LIFELONG LEARNING PROGRAMME The Lifelong Learning Programme for Community Action in the Field of Lifelong Learning (the Lifelong Learning Programme – LLP) has been established by the Decision 1720/2006/EC of the European Parliament and of the Council of 15 November 2006. The general objective of the LLP programme is to contribute through lifelong learning to the development of the Community as an advanced knowledge society, with sustainable economic development, more and better jobs and greater social cohesion. It aims to foster interaction, cooperation and mobility between education and training systems within the Community, so that they become a world quality reference. The Lifelong Learning Programme comprises four sectoral programmes on school education (Comenius), higher education (Erasmus), vocational training (Leonardo da Vinci) and adult education (Grundtvig), and is completed by a transversal programme focusing on policy cooperation, languages, information and communication technology and dissemination and exploitation of results. Finally, a Jean Monnet programme focuses on European integration and support for certain key institutions and associations active in the field. Lifelong Learning Programme

LEONARDO DA VINCI – INITIAL AND CONTINUING VOCATIONAL EDUCATION AND TRAINING Leonardo da Vinci programme focuses on the process on enhancing the attractiveness, quality and performance of vocational education and training (VET) systems, improving transparency, information and guidance systems, recognition of competences and qualifications and strengthening the European dimension. The aims of the programme are to establish and bolster the competitiveness of the European labour market by helping European citizens to acquire new skills, knowledge and qualifications and have them recognised across borders. It also supports innovations and improvements in vocational education and training systems and practices.
Decentralised Leonardo da Vinci actions: Mobility of Trainees in Initial Vocational Training (IVT) A training placement for people in initial vocational training consists of a period of vocational training and/or work experience undertaken by an individual participant (apprentice, pupil, trainee, etc in IVT) in an enterprise or a training institution in another participating country.
· Minimal size of the partnership – 2 partners from at least 2 countries. · Duration of project – minimum 6 months, maximum 2 years. · Duration of mobility – 2–39 weeks.
Mobility of People in the Labour Market (PLM) The training placement is considered as a period of vocational training and/or work experience undertaken by an individual participant in a partner organisation in another participating country.
· Minimal size of the partnership – 2 partners from at least 2 countries. · Duration of project – minimum 6 months, maximum 2 years. · Duration of mobility – 2–26 weeks. Mobility of Professionals in Vocational Education and Training (VETPRO) A Mobility project for Professionals in Vocational Education and Training focuses on the transfer, improvement and update of competences and/or of innovative methods and practices in the field of vocational training. It can also cover vocational language learning of professionals.
· Minimal size of the partnership – 2 partners from at least 2 countries. · Duration of project – minimum 6 months, maximum 2 years. · Duration of mobility – 1–6 weeks. Transfer of Innovation The aim of Leonardo da Vinci Multilateral Projects ‘Transfer of Innovation’ is to improve the quality and attractiveness of the European VET system by adapting and integrating innovative content or results from previous Leonardo da Vinci Projects, or from other innovative projects into public and/or private vocational training systems and companies at the national, local, regional, or sectoral level.
· Minimum number of partners is 3, each of which must come from a
different country participating in the LLP, at least one of which must be an EU Member State.
· Duration of project – minimum 1, maximum 2 years.
Partnerships A Leonardo da Vinci Partnership is a framework for small–scale cooperation activities between organisations working in the field of VET which are cooperating on themes of mutual interest to the participating organisations. Projects can focus more on the active participation of trainees, while others will concentrate on the cooperation between teachers, trainers or VET–professionals. The cooperation includes not only VET schools or institutions but also enterprises, social partners or other VET stakeholders. They can cooperate at national, regional or local level, but also at sector level, such as within VET–fields or economic sectors.
· Partnerships consist of a minimum of 3 partners each located in a dif-
ferent country participating in the LLP, at least one of which must be an EU Member State.
· Duration of project – 2 years. Preparatory Visits
The objective of the action is to help institutions eligible for the Leonardo da Vinci programme wishing to establish a new Mobility, Partnership or Transfer of Innovation project to contact and meet suitable partner institutions and/or develop a work plan in order to prepare the grant application. The visit may take either of the following forms: a visit to a potential partner institution in another country participating in the Lifelong Learning Programme or participation in a partner–finding ‘contact seminar’ organised by a National Agency.

The University of Ostrava was established on 28 September 1991. The foundations for the University had already been laid in 1953, when the Higher School of Education was opened in Opava to train teachers for years 5 to 8 (known as the ‘second stage’) of primary schools. Liepaya vocational school No. 31 was founded in 1958. It trains construction specialists: face – work technicians, carpenters, carpenter assistants, bricklayers, tinners, plumbers, electricians, welders, lacksmths, plasterers and tilers. We want to send our students on a training period abroad to work with new technologies. We would like to have some Lithuanian partners too. Our centre is going to organise the similar project for our teachers. We would like that our teachers would have possibilities to improve their practical and professional skills in foreign countries.

I would like to develop LdV Mobility project “Modern technologies in the modern business”. The main idea of the project is that students of Computer and Organizational Technology Operator and Small Business Organizer specialties will have a possibility to traineeship and develop their skills in using modern technologies in the enterprises abroad. I have to mention, that our school hasn’t a possibilities to train students how to work with modern technologies. I plan that projects will start in September of 2008 and will be finished in the September of 2009.

About 500 pupils every year can choose such qualifications: decorator (constructor), car–mechanic, electrical equipment maintenance worker, cabinetmaker, computer and technical management operator, food processing worker, shop assistant, trade companies trade businessman, secretary, tailor, small business organizer, joiner, builder, technical care businessman, cook and barman, cook and confectioner.
