REPort Mike Toombs Regional Executive
Wow, I just realized that the year is more than half over. The Fun One is right around the corner. The Runoffs® and the Solo Nationals are coming up fast, what a year! Work on the Fun One is in full swing. The entries are coming in and it looks like everything is in fine working order. This year has been good to the Finger Lakes Region and our racing program. For the first time ever we were able to finish Westward Ho! with a surplus. We have come close before, but after a dozen years we have finally been able to do it. Thanks goes to Lew Giesy and everyone else who helped put that event together. We also had a surplus for the BFGoodrich Tires Finger Lakes SCCA Super Tour. There were a few expenses that we hadn’t planned on, but after reimbursement from national for the Saturday evening party we ended up in the positive column. We received several kudos from competitors for the event as well as several people complaining about things, nothing changes there. I know that everyone who volunteers to work at our events does their best to make it the best run event it can be, 4
sometimes there are events that are out of our control and things happen. But hopefully we learn something to make the next event a little better. The Solo program ran their last event at RIT last month. If anyone has any ideas where we can find more sites for the program to use, the help would be greatly appreciated, so please talk to Tom Weaver. For the first time in a real long time there are no Finger Lakes drivers making the trek to Lincoln, Nebraska for the Solo Nationals. I was planning on going at the start of the year, but lack of vacation and other things got in the way, so I’m not going. Maybe next year… Next month will be the annual meeting. As well as seeing where the region is at, we will also have the election of officers. Please check out the slate of candidates elsewhere in Top End. It seems that every year it is tough to get people to help run the region. It is great that the nominating committee was able to find people who are interested in making sure the region continues to be a success. Mary Hartman has made a concerted effort to do some social things with the region. It is always interesting to see people somewhere other than the race track, parking lot or rally. This is always a good opportunity for people to get to know people that they may not see regularly. Hopefully a lot of people made it to the “Old Timers Picnic” (I’m writing this before the picnic, but you are reading it after the picnic), this has been a success in the past and I’m sure it was again and don’t forget about the river cruise in October. As you may have noticed there have been some changes to Top End. FedEx informed us that the USPS has changed requirements for mailing newsletters. This has forced us to change our format as well. Carl is working with a different vendor to see about pricing to get the publication printed and sent out. If you are someone who would be happy to read it online, please let Carl know and

Meeting Minutes Finger Lakes Region, SCCA General Membership Meeting Minutes August 6, 2013 Location: Murph’s Irondequoit Pub 705 Titus Ave Rochester NY 14617 Mike Toombs called the meeting to order at 8:06 p.m. Membership • We have 457, with a monthly gain of 5. This is the most since April 2011, and is being attributed to Solo. • There were 31 members and guests attending the Solo and general membership meetings Treasurer’s Report • We have money and all our bills are paid. • The SCCA reimbursed us for hospitality at the BFGoodrich Tires Finger Lakes SCCA Super Tour.

• One driver bounced a check at the last event. • Westward Ho! made money for the first time in 12 years. • The BFGoodrich Tires Finger Lakes SCCA Super Tour brought in a lot of money. Solo • The 6th event of the year is at RIT on August 11 • Last RIT event is August 18 Rally • Considering a social event in addition to the Bully Hill Tour. • Want to involve WNY in future events RallyCross • Membership and attendance are growing • Potential event in the Waste Management gravel pit Race • BFGoodrich Tires Finger Lakes SCCA Super Tour went smoothly with 256 drivers Saturday and 252 drivers on Sunday. Meeting Minutes Finger Lakes Region, SCCA Board of Directors Meeting Minutes July 30, 2013 Location: Murph’s Irondequoit Pub 705 Titus Ave Rochester NY 14617 Mike Toombs called the meeting to order at 7:45 p.m. Officers and directors present: Mike Toombs, Regional Executive; Dave Ciufo, Assistant Regional Executive; Elizabeth Thiel, Treasurer; Chris DeMinco, Fran McAllister and Charlie Tanck, Directors. Others present: Carl Dresie, Top End Editor; John Walsh, Area 10 Director June minutes approved on a motion by Chris DeMinco, seconded by Charlie Tanck. Treasurer’s Report • Elizabeth passed around copies of the profit and loss statements for the year through July 29. • Checks not included are membership ($103), Top End ($753), bond insurance ($433) and the storage unit ($40). • Received credit ($50) from SCCA National for GCR’s ordered and not received. • Bill sent to SCCA National for majors race Saturday hospitality ($15,000+). • E xcept for SCCA National and a few minor issues all majors financial activity is complete. • Westward Ho! financial activity is complete. • Fun One track rental deposit has been paid. • Accounting procedures being adjusted to reflect activity from year to year. • Financial report approved on a motion by Dave, seconded by Chris.

Solo • Novice school was sold out. • July 21 event at RIT had 65 entries. Rally • Rick Barnes is planning on a fall rally to be scheduled. • Lynn Randall has a social rally scheduled for Oct. 19. Race • Two GCR’s received, one to Mike Toombs and one to Gary Lippert. • Waiver and check-in changes were initiated in the majors race. • Feedback on the majors race was positive. • A $25 per entrant assessment was made at the majors race to SCCA National overhead. • Fun One supplemental regulations have been approved by the Area 10 Deputy Exec Steward. Application for sanction has been sent to Topeka. • People were happy with the party, snacks etc., at the July Sprints. Consider that style of party for future events. Activities • Ben Gilmore is the program for the August general membership meeting. He will show videos of his drive around Nurburgring. • “ Old Timer’s” Picnic August 24, Henrietta Moose Family Center. • Fall Foliage Cruise on the Genesee, Oct. 12. • Imagine RIT, May 3, ’14 plan on running a Solo course for electric cars. They would like our help. Old Business • N ominating committee has been named. Nominees for the Oct. election need to be into Top End by Aug. 15. Option is to move the elections to Nov. New Business • Top End printing issues were discussed. Local printers are being investigated. Any change in vendor is approved. 5
Miscellaneous • Scanning the region’s history into a digital form and loading it onto the website was discussed. • J ohn reviewed the majors race conferences and possible changes. This includes the Super Tour designation. There will be divisional championship series’. Other changes are in the works. • Pro races are looking to be part of club racing weekends. I have been a member of the Finger Lakes region since 1998. I started out as a track rat jacking up my father’s race cars as a kid. I first got into Solo with go-karts in 2005. At that time along with many other Finger Lakes members we were able to establish the first generation of competitive Solo karts. When I turned 16 I started to run Solo in H Stock and briefly ran Street Mod 2. In 2001 I started crewing for my father running a 240 Z in SCCA Road Racing and in 2012 I borrowed his car and was granted my club racing license. I’m currently running my rookie season in Spec Miata - thanks Dad! I also occasionally RallyCross, and have been known to roll a car or two.... For my age I have quite a broad experience with SCCA and have enjoyed and participated in many aspects of the Club. If elected to the Board I feel my age can provide a different prospective to our Region and I›d like to continue to make our local club such a great experience. It would be a pleasure

ARTICLE IV CLUB ADMINISTRATION Section 1. Administration. The administration of The Club shall be by the Board of Directors. The Board of Directors shall consist of the Officers and Directors whose election, qualification, duties and term of office are set forth below. Section 2. Officers. The elected officers of The Club shall be the Regional Executive who will function as President; the Assistant Regional Executive who will function as Vice President, Secretary, Treasurer and Activities Director. They shall serve for one year beginning January 1st or until their successors are elected and qualified. Section 3. Directors. In addition, there shall be four elected directors. Each director shall serve for two years or until a successor shall be elected and qualified. Two directors shall be elected each year to succeed the two directors whose term of office is expiring. Directors shall be restricted to two consecutive terms in office. The fifth director shall be the outgoing Regional Executive to serve for a term of one year. When the regional executive is re elected, this position shall be vacant. Section 4. Election. The officers and directors shall be those nominees duly elected by majority vote of the members present in person or by proxy at the annual meeting. Voting shall be by secret ballot. In the event of a tie between candidates for the same office the tie shall be broken by a majority vote of the incumbent Board of Directors. The voting shall be secret. If one of the candidates in the tie is an incumbent, that person shall not be eligible to vote in the tie breaking procedure. Section 5. Vacancies. In the event of vacancy among the Officers or Direc¬tors, the Board of Directors shall appoint an acting officer or director to serve for the remaining service period of the vacated position. The appointee shall have the full authority of his position and, in the case of an acting director, the period of appointment shall not be regarded as a term in office for re election purposes. Section 6. Qualifications. Officers and directors shall have been a member of The Club and SCCA, Inc. continuously for at least two years prior to taking office. For purposes of this section, membership shall be deemed to have begun as of the date the member’s application is re-ceived by The Club’s membership chairman.

ARTICLE V COMMITTEES Section 1. Nominating Committee. Prior to the first of July of each year the Board of Directors shall appoint a Nominating Committee of five members, none of whom shall be on the Board of Directors of The Club, with the exception of the two Directors whose terms of office expire at the end of the year. The names of the members of the nominating committee shall be announced at the next regular business meeting of The Club following the first of July. The Committee shall submit in writing to the Secretary at least 40 days before the annual meeting the names of candidates for election as officers and directors at the annual meeting. The names of these candidates shall be mailed to each member of The Club through the September issue of The Club’s official publication, and be posted prominently on the Region’s web site. Other Nominations. Additional nominations for officers and directors may be made in writing to the Secretary by petition of not less that five members of The Club submitted at least 20 days prior to the annual meeting. The names of these petition candidates will be posted on the Region’s web site within 7 days of receipt by the Secretary, and included in the September issue of the Club’s official publication, if received before the publication deadline for that issue. The names of candidates so nominated and the names of candidates selected by the nominating committee shall be placed on a ballot and mailed to each member with the notice of annual meeting. The ballot may be voted either by mail addressed to the Secretary of presented to the Secretary in person at the annual meeting.

The boat accommodates 128 people and they already have 30 reservations, which are made on a first come first served basis. No reservations without deposit. Contact Mary as soon as possible. Berthed at Port of Rochester, the Harbor Town Belle was designed and built on the banks of the Genesee River. The Harbor Town Belle harkens back to simpler times when her sister riverboats plied the greatest American waterway, the Mississippi over a century ago. The Belle offers Heated and Air Conditioned decks.

Rally Meeting Notes
August 13, 2013 96 Church Street, Victor, NY These notes are grouped by subject and are not in chronological order. The following nine RoadRally and RallyCross enthusiasts were present; interim Rally Chair Tom Langdon, Rick Barnes, Carl Dresie, Ben Gilmore, Jerry Kerwin, Bill Laitenberger, Debbi Segall, Alan Smith and Tony Zanni. General Rally The October rally meeting date has been changed from Oct. 8 to Oct. 15. Recent communications from the national RoadRally Board centered on ways of increasing participation. The five dollar non-member fee has been rescinded. Social rallies are no longer limited to time or distance. Social rallies cannot be part of a competitive series. The sanction fee is a flat $20. The Finger Lakes Region has been providing worker support via cash or meal. Not all workers take advantage of this perk. Events need to be promoted at the local colleges in addition to Facebook and other social media. Summer and Fall Rallies Rick will write a social rally to be run on Oct. 5. Lynn Randall has a social rally to Bully Hill scheduled for Oct. 19. 2014 Winter Rally Series The winter series at it currently stands was reviewed. Dates are: Jan. 4, Jan. 18, Feb. 1, Feb. 22 and March 8. 12
Alan Smith will be rallymaster for the first event and Gary Thomas will do the second. Gary’s starting point tentatively is in Watkins Glen. Rick Barnes is taking the March 8 rally. Rallymasters need to be named for the two February events. Get any changes desired to the general instructions to Tom. RallyCross Field work at Perry’s Park was done on July 14th, by Rob Suzs and Tony Zanni. Condition of the field is much better; a few ruts remain but will be good and fast for the Aug. 3 RallyCross. More improvements are on the way. RallyCrossers please find Rob on Facebook and thank him for the work. Any donations for field repair, i.e., clean fill, tractor time or other volunteer efforts welcome. Bruce is ordering some fill for his barn and he will let us use what is left for field repair. The RallyCross budget will be used for purchase of some of this fill. The track maintenance budget item will be doubled for 2014. Twenty two entries recorded times at the Aug. 3 event. Dust was near the upper limit, future events at Perry’s Park may be cancelled if more dust is created. Unregistered cars can no longer be kept at Perry’s Park.

RallyCross safety stewards are needed. The next RallyCross event is scheduled for Aug. 31 at Perry’s Park. STPR® Will there be a Wellsboro Winter Rally and what is the date? Miscellaneous Discussions Tubular meat products, chips and beverages were enjoyed by all. The direction of new software, early computers, jumping and burning trucks, passwords, program names and car problem solutions were subjects of the miscellaneous discussions. Wiener dogs as navigators require special equipment. Tony will be running Black River Stages with Rich Smith on Sept. 21 and 22. We need to have a presence at Imagine RIT. By request, several items discussed are not reported. (Simultaneous conversations make it difficult to capture all pertinent information.)

Catching sight of Tommy, the next door teenager who was always looking to make a little money, Jim decided to offer him the job for fifty bucks. Arrangements were made to have the job done while Jim was out playing.
