The Chamber Leadership shines in our community
Resilience has been a key theme in our region, especially as we have navigated recent challenges. I am continually humbled and proud of how many people step up to lead our community forward, even in the face of barriers, controversy and uncertain times. We are lucky to live in a place with such bright, talented individuals also calling the FMWF metro their home. And, coupled with our outstanding business climate, I wouldn’t want to live anywhere else. It’s fitting that this month we unveil our Chamber’s 2020 Legacy Leader recipient. Steve Scheel, of Scheels fame, is without a doubt worthy of our highest annual recognition. Scheels is known across the country for its incredible customer service, high standards and community leadership. Steve himself is a community servant, not just leading the Scheels team to excellence, but always showing up for others. When we were preparing for this announcement, we heard story after story from others who have been positively affected by his generosity. We are so excited to share his story at our 2020 Annual Celebration. We hope to see you there, this September, as we also unveil the successes of our past year and look ahead to what is next. Next month we also plan to announce the 2020 Voices of Vision presenter. It is yet another individual who has demonstrated inspiring leadership and resiliency that many of us can learn from. And the message is one that is simple, and potentially life changing. Stay tuned for the reveal next month! Despite the challenges the past several months have brought, we remain hopeful and dedicated to a bright road ahead. As an organization, we also strive to be a leader for our member businesses and their employees. There is much to look forward to, from evolved event and program opportunities to new mediums we’re using to share information and celebrate our community and initiatives to advance our region forward.

Steve D. Scheel We’re thrilled to announce that Scheels board chair and accomplished businessman Steve D. Scheel, is the recipient of this year’s Legacy Leader Award!
This prestigious award recognizes and emphasizes the important role and contributions of long-time local leaders in both shaping and serving The Chamber, metropolitan community and region. Scheel was selected by a nomination committee based on his leadership in business and in the community. Tom Dawson, Chamber Board Chair, said “Steve is the epitome of a leader. He has been not only instrumental in helping build a world-class sporting goods store, but has shared his leadership skills and energy with many causes important to our Chamber and our region. In addition, he and his company are unequalled in their philanthropic contribution to communities in which they do business. Scheel was born and raised in Fargo, and graduated from Fargo Central High School and St. Olaf College with degrees in U.S. history, economics, and political science. He served in the U.S. Army from 1969 to 1971. Steve joined Scheels in 1972 and managed Scheels stores in Fargo, Casselton, Moorhead and Sioux Falls before taking over as president, CEO and chairman in 1989. Steve currently serves as board chair for Scheels, with over 8,000 associates and 28 stores in 14 states. Scheels currently operates the 15 largest sporting goods/sportswear stores in the USA. Scheels corporate headquarters is located in Fargo and the company is an ESOP, owned by the employees. As a volunteer, Steve has served on many boards and committees for organizations including the United Way,

Steve and his wife Eileen are currently working to build Friends of the Children, Youth Entrepreneur, and The Phoenix programs in North Dakota and other states. Steve coached youth soccer and hockey in Moorhead for 16 years and worked with the Hunter Education program in Fargo.

Midwest Nest Magazine Midwest Nest Magazine’s first edition came out in October 2017. Midwest Nest is a monthly print and online publication based in Fargo. The publication features content and photography focused on local culture, entertaining and home design. Last year we had 10 local designers, split them into three teams, gave each team an empty apartment at Pioneer Place, $500 in cash, and 24 hours to create a beautiful space. Local non-profit, Down Home took home all the furnishings to help local families in their transition from homeless shelters to homes. We are excited for what is in store for this year!

FM Diversion Update with Joel Paulsen, Executive Director, FM Diversion
The Chamber holds permanent flood protection as one of its highest priorities to help protect the economic vitality of our region and remain dedicated in both support and advocacy for the FM Area Diversion project. This month, we had the opportunity to virtually discuss the status of the project with Joel Paulsen of the FM Diversion for an update and what we can expect in the future.
Please provide us with a brief history of the project, current status and expected completion. A 2011 Federal Feasibility Study, commissioned by the cities of Fargo and Moorhead in conjunction with the U.S. Army Corps of Engineers, signaled the beginning of the project. The study results provided momentum to develop the Diversion Authority, which has representatives from Cass and Clay counties, Moorhead, Fargo, West Fargo, and the Cass County Joint Water Resource District to determine how best to protect our metro. A successful intervention by ND Governor Doug Burgum and then-MN Governor Mark Dayton resulted in the creation of the project as it’s known today when the MN DNR awarded the key Project Dam Safety and Public Waters Work Permit. This set the stage for the project to proceed forward with the construction and implementation phases. Currently, roughly $100 million in construction is underway on two separate contracts awarded by the Army Corps of Engineers for the diversion channel inlet control structure and the Wild Rice River control structure. Many projects are also being completed within Fargo and Moorhead, which will serve as necessary complements to the larger diversion project as the flow of water will continue during a major flooding event. It is anticipated there will be an agreement with a P3 contractor in 2021, which will begin the construction phase on the 30-mile diversion channel. All construction is expected to be completed by 2026 with the project becoming operational in 2027.
How much funding has been secured, what are the sources of it, and how much remains? With a project of this magnitude, it is not feasible nor practical to acquire the entire amount of funding upfront and place it in a bank account for us to draw off as needed. Instead, we have focused on creating agreements with federal, state and local governments for the intent of funds. Through a project partnership agreement with the federal government, we have secured $750 million. These committed funds do escalate over time so we anticipate the total federal government contribution to be around $900 million when the project is completed. North Dakota has committed all but $120 million of the $870 million requested, Minnesota has committed $7 million of the $86 million requested, and through voter-approved existing sales taxes in Fargo and Cass County, $1.044 billion has been secured to fund the local share.

ASKING THE EXPERTS What does it mean for the FM Diversion to be a P3 project? Public-private partnership (P3) contracts are long-term agreements with a private sector entity for the design, construction, financing, operations and maintenance of the project over an extended period. The term of the contract for the FM Diversion channel will be 30 years. This contract differs from a traditional infrastructure project where a public agency bids out the design and construction for the project to be turned over to the public for ownership and all maintenance. The contractor who constructed the diversion channel will then assume responsibility for all maintenance for the following 30 years, thus shifting the long-term risk away from the public. P3 contracts also provide certainty of cost as once the agreement is signed, the cost is locked in for the duration of the contract at an annual repayment amount agreed upon at the inception of the agreement. P3 contracts also ensure certainty in the schedule, promote innovative design, enhance efficiency, foster collaboration between contractor and engineer, and increase investment of private equity. Three development teams are currently bidding on the project, and we anticipate awarding the contract to the winning P3 contractor within the next six months.
What obstacles has the project overcome already, and what else is anticipated? The biggest obstacle we constantly face is the annual flood threat, so the project must remain on schedule and budget to ensure it is completed, hopefully, before the next major flood event. Much like other major infrastructure projects, both financial and regulatory hurdles exist, but we have remained diligent in both our work and communication and are confident we will be able to progress forward and stay on schedule. Unfortunately, flood projects do affect both people and property, but we have remained committed to regular communication with those impacted and have worked diligently to go above and beyond what is required, both at the state and federal levels, to address their concerns. In early June, the very detailed, 187 pages, property rights acquisition and mitigation plan was approved by the North Dakota Office of State Engineer. The plan outlines mitigation programs, such as a crop loss program that covers the risks for farmers in the event the project is required to operate during the crop growing season, which may cause impacts on growing crops. The project has also achieved numerous milestones that were said to be unreachable:
As we continue with the construction phase, there currently is a contested case hearing in which the Minnesota DNR is defending its award of a permit to the Diversion Project. The hearing began the week of June 8, 2020. Following litigation, an administrative law judge will render a recommendation, after 30 to 90 days, to the MN DNR commissioner who, after an additional 10 to 90 days, will provide a final ruling regarding the status of the previously awarded Project Dam Safety and Public Waters Work Permit. We are hopeful for a positive outcome which would also pave the way for resolutions to the remaining litigation.
NDSU recently published a study examining the agriculture impacts of the Diversion. What were the key findings? The study found that most flood events occur before the spring planting season and much of the agriculture acreage within the upstream mitigation area would not be adversely affected by the project during a flooding event. The study also noted that most of the land negatively impacted would have minor planting delays of one to five days, however a longer or late spring flood event could pose an increased risk of prolonged planting delays. The risk of wide-scale prevent plant conditions caused by the project is very low. To view the full report and additional key findings, visit fmdiversion.gov/news.
As it relates to property acquisitions, how much has been acquired thus far? How much remains? As of June 2, over 4,000 acres (370 parcels) of the 9,000 acres required had been acquired. To remain on schedule, all remaining land for the diversion channel must be acquired by this upcoming fall and we do anticipate needing to engage in quick-take actions over the next few months to meet this deadline. The acquisition schedule follows the federal construction schedule as money is appropriated on an annual basis. Panel shares how workplaces can support diversity & inclusion
Last month at Eggs & Issues, we explored how our workplaces can best support a diversity and inclusion through our missions, strategies and practices. Moderated by Moorhead Mayor and M State Director of Equity and Inclusion Johnathan Judd, panelists shared their personal experiences as well as professional advice, and included Colette Campbell, SVP/Director of Talent Acquisition, Diversity and Inclusion, Bremer Bank; Dieumerci Christel, Founder & CEO, Enlight; and Kelsey Gordon, Operations Program Manager, Microsoft. Judd challenged attendees to look at their workplaces through an equity lens, meaning viewing inclusion through the lens of a person from a disadvantaged group, noting how important valuing all employees’ experiences are to HR and recruiting. Campbell reminded us to be aware of the role we play in our workplace, asking ‘Are you going to be difference makers or maintain the status quo?’ She shared Bremer’s diversity strategy,
and challenged us to not be bystanders and to make a commitment to being more culturally competent. Christel discussed his experience growing up in a refugee camp, moving to the U.S. and experiencing disparaging comments in the workplace, offering ideas on how to be vigilant as leaders. Gordon offered her take on diversity, noting that the word itself actually refers to the differences between individuals and is not restricted to just race,
and inclusion is making sure all individuals are valued and heard. For employers looking to further develop their own diversity and inclusion efforts, all panelists echoed the importance of education, conversation, and creating a culture in which diversity is welcomed. Campbell recommended the book “White Fragility,” and Gordon encouraged offering unconscious bias training and employee resource groups.

Last month we celebrated Juneteenth, the day recognized as the end of slavery in the United States. A video is available online, with members of our community discussing the historical importance of Juneteenth and what it means to them, as well as the story of one man named Felix Battles, a former Moorhead resident who was born enslaved, escaped to the North and fought in the Civil War, and upon his return, became the pioneer barber in the Red River Valley. YEA! students present at 1 Million Cups
Last month, two Young Entrepreneurs Academy students got the opportunity to present at our local 1 Million Cups event: this year’s Investor Panel Shark Tank winner, Ameera Gaal, a freshman at Sheyenne High School, and 2017 YEA! grad, Bridget McManaman, founder of Rewrite Herstory. Ameera loves expressing herself through what she wears, so her business, Enhance makes magnetic accessories for hijabs so that women who wear them can feel beautiful with her custom-made product. Bridget launched Herstory in response to her own health problems and has since made it her mission to increase women’s access to menstrual hygiene products, and empower them to have a better understanding of their physical well-being. Both Ameera and Bridget presented updates on their business to viewers on a Facebook live stream. We want to thank the team at Emerging Prairie for offering YEA! this opportunity!

Herstory was started 4 years ago, with help from YEA!, to increase women and girls’ access to menstrual hygiene products and empower them to have a better understanding of their physical well-being. Recently, Herstory has started distributing menstrual cups and promoting them as a more sustainable period management option. In response to COVID-19, the program Masks for Mensturation was started, a fundraiser in which masks were made and sold with proceeds benefitting women and girls in need. So far, 400 masks were made and $3,000 was raised! This work wont let up anytime soon because periods don’t stop for pandemics!

1 Million Cups is a free, national program designed to educate, engage, and connect entrepreneurs. KLJ was awarded the 2019 Outstanding Project Design Award by North Dakota Society of Professional Engineers for work on the Sheyenne Street/I-94 Interchange Reconstruction project in West Fargo. The award recognizes an engineering firm in the state of North Dakota and is based on engineering design content of a project completed or under construction in the current year. Consideration is given to how the project employs innovative or state-of-the-art engineering practices making the project unique. KLJ served as the prime consultant on the project, working closely with the City of West Fargo and the North Dakota Department of Transportation. The five-mile corridor of Sheyenne Street required some distinct design solutions which included capacity and safety enhancements, pedestrian and bicycle improvements, traffic calming measures and an innovative interchange solution. The team developed a Modified Single Point Urban Interchange design to address the unique travel patterns of Sheyenne Street. Construction of the project was completed in November 2019 and resulted in 60 percent less traffic delay and reduced total crash potential by 60 percent. Overall, this one-of-a-kind design, improves traffic flow on this highly traveled corridor. Engineering New-Record (ENR) announced that KLJ has been named among the 2020 Top 500 Design Firms. The firm ranked 160, moving two numbers from the 2019 ranking. KLJ was evaluated based on revenue for design services performed in 2019. Design services assessed included general building, power, water supply, sewer/waste, industrial/petroleum, transportation, and telecommunications. ENR, reports on the top design firms, both architects and engineers, and the top construction companies as well as project in the United States and around the world. The Top 500 Design Firms list, published annually in April, ranks the 500 largest U.S. based designs firms, both publicly and privately held, based on design-specific revenue. Companies engaged in general contracting specialty contracting, engineering, architecture, planning and studies are ranked through an annual survey. The rankings are then divided into specific market categories.
North Dakota State University Press is excited to announce three of its titles being finalists in the 30th Annual Midwest Book Awards. The titles/authors and the award they are finalists in are: Still by Rebecca E. Bender and Kenneth M. Bender, Religion/ Philosophy; Stringing Rosaries: The History, the Unforgivable, and the Healing of Northern Plains American Indian Boarding School Survivors by Denise Lajimodiere, Social Science/Political Science/Culture, History-Regional, and Design-Cover Design; and Hunter's Log: Volumes II & III by Timothy Murphy, PoetryRegional. The 30th annual Midwest Book Awards was open to books published and copyrighted in 2019 in MiPA’s 12-state Midwestern region. This year’s competition garnered 221 entries in 31 categories, which were judged by a panel of 99 librarians and booksellers from every state in MiPA’s region.
