REPort Mike Toombs Regional Executive Well, I made it back from the Solo Nationals okay. The site is unbelievable, we had two 60+ second courses (shorter for some) with plenty of room between both courses. There was a 40+ second practice course that ran from the weekend before Nationals started until Thursday. With enough parking/paddock space for 1200 competitors, the biggest problem I had was locating my bicycle. I tried to put the bicycle near a landmark that wasn’t going to move, but a couple of times I still had trouble finding it. I didn’t finish as well as I would have liked, but it was still a fun week. The truck towed fine, getting a little less than 15 mpg for the 1100 miles out and back with a total of close to 36 hours driving, both weekends combined. The October membership meeting is our annual meeting when elections and issues voting takes place. Hopefully you have received a ballot in the mail and have taken the time to send it back to Secretary Carl Dresie. We are also going to be voting on a couple of bylaws changes at the meeting. The changes that the bylaws committee have presented appear elsewhere in Top End and on the Web at http://bit.ly/27bhlj (in the Forums; link from news feed on Home page). We will also have reports from all of the programs detailing what has been going on since the last annual meeting.
year was a learning experience for some young drivers as well as for the region. I’m certain that this year’s event will be a good learning experience as well. By the time this is published, The Fun One will be history. As I write this, we have close to 300 entries for our 45th annual event. There has been a lot of time and effort put together by Bob Henderson and his team of helpers. I’m sure that it will be a great event and if you pass up the opportunity, you will be missing a good time. We are having our Pig Roast on Saturday night and I know I wouldn’t want to miss out on that. The NEDiv Roundtable is the first weekend of November. The convention is being held at the Pittsburgh Radisson Hotel, in Green Tree, Penn. Steel Cities Region has plans for the weekend, including a Solo track, a timing and scoring seminar and a car control seminar (maybe I should check out that one); other sessions are planned as well. Meeting Minutes Finger Lakes Region, SCCA General Membership Meeting Minutes September 1, 2009 Location: Burgundy Basin Inn, 1361 Marsh Road, Pittsford, New York 14534 Regional Executive Michael Toombs called the meeting to order at 8:12 p.m. The following are arranged by topic and may not be in chronological order. There were 31 members present. The August general membership meeting minutes were approved on a motion by Barb Lissow, seconded by Meridith Croucher.
The Solo program returned to Xerox in Webster on Sept. 13, the weekend I was returning from the Solo Nationals. The site was small, but from what I hear, most people were happy with the course. Hopefully this will lead to a better size lot next year. The last event is going to be at RIT. As well as the regular championship event on Sunday, we are putting on a Street Survival® School the day before. The event last 4

Treasurer’s Report – Elizabeth Thiel All the bills presented to date have been paid. City Merchant Services, a credit card company that we used several years ago, sent us $9,940. Because this could not be traced back to the activity involved, the money was deposited in our mutual fund account. It was noted that the inability to track funds is one of the reasons we no longer use this credit card service provider. The treasurer’s report was accepted on a motion by Mike Brunner, seconded by Gene Dinkel. Race Report Fun One – Bob Henderson We are currently at 187 entrants. Bob showed the first place trophy mug. It features the artwork used for the ’69 event. Second and third place trophies will be similar, but smaller in size. Fourth through sixth place trophies will not include the finishing position. The insurance certificate has been received. John Walsh has a copy of the sheet requesting the various utilities, such as gas pumps, to be provided by the track. The t-shirts to be given as favors are ready. The program will feature information on the history of the Fun One. It was noted that Ed Diamond entered the first Fun One and is entered in this year’s event. Scott Moller had a draft of a questionnaire to be used to survey competitors and volunteers during the Fun One. In addition to evaluating the event, we are seeking information on the content and site of the Saturday evening party. The discussion included which participants will be given the questionnaire and where the will be available. Analysis of the results and whom they are to be shared with were part of the discussion. Other Race Barb Lissow reported on working the Pocono double national race. There was a good turnout for flaggers, many from the new track in New Jersey.

We had two teams participating at the 12-hour race at Nelson Ledges. Rally Report – Tom Langdon The August 29 RallyCross had 12 entrants and rain for them to enjoy. (Results are given in this issue of TOP END. Ed.) We have one new RallyCross Safety Steward and are looking for more. The next RoadRally event will be a social rally on October 11. It will feature a railroad/fall foliage theme. The Winter Rally Series is shaping up. The December awards party will be scheduled for Cheap Charlie’s in Bloomfield. More information will be announced when details are confirmed. Solo Report –Brain Buchman Recent Solo events held at the Seneca Army Depot had 64 entries on August 23 and 95 on August 30. These events were very well run and featured good courses. The next event is scheduled for September 13 on lot 207 at Xerox in Webster. Following that will be a Street Survival school on Saturday, October 3 and event number 8 on Sunday, October 4, both at RIT. The paperwork for the Street Survival school is nearing completion. We would like to have 25 students. Instructors are needed for the school, one per student. See Dave Avery for more information. A flyer is available on the region Web site including registration information. A charity event is in the planning stages. It will be a Mirrorkhana, similar to what has been run the past few years. Membership Report – Mike Brunner The membership count stands at 460 as of September 1, up one from the August number. Activities Report – Brad Johnson The annual picnic will be held at the Scottsville Fire Department Recreation building on October 11. It will feature a pig roast provided by Colby’s. Cost will be $15 for adults, $10 for children. Cookies and other desserts would be appreciated. Planning for the annual year-end awards banquet has begun. Information
will be available next month. Old Business The nominating committee report was printed in the September issue of TOP END. Candidates are: Mike Toombs, Regional Executive; TBA, Assistant Regional Executive, Elizabeth Thiel, Treasurer; Carl Dresie, Secretary; Barb Lissow, Activities Director; Syl Barlow, Dave Ciufo and Dean Croucher, Directors. After the printing of the nominating committee report, John Walsh agreed to run for Assistant Regional Executive. (After the meeting Scott Moller presented a petition for the position of Director.) Ballots are to be sent by September 16. The bylaws change will be voted on at the October membership meeting. The proposed changes will be printed in the October issue of TOP END. Issues addressed will be a tiebreaker procedure and the timing of the steps in the process. New Business Bill Bell noted that Dr. Ronald Weinraub passed away. He was our race physician in the '70s. Lynn Randall received about 1000 photo slides taken during the '50s, '60s and '70s from Dell Jackson. They are being scanned into digital files. Several were to be shown after the meeting. They are on Mike Brunner’s Facebook homepage and will be shown as a formal program at the October meeting. Information on the Mini-Con being held in Pittsburgh November 6 through 8 is available at http://www.nescca.com/ nescca_main/miniconflyer.pdf . Contact the secretary if you would like a hard copy of the flyer. A block of rooms is being held at $99 per night until October 16. Rooms will be be difficult to find if the Steelers have a home game that weekend. STPR® is expected to show a small profit for this year. Donations and prize money have been sent out. Bench Racing o Requests have already been made to change grouping and for split starts at the Fun One. A request was also made that we not wear our 40th anniversary Fun One t-shirts from four years ago at the current, 45th, Fun One. o The impact of the economy on racing and race operations was noted. o The opportunity for a repeat run at the August 23 Solo event was declined after a wake was observed from the car on course. The comment was made that race tires have limited adhesion in standing water. o The increase in automobile and driver's license fees was noted. That includes a substantial increase in registration fees. All of that while texting when driving can only be ticketed if another offense was observed. There are several other peculiarities in the driving laws that aren’t or may not be easy to apply.
Finger Lakes Region, SCCA Board of Directors Meeting Minutes August 25, 2009 Location: 753 Klem Rd., Webster, NY 14580 The meeting was called to order at 7:44 p.m. Officers and directors present: Michael Toombs, Regional Executive; Scott Moller, Asst. Regional Executive; Elizabeth Thiel, Treasurer; Carl Dresie, Secretary; Brad Johnson, Activities Director; Jim Craven, Gene Dinkel and John Walsh, Directors. Also present: Bob Henderson, Fun One race Co-chair. Items are presented by subject and may not be in chronological order. The July 28 board of directors meeting minutes were approved on a motion by Scott Moller, seconded by John Walsh. Treasurer’s Report – Elizabeth Thiel The income and expense by class

statement for January 1 through August 25 was distributed for information and comment. All bills received have been paid with the exception of TOP END printing and Solo fire extinguisher recharging. The director’s bond, $1,000,000 bond for $394, will be due soon. Fun One entry fees totaling $9460 have been received for deposit. City Merchant Services sent a notice of release of funds and then a check for $9940. The source of these funds cannot be traced to the activity. It will be added to the general account fund and transferred into the investments. The amount is not included in the income and expense reports. Westward Ho will have a net loss of about $1000 after the NYSRRC bill is paid in November. A financial statement from STPR� was sent to the members of the board of directors. After donations it is expected that the LLC will turn a small profit. The treasurer’s report was accepted on a motion by Gene Dinkel, seconded by Jim Craven. Rally/RallyCross Report – Mike Toombs A RallyCross event is scheduled for August 29. A social rally with Rick Barnes as rallymaster is scheduled for October 11. The concept is similar to the spring rally, but may feature photos of landmarks. Solo Report – Mike Toombs The August 23 Solo event at Seneca Army Depot had 65 entries with 64 recording times. The reduced number of entrants in Solo was discussed. The September 13 Solo will be held at Xerox in Webster. The lot is small and the event will be tight. Race Report Fun One – John Walsh and Bob Henderson Number of entries currently stands at about 125. Two youth groups are attending the race, one arranged by Gary Lippert and the other by Michael Fallon. We will not be doing anything special for these groups; they can contact WGI if they
wish. Examples of the trophy mug were passed around. The wording on the trophies was discussed. Place will be etched below the logo. 4th, 5th and 6th will not be identified as to place. The NESCCA online entry system requires that the competitor update their license expiration date. Bob still needs a trophy person. The serving of wine and beer at the Saturday party was discussed. Wine is only provided in bottles. Based on previous experience, the Saturday party will be about $11,000. Options discussed include providing a limited amount of wine or beer at no charge and having extra available at a charge. Options for electricity for lighting were discussed. Lunch on Saturday will be in the Media Center, similar to what was done at the national race. Sunday lunch will be done through the concession stand. The last 20 minutes of the lunch hour will be used for the Victory Circle Ceremonies. Scott Moller will conduct a survey on the Saturday party. A draft of the survey will be available at the general membership meeting. Fun One flyers were sent to editors and web sites in the northeast. None were sent to Canada, Mike Nilsson and Mary McClure will be contacted regarding sending flyers to Canada. NYSRRC Numbers - Mike Toombs NYSRRC numbers are not being updated. A proposal to update the process will be passed through Mary Hartman. Activities Report – Brad Johnson The picnic is pretty well set. Colby’s will be providing a pig roast. Cost will be $15 per adult, $10 per kids. The location is Scottsville Recreation Hall, 385 Scottsville–Mumford Road. Brad will contact John Morris regarding a person to contact at the Burgundy Basin Inn regarding the Year End Banquet. Old Business We need to have a date set for the November 2010 Roundtable before the 2009 Roundtable.

The nominating committee report, as printed in TOP END, was reviewed. A candidate for Assistant Regional Executive has yet to be named. The process of adding candidates to the ballot, as printed on page 8 of the September issue of TOP END, was reviewed. The ballot, including revisions to the bylaws, will be sent out on September 16. New Business The purchase of a new T&S network capable printer was approved on a motion by Scott Moller, seconded by Jim Craven. The SCCA national office is asking for mementoes for the workers at the Runoffs®.

Annual Meeting and Election of Officers The annual meeting of the Finger Lakes Region, SCCA will be held at 8:00 pm. on Tuesday, October 6. The site will be the Burgundy Basin Inn, 1361 Marsh Rd, Pittsford, NY. A final tally of the ballots will be made at that time. Ballots for the 2010 board of directors were sent out on September 17 to each regular, spouse and family member that had a valid address in the US Post Office database. 2009 Bylaws Revisions
As per the direction of the Finger Lakes Region SCCA Board of Directors, the Bylaws Committee submits the following proposed changes, to be voted on at the region's Annual Meeting on Tuesday, October 6th, 2009. These two changes are below, in bold italics. Language to be replaced is indicated by being "struck-thru" in black. Section 4. Election. The officers and directors shall be those nominees duly elected by majority vote of the members present in person or by proxy at the annual meeting. Voting shall be by secret ballot. In the event of a tie between candidates for the same office the tie shall be broken by a majority vote of the incumbent Board of Directors. The voting shall be secret. If one of the candidates in the tie is an incumbent, that person shall not be eligible to vote in the tie breaking procedure. ARTICLE V - COMMITTEES Section 1. Nominating Committee. Prior to the first of July of each year the Board of Directors shall appoint a Nominating Committee of five members, none of whom shall be on the Board of Directors of The Club, with the exception of the two Directors whose terms of office expire at the end of the year. SCCA Accepting Nominations for 2010 National Hall of Fame Class TOPEKA, Kan. (Aug. 26, 2009) The Sports Car Club of America is currently requesting nominations for the SCCA Hall of Fame Class of 2010. Five nominees will be selected for induction into the Hall of Fame on January 30, 2010, at the SCCA National Convention. The SCCA National Hall of Fame was created in 2004 to preserve, protect and record the history and accomplishments of the Club by acknowledging those members who’ve made a significant impact on the development of the SCCA, be it through service to the national organization, achievements in national competition or brining national recognition to SCCA. Nominations will be accepted through Sept. 28 and can be sent to SCCAHof@scca.com or to the attention of Howard Duncan at the SCCA National Office (P.O. Box 19400, Topeka, KS 66619 ). Nominations should include a list of the nominee’s accomplishments and a summary of why he or she should be selected. Those who have been nominated previously, but not selected, can always be re-nominated to ensure the most upto-date and thorough information. After reviewing the potential candidates, the SCCA Hall of Fame Nominating Committee will select 15 official nominees to submit to the SCCA Hall of Fame Selection Committee. The Selection Committee will then conduct additional research on the 15 nominees before choosing the final five inductees, who will be formally announced in December. The Hall of Fame Induction Ceremony for the Class of 2010 will take place at the 2010 SCCA National Convention in Las Vegas, Jan. 28 – 30. Two SCCA Rally Photography Competitions Accepting Submissions TOPEKA, Kan. (Sept. 10, 2009) – Amateur and professional photographers alike are encouraged to enter their best work for the All in a Day’s Drive SCCA RoadRally photo contest and the Dirty Pictures SCCA RallyCross photo contest. To help promote SCCA Rally and to foster a deeper appreciation for the cars, people, settings and scenes that compose it, the All in a Day’s Drive RoadRally photo contest has returned in 2009. A similar competition, the Dirty Pictures photo contest, has also been introduced for RallyCross photography. For each contest, photographers may submit up to five photos that best capture the essence of RoadRally or RallyCross. Photographs must be from a RoadRally or RallyCross event within the last three years and be in a .jpg, .jpeg or .gif format. Photos should not exceed 1MB in size and can be emailed, along with an entry form, to either roadrally@scca.com or rallycross@scca.com. Photos for each contest are currently being accepted through November 3. A panel of judges, including professional photographers, journalists and publishers with expertise in motorsports, will select a first, second and third-place winner for each contest. Winners will be announced at the 2010 SCCA National Convention in Las Vegas with a media presentation of the selected photographs. For the All in a Day’s Drive contest, the top three will each receive a one-year SCCA membership or membership renewal, a one-year subscription to RACER Magazine and their photos published in SportsCar Magazine. The first-place finisher in the Dirty Pictures contest will receive $75, with $50 going to second place and $25 to third. Each of the top three will also receive a one-year SCCA membership

SCCA Runoffs to Have Live Flag-ToFlag Broadcast on Internet TOPEKA, Kan. (Aug. 21, 2009) – Sports Car Club of America, Inc. announced today that every race from the 2009 SCCA National Championship Runoffs® will be broadcast live on the Internet this September from Road America. Beginning Friday, Sept. 25 at 8:00 a.m. (CDT, GMT -6), all 24 races will be broadcast with flag-to-flag coverage from Road America. Each of the three race days (Friday, Saturday and Sunday) will feature eight Championship races from the 46th annual Runoffs. Speedcast Productions will exclusively carry the live action during race days through SpeedcastTV.com, as well as on demand versions of each of the 24 races with additional content after the event has concluded.
Dates for 2010 SCCA National Championship Runoffs Set TOPEKA, Kan. (Sept. 2, 2009) – Sports Car Club of America has announced that the 2010 SCCA National Championship Runoffs will take place Sept. 20 – 26 at Road America. In its second year at Road America, the Runoffs will again take place in late September, with qualifying leading up to Friday, Saturday and Sunday race days. Official track sessions will follow a week of Road America hosted test days, Sept. 13 – 19.

Rick Barnes reported that the October 11 Genesee and Wyoming RallyRoad social rally will start at the Yard of Ale in Piffard, NY. (See the flyer in this issue of TOP END. Ed.)

The “Training Rally” will be scheduled for November. Brad Johnson will be contacted to schedule this event for November 15. The rally will start with simple instructions, building up to those as used in the Winter Series. A rallymaster needs to be named. John Werner will assist a novice rallymaster. Rallymasters have been named for three of the five events in the Winter Rally Series. We are still looking for two more volunteers, or teams of volunteers.
Jason Light reported that the field at Perry’s Park is smooth and covered with tall weeds. The course for the August 29 RallyCross was designed as a technical course, more so than the previous more open courses. The rain during the day made the course slick, to the point that the maximum time had to be raised from three to four minutes. The two wheel drive cars were having trouble making it up some of the slopes. After the first four runs, the course was redone for the last four. This course was thought to be a better course. There were twelve competitors entered.
We are in need of additional RallyCross Safety Stewards.
RallyCross events are scheduled for September 26, October 17 and November 14. Jason noted that he signed on to be RallyCross chair for one year. He will be writing up a set of instructions for RallyCross event chairs. RallyCross trophies and points schedule need to be defined. The need to improve the process for negotiating date conflicts between events was discussed. It was mentioned that Travis Light (Jason’s four month old son) was named after Travis Pastrana.
