PRESIDENT

Why we won’t back down about the Diversion Let me start this message by reminding our members that we take our chamber’s role seriously when it comes to advocacy, public policy, and working in the best interest of the majority of our local businesses. We know there are a range of opinions regarding the FM Diversion. While we respect the differences in views, we also remain firm in our support of the diversion as the best way to protect our community. We are blessed to live in a region filled with opportunity and quality of life. Our economic success and growth relies on our ability to position ourselves as a stable location. This is difficult and sometimes near impossible with the unpredictability of the usually peaceful Red River of the North. We know that the effects of a high flood can be devastating. However, a quick read of recent history tells the tale. One only needs to look back 10 years in our own community, or to Grand Forks 20 years ago, to see how imperative it is to control the waters so they don’t shut down our city, damage homes and close businesses. Our metro is now populated with thousands of young people in our workforce who didn’t experience that flood fight. In the past, being prepared meant millions of sandbags, temporary levees, and evacuation plans. Fortunately, much has been accomplished in the past 10 years to protect us from another disastrous flood. However, despite what critics say about alternatives, it simply isn’t enough. In the rare cases of catastrophic flooding, diverting the Red River away from core businesses and residential areas has always been key to preserving the thriving economy and quality of life we get praised for in study after study.

Recent government funding decisions give us great hope. Thanks to Governor Burgum helping to break the logjam with the state of Minnesota, the Army Corps of Engineers’ enthusiasm for the resulting Plan B of the Diversion and Senator Hoeven’s backing, we believe the state is finally in a position to fund its portion of the money needed to protect such a critical economic engine. All reports show that this year is one to take seriously. Recent developments tell the story of how quickly things can change. The National Weather Service has switched their tone in regard to a possible flooding threat in our region from “nothing to worry about” to “get prepared” in a matter of weeks, saying that moderate to major flooding is now guaranteed. Not to mention Mayor Mahoney declaring a state of emergency. Our work will be tireless. Already we coordinated with both the cities of Fargo and Moorhead and Cass County to arrange hundreds of volunteers at Sandbag Central. We hosted press conferences about the need for permanent protection and wrote letters to influence legislators to secure funding. And now, I ask and urge you to prioritize permanent flood protection for our region through the FM Diversion Project. It will take time, funding and much energy to see this project through, but we’re confident it will be more than worth it.

A close look at addiction & mental health:

Eggs & Issues recap

Three presenters in March all shared different perspectives that shed light on a problem facing our entire nation, but hits especially hard in North Dakota: addiction, mental health and suicide. It’s a tough topic, but ever important, and about 200 professionals gathered at the Courtyard by Marriott to learn not just about the problem, but also the solution. Katherine Burgum, North Dakota’s first lady, shared her own story of addiction and recovery, encouraging those in the room to help open dialogue about the topic. The simple solution, she said, is to talk. “A universal acceptance of addiction as a disease across our nation will save lives and provide futures for our next generation of leaders and innovators,” Burgum said. “Talk will eliminate the elephant in the room and normalize the conversation around addiction. If we do this, the stigma of addiction will be eliminated. More people will seek treatment and find recovery. And everyone who is talking will be saving lives.” She also reminded that addiction is not a character flaw or a choice, but a silent, powerful and shameful disease. Burgum offered tips for employers, and the importance of creating a culture and environment that is openly supportive and sympathetic.

Andrew Frobig, Cass County Jail administrator, discussed reform in correctional practices and shared data that their facility has been tracking in incoming inmates. From 2009 to 2018, the rate rose from 30% to 42% of individuals that screened positively for mental health concerns. He also discussed the “survivorship bias,” referencing situations in which we draw conclusions from incomplete data. Jon Ulven, a Sanford psychologist, focused his remarks on suicide prevention and what Sanford’s practices are when individuals enter their medical care. He noted that these are extra important topics here, because North Dakota had the largest increase in rate of suicide across the country, coupled with our tendency to rate at the top of lists for drunkest state. These topics are related because chemical dependencies and thoughts of suicide are ways for people to escape pain, he said, so we have to take a close look at what causes pain. His recommendations include hosting discussions of routine topics throughout the community in front of various groups. One group has partnered with local police departments, the ambulances, public schools and hospitals to work to use the same tools for suicide prevention. He also mentioned creating a better infrastructure for targeted services that better helps people cope with emotional pain and lessen the risk of suicide or substance abuse.

April’s Eggs & Issues session is centered around U.S. Customs and Border Protection, and is the rescheduled speaker and topic originally set for January. We welcome in the port director for field operations in Warroad, Minnesota, to speak about Customs and Border Protection Trusted Traveler Programs to include NEXUS and Global Entry. These new technological advancements allow for expedited clearance for pre-approved, low-risk travelers upon arrival in the United States. Additionally, Olafson will discuss the Remote Offsite Arrival mobile application that allows travelers to check in with CBP at the Northwest Angle, MN and in certain remote parts of the country. With both North Dakota and Minnesota being on our county’s border, and national security being a current topic of debate, join us to hear both local concerns and opportunities.

With North Dakota’s 66th Legislative Assembly wrapping up, join us at this Eggs & Issues to hear first-hand from legislators the progress that was made. They will share about key legislation that was approved, as well as issues they plan to address in the future. Learn the latest on blue laws, the prairie dog bill, and legislation pertaining to the FM Diversion Project, higher education and more. Military Affairs & Honor Star Update

Public Policy Updates

NORTH DAKOTA With the 66th Legislative Assembly fully underway and crossover of bills in the books, there are various updates in regards to crucial legislation. Some of the legislation we have been monitoring or advocating for has made its way through the legislative process and already been signed by Governor Burgum. Other pieces are still in process, and still yet others have died in the process. Below are a few of the important issues we have been monitoring. Tax Increases

MINNESOTA

Governor Walz proposed a 70% increase in Minnesota’s gas tax. This would increase the current tax from 28.6 to 48.6 cents per gallon. For comparison, North Dakota has a gas tax of 24 cents per gallon. An increase such as this could potentially have a negative effect on our border cities who work hard to compete with North Dakota on various fronts. Though there is a provision in current MN law that allows retailers within 7.5 miles of the border to file for credit, many don’t know about this, and it is inconvenient to file. In addition, this would cost MN service/fueling stations more in credit card fees. Plus, the 7.5 mile distance exemption only pushes the border city issue down the road a little further, still affecting our greater region. This provides no protection for cities just outside of the 7.5 mile area. Governor Walz also proposed other business tax increases, all of which could impact the economic success of Moorhead and other Minnesota bordering cities in our region.

Labor Legislation The Minnesota legislature is currently considering proposals that would mandate up to 24 weeks of paid leave. This amounts to 44% of work days in a year. This mandate would apply to all private-sector employees. One of the proposals, HF 5/SF 1060, would allow for 12 weeks parental and family leave plus 12 weeks medical leave. Another bill, HF 11/SF 1597, is modeled after a Minneapolis ordinance. It would require for a statewide mandate of employers offering at least one hour of paid sick leave for every 30 hours worked. There are currently no exemptions for small businesses, however there are provisions in regard to collective bargaining agreements and the construction industry. If passed, these would make Minnesota the only sate in the nation with such expansive and expensive mandates in regard to eligibility, qualifying events, benefits and employer obligation.

In April, our Military Affairs committee will attend the “Lunch with the Boss” event sponsored by the Employer Support of the Guard and Reserve (ESGR) and the North Dakota Air National Guard. Here, our members will hear briefings of the ESGR by Vice Chair Dave Johnston as well as the ND Air Guard Base from 119th Wing Commander, Colonel Darrin Anderson. They will finish the afternoon taking a tour of the base getting a close look at the MQ-9, which is the unmanned unit flying around Fargo.

HB 1066: Prairie Dog Bill This bill, a crucial infrastructure funding bill for non-oil producing counties, cities and townships utilizing oil production tax was widely supported. The bill made its way through both chambers without great concern, and was signed by the governor on March 20.

HB 1097: Repealing Blue Laws This legislation, which has been brought up for numerous sessions, pertains to the repeal of the current Sunday retail closing laws. This would give businesses the option to be open Sunday mornings. After a close vote in the House, the bill passed with an even smaller margin in the Senate. At the time of print, the legislation had been signed by the President of the Senate and Speaker of the House but had not yet been signed by the governor.

SB 2020: FM Diversion Project Funding Senate Bill 2020 is the state water commission funding bill, which includes the critical funds needed for the FM Diversion Project. The Senate passed the bill 44-1, with language designating an additional $332,500,000 for the flood control project to be made available in equal installments over the next five bienniums. Though this is progress in the right direction, the funding falls short of the request needed to move the project forward. As economic stability is crucial for economic


PUBLIC POLICY success, permanent flood protection remains one of our top priorities. There is still much work to be done on the House side, so we continue to advocate for the funding necessary in order to most efficiently move the project forward and urge your support of the project.

SCR 4016: Higher Education This concurrent resolution, rising after the death of House Bill 1500, a bill relating to the governance structure of North Dakota’s higher education system, makes less bold changes in the overall structure. The proposed changes would amend the constitution to increase membership on the state board of higher education from eight to 15 members. Their term would also increase from four to six years. The selection committee of these members would also be amended to remove the chief justice of the supreme court and instead include the attorney general. The bill included various other changes relating to meeting requirements and membership of the state board of higher education. This resolution has been passed by the Senate 29-14 and is currently making its way through the Judiciary Committee in the House. At the time of print, the committee had not taken action on the legislation.

HB 1019: Career Academy Funding This bill, relating to career and technical education funding, came out of the House without any funding for state matching funds for career academies. Governor Burgum’s recommendation included $30 million set aside for these matching funds. The Senate Appropriations committee is currently considering this bill and has the opportunity to restore the funding back to the Governor’s recommendation level. The inclusion of these funds would contribute to a Cass County Career Workforce Academy. This academy would deliver training and education responsive to changing employer and student needs. In turn, it would expand and enhance our region’s ability to attract, retain and grow businesses and develop opportunities for student success in the workforce.

FM Diversion Project Update Though it has been 10 years since the devastating flood of 2009, impacts and memories of the destructive flood can still be felt today. As we face the concern of another flood in our region this spring, we recognize it may only be a matter of time until we face another catastrophic flood. This is why it is crucial to both the residential and business community for our region to implement permanent flood protection. The Fargo Moorhead Diversion Project, a solution of permanent flood protection, has recently had substantial progress in moving the project forward, however there is still work left to do before we can ensure necessary protection of our region. The project provides 100-year protection for 235,000+ people and makes fighting a 500-year flood event possible. It will protect residents and businesses in Fargo, Moorhead, West Fargo, Harwood, Horace and surrounding communities. It will safeguard $20 billion in property, 95,000 households and an estimated 140,000 jobs. The Chamber recognizes the need for permanent flood protection as a major flood of the usually peaceful Red River of the North can cause destruction of our community and with it our economic stability and growth. Local member companies employ 130,000 people from Cass and Clay counties, and there are more than 25,000 people living outside of these two counties employed by companies here. All 140 North Dakota and Minnesota counties have employees who work for companies based out of Fargo-Moorhead. We are truly an economic engine and hub for surrounding cities across both North Dakota and Minnesota. These statistics alone demonstrate the magnitude of impact that a destructive flood has on our community and greater region. As for the financials, local funding makes up more than 50% of the non-federal share. Voters have approved sales tax extensions until 2084. Locally this amounts to $1,044 million committed. The total ask from the state of North Dakota is $870 million, with $370.5 million appropriated to date. In Minnesota, the ask is $86 million with $4 million appropriated to date. Federally, the full $750 million that was requested has been committed. At the time of print, the outstanding asks are currently under consideration. The Chamber is advocating to secure the remaining necessary funds to move the project forward, and we urge you to contact your legislators echoing the importance of the FM Diversion Project in order to protect our region’s residential and business communities.

Delta by Marriott:

A new brand unique for our market It’s incredibly rare for a full-service Marriott hotel to be located in a metro community our size. Yet, Fargo Moorhead West Fargo is lucky enough to have one right in our backyard. You probably know the Delta by Marriott as the former Ramada. The transition to this exciting new brand was completed about two years ago. As visitors and community members have had time to stay in and visit this gorgeous facility, there’s no doubt that it’s become a highvalue amenity for our region. Construction of the very first hotel started in 1994 and the facility opened in 1996 (in a blizzard, nonetheless!) as the Ramada Plaza & Conference Center. A few years later, the Crystal Ballroom was added, and still to this day represents one of the largest hotel conference facilities between Minneapolis and Spokane. The hotel achieved multiple awards from Ramada Worldwide and its master franchisor, Wyndham Worldwide, over a subsequent 18 years. The hotel has had the honor of serving the community and multiple hundreds of weddings and conferences, not to mention has hosted multiple dignitaries and celebrities from around the world. So why switch something that was already successful? “When we looked at making the transition from Ramada to Delta, we started by listening to our guests and taking to heart all of their feedback about what they wanted to see in a hotel,” said Norman Leslie, president of National Hospitality Services, which acts as the hotel’s management company, and provides support in accounting, operations, human resources, procurement, sales and marketing. “We were also really excited about bringing a completely new hotel concept to our market, and becoming part of the Marriott portfolio of hotels. The Delta really is like nothing else Fargo-Moorhead has to offer, and as we were under the Ramada brand, we wanted to continue to be an iconic part of the community and be top-of-mind when thinking about Fargo hotels.”

New features for the property through the upgrade include a streamlined, contemporary design for guest rooms, lobby and event spaces. Guest rooms now include new, ultracomfortable beds with premium linens, focused workspaces and USB outlets. Guests can stay connected with complimentary high-speed wifi and ample plug-ins throughout the property. An expanded, state-of-the-art fitness center with cardio, strength training and CrossFit equipment, was added. Urban 42 Kitchen + Bar is the new restaurant concept, offering fresh American cuisine and a full bar and lounge area. And, catch your caffeine on site with the new Starbucks kiosk in the lobby. Of course you can’t forget their event spaces, which also got a whole new look and feel, with upgraded technology features throughout. Catch the classy new look at a variety of Chamber and community events! One face that you might recognize when visiting the hotel is Carol Johnson, who currently serves as director of sales. “This property is beautiful, and I love seeing it full of happy guests from all walks of life,” she said. “We think of it like a little city because it has everything you would want traveling for business or leisure. We also have the pleasure of working with so many great companies in this community…, and it means so much to our employees to be a part of keeping this a great community to live in.” Through her years at the property, Johnson has many great memories to recall. Her favorites, though, are when the team has been able to step in, step up and save the day, which includes everything from handling medical emergencies to loaning shoes to someone when their luggage doesn’t arrive. Or that time they got a last-minute wedding cake when a bakery neglected to make a couples’ order. The team at the Delta and NHS wants you to know that if you have stayed with them in the past, you can expect a totally different experience now when you walk in the door. They invite the community to re-experience the hotel and enjoy the array of new features.

What could be next? A new concept for event, meeting and wedding services, is coming soon. The hotel staff is looking at new ways to help clients customize and bring their events to the next level, as well as breathe new life into the traditional hotel event or wedding setup. “We’ve got a great team of event specialists who will be leading the way on this initiative and working to create some really showstopping events at our hotel,” they shared. Announcing the 2019 YEA! Investor Panel “Shark Tank” winners Once again our Young Entrepreneurs Academy students took to the stage to present their business ideas to investors and community members at the fourth annual YEA! Investor Panel Shark Tank, held on March 19 at MSUM’s Gaede Stage. Their hard work and dedication paid off, and we’re very proud of all of them! The event culminated with the announcement of investment awards for each student and the announcements of our Saunders Scholar and People’s Choice award winners. Ivy Mastrud, a seventh grader at Ben Franklin Middle School was selected as the winner with her business, BowWow Bo-ties, which sells coordinating accessories for pets and their people. Ivy received a $1,000 investment and will represent our local class at the national YEA! Saunders Scholars competition in Rochester, New York.

FRS is one of the oldest businesses in the FMWF community. Formerly known as Fargo Rubber Stamp, today they go by FRS Works. Through their product line that includes ribbons, stamps, buttons, signage and more, they help businesses advertise their brand.

What is one thing you want others to know? We are efficient, time sensitive to any in-hands dates you have for a job, and would love to have the opportunity to work with you!

What’s your best business tip? It’s best to be hands-on with your client base and to never lose sight of that contact, no matter how busy you get.

MEMBER NEWS: COMPANIES In January, the Minnesota/ North Dakota Associated Builders and Contractors (ABC) honored recently completed member projects at the 2018 Excellence In Construction Banquet in Minneapolis. Bergstrom Electric, Inc. received a top award for its Four Winds Alternative & CTE High School project in Fort Totten, North Dakota, in the “Electrical Contracting: 0 to $500,000” category. Bergstrom also received Pyramid awards for their work on the Minnkota Power Cooperative’s $65 million new campus and the North Dakota Surgery Center. Bergstrom Electric was the electrical contractor on all three projects. Haworth Inc. leadership announced today that Christianson’s Business Furniture has been designated as a 2019 Best In Class dealership. Edward Jones ranks No. 7 on the 2019 Fortune “100 Best Companies to Work For” list, according to global research and consulting firm Great Place to Work and Fortune magazine. This year marks the firm’s 20th year on the list. The list is based on survey feedback representing more than 4.3 million employees, with respondents rating their workplace culture on 60-plus elements of the workplace. To commemorate this 20-year milestone, Edward Jones is planning a year-long celebration honoring the firm’s history and culture. In January, the Iowa Department of Human Services announced its intent to enter into contract negotiations with Noridian Healthcare Solutions for the Iowa Medicaid Enterprise (IME) Core Medicaid Management Information Systems (MMIS) contract. This is the result of a full-and-open procurement of the contract. Noridian has been the Core MMIS contractor for the IME since 2004. YWCA Cass Clay has presented its annual Friends Awards to outstanding supporters in the community for their exceptional volunteerism and support. Barb and Lee Nelson, YWCA’s “Coat Angels”, were honored for providing children at YWCA with warm winter coats year after year. Karen Skjold received the award for her outstanding volunteerism and support of YWCA programs. Jodi Kallias was recognized as a Friend of YWCA for making safe and affordable housing available to families served by YWCA. Friends awards winners are named each year at the YWCA Champions of Empowerment event in February.
