I have every confidence that the officers and board members will do a good job and I will be happy to work with them. If you are someone who only does one thing, take a chance and attend a Solo event, or stop by the racetrack or run a rally—I’m sure you won’t regret it. So, until next month… Mike

You have got to come to the September meeting! There is going to be a special extraordinary person running the meeting. I am going to be in Lincoln, Nebraska to attend the Solo Nationals and the Assistant Regional Executive John Walsh is going to be running the meeting. So you have to be there on the 7th of September so that you don’t miss out on the excitement. The Fun One is in full swing. Registration opened three days ago and we already have over 60 entries. Unfortunately, WGI has made it impossible to have the Saturday night party on the track. Elizabeth Thiel secured Klute Park in downtown Watkins Glen and we are going to continue our Pig Roast there. We are looking into getting some transportation to take people from the track to the party and back. I would hate to count the number of hours that have been spent organizing the race. Elizabeth and John Walsh have done a great job on the getting the race going and in putting together a great group of people to put on the 46th annual event – don’t miss it. Speaking of racing, the board of directors has been discussing what we should do with Westward Ho! As I mentioned last month we have never made any money on that race and this year we lost the most we have ever lost. We have probably hurt other regions putting on races at Nelson Ledges as well. Should we continue to put on the race in June, should we move it to another time of year or should we discontinue running it entirely? We were thinking that we could move it to October to make up for the two races that were cancelled this year, the Great Harvest and the Pumpkin, but we would only do that if neither of those races were scheduled for next year. If either race is run or even if neither is, I think we may be leaning toward canceling Westward Ho. We have put on at least 10 great events at Nelson Ledges and we would like to continue, but we might have to say enough. The nominating committee has put together a slate of candidates. I would like to thank John Morris, Gene Dinkel and Dave Avery for their help finding people to run for office. It takes a group of dedicated people to run the region, and I know that they tried to get someone from each area of interest to run for office, unfortunately it didn’t happen. I would like 4

The July 6, 2010, General Membership Meeting minutes as printed in the August 2010 issue of Top End, were approved on a motion by Barb Lissow, seconded by Dave Avery. Activities – Barb Lissow Nothing new to report. A site for the year-end banquet is undetermined at this time. Barbara continues to examine possible locations. Membership Report Twenty-six members were present for the Solo and General Membership meetings. Membership was down seven from last month to 465. Mini-Con – Elizabeth Thiel Plans are coming along. Sponsorship for the breaks is in the works; several have already been defined A proposal has been given to Federal Express for sponsorship of a break. The region will be using their services, through a contract with the national SCCA office, to provide printing of promotional materials. They would be given recognition for the printing provided and a table would be provided for additional promotional material.

The other option is to not run Westward Ho next year. Westward Ho has not had a positive cash flow in the ten years we have been running the event. Also, we may be diluting the entries in the other spring events held at Nelson Ledges.

Solo Report – Brian Buchman The Finger Lakes Region hosted the Tire Rack® SCCA Solo National Tour the weekend of July 9 through 11. The number of entries was nearly 250. Thanks to Marnie Soom and her horde of volunteers who made this event a success. Results were printed in the August issue of Top End.

Glen Region Double National Class winners and Finger Lakes Region member’s results were printed in the August issue of Top End. Several issues with the running of this double national race were discussed, as the Finger Lakes Region will be running a double national at Watkins Glen next year.

Fun One ’10 – John Walsh/Elizabeth Thiel The hospitality party will be held offsite at Klute Park. The possible use of shuttle buses to provide transportation for those who chose not to drive into Watkins Glen is being investigated. Holding the party at the park will allow us to hold our traditional pig roast. The current food vendor contract for WGI does not allow for other suppliers to come onto the site. Special event insurance will cover all but the hostess. A tent with table and chairs will be provided. Attendance was discussed.

John Walsh will be conducting the September meeting. Mike Toombs will be at the Solo National Championships.

Event number four of the NY Shortline RallyRoad series has been rescheduled to September 11. (This event has been postponed and will be run next year. Ed.)

The fourth event in the Finger Lakes Region Solo series was held at Seneca Army Depot (SeAD) on July 25. Inclement weather kept the attendance down to 76. The fifth and sixth events in the region’s Solo series are scheduled for August 15 and 22, both at SeAD. Treasurer’s Report – Elizabeth Thiel Elizabeth reported on the amount in the checking account. Financial details are available from Elizabeth. All bills presented to date have been paid. A check has been received for the use of the STPR® trademark. Deposits have been received from Solo. Money for an overpayment to Nelson Ledges and a rental at SeAD have yet to be received. The meeting was adjourned at 8:55 p.m. on a motion by Dave Avery, seconded by Brian Barlow. Finger Lakes Region members assisted the Glen Region at their recent 5


July Sprints by serving as Chief Steward, Chief of Flagging and Chief of Sound Control in addition to a number of other subordinate positions. This may be the first time that the Chief Steward for a Glen regional race was not a Glen Region member. The sound station status was clarified as not being in a hot zone, thus allowing the youngest member of the crew to be on that station. The problem with the sound equipment experienced at Westward Ho did not occur at the July Sprints. Although at least one member likes the option of having the year-end party at the Holiday Inn on Brooks Avenue, another vetoed walking to the party. The July Board of Directors Meeting Minutes may not be complete and accurate due to poor penmanship, failing light and recorder failure. Not all discussions held during the meeting are reported due to various reasons.

Old Business We still need nominating committee members representing Rally and Solo interests. Race Report Westward Ho The status of the June 26-27 Westward Ho event was discussed. Several other events scheduled for later in the year at the Nelson Ledges track have been cancelled. Entries at many of the events are down with the economy and the number of events being probable factors in the decline. Options for Westward Ho in 2011 include moving to another date or discontinuation of the event. Date changes under consideration include October. Any dates should be coordinated with the Great Lakes Division. There is a need to rationalize the race schedule within the Northeast Division and to coordinate with the adjacent divisions. Westward Ho results were published in the August issue of Top End and on the website.

Glen National The three-day double national race at Watkins Glen was the only double national weekend in NeDiv during 2010. Watkins Glen again will have one of the two double national races in 2011. The Finger Lakes Region will host that event. This year’s event, conducted by the Glen Region, featured qualifying for both Saturday and Sunday’s races on Friday as well as in the morning of the races. Sunday’s afternoon races were shortened due to the need to repair guardrail. A summary of the results are printed in the August issue of Top End. Fun One – John Walsh and Elizabeth Thiel The Supplemental Regulations are complete and have been submitted for approval. The contract with the new food and concession stand operator does not allow us to bring in our own food. As a result a pig roast will need to be held offsite. Negotiations are underway with two possible locations. Transportation would be provided for those who choose not to drive.

Timing & Scoring – Carl Dresie The laptop computer used for timing suffered a hard drive crash. This was repaired at a cost of $202.50. Rally Report The Shortline Series RoadRally originally scheduled for July 17 has been rescheduled to September 11. (This event has been postponed and will be run next year. Ed.) Solo Report The results for the National Solo Tour run July 9- 11 were printed in the August issue of Top End. “Cards” were given to the participants to show the impact those events at the Seneca Army Depot site have on the local economy. These cards were given to the various merchants when making purchases. Mike Toombs will write a letter to the editor of the Finger Lakes Times pointing out the impact that Solo has on the region. These actions are taken as a rebuttal on the decision to stop renting the airstrip to all but the State Police. There was no information available on the July 25 Solo event at SeAD. Top End Report – Carl Dresie The mailing service used to send out Top End has changed. Our previous mailer, Ace Mailing Services, ceased business in July. Accelerated Mailing Services was suggested by Paul Kieffer at City Blue. Other options will be investigated. The change in mailing service and the delay in providing the service with a mailing list resulted in the August issue not reaching the post office until after July 20.

FLR News Pig roast at WGI

Fun One Headquarters – August 19, 2010 Colby’s Pig Roast Catering will be providing the food for the famous Fun One Pig Roast at Fun One ’10. Elizabeth Thiel reports that after intense negotiating, the management at Watkins Glen International has agreed to allow the after-race party on Saturday evening to be served by an outside caterer. Colby’s pig roast has been a feature of the Finger Lakes Region’s Fun One regional race weekend for a number of years. All race workers are welcome to attend, socialize with fellow workers and meet drivers and crew.

The annual meeting of the members shall be held at the regular meeting in October of each year for election of directors and officers, reports of officers and committees and such other business as lawfully may come before the meeting. Section 5. Quorum. A quorum shall consist of those members present at regular, special or annual meetings. Section 6. All action, except amendment of these by-laws, and the election of officers and

directors, shall be by majority vote of those members present and voting. ARTICLE IV - CLUB ADMINISTRATION Section 2. Officers. The elected officers of The Club shall be the Regional Executive who will function as President; the Assistant Regional Executive who will function as Vice President, Secretary, Treasurer and Activities Director. They shall serve for one year beginning January 1st or until their successors are elected and qualified. Section 3. Directors. In addition, there shall be four elected directors. Each director shall serve for two years or until a successor shall be elected and qualified. Two directors shall be elected each year to succeed the two directors whose term of office is expiring. Directors shall be restricted to two consecutive terms in office. The fifth director shall be the outgoing Regional Executive to serve for a term of one year. When the regional executive is re-elected, this position shall be vacant. Section 4. Election. The officers and directors shall be those nominees duly elected by majority vote of the members present in person or by proxy at the annual meeting. Voting shall be by secret ballot. Section 5. Vacancies. In the event of vacancy among the Officers or Directors, the Board of Directors shall appoint an acting officer or director to serve for the remaining service period of the vacated position. The appointee shall have the full authority of his position and, in the case of an acting director, the period of appointment shall not be regarded as a term in office for re-election purposes. Section 6. Qualifications. Officers and directors shall have been a member of The Club and SCCA, Inc. continuously for at least two years prior to taking office. For purposes of this section, membership shall be deemed to have begun as of the date the member's application is received by The Club's membership chairman. Section 7. Duties of Officers and Directors. • The Regional Executive shall preside at all meetings of The Club and Board

of Directors. He shall perform the duties usually pertaining to the office of President. The Assistant Regional Executive shall perform the duties of the Regional Executive in the absence of the Regional Executive. He shall assist the other officers as may be required. He shall be responsible for a monthly program at the General Membership Meeting. The Secretary shall attend all meetings of the members and Board of Directors and shall record all minutes and votes in a book kept for the purpose. He shall keep an up-to-date roll of all Club members. He shall give all notices of meetings of the members required by law or by the Board of Directors. The Treasurer shall, subject to such conditions and restriction as may be made by the Board of Directors, have custody of all moneys, debts, obligations belonging to The Club. He shall receive all moneys of The Club and deposit same in The Club account. He shall make all payments of Club debts. All contracts, checks, drafts, notes or other orders for payment of money shall be signed in the name of The Club either by the President or by the Treasurer. The Treasurer shall give a report on the financial status of The Club at the annual meeting, and if so requested, at any other meeting of the Board of Directors. No obligations, debt or other liability shall be incurred by the Treasurer without the specific prior approval of the majority of the Board of Directors. The Activities Director shall plan and carry out a balanced program of activities for the year; shall oversee each event, The Club's championship point system and the purchase of trophies. The Directors shall advise and assist the officers in the general administration of The Club.

Section 9. Quorum. Quorum of the Board of Directors shall be a majority of the then existing members of the Board of Directors. ARTICLE V - COMMITTEES Section 1. Nominating Committee. Prior to the first of July of each year the Board of Directors shall appoint a Nominating Committee of five members, none of whom shall be on the Board of Directors of The Club, with the exception of the two Directors whose terms of office expire at the end of the year. The names of the members of the nominating committee shall be announced at the next regular business meeting of The Club following the first of July. The Committee shall submit in writing to the Secretary at least 40 days before the annual meeting the names of candidates for election as officers and directors at the annual meeting. The names of these candidates shall be mailed to each member of The Club through the September issue of The Club's official publication. Other Nominations. Additional nominations for officers and directors may be made in writing to the Secretary by petition of not less that five members of The Club submitted at least 30 days prior to the annual meeting. The names of candidates so nominated and the names of candidates selected by the nominating committee shall be placed on a ballot and mailed to each member with the notice of annual meeting. The ballot may be voted either by mail addressed to the Secretary of presented to the Secretary in person at the annual meeting.

SCCA Runoffs to be Live Online in 2010 TOPEKA, Kan. (Aug. 6, 2010) – Sports Car Club of America, Inc. announced today that the 2010 SCCA National Championship Runoffs Presented by Subway will again have all 24 races broadcast live world wide, on the Internet through SpeedcastTV.com. For the second-straight year, anyone with an Internet connection will be able to catch the drama as the best amateur road racers in North America fight for the coveted National Championship in a one race, winner-take-all event that has often been referred to as the “Olympics” of motorsports. After four days of qualifying, some 650 drivers are expected to fight for Championships in

28 different classes at Road America, Sept. 24-26. “The feedback from the 2009 event coverage was tremendous and we committed to continue the relationship with Speedcast before the year was out,” SCCA VP of Marketing & Communications Eric Prill said. “As a collective group, we’re taking our experience and putting it toward improving the overall product and its delivery.” The biggest change will be the expansion to two announce crews. Sports car racing fans will recognize the familiar voices of veteran Runoffs announcers Greg Creamer, Dorsey Schroeder, Jim Tretow and John Bisignano throughout the broadcast. Current Runoffs racer Bart Wolf joins as the fifth member of the broadcast team and will work the booth as an analyst alongside Creamer. “We’re thrilled to have such experienced, knowledgeable and entertaining personalities to call the Runoffs action,” Prill said. “Last year, we put a lot of pressure on one announce team to do all 24 races. They rose to that challenge, but with two teams, and the experience these gentlemen bring to the program, we know the 2010 broadcast will be a memorable one.” From a technical standpoint, the broadcasts will move to the Adobe® Flash® format, making it easier than ever for fans to view the action, be it on a PC or Macintosh operating system. Runoffs Registration Opened Tuesday, July 20 TOPEKA, Kan. (July 19, 2010) – Registration for the 2010 SCCA National Championship Runoffs opens is now open. Runoffs drivers can register either on-line at www.scca.com/runoffs or via a paper form available for download at the same address or by contacting the Club Racing office at (800) 770-2055. Drivers that participated in the 2009 event and enter in the same class for 2010 will have their 2009 car number held exclusively for their use until July 30. After that, any number (except the defending Champion’s No. 1) will be open for registration by anyone. Combined group number conflicts will go to the driver registering first. Full details and registration rules are available in the Runoffs Supplemental Regulations at www.scca.com/runoffs. Upon registering for the event, drivers will receive a registration key that can be used to reserve a paddock space through www.roadamerica.com. While additional fees apply for reserved parking, all competitors are encouraged to consider this to ensure a good spot. SCCA competitors, crew, administrators and other members from throughout the Northeast gather to plan out events for 2011, train new stewards, present divisional awards, and for some social time outside of the stress of a competition weekend. Regional Executive Michael Toombs said the region members were proud to once again host this event. "We hope that everyone will have a good time visiting the Finger Lakes area and our many attractions, from our wineries to the New York Wine & Culinary Center in Canandaigua and everything in between," said Toombs. "Then on Saturday, we will get together to work, learn and plan the upcoming year. So if you want to be involved and see a beautiful area of the country, stop by the weekend of November 12-14." The convention serves multiple purposes covering all the interest areas of the SCCA including racing, rallying and autocrossing. Members are invited to inquire or speak out about issues and concerns during open forum sessions. This year's Mini-Con chairperson, Elizabeth Thiel, understands the importance of the social aspects of the weekend, which allows members to have some time away from business and to informally network with fellow motorsports enthusiasts. "Come join us Friday evening for our wine tasting followed by a welcome reception," said Thiel. "This is the time to reunite with longtime friends and meet new faces." One of this year's highlights is the Neohio Competition Clinic. According to Thiel, this widely-acclaimed program includes information to assist with vehicle dynamics, suspension setup, data acquisition and more, taught by Dave Weitzenhof, Bob Doemberg, and data guru Dave Scaler. RallyCross The August 7 RallyCross event seemed to go well with 21 competitors recording times. Results are published in the September issue of Top End. Due to the increased interest in the RallyCross events a training program similar to that used in Solo will be instituted. Details are still being defined by the RallyCross competitors.

Rally Meeting Notes August 10, 2010 96 Church Street, Victor, NY

Seven RoadRally and RallyCross enthusiasts were present. The following discussions are grouped by subject. Spring, Summer and Fall Rallies Event #4 of the New York Shortline RallyRoad Series, scheduled for September 11 has been cancelled. The course has been written, but starting and ending locations could not be found. The plan is to run it next year when locations can be found. The October 17 event is still on the schedule. A flyer will be available for printing in the October issue of Top End and on the website.

Our RallyCross events are also reported on www.buffaloscooby.com. Winter Rally Series Current Winter Rally Series regulations state that two forward facing lights can be in use in addition to the headlights for a total of four. The two additional lights include fog lights or added driving lights. A request is being made to increase the number of additional lights to four. Vehicle codes need to be reviewed regarding the number of forward facing lights. Nothing was found in the SCCA regulations regarding the number of lights. A training rally is being planned for December. Dates and format have yet to be set. We are still at two and a half winter series rallymasters. Offers to help and possible repeat rallymasters were reviewed.

Past series sponsorship and promotion were reviewed. Performance Rally Side-by-side dirt racing action, big jumps and some of the best off-road drivers in the world will come to America in 2011 for an exciting new national championship series: RallyCar Rallycross. In conjunction with the new series, Rally America is also rebranding to RallyCar. The new identity for the organization reflects its increased scope as the premier sanctioning body for rally car racing events in the United States. In addition to the introduction of the Rallycross events, the organization will continue to sanction its traditional stage rally series in 2011 where the Rally America name will continue. Promotion for the Rallycross series will be undertaken by the youth motorsports specialists at Gale + Co. The press release can be found at http://rally-america.com/ news/latest/732/. Roy Hopkins and Adrienne Hughes will run the Targa Newfoundland in September 2010 in the “Blue Smurf”, a ’74 Dodge Dart. They will be running for the “Kids Eat Smart Foundation Newfoundland and Labrador” charity. That changed when speed factors were introduced into the scoring. The Challenge series started between COCR and SCCA. At that time COCR was a major player in the Rochester rally scene. Separate results were created for members and guests. How many and which dogs eat chocolate cookies? Water mains are being replaced in Victor. This may require a change in route to the next rally meeting.
