FROM THE

IT’S TIME TO GET IT DONE!

There has been a great deal of discussion regarding the recent decision by the Minnesota Department of Natural Resources (DNR) to deny a permit for a dam on the Red River; a dam that is a major component of the Fargo-Moorhead Diversion Project. This decision not only flies in the face of facts gathered by the U.S. Army Corp of Engineers over an eight-year period, but is contrary to the DNR’s own Environmental Impact Study of the Diversion. The Minnesota DNR’s answer to devastating floods that affect both sides of the Red River of the North is sandbags. Most of us remember the economic and emotional toll that sandbagging and other methods took in the years we had major flooding, particularly the near catastrophe in 2009. The good news is that the U.S. Army Corps of Engineers is dedicated to moving forward and getting the project done, and will shortly award its first construction contract. The Corps believes, and our business community agrees, that they have chosen the right project that will guarantee that a major flood will be as manageable as it now is for our neighbors in Grand Forks and Winnipeg. In fact, Manitoba estimates that since 1968, their Red River Floodway has prevented more than $40 billion in flood damage in Winnipeg. We are on the verge of the right funding to get that same protection here. With no new taxes, we can make the difference needed to pay for the F-M Diversion in the fairest way possible. By extending sales taxes for both the City of Fargo and Cass County, we not only include those who will benefit from the Diversion today, but future generations who will benefit most from it down the line. And if the project is paid for before 2084, the taxes will expire. The Chamber’s Board of Directors voted to support another measure across the river: the Clay County halfcent sales tax for a new regional law enforcement center. This joint law enforcement center meets needs that are currently not being met for the Clay County Sheriff’s office and Moorhead Police Department. Their existing facility does not meet the state’s standard requirements and is deemed ineffective for rehabilitation as the oldest jail in the state of Minnesota. The construction of a new correctional facility will address the housing needs of inmates and provide necessary treatment to violators while creating a safe environment for inmates and staff. Public safety is a top priority to a thriving metro, and we are proud to support the half-cent sales tax to provide the funds necessary to keep our community safe. FMWFCHAMBER.COM · 5

A Look at Fargo’s Air Service

Behind the Project and the Protests

You see them flying overhead, bringing visitors and residents to and from Fargo all day long. But do you know all of what is happening at Hector International Airport? Shawn Dobberstein, executive director of Hector International Airport, will provide us with a full update on DOBBERSTEIN construction projects, terminal changes and what to expect in the coming year for local air service. Michael Lum, consultant with Sixel Consulting, will share also an overall view of the Fargo air service market. Through data about passenger trends, fares, load factors, popular domestic and international flights, you’ll gain an understanding into what it takes to gain air service in our region.

You’ve seen the headlines, but what is really going on in western North Dakota as work on the Dakota Access Pipeline WRIGLEY FEDORCHAK nears completion? Hear from North Dakota Lieutenant Governor Drew Wrigley for an overview. Together with a panel of experts closely involved in the project, we’ll gain insight into the background of it all, as well as the federal administration’s response to the project. Public Service Commissioner Julie Fedorchak will discuss the citing process that occurred over 24 months, and Cass County Sheriff Paul Laney will discuss the security issues that law enforcement has seen. We’ll get a behind-the-scenes look into how what started as a peaceful protest quickly turned unlawful and what happened at unpermitted camps. Wrigley and the panelists will also speak to what assurances we have that the pipeline is safe and what implications we may see once work has finished.

PUBLIC AFFAIRS We were happy to host current Fargo City Commissioner and past North Dakota State Senator Tony Grindberg, State Senator and Chairman of the Senate Taxation & Finance Committee, Dwight Cook, and public affairs director at Odney, Shane Goettle, for our October Eggs & Issues. Our speakers were on the cutting edge of economic development incentives years ago. They spent time sharing their experiences and thoughts on the current programs. All explained that while these programs can be very beneficial, there is not a one-size-fits-all solution and that it’s important to look at a community’s needs. We thank all that attended, and the Courtyard for once again hosting us, and we look forward to next month’s forum!

Metro Planning Organization Seeks Business Input for Freight Study

The Fargo Moorhead Council of Governments (Metro Cog) kicked off a study in early September to develop the first Regional Freight Plan. Metro Cog, the Metropolitan Planning Organization for the Fargo Moorhead region, hired a consulting team to complete the 13-month study under the direction of a steering committee. Metro Cog is undertaking the study to improve the efficient movement of goods, develop freight-related projects for the region’s long range transportation plan and address requirements of the current federal transportation program. In late 2015, Congress passed the FAST (Fixing America’s Surface Transportation) Act, requiring states and MPOs to conduct freight planning that improves mobility on America’s highways and supports job creation and economic growth. Metro Cog’s plan will provide a comprehensive, multimodal examination of the regional freight system with a focus on bringing forward projects that can improve freight mobility over the long-term, and more immediately, strengthen regional connections to statewide and national highway, rail, pipeline, air cargo and waterway networks. The consultants spent three days in Fargo conducting interviews, which provided valuable information related to local industry supply chains and how well the current transportation system supports their logistics needs. As part of the study, Metro Cog is exploring interest in the creation of a freight advisory group that could bring business and industry to the table to discuss transportation planning and investment needs on an ongoing basis. In conjunction with Metro Cog, the consultants will hold a Regional Freight Forum in winter 2017 to present results from a technical analysis as well as seek preliminary feedback on program and project recommendations for the plan. It will be oriented around participation from the region’s shippers and manufacturers who rely on efficient freight transportation. Business Training

Michelle Kommer and her sister Martha Warner Velasco, who both practice law, shared a very important training in October on the upcoming U.S. DOL FLSA overtime rule changes. Two packed hours were devoted to breaking down the new law and how employees can prepare and comply.

We were glad to have Bethany Gartin of Dale Carnegie talk to October’s Women Connect room about self-doubt. Over delicious desserts, we learned tools to overcome barriers and gain the inspiration to conquer self-doubt. We also gathered hand lotion donations for families staying at the Ronald McDonald House!

Learning about the issues first-hand from the candidates in the upcoming elections was great for Chamber members, who stopped by the Hjemkomst Center in October for a “Cracker Barrel” event. The opportunity afforded them to have real discussions with MN and ND candidates in a small group setting.

YEA!: YOUNG ENTREPRENEURS ACADEMY

YEA! Is Underway! Last month we told you about our recruiting efforts in area schools and the warm welcome our YEA! program coordinator, Katie Ralston, received from school administrators, teachers, counselors and students. This month, we can’t believe we are announcing that we have a FULL class! YEA!, Inc. sets a maximum class size of 24 students for each local program and we are thrilled to have met that goal in our second year. We have students in grades 6 through 12 from all three communities and the surrounding area, attending public and private schools. These students exemplify what it means to be young entrepreneurs and we are looking forward to watching them develop their ideas over the course of this program. On October 17, the Young Entrepreneurs Academy class of 2017 and their parents met for the first time at an orientation to learn about what their year in YEA! would look like. Special guests who joined in on the evening were Craig Whitney, NDSU President Dean Bresciani, Dr. Scott Beaulier, Dean of the College of Business at NDSU, Dan Hurder from Great Plains Hospitality and Jim Hambrick from Cornerstone Bank, the presenting sponsor for YEA!. The YEA! class is meeting at NDSU’s Barry Hall for 10 weeks before moving to MSUM’s Center for Business and Concordia College’s Grant Center to finish off the year. In addition to starting the business brainstorming process in October, students had the opportunity to tour Fargo Jet Center. They loved what they saw and were inspired to be creative in the development of their own businesses and social movements. This month, students will continue to develop their ideas, learn business plan basics and will start to conduct market research. For nearly a decade, the Leadership Fargo Moorhead West Fargo class has partnered with Junior Achievement to teach hands-on, experiential lessons focused on work readiness, entrepreneurship and financial literacy to students at Robert Asp and Madison Elementary Schools. Taking place on career day in the schools, our participants were able to see what the next generation of the workforce wants to be when they grow up. This year, we saw surgeons, police officers, chefs and even a few pop stars. While this is a great experience for the kids, it is also an impactful lesson for our participants. They gained an appreciation for our educators and were pleasantly surprised with the creativity, intelligence and excitement the students possess. Next up, Marsha Weber, dean of Business and Innovation at Minnesota State University Moorhead, shared a proposal that was generated from the Greater Fargo-Moorhead Region Workforce Study that focuses on creating a “central clearance house” that is a one-stop-shop for all businesses and college and university students in the FMWF (and Wahpeton) area when it comes to internship opportunities. The participants were able to lead a follow up discussion, sharing their experience with interns, from both a student and professional level. This discussion will help shape the future of our community’s workforce, and we look forward to continued growth in this market. We finished the day hearing proposals for this year’s Community Change Initiatives. Amanda Maslowski, US Bank, Andy Erickson, Kinetic Leasing, Inc., Dave Bietz, Fargo Park District, Donna Block, GOLDMARK Property Management, Inc., Jenna Frost, American Crystal Sugar Company, Paul Jarvis, United Capital and Sarah Arnston, Dakota Medical Foundation, presented their ideas for projects and groups were decided. They just celebrated their 10-year anniversary on September 5. What’s next for Cloud 9? Rebecca Wood, owner, said we can look forward to the addition of Cloud 9 Coffee! “We have always offered a complimentary beverage from our full-service espresso bar while you are in our salon, and now we are going to make it available at our drive-thru!” she said.

Q: Are there any initiatives you’re focusing on right now?

We are always looking for ways to give back to the community that has been so welcoming to us. We donate many services, as well as our time, in an effort to make life a little better for those around us.

Q: What do you like best about doing business in Fargo Moorhead West Fargo?

The best part about doing business in this area is the outpouring of support from everyone in our community. It is such an amazing feeling knowing that everyone wants you to succeed. Fargo, Moorhead and West Fargo residents truly believe in shopping local, and have proven that to us many times.

Q: What is one thing you most want others to know about you?

Nine years ago we took a big leap of faith and became somewhat of a hybrid salon. We offer both employment opportunities as well as booth rental for our hairdressers. Many in our industry were quite skeptical of the concept, fearing it would ruin our team atmosphere. We are happy to report it did quite the opposite.

Q: What’s your best business tip?

Our best business tip would be to treat your employees how you want them to treat your customers. If you are kind, compassionate, understanding and caring toward them, that sets a great example for how they should be toward your customers.

The Senior of the Year Awards dinner took place on Thursday, September 22, at the Hilton Garden Inn in Fargo. Nominees included Cathy Bellmore, Bruce Emmel, Bruce Furness, Agnes Harrington, Marvin Leidal, Agnes Liudahl, Wayne Saar, June Tweten and Eldon Wollmann. The Senior of the Year (SOTY) recognizes those aged 65 and over who have made an outstanding contribution to enrich the social, cultural or civic life of our community. The Downtown Community Partnership (DCP), in conjunction with the Fargo-Moorhead Convention and Visitors Bureau, (FMCVB) have introduced a new logo. As downtown continues to become the community gathering place of Fargo, the DCP realizes that they must continue to evolve their image to keep up with the changes. The FMCVB was gracious enough to provide support to their efforts to reinvigorate the image of downtown. This new branding provides the opportunity to help create a cohesive Fargo brand. Edward Jones was recognized as one of the Best Workplaces for Women in the country by Great Place to Work® and Fortune magazine, according to the 25 financial advisors in the Dilworth/Moorhead/Fargo/West Fargo area. Edward Jones ranked No. 7 in the country, moving up 24 spots from last year. As part of their ongoing partnership, the companies recently launched their second mobile app. The new MidcoSN® app enables mobile football fans to track and follow high school scores throughout North Dakota and South Dakota. The Association of Zoos & Aquariums (AZA) announced that the Red River Zoo was granted accreditation by AZA’s independent Accreditation Commission. To be accredited, the Red River Zoo underwent a thorough review to assure it has and will continue to meet rising standards. Fall enrollment at North Dakota State College of Science has surpassed 3,000 students for the sixth consecutive year, with enrollment at the college’s Wahpeton campus showing a 2.6% increase over 2015. Overall, fall enrollment for Wahpeton, Fargo, online and early entry students totals 3,003, a negligible decrease from fall 2015 when enrollment was 3,123. The 2016 student body is comprised of 1,982 freshmen and 1,021 sophomores. The number of students enrolled full time at NDSCS has grown by 3.5% from 1,694 in 2015 to 1,753 in 2016. There are 431 students taking at least one class at the NDSCS-Fargo location, a 2% increase over 2015. Starion Financial has become Starion Bank to more clearly communicate its community banking focus and position it for the future. In 2001, Starion was comprised of banks in Bismarck, Mandan, Oakes and Ellendale operating under the name First Southwest Bank. At the time, using the term “financial” was the trend because people were looking for a wide range of financial services at one source, and the bank was expanding in the areas of insurance and investments. The public will see Starion Financial logos transition to Starion Bank. The bank’s website and interior signage changed immediately, and exterior signage at all 15 locations should have been changed by the end of last month.

I enjoy spending time with my husband, our 7-month old daughter and our two dogs. I also enjoy traveling, shopping and trying new mommy/daughter fitness classes.

Q: What is best about living and working in Fargo Moorhead West Fargo?

I love the small town atmosphere and sense of community in the FMWF metro area. It is a great place to raise a family with opportunities for children to grow and learn at area schools, vast family-friendly cultural events and community involvement activities.

Q: What do you like most about being involved with The Chamber?

I really enjoy having the opportunity to work with other people in the community to help with educating and teaching people tools to help them succeed. I value the relationships I’ve formed and connections to others in the Chamber community.

Q: What is one thing you would like other people to know about your committee? The Business Training committee is a fun group of volunteers with a passion for enhancing the monthly training events scheduled throughout the year. We continually seek new ways to increase professional development opportunities with the Chamber business training sessions.

Q: What is the best professional advice you have ever received? Be patient enough to learn, but impatient enough to take risks.

Q: What do you do when you’re not working?

Mostly, I hang out with my family. Our two kids (6 and 3 years old) love playing outside, so I either join in the fun with them or catch up on yard work. We get out to the lake quite a bit, and I golf whenever time allows. I read as much as I can and watch a couple of favorite TV shows. I also love to write, but haven’t found much time for that lately.

Q: What is best about living and working in Fargo Moorhead West Fargo?

This community is really the best of many worlds. There’s a robust economy, creating lots of opportunity and growth. Safe, family-friendly neighborhoods create a real sense of connection and community; we know and care about each other. Our schools are extraordinary. It’s great being so close to lakes country. And I love living in a “college town.” The students, activities and programs generated by our higher education institutions create a vibrancy that energizes the entire region. I’m a Concordia graduate and my wife is a vice president at the NDSU Foundation and Alumni Association, so we sort of naturally gravitate to opportunities higher education provides the entire community.

Q: What do you like most about being involved with The Chamber?

The Chamber gives me the opportunity to stay plugged into what is happening in the business community – trends, buzz, people making an impact, policy issues, etc. And it’s a valuable vehicle to foster a network. It keeps me connected.

Q: What is one thing you would like other people to know about your committee?

We rely heavily on the input and feedback we receive from Chamber members and attendees of our sessions. Our team works hard to create valuable learning opportunities, so if people have feedback or input, please let us know.

Q: What is the best professional advice you have ever received?

Keep growing and keep learning. Take on new challenges and expand the value you provide your organization and your community. In an environment where connectivity is constant, competition is global and communication technology is exploding, no one can afford to stand still.
