U s e f u l i n f o r m at i o n The State of Lithuania. Independent and democratic republic. The powers of the State are exercised by the Seimas (the Parliament), the President of the Republic, the Government, and the Judiciary. The scope of their powers is defined by the Constitution. National Emblem. As of march, the National Emblem has been a white Vytis (a mounted armed knight with a raised sword) against a red background. National Flag. The colours of the State Flag are yellow, green, and red. The tricolour’s stripes are horizontal. Administrative Regions. The country is divided into 10 counties, spanning the country’s 60 administrative districts and towns. Total area: 65,300 sq. km. Nearly one third of the country is covered by forests, and 4.5% by inland waters. There are over 2,800 lakes larger than 0.5 hectares in size, and 18 rivers longer than 100 kilometres in. Climate: Maritime/continental. Average temperature in July is +17°C, in January -4.9°C. However, temperatures can soar up to +30°C in summer, and drop to -32°C in winter. Summers are pleasantly mild, whereas not every winter offers an abundance of snow. Local Time: Lithuania lies in the Central European Time zone (GMT +2 hours, or the same as, for instance, Helsinki, Riga, and Tallinn). Population: 3.37 million. Largest Cities by population: Vilnius 554,409; Kaunas 358,111; Klaipėda 185,936; Šiauliai 128,397; Panevėžys 114,582 Capital: Vilnius. The city was officially founded in 1323. But a fortified castle at the confluence of the rivers Neris and Vilnia was built earlier. The Old Town of Vilnius is one of the largest (360 ha) and prettiest in East and Central Europe and is included on the UNESCO World Heritage List. The city boasts excellent public transport with trolleybus, bus and minibus routes; plenty of taxis are available. Ethnic Composition: Lithuanians 83.5%, Polish 6.7%, Russians 6.3%, Belarusians 1.2%, others 2.3%. Lithuania is home to as many as 115 ethnic groups. Religion: Predominantly Roman Catholic (approximately 80% of the total population). Other confessions include Orthodox, Old Believers, Lutheran, Reformed, Judaist, Sunni, Karaite and other communities. Language: the state language is Lithuanian. All correspondence and official communication is conducted in Lithuanian. National Currency and Payments: The National currency is the Lithuanian Litas (LTL). It is pegged to the Euro at an exchange rate of EUR 1 = LTL 3.4528. Cash payments will be accepted only in the Litas; however many shopping centres and other service outlets take credit cards.
C RE D ITS AN D STU DY FORMS
In Lithuania, higher education qualification can be acquired in higher education institutions only. Presently the workload of studies is measured in credits. The average volume of full-time studies is 40 national credits per study year. One credit corresponds to 40 relative hours (or to one week) of the student’s work (in classes, laboratories, independent work, etc.) or to approximately 1,5 ECTS (European Credit Transfer System) credits. There are three main study forms: full-time, part-time evening studies, and parttime extra-mural studies.
ASSESSMENT AND GRADING SYSTEM
In Lithuania, a criteria-referenced evaluation system is used. Every course in a subject should be assessed by either: examination, graded credit test or credit test (pass/fail). All three can be oral or written. A graded credit test is similar to an examination; only the scope of the material covered is usually much narrower than for the examination. An examination and a graded credit test are evaluated by a grade. Credit tests are either pass or fail.
FINAL EXAMINATIONS AND THESES / FINAL PROJECTS Universities. Bachelor’s programmes are deemed completed after defending of the final work (bachelor’s thesis) and/or passing final examinations. Master’s and Doctoral programmes are deemed completed after defending of Master’s and Doctoral theses, wich are prepared during the entire period of the programme and defended publicly. Colleges. Passing the final examination and / or defending the final project complete non-university study programmes.
DIPLOMAS
Each student, upon successful graduation from an institution of higher education, receives a diploma and a supplement testifying the level of education obtained and the results achieved. Graduates of programmes for periods of study receive either an education certificate from the institution or an extract from their course record, specifying the programme graduated, subjects covered and results achieved.

According to the content of studies and the qualifications awarded, all consecutive study programmes are divided into 63 study fields. The study fields are grouped into six study areas: humanities, social, physical, biomedical, technological sciences and arts. Almost all study programmes are run in the Lithuanian language. A foreign national seeking access to higher education in Lithuania has to show proficiency in the language of instruction passing the pass/ fail test that is so far administered by Vilnius University (www.lsk. flf.vu.lt). However, a certain number of programmes leading to a degree are available in English, German, French or Russian.

Erasmus – the first large European Community programme in the field of higher education. Started in 1987, all the countries participating in this programe, including Lithuania, celebrate 20 years in the programme in 2007. Erasmus seeks to enhance the quality and reinforce the European dimension of higher education by encouraging transnational cooperation between universities, boosting European mobility and improving the transparency and full academic recognition of studies and qualifications throughout the EU. The programme includes many different activities: Mobility of Students for the Purposes of Studying as well as Student Placements in Enterprises, Teaching Assignments for Teaching Staff and Staff Training for Teaching and Other Staff, Joint development of study programmes (Curriculum development), Co-operation between Universities and Enterprises, International intensive programmes, Thematic networks between departments and faculties across Europe, Language courses (EILC), Organisation of Mobility, promotion of the objectives and results of Erasmus projects (Accompanying measures). Erasmus action is targeted at higher education institutions and their students and staff in all 27 Member States of the European Union, the three countries of the European Economic Area (Iceland, Liechtenstein and Norway), and Turkey. Currently 3153 higher education institutions in 31 countries are participating in Erasmus. Since the creation of the programme, 1.2 million students have benefited from an Erasmus study period abroad. Lithuanian higher education institutions started participating in Erasmus in the 1999–2000 academic year. Starting from only 16 higher education institutions, the number reached 18 universities (15 state and 3 non-state) and 26 colleges (15 state and 11 non-state) in 2007. The number of Erasmus mobility is growing every year. Students and teachers take the opportunity to study in a new environment, to improve their knowledge and to learn about different cultures. The most popular fields among Lithuanian Erasmus students in 2005–2006 were business and management studies, engineering and technology studies, language studies and social studies. The most attractive countries for Lithuanian students are Germany, Finland, Denmark, Sweden and France, and from the new EU member states – Poland and the Czech Republic. The number of incoming students is constantly gowing; more than doubling during recent academic years. This is the highest increase among all new members of the European Union. The highests numbers of Erasmus students are coming from Germany, Portugal, France and Finland. Of the new EU members, students from Poland, Latvia and Estonia prefer Lithuania as Erasmus country.

Lithuania is a new and active member of the European Union (since May 1, 2004) and the North Atlantic Treaty Organization (since March 29, 2004). It is the only Baltic country with a tradition of nearly eight hundred years of statehood. Its name was first mentioned almost one thousand years ago, in 1009. Wedged on the dividing line between Western and Eastern civilizations, Lithuania battled dramatically for its independence and survival. Once in the Middle Ages, Lithuania was the largest state in the entire Eastern Europe, crafts and overseas trade prospered. In 1579, Vilnius University, an important scientific and education a centre on a European level, was founded. In the 16th century, Lithuania adopted its First, Second and Third Statutes. The Statutes not only were the backbone of the legislative system of the country, they also had a major impact on the legislation of other European states of the time. Despite losing its independence, Lithuania managed to retain its Third Statute in effect for as long as 250 years, and it was instrumental in the preservation of the national and civic self-awareness of the public. The Constitution of Lithuania-Poland, together with the French Constitution, both adopted in 1791, were the first constitutions in Europe. Vilnius has always been a multinational, multilingual, and multicultural European city. Trying to position itself as an informal political leader of the Baltic countries, it shares its experience in democratic development with other countries of the post-Soviet bloc, and takes an active part in the EU renewal process.
Studies at higher education institutions in Lithuania can be of two types: non-university and university studies. Non-university studies are one-level (undergraduate) professional studies intended for preparation for a professional activity. 120–160 credits are required in order to complete non-university studies. These studies provide opportunities to acquire professional qualifications on the basis of applied research activities. Beginning from January 1, 2007 some colleges acquired the right to confer a profesinis bakalauras (Professional Bachelor’s) degree. University studies are organized in three cycles. 1st cycle (undergraduate) studies lead to a bakalauras (Bachelor) degree and/or professional qualification and give access to 2nd cycle studies. 140–180 credits are required in order to complete 1st cycle studies. 2nd cycle (graduate) studies lead to a magistras (Master) degree or to magistras (Master) degree combined with and a professional qualification and give access to 3rd cycle studies. In order to complete 2nd cycle studies 60 – 80 credits are required. After full completion of another type of graduate studies – specialized professional studies – a professional qualification is obtained without the right to enter university 3rd cycle studies. In order to complete these studies, 40 – 80 credits are required. Three different types of 3rd cycle (postgraduate) studies are available: doktorantūra (doctoral studies) – studies leading to a research degree (not more than 4 years nominal duration); rezidentūra (residency) – studies of Medicine, Odontology, and Veterinary Medicine to prepare specialists for practical activities and leading to a professional qualification (3-6 years nominal duration); meno aspirantūra (art studies) – studies devoted to the training and specialization of artists and leading to a meno licenciatas degree (80 credits required). There are also vientisosios (integrated) university studies (combining 1 st and 2 nd cycle). After successful completion of integrated studies, Master’s degree and/or professional qualification is awarded and access to 3rd cycle (postgraduate) studies is granted. Traditionally, this type of studies is given in the fields of medicine, engineering, law and religious studies. Workload in credits of these studies varies: no less than 180 national credits are required for professional qualification and/ or 200–240 credits for Master’s degree. Studies in the field of Medicine, Odontology ant Veterinary Medicine could be more extensive, but in any case do not require more than 280 credits.

The programme is also supported by national authorities. Each year all universities and colleges receive additional funding from the national budget for outgoing Erasmus student and teacher mobility, management as well as for the project work. Some atractive and popular activities concerning Erasmus in Lithuania should be mentioned: - the Erasmus Intensive Lithuanian Language Preparation Courses (EILCs) are organized each summer and winter by some universities. - Since 2004, two times per year, the National Agency together with the Lithuanian Ministry of Education and Science has been organising national events – “ERASMUS days” for all incoming students and Lithuanian student-mentors.
