The Business Training Committee plans and coordinates the monthly sessions to engage members and offer them tools and resources to ensure business success. Dawn Kaiser, employee assistance program trainer (a.k.a. inspirational educator) from The Village Business Institute, has served as committee chair since 2012. What have you enjoyed most about serving as committee chair for the Business Training committee? The people! I have enjoyed getting to know the fabulous committee members who generously give of their time and talents. I have been delighted in working with Bobbi (Rehder) and the other Chamber staff who make this committee shine with all their efforts behind the scenes. And, I have loved getting to broaden my network with the amazing folks who come to learn, grow and connect at the training events. What is one thing you would like other people to know about the Business Training series? The Business Training series is great way to equip and empower yourself and your organization to be successful. Plus, as John Maxwell says, “leaders are learners,” and the series provides stellar opportunities for folks to learn at an affordable price and make connections that are priceless. Letter from YPN Chair, Dustin Dale
The purpose of the Young Professionals Network (YPN) is to plan, schedule and coordinate quality, cost-effective training programs and networking events that enhance the personal and professional development of young professionals and help to connect them to The Chamber, community and each other. This was the mission statement of the YPN when it was founded in 2004. Ten years later the mission statement remains unchanged as it continues to exemplify why the YPN was established and why it has grown to more than 500 members. In 2013, YPN hosted 46 events ranging from networking lunches, business tours and business coaching to YPN’s most popular event, Corporate Cup. Attendance at these events ranged from 25 to more than 200 people, providing a great avenue for young professionals to meet, network and learn from each other. YPN is made up of five subcommittees: membership, social, corporate cup, professional development and business roundtable. These subcommittees form the YPN leadership committee. Being part of a committee provides leadership experience and facilitates interaction and coordination with people who may work outside of your industry, as you plan and maintain schedules for upcoming events. Positive Note to Start Minnesota Session
Chamber representatives marked the opening day of the Minnesota legislative session in St. Paul at the Minnesota Chamber’s annual legislative reception. Legislative leadership provided an overview of a session that is marked by the DFL-controlled House, the Senate’s support for a minimum wage increase and repealing 2013 business taxes.
Public Affairs Considers West Fargo Sales Tax City Administrator Jim Brownlee outlined more than $120 million of critical projects the growing city will need to address during the next 20 years. West Fargo city leaders are asking voters to approve a 1 percent sales tax increase to complete the work. The current sales tax rate of 6.5 percent would increase to 7.5 percent, which is equal to Fargo’s. Brownlee said the additional sales tax would reduce the reliance on special assessments and/or utility rate increases for funding and are projected to benefit the entire city. Congress Staves Off Flood Insurance Premium Spike A necessary basement exception was included in legislation that also prevents FEMA from drastically increasing flood insurance premiums. Under changes to the National Flood Insurance program, FEMA would require the lowest floor of a residential building to be above the 100-year flood plain, which threatened to affect nearly every home with a basement in the metro area. The Hoeven-Heitkamp-Cramer basement exception included in the Homeowners Flood Insurance Affordability Act enables homeowners to receive credit for flood proofed basements when determining flood insurance rates. Since 1975, homeowners in Fargo who have adopted rigorous flood-proofing systems have been exempt from the rule.

New Year and New Look For Honor Star
The Honor Star program offers businesses an opportunity to symbolically and directly acknowledge their appreciation to our service members. Honor Star members receive a patriotic membership window cling to accompany their traditional Chamber membership sticker. The Honor Star logo indicates to patrons that the business doesn’t take freedom for granted. In the second year of the program, more than 130 businesses have renewed their membership or joined for the first time; last year more than 140 businesses joined the program throughout the year.
The $100 Honor Star membership fee supports service members throughout the year. From appreciation events to fundraising, the collective resources touch military families in a multitude of ways. Be on the lookout for a new look of our familiar program around the community.
Honor Star Program Supports R.O.S.S. The Chamber thanks its Honor Star members for supporting another great cause. The “Remembering Our Serving Soldiers” event was sponsored by the West Fargo VFW Post 7564 and is recognized as one of the largest contributors to the military family support groups, which represent nine different units. The Chamber Honor Star program contributed $250 to support the efforts. Bill Tuft, the West Fargo VFW Post 7564 Quartermaster, accepted the check from Craig Whitney, JoAnn Czerwinski, a Military Affairs committee member, and Jessica Lee.
Distinguished Visitors at Military Affairs Meeting The Military Affairs committee had the honor of hearing from a decorated service member, along with his spouse, after they were celebrated at the Happy Hooligans Outstanding Airmen of the Year ceremony. Master Sergeant Josh Clarke received a Bronze Star for his efforts and dedication to service while serving at Bagram Airfield, Afghanistan, with the North Dakota Air National Guard’s 119th Security Forces Squadron. His family, including wife Rachel Clarke, was recognized as the North Dakota Air National Guard Family of the Year. Retired Maj. Gen Alexander Macdonald, a founding member of The Chamber’s Military Affairs committee, earned the “Extra Mile” award for his volunteer efforts.

Leadership Class Uncovers Hidden Parts of Community Last month, the Leadership Fargo Moorhead West Fargo class had an action-packed day getting an inside look at some hidden parts of our community. Some of these hidden places contribute greatly to the local economy while some of these gems provide important services to the community.
Uncovering the Issue of Homelessness
The Fargo-Moorhead Coalition for Homeless Persons gave participants an interactive look at homelessness in the area by having them participate in an activity that involved a poverty simulation. The goal of the simulation is to sensitize participants on how one crisis situation can quickly escalate to homelessness and negative choices when support and safety nets are not in place. Participants lived through three 20-minute months and saw how barriers compound and make it increasingly difficult to maintain housing.
Hidden Gems Throughout the Community
After an authentic Scandinavian lunch at the Sons of Norway/Kringen Club, Inc., the class loaded onto a bus to traverse the community, stopping at local organizations to explore the business and learn more about their organization. From an up-closeand-personal look at the new F-M Curling Club to checking out the wolf’s den at the Red River Zoo to exploring the malting plant at Busch Agricultural Resources, LLC, the class discovered how much our community offers.

Leadership Fargo Moorhead West Fargo is a great way to grow as an individual and a member of the Fargo Moorhead West Fargo business community. Committee Chair Profile The Leadership Fargo Moorhead West Fargo committee selects activities and coordinates speakers and nonprofit organizations that will be involved with the leadership program each year. Jessica Shawn, HR generalist at Discovery Benefits, has served as committee chair since August 2013. What have you enjoyed most about serving as committee chair for the Leadership FMWF committee? It has been great to get to know the other Leadership alumni members who are serving on the committee. We graduated different years but have the same love for the program and desire to give back. What is one thing you would like other people to know about the leadership program? One of the greatest strengths of this program is the diversity of the material covered. No matter where you are on your leadership journey, or what type of industry you represent, you will leave this program a stronger leader and more informed community member. What is the greatest takeaway program participants receive after having completed the program? When you talk with graduates, the most common comment is how they increased their network. You have the opportunity to get to know 39 other people really well, in addition to the community members who serve as presenters throughout the sessions.

The best line of defense a business can take against fraud is to learn how to recognize different scams and fraud that target them and to train staff members so they can be proactive in the fight against fraud. Frank Abagnale is known as one of the world’s most respected authorities on check fraud, embezzlement and secure documents. He has developed new procedures and created manuals and educational programs utilized by more than 14,000 financial institutions, law enforcement agencies and corporations. Abagnale lectures and instructs extensively at the Federal Bureau of Investigation academy and field offices for the FBI. He conducts more than 100 domestic and international seminars each year for his clients with the single objective of instructing attendees on how to reduce their exposure to fraud, forgery and embezzlement. You will hear Abagnale’s story of a rare blend of knowledge and expertise that began more than 40 years ago. Between the ages of 16 and 21, Abagnale successfully posed as an airline pilot, an attorney, a college professor and a pediatrician. He also cashed $2.5 million in fraudulent checks in every state and 26 foreign countries. After serving five years in prison, he was released on the condition that he would help the federal government, without remuneration, by teaching and assisting federal law enforcement agencies. Today, the majority of his work is for the U. S. government. Abagnale will provide attendees the latest protections against embezzlement, forgery, counterfeit currency, check fraud, identity theft and Internet fraud for institutions, associations and corporations. Abagnale’s presentation will be followed by a panel discussion with law enforcement agents who will review case studies, all of which have local and regional connections, of successful and attempted fraud schemes that have been conducted against businesses and individuals. Attendees will have an opportunity to ask questions and panelists will share their knowledge and expertise in a format that allows discussion.

OUTLOOK2014 Economic Outlook Forum Highlights Several Factors at Play in Economy The annual Economic Outlook Forum offered nearly 500 attendees a glimpse of the various factors affecting the regional economy: energy exploration, workforce availability, technology, entrepreneurism and health care. A highlight of the event was the social interaction among attendees via Twitter using #EOF14. Pam Sharp from the North Dakota Office of Management and Budget presented details about the North Dakota economy from Moody’s Analytics, citing the different ways North Dakota’s economy has been recognized. Sharp also pointed out that perceived weaknesses that need to be addressed include a lack of strong growth beyond agriculture and energy and exposure to volatility in agriculture prices. Ross Manson from Eide Bailly LLP discussed health care and its “disruptive” impact on the economy and industry. While the Affordable Care Act is not new — it was signed into law more than 4 years ago — the implications are now being felt as the health care system is transitioning from a system that diagnoses and treats ailments to one that promotes preventative health and wellness actions. In his presentation of the Business Economic Outlook Survey results, Dan Staller from Starion Financial cited that the availability of skilled employees jumped to the number one issue employers face compared to last year. Jim Gartin from the Greater Fargo Moorhead Economic Development Corporation rounded out the presentations by talking about the 2014 projections for the metro area, highlighting the incredible growth opportunities regarding technology, life sciences and entrepreneurial activity. The event concluded with the presenters answering questions that had been asked via Twitter, such as the role of arts in a thriving economy, how to sustain economic growth considering the severe lack of available workforce, and others.

Eliminating Employment Barriers
At the Vocational Training Center, innovation and ingenuity allow individuals with developmental disabilities and mental health challenges the opportunity to work, give back to the community and gain a greater sense of confidence and independence. VTC was founded in 1961 by a coalition of concerned citizens who saw the issues surrounding individuals with developmental disabilities and gainful employment opportunities available to them, explained executive director Scott Burtsfield. In April 1970, VTC formed a partnership with Fargo Public Schools due to the change in Vocational Education laws; this partnership increased the resources for transition students who needed assistance with vocational opportunities and soft skills development. The relationship is intact today, though VTC now collaborates with a multitude of organizations in the community to provide services. When an individual comes to VTC, he or she engages in PersonCentered Planning to help assess the individual’s goals, needs and desires for seeking gainful employment, explained administrator of programs and services Paulette Wood. In addition, the individual has an assigned vocational instructor and support specialist who provides further development and instruction as the individual navigates the complexities of the working world. “We enrich the lives of the people we serve and provide a valuable service to the community,” Burtsfield said. VTC offers pre-vocational training through its Day Support Services as well as vocational training through its Extended Services and Supported Employment programs. The organization’s goal is to transition as many individuals as possible from the Day Support Services to Extended Services, which involves competitive employment. In cases when that is not possible, VTC itself offers a quality jobsite. The expectations of individuals supported at VTC are the same as at any other jobsite: individuals show up to work on-time, report to his or her work stations, take scheduled breaks, wear work-appropriate attire and request time off, explained employment and placement services coordinator Tom Thompson. At VTC, individuals are trained in a variety of different jobs including assembling, packaging, preparing mailings, putting together kits, shredding documents, woodworking, manufacturing and providing a range of other customized services. Woodworking is an especially busy area of VTC because of long-standing contracts with North Dakota Department of Transportation, local and regional construction companies and other government entities. Many projects utilize jigs, developed by VTC staff, which help make most jobs easy and safe for anyone who wants to complete that particular task. “It’s about eliminating barriers to working for people who are interested in the job,” Thompson said. Like any manufacturer, VTC experiences slow and busy times regarding contract work, so staff and individuals set out to find a creative project to develop that would not only offer variety and imagination but could also involve many different people and foster an entrepreneurial spirit. That project is building beautiful, customized cedar lawn furniture. Operations manager Steve Pederson and two other staff members traveled to Texas to learn about the project, and they are now figuring out the logistics involved with setting up the production of the furniture. VTC hopes to begin selling the furniture this spring as homeowners prepare for the start of summer.

While giving individuals with developmental disabilities the opportunity to lead productive lives is at the forefront of what VTC does, helping those same individuals understand philanthropy is equally important. Since 2010, VTC has implemented a 52X52 Service to Others Project that involves efforts such as ringing bells for the Salvation Army, constructing crates for the HERO project, assembling backpacks for the United Way and many more. “By giving back to the community, these individuals understand that what they do can have a positive impact on others,” Wood said.
