Wow, the last Solo event was interesting - little background first. It is a SEALED lot and it was very wet in the morning. How wet you ask? If I were to touch my gas pedal the car would spin. We were lucky that the rain we saw coming down north of us around lunch time never made it to us. After lunch the parking lot dried up and you could finally push down the gas pedal. It was like night and day and a lot more fun in the afternoon and I enjoyed the course a lot more. I mentioned last month that we had a good Fun One. Well the official Observer’s Report confirms what I said. This is our third race of the year and each of them went well. The one point mentioned was that the program was missed. I hope that in the future we are able to come up with the money to print a program, I know that I like to see one when I go to the races. As the Annual Meeting did not take place in October, we will have the results of the election, and a report will be given from each area of the club. I have always thought it was great that we have Club races, RoadRallys, RallyCrosses, and Solo events. There aren’t many regions in the SCCA that 4

do it all. We are the only one in Area 10 that does. I am disappointed that our region has not been able to hold a Street Survival School for the last two years, due to the lack of a suitable site. Our solo program is also having problems finding sites, as well. Do you have a parking lot we can use? Our two races are on the schedule for next year. There may be a problem with the Fun One date; we are currently on the schedule for Sept. 13-14. I was informed that there may be a two week incursion in the schedule in August and if so, we might need to move the Fun One a couple of weeks. At this point it is only tentative so we’ll see what happens. Well I better rap this thing up, so until next month, Mike

Meeting Minutes Finger Lakes Region, SCCA General Membership Meeting Minutes

Mike Toombs called the meeting to order at 8:13 p.m. September minutes approved. Treasurer's Report • All bills paid and current. • Need to pay a deposit for next year's Westward Ho by the end of this year. • Westward Ho made money this year. • The Fun One made money this year. • The Majors made about 1/3 what National did two years ago. Solo • Last event is Sunday Oct. 6 at Delphi. • Safety Steward training is Saturday Oct. 5. • Can't plan a picnic until after the last event because we need trophies ready. Rally • Social Rally Oct. 5, no timing. The event starts at Tom Wahl's in Avon. • Bully Hilly rally the 19th – social rally. • Incident at Sept. 28 RallyCross. Race • Fun One went smoothly and people enjoyed it. One and one half hours of overtime, some due to timing glitch. No damage, few incidents. Membership • Up four members to 468. Activities • Harbortown Belle cruise coming up, Oct. 12. Old Business • Ballots for Election of Officers are out. Bish Hines Bish passed this last September. He was a very active SCCA racer who entered SCCA Regional, Divisional and National races from 1960 through 1966 and other events such as the Giant’s Despair Hillclimb. His rides included the 1960 BMC works Sebring Twin Cam MGA and an Elva Mk III 100/66. Bish was a Finger Lakes Region Life Member. Per Bish's wishes there was no service, calling hours, obit, etc.

National News Sports Car Club of America Announces Departure of President and CEO Jeff Dahnert

MONDAY, OCTOBER 14, 2013 The Sports Car Club of America (SCCA) Board of Directors announced today that, effective October 14, Jeff Dahnert has resigned as its president and CEO. Dahnert joined the staff of SCCA in 2004 and has served as president since 2009. "I appreciate the great opportunities that SCCA has given me and I will truly miss the wonderful people I have worked with, both at the national office and in the Regions," Dahnert said. "My goal was always to have the Club in a stronger position upon my departure than when I started, and I believe that is the case." "As Jeff moves on to new endeavors, he will be missed and we wish him well," Lisa Noble, chairman of the SCCA Board of Directors, said. Dahnert will continue to serve as a consultant to SCCA through the end of the year. The Board of Directors also announced the appointment of Lisa Noble, who will resign as current board chairman to serve as interim president and CEO. She has been active in the SCCA since 1971 and a member of the board since 2008. To fill out Noble's term, John Walsh, director from the Northeast Division of the SCCA and a Finger Lakes Region member, was appointed as new chairman of the Board. Walsh has been a member of the Board since 2011. Additionally, a search committee has been appointed and a national search for a new president and CEO will soon be underway. Registration Open For 2014 SCCA Convention in Charlotte

TOPEKA, Kan. (October 11, 2013) – The 2014 Sports Car Club of America National Convention, to be held for the first time in Charlotte, N.C., March 7-9, is now accepting registrations online. The latest edition of the annual event features sessions geared to Regional, Divisional and National leadership and those involved in National specialties. The fee for the SCCA National Convention is $295, which includes access to all Convention sessions, the SCCA Hall of Fame Banquet, and the

show floor of the new MSX – North American MotorSports Expo to be held in conjunction with the Convention. Though the location has changed from the previous five years in Las Vegas, the Convention continues with informative and entertaining sessions for SCCA members. Full group sessions include the SCCA Annual Meeting, town halls, convention kickoff, and awards session. Among the Club Racing programs are panel discussions for training, recognition and proficiency for specialties, stewards training, and training for registrars and timing and scoring for the U.S. Majors Tour events. Separate panel discussions will also take place for the Solo and Rally programs, as well as best practices panel discussions on how a Region can start or grow a local program. A full track will also be devoted to Region leadership, including panel discussions, Region Officer training and sessions with the Board of Directors to discuss ideas and initiatives. The SCCA National staff will also walk Regions through the newlydeveloped Region Website Template to develop a functional website in less than an hour. The Convention will be at the Westin Charlotte for every session on Friday. It will move across the street to the Charlotte Convention Center on Saturday and Sunday to ease the transition for those attending both the National Convention and the MSX show. The Awards and Hall of Fame Induction Ceremony will be held at the Westin Charlotte Saturday evening.

A ticket to the 2014 SCCA National Convention includes complimentary entry to the MSX Expo show floor, as well as the exclusive opening reception, and the SCCA Hall of Fame Induction and Awards Banquet. Board of Directors Approves Changes to Formula 500 and GT-Lite Classes

TOPEKA, Kan. (October 12, 2013) – The Sports Car Club of America Board of Directors approved recommendations from the Club Racing Board (CRB) on Saturday that impact both the Formula 500 and GT-Lite classes. Beginning in 2014, specified watercooled, four cylinder, four-cycle motorcycle engines up to 600cc will be permitted in the Formula 500 class. The General Competition Rulebook (GCR) will outline a set of rules to control the power level of four cycle engines to yield approximately the same on track performance of the current two strokes engines. “The CRB has recommended, and the Board agrees, that there is potential to grow the Formula 500 class with these changes,” Lisa Noble, SCCA Chairman of the Board, said. “It’s very important to us that this not become an open class for 600cc engines, but that the new motors be introduced in a way that gives both the four-cycle and the two-cycle engines a chance to be

competitive. Only engines as permitted by the spec line in the GCR will be allowed in the class.” The Board of Directors also approved a proposal by the CRB to make GT-Lite a Regional-only class beginning in 2015. Of note, this resolution is different than a previous proposal that would fold the existing cars into other classes. Individual existing cars may be classified on a case by case basis. This change is a direct result of input from competitors at the 2013 SCCA National Championship Runoffs. Should 2014 reflect the resurgence of credible competition in GT-Lite at U.S. Majors Tour events, the CRB may request that the movement of the class to Regional status be held back. SCCA Board of Directors Approves Street Category Proposal For Solo Program

TOPEKA, Kan. (October 11, 2013) – The Sports Car Club of America Board of Directors unanimously approved a proposal by the Solo® Events Board for Street Category cars in the Tire Rack National Solo program, beginning in 2014. The Street Category will feature cars that are essentially off the showroom floor, with specified modifications. Tires in the class must be designed for highway use on passenger cars. Tires in the Street Category must fit the following specifications: 1. Effective 1/1/14 – Minimum UTQG tread wear rating of 140 2. Effective 1/1/15 – Minimum UTQG tread wear rating of 200 3. Molded tread depth of 7/32” or greater as specified by the manufacturer

4. Listed in a current year of prior two years of the “Tire Guide” and/or “Tread Design Guide” 5. Department of Transportation (DOT) approved The class will allow sway bars on the front or rear, and have a wheel diameter allowance of plus or minus one inch. Despite earlier proposals, there will be no camber allowances via camber plates, bolts or slotting. “Participation in the current Stock Category is declining at a rapid rate, and data and feedback shows that the vast majority of the membership that would participate in this class would like to switch to ‘road tires,’” Lisa Noble, Chairman of the SCCA Board of Directors, said. “Classes with road tires have the largest participation numbers in regional competition, and since this potential rules change came to light, those who participate in the class have voted with their attendance. We anticipate that trend will continue as the Street category classes earn National Championship status in 2014.” In addition to the new Street Category, for 2014, the current Stock Category will remain in place and be renamed the Street-R category. All 2013 Stock classes will become Street-R (SR) classes and follow the rules which were in place for Stock at the end of 2013. For 2015, the Street-R category will be reduced to a single class, Super Street R, for high horsepower machines. “This has been a long process for the Solo community,” Howard Duncan, SCCA Vice President, Rally/Solo, said. “The SEB believes, and we agree, that this change does not alter the game, but will encourage more participants, as 72 percent of the letters the SEB received on the matter were in favor of the change. We’re looking forward to welcoming back members that we haven’t seen in several years, and introducing new members to the sport without requiring a major investment to the cars they already own.” A more complete list of rules, along with the classifications of cars for the new Street Category, will be available in the October Fastrack® News.

The following nine RoadRally and RallyCross enthusiasts were present; Rick Barnes, Mike Brunner, Carl Dresie, Ben Gilmore, Jerry Kerwin, Tom Langdon, Lynn Randall, Alan Smith and John Werner. General Rally The November rally meeting date has been changed from Nov. 12 to Nov. 19. Alan will check with Cheap Charlie’s for having the Rally Christmas Party on Dec. 14. The party could be moved to Friday if needed. The November General Membership Meeting will be the Annual Meeting. Mike Toombs has asked that each activity present a review of the year. The March rally meeting could be an end-of-series party and awards event. Tom promised a new picture for the Rally section of Top End. 10

Summer and Fall Rallies Rick’s Genesee Valley Colour Tour 2013 rally run on Oct. 5 had four teams competing. Alan and Andy Smith took first overall. Andy managed to stay awake for most of the event. Lynn Randall has a social rally to Bully Hill running Oct. 19. They will be posted on the website. The artwork for the 2013 series will be updated for 2014. RallyCross Nineteen competitors ran the September 28 event at Perry’s Park. Running a RallyCross in conjunction with FingerLakesIceRacers.org will be investigated. The next Finger Lakes Region RallyCross is scheduled for Oct. 26; the November RallyCross is scheduled for Nov. 16. STPR® The Wellsboro Winter Rally is scheduled for Feb. 15. 2014. Each loop will be broken up into two stages. This

will result in a total of eight stages. We have experienced snow and dry, should we expect mud this year? It was reported that Kathy Monks suffered a stroke. She is recovering nicely. Miscellaneous Discussions Publicity for rally and other region events was discussed. Are there “public service” outlets that are available for publicizing our events? Should the region appoint a Publicity Chair? How can we use Top End to reach people outside of the activities and region? “Influencers” are another way of reaching out. Reaching out to other car clubs. An “introduction” to the new webmaster should be printed in Top End. Pam baked an apple crisp that Ben brought for everyone’s enjoyment. If you travel outside of the country, notify your credit card company. Foreign purchases may be blocked. If you have a credit/debit card with an embedded RFD chip, you may want to wrap it in aluminum foil or carry it in a metal case. A demonstration of copying in a “pass by” was mentioned. Lynn’s grandson is selling a 2002 Subaru WRX with Sti upgrades. An ad will be placed in Top End. John noted that the Subaru wagon has an extra one inch of headroom, needed to allow him to wear a helmet. A high percentage of people name their GPS units. This can be important with voice activated/recognition units – “Shirley, you are wrong!” Low spots need to be avoided in buried electric lines to prevent the electrons from collecting in the low spot. Mike demonstrated the Coast Guard salute. Over weight wiener dogs were mentioned along with the high speed hydraulic activated dive planes on submarines.

This is a Thomas and Kastenhuber production.

A rally of approximately 175 miles using paved and unpaved roads in the southern parts of West-Central New York. Entry fees are $35/car for SCCA members, $45/car for guests. There is a 35 car limit, so pre-registration is recommended. Series classes are Equipped, Limited, Stock and Novice.

The rally starts at Burger King in Watkins Glen and ends at Manos Diner, 357 Elmira Rd (Route 13) in Ithaca, NY Schedule:
