Club account. He shall make all payments of Club debts. All contracts, checks, drafts, notes or other orders for payment of money shall be signed in the name of The Club either by the President or by the Treasurer. The Treasurer shall give a report on the financial status of The Club at the annual meeting, and if so requested, at any other meeting of the Board of Directors. No obligations, debt or other liability shall be incurred by the Treasurer without the specific prior approval of the majority of the Board of Directors. The Activities Director shall plan and carry out a balanced program of activities for the year; shall oversee each event, The Club's championship point system and the purchase of trophies. The Directors shall advise and assist the officers in the general administration of The Club.
Section 8. Votes. Each member of the Board of Directors shall have one vote. Section 9. Quorum. Quorum of the Board of Directors shall be a majority of the then existing members of the Board of Directors.

Central New York Raceway Park Set for Phase 1 of Construction Weedsport, NY - Groundbreaking for phase 1 of the construction of the new state of the art Central New York Raceway Park (CNYRP) in Central Square, NY is set for the spring of 2012. The Central Square location is just 20 minutes from downtown Syracuse and less than 15 miles from Syracuse's Hancock International Airport. Phase 1 of the construction project includes a 2-mile road course, drag strip, and a half-mile synthetic dirt track. Donnelly Partners LLC, led by Glen Donnelly and Sweeteners Plus CEO Carl Myers, have secured the funding for phase 1, and have already begun clearing the more than 140 acres in anticipation for the spring groundbreaking. 18

"I've spent the last 2 years planning, and I believe the plan for Central New York Raceway Park will result in an innovative, entertaining, and profitable mutli-use facility," said Glenn Donnelly. Glenn Donnelly has assembled a group of experience investors to create Donnelly Partners LLC. Members include major motorsports backers Carl Myers, Robert Lutz, Todd Town, Tony Komuda Jr, Peter Mack, Derek Tarolli and Greg Kidd. "Our investors are our biggest assets. Highly involved, tremendously talented, and very successful business people committed to make CNYRP a financial success," says Donnelly. Along with an experienced group of investors, the New York State government and local government have been fully involved with the project. "We've worked closely with both the Oswego County Industrial Development Agency and Town of Hastings on acquiring the necessary permits and grants to move forward in the construction,” said Donnelly.

Phase 1 of the construction will generate 120 full time positions along with hundreds of positions the construction companies will need to fill to complete the project." With both the finance and management aspects of CNYRP sound, focus turns to phase 1 of construction. Phase 1 of the construction includes a 2-mile road course, drag strip, and a half-mile synthetic dirt track. The 2-mile road course will encompass the more than 140 acres. The road course will include a pit road with a 56 bay NASCAR style garage, and a 1/8th mile or 1/4-mile drag strip. Donnelly believes the road course and drag strip is a key to the success of CNYRP. "The only new tracks being built in the US are road courses," says
Donnelly. "Both Watkins Glen and Monticello in New York State already have full schedules. From car clubs to national touring series to driving schools we are confident we will fill the 180 days we have set for operation." CNYRP already has commitments from NASCAR Racing Experience, Mario Andretti Racing School and the Skip Barber Racing School to fill dates at the road course. The halfmile Synthetic dirt track will feature a 10,000-seat grandstand as well as VIP suites, a 300 seat buffet restaurant, and an upscale streak house style restaurant. The new revolutionary SYNDI synthetic compound will cover the track surface. The SYNDI Synthetic surface will eliminate dust, greatly reduce track
maintenance costs and attract a larger female audience. "The SYNDI surface will allow us to not only create a smooth and racy surface for the traditional dirt surface racing divisions, but also open the door for asphalt divisions to compete on the half mile," claims Donnelly. To highlight all the action at the facility, CNYRP will build a manned television studio on the premise. The studio will produce promotional and commercial spots for company sponsors and racetrack members, as well as have the capability to broadcast live events at the facility. Rally Meeting Notes September 20, 2011 96 Church Street, Victor, NY
These notes are grouped by subject and are not be in chronological order. The following six RoadRally and RallyCross enthusiasts were present; Rick Barnes, Carl Dresie, Ben Gilmore, Tom Langdon, Mike Toombs and John Werner. Rally Awards and Christmas Party The party will again be at Cheap Charlie’s in Bloomfield on December 10. There may be a few changes in menu, etc. Prices and times are expected to be the same as last year. A flyer will be published in the November and December issues of Top End and sent to the website. RallyCross Series The last few RallyCross events were cancelled due to lack of participation. Rally Safety Steward Additional safety stewards need to be approved. Tom is working on the process needed to train new safety stewards. Training material is available. Summer Rally Series The last of the summer social rallies is scheduled for October 16. A flyer printed in the October edition of Top End and can be found on the website at: http://www.flr-scca. com/rally/2011/OctRally_flier.pdf. John Werner asked about the possibility of running a simple trap rally in the spring. It could be as simple as a string rally. A short article as an introduction to trap rallies could be prepared for Top End. Training Rally A possible training and dust off the cobwebs rally will be discussed at the Oct. meeting.

Winter Rally Series Five events are being planned for the winter rally series. Tentative dates are: Jan. 7, Jan. 21, Feb. 4, Feb. 18 and March 3. Dates may change to avoid conflict with the Finger Lakes Region’s Year End Party and the Wellsboro Winter Rally. Rallymasters that have been named so far are: Alan Smith; Gary Thomas and John Kastenhuber; and John Werner and Jerry Kerwin. Rallymasters need to be named for the remaining events. Gary Thomas will be rallymaster for the event following Alan Smith’s rally. John is proposing a rally to the west of Rochester. Any changes to the winter series supplemental rules need to be brought to the next Rally meeting. These include changes in factors, use of Timing Allowances, etc. Recycled mugs, etc. are being looked into for use as winter series trophies. Wellsboro Winter Rally Negotiations are underway to run the Wellsboro Winter Rally on the Waste Management grounds near Wellsboro. Miscellaneous Discussions No information has been received on the WINTR series. The rally committee does not have a permanent chair. Tom Langdon is still acting as interim chair. The purchase of helmets for the RallyCross series has been approved. The new helmets will go to the Solo program; the replaced helmets will be used by the RallyCross series. It was noted that the SVT Focus and the new Mini have the same gearbox, a Getrag 285. Therefore a limited slip (or other performance differential) can be ordered through Ford. Rick Barnes will review the various performance differentials available if requested. The torque biasing of a Torsen is similar in reverse to that in forward. Which biasing is greater depends upon how the differential is assembled. Engagement of locking differentials can be manipulated so that high-speed stability can be controlled. (Blankety-Blank lawyers!) Electronic traction controls and the other actions controlled by the ECU (electronic control unit) could interact with driveline performance additions.

Awards Party The party is scheduled for Dec. 3 at Cheap Charlie’s in Bloomfield. A flyer has been generated and is published in Top End and on the region’s website, www.flr-scca.com. The menu, etc. will be the same as last year. Summer Rally Series Rick Barnes reported that everything is set for the October 16 RoadRally, Genesee Valley Colour Tour. Tom Langdon will provide trophies. The desire for a winter series training rally will be polled at this event. Winter Rally Series The general instructions and rallymaster instructions including forms list were quickly reviewed. Tom Langdon will be updating them. This will be the pearl (traditional) or 30th anniversary of the Winter Rally Series. Copies were distributed for the review. Tom asked that more time be spent on them and comments given back to him for consideration. Continuing concerns are speed factors and penalties. Should a time allowance include a penalty and what would that penalty be? More thought is needed on TA penalties considering the philosophy behind time allowances and the reasons for taking one. Cost of filing a claim will be increased to $793.23 or the price of a pitcher. Fee structure for the events will not be changed. An increase in rallymaster cost reimbursement will be proposed in the 2012 budget. Should the worker food allowance be changed?
A first cut at updating the rallymaster instructions has been made. Cleanup and updating will continue. Again suggestions should be passed back to Tom. Carl Dresie will send copies of the Safety Stewards check list to those attending the meeting. This checklist will be included in the rallymaster package so that problems can be avoided.

The schedule continues to be every two weeks starting on January 7. The Finger Lakes Region’s year-end party and the Wellsboro Winter Rally are possible conflicts. The year-end party dates being considered are the 14th and 28th. No information has been received on the Wellsboro Winter Rally. Current rallymaster schedule is: First – Alan Smith, Second – Gary Thomas, Third – John Werner and Jerry Kerwin. Karl Haltiner needs to be contacted regarding being rallymaster for one of the events. The March rally may be devoted to paved roads. Earlier starts and shorter rallies allow the use of ending sites that close at midnight. There is no news on the WINTR series other than an earlier comment on conducting a summer rally. Miscellaneous Discussions John Werner’s search for a car continues. Many do not have room enough to accommodate a helmet needed to run Trakker at STPR®. A sunroof limits headroom even more. Another option is to install a Ford 302 out of a late model Explorer in the Volvo. Diversions in the meetings may in fact be to subjects that are related to RoadRally. i.e., Is the meeting a diversion? The November meeting may be devoted to a mug/trophy cleaning session. The “rally box” will be checked to determine if additional copies of forms are needed. Pizza may be a good business, allowing the purchase of something red and Italian – not a Fiat. Santa may be allowed out of rehab so that he can attend the awards and Christmas party. Question, what will fracking do to our rally roads? The probability is an increase in ruts. Some Mini’s are not allowed to run on dirt. On pavement, their handling characteristics are very dependent upon front tire pressure. Bulk mail delivery is slowing down. This has impacted Top End delivery. The discussion on limited slip differentials, traction control and drive train design continues.
