Message to Members Dear Chamber Members: The start of a new year teems with potential and possibility, and as we reflect on our accomplishments in 2013, we are excited to work on a number of issues in the coming year. In a thriving community like Fargo Moorhead West Fargo, we see myriad opportunities to continue promoting economic growth and prosperity for our member businesses through advocacy, education and engagement.

In Fargo, permanent flood protection is at the forefront of issues we will continue to advocate for. While we recognize the need to address all sides of the issue, The Chamber believes permanent flood protection will result in an improved business and residential climate. The importance of a new city hall and convention center offers an opportunity to evaluate where the center of business activity can reside within Fargo, and the final decision of a location is sure to be debated and scrutinized to ensure it will contribute to the vitality of our future for decades to come. Del Rae Williams being elected as Moorhead’s first female mayor attests to the exciting dynamics at play in the community. She takes the reins after Mark Voxland led the city, and while we congratulate and thank Voxland for his unwavering service, we can’t help but be excited for what Williams will set as her priorities in the coming months and years. A situation we are less excited about is the $2 billion tax bill that resulted in higher taxes for businesses. We have taken a public stance to urge Gov. Mark Dayton and other Minnesota lawmakers to repeal the stifling new taxes to protect the economies of border cities like Fargo Moorhead. (You can read more about our stance on FMWFChamber.com.) We will continue to advocate for our legislators to examine the repercussions of the taxes and repeal them when they convene next month. West Fargo’s tagline about being “the city on the grow” has never been more true than it is now. The city’s population growth is both a result and forbearer of an electrifying local economy our business community will benefit from. In fact, as of last month, the metro area as a whole was on pace to approve permits for more than 1,600 apartment units, according to a December 9, 2013, Forum article. West Fargo itself had approved more than 300 new units. West Fargo’s growth will emerge in all realms of the economy, from hospitals to hotels and restaurants to banks. It’s an exciting time for the Fargo Moorhead West Fargo community, and we’re honored to serve as a leader to ensure the continued growth and prosperity of our business community by working on the issues that deeply affect the quality of life we enjoy here. Leadership Class Examines Our Region's Past, Present and Future From Glacial Lake Bottom to Profitable Topsoil The Leadership class had the opportunity to hear from “Mr. History” aka Steve Stark at the December Leadership Fargo Moorhead West Fargo session. Stark is an illustrator and historian who brings history to life with his visual and oral presentations. Stark drew pictures as he talked about how Lake Agassiz used to cover most of the Northern Plains. When the lake evaporated rich, fertile soil was left behind. This farmland paved the way for commerce in our region. Large bonanza farms were started and commerce was conducted up and down the Red River. Our region was the main provider of the wheat used by flour mills in St. Paul, Minn., including Pillsbury and Gold Medal. Who says history can’t be entertaining?

A Tale of Three Cities

After the class heard about our region’s past, we looked to our present. Dan Mahli, Fargo city planner, Lisa Vatnsdal, Moorhead neighborhood services manager, and Larry Weil, West Fargo planning director, held a panel discussion about the growth of our cities. Each panelist said they value public input and try to get the public involved in planning. A few incredible facts about our region’s growth: § Fargo will have 10,000 new housing units by 2020. In addition, apartment vacancy is incredibly low with a 2 to 3 percent vacancy rate. § West Fargo grew 73 percent between 2000-10. They estimate within six years there will be no land left for residential building. § Moorhead is studying the river corridor to see how they can develop the land. Housing buyouts for flood protection turned private land into public land. The river corridor will be a good future resource for growth.

Our Culturally Diverse Community

As our community continues to grow, so does our cultural diversity. We brought together a panel of experts who work with new Americans and refugees every day. Panelists included: Cristie Jacobson, Fargo Police Department cultural liaison officer; Vonnie Sanders, Fargo Public Schools English Language Learning teacher; and Heather Ranck, U.S. Department of Commerce and Project English founder. Each panelist provided a wealth of information about how the class can help new Americans adjust to their new community. Most refugees spend between 12 to 18 years in a refugee camp before they are granted asylum. Only 1 percent of refugees worldwide are re-settled each year. Once they have been re-settled, there are still are still many hurdles to overcome. Cultural and language barriers are two of the biggest. Lutheran Social Services of North Dakota has a 90 percent success rate with finding new Americans employment.

Ready, Set, Plan

To help the class understand how leaders plan for the future of our region, Jodi Bruns, North Dakota State University Extension Service, had the class participate in The Futures Game. It is an interactive game where groups have to make decisions based upon different scenarios. Everyone starts with the same scenario: “The Governor has provided a one-time $5 million grant to your county from the state’s Future Energy Fund.” From there, groups need to make decisions on how to use the money. Do you invest in R&D? Or do you create jobs? What do you do when your workforce shrinks? How do you feed your workforce pipeline? The class had to ponder those questions and more to grow their hypothetical county over a span of 20 years. Military Matters Honor Star: New Logo to Launch in Year Two After an inspirational inaugural year of the Honor Star program that showcased community involvement and fostering relationships between our military community and business community, the Honor Star program has launched its second year. The program is also revamping its logo so watch for the debut in future communications.

NDSU ROTC to Forge On With the support of the North Dakota Congressional Delegation, North Dakota National Guard leadership, the Tri-College University, the Military Affairs Committee and a host of others, the Army has reversed its decision to close North Dakota State University’s Reserve Officer Training Corp (ROTC) program, which serves North Dakota State University, Concordia College, and Minnesota State University Moorhead. The program will remain active and stand for evaluation at the end of the 2014 and 2015 academic years. LTC Deb Lien, deputy commander and officer in charge of the 141 Maneuver Enhancement Brigade, conveyed to the Military Affairs committee the importance of the NDSU ROTC program in producing and preparing future officers for leadership within the North Dakota National Guard.

The Fargo and West Fargo Public School systems are home to two Junior Reserve Officers’ Training Corps (JROTC) programs. An Air Force JROTC program is based out of South Fargo High School and an Army JROTC is based out of the West Fargo Public High School. The primary emphasis of JROTC programs is to develop leadership skills. Cadets also enhance their communication and teamwork skills and improve physical fitness through the program.

Advocacy in Action Minnesota Sprinkler Mandate Would Dampen Development A fire sprinkler mandate in new residential construction has been rejected twice by the Minnesota Legislature and the Department of Labor and Industry’s advisory group; despite these rejections, a new provision has been included in Minnesota’s Building Code. The Chamber, along with the City of Moorhead, and the Home Builder’s Association of Fargo-Moorhead, has urged the Office of Administrative Hearings to reject the sprinkler mandate. Chamber President/CEO Craig Whitney, wrote in a letter to the administrative law judge that “the residential fire sprinkler rule will be costly for consumers and may result in homeowners looking to neighboring North Dakota, which does not mandate this expense, to build their homes.” The Chamber will continue to oppose the mandate to protect the resurging building economy in Moorhead.

2014 Public Policy Guide Receives Approval from Board of Directors The Board of Directors takes an active approach in providing guidance to the Public Affairs committee in shaping the advocacy agenda through the annual Public Policy Guide. The board outlined the top priorities in 2014 as advancing workforce development initiatives and advocating for permanent flood protection. The board approved the Public Affairs Committee’s policy statements and thanked the committee for its hard work. The 2014 Public Policy Guide features an updated directory of elected officials and will be distributed during Operation Thank You as well as posted on FMWFChamber.com/advocacy. Homeowner Flood Insurance Affordability Act Gaining Momentum Flood insurance premiums are of grave concern, according to Chamber Board Member and Minnesota State University Moorhead President Dr. Edna Szymanski. State Farm Insurance Agent Don Gronke, who also serves on The Chamber Board of Directors, echoed that statement. Gronke has worked directly with policy holders facing alarming increases to their flood insurance rates. While we continue to advocate for long-term flood protection and congressional authorization of the FM Area Diversion Project, the Homeowners Flood Insurance Affordability Act seeks to delay the flood insurance rate increases resulting from the Biggert-Waters Flood Insurance Reform Act, an important piece of legislation for thousands in the metro facing changes to their flood insurance policies. We recognize this impending threat to the local economy and is committed to working through the process to address it.

Dakota Fiber Initiative Launches in Downtown Fargo As a follow-up to Doug Burgum’s vision for North Dakota to have world-class broadband, which was revealed during the State of Technology conference, the Dakota Fiber Initiative has taken form. To achieve the goal, stakeholders have outlined a three-phase approach. The first phase involves assessing the feasibility of a downtown Fargo pilot project through a pledge process. An estimated $75,000 needs to be raised through the private sector. The Information Technology Council of North Dakota is leading the charge and accepting pledges from interested parties to initiate the study. Young Professionals Network YPN Holiday Party a Holly, Jolly Good Time The Young Professionals Network held its annual Holiday Party on Wednesday, December 11, at the Plains Art Museum. Nearly 100 young professionals celebrated the season with games, food, gallery tours, door prizes and good old-fashioned fun. Sen. John Hoeven Outlines Priorities for Congressional Work

Sen. John Hoeven has three main priorities when it comes to his work in the United States Senate: Passing a new farm bill. Voting on the Water Resource Development Act. Working to ensure Grand Forks serves as a test site for Unmanned Aerial Systems (UAS). Hoeven outlined these and other issues at a Congressional Update hosted by The Chamber on December 4. Both the Senate and House have passed versions of a farm bill, but those versions are in conference committee and need to be reconciled into one version that can be voted on. Hoeven hopes a five-year farm bill can be passed by the beginning of January or another extension may be necessary. Permanent flood protection is at the forefront of many discussions in the state, and especially in the Red River Valley. The Water Resources Reform and Development Act is in conference committee and includes authorization of the Fargo-Moorhead Area Diversion Project. Hoeven said he is working to include upstream concerns that have been voiced as well as a provision that would eliminate the U.S. Army Corps of Engineers being able to charge states a storage fee for water drawn from Missouri River reservoirs. Finally, Hoeven is working to secure the Grand Forks Air Force Base as a pilot test site for integrating unmanned aerial missions, or Remotely Piloted Aircraft, in the national airspace. In the Federal Aviation Administration Reauthorization bill, Hoeven included a measure to allow both manned and unmanned missions in the same airspace, and he hopes the sites will be announced soon. Hoeven concluded the event by fielding questions from attendees on a range of topics.

Teigen Hired as Communications and Marketing Manager Danielle Teigen has joined the staff of the Fargo Moorhead West Fargo Chamber as Communications and Marketing Manager. Teigen is responsible for the strategic planning and direction of the communication and event marketing of The Chamber. She also writes for and edits Chamber publications and manages The Chamber’s social media platforms. Teigen graduated from North Dakota State University with a bachelor’s degree in journalism and management communications and a master’s degree in mass communications. She previously worked for Ulteig as the senior communications strategist. Teigen was also a graduate teaching assistant at NDSU, as well as, the managing editor for Bison Illustrated and associate editor at From House to Home, Wedding Vow magazine. Before joining the team, Teigen served as a volunteer for the 2013 Corporate Cup event and spoke on a marketing panel for one of our 2013 Business Training sessions. Teigen said she was interested in the sense of community The Chamber brings. “I was most drawn to the opportunity to connect more intimately with the community in which I live and work,” said Teigen. “I wanted to be a more integral part of that growth and development.” In the community, Teigen is a member of the NDSU Department of Communication Advisory Board; a 2013 graduate of the United Way's 35 Under 35 Women’s Leadership Program as well as a current volunteer for the 2014 program; and a volunteer account executive for the 2013 United Way Campaign. Teigen and her husband, Kevin, welcomed a son, Dominic, in August of 2013. When she isn’t busy with work, volunteering or caring for her newborn, she enjoys reading historical fiction novels, watching movies, writing, running, spending time with family and friends and cheering on the Bison.

2013 ChamberChoice Entrepreneurs of the Year Jodi Ellingson and Jill Krahn know a thing or two about starting and running a successful business. Next year, the two will celebrate the 30th anniversary of their first business venture, Hair Success Salon & Day Spa. Hair Success, which was the first day spa in North Dakota, was started in 1984 in Ada, Minn. Elle magazine ranked the spa as one of the top 100 salons in the nation four years in a row. “Education is what has brought us here,” said Krahn. “The more you learn, the more you see things differently, and we wanted to bring that back to Fargo.” The two have now started several other businesses including The Salon Professional Academy, Salon Brand It, Salon Professional Education Company (SPEC) and Virtual Salon Campus. Virtual Salon Campus is the newest venture between the duo. The web-based campus, which will fully launch in 2015, looks to help prepare their students for their future careers. All of their academy students will have access to the site along with past graduates and other salon professionals for a small membership. The courses offered on the site will be geared toward professional development such as maintaining social media sites, managing your money and starting your own business. Ellingson and Krahn agree that one of the most challenging things they’ve faced on their journey is franchising their school through SPEC. “You have to be able to budget for growth,” said Ellingson. Krahn added that it’s been especially challenging with economy changes over the last couple of years. Their advice for anyone considering a franchising opportunity comes from one of their mentors, Ace Brandt: Hire the right leader. Pay the right people well. Walk in the back door – by the time you get to your office, you’ll know what’s going on in your business. The two have also done a lot of work to change their business to fit with the needs of today. For example, they recently developed a program called TSPA 2.0 where they train students on how to interact with the different generations (millenials, generation X, etc.) “We are trying to open up the stylist to see how one person thinks differently than another,” said Ellingson. “We want our students to be able to work with multiple generations and not limiting themselves.” When Ellingson and Krahn aren’t busy with their multiple businesses, they volunteer some of their time to plan and promote Fashion Avenue, a style show to raise money for the Christmas Wish. “The thing I love is watching all the people from the business community come together to give,” said Krahn. Their final bit of advice? “You have to go after your dreams,” said Krahn.

Traynor received this award for his work and support in developing the Impact Foundation, which supports non-profit fundraising efforts, along with his leadership in providing support and direction to the 7-Mindsets movement in our community and the Cass-Clay Alive Initiative.

Holiday Business After Hours Showcases Festivity and Fun More than 1,000 people attended Holiday Business After Hours last month, braving the sub-zero temperatures to get in the holiday spirit. The event featured 115 exhibitors who offered attendees a range of enticing items as they strolled through the aisles networking with other business professionals and organizations for three hours. “The Chamber is always excited about the turnout at Holiday Business After Hours, and this year was no different,” said Chamber President/CEO Craig Whitney. “Our members understand and appreciate the value of a major networking event like this, and take advantage of the opportunity to promote their organizations and meet other business professionals in the community.” The 2014 Business After Hours events kick off in February. On average, more than 500 people attend each event with more than 50 exhibitors.
