A note from the President
We are excited to bring you this edition of The Bridge, as we illustrate how The Chamber works with all of you to leverage and maximize relationships, resources and expertise for the most critical projects and initiatives in our region.
The ability of our community and Chamber to influence local, state and national leaders and elected officials can give rise to opportunities that would otherwise not be possible. A prime example of this would be the Good Jobs Challenge Grant award; which saw 78 major letters of support from across our region and states to get behind The Chamber and elevate the FMWF region to become one of only 32 EDA Good Jobs Challenge Grant awardees in the entire nation. Now, harnessing the power of this grant and working alongside our community partners will create lasting systems and effects to benefit several facets of our region for years to come.
Our recent trip to Washington, D.C. was a week of leveraging relationships and expertise to advance issues and topics for our community. This year we traveled with over 25 individuals including military leaders, established and innovative business owners and operators, and our regional elected officials, to have intentional meetings with Congressional delegates, federal agencies and other major leaders. This created a very dynamic and diverse group of FMWF representatives as we brought an array of perspectives, experiences and knowledge to the table. I mention this trip about D.C. because one of the greatest assets of The Chamber is our dedication to public policy. We are working to share more about this work with you more often, as it can oftentimes go unnoticed, but it has unprecedented effects on our community and region. Getting the hard work done on local, state and national levels is what will keep our big goals and initiatives moving forward, and ensure our region’s health, vibrancy and vitality, and that of our businesses.

Please briefly describe what you do in your position.
As Vice President of Events, I am responsible for the strategy, development, management and execution of events that are targeted to promote the growth and retention of Chamber members.
What do you love about your role so far?
Nicolette Bresnahan Vice President of EventsI feel very passionately about making all events, regardless of the type, an experience for people. I love being creative with spaces, food, décor, and programs. At The Chamber, I get to plan a wide variety of events that have direct impact on the FMWF area!
Please briefly describe what you do in your position.
As the Event Support Specialist, I work closely with our VP of Events to help coordinate and execute all of our events. I will also work with staff to provide event planning expertise and assistance to anything event or programming related. In all of this I work mainly with the coordination of event details and logistics.
What do you love about your role so far?
The Chamber of Commerce is a fantastic example of the strength behind connections and community. Through our programs and events, there are many opportunities to network with influential professionals. Additionally, The Chamber serves as a voice for local business owners and industries. When you are involved in The Chamber, your knowledge, options and ideas become a part of that voice.

Going to work is something I look forward to every day because of the people I am surrounded by. I read a crazy statistic that you will spend 1/3 of your life at work – the key takeaway from this was who you choose to work with is one of the most important decisions you’ll make. I can confidently say that I’ve found coworkers – and work – that challenge me day in and day out to be the best version of myself. In November, our Chamber and community hosted the Midwest Energy Summit, the fourth part of this major regional series. The morning was filled with genuine and difficult conversations, new and diverse perspectives, innovation and collaboration, and several voices from across the country. Energy and business leaders were able to connect, learn, and take a deep dive into long-term energy production and sustainability.
One of our keynote speakers, Julie Fedorchak, spoke on the rising cost of energy for people across the country. “Let me be clear, I have no doubt that technology can and will fix this gap. The most brilliant minds in the world are working on it, and the budget as discussed is massive,” she said.
“In a regional or integrated grid, any single state’s attempts to ban or impose state-level burdens on specific multistate resources is unlikely to be successful as a policy prescription to challenges,” said former Federal Energy Regulatory Commissioner Tony Clark. “Those resources will then just get built somewhere else, but you’ll lose the value of the investment, and it will have exactly the same impact on your internal resources on the grid, your resource adequacy and reliability. We really are in a multi-state environment, and we are all in it together.”

The Midwest Energy Summit is always a great opportunity for us to have an honest conversation about energy. The 2022 Midwest Economic Outlook Summit welcomed four keynote speakers, including Federal Reserve Bank of Minneapolis President & CEO Neel Kashkari, and two interactive panels filled with regional business leaders, industry experts and government representatives. In December, The Chamber welcomed the Minot Area Chamber EDC, three Minot area state senators, a representative from the State Board of Higher Education, and the Mayor of Minot to the FMWF community to collaborate and discuss how to expand connections, influence legislation, share insights regarding the needs and efforts related to workforce on each side of the state and much more.
The Minot Area delegation were also given tours of Fargo and West Fargo, visited the North Dakota Air National Guard Base - 119th Wing, had a meeting with NDSU President Dr. David Cook, had dinner with the mayors of Fargo and West Fargo, attended The Chamber’s Holiday Business After Hours, and concluded thier visit with a meeting with the GFMEDC.
WASHINGTON, D.C. BUSINESS FLY-IN
In November, a cohort of 25 FMWF business leaders participated in our annual Chamber D.C. Business FlyIn. The leaders represented business interests at our nation’s capital during key meetings with each of our ND and MN Congressional delegates, federal agencies and other major stakeholders. The goal of the fly-in was to discuss and advance issues that are important to our region while hearing from experts on issue areas such as energy, immigration, military and more. This year the group focused advocacy efforts on supporting workforce solutions, smart immigration policy, infrastructure projects and military topics.
Another crucial aspect of this fly-in is advocating on behalf of military support for the region. Our business and military leaders conducted and attended meetings with the congressional delegation and other key military personnel, messaged the importance of our National Guard, and all of our states’ military assets, to our region. This year, our military messaging was one of gratitude to the congressional delegates, as well as advocating for the reinstatement of an Air Guard federal tuition program to assist with recruitment efforts. We were also joined by delegations from Grand Forks and Minot for the National Guard Association of the
United States’ North Dakota Military and Congressional Reception.
The group heard from The Chamber’s government affairs partners, Primacy Strategy Group, as well as the U.S. Chamber of Commerce, and received a tour of the Pentagon. Additionally, they heard briefings from Veterans Affairs, the National Guard Association of the United States, Office of Refugee Resettlement, and Edison Electric Institute. We are grateful to have had such a strong presence in D.C. for the week, and look forward to future visits and strengthening our voice and relationships on the national level.

COMPREHENSIVE WORKFORCE
MARKETING CAMPAIGN | TALENT ATTRACTION
Thanks to the Regional Workforce Impact Program (RWIP), a North Dakota State Grant, the Greater Fargo Moorhead Economic Development Corporation (GFMEDC) will launch a $600,000 campaign to attract talent to the region. It’s the most comprehensive regional talent recruitment plan to date.
The GFMEDC is receiving $450,000 from the state along with a $150,000 match from Fueling Our Future. The goal for 2023 is to fill an additional 300 open positions in the region, attracting up to 1,000 more people to our market.
CONTINUE PROGRESS WITH DOCUMENT-READY SITES
The GFMEDC has worked with multiple partners to build the program and qualify sites across the region as document ready, which means that a significant amount of pre-work, identification and location of utilities, and technical reporting on the properties is complete. This is crucial for companies looking to FMWF for a new location, as these sites drastically improve the speed to market.
The GFMEDC is continuing to work with regional partners to prepare additional. The region has two document ready sites covering more than 300 acres and six proposed sites.
CULTIVATING TECH TALENT | EMERGING DIGITAL ACADEMY
Emerging Digital Academy is North Dakota’s first (and only) immersive coding bootcamp focused on accelerating the technology community. The Full Stack Engineering program is an immersive 20week course that teaches not just the concepts of coding and software design, but how to use cutting-edge software tools to build modern web apps. No prior software development experience is required to participate in the program.
Since the program’s inception in April 2020, the program has graduated eight cohorts with 55 graduates.
THE FUTURE OF FUELING OUR FUTURE | FOF 2.0
As Fueling Our Future 1.0 reaches its end, the organization’s Board of Directors contracted with Economic Leadership, a consultancy that had recently completed a workforce strategy for the region, to engage local stakeholders and determine areas of focus, prioritization, and expectations for a second fundraising campaign. Business education and community stakeholders, as well as Chamber leadership, GFMEDC leadership and FOF investors, are currently collaborating to build a defined plan and strategy for what Fueling Our Future looks like in the future.

In November, F5 Project hosted the 2022 Workforce and Housing Summit at the Courtyard by Marriott in Moorhead. F5 is a local nonprofit that works with formerly and currently incarcerated individuals to provide them with job opportunities, housing and other resources in the FMWF area. At the event, attendees heard from F5’s CEO & Founder Adam Martin, business leaders, and speakers from state offices about the challenges and stigma around formerly and currently incarcerated individuals. The summit also included a job and housing fair where attendees were able to learn more about the second-chance employers and rental opportunities in the area. As a business-led, community focused initiative, Ignite FMWF was a proud sponsor of this event, and spent the day connecting with attendees and hosting interviews with currently incarcerated individuals for open positions at The Chamber and Chamber Foundation. This summit was designed to engage the community to build a stronger workforce and housing network through second chances, collaboration and grace.
Health, Tech & Trades Career Expo
Tractors, trucks, tools and over 3,800 local students filled the FARGODOME on December 6 for the Health, Tech & Trades Career Expo. Over 55 area schools were in attendance for this annual event, geared towards helping get 9th grade students excited about careers in the Health, Tech, and Trade fields. Area businesses, like Marvin, Bobcat Company, Essentia Health, Sanford Health and many more showcased their career opportunities through hands-on activities, engaging conversations, and of course, some swag for the students to take home. Team members from The Chamber and Chamber Foundation served on the Steering Committee for the Expo, which met regularly to coordinate and facilitate the event. The Chamber Foundation’s Ignite Initiative was also proud to sponsor a booth at the Expo, along with the other 100+ organizations, colleges and universities, trade schools, nonprofits, and government agencies that took the opportunity to connect with the area’s youth - our future workforce.
Ignite Visioning Summits
In late 2022, The Chamber Foundation and Ignite hosted Ignite FMWF Visioning Summits that brought together leaders from several industries to discuss hiring and retention challenges facing our employers in the region. The four-day visioning summit included 8 half-day sessions with presentations, Q&As, roundtables, and one on one conversations, focused on our high-impact industries. It produced invaluable information for our Foundation team to start building our next steps regarding recruiting, hiring and retaining untapped talent. We will use the information we gathered to inform our team, enhance the Ignite FMWF platform’s capabilities, and strengthen our region in the future through workforce impacts. An Update on The Foundation’s Good Job Challenge Grant
Purpose: To provide training opportunities to 900+ participants through traditional, hybrid, and online courses that will lead to Good Jobs and long-term careers in some of the region’s most high demand sectors.
Industries Served: Advanced Manufacturing, Cybersecurity/IT, Precision Agriculture
Eligible Participants: BIPOC, High School Students, Justice Involved, New Americans, Veterans
In November, The Foundation was seeking proposals from organizations to collaborate with on the Good Job Challenge Grant to provide wraparound services for childcare, transportation and English Language learning. These wraparound services will be offered to individuals seeking training opportunities for careers in the FMWF region within the industries of advanced manufacturing, cybersecurity/IT and precision agriculture. Pilot services will begin in February, with a goal of 5% initial enrollment by April.
Funding from the Good Jobs Challenge Grant goes toward: Wraparound supports (36%), curriculum and execution partners (29%), staffing (16%), nonprofit supports (10%), marketing (4%), federal requirement (4%).

AUGUST: The class began the year in August with a pre-orientation social and the orientation session. Thank you to Mitch Johnson, Goldmark Property Management, for guiding the class through the communication styles training.
SEPTEMBER: The class to the annual Ropes Course trip to Wesley Acres for a day of team building. Thank you to the Wesley Acres team and to Matt Weis for leading another phenomenal Ropes Course Day.
OCTOBER: The day was spent hearing from local entrepreneurs, learning about corporate culture, and touring some awe-inspiring spaces. Thank you to Mark Bjornstad, Drekker, Matt Bitzegaio, Donor Dock, Weiwei (Vivian) Fellman, Kota Botanics, the NDSU Research and Tech Incubator staff and residents, and Doosan Bobcat for making this session so fun and engaging!
DECEMBER: The wellness-focused morning focused on why taking care of the ‘whole self’ as a leader matters. The afternoon was all about education, and the LFMWF class was joined by the Junior Achievement Team to talk about the program and ways the LFMWF participants can be involved, continuing a long tradition of exposing our LFMWF participants to the wonderful work of Junior Achievement. The day wrapped with a conversation with Dr. Rupak Gandhi, Fargo Public Schools, about the role of a superintendent and the challenges facing educators. Thank you additionally to FirstLink and Sarah Skesvold, Nine Four Coaching, for joining us. 2023-23 Community Change Initiatives have been defined, selected and are underway! NDSU’S REGIONAL RECOGNITION
NDSU is designated as an R1 research institution by the Carnegie Classification of Institutions of Higher Education. Since 1970, the Carnegie Classification has been the leading framework for recognizing excellence in research activities and compares and groups of accredited and degree-granting institutions. The R1 classification of “Doctoral Universities - Very High Research Activity” is the highest possible ranking awarded by Carnegie.
Carnegie’s latest list conferred only 146 institutions in the country with an R1 status and NDSU joins the University of Minnesota, Montana State University, and the University of Montana as the only R1 institutions in our region.
“Earning R1 status is a significant validation of the work NDSU researchers are accomplishing, and it signifies that we are having tremendous success in our research activity,” said NSDU President David Cook. “Our R1 status says that NDSU is among the best research institutions in the country.”
“NDSU’s R1 status is important in many ways,” added NDSU Vice President for Research and Creative Activity Colleen Fitzgerald. “It’s a powerful recruiting tool for faculty, students, and staff and it opens the door for NDSU to lead research endeavors like the multimilliondollar National Science Foundation Great Plains I-Corps Hub and the five state Mountains and Plains University Innovation Alliance. These regional projects will serve to leverage
existing research, education, and training programs to boost our collective ability to attract and support the expansion of hightech innovation and industry in the region. The world wants to know more about the great research happening in our region and NDSU is in a position to answer that call.”
Carnegie’s list is updated every three years and considers a range of statistics, including each institution’s research expenditures in both science and engineering disciplines and those in non-science and engineering disciplines, the number of doctorate degrees conferred, and the numbers of faculty, post-doctoral and non-faculty research staff. From the data, an institution’s research activity index is calculated to determine if they are part of the elite ranking.
Research expenditures are the costs of experimental activities that occur with a goal of discovering new information. They are an indication of the amount of research activity occurring at an institution at any given time and are a common metric used in university research. NDSU’s research expenditures have risen more than $18 million over the last three years to $164 million in fiscal year 2021.
In addition to expenditures, Carnegie examines the number of doctoral degrees conferred by an institution across STEM, social science, humanities, and other categories. NDSU conferred 139 doctoral degrees during the last fiscal year.
Fitzgerald noted that recognition like the Carnegie R1 classification only comes when an institution exemplifies excellence across a wide range of disciplines across campus.

MARVIN RECOGNIZED FOR EXCELLENCE IN HEALTH AND SAFETY
On November 16, Marvin, a premium manufacturer of windows and doors, earned OSHA’s Voluntary Protection Program (VPP) Star certification for its West Fargo North manufacturing facility in North Dakota, illustrating Marvin’s commitment to ensuring a safe working environment for its employees.
OSHA’s VPP Star certification recognizes organizations that maintain injury and illness rates below the Bureau of Labor Statistic’s national averages for their respective industries through effective safety and health management systems. Just 0.1% of companies across the United States have earned this credential. And now, four of Marvin’s facilities have received this certification.
“Marvin is committed to helping people live better. For our employees, that commitment comes to life through the focus on safety we have made for our manufacturing facilities, our investments in training and safety protocols and through the partners we choose to work with,” said Chris Barta, senior director of operations at Marvin. “We’re proud to have achieved this milestone at another Marvin facility in North Dakota – it’s just one example of the ways we continue to invest in our people.”
The West Fargo North manufacturing facility joins Marvin’s three existing VPP Star-certified locations in the area, Fargo, West Fargo South and Marvin Composites (formerly known as Tecton) – to make up four of the 11 total VPP Star-certified facilities in North Dakota. To earn VPP certification, employers must work cooperatively with OSHA and employees to prevent injuries through rigorous systems, testing and evaluations.
“Through our priority to keep our workforce safe, we are also committed to continue our role as a responsible corporate partner and employer in the Fargo community,” said Barta.
