PRESIDENT Minnesota’s Legislative Session

I love Eggs & Issues events because of the timeliness of each month’s topic. In June, we hosted the second of our legislative wrap-ups, this time focusing on the session in Minnesota. While it was a divided session, with 23 new legislators in the House and 21 in the Senate, they were able to come together for a successful conclusion for all Minnesotans. Bill Blazer of the Minnesota Chamber of Commerce opened the event. He discussed the state chamber’s four main priorities: business tax relief, creating health care options, stopping new workplace mandates, and transportation investments. All saw success except for passing Uniform State Labor Standards. He also discussed the Real ID requirements, meaning Minnesota driver’s licenses will become federally compliant by 2020. One issue we’re watching locally that was also on the state chamber’s radar was affordable child care and housing—an area that

still has some work left. “Our one-word summary for the 2017 session was that it was successful,” he said. “The legislature made substantial progress toward the development and growth of the state’s economy.” Sen. Kent Eken, Rep. Paul Marquart and Rep. Ben Lien also took the stage to share what they saw in the legislature. Eken expressed concern for higher education and not enough funding for long-term care. “We are facing demographic changes, the likes of which we’ve never seen in world history,” Eken said. “This is a major challenge and a daunting task, but we need to shine the spotlight on it.”

One other victory was the Moorhead railroad underpass, which was a great example of teamwork from our lawmakers and our community members. I think it’s so important that our members take time to learn more about the issues that affect their businesses, their community and their lives, and this monthly forum does just that. Marquart noted the difference a year makes, comparing last year’s absence of a tax bill and bonding bill. He also spoke to the first-ever student loan credit and the teacher shortage. Founded in Fargo, uCodeGirl is a grassroots initiative that inspires teen girls to see themselves as a confident, driving force behind technology and its innovation, rather than be mere consumers of it. Here’s what else Betty Gronneberg, founder and executive director, shared with us. uCodeGirl strives to ignite the curiosity of girls, to cultivate their interest and increase their aptitude in technology — our collective future. Building confidence, building skills and providing exposure to real-world experiences are the three tenets of uCodeGirl. Beginning in the middle school years, girls’ attraction to technology decreases as they react to social pressures and gender bias—the result is a downward spiral where girls doubt their abilities and feel alienated if they pursue technology. Interest declines further in high school, leaving few U.S. female college freshman enroll in computing classes. Intrigued by the question, ‘How can I see more of me in the technology workforce?’ Gronneberg founded uCodeGirl to help young girls rewrite their future. uCodeGirl offers that pathway to technology careers for teen girls by tapping into their creativity, skills and potential.

What makes your organization unique? uCodeGirl makes technology interesting, relevant and age-appropriate through hands-on project-based learning as well as immersion into the real-world. uCodeGirl invites girls ages 12 to 17 to “opt-in” early to the many ways technology solves real-world problems. uCodeGirl builds a village of support around its students for sustainable engagement. We believe upward mobility and economic success should be within everyone’s reach. Therefore, uCodeGirl engages girls from diverse socio-economic backgrounds to work together and build a community. Active and sustainable engagement increases their potential to confidently participate in STEM careers. While many organizations are striving to improve technology workforce diversity, uCodeGirl uniquely focuses on improving girl’s technology participation during the formative teen years. Are there any initiatives you’re focusing on right now? uCodeGirl just launched its first annual Crack the Code: Technology Camp for Girls on June 19. Two weeks. Six unique sessions offer something for everyone. A community of like-minded girls, inspiring female role models/mentors, and a rich collection of programs & activities make this camp unlike any other. uCodeGirls will learn to create & launch websites, develop concept mobile apps, build wearable e-textiles, and assemble & program robots. While fostering collaboration and sharpening communication, they will gain skills to design, take feedback from peers, iterate and test their innovative ideas – all 21st century skills needed to become a creative, innovative and resourceful adult. What is one thing you most want others to know? In the next decade, 80% of jobs across every industry will require some level of technical skills. Computing jobs are being produced at an accelerated pace than available skilled workforce to fill them. Women are significantly missing from this equation. Our purpose is to equalize the technology playing sandbox with diverse voices. Our goal is to increase female enrollment in computer science programs in schools and help fill the critical talent pipeline. night in the Fargo-Moorhead area. The goal at Youthworks is to reduce that number by helping those who need it most. Founded in 1991, Youthworks offers professional social work, family counseling and mentoring to youth who are diverted from juvenile court, suspended from school, are homeless, victims of sex trafficking or are in need of food and shelter. And, they are the only local agency that offers a short-term care and assessment center for children aged 11 to 17.

Life can be turbulent at times for anyone, but at-risk youth can face even greater challenges. That’s where Youthworks steps in. This year’s ChamberChoice Small Notfor-Profit winner supports youth and their families, helping them meet

goals and establish strong, healthy relationships through a range of programs. Above all, they offer a safe place for kids and families. On average, approximately 170 youth experience homelessness each

They have two locations in North Dakota (Fargo and Bismarck), but serve people across the whole state and even into Minnesota. In the last two years, Youthworks has expanded programming and staff in the area of human and sex trafficking prevention, education, intervention and advocacy. So far, they have been able to help over 30 victims of human trafficking, and are looking to expand their experience in labor trafficking.

MEMBER PROFILE “All these programs are responses to what our community or state needed,” Jessica Fleck, program manager, said. “We really wanted to step in and fill those gaps.” Youthworks operates a statewide guardian ad litem program, advocating for 1,000 children in deprivation cases before the Juvenile Court. They’ve expanded their Transitional Living and Pathways to Parenting programs, and recently purchased the home next door to their main campus to allow for more space for homeless programming. They also do street outreach and have a 24hour crisis line. Youthworks’ success and growth can be attributed to an overarching approach to positive youth

development. And it’s working, as surveys of youth and families consistently show they feel respected and safe at the agency. “We’re driven by treating any and all with respect and humanity,” Joan Neilan, development director, said. “These are not easy situations, and we believe that youth should have a voice.” Part of how they give these individuals a voice is by hosting a youth advisory board for their clients to have input on their programming. They also involve youth and clients in street outreach and integrate them into the community. It’s important for Youthworks to give back, and they make a point to offer volunteer opportunities to both its staff and clients.

They’re a part of the FargoMoorhead Coalition for Homeless Persons, and contract with the schools, juvenile courts, Social Services and Sheriff’s department. One message Youthworks wanted to share in this article was to remind that youth homelessness is a thing, but it doesn’t mean homeless kids are bad kids. It can affect anyone, and that is why an agency with such a welcoming atmosphere and opendoor policy means so much. With its strong leadership and dedicated board and staff, Youthworks no doubt will continue to serve a vital role in our community into the future.
