POLICE THE WORK ZONE By far the most popular option to keep workers safe in work zones was enlisting the help of police officers. Many said the presence of officers with their lights flashing caused drivers to slow down.

Workers say this helps: "I remember one year we did a spot on the Interstate and we had to call in the Iowa State patrol," Robert Cameron with Heartland Asphalt says. "They sent a guy out and he stood outside his car with the radar gun. He had a lineup of cars pulled over. That seemed to work pretty well." DETER RECKLESS DRIVING Still, police can't be in every work zone and we know cellphones always are which leads us to the main cause for work zone related incidents: distraction and speed. According to government data, distracted driving was directly to blame for at least 500 of work zone deaths and who knows how many of the injuries. States like Vermont, Illinois and Pennsylvania are taking steps to increase fines for speeding in work zones and also looking at new technology that will help deter the reckless behavior. CLOSE THE ROAD Workers suggested that the ultimate way to keep crews safe was to completely close down the roadway and work 24/7 to get it done as quickly as possible. In many cases that is not an option, but good traffic control always is. Up to date signage, well-placed cones and barricades are paramount to worker safety. Mistakes can put workers and drivers in high risk for injury or death. These workers put their lives at risk every day to build and maintain the roads needed to get to their own jobs. All they are asking is for you to slow down, pay attention and let them work safely.

How Can We Keep Road Workers Safe?

he world is certainly facing more turmoil than we're used to in 2020, but luckily for the construction industry, road work has continued as normal in most areas of the United States. While many workers welcome the opportunity to continue doing their job, some fear for their lives each day they enter their jobsite as work zone accidents and worker deaths are on the rise. "This has been a hard two weeks on the road construction industry," Melissa Shaffer, driver with the Shelly Company in Ohio said. "There have been two deaths in Ohio and another person hurt pretty bad." Unfortunately, Ohio has seen the worst of these incidents with over 13 crashes in to construction work zones since February. But they are not alone in these type of tragedies. There have been reports of worker deaths and close calls in Wisconsin and Indiana as well. We know that building and maintaining roads can be a dangerous business. We do all we can to keep our crews safe, but it only takes a momentary distraction for a car or truck to cross into a work zone, causing an accident. As a result, over 3,300 people — including an estimated 650 workers — have been killed nationally in work zone crashes over the past five years. So again we ask the question, what can be done to keep our workers safe? To get more ideas on what might help, we asked the experts themselves: the members of the Facebook group Asphalt Life who help build our roadways every day.

TECHNOLOGY MATTERS The first benefit was being able to break drivers’ bad habits, including curbing some speeding. Drivers took the addition of the FleetWatcher well, since Smith framed it as helping the company, rather than watching them individually. LCA graphs then helped Smith determine which projects were over trucked and where hang ups were in the cycle. Each of Simon Central region’s 25 trucks need different kinds of maintenance at different times and places. FleetWatcher gives Smith Maintenance Due reports detailing the number of run-time hours before each truck is due for maintenance, and what kind it will need. An easy-to-read print out indicates by red shading which equipment is past due and which equipment is within 36 hours of its next service with yellow shading. Maintenance hours can be tracked directly on the program, attaching maintenance and service life data directly to specific pieces of equipment. Smith can plan accordingly, and send road crews out to where the truck is, or

pull the truck off the next project to fix it up before it needs fixing. Real-time data and weekly maintenance reports allow Smith to stay on top of his fleet, ensuring every truck gets the maintenance it needs while preventing equipment mix-ups and downtime. CONCRETE BENEFITS Easy-to-read and up to the minute data has also helped Smith prevent equipment huddles and over trucking on Simon sites. A breadcrumb trail shows Smith detailed location information for trucks on the road: engine on, engine running, etc. Smith can also tell when trucks enter or leave a targeted Geozone, as well as their activity within the zone.

A line of asphalt trucks waiting at the paver is inefficient, as it increases the job costs as trucks idle and wastes fuel waiting their turn at the paver: FleetWatcher allows Smith to time out loading and unloading so the trucks spend more time on the road and less time idling at the job site. Before FleetWatcher, many brokers like Smith would have to take pictures of timecards, send them via snail mail, or drive them three or more hours to get paid. With FleetWatcher, a virtual shift ticket gives Smith all of that information immediately, wherever the truck, the operator, or Smith might be. Truck drivers, asphalt plant operators and foremen all have access to the real time data via an app on their phones. “The truck drivers love it because they get to see where exactly the project

Even the job site foreman benefits from the real-time awareness of where trucks are and where they’re going. The foreman can tell how many tons have come onto the site, which product was picked up and eliminate any errors made along the way. FleetWatcher allows the foreman to attach a weight to the truck specifically, rather than relying on a receipt from a scale clerk, which can be misprinted or incorrect. With the trucks spending less time in line and more time transporting, the foremen can get a better sense of what the site really needs. The foremen can then coordinate with the logistics manager and help prioritize and fulfill dispatch requests. “Knowing our trucking information better helps us make better informed decisions on pending trucks, finding the best routes and decreasing huddle ups,” Smith said. SMOOTH ROADS AHEAD It’s not just Simon that’s benefitting— FleetWatcher has also added value

ͻ to the Wyoming Department of Transportation (DOT). Simon took a proactive step and gave Wyoming DOT access to Electronic Scale Tickets from the plants. Simon gave the DOT limited access to the FleetWatcher app so the DOT can avoid the headache of having to travel to all of the jobsites to collect tickets. Simon’s unique-to-the-industry technique is a win-win for truckers that don’t have to stop for the DOT as well as the DOT, who do not have to go chase down scale tickets. Since Smith first installed FleetWatcher, he knew Earthwave was on the same page as Simon’s needs. Smith researched extensively and looked at over a dozen other systems before he found Earthwave. Within the first ten minutes of the FleetWatcher demonstration, Smith was sold: “we knew Earthwave was our preferred partner—they just spoke our language,” he said. Earthwave helped train Smith and other Simon managers on how to best implement FleetWatcher with their operators. Smith was nervous that the drivers would think they were being watched, but Smith communicated to them that the monitoring was to help

improve the company and make the drivers more efficient. In the coming year, Smith hopes to implement E-Log, FleetWatcher’s comprehensive app portal to track records of duty status and driver vehicle inspection reports with camera integration. “We’re going to see a lot more improvements as we implement FleetWatcher more fully, but right now being able to see where everything is and dispatch trucks out accordingly is a huge benefit,” Smith said. FleetWatcher tracks Simon’s trucks so Smith doesn’t have to. Instead, he can use real time information to problem solve, target potential issues and make his fleet run more efficiently, preventing huddle ups and line ups while keeping trucks on the road.

provide project officials with a level of confidence that the work has been done correctly and the structure will serve the public for the long-term." During construction, these inspectors will be present on the project to complete multiple tasks and report their findings back to the project owners. "We're evaluating the density of the sub-grade and then when the asphalt comes, we also do the same with density checks and verifying that the material quality complies with the specifications," Szulczewski says. "We're going through the construction stages making sure that materials used are approved and they are good quality and that installations are also good quality and final specifications are met."

Every asphalt design mix allows a range of test data per test for an optimum placement; and temperature is critical. “If any test result is out of range, the asphalt plant manager will be notified as well as the field site if the truck is still dispatched to the site regardless of results," Szulczewski says. Gradation of the aggregate stockpile is also tested. Asphalt plugs are made from sample material taken

from random trucks and the plugs are tested per specification which typically includes but not limited to the following: • C Content • Air Voids • VMA • Voids Filled • Flow • Stability Each of the test results will have a range that the results are required

WHAT HAPPENS DURING INSPECTIONS The inspection services of most specifications require a variety of tests to be performed in the asphalt plant facility during batching. Field inspection and testing follows that to monitor the correct trucks arrived with the proper material. Inspectors check to see if a tack coat is required that it was used with application to a proper flow. Temperature is again monitored to verify the temperature at time of placement was maintained. Compaction methods are monitored and compaction is tested with either the use of a density gauge and/or cores. Some specifications also have requirements to verify thickness of pavements, surface elevation and surface smoothness (either with rolling straightedge or with a profilograph). "AEIS will provide an inspector at the asphalt plant to perform a series of quality tests that would be performed on the asphalt material being placed in the field," Szulczewski says. "For every truck, the load will be monitored for quantity and temperature before the truck leaves the facility.”

to be within (range can typically be found in the project specifications and/ or approved design mix). Each of the results will provide information of how the asphalt will perform. With respect to field inspection, most specifications require asphalt cores to be taken after the material is compacted and the cores are tested to verify: • percent compaction • percent air voids • thickness of compacted asphalt material in place "We have a lab in which we test the materials that are that are sampled, either in form of loose asphalt in the boxes or cores taken," Szulczewski says. "We test material for ignition density, gradation and Marshall tests." Last year, AEIS provided over 75 inspections for roadways. RESOLVING ISSUES If there are issues found during the inspection, the project managers are immediately notified. "We provide the facts for the job" Szulczewski says. "We do not jump into deciding or finding the best course of action to remedy the issue. We leave

that in the hands of the engineer or the plant quality manager to resolve the problem with materials or with existing site conditions." Infrastructure inspectors give a detailed report of their findings to the project owners once construction is complete which is where bonuses - or penalties - can then be determined. "It's important for project owners to understand that the frequency of tests that were required by specifications were complete and if there is anything in non-compliance workers are usually penalized in the form of either monetary penalty or told that the work has to be re-done," Szulczewski says. “Everyone on the job understands how critical this is and they know it is very important for them to make sure they pass the tests. "This is why our tests are usually a secondary test because the installer of asphalt or base course have already done the tests themselves. They have their own inspector as well so we are basically doing the oversight of vigilance because they know before that it's ready. They already detected that it is. That's why we usually have very few discrepancies and non-compliance issues on big projects."

Still, these third party inspections are very important for all parties involved on a project. "It is very important for project managers to understand the full spectrum of stages and phases of the contract," Szulczewski says. "Certain things done before paving could severely impact the final outcome of the project. Some cases of negligence known or unknown, intended or unintended, will play a role later that may or may not become a big price to pay. The important thing is that everyone is communicating, from the manager down to the foreman. If they know the facts, there is a level of confidence on these projects. When there is this fairness, the outcome is usually good for everyone involved."

lot of people associate the construction industry with dirt and dust so it may come as a surprise to some when they see nearly 4,000 solar panels lined up along the perimeter of the O&G Industries asphalt plant and quarry in Southbury, CT. The company recently went live with a 1.3-megawatt solar array at its location on Roxbury Road using 3,762 solar panels to power their Gencor 4-ton H&B batch plant located here. O&G serves government, industrial commercial and residential projects and has 400 tons of storage onsite. The location produces an upwards of 20 different mixes at 210 tons per hour all on solar-power. The solar array sits on 5-acres and if it wasn't powering the asphalt plant, could produce enough energy to power 150 homes. The project is one of three solar projects that O&G has developed with this installation being the first of its kind in the state. Solar arrays have also been installed on the rooftops of the company’s fleet maintenance facility in Torrington and mason supply showroom in Bridgeport. “We had a strong desire to reduce our carbon emissions and energy consumption,” Brad Oneglia, head of asphalt operations at O&G says. “Working with our local supplier Eversource, we were able to attain grants and incentives that made the decision to move forward an easy one.”

SOFT SITE FOR SOLAR The installation of the panels is what proved to be a challenge for the company. “The project was challenging from the get-go due to the site conditions,” Oneglia says. “The area of the site where the panels are installed was made up of “quarry spoils.” These are soils with a lot of boulders and dense aggregate that are difficult to grade.” To counter these soil conditions, O&G had to utilize special ground screws that would anchor the panels and ensure they could withstand 100mph winds. There were also some underground obstructions that they had to work around which required the construction of a specialty junction box for the medium voltage connections. Construction of the panels however had no impact on their asphalt plant operations. “Being in the northeast, we shut our plants down in December and restart them for the season in April,” Oneglia adds. “That gives us a window to do maintenance while the plant is offline. We completed the construction of the solar array prior to our seasonal start up and officially brought it online March 27th.” Now installed and running, the 3,762-panel array is coupled with a 280-kilowatt Energy Storage System that will help to augment supply during peak demand cycles. This includes early morning hours when the sun isn’t strong enough to generate at full capacity while demand at the facility peaks with the startup of the quarry and asphalt plant operations. The facility did not experience any change in production or operations during this changeover. "We did not experience any loss

of production capability," Oneglia says. "The plant was operating at full capacity from the moment we went live and there was no change to the operational side of the plant other than power being drawn from the solar array." The facility is expected to produce over one and a half million kilowatt-hours of electrical power per year, significantly cutting carbon emissions and saving the company energy. "We installed solar at this facility as a pilot to evaluate the benefits of going solar." Oneglia says. "Once we have a full season of performance that we can evaluate, we will evaluate the opportunity at our other plants."

The solar arrays are one of many sustainable and energy saving initiatives the company has undertaken in the past year. In New Milford and Stamford, among other locations, the company is upgrading burner controls, adding variable frequency fan drives, eliminating air leaks and installing insulation on tanks and piping at the company’s asphalt plants. When the upgrades are completed, the plants, the first two registered in EPA’s nationwide Energy Star asphalt

plant pilot program, are expected to achieve much greater energy efficiency.

ubber-tired rollers or pneumatic rollers can help asphalt contractors achieve a better base, better density and an improved product appearance, still many paving companies don't have these rollers in their fleet. "Pneumatic rollers are avoided by some due to challenges with tires picking up asphalt and preferred by others

due to their ability to get great compaction," Brian Nagel, global sales consultant at Caterpillar, Inc. says. "However, many state specs actually require a pneumatic roller because of its ability to get great compaction. Their weight flexibility makes them versatile in different roller positions as well as mix designs." Pneumatic rollers use static pressure

This is often referred to as kneading or manipulations and helps bring compaction to materials differently than traditional static rollers or vibratory rollers. "Pneumatic rollers offer a different type of compaction and that's more of a

bottom up style compaction as opposed to a top down," Brad Belvin, sales and marketing manager at Sakai says. "The way a vibratory roller works is they go over the mat and then build the compaction from the top down. When pneumatic rollers get on the mat, they knead the material and they'll build compaction from the bottom up so it gives you a more uniform compaction when used in combination with everything else." By having a horizontal aspect to the pressure, aggregate can be moved more than just vertically helping decrease air voids. This movement also help to seal a surface creating a tighter finished compaction layer. During soil compaction, pneumatic rollers are particularly helpful in creating a uniform surface. "Often you use these large rubber tire rollers in conjunction with a smooth drum soil roller to ensure that there is no bridging and you've got uniform compaction across the full width for the material," Richard Evans, HAMM product manager at Wirtgen American says. "These machines are also used as a finish roller during full-depth reclamation projects due to the advanced water system on these machines. With the water system on the tires, we can keep that surface moist and pull the fines to the surface. That helps seal that surface so no moisture gets in after we're done compacting." When not used for soil applications, pneumatic rollers are used in an intermediate roller position in an asphalt paving train. This position works well because a double drum roller has already completed the breakdown phase and the material is still hot enough to keep tires warm and prevent material pickup. Pneumatic rollers are ideal for applications where vibration should be avoided such as next to buildings, on bridges and thin lift asphalt overlays. These machines are also proving to be an asset when obtaining compaction along longitudinal joints and around manhole covers as they knead materials into these tight areas while removing air voids. "If you've got a manhole cover and you're running this with a with a steel

drum roller, you will bridge it and it will sit on that manhole cover," Evans says. "You're not going to get compaction right around the edges with a steel drum roller where a tire is a little bit more manipulative for those areas." Pneumatic tire rollers are also wellsuited for obtaining compaction in the tricky "tender zone." "Temperature is always is a big concern when you're running asphalt and you want to get on the mat as close to the paver as you can to get that initial path," Belvin says. "The quicker you can get into rolling, the better. Then there's a period of time called a tender zone, depending on the mix, where you kind of have to get off of the mix and you can't do anything. Well, the only thing that you typically can do during that time is use a pneumatic tire roller because it doesn't displace the mix like a sealed drum machine would do. "Not all asphalt mixes are going to be the same and because of that, you're going to want every tool in your bag to solve all your compaction needs," Belvin adds. UPGRADES IMPROVE PERFORMANCE Over the years equipment has improved to better meet the needs of the challenging jobsites contractors are experiencing while also improving accountability. "Caterpillar focuses on reliability and durability while maintaining low owning and operating costs when making upgrades," Nagel says. "This combination provides the most value to our customers and ensures that they can maximize their uptime. One area not to be taken lightly is the use of Cat engines in our pneumatic rollers. By using a Cat engine, our dealers are a one stop shop when it comes to servicing the machine." A properly weighted machine will also improve performance which is why manufacturers have focused on improving ballast systems. "Cat pneumatic rollers have ballast compartments that are water tight and internally baffled which means there is a lot of flexibility in what materials can be used for increasing the machines

weight," Nagel says. "From the factory a customer can choose to go with steel blocks or they might choose to purchase a machine without ballast and then add sand or water as need be. When no factory ballast is installed, it’s important to maintain equal weight balance between the front and rear of the machine which will aid in uniform compaction." For this reason, manufacturers are working to make it easier to change out the ballast on their machines. "On the new HP Series rollers, the weight can be simply and flexibly adjusted using prefabricated ballast bodies," Evans says. “The ballast spaces can be filled with a combination of concrete, magnetite and steel materials enabling the overall weight to be varied in precisely graduated stages. The weights now are also all centrally mounted and easily accessible by means of a forklift to be able to change the weights in the middle of the machine." Some manufactures are even trying to move away from the ballast system. "At Sakai, we have a vibratory pneumatic roller which gives you a 10 ton static weight roller, but then there's a centric weight that's variable placed and will give you different compaction levels," Belvin says. "With this feature you don't have to have multiple machines or ballasts, it's just a simple knob on the operator dash that operators can change to get those different levels. It's like having four or five different pneumatic tire rollers built into one and the only thing that needs to change at all is just a simple switch on the dash." To add accountability to each job, many projects owners are beginning to require intelligent compaction (IC), not only to help improve the quality of the final product, but also to document what was done. This technology has made its way to pneumatic rollers. "Intelligent compaction gives an operator the ability to see where they've gone onto the mat, how many times they have rolled the mat and a

screen that changes colors with each path," Belvin says. "This allows you to take an inexperienced operator and get them rolling to great compaction levels and not missing any spots right away because they can see a direct visual representation of where they've compacted so far by how many passes, and if they've missed anything." IC is also becoming a requirement for contractors on DOT jobs as it gives project owners access to compaction data once a job is complete. "Caterpillar has been offering this technology on their pneumatic rollers for over five years and it consists of a display mounted conveniently in the operator’s field of view and displays both mat temperature and pass count mapping," Nagel says. "Data can be viewed real time or offloaded to the cloud for further analysis or documentation purposes."

TIRES MAKE A DIFFERENCE While most operators are familiar with servicing a steel drum roller, operating a machine that runs on tires is a bit different. "All of our machines are eight wheel rollers and they offer twin pivots steering on the front so even in a tight turn, all four wheels remain under the frame of the machine for stability," Evans says. "And if you were to drop over a curb, or uneven ground, the hydraulic suspension on the front will balance the machine so it always stays level and stable." Nagel says. "The most important aspect of the machine are the tires and specifically that they have uniform inflation pressure which will translate to uniform compaction. One low tire will cause different ground contact pressure and lead to uneven compaction. Caterpillar has a solution to this maintenance task called air on the run. It is a system that automatically maintains the tires air pressure to an operator specified value via an onboard air compressor. This eliminates the need to manual check pressure ensuring even compaction." HAMM also has this feature on their machines which allows operators to continue rolling even if there are changes in tire pressure during use. "As any tire warms up, air pressure increases and air on the run allows you to monitor that pressure from the operator seat," Evans says. "With the

Avoiding "pick up" of the mat on to the tires is another operational difference with these machines as opposed to steel drum rollers and it needs to be avoided at all costs. If the mix is hot and the tires are cold, you have a higher likelihood of picking up asphalt on the surface of the tires.

"You want to make sure your tires are warmed up before they hit the hot mat," Belvin says. "Many operators will run the machine for 20-30 minutes before it hits the mat to get the tires hot. Sakai pneumatic rollers also have vibratory options that you can turn on. The vibration generates more friction onto the tire and builds up heat in the tires quicker." Many operators avoid pick up of the mat by spraying down the tires with an additive. Often too much water is sprayed on tires which causes them to cool down and stick even more which is why some machines now have an adjustable spray system to provide just the right amount of material. Sakai pneumatic rollers have a vibratory feature that helps the tires warm up faster to avoid pick up of the mat.

"The additive tank allows you to mix additive directly into the same injectors you spray the water in to," Evans says. "The dosage from the large additive tank with level monitoring can be controlled from the operator's platform in various addition levels. The roller doses and mixes the additive during the compaction in accordance with the specification." Once the tires are hot, you will want to keep them that way which is why many pneumatic rollers feature skirt kits.

"Skirt kits are installed around the machine and they help to retain heat around those tires," Evans says. "This is especially important in cooler climates because you do not want those tires to get cold and pick up asphalt off the mat.� HAMM pneumatic rollers can also be equipped with infrared heating

system in extremely cold climates to keep heat on the tires. OPERATORS BENEFIT FROM MACHINE ADVANCEMENTS As with many new machines today, upgrades have been made with the operator in mind. In many construction

companies, operators are hard to find and manufacturers are working hard to simplify machines to help flatten the training curve for new workers. "One thing we've always done and it's a huge selling point that we notice is we keep everything very, very simple," Belvin says. "All of our dashes are just simple knobs and switches that are very easy for operators to understand. If an operator is starting to get into heavy equipment from say working the shovel or rake, we try to keep all of the dash controls very simple, intuitive and not confusing for these operators." HAMM has also improved the operator experience with the Easy Drive system.

"All of the machines operate now with the Easy Drive platform which means that all of our machines have common instrumentation and joystick control so an operator can freely move from one machine to another without a big education curve," Evans says. "All the controls and the icons are similar across the range of all our products." Where the operator sits is also important. "For safety purposes, the operator sits right in the center of our machine, both forward and backwards," Evans continues. "This means the sight angle forward and backwards is greatly reduced so they can see a lot closer around the machine." And visibility is key. "We moved over from a dual operator station to just a one single operator with a 180° swivel seat," Belvin says. "That gives operators better visibility to the tire edge to the frame so they get a clear line of sight there." "Cat pneumatic rollers come standard with an operator station and controls that rotate to help give the operator good visibility to the tires as well as job site. An air suspension seat reduces operator fatigue and helps them

be more alert," Nagel says. Finally, while these machines are relatively low maintenance, manufactures have worked to improve serviceability access points as well. "At HAMM we attached importance to efficiency and safety when it comes to maintenance," Evans says. "For example, all daily maintenance items are situated on the right-hand side of the engine. Engine access has also been intelligently and safely designed on the HP series: the steps are integrated in the outer contour and are opened outwards in one easy operation. Because they visually protrude in this position, the operator cannot forget to retract the steps on conclusion of the maintenance work."

RESTORING AMERICA'S First National Recreational Area VSS International helps the FHWA restore Lake Mead’s National Park assets through microsurfacing, chip seals and open grade overlays

C

ontained by the Iconic Hoover Dam, Lake Mead stretches 248 square miles with a capacity of 28,945,000 acre-feet, which makes this reservoir the largest in the United States. Settled between Southern Nevada and Northern Arizona, Lake Mead is part of the U.S. National Recreation Areas and managed by National Park Services which manages a larger spread of land that spans from the Grand Canyon National Park to Las Vegas to Lake Mohave and finishes at Bullhead City, for a total of 1.5 million acres of mountains, canyons, valleys and two vast lakes. Within this large area, Lake Mead National Park encompasses more than a dozen monumental areas, with the most famous being the Hoover Dam, Valley of Fire, Lake Mohave and Lake Mead. Most of Lake Mead National Parks visitors seek entertainment on water, whether it be boating, swimming or Over 65 different crew members played a part to accomplish each step of the project from sweeping, milling, crack sealing, microsurfacing, chip sealing, paving and striping.

fishing. However, several visitors also utilize the rest of the park for hiking, photography, sightseeing, off-roading, camping, lodging and hunting. Lake Mead National Park’s assets stretch wide and far and when it came time to preserve one of their most vital past investments, the asphalt roadways, the Department of Transportation and the Federal Highway Administration (FHWA) was tasked to develop and design a project to preserve several roads within what is known as America’s first National Park. A WORST FIRST APPROACH FHWA’s design team knew the roads where structurally sound and took a refined approach to deploy several pavement preservation techniques to maintain the integrity of the preexisting infrastructure rather than letting time go by, allotting for weather to degrade the pavement. They knew that preservation of the pavement is key to avoiding expensive rehabilitation later on. FHWA put a contract out to bid to preserve select portions of roads within the National Park, which was awarded to VSS International. The three strategic preservation techniques deployed for the park where a Type II Microsurfacing, a 3/4-in. Open Graded Asphalt Overlay and a 3/8-in. Chip Seal with Fog Seal, all which were used for different applications. Several supportive activities had to be accomplished prior to the pavement preservation surface treatments; crack sealing over 40 miles of roadway, patching 12,000 square feet of distressed asphalt areas, removal of 46,000 raised pavement markers and removal of over 600,000 lineal feet of thermoplastic striping. All supportive actions were vital to address the stress the roadway had encountered over the past years to ensure a successful pavement preservation project to extended roadways life. The pretreatments combined with the three key vital preservation techniques gave the National Park the ability to

cover a large footprint of area that conventional remove and replace mentality would not come close to. The three preservation treatments were administered over the following areas: • Microsurfacing – Placed in over 330,000 square yards of parking areas.

• Open Grade Overlay – Placed along 7.8 miles of highly traveled arterial route. • Chip seal – Placed along over 330,000 square yards of several arterial and side routes.

Before work could be completed, several supportive activities had to be accomplished; crack sealing over 40 miles of roadway, patching 12,000 square feet of distressed asphalt areas, removal of 46,000 raised pavement markers and removal of over 600,000 lineal feet of thermoplastic striping.

TEAMWORK EQUALS SUCCESS What makes this project stand out from another pavement preservation project, is that there are multiple stakeholders which consisted of the contracting agency (FHWA), the National Park and visitors from out of state and even out of country. The most difficult part of accomplishing the project was intensive logistical planning. The project spanned apart a total of 79 miles from the most northern entrance station, near Overton, NV to Willow Beach in Arizona, which takes almost two hours in a car to drive without stopping. Along the way from the north entrance station to Willow Beach are several marinas, campgrounds, access roads, visitor centers, parking lots and residence roads which all received a specific surface treatment. Logistical planning had to be done to orchestrate the entry of material and equipment, to a total of six vital stockpiles, after an extensive inspection by park biologists to ensure no noxious weeds were being introduced to the park.

Over 7,700 tons of aggregate and 1,250 tons of emulsified asphalt were brought into the stockpiles. Over 7,000 tons of hot mix asphalt was directly hauled to paving operations. Over 65 different crew members played a part to accomplish each step of the project from sweeping, milling, crack sealing, microsurfacing, chip sealing, paving and striping. Communication between all parties and crew members was needed to ensure all stakeholders were well aware of what actions were taking place during each phase

of construction. Throughout the project, all stakeholders were able to travel throughout the project with little to no impact, due to the strategical phasing and scheduling of each route. The outstanding relationship between National Park Services, FHWA, VSS International and its subcontractors has benefited travelers to the National Park with roads that have been preserved for years to come and will continue to benefit travelers moving into the second phase just recently awarded to VSS International, which extends pavement preservation techniques to over 9,000,000 square feet of roadway.

Everyday Tips to Safely Get Back to Work on Construction Sites

T

here is no one-size-fits-all approach to returning to work in the wake of COVID-19, and each industry and workspace may require different procedures and protocols. Here are some guidelines based on federal standards to help keep construction workforces productive and healthy while implementing increased safety measures.

LIMIT WORKERS AND PRACTICE SOCIAL DISTANCING When on the job, limiting the number of workers on site is a good first step to help everyone stay healthy. If possible, stagger shifts and adjust schedules so a smaller number of workers are on site at one time. If you require a larger crew for a big job, assign employees to small teams or groups of people that work together each day, and assign each team to one area of the site. This can help minimize the spread of germs from group to group, and can make it easier to quickly and effectively contact trace in the event that a team member does get sick. In small, enclosed spaces like jobsite elevators or personnel lifts, vehicles, trailers and spaces under construction, be sure to limit the number of employees to at least half of the usual allotted number of people to leave enough space for social distancing. It may also be helpful to require employees to wear masks.

KEEP MEETINGS BRIEF While toolbox talks and safety meetings can be used to convey important information like new cleaning practices and safety measures, it’s important to keep them brief to limit face-to-face contact. Try to host meetings outdoors or in a large space that accommodates social distancing. If you don’t have an ideal meeting location, divide workers into teams headed by supervisors who can relay important information, or otherwise limit the number of workers by having meetings in shifts. If you have high-risk employees who are returning to work, make sure that meetings are limited to 10 people or less per CDC guidelines. PRACTICE CDCRECOMMENDED CLEANING Cleaning and disinfecting any worksite is vital to maintain a healthy workforce and construction sites are no exception. Tools, vehicles, trailers and portable toilets are all high-traffic and hightouch areas that can harbor germs. • Throughout the jobsite, supply employees with alcohol-based wipes that can be used to clean tools and equipment such as power tools, hard hats, belts and safety glasses after every use. Provide workers with travel-sized hand sanitizers to keep in their pockets and use before and after touching shared surfaces. • Remind your team members to pay attention to “wet times,” or the amount of time a disinfectant should sit on a surface, to allow surfaces and items to completely disinfect. This information can often be found on the label or the manufacturer’s website. At a minimum, all tools and equipment should be cleaned before and after every shift and in between usage, particularly if they are shared

by multiple team members. • Vehicles and heavy equipment also represent high-touch areas that can easily be overlooked. Steering wheels, levers, door handles, shift knobs and control panels should be cleaned before and after each operator. Always wear a cloth mask when driving or operating machinery to limit the spread of germs. • Wipe down high-touch areas in jobsite trailers, as well, such as light fixtures, desks and chairs, and limit the amount of seating to discourage too many people from congregating in one place. If there is a kitchen, hang signs above the sink detailing proper hand washing techniques. • Portable toilets should be cleaned at the beginning and end of every shift. Wipe down the door handle and seat and restock hand sanitizer as needed. Since there is no running water at many jobsites, consider placing bottles or stands of hand sanitizer around the site to encourage proper and frequent hand hygiene. While these tips will help healthy members return to work safely, it’s best to continue to operate flexibly and consider the ever-changing needs of all employees, including those at high risk or with special considerations. Remain transparent about new jobsite changes and prepare employees ahead of time before they return to help them not only feel safer, but also give them a chance to review new procedures accordingly.
