REPort Charlie Tanck Regional Executive
On July 28th I received an email that I hoped would not come but knew would. It was from Bruce Perry and was his resignation as Chief, Scrutineering for the region. I had talked with Bruce at the Majors’ race in July and had sensed that something was wrong before our talk. He was struggling with a decision that I am sure was very hard for him to make. He said that something had changed for him and even coming to Watkins Glen had lost its magic. For those of you not familiar with or involved in Club Racing, Bruce is a long time member of the region and has been chief scrutineer for what seems like forever. His whole family had supported his efforts. Many of us watched his kids grow up working the Tech table and pushing cars onto the scales. Unfortunately children grow up, go away to school, start careers and families and move onto other things. Hopefully as time goes on they will find their way back to the sport. Bruce did many things that he should be proud of and many racers took for granted. He teamed up with Dan Glueck of the Glen Region building a great system to ensure that both regions races were manned. He is an engineer by trade and always looked to

improve processes and quality and eliminate waste. He stopped using tech sheets seeing them as having limited value. When he saw things at other tracks he readily brought them back and instituted them here. He started what we refer to express tech which was simply having a tech person at registration to issue stickers to drivers that already had an annual inspection eliminating the dreaded long lines in the tech garage. I had often wondered if his coworkers at Delphi avoided him as that was where he and Dan had enlisted most of the tech help. It was hard to refuse a person that did everything he could to help you and get you onto the track. I told Bruce during my annual tech inspection that I wanted to get more involved with working on races and that I would like to get involved with tech. I was hesitant because he had assembled a very close knit knowledgeable group of people. I will never come close to knowing what they do. He patiently answered all my questions and when I wanted to learn more he always worked with me. I personally and our whole Club Racing community owe a lot to Bruce. After we talked in July I thought long and hard about what to do. Maybe I should have tried to convince him not to resign or enlisted help to convince him to stay in his position. I chose to quietly wait for Bruce to make his decision. I have too much respect for Bruce to do anything else. Bruce we are going to miss you. You are leaving some very big shoes to fill. TREASURER’S REPORT - Elizabeth Thiel • Money is coming in from Solo and the Fun One • All payments for the Fun One have been made • Solo billings have gone out to sponsors and event hosts • Taxes are done MEMBERSHIP - Mike Brunner • Up five to 460 ACTIVITIES - Mary Hartman • Canal boat ride on the Colonial Belle from 121:30 on October 12 • Race in the Woods Video will be at the October membership meeting SOLO - Shaun Hallam And Marcus Kroll • We are considering holding offseason events for fun • Shaun is going to update and use our email list to contact members regarding potential events • We reviewed the budget and the reality of our expenses. We can improve next year with different site choices, different shirt options, and hopefully less truck repairs. We also may raise rates for nonmembers and expand our sponsorship and event host programs. • The timing equipment was fixed under emergency conditions, but it needs to be replaced. It’s from the 1970s. • Pictures and video should be shared on the regions Facebook page.

WEBSITE • William Crowe has volunteered to assist as Webmaster. • Everyone enjoys the ease of use in navigating and editing the new page. • We're sharing photos and video on Facebook. TOP END • We've changed our printers and saved $100/month with the same quality. • Carl will promote the digital edition on the front of the print editions. • We will survey digital vs. paper during our elections. • We encourage people to write articles for Top End. RALLY • Winter schedule is set. • Still have fall rallies planned. • Report on August 30 RallyCross. , We had 18 attendees at this event. SOLO • August 10 event had 90 people and appeared to go smoothly (despite internal issues). • August 24event had 112 competitors. • Thinking of raising nonmember rate. • Timing equipment broke on the 24th, we need new equipment. RACE • 144 cars entered so far. • Only 11 historic cars and 19 vintage S2000 cars entered. • We're going to ask for money up front to reserve their special races. • The Glen is nickel and diming us on camping, bartenders, tables, etc . . . From the Membership editor’s bench News and Top End is a major portion of the administrative or overhead costs of the Information Finger Lakes Region. Recent total monthly costs have been running around $775 per month ($9,300 per year or just over $20 per member). Because only one copy is mailed to family members, the per issue cost of printing, mailing preparation and postage is closer to $24 per year per mailed address. At 16 pages per issue the cost breakdown is 60% printing, 20% mail preparation and 20% bulk mailing cost. The cost of Top End is being looked at by the region’s board of directors. A change in printer and mailer will reduce the cost by about 13%. Among the options are increasing membership dues or reducing the number of paper copies printed and mailed. The reduction in paper copies could be realized by providing electronic copies to members not wanting a paper copy. Electronic copy could be by e-mail to a members account and/or posting to the region’s website, www.flr-scca.com. “WATKINS GLEN WALK OF FAME” In 1957, The Finger Lakes Region had four or five racers with a SCCA competition license, one of those was Beulah M. Bailey and she was the very first “Lady Racer” from the region.
In those days there were specific races on the event calendar for the gals; I guess back then it would have been humiliating for a guy to be bettered by a woman driver. Some of the ladies racing in those days were; Denise McCluggage, Peg Wyllie, Suzy Dietrich, Margaret Milo, Laura Dasey, Joan Ellis, Renee Ripley, Joyce Botkins, Peg Gilder, Pinky Windridge, and Beulah Bailey; the cars ranged from Porsche 550’s, Corvettes, Elvas, and Lotus, to Alfa Romeo’s and MG’S. Beulah had a Jaguar XK 120 but when she decided she wanted to race, she partnered with Barry Budlong driving an Alfa Romeo, she was an aggressive and smooth driver and would frequently outperform the other ladies with the bigger more powerful cars; most of the ladies were driving cars that would be raced by a male driver in other races at the event. Beulah had a unique history that probably made a big difference
between her and the other Ladies. In 1941, she had taken flying lessons and earned her pilots license; then during World War II she answered the call that was made to female pilots to ferry war planes from one US air base to another, as most male pilots were assigned to combat activities; she flew, P40’s, P51’s etc. Beulah generally finished in the first five positions; then on June 26 1959 “IT HAPPENED”! The headlines in the Rochester Democrat and Chronicle said it all: “BROCKPORT DRIVER WINS LADIES RACE AT GLEN!” That race is why we are here today: We give thanks to, Bill Green, Jim Scaptura, Kevin and Rick Hughey and J.C. Argetsinger of the “WATKINS Glen HISTORICAL COMMITTEE”, for approving the induction of BEULAH BAILEY into “THE WATKINS GLEN WALK OF FAME”. Beulah passed away in 2006 at the age of 85; she will now live forever in the “Watkins Glen Walk of Fame”! FINGER LAKES FRIEND

SCCA Announces 2015 Majors Schedule, Moves to Five Conferences
TOPEKA, Kan. (Sept. 18, 2014) – The calendar for the 2015 SCCA U.S. Majors Tour was released today, with an announcement that the country will be divided into five Conferences for the 2015 season. The total number of events will remain the same in 2015 despite the Conference expansion, with select events counting for points in two Conferences. The schedule divides what was previously the Eastern Conference into the Northeast Conference and
the Southeast Conference, while the Mid-States, Northern and Western Conference remain intact. “We’ve vowed from the beginning to adjust the U.S. Majors Tour to fit the needs of the competitors,” Lisa Noble, SCCA President/CEO, said. “We’ve done that for 2015, making the travel distance for the highly populated East coast manageable yet keeping the number of events the same, supporting our initiative to cluster competition. “Even with the split, the Northeast and Southeast Conferences remain among the largest in competitor population size, and the schedule for the rest of the country is one we consider to be the best in the three years of the Majors Tour. Every effort has been made to accommodate the drivers in each Conference, and hit the tracks that racers have traditionally supported and pointed to as worthy of a Majors event.”

The Colonial Belle is the largest tour boat operating on the historic Erie Canal. Our vessel is U.S. Coast Guard certified to carry 149 passengers with a fully accessible enclosed lower deck and an upper open-air deck. The enclosed first deck offers comfortable seating, a full-service bar and two restrooms. The upper deck provides seating, scenic viewing and the experience of "ducking down" for low bridges.

Rally Meeting Notes
September 9, 2014 96 Church Street, Victor, NY These notes are grouped by subject and are not in chronological order. The following nine RoadRally and RallyCross enthusiasts were present; Rick Barnes, Carl Dresie, Ben Gilmore, Jerry Kerwin, Tom Langdon, Alan Smith and Tony Zanni. General Rally The Rally Party is tentatively scheduled for Dec. 13. The writing and running of regional road rallies has a number of different source materials: from the Regional RoadRally handbook available on the national website, to a timeline for running an event to material written by local rallyists. Information appropriate to new competitors and rallymasters needs to be collected and made available. The region members are prominent in the national rally standings, partly due to the number of events we run. RallyCross The July RallyCross event had 22 entries followed by 19 entries in the August event. (Results are printed in the October issue of Top End.) It was noted that 2WD cars won both events: Tony in his Honda in July and Ben in the black Neon in August. Ben suffered a fuel line leak in July as the result of a melted hose. Tony broke the transmission in the Honda at the August meet and had to switch to the “rental” car to finish his runs. Trophies are in the works for the current and previous seasons. (A smaller air compressor is needed.) Summer and Fall Social Rallies Lynn Randall, along with Mike Brunner, has written a rally for October 19. This is a fun, course following event, with scores based on the roll of the dice. A flyer will be included in the October issue of Top End. Rick has asked that the October 5 rally be moved to October 26. It could then feature some Halloween related actions. Making it a training rally for the Winter Series format was discussed to some length. The level

of instruction at different levels of involvement was covered. Mentoring should be arranged to help the newbies get into the swing of rallying. Winter Rally Series Five rallymasters have been named for the series. Assistance will be provided for those that are new to the rallymaster role. A sixth is needed if the tentative March 28 rally is run. Tony will work on a poster for the series. Examples of previous event series flyers, etc. will be sent to Tony for inspiration. Articles are needed for Top End to introduce the sport of rallying to current and potential region members. This could be serialized as needed. Facebook, the FLR website and other social media could also be used. Miscellaneous Discussions The meeting started with tubular meat products, potato chips and beverages and ended under the light of the harvest moon. The lack of light resulted in illegible note taking, hindered by the wrong settings on the audio recorder. (I’ll figure the thing out in several years!) Tony reviewed the running of recent Canadian performance rallies. Ben has region “business cards” that can be distributed at various events and locations. It was noted that several were printed upside down (and one notice of a blank side). There are only a few open days at the Nurburgring before it shuts down for the winter and it will open in March. Tony is the proud owner of a VW GTI performance rally prepped car. Plans are to run in several events and to possibly bring it out to a RallyCross for shakedown runs. An Introduction to the Winter Rally Series (Edited from an article by John Simonson)
SCCA Finger Lakes Region’s Winter Rally Series has been run for over thirty years and is a popular and well-run road rally series. These rallies are: • Run at “brisk” but legal speeds. • Run in the evening into the night, usually starting between 4:15 to 5:30pm. • Have the usual SCCA classes (Equipped, Limited, Stock, and Novice). • Have “rally speed groups” of A (45mph), B (40mph) and C (36mph). • All instructions include overall (total) mileage and the delta or incremental mileage from the previous instruction. • The philosophy of these rallies is “On time, all the time”. These rallies are NOT: • A race – these are time-speed-distance (TSD) events, where precision and smooth driving is rewarded. • A trap rally – the route instructions in the Winter Rally Series events are straight-forward, there are no intentional attempts to trick you or get you lost. Driving on secondary and seasonal roads at night in the winter is a sufficient challenge. • A ProRally – we rally at legal speeds (actually somewhat below posted or statutory speed limits) on open roads (that is, there is non-rally traffic, pedestrians, animals, etc. on the roads as well). There are no “speed stages” or “special stages”. So what is a rally then? It is an automotive competition, in which a driver (vehicle operator) and a navigator (route follower and time keeper) execute instructions to stay on a route (which is unknown to them prior to starting the event) and to stay precisely on time in doing so. In practice, our winter rallies follow a simple format. You meet at the designated start location (usually a restaurant) and fill out some registration paperwork, pay your entry fee, have your car tech inspected, get your route instructions, and get ready to start the event. At the designated time, you leave the starting point of the course, to run the odometer check. At the end of the odometer check, you leave at

the specified time to begin the first leg (timed section) of the rally. You’ll eventually reach a checkpoint, at which time you stop, one of you (usually the driver) takes care of some paperwork at the checkpoint, and then you start the next leg of the event. Usually you will have a rest stop midway through the event, so you can get gas, and take a brief break. After the break, you begin running the remaining legs. Finally, you reach the end of the rally’s timed legs, and transit (drive at normal speeds, untimed) to get to the end of the rally and collect your trophies and accolades.
Getting Ready – Part I
We’ll assume you already have an appropriate vehicle. Some of the roads may be a bit rough, and there is often snow and ice. Some people have suggested you should rally in a car you really don’t care about. I disagree with that. The car should be sound and sturdy, in good shape with good brakes, good, predictable handling and sufficient power. You want reasonable ground clearance, but not so high that the car is inclined to roll over. Many people rally in AWD cars such as a Subaru. But you can probably run the winter rallies with just about any front wheel drive or rear wheel drive car. I would not recommend you use a classic/vintage car (e.g., an Austin-Healey 3000 would be an exceedingly poor choice). Likewise a car set up for Solo would not be a good choice – too low, too easily bashed and broken. SUV’s with AWD are rather nice, but you have to be more careful since they can have a tendency to roll if driven too vigorously in pursuit of a small trophy. You will need certain other pieces of equipment, you will need appropriate insurance (it is checked at registration for a rally); the Winter Series General Instructions, available at registration and/or the Finger Lakes Region web site, will give you specifics of what type and level of insurance you need for the current series. Likewise, that document will contain information about other technical inspection issues (like brakes, horn, flares, tow strap, etc.). You won’t be allowed to rally on summer tires, and “all season” tires are a poor choice (and if your all-season or snow tires are in poor shape, you won’t be allowed to rally). The navigator should have a note pad (a legal pad works well), a supply of pencils and/ or pens, a few highlighters in various colors, a calculator (the small calculators can be hard to use when the car is bouncing around; I’ve got a nice 4-function calculator that is about 6” wide by 9” tall, with a nice large, easily read display and large, hard-to-miss-even-when-
bouncing buttons. You can run a rally using a plain wristwatch, but it won’t be too pleasant once you start expecting to be more on time. For your first couple of rallies, you probably want to focus on staying on course and not worry too much about being on time, as long as you’re in the ballpark. A digital watch with a stopwatch feature is better, and a dedicated stopwatch is even better. A stopwatch that can display in 1/100 (or 1/1000) of a minute (rather than seconds) is even better, since our winter rallies are timed to the ‘cent’, or 1/100 of a minute – it makes navigator calculations so much easier. You’ll also need some kind of light, to read the instructions, do calculations, etc. You really don’t want to use the dome lights – they will bother the driver too much, and make it difficult to see out of the car – not too safe. You can get map lights that plug into your cigarette lighter, and they work very well. We use a couple of those lights, but we also carry several portable book lights (“Mighty Bright” is one brand) that you can get at a Barnes and Noble bookstore. They usually use 4-AA batteries (I keep spare batteries and light bulbs with me). A set of batteries usually lasts us several rallies. I also tape a red gelatin/ acetate filter (available from art supply stores) over the bulbs, to keep the white light from ruining the driver’s night vision. You might also want a map or maps of the area in which you’ll be rallying; the DeLorme New York Atlas & Gazetteer is a great tool for about $20.00. A GPS is a very nice tool to have, although they are not always accurate and may show unusable roads. It will put you in Limited class when you move out of Novice. The driver/navigator team should also decide on how they are going to divide up the workload. In some teams, the navigator is responsible for time-keeping, working on calculations, keeping track of when and where you are, and telling the driver to speed up or slow down (and how much), while the driver is responsible for driving the car (duh…) and for reading, interpreting and following route instructions. In other teams, the driver is responsible for driving and keeping the car out of the ditches and from intersecting with solid, unmoving objects, and following the directives of the navigator. The navigator in those teams needs to keep the car and driver on course and on time. You need to have clear communication between driver and navigator in either case. Find what workload division works best for you as a team. (to be continued)

The Solo program continues to grow in attendance this year. We attribute this to a good marketing plan and social media presence. Along those lines, we've migrated most of our activity over to Facebook and are using the website to update scoring and scheduling. People can feel free to upload their photos and videos through the regional Facebook page,
and we also have a YouTube channel that is popular with competitors. Don't forget to like and share our events! Our August 10 event had 90 attendees, and our August 24 event had 112 - both are fantastic numbers and allowed us to generate sufficient surplus to justify continued events at RIT. Our timing equipment failed on August 24, and was saved by Chris Morton's masterful soldering skills. Most competitors had no idea that the sky was falling, and truly enjoyed the event. We had visitors from CNY, WNY, and the BMW club who were all impressed at how we continued to deliver a quality course and a quality event even with such large numbers. The reality, however, is that we will need new timing equipment. Coupled with the desire to encourage more people to become SCCA members, we are considering raising our "non-member" entry fee to subsidize new equipment and encourage people to join the SCCA. This year, we still suffered as a result of RIT's exorbitant site rental fees and due to unanticipated expenses related to the truck. Next year, the financial picture should be much brighter as we shift to different sites and hopefully don't have any issues with the truck, although the timing equipment could be a significant expense. The key is still fun, and we've had a lot of fun this year. Our last official event will be the Champagne Run at Ralph Wilson Stadium on September 28. Each class winner will receive the finest champagne $3 can purchase. RIT has put a halt to any further events this year due to an accident that occurred after we left the site earlier this year. We're meeting with them to discuss the continued relationship, but we're also engaged with other locations to expand our sites next year. If you know of any sites that could host us, please let us know. Finally, our volunteers are what have made the Solo program such a success this year, and we want to continue that into the future. Several key people are stepping down, so if you're interested in getting involved with Solo, please don't hesitate to step up and volunteer to help. We hope to see everyone at the Picnic on October 26 at the Scottsville Fire Hall!

By Chris De Minco We DID It ! The 50th Anniversary of the Finger Lakes Fun One is now in the books and it appears to have been a tremendous success! Thanks to all the Racers, Worker, Stewards and Finger Lakes members and guest for their support. We had 256 cars turn a wheel on Saturdays “Long Course” and 257 cars on Sundays “Short Course”. Saturdays weather had a major impact on many Vintage and open wheel cars opting out on a very wet – cold - miserable morning and early afternoon but Sunday was picture perfect weather as the sun came out, dried us out and reminded us of why we love the Finger Lakes region and especially Watkins Glen. This was both Watkins Glen and the Finger Lakes first Divisional race which provided bonus points for drivers seeking a divisional Championship or an invitation to the Run Offs. This year we were lucky to have the VS2NA - Vintage Sports 2000 - group join us with 33 of their swoopy beautiful cars taking the grid for a special feature race Saturday afternoon. Drivers from as far away as California, Arizona and Florida attended the season finale. Mother Nature was kind to us as well as the Glen management – based on the weather and several late race starts we actually finished the race around 6:30 – in

Results for Finger Kakes Region members at Fun One ‘14

daylight. Ben Sinnot from Fairfield, Conn. was VS2 winner. The Pig Roast was a Huge success again thanks to Mrs. Thiel and her ability to walk the fine line between WGI requirements and our outside vendors. Based on the dismal weather a last minute change was made to hold the dinner in the garages and everyone pitched in to get things organized and set up for a huge turnout. We were fortunate to welcome and honor several racers that competed at the Fun One – actually the “Finger Lakes Invitational” 50 years ago – Jack Laurence, Gary Morgan and Bob Henderson were there as well as 1960 regulars George Morris and Syl Barlow and several others. In fact Bob Henderson pulled a second place in Saturdays ITS race - in the rain. What do they say – “you don’t stop racing when you get OLD – You get old when you STOP RACING“ Go BOB! Well I didn’t even make it to Tuesday and the phone was ringing from SCCA National related to the 2015 Majors event. New challenges, new Sponsors and new changes for 2015 are in store. Dates and event organizers had to be confirmed and National promises bigger and better for next - the East Vs West Conference has actually expanded to 5 Conferences…. more news to fallow. Thanks again for everyone’s help and participation and let’s try for another 50 years!

Nelson Ledges Update
By Charlie Tanck I attended a track day at Nelsons Ledges on Sept. 7. After our experiences there in June, I did not know what to expect. I had been in contact with Reed Kryder as Mahoning Valley is having a race there in Sept. I was surprised if not amazed at what has occurred at the track. There have been repairs made, the largest on turn 4. The quality of the repairs was good. 50+ cars participated in the track day with no adverse effects on the repairs. Cars ran from 9:30 am to 5:00 pm continuously with just a short break for lunch. They now have a food vendor “Woodies” so lunch was available. Prices were reasonable and the food was good. Ribs were quite popular. The management really seems to be trying. Paddocks had been mowed and it was not a onetime event. They seemed to have learned a lot after our event and the criticism of the facility. Mahoning Valley is working with them to get the kinks out for their event. Radios and safety trucks still need to be resolved. The track is committed to address these if not for late Sept. by next season. I hope they are successful. We had great time at the track and will definitely go back for a track day if not a race.
