PRESIDENT
This year’s Voices of Vision will be a touchdown event 2019 has already ushered in a reason to celebrate, as it will be the 10th anniversary edition of our Voices of Vision event series. As you might recall, when we started this, we had several criteria that guided the program. Each year, Voices of Vision is an annual event that brings nationally recognized, world-thought visionaries to the Fargo Moorhead West Fargo area. Hosting these types of well-known speakers not only offers the community the opportunity to hear and see a variety of public figures, but also gives visibility to our region and showcases our metro. Voices of Vision is about bringing together people from all walks of life, political persuasions, opinion leaders, political leaders and business leaders. I am so proud to say that over the first nine years of hosting this event, it’s clear that we have found a successful series that is needed in our market, and that our expectations were exceeded. To some that felt this couldn’t be done—well, we did it! The challenge with a series like this is fourfold: Identifying a well-known and interesting speaker to resonate with our audience; matching a speaker’s schedule against our event calendar; ensuring a diverse lineup of individuals that cover a range of topics, industries and experiences; and securing a local venue that is available.
If you’ve been at this event before, you know that we always ask who you want to see next. This has been a successful practice. Interestingly, we have noticed definite trends in the suggestions that come our way. Athletes and politicians tend to top the list year after year. We also make sure that everyone who is selected is an accomplished businessperson. This year, we pulled out all the stops to secure former Secretary of State Condoleezza Rice, as she has been consistently the most highly requested. We found that she requires nearly a year advance booking, so we decided to pursue our second-most requested speaker over the years—a man who is known as not only an outstanding NFL quarterback, but a truly principled and well-liked family and business man. We have already begun the quest to secure Condi for next year’s event. We are confident that Peyton Manning will be incredible on the Voices of Vision stage. Don’t forget to CATCH your tickets to see him in November. I hope to see you there!

As with many of our events, we try to strike a healthy balance in who takes the stage, keeping in mind age, gender and racial diversity. What we’ve found is that men tend to be easier to book and more affordable, coupled with the fact that a much lower percentage of high-profile women are in the speaking circuit. FMWFCHAMBER.COM • 5

EGGS & ISSUES Updates from Chief David Todd, Fargo
The annual update from our police chiefs always draws a great crowd. These local leaders in law are dedicated to serving and protecting our communities, and their friendly banter and humor makes their presentations not just informative, but also entertaining. The theme for all our cities was that while offenses are seeing slightly higher numbers, the departments are also growing to accommodate the rise in population and all that comes with it.
The department has three strategies: • Community-Oriented Policing • Compstat (using data to drive efforts) • Intelligence-Led Policing

A closer look at community crime: Update from our local police
The Fargo Police Department has 205 fulltime employees. Of those, 181 are sworn officers. This also includes bike patrol, SWAT team, K-9 unit, bomb squad and instructors.
In 2018, Fargo was up 20 Part I arrests (which include burglary, theft, arson, rape and robbery) but down 276 Part II arrests (which include fraud, vandalism, sex offenses, drug abuse violations, DUI, disorderly conduct and vagrancy). They say four factors drive calls on activity: More officer-initiated activity (field contacts, traffic stops, checking on suspicious activity); addiction-driven behavior; mental health issues and lack of residential treatment; and change in culture and recidivism. Todd said meth is still on the rise locally, as well as heroin and fentanyl. New initiatives include constantly hiring to keep up with demands, and finishing their move into the new FPD building on 25th Street and 1st Ave N by late August. “We take every opportunity to engage our community, whether on social media, in interactions, programming or summer camps, because that’s what a healthy department does,” Todd said. “It’s a symptom of a department that cares.”
Updates from Chief Shannon Monroe, Moorhead
The police department in Moorhead has had a recent history of being understaffed and housed in an old building in dire need of repair. New chief Monroe was happy to report that after restructuring, they’ve been able to add more officers with no impact to the budget, as well as relocate to an incredible new facility and change the pay structure to be more competitive in its hiring. Once these organizational changes were in place, they’ve been able to return to a community policing model. This includes small teams led by sergeants with monthly progress reporting, patrol by shift and beat, investigations by specialty, civilian 8 THE BRIDGE • JULY 2019
staff by function, improved and increased communication and information sharing, identify repeat calls, work with partners and resolve people/property issues. Goals for the department include reconnecting with the community and partners to solve neighborhood problems and repeat calls, and increasing staff and lowering calls to improve work conditions, job fulfillment and retention.
Updates from Chief Heith Janke, West Fargo
In our region’s fastest-growing city, West Fargo currently has 61 officers and 13 civilian staff, and recently changed its compensation, resulting in a 95% retention rate. Janke reminded the audience that despite the slight rise in crime, we are still a very safe community. In 2019, the department had nearly 30,000 calls for service (compared to about 27,000 in 2017). “You’ve heard the term community policing today, and it’s the same thing for us,” Janke said. “How we build relationships with people in our community is how we keep our crime rates low. When you have personal interaction, they’re more likely to feed information to deal with suspects causing issues. We expect our officers to be in parks, building a foundation and interaction with kids. The other expectation is to show compassion for people dealing with the darkest days of their lives and help them change their lives. It’s a core value we see come back to us.” At the end of the chiefs’ presentations, audience members were able to ask questions of the panel. During this, they shared businesses can support their efforts by simply getting involved, and by supporting non-profits and programs that fill gaps in our community’s needs. They also reminded that if you see something, say something! We want to give a big thanks to the Courtyard by Marriott in Moorhead for hosting this event and for serving a great breakfast!

An ag update from the committee chair “Trade and tariffs have been the hottest topic in agriculture for more than a year. There is hope that the USMCA will be acted on by Congress this summer. Talks with Japan and Korea continue to be important for North Dakota agriculture. When the G20 (or Group of Twenty, an international forum for the governments and central bank governors from 19 countries and the European Union) meets in Japan at the end of June, there is hope for a discussion on a trade agreement with China. After a drawn-out harvest, a long winter and a very difficult spring, movement on the trade agreements will be welcomed by agriculture.” — Nancy Johnson Executive Director

Minnesota Legislative Wrap-Up July 18 | Time and location TBD
Minnesota’s 91st legislative session finished on May 25 after gaveling in for a 21 consecutive hour special session. All business was concluded as the legislature agreed to the $48.3 billion budget—an increase from $45.5 billion last biennium—to fund the state for the next two years. This session was extremely active and produced a few major outcomes. Effective August 1 this year, it will be illegal to use a cell phone while driving, unless it is in hands-free or one-touch mode. Public school funding will see an additional $540 million, which is equivalent to an increase of 2% per student each year of the biennium. Additionally, an additional $275 million over the next two years will be invested into roads and bridges. Overall, there were no tax increases, but there were changes to the tax code. This session produced an enhancement to the working family tax credit for middle income-earners, and the second income tax tier will be reduced from 7.05% to 6.80%, affecting couples earning between $37,850 and $150,380 and individuals earning between $25,890 and $85,060. MILITARY APPRECIATION NIGHT AT THE REDHAWKS
We had an amazing time at our ninth annual Military Appreciation Night at Newman Outdoor Field with the Fargo-Moorhead RedHawks last month. Due to the support of sponsors and partners, over 1,000 service members and their families were treated to an incredible patriotic-filled evening of fun. We kicked the evening off with a picnic, inflatable games, an interactive photo booth and the chance for military families to mingle with Hawkeye and RedHawks players. Little Red River Veterans Band entertained with patriotic music during the picnic. The U.S. Navy SEAL team of Patriot Parachuters were back with an incredible show as they descended into the stadium from the sky and delivered the flag. It was a special night for 13 recruits representing two branches of the military as they were sworn in. Bob Jensen, Purple Heart Recipient, and Mike Haugen, Retired Major General, threw out the first pitches. Hornbacher’s and Smithfield foods presented $5,200 in free groceries to both Cass and Clay County Veterans Services. We want to thank our Honor Star members, Military Affairs committee, sponsors and attendees, for supporting this great event and celebrating our region’s military.

Vocational Training Center The Vocational Training Center is a place where individuals with intellectual and developmental disabilities can find support in achieving their Life’s dreams and goals. In our community since the 1960s, they have been a leader in delivering strengths-based and solutiondriven vocational and employment services. Deeply rooted in core values of integrity, individuality, respect and dedication, a range of services and programs create greater access to independence and affords these individuals choices and opportunities in society.

Employment services include job coaching and worksite assistance, pre-vocational services teach soft-skills, and day habilitation offers basic life skills such as food preparation. Often, individuals will experience the full spectrum of programs offered. That’s part of the beauty surrounding the VTC, as there is a place for everybody, regardless `their stage in life.
Their newest program is called C.R.E.A.T.E. Internships (Career. Readiness. Education. And. Training. Experience.) and began just last year. This program is designed to link transitionaged men and women between 18 and 28 with significant barriers to employment to a competitive, integrated employment experience in an in-demand job in the area. The goal is to provide the necessary work-based training and experience to give the intern the best opportunity to find success in an integrated work environment that he or she enjoys. So far, they’ve been able to gain real work experience at a local mattress retailer, in information networking and graphic design.

We’re looking for the next group of students for the 2020 YEA! class, and applications are now open! Students will work closely with business leaders, community leaders and entrepreneurs to guide them as they learn to transform ideas into real, tangible companies that create economic and social value.
Last month we partnered with Emerging Prairie to host YEA! Day at 1 Million Cups. We were so excited and are so grateful for the opportunity given to two YEA! alumni, Ivy Mastrud and Joanna Lin, who presented their entrepreneurial endeavors to the audience. The program also featured graduates Haison Nguyen and Bridget McManamon, who welcomed the audience and hosted the event. It was a student-led program and a great audience turned out to celebrate the entrepreneurial spirit that exists within the youth of our community! Ivy was our most recent Shark Tank winner and 2019 Saunders Scholar. Her business, BowWow Bo-ties, sells handmade pet accessories with coordinating socks for their owners. The pet industry is a $7.2 billion industry, and Ivy plans to capture dog lovers and cat ladies with her fashionable products. She is currently working with local retailers to sell her product.

Fargo Glass & Paint Company announced they are now a 100% employee-owned company. This announcement of the Employee Stock Ownership Plan & Trust (ESOP) was relayed to employees in January. As a 100% ESOP owned company, Fargo Glass & Paint is now held in trust by the ESOP exclusively for the benefit of the eligible Fargo Glass & Paint employees. The Great Plains Food Bank was named one of five finalists for the Feeding America Member of the Year Award, which is given annually to celebrate and honor outstanding food banks across the country. The Great Plains Food Bank is one of 200 member food banks inside the Feeding America network. The Great Plains Food Bank completed a historic year in 2018 by distributing a record nearly 15 million pounds of food, which was enough to supply 12.5 million meals to help feed hungry children, seniors and families across North Dakota and western Minnesota. A total of 97,355 individuals were served by the Great Plains Food Bank in 2018 with 36 percent of those being children and another 12 percent being seniors.
