Behind the wheel of our Voices of Vision Friends, I hope you learned our exciting news last month about this year’s Voices of Vision speaker. We are charged, at the starting line, and are poised for a supersized presentation by legendary female race car driver Danica Patrick. You may have heard me talk about this in the past, but I feel inclined to speak to the question again. Why Danica? Why a woman? And why an athlete? This is our ninth annual Voices of Vision. It’s not hard to recognize that all previous years’ speakers have been male. Among the available individuals in the speaker circuit, most of the male or female CEO types simply don’t have the name recognition of our previous speakers. Nor are they in our budget. However, this year, we were able to make it happen.

While we considered many, we settled on Danica because she is accomplished both in racing and in business. There are many lessons transferrable between business and sports. Dedication, practice, teamwork, perseverance, and what can happen when the rubber meets the road. Not only did Danica blaze the trail for women in racing and set records, but she’s seen success in entrepreneurial ventures as well. Of course we know her for her Go Daddy commercials, but she has partnered with numerous other brands, and even has her own name behind three ventures all of her own: a book, a winery and a clothing line. Now with her retirement from behind the wheel, we’re excited to see what else this powerhouse can accomplish. I hope to see you on November 14 to hear her message.

Now, seats may have sold out, and that makes so proud that so many of you responded to this event announcement. It speaks to the prestige Voices of Vision has grown to. Area K–12 Education Update

HIGHLIGHTS FROM FARGO Superintendent Gandhi is new to the area, and he stated his passion for equity in schools. “The only way to plan for our future is to develop quality education,” he opened with. Fargo Public Schools is the second largest school district in North Dakota, serving more than 11,400 students and standing as the fourth largest employer in the region.

Fargo Moorhead West Fargo has always had a great education system. With three newly appointed superintendents, our k-12 educational landscape is a hot topic. This month’s Eggs & Issues allowed us to hear from each of the three new leaders as they start their roles. This included Brandon Lunak, Moorhead Area Public Schools; Rupak Gandhi, Fargo Public School District; and Beth Slette, West Fargo Public Schools. Not too surprisingly, the theme among all the districts was growth.

HIGHLIGHTS FROM MOORHEAD The district has 6,980 students, 530 teachers and 1,018 employees, making MPS the largest employer in Moorhead.

A shift in demographics is happening. “As our demographics change, so do the needs of our district,” Lunak said. Most notable was the socio-economic indicator, meaning thousands of students are on free and reduced lunch. A result of the 2015 bond referendum (which was completed on budget and on time), allowed for secure entrances at all schools, additional classroom space, dedicated learning spaces, and the Horizon Performing Arts Center, which opened in April this year. District graduation rates are always on their mind, and Moorhead High School saw a 7% increase in 2017 that exceeded the state average. Other priorities from the 2017-18 strategic plan included a 1-to-1 technology initiative expanded to grades 5-8 and innovation emphasized at Horizon Middle School Campus, and the launch of Designing Moorhead High School’s 21st Century Academic/Instructional Program Task Force. Challenges include increasing enrollment and facilities, a new state licensure system, and mental health needs for students.

Their challenges include services for student mental health and challenging behaviors, long-term planning, and longterm sustainable funding. In their 2018-19 operation plan are three task forces to address these challenges. He also invites you to their State of the Schools Address & Public Focus Group on Thursday, January 10, 2019, at South High School.

HIGHLIGHTS FROM WEST FARGO Our westernmost district is growing by 400 to 600 students per year. For this new school year, they have hired 130 new teachers, and are now over 1,700 employees. Currently, 11,081 students are enrolled, and they continue to break projections. The district has 24 facilities. The two middle schools and high schools are the largest in the state. Slette overviewed the bond referendum, which if passed on Sept. 25, would allow for a new middle school and high school, additional security, elementary classroom spaces, and additions and renovations in Harwood and Horace. The panel talked about their collaboration on various task forces and personalized learning, too. “It’s more than West Fargo; it’s more than Fargo; it’s more than Moorhead,” Slette said. “We’re a metro, and our students are passing back and forth between our districts. Unless we work together to solve some of these problems, and with our community, we won’t be able to do it.” The event concluded with audience members asking questions of the superintendents. Advocacy explained: How we work for you One of the foundational pillars of our Chamber is advocacy. With election season upon us, we wanted to take the opportunity to explain exactly what advocacy is, why it matters and what we do. Public policy doesn’t mean politics— though it does often involve government. Rather, it refers to issues that affect businesses and individuals. This can be legislation, regulation, or even cultural and social movements. They are governing principles that affect all of us every day. Our work in advocacy and public policy is one of the intangible benefits of Chamber membership. Because many of our members do not have their own lobbying voice, but so many rules and legislation and affect their business both negatively or positively, it’s important to stay abreast of what our elected officials are doing. This is why a collective voice matters. Because we can do more together. We strive to be the voice of business. That is the role of a chamber. And to do the right work, we need to hear from you! Advocacy refers to the activities a group engages in with the aim to influence decisions within political, economic and social systems and institutions. Advocacy at The Chamber is displayed in a variety of ways: engagement within and from our Public Policy committee, actively taking stances on critical issues, election education, encouragement of voter participation, and serving as a resource for information and connections to best serve our members’ interests.

The role of the Public Policy Committee Our Public Policy committee—the advocacy arm of The Chamber—is made up of Chamber members who are committed to preserving the integrity of the business climate by advancing sound policies and a stable regulatory environment for the business

This year, the committee has been active and brought in a wide variety of individuals such as the Lieutenant Governor, legislative leadership, ND Tax Commissioner, ND Superintendent of Public Instruction and local city officials. Aside from inviting in perspectives of community and industry leaders, this committee is responsible for setting the Public Policy agenda each year, which creates the framework for major lobbying efforts within MN and ND. As The Chamber’s fiscal year kicks off and session is around the corner, this committee is currently busy drafting the 2019 policy agenda. If all of this involvement doesn’t persuade you enough of their important purpose, it should be told that this committee also recommends stances on critical issues. This committee is often the first step in official policy stances that come out of

The Chamber. First the group discusses, then through a majority vote, makes a recommendation to the Board of Directors to take specific action on an issue. Then, the Board of Directors votes and confirms the final stance on behalf of The Chamber. The Chamber has continually spoken out on issues that are critical to our members, and this past year is no exception. Hot-button issues included the Fargo Diversion, talks of a convention or performing arts center, proposals to dramatically reform special assessments, legislation for Air Traffic Control Privatization at the federal level and the Moorhead Grade Separation, Safety and Mobility Project.

Coming soon: Our 2019 Public Policy Guide As the November election wraps up, we’ll be preparing for North Dakota’s 66th legislative session and Minnesota’s 91st legislative session. The Chamber, beginning with the Public Policy committee, is constructing a Public Policy Guide, which includes area elected officials, legislator contact information, helpful information for the legislative sessions and The Chamber’s policy agenda.

What are some of the ways we conduct advocacy efforts? Here are some examples of how we got involved: ++ Met with airline authorities and Fargo airport staff to keep our local air service operation and offerings strong despite a pilot shortage ++ Sent letters to the congressional delegation in opposition of H.R. 2997, which would privatize the nation’s air traffic control system ++ Attended meetings to launch NDSCS’ Career Academy to align with our workforce efforts ++ Worked to help the ND Air National Guard with recruiting in order to get them to full strength. ++ Met with and invested in the United Way’s workforce program for New Americans ++ Distributed a joint editorial with the U.S. Chamber to educate on new bank regulation and how to keep financing America’s economic growth ++ Attended North Dakota Military Congressional Reception in Washington, D.C., and met with NGAUS president for a briefing ++ Took a stance to support Fargo special assessment reform by facilitating the appointment of Chamber board member Jeff Volk to a new taskforce ++ Attended regular meetings and calls to stay abreast of updates on convention center discussions and options, as well as the F-M Diversion ++ Released statement supporting the Promoting Rural Exports Act ++ Lobbied for base retention funds to remain in ND and received grant through the Department of Commerce

Within this policy agenda, The Chamber will take a stance on the following major issues of the region: Energy and Natural Resources, Education, Training and Workforce Development, Health Care, Regulatory, Economic Development and Tax Policy, Flood Protection, Planning, Transportation and Infrastructure, Residential/Commercial Development and Emerging Opportunities for Commerce.

Though The Chamber doesn’t endorse candidates or grade elected officials, it does get involved in campaigns to educate the public on candidates’ stances. This summer, The Chamber hosted candidate forums for the Fargo and West Fargo city commission/mayoral races. This fall, The Chamber will host a Cracker Barrel on October 18 order to initiative conversation between community members and candidates. A “cracker-barrel” is a traditional expression used to describe a habitual discussion among a common group or community. At this event, candidates will rotate through tables

of community members so that attendees have 5-7 minutes to meet with multiple candidates. Voting Information After reading up on all of the races, be sure to vote in the November 6 general election. You can early vote or absentee vote in both MN and ND or go to the polls on election day. If you are a Minnesota resident, be sure to register to vote. Visit your respective Secretary of State’s website for specific information regarding voting locations and what personal identification is required.

MINNESOTA RACES This November, there are several contested races across federal and local campaigns on both sides of the river. Starting at the top of the ballot for Minnesota there will be familiar names as Democrat incumbent Amy Klobuchar will work to defend her Senate seat against Republican Jim Newberger. There will also be a special election for MN’s second Senate seat with Democrat incumbent, appointed by Governor Dayton in December upon the vacated seat of Senator Al Franken, Tina Smith, campaigning to keep her seat, challenged by Republican Karin Housley.

NORTH DAKOTA RACES On the other side of the river, Fargo and West Fargo have highly contested races. Starting with the top race across the state, North Dakota’s Senate seat held by Democrat incumbent Heidi Heitkamp is being challenged by Republican Congressman Kevin Cramer. This race has been turning heads since the candidates announced their campaigns for the important seat. As Congressman Cramer leaves North Dakota’s only House seat open, Republican Kelly Armstrong and Democrat Mac Schneider vie for the seat. Moving down the ballot, familiar names continue through the Secretary of State, Attorney General, Agriculture Commissioner, Public Service Commissioner and Tax Commissioner seats. There are clearly various important races throughout the valley and beyond, we are happy to encourage engagement by sharing more information about the candidates’ top issues on our website and through the Cracker Barrel.

Moorhead, a part of Minnesota’s 7th Congressional district, will see Democrat incumbent Collin Peterson on the ballot to defend his seat against Republican challenger Dave Hughes. As Governor Dayton’s term comes to an end, Democrat ticket Tim Walz and Peggy Flanagan will face off against Republican ticket Jeff Johnson and Donna Bergstrom. Minnesota will also have contested races for Secretary of State, State Auditor and Attorney General. Moving further down the line, familiar faces will follow for legislative seats as District 4A Democrat incumbent Ben Lien is running for another term, challenged by Republican Jordan Idso. Close by, in District 4B, Democrat incumbent Paul Marquart will also run for another term, and he will be challenged by Republican Jason Peterson.

On the Clay County Commission, District 3 incumbent Jenny Mongeau is unopposed, and District 4 incumbent Kevin Campbell is being challenged by current Moorhead council member Mari Dailey. There is a contested race for the Moorhead mayor seat with three challengers; current Ward 3 commissioner Brenda Elmer, Johnathan Judd and Newzad Brifki. There are also contested elections for all four wards in Moorhead with only the fourth ward including an incumbent challenger. The candidates are as follows—Ward 1: Riley Maanum and Shelly Dahlquist, Ward 2: Ben Hammer, Drew Sandberg and Shelly Carlson, Ward 3: Deb White, Karl Deilke and Troy Krabbenhoft, Ward 4: incumbent Chuck Hendrickson and Marc Hedlund.

There are four measures on the North Dakota statewide ballot, and one on the Fargo city ballot on approval voting. MEASURE 1: Pertaining to the Transparency of Funding Sources, Lobbyists, Conflicts of Interests, and the Establishment of an Ethics Commission—

A yes vote would bar foreign money from North Dakota elections, restrict lobbying, create a whistleblower hotline and establish an ethics commission, among other provisions relating to conflicts of interest and transparency.

would remove marijuana from the list of controlled substances, legalizing the recreational use of it in the state for individuals 21+ and provide expungement of convictions for controlled substances that have been legalized with provisions for appeals and trials.

Some of the aforementioned measures are complex and have serious unintended consequences that must be considered before forming an opinion one way or another. Be sure to check our website to read more about these measures and how the specific provisions would impact the business community as well as read about The Chamber’s official stances on them.

The upcoming sessions Minnesota’s legislature reconvenes on January 8, 2019. North Dakota legislature reconvenes on January 3, 2019. This spring, watch for important information about impactful legislation that we are tracking pertaining to the business community and how you can help advocate for sound business policy.

Special assessments One policy conversation that is sure to continue is special assessments. As the primary election approached, there were many ideas to reform special assessments. One particular solution proposed to eliminate specials altogether in Fargo. Our Public Policy committee recommended that the Board of Directors take a position. The Board crafted the official stance that The Chamber supports reform of special assessments and believes it is necessary, but opposes elimination of special assessments without further study or including a community conversation. We advocated for this position through a letter to the Fargo City Commission. The commission created a taskforce to look into the issue and asked us to provide suggestions for taskforce membership. Among the list of qualified individuals was Jeff Volk, a board member who works 12 THE BRIDGE • OCTOBER 2018

for Moore Engineering. Volk, who was ultimately appointed to the taskforce, believes “Special assessments are an important financing tool available for communities to construct and reconstruct public infrastructure. The goal of the city commission is for the task force to complete its work by December so any recommendations that require legislative action can be considered in the 2019 legislative session.” We excitedly anticipate the work of this taskforce and look forward to the recommendations. This is an issue that we will continue to follow and advocate for.

Heitkamp visits to talk agriculture On August 24, the Agribusiness committee invited in U.S. Senator Heidi Heitkamp for a roundtable on agriculture. The highlights of the conversation were surrounding the trade war and the farm bill. Senator Heitkamp spoke of the potential impact the trade war could have on North Dakota, saying it may be the “hardest hit” state so far. She also alluded to the fact that tariffs aren’t the most effective way to resolve ongoing trade conflicts. As for the farm bill, the senator, who is a member of the farm bill conference committee, said the aim is by the end of September to have a bill ready. She also noted a few concerns that have gained wide support: keeping crop insurance as is, looking to raise

reference prices that determine the amount paid out for crop-loss coverage and keeping the sugar program in place. After giving updates, the Senator took questions from the agribusiness committee members.

Small Business of the Year: Prairie Winds Veterinary Center It’s not just business as usual at Prairie Winds Veterinary Center. This companion animal hospital in south Fargo is a true community partner that offers innovative care for clients and a family-friendly atmosphere for staff. The clinic is a newer addition to our community, operating only since 2011, but they’ve already established a unique identity. You can find traditional preventive care, tests and counseling for your four-legged friends in a nurturing, supportive environment. Hold weekly meetings and a clinic training program and continually work to identify needs within the community. Of course they support the community too! Proceeds from their refreshment bar go to local rescues, and they support various silent auctions. They partnered with another agency to provide spays, neuters, and preventive care at reduced costs. The clinic owner, Alicia, coaches youth basketball, volunteers at her church and is starting a radio show to help educate the community on pet care.

YEA! Gets Underway!

We’re ready to kick off our fourth Young Entrepreneurs Academy (YEA!) class this month, and we can’t wait to see the ideas that emerge from the program this year. We continue to be grateful for the partnership we have with area schools and wouldn’t have students to fill the class without the support we’ve received from administrators, teachers and counselors. Nearly 3,000 students learned about YEA! this year through school lyceums and classroom presentations. With so many YEA! graduates still in middle and high school, we were even able to utilize them in our marketing efforts to share their firsthand experiences of the program. Once again, we’ll kick off our classes at the Concordia College Offutt School of Business before moving to North Dakota State University and Minnesota State University Moorhead. We’re excited to announce that 2017 YEA! graduate Taranvir Johal will be speaking at 1 Million Cups on October 3! Taranvir was a student at Oak Grove when he was in YEA!, and he now attends the University of Minnesota Carlson School of Business.
