a note from the
PRESIDENT
A connection for education in the region Increasingly, education at all levels is becoming more vital than ever as we face advances in technology, the ever-changing makeup of our workforce, and most importantly, the workforce gap experienced by employers in our region. The Chamber’s involvement in educational issues ramped up about five years ago as we became more involved in supporting our higher education institutions. Particularly on behalf of NDSU, we launched lobbying efforts to the state legislature for funding and capital projects. This session, we also spoke out in support of a governance model that would authorize more local control for North Dakota higher education institutions, allowing for more timely decisions in response to the needs of our region and state’s workforce. Efforts behind two-year colleges also increased as we moved forward in helping K-12 students become aware of opportunities with these institutions, as well as increasing awareness of the wide array of careers available to them. It’s imperative that all students have avenues available to explore career options, receive hands-on skills training and fully realize what opportunities exist to them in the region. This is a key audience to target as we address workforce challenges that we know employers are facing.
Today, students are more empowered than ever to choose the post-secondary path that is best for them, whether it be continuing their education at either a two or four-year institution, entering the workforce, or joining the military. As a business community, we are in a position to help students make educated decisions about their futures by providing experiences, access and training that will prepare them to seize career opportunities in the FMWF area. Some of these points will be emphasized and detailed in a special initiative that will soon be announced by The Chamber and the Greater Fargo Moorhead Economic Development Corporation. To help with these efforts, we’re happy to launch The Chamber’s Education committee focused on these issues. I am proud to welcome Louise Dardis and Anne Blackhurst as inaugural chairs and thank them for their work in forming the framework for this group. It’s hard to think of two other people more qualified to serve in these roles. We’re lucky and excited to have them, and to get to work!

Legislative updates We’ve got an update on various pieces of legislation moving through the North Dakota legislature that we’ve been monitoring. As this publication was going to print, the legislature was in its last days of session and still had numerous bills to act on. Next month, we’ll include a recap of how the session turned out. We hope you can join us for upcoming events to learn even more!
HB 1053: Income tax deduction for military This House Bill exempts state income tax on military retirement income. This bill was introduced in order to help with retention and recruitment of military retirees. North Dakota was the only state in the Midwest without an exemption for military retirees before this bill went through. There are only seven total states that offer no special tax treatment of military pensions. The legislation strives to make North Dakota competitive for recruitment of military retirees who are often qualified for higher skilled jobs. House Bill 1053 works to make North Dakota a more military friendly state. The bill passed the House and Senate in the beginning of April and was signed by the governor on April 8.
HB 1040: Manufacturing workforce incentive The revitalized automation tax credit bill, also known as the 21st Century Manufacturing Workforce initiative, is currently in conference committee to reconcile the differences in the versions of legislation. The House version included a $500,000 limit with a 2020 sunset clause, while the Senate included a $2 million limit and no sunset. We have been supportive of this bill as it is extremely important to our manufacturing workforce.
SCR 4016: Higher education Senate concurrent resolution 4016 relates to the governance structure of North Dakota’s higher education system. The resolution expands the state board of higher education to 15 members and lengthens the term from four to six years. The selection team of the members would be amended to replace the chief justice of the supreme court to the secretary of state. This resolution included various other changes to the board and meeting requirements. The resolution was passed by both the House and the Senate and filed with the Secretary of State. This constitutional amendment will now be on the ballot for the citizens of North Dakota to vote on.
HB 1019: Career Academy funding House Bill 1019, the funding bill for the state board for career and technical education, was recommended by the governor to include $30 million of state matching funds for career academies. The House and Senate versions, though different, both failed to include any matching funds for career academies. At the time of print, the bill was in conference committee in order to reconcile differences in the two versions of the bill. We remain supportive of this initiative as it addresses our region’s workforce issues.
SB 2020: Diversion Project funding
Diversion update As of Monday, April 8, all requested construction on the FM Area Diversion Project proceeded due to a modification to the injunction by the U.S. District Court Judge John A. Tunheim. This was an important milestone for the project as this decision allowed our community to be “shovel ready” waiting on funding commitments. Due to the judge’s decision, the project will resume construction this spring. The ND legislature, pending signatures of the President of the Senate, Speaker of the House and Governor, passed a funding bill with legislative intent for $750 million for the project. This leaves the project $120 million short. Conversations have started regarding the plan moving forward due to this funding shortfall. Some intend to head back to the legislature next session looking for the dollars while others have suggested searching for other funding sources to make up the difference. One Fargo City Commissioner, Tony Grindberg, who is also the chair of the Diversion Authority’s Finance Committee, is committed to assuring homeowners that local property taxes won’t be used to make up the shortfall in funding for the project. At the time of print, Commissioner Grindberg planned to introduce a proposed resolution pledging not to activate a property tax assessment district, which was created to make up a shortfall in local sales tax revenue in the event that there is a gap. Fargo Mayor Tim Mahoney also said he would support Grindberg’s resolution as they have had no intent of using the tax district and would work to get around it.
In February, the Senate passed SB 2020, the state water commission funding bill, with $703 million in legislative intent for the FM Area Diversion Project. In April, the House passed their version with $703 million in legislative intent. The Senate refused to concur with the amended bill, creating a conference committee to reconcile differences. The PUBLIC POLICY PROGRAM SPONSORS conference committee voted 3–3 on $870 million in legislative intent. The committee then took another vote for $750 million, which passed 5–1. The House and Senate both passed the bill as amended—$120 million short of the ask. At the time of print, neither the Senate President nor Speaker of the House signed the bill, so it had not yet made its way to the governor.

Border trade & traffic reviewed at Eggs & Issues The journey to where we are today as a nation started on September 11, 2001, Jared Olafson, Port Director for Field Operations out of Warroad, MN, told a crowd of attendees at April’s Eggs & Issues. Delivering an overview of the U.S. Customs & Border Protection (CBP) efforts, plans and programs, attendees learned the important operations happening at our country’s border and how it affects us here. The CBP has a three-pronged mission:

•• Securing America’s borders •• Securing and expediting the movement of people •• Securing and expediting the movement of goods In a typical day, they process 1,088,300 passengers and pedestrians (air, boat and land) and $6.5 billion worth of imported products; conduct 851 apprehensions, 21 arrests of wanted criminals and 592 refusals of
inadmissible persons at U.S. ports of entry; and seize 5,863 pounds of narcotics, $265,205 in undeclared or illicit currency, and $3.3 million in products with IP rights violations. There are 328 ports of entry. Locally, the Fargo Jet Center is one of them! Olafson also covered some of CBP’s programs such as Global Entry and Nexus that help businesses and citizens move through checkpoints faster, and where interviews are conducted.
Attendees were able to engage in a Q&A with Olafson, who also added that the impact of the goings-on at the southern border has inundated their operations and put them in dire straits and the breaking point. To put it in perspective, in just the city of El Paso, the capacity for holding people is 4,000, but on one particular day, they held 15,000, bringing even more strain to offer medical care to such a large group of individuals. Education Committee Update We are excited to announce that our new Education committee will open in June. This committee is focused on bringing education and business together in collaboration as we seek to address the workforce needs of our community and region. For the last six months, a small task force has been working to develop a shared understanding of the needs and opportunities that exist in education and various industries in the FMWF area. Now, we are ready to set and accomplish goals that will benefit both the business and education sectors. Community Change Initiatives Unveiled Last month, the Leadership Fargo Moorhead West Fargo class unveiled their Community Change Initiatives (CCI) projects. These CCIs apply and reinforce the skills and insights gained throughout the program while allowing participants a chance to envision, develop and bring to fruition real and lasting community change in collaboration with others. Each group presented their work and plans to the community at Eide Bailly before embarking on the annual Hidden Gems tour throughout town.
Career Exploration Day
Career Exploration Day set a goal of helping 10th graders learn more about careers they might be interested in pursuing after high school. By creating a resource guide that highlighted various jobs, companies, industries and educational paths, students can learn about opportunities that exist within our community and select a professional she/he would like to shadow. This initiative was very successful, as we have nearly 40 local professionals who will be hosting students for a four to eight hour job shadow this spring.

Impact Network Fargo-Moorhead aims to provide periodic networking events for local nonprofit employees, board members or volunteers to meet professionals with skills in technology or digital marketing. In doing so, we hope nonprofit organizations find someone they can contact to address the needs of their organizations related to websites, social media, graphics, SEO, CRM, donor databases and more.

Work in Progress
The Work in Progress workshop is a half-day seminar focused on increasing mental health awareness and outlining strategies for supporting staff by building healthy and productive teams. This workshop will target supervisors/managers with limited exposure to mental health. The workshop will be held on May 2 from 8 a.m. to noon. Registration is free and available on Eventbrite.

The Plant a Tree for You and Me project has a vision to help the fast-growing FMWF neighborhoods increase green spaces and build up community care and friendships. An event is planned for the Woodhaven neighborhood on May 11 from 10 a.m. to noon. We will plant an additional 30 trees with the Fargo Park District at Woodhaven North Park. The safeTY jacket program, in partnership with the North Dakota Autism Center, Inc., Cass County Sheriff’s Office, Fargo Police Department and West Fargo Police Department, provides emergency information about individuals with autism to local first responders. This is a voluntary program for parents/guardians to provide information about their loved one in case of a possible emergency situation. The program promotes communication and gives first responders quick access to critical information about the individual and their needs. This program will provide first responders with emergency contact information, detailed physical descriptions, known routines, communication preferences, favorite attractions or other important information on the individual. Cakes and Coffee is a project that addresses the issues of loneliness and isolation within the senior community by hosting an event that connects seniors with members of the community. The event took place on March 24 at the Community Center in Arthur, ND, and featured food and activities to encourage connections. With over 70 people attending this free event, there was plenty of fun and conversations that took place as people reconnected with one another.

Second Hand is a program designed to raise postsecondary education funds for at-risk students in our community. The Second Hand event on August 15 (from 5 to 8 p.m. at Studio 6 in Fargo) is designed to leverage existing match dollars (currently at $2,600, thanks to several individual and small business donors) to raise money for education funds as well as increase awareness of the poverty issues facing more than 10,000 at-risk students in the area. To identify the best candidates for these funds and set students and families up for success, we are partnering with Fargo Public Schools’ social work team and Fargo Public Schools Development Foundation’s Seeds for Hope program to establish College SAVE 529 college saving seed accounts.

A conversation about community, quality, and of course, beer, with the Bud Man Tucked into a Moorhead neighborhood is a gem many of you know, even if you don’t know you know. If you’ve ever sipped the frothy delight of a Bud Light around here, you know D-S Beverages and the work of the man at the helm. Doug Restemayer and the D-S Beverages team have been infusing quality beverage craftsmanship into our community since 1968. And they’re much more than just a beverage business from Moorhead.

MEMBER PROFILE Their story starts with Doug’s father in law, Don Setter Sr., who established the family owned and operated company and began decades of commitent to delivering quality products and services to their retail customers. Restemayer joined the company as the president in 2000 after a career with Target, and has more than tripled their sales with a continued drive and commitment to bring new and innovative products to market. In his first year with the company, they sold 1 million cases. Now, they average about 2.4 million a year.
Above all though, D-S Beverages is an Anheuser-Busch company, leading to why many know Doug simply as “the Bud man.” “It’s hard work to be in the business we’re in,” he said, “but it’s also lots of fun. Part of our mission is to deliver fun. I mean, people like drinking beer. You build relationships with people over a beer. We work hard to minimize the problems of overconsumption, but there’s also a lot of positives to what we do.”
Within the management team, he hosts quarterly off-site meetings that consist of strategic and tactical planning that helps solidify the direction of the company. “I’m a firm believer that your leadership team must have clarity of purpose, and is unified and works as a team, because it floats down to the rest of the team,” Restemayer said. “I’m very much driven by transparency and communication of information.”
The employees at D-S Beverages work hard, with leadership that trusts the team and sets a positive example. Most of the management team started while in college and worked their way up. Only a handful of teammates have retired, and turnover is extremely low. Restemayer says the secret to having a tight team is having a truly great culture. He credits the familyoriented culture to part of their success. The company hosts many activities throughout the year that bring the family together, including Minnesota Wild games, hockey games, Twins games, golf outings, Christmas parties for employees’ kids, and a team holiday party.
The rewards go further than promoting fun and having a well-run team, though. The company was recently awarded the title of Anheuser Busch’s National Champion Wholesaler, out of 450 wholesalers in the country in 2017, and was runner-up in 2018. D-S Beverages also received the coveted title of Ambassador of Excellence in 2018 while only eight wholesalers in the country have this designation.

D-S Beverages proudly serves the local market, plus Perham, Detroit Lakes, Wadena, Crookston, Park Rapids and Bemidji, distributing a multitude of domestic, craft and import beer products as well as non-alcoholic beverages such as teas, energy drinks and Sparkling Ice.
Restemayer said future goals include continued growth, expanded product lines and keeping up with ever-changing trends in the beer and beverage industry. Why We Exist
It is our belief that a community influenced by young professionals is a community that attracts and retains them. What is a Young Professional?
We don’t define young professionals by an age. We define it as a mindset. We are a group of people who are interested in enhancing ourselves and the future of our community. We work hard, we like to socialize, we’re technologically savvy, and we make the change that we want to see in our lives, our businesses and our community.
Through the Young Professionals Network you will have the opportunity to meet people you would never otherwise have met, and learn about businesses you never would have known about and participate in events that never would have existed. You will have access to numerous business training programs and learn about the happenings in the community that will have an impact on your life.
Off the Clock: A monthly evening
event over the happy hour for fun networking in a relaxed setting. Connect with your peers while checking out one of the great establishments in our region. Apps are usually provided!
New Member Social: Geared to new and interested potential YPN members, this event helps you connect with the committee and other members, learn more about the program and all the ways that you can be involved. Always scheduled before an Off the Clock so you can continue making connections. Held once a quarter. Lattes with Leaders: Once a
quarter, we bring in a local business and community leader to share their leadership story. Learn about where their career began and the things they did that propelled them to the successful positions they hold today. There is always time for Q&A, so come prepared with questions!
Morning Buzz: Network with other young professionals before you start your work day and get your morning caffeine boost with us at a local coffee shop. Networking to Business: Often a lunch event, you can find targeted training in a professional development setting here, where experts present on skills and topics that YPs need to know. Tour and Talk: Go behind-the-scenes at various businesses around town for an exclusive and up-close look at the incredible organizations making up our community.

Because giving back is a pillar of our group, we offer many ways to have a real impact on our community. Past opportunities have included bell ringing for the Salvation Army and stocking at the food banks
Summer picnic: An annual relaxed evening at the park with fellow members to kick back in the sun and enjoy some games and socialization. Holiday party: Every year
YPNers celebrate the holidays with a fun party, and the famous Naughty or Nice paddle game.
And more: Special events are added often and can include opportunities like group outings to sporting events, yoga, wine-blending seminars or craftmaking classes.

There is no age limit to join YPN, but you must be at least 21 years old.
