A note from

The Chamber Getting through this together As we enter this new month of May, we’re continuing to adapt to life in the face of global pandemic. We’re not through the woods yet, but we do know a little more than we did before. While health information and legislation change almost daily, one thing is constant: our people. A priority for our team this past month has been contacting all of you, our valued members. We know many of you are struggling, and we want to be there for you—in both the good times and the bad. We have had hundreds of conversations already, listened to your concerns and fears, some even with tears. We are worried about the short and long-term effects of this crisis, too. We hope everyone comes out better, but know that may not be the case. We encourage everyone to take advantage of all the resources out there, from loan opportunities to state and local programs. A list can be found on our website, and is continually updated. Many members have gotten creative as we are all forced to adapt. Employers and employees have learned to work from home. Some businesses are taking the extra down time to deep clean equipment, offer professional development training, take on new projects, connect with customers online, or transition to drive-up and take out service. Others don’t have the luxury. While one business thrives, another is struggling to stay alive. Events-based businesses are worried about planning for a future that is unclear. We feel that pain. Regardless of how hard this is, we are energized and inspired by the spirit of support our community has shown. Many of you expressed gratitude for the generosity of customers and the public during this time. Some of us may not come out on top, but we will fight through this together. Please remember that we are here for you. Ask us if you need help, connections to a resource, or just want to talk. Our team is ready to lend an ear—whether you are a member or not. As we continue to navigate this situation, we are proud to stand with the EDC and a number of other regional organizations part of the Greater Fargo Moorhead COVID-19 Business Task Force. Regular communication through this group allows us to share information, coordinate resources for the good of all our communities, and stay up-to-date on developments. No matter how or when this ends, we will persevere. We’ll adapt to whatever new normal is coming. When it is safe to be together again, we can’t wait to see your faces and share experiences in person. The sun will shine again, and we have some really exciting plans in the works for when that day is here. Until then, reach out, stay in, and stay safe.

MEMBERSHIP MATTERS

A focus on employees It is the people who come to work, support their community, local businesses and non-profits, that we must support more than ever. As employees cope with this pandemic, they may experience stress, anxiety, fear, sadness and loneliness. Anxiety and depression can worsen. It is imperative that organizations ensure their employees have the right tools and are able to continue working from home or come back to the workforce. There are many resources out there that can help, and we hope you share with your employees. Mental health experts remind us that it is important to remember what you can control in situations such as these. Control your environment by establishing a routine, cleaning your space, monitoring your media intake, limiting visitors, and making a plan for when you need to leave your house. Open the windows for some fresh air and dress like you’re not stuck at home. Connect with friends, family and colleagues virtually. Allow yourself grace and acceptance. Remember that this wellwell, is temporary. Control your mind and body by staying hydrated and Eat eating getting some exercise while still practicing social distancing, getting good sleep, doing a mental health check, and reaching out to a professional if you need help. A look inside Cass County’s June Election & New Approval Voting in Fargo We had the opportunity to virtually interview Michael Montplaisir, Cass County Finance Director, who has over 30 years’ experience of running elections and ask him about the upcoming June primary election, the transition to by mail voting only, and the shift to approval voting within Fargo.

Why did Cass County decide to hold the June election entirely by mail? Although we like to provide people the option to vote either by absentee ballot or in person at the ballot box, it takes a long time for us to plan and administer a successful election. With more than 100 different ballots that we need to produce within Cass County and the necessary preparation time to ensure everything runs smoothly, we found ourselves in early April needing to decide on which path to go down for the June election. Given the uncertainty surrounding the COVID-19 situation, the difficulty we were having to find election judges, our inability to utilize two of our precinct locations, due to them being within an assisted living home, and the fact that the last thing we ever want to do is postpone an election, it was decided that the June election would be conducted entirely by mail. Ultimately, a Cass County Commission vote allowed this change to happen, but the governor’s executive order on March 26 was instrumental. Under current law, on election day, there needs to be at least one polling place open— the executive order temporarily lifted this. Additionally, the executive order increased the mandated processing time for ballots that are mailed in from two to five business days; this will give election judges much more time to process the large increase in ballots they will receive. Not only has the governor been helpful, but so has the Secretary of State’s Office as they ordered an YES NO additional automatic absentee ballot counter for the four largest counties in the state to help us process the large increase in ballots that we are expecting to receive.

How will voters receive their absentee ballots and are there any important deadlines they should know? Any voter who is listed in the Central Voter File with the North Dakota Secretary of State will receive, by mail, the information and necessary documents to request their ballot. If someone does not receive this, they may request their ballot by visiting casscountynd.gov, vote.nd.gov, or by calling the Cass County office at 701.241.5600. We urge everyone to request their ballot as soon as they can to give us as much time as possible to process and mail your ballot. For your vote to be counted, all completed ballots must be post-marked by June 8.

What is approval voting and what should voters know as they cast their ballots in June for the Fargo City Commission? For the first time, the two individuals who will be elected to the Fargo City Commission will be decided by approval voting. Approval voting allows voters to vote for as many candidates as they ‘approve’ of as opposed to only being able to vote for their top to choices. For example, this year there are seven candidates, along with two writein spots, so technically someone could vote for up to nine different individuals. Finally, it’s important to note that this is approval voting, NOT rank voting.

What are the pros of approval voting and why did the City of Fargo decide to make that transition? One of the major concerns that Fargo voters had regarding the City Commission race is that with so many candidates, and voters only being able to vote for two options, that the individuals elected may not receive a majority of the vote. This new election process will now hopefully result in the election of the candidates who most voters believe would be the best individuals for the job.

Before Nothing Bundt Cakes, co-owner Jenna Larson was a nurse at Sanford Health, and Norberg was a stay-athome step-mom who dreamt of her own business. In fact, she had her eye on this business in particular for years before it became a reality. “I loved the vibe

when I walked into one of their bakeries for the first time,” Norberg said. “It was such a simple concept and, of course, the cake was amazing.” With that, they brought the concept here, noticing that it was a niche to be filled. Norberg admitted she had a moment of cold feet. “Jenna and I were Dallas for one month of training prior to opening,” she recalled. “About a week, in I thought to myself, what the heck was I thinking…I am 50 years old, have three teenage kids at home, now I am opening my own business?! But not one day have I ever regretted it.”

One reason they’ve never looked back is because of the kindness and generosity from the people here. “Jenna and I truly love coming to work every day,” Norberg said. “We love interacting with people and hearing their stories of what they are celebrating. We have enjoyed making this brand recognizable in this area.” Working at Nothing Bundt Cakes is pretty sweet, too. “We try to make our bakery a fun atmosphere, and we have been blessed to have great employees.” Those employees seem feel the same. “It’s a super fun environment with great people,” Brandi Howard said. “I am always excited to come to work,” Bobbie Kjolberg said. “It doesn’t actually feel like work. It feels more like family.” Prior to opening, Norberg and Larson agreed that giving back to the community was important to them. Since, they have donated cakes to fundraisers and various events throughout the year, as well as to the Salvation Army and the Gladys Ray House. This past Good Friday, they surprised Essentia Health employees with about 500 cakes for all of their hard work.

This is an extension of the alliance recently signed between OSHA and the National Safety Council.
