President's Corner Dear Chamber members, Flooding has been a persistent threat to our community for too long, and we are hopeful that the threat is even closer to being eradicated with the presidential signing of the Water Resources Reform and Development Act (WRRDA). The Fargo-Moorhead Area Diversion Project has received the federal support it needs to move forward in providing permanent flood protection for nearly 200,000 people in North Dakota and Minnesota. The Fargo Moorhead West Fargo business community has been affected greatly during past flooding events when businesses have to shut down to protect facilities or allow employees time to protect their homes. In addition, the threat of even minimal flooding can impede new businesses from opening in the area. When we organized the Business Leaders for Permanent Flood Protection Task Force a year and a half ago, we sought to educate state and federal lawmakers about the significant and devastating impact flooding has on our economy and the businesses within this community. At the beginning of North Dakota’s 2013 Legislative Session, lawmakers had only heard from a few local elected officials about permanent flood protection and funding for the project had been stripped from the bill. Clearly, more voices were needed to truly impart the importance of building a diversion to protect the community; our task force responded in droves. Ultimately, the North Dakota legislature provided the intent to fund North Dakota’s share of the project up to $450 million. The federal authorization of the WRRDA and its $846 million for the project means the Corps and local sponsors represented by Fargo, Moorhead and the Diversion Authority will work on signing a project agreement regarding cost sharing and construction of the project, according to a press release on the F-M Area Diversion’s website. Our task force remains ready to step in at a moment’s notice to advocate for the importance of this project whenever the need arises as this project moves forward. Permanent flood protection is crucial to the success of our business community, and while we celebrate this victory and the support this project has received, we know we have a long road remaining to realizing the protection this community wants and deserves. Chamber Named Finalist in National Competition Last month, The Chamber was announced as a finalist for the American Chamber of Commerce Executives (ACCE) 2014 Chamber of the Year competition. A record 41 applications were received, indicating to the judges that the state of the chamber industry is strong. All applicants were assigned a category based on five factors: population, number of area businesses, total revenue, percentage of total revenue restricted and current membership. Fraud Expert Frank Abagnale Shares Prevention Tips

Your identity has likely been stolen. It’s what the person who stole your identity does that truly matters. That’s just one of many mind-boggling facts Frank Abagnale, Jr., shared with more than 500 people during “The Art of the Steal” last month. Abagnale’s extensive knowledge of fraud techniques and ways to combat them stem from a teenage crime spree where he successfully impersonated a pilot, doctor and lawyer before serving time in prison. Today, Abagnale is one of the world’s foremost experts on fraud prevention who has worked with the FBI for more than 35 years.

White collar crimes have resulted in more than $900 billion being stolen every year in the United States.

How can you prevent fraud? Abagnale shared the following tips: §§ Teach ethics. Start at home with your own family and have ethics courses required in school and university systems as well as in the workplace. “Until we bring ethics back into society, we will not even put a dent in white collar crime,” Abagnale said. §§ Avoid publicly sharing photos of your face straight-on. Abagnale cited facial recognition software can make these images easier to replicate on important documents, like driver’s licenses and employee IDs. §§ Use a micro-cut shredder. Shred all documents (junk mail, catalogs, checks, etc.) in a microcut shredder that will reduce the paper to confetti and eliminate the ability to reassemble the document. §§ Avoid writing checks. Abagnale asserted that credit cards are the safest form of currency because the liability for fraud rests with the company, not the card holder. §§ Monitor children’s social security numbers. Unfortunately, children are commonly victims of identity theft so you should request a credit-monitoring company to examine social security numbers in case of fraudulent use. §§ Set up non-negotiable accounts. Companies who deal with frequent wire transfers should set up a non-negotiable account that can only receive deposits.

The panelists offered additional tips on how to prevent being victimized by a fraudster: §§ Trust your instincts; if it seems too good to be true, it is.

Business Leaders Note F-M Diversion Authorization

U.S. Senator John Hoeven and the Business Leaders for Permanent Flood Protection Task Force hosted a news conference following the congressional authorization of the F-M Diversion Project. The passage of the Water Resources Reform and Development Act was a critical milestone affirming federal support of the project. President Barack Obama signed the WRRDA bill last month. The task force is an initiative of The Chamber, the Fargo-Moorhead Area Association of Realtors, the Greater Fargo Moorhead Economic Development Corporation, and the Home Builders Association of F-M.

ND Votes in Primary Election In higher numbers than 2010, North Dakotans turned out to vote for local and state candidates and issues last month. The Chamber appreciates our members engaging in the process and becoming an informed electorate. West Fargo Invests in Infrastructure Sales tax in West Fargo will now match that of neighboring Fargo after voters approved a 1 percent increase. To accommodate the growth and maintain the core of West Fargo, more than $120 million in infrastructure projects are anticipated being needed during the next 20 years. Earlier Deadline Set for Initiated Measure Voters approved a concurrent resolution to change the filing deadlines for the submission of initiated measure petitions from 90 days to 120 days before a statewide election and provide that challenges to decisions of the secretary of state regarding measure petitions must be filed with the Supreme Court no later than 75 days before the election.

Chamber Joins Forces With Conservation Amendment Opponent Following the unanimous vote from the Board of Directors to oppose the Clean Water, Wildlife and Parks Amendment, The Chamber joined forces with the North Dakotas for Common Sense Conservation Coalition in opposition to this new constitutional fund.

Why is it important to defeat this measure?

The effort behind the proposed amendment is funded largely by out-of-state special interests, accounting for 96 percent of its funding. It would change the ND constitution to legally require money to be spent on conservation, regardless of needs.

Does The Chamber support conservation efforts?

The Chamber supports environmental stewardship as well as responsible management of taxpayer resources. The Chamber supports allowing the Outdoor Heritage Fund, which was created in 2013, an opportunity to provide the resources necessary for conservation projects across the state. Public Affairs Committee Chair Profile: Jim Roers, ROERS The Public Affairs committee serves as the advocacy arm of The Chamber. A cross-section of Chamber members comprises the committee, which assesses public policies and offers support to those that preserve the integrity of the business climate. Jim Roers, chief executive officer and founder of ROERS, is completing his first year as the Public Affairs committee chair.

What have you enjoyed most about serving as committee chair for the Public Affairs committee? I have enjoyed getting involved with the concerns of the community at a higher level. I have been meeting people from many different professions and in numerous business fields. Holding this position has allowed me the opportunity to convey experiences from ROERS with others and utilize my knowledge and experiences from across the state in ways that benefit the community from both a local and statewide perspective.

What is one thing you would like other people to know about the Public Affairs committee? I’d like people to know about the different issues that affect businesses in the Red River corridor. Originally I thought this committee was going to be an easy task; once I joined, I realized there are new items facing our area on a daily, weekly, monthly basis and that the topics that become important can change quickly. Changes affect our area businesses, and I feel it is very beneficial to have a committee like this that allows for input from the business community so we can decide how to take on these issues. The general community doesn’t always have time to discuss each of these items that affect their own business, so relying on this committee to tackle these issues is a huge benefit in being able to investigate the details. What are major public policy issues you see impacting Chamber members in the near future? Flood protection, water supply, educational systems, taxes (property, income, sales), conservation measures and legislative issues.

Wanted: Nonprofits That Need Assistance With Projects

Every year, the Leadership Fargo Moorhead West Fargo class assists Chamber-member nonprofit organizations with projects that improve our community by making it a better place to live, work and do business. Nonprofit organizations are invited to submit projects they would like assistance in completing, and once the organizations are selected, the class is divided into small groups of five to six people. Past projects have included feasibility studies, market research, launching initiatives, marketing plans and project management.

Project Guidelines

§§ The project is appropriate for a group of five to six individuals. §§ The project can be successfully researched, planned and executed in our six-month time frame. §§ The project has an expected outcome and measurable results and expectations; although the final detailed outcome may be left up to the project group, an outcome must be expected. §§ The project must be approved by the board/management of the organization and is fully supported by the organization and its staff, board and volunteers. §§ A dedicated staff person/volunteer from the organization is available to the groups for consult/support. §§ Nonprofit must be a member of The Chamber.

The company has been partnering with the Great Plains Food Bank since its inception 31 years ago, by donating an estimated five million pounds of surplus shelf-stable and perishable food items for use by food pantries, soup kitchens and emergency shelter programs.

Moorhead Center Mall Getting Breath of Fresh Air Through General Manager’s Enthusiasm, Vision Moorhead Center Mall General Manager Melissa Rademacher is on a mission: to breathe new life and vitality into the shopping destination. But Rademacher doesn’t want to emulate what other retail centers have done; she wants to carve out a niche specifically for the Moorhead mall that embodies distinctive style and creative art. “The Moorhead Center Mall is a unique space, and it’s in the heart of downtown Moorhead,” she explained. “I want to attract people here to find different products and services that aren’t available in Fargo.”

Those diverse products and services may come from popup stores who are testing items or boutique shops and retailers who offer one-ofa-kind goods. Rademacher, who assumed the mall’s top duties in January, is using her retail background to manage the mall and build relationships within the community. One of those relationships is with city officials who want to see the mall prosper just as much as Rademacher does. “The city (of Moorhead) and mayor have been great allies,” she explained. “We’ve talked about how we can grow and build the city together, and what role the mall can play in that.” Rademacher is also cultivating a relationship with the arts community to position the mall as an avenue for undiscovered artists to display their work; she’s also reaching out to local colleges and universities with art programs to ascertain whether the mall could offer their work a public venue. Rademacher is not alone in her quest. With recent press coverage in Prairie Business magazine and The Extra, Moorhead’s official newspaper, Rademacher said her phone has been ringing with people who want to see the mall succeed. “That feels good,” Rademacher said with a smile. “This place is really a blank canvas right now. We just need a little life in here.” While Rademacher admits the mall could use a cosmetic enhancement, she knows she has to first bring in retailers and events that will put the mall on the map as a shopping destination before she can spend money on updates. Being patient has been the biggest lesson she has learned since taking on this challenge six months ago. “I would love to fill the mall tomorrow because I’m so passionate about seeing that movement and growth, but I know I can’t change this overnight or by myself,” Rademacher explained. That astute observation means the community can help Rademacher achieve her mission by shopping at the mall and telling people about their finds. Businesses who have upcoming events and need space to host them can reach out to Rademacher to discuss whether the mall is a viable location. The city can support creating a thriving downtown area surrounding the mall that will beckon visitors and residents alike.

For Melissa Rademacher, managing the Moorhead Center Mall and its 21 stores, restaurants and services is a lot like caring for a big home; she’s responsible for making sure the lights stay on, the place is clean and the hospitality is unlike any other. “It’s like a big house with a big family,” she said. “These customers are my guests, and I want to treat them well and make sure they are comfortable while they are here.”

More than a Place to Live “A disability shouldn’t define someone.”

Living independently is something most people take for granted. But, for those people managing a physical or mental health disability, living independently is not only challenging but may seem impossible. That’s where CCRI Inc. steps in. CCRI (Creative Care for Reaching Independence) was founded 35 years ago by a group of families who wanted more for their children who lived with disabilities. They wanted a place where their children could live in a community, not just a facility. Today, the organization serves more than 370 people with a staff of 450 trained caregivers and administrators. CCRI has a number of programs that help people with disabilities not only live alone but also contribute to the community and create connections in a meaningful way. Some of the larger programs include: §§ CCRI Prom is a social opportunity for the people CCRI serves. Students from local high schools volunteer to attend dressed in their prom attire to walk in the grand march with anyone who doesn’t have date. “The students had one of the biggest impacts,” said CCRI Executive Director Shannon Bock. This year, 140 individuals walked in the grand march.

§§ Camp H.E.R.O. (Helping Everyone Remove Obstacles), a three-day summer camp where people of all abilities can have fun and enjoy the outdoors while supported by familiar caregivers and nursing staff. §§ Red River Valley Adaptive Softball Program provides people with disabilities an opportunity to participate in softball, increasing their physical activity and developing social skills.
