REPort Mike Toombs Regional Executive The Solo program is returning to Xerox in Webster. It has been a few years since we ran there and it will be nice to have another event site in the greater metropolitan Rochester area. As hard as it is to image, the Solo season is winding down, over half the season is over and the National Championships are right around the corner. This year the National Championships are being held in Lincoln, Nebraska, home of the Nebraska Cornhuskers. There has been a lot of chatter about the new site and I decided that I needed to go and see what it is like. So after a four-year hiatus I am going to compete once again for the right to say I am the best Solo competitor in my class. Okay, so maybe the odds of my winning are less than optimal, but you never know, maybe everybody else in my class, all 25 of them, will have car problems and I can win. My goal is not to hit a cone on every run like I did at the last local event.

The race program has been doing well this year. We did better than expected at the Westward Ho! race at Nelson Ledges this year. It would appear that we didn’t lose as much money as it looked like we were going to a couple of weeks before the race weekend. The drivers who come to that race all seem to enter late, and it makes some of us a little nervous. The National was a success and made up for the loss at the Nelson race.
Meeting Minutes
Brad Johnson has scheduled our fall picnic and there is a flyer in Top End and on the Web site. Every year a group of us gets together and enjoy each other’s company. It’s always a good time and I don’t think you should miss it. It is going to be in Scottsville and I hope to see you there. Elections are coming up. Not only the kind you go to the polls for, but also for the people who run this region. We are also proposing a couple of changes to the bylaws. If you are unable to attend

Finger Lakes Region, SCCA General Membership Meeting Minutes August 4, 2009 Location: Burgundy Basin Inn, 1361 Marsh Road, Pittsford, New York 14534 Regional Executive Michael Toombs called the meeting to order at 8:07 p.m. The following are arranged by topic and may not be in chronological order. There were 29 members present. The minutes of the July general membership meeting were approved on a motion by Scott Moller, seconded by Lynn Randall.
The 45 th Annual Fun One is the weekend after I get back from Nebraska. As I write this the entries are coming in 10 to 20 a day, a good start. There are a few details that Bob Henderson and John Walsh are still working out, but I’m sure it will be a great event. As anyone who has gone to a race knows, there is a party on Saturday night. In years past there were a few races where the party was held off site, either at the Seneca Lodge or some other local facility. Since WGI took over the track we seem to stay at the track for the party. There are many reasons for continuing this tradition and I feel that a majority of the workers and drivers camp at the facility and would prefer to have the parties there. We are 4

Treasurer’s Report – Elizabeth Thiel All the bills presented up to today have been paid. Top End mailing and membership received today have not been paid. Although the checking account balance is fairly high, we will not be moving money into the money market account, as it will be needed for bills expected prior to the September race. A recent deposit credited to Westward Ho brought the current deficit for that event to $678. NEDiv fees will assessed at the end of the year will increase that number slightly. Financial statements detailing Solo, Rally, etc. are available from Elizabeth for review upon request. The treasurer’s report was accepted on a motion by Jim Craven, seconded by Mike Brunner. Race Report Glen National – Elizabeth Thiel and Mike Toombs There were a total of 262 cars recording times on the track. Although there were a few problems, such as the running schedule, they had little impact upon the participants. The wireless networking system worked very well until the end of the day when probable interference from the Sun’s radiation diluted the signal. With extra effort it still worked. It was noted that with better mounting hardware, the Nano Station hardware worked very well. Elizabeth Thiel was NESCCA Worker of the Event. There were a number of comments that the Saturday and Sunday lunches were “spectacular.” The Saturday evening party, moved to the garage due to weather, was well received. Once past the scheduling problem, it was very easy to work with the track personnel. Tr o p h i e s f o r t h e r a c e w e r e photographs of the car on track. First place received 11X14” photos, with second and third also awarded photos; every registered competitor was given

an 8X10” photograph. It is estimated that financially we will be with a few thousand dollars of the amount budgeted for this event. Track charges included two hours of overtime and thirty bags of kitty litter. Fun One – Bob Henderson Sanction numbers have been given for the double regional Fun One. We are set to go. Bob is asking for a volunteer Trophy Queen. Bob is also looking for a ceremony coordinator. Rally Report – Tom Langdon The next rally event is a RallyCross scheduled for August 29. Rick Barnes will write a second social rally to be run on October 11, featuring a fall foliage tour around Letchworth State Park. We have about three and one half rallymasters signed up for the five-event winter series. Rally meetings are held the second Tuesday of the month at 96 Church Street in Victor. Contact Tom Langdon if you are interested in attending the Pine Barons event in New Jersey. Solo Report –Brain Buchman The July19 Solo event at Seneca Army Depot (SeAD) had 77 competitors on course. The next event is August 23 at SeAD followed by one on August 30 at SeAD. On September 13, competition returns to the Rochester area with an event scheduled for RIT; however this event may be moved to Xerox in Webster. Membership Report – Mike Brunner The region had another month with declining membership numbers, from 466 in July to 459 as of the first of August. This may be due to the rollover of college students. In addition to the Rochester Auto show, the Victor Auto show has been a source of members.
Activities Report – Brad Johnson We have a confirmed date and location for the sixth annual awards picnic. It will be Sunday, October 18, at the Scottsville Fire Department Recreation Hall. (See the flyer in this issue of TOP END and on the Web site, www.flr-scca.com. Driving instructions will be in the October issue of TOP END and on the Web site. – Ed.) The facility is enclosed and heated. Please park close to the ball diamond; do NOT block the fire hall doors. High Points information has been printed in TOP END and is on the Web site, www.flr-scca.com. Old Business A nominating committee is in place. Members are: Marnie Soom, Barbara Lissow, Mary Hartman, Jim Craven and John Walsh. Marnie will call the first meeting; the committee will select a chairman. The bylaws committee, headed up by John Walsh, is working on updating the time schedule for the election of officers. The second issue is the procedure for breaking ties in the balloting. The bylaws were printed in the July issue of TOP END and can be found on the Web site at http://www.flr-scca.com/ Bylaws.html and http://www.flr-scca. com/FLR_Bylaws.pdf They are also in the membership directory. Please review them and pass any suggestions for revisions along to John. A street survival school is tentatively scheduled for Saturday, October 3, the day before the last Solo event. New Business
Bob Henderson asked that the board look at moving the Saturday evening Fun One party to an off-track site for next year. Scott Moller will work on a survey to determine the participant’s desires. Potential use of the garage was discussed. Syl Barlow brought back a SCCA event banner obtained from Del Jackson. 5
Meridith Croucher reported that STPR® 2010 will be the first weekend in June, June 3, 4 and 5. We have a volunteer for conducting a RallyCross at the Tioga County Fairgrounds, the site of the Super Special Stage. The meeting was adjourned at 9:05 p.m. on a motion by Jim Craven, seconded by Lynn Randall. Respectfully submitted, Carl F. Dresie, Secretary Bench Racing • A 16-year-old Brazilian driver was allowed to run the National race in Formula C. This was done after he went to court and was declared, “emancipated.” The cost for doing so included a $1000 attorney fee paid for by WGI. • The Nano Station wireless system allows output from Timing and Scoring to be printed directly in the garage. In addition, a laptop running R-Monitor can also be used for Tech and other people needing current lap time data. This system worked even when the primary Trans-Am� timing and scoring system was experiencing difficulties. (The wording used in the discussion during the meeting was much more descriptive of the situation. – Another reason to attend the meetings.) • The scheduling problems at the National race point out that at WGI events the schedule, whether 8 a.m. to 4 p.m. or 8:30 a.m. to 4:30 p.m., needs to be defined along with any projected overtime. Fuel hours also need to be set. • It was noted that a sewing machine was seen in the fuel office. It is not known if minor repairs can be made and what the fee is for making any repairs to suits or clothing. • At Track Masters on Wednesday, Boris Said used Bob Henderson’s car while the Miata he was using 6
had a problem fixed and the seat replaced. Boris was showing Joey Logano the track so that it would not be completely unknown during the NASCAR weekend.

Items are presented by subject and not necessarily in chronological order. The June 30 board of directors meeting minutes were approved on a motion by Scott Moller, seconded by John Morris. Treasurer’s Report – Elizabeth Thiel A profit and loss by class statement covering the period from January 1 through July 28 was presented for review. All bills to-date have been paid. The storage locker rental fee of $40 per month for the second half of the year has been paid. The NYSRRC bill for the Nelson race has been paid. The credit card processing fee for the Westward Ho race of $35 has been entered. A bill for the bond covering the Regional Executive and Treasurer for the investments, checking and saving accounts along with the race registrar for entry income in the amount of $394 is due the end of September. The bill
for the credit card machine is expected next week. The deficit for the Westward Ho race currently stands at $1000. The insurance, sanctions, etc. fees for the national race has been paid. The $7000 from the TransAm® has been received. Refunds and the photographer, for the awards, have yet to be paid. Additional money covering miscellaneous costs has been received for the Solo National Tour. No additional transactions are expected for that event. The treasurer’s report was accepted on a motion by Jim Craven, seconded by Brad Johnson. Rally/RallyCross Report – Mike Toombs A RallyCross event is scheduled for the end of August. Solo Report – Mike Toombs An event may be held at Xerox. That event may be the seventh event in the series currently scheduled for September 13 at RIT. Details are still being worked out. The lot has not been used before. Turn out for the last event was 77. Race Report National Race – Mike Toombs and Elizabeth Thiel Car count for the national event was 246. The observer's report was distributed for comment. The party and lunch were well received by the guests. Elizabeth Thiel was named NESSCA worker of the weekend. Fun One – John Walsh Everything is going well. The sanction should be received within a week. Michael Fallon will be bringing a group (see a TOP END from last year) on Saturday.

Activities Report – Brad Johnson The fall picnic is scheduled for Sunday October 18. Venue may be either a lodge at Webster Park or the Scottsville Fire hall. Cost is projected to be $15 per adult.
at the Fun One. Michael Fallon will also be bringing a BoysToMen Mentoring Network group to the Fun One on Saturday. Both groups should be included in the Fun One program.
Old Business A conference call between national staff members and regional executives included a discussion on combining a driver’s school with a Performance Driving Experience (PDX). The proposal is to spread these two SCCA events over two weekends with open wheel and closed wheel on the separate weekends. Membership, membership retention and marketing of memberships were also discussed.
Nominating committee is all set. Marnie Soom will be calling a meeting.
New Business Mike Brunner asked for approval to use the region’s AMB decoder for a race at Lime Rock. A $50 donation will be made to the Fun One worker fund. This was approved on a motion by Jim Craven, seconded by John Morris. Mike Brunner also presented a revised procedure for the year-end awards. An RSVP will be required to receive an award whether at the awards banquet, at a meeting or requested to be delivered via U.S. mail. Mike will use that source for some of the awards. Gary Lippert asked for permission to use the region's logo on T-shirts for the Foster Parent Rewards & Recruitment Program. The T-shirts will be given to members of the group
The bylaws committee, under the leadership of John Walsh, plans on getting the changes ready for the fall elections. The major concern is the scheduling of the steps in the election and breaking a tie. John Walsh noted that Bob Burns’ health is improving and he is getting around with one cane. Rally Meeting Notes The fall RoadRallys and the Winter Rally Challenge Series were discussed at the August 11 rally meeting. The August RallyCross and the schedule for the remaining 2009 RallyCross season were reviewed. It was noted that “rain dates” for several of the fall RallyCross events were in conflict with other Finger Lakes Region scheduled events. These dates will need to be rescheduled if needed. Rick Barnes reviewed the status of the social rally to be run on October 11. This is expected to be a fall foliage tour, similar in concept to the spring rally. A training rally will be scheduled for November. The Log Cabin Restaurant will be the start and ending location, but a new route will be written. Rallymaster instructions and form list for the Challenge Series were distributed for review and updating. Copies are available from Tom Langdon. Suggested changes are needed in time to be available for the series rallymasters. 8
Plans are for the Winter Rally Challenge Series to consist of five events starting in early January and running every other weekend. The requirement to work one event to be eligible for a series championship was discussed. Further input is wanted. Honda Launches New Grassroots Motorsports Initiative ELKHART LAKE, Wis. (July 24, 2009) – Honda Performance Development, Inc. (HPD), the authorized Honda and Acura auto racing company in North America, today announced a new automotive initiative targeted at expanding its presence in the grassroots motorsports market. The broad-based initiative will include the development of products and services that support competition in the amateur and entry-level professional ranks, and will also include integrated marketing activities designed to raise the profile of Honda Racing and HPD. The new program will ultimately include an array of products and services for Honda and Acura customers who compete in amateur and professional racing. These products include both original equipment parts and racing-performance parts.
CRB is releasing the information now to give the membership as much opportunity to consider it as possible.
(August 11, 2009) Honda Fit Engine in Formula Ford Proposed Rules
The response to the August Fastrack “What Do You Think” request for comment on the proposal to add the Honda Fit engine to Formula Ford has been largely positive. The recommended rules changes below provide the specifications for that engine, as it would be used in FF, if member comment is sufficiently positive and the BoD approves them. There are some dimensions and part numbers that are listed as “to be supplied by HPD”. In some cases, HPD did not have time to provide them. In others, final values will not be determined until production parts are available. (The test engine installation was done with prototype parts.) The complete engine package with production parts will be dyno tested before the final intake restrictor size and ECU map are set. Because HPD will not begin production runs of castings and other components until after BoD approval, engine kits are not expected to be available to competitors until about 2/1/10. Thus, the tentative effective date of the rules changes is listed as 3/1/10. It is possible that this date will change after approval by the BoD.

Additional Racing Line membership benefits will be announced as they are developed. HPD’s new grassroots motorsports initiative also supports the fans of grassroots racing through an integrated marketing plan, focusing on fan identification with the Honda Racing brand through merchandise sales and additional services.

Incorrect car number or incorrect/ missing transponder numbers may lead to the results being attributed to another driver. A mistake here may lead to you not receiving credit for the race. Again, changes or corrections to an official result can only be made by a S.O.M.
Timing & Scoring also need the assigned car number to be on the racecar and legible, the class entered (try reading it from the top of the grandstand), the color and the transponder number.

National Tour Solo hosted by the Finger Lakes Region June 12-14 was the first Solo National Tour at Seneca Army Depot. We ended up with over 230 drivers, which is more people than we have ever had at Seneca at once, as far as I can guess. Excitement happened before the event even started, in the form of a torrential rainstorm that started around 3 p.m. on Thursday and didn’t let up until noon on Friday. Since we had to start setup around 7:30 a.m. on Friday… that made things interesting. At least we all got to test the efficiency of our rain gear. Friday morning started with a small Evolution Performance Driving School led by Ron Bistrais and Corey Ridgick. The practice course was used for instruction and timed runs. Special thanks to Chris Morton who fixed the timing box (in the rain) just in time for the school. More competitors arrived on site through the late morning as the rain cleared up. While the setup crew was putting the main course together, the practice course was getting heavy use, seeing around 400 runs in the time that it was open. Tech was up and running throughout the day, the course opened for walking mid-afternoon, and during registration we were treated to a delicious dinner of party subs from the Downtown Deli in Seneca Falls.

Competition went relatively smoothly on Saturday. Sprinkling rain started sometime during the third heat, but went away. It came back with a vengeance during the fourth heat, leaving many drivers without a dry run on the Saturday course. As it always seems to happen, the rain stopped just in time to clean up for the day, as the setup crew changed the course for Sunday's competition. Again, Sunday went well with the exception of the sound meter giving up -- apparently

it didn't like the rain either. Trophy winners from the Finger Lakes Region included: Edwin Jeffries, 1st in CSP; Jake Massey, 2nd in CSP; Scott Prior, 4th in CSP; Jim Hoelscher, 1st in CP; Brad Fish, 1st in BM; Paul Shaver, 2nd in EM; Julie Shaver, 3rd in EM; Brian Ciarlei, 1st in FM; and Jake Bucknam, 1st in FJA. It couldn't have happened without the support of so many people who worked hard to pull it together, both at the event and behind the scenes. They included course designer: Cory Kuhns; setup crew: Ed Jeffries, Rich Hutchinson, Jim Garry, and Chris Morton; Chief Steward: Bill Goodale (with Jake Massey in training); Operating Steward: Tina Reeves (with Brian Ciarlei in training); Chief of Safety: Mike Toombs; Chief of Tech: James Hoelscher; tech workers: Craig Mapstone, Mike Potocki, Chang Ho Kim, and Ken Hurd; Chief of Impound: Scott Newton; Safety Steward (practice course): Jeff Guerdat; Chief of Course: Mark Pedley; Chief of Grid: Dale Kunze; Chief of Registration: Dana Kuhns; Chief of Waiver: Bret Wallace; Gate workers: Brad Johnson, Matthew Colburn, Neil Schelly, Justin Lau, Christian Nissen, Jeff Weaver, and Mike Smith; Youth Steward: Chris Bucknam; Chief of Practice Course: George Modlin; Chief of Hospitality: David Avery; and site cleanup: Jim Perrin and Michelle Quinn. Nick Babin and Paul Quinn filled in helping out with miscellaneous jobs throughout the weekend. Joe Gonzales and Todd Miller also helped with the practice course. After months of planning, when the event itself finally comes along, my job is just making sure everyone else does THEIR job — and you all made my job pretty easy!
