Trump Won’t Deal on Infrastructure without Trade Agreement Last November, President Donald J. Trump fulfilled one of his most important promises to voters when he joined leaders from both Canada and Mexico to sign the United States–Mexico–Canada Agreement (USMCA), replacing the outdated NAFTA. The White House has been working feverishly behind the scenes for months to try to pass the USMCA by the end of this summer, but Democrats still have a number of concerns about various provisions of the trade deal. There is no guarantee USMCA will pass, despite the administration’s ground work. In an effort to help bolster support for the deal, President Trump is now indicating he won’t act on infrastructure without this trade deal. “Before we get to infrastructure, it is my strong view that Congress should first pass the important and popular USMCA trade deal,” Trump wrote in a letter to House Speaker Nancy Pelosi and Senate Democratic Leader Chuck Schumer. Leaders from both parties have insisted that leadership from Trump was an essential ingredient for passing an infrastructure bill, with Democrats hoping that Republicans would support a gas tax increase or other revenue source if Trump did. They have been clear since their April 30 meeting, at which Trump and Democrats agreed to pursue a $2-trillion plan, that Trump needed to be the one to propose a funding source. However, in his letter released recently, Trump laid out his own expectations, suggesting it was Democrats’ own vision that had gotten muddled and urging that they pare down their wish list. “It would be helpful if you came... with your infrastructure priorities and specifics regarding how much funding you would dedicate to each. Your caucus has expressed a wide range of priorities, and it is unclear which ones have your support,” he wrote. On May 20th 2019, America’s leading manufacturing group upped the pressure on Congress to act on the passage of this agreement. “Passage of this agreement is critical for U.S. manufacturing sector,” Linda Dempsey, the National Association of Manufacturers’ (NAM) vice president of international economic affairs said. “Canada and Mexico are manufacturers’ most important partners.” “USMCA passage is critical for manufacturers in every state,” according to a new comprehensive, state-by-state analysis by NAM. “Canada and Mexico purchase one-fifth of the total value of U.S. manufacturing output – more than the next 11 countries combined,” NAM’s Andrew Clark writes. “These exports support about 2 million American manufacturing jobs and 43,000 small- and medium-sized businesses.”

TRUMP’S RAISED CHINESE TARIFFS MADE HOME CONSTRUCTION MUCH MORE EXPENSIVE In a move that National Association of Home Builders’ Dave Logan says will harm housing affordability, the Trump administration increased tariffs from 10% to 25% on $200 billion worth of Chinese imports — including $10 billion of goods used by the home building industry. Even as the higher tariffs go into effect, a Chinese trade delegation remains in Washington seeking to resolve the trade dispute. Officials still have time to find a last-minute resolution because the higher tariffs apply to goods that leave China on or after May 10 – not shipments already in transit and approaching American ports. Last year, Trump imposed a 10% tariff on these goods, which Logan said in the NAHB blog represents a $1-billion tax increase on residential construction. The tariff jump to 25% is equivalent to a $2.5-billion tax on housing. “Additional tariffs on a country like China, where we get many of our construction products, are an additional tax on homes,” Robert Dietz, chief economist at the National Association of Home Builders, said in an interview. “This comes at a critical time because we currently are at a 10-year low for housing affordability.” Tariffs, also known as duties or levies, are collected by Customs and Border Protection agents from U.S. importers as items enter the country. The nation of origin doesn’t pay the tariff, though demand for its products may drop as a result of products being more expensive. Typically, U.S. importers pass on tariffs to customers who eventually pass it on to the consumer at the end of the line – in the homebuilding industry, that’s the homebuyer.

Lower mortgage rates have had only limited success at reviving homebuilding so far in 2019. Housing starts fell for the second consecutive month and have fallen in six of the past seven months. Permits show a similar, somewhat distressing trend, falling 1.7% in March, following declines of 2% and 0.7% in February and January, respectively. The slow start to the year may be somewhat weather-related, with milder weather boosting activity in January and the return of more typical weather weighing on starts and permits in February and March. On a year-to-date basis through March, overall housing starts are running 9.7% below their year ago pace, with single-family starts down 5.3% and multifamily starts running 18.8% below their pace from the mcsilvey/iStock/Getty Images Plus first three months of 2018. Wells Fargo doubts homebuilding lost as much momentum as the first quarter data indicate. Homebuilding confidence has been rebounding and builders’ assessments of buyer traffic and their expectations for single-family home sales over the next six months have improved slightly. The rebound in builder optimism still comes up well short of the previous highs, however, suggesting that lower mortgage rates have moderated last year’s sharp pullback in home sales and builder expectations but have not reversed it. Single-family housing starts fell 0.4% in February to a 785,000unit pace, while multifamily starts were unchanged at a 354,000-unit pace. Permits fell for both but remain well above starts. Single-family permits fell 1.1% in March, marking their fourth consecutive drop. Despite the slide, single-family permits remain well above starts, running at an 808,000-unit pace in March. Multifamily permits fell 2.7% in March but are running at a pace of 461,000, more than 100,000 units ahead of starts, suggesting we should see a pickup in building activity later this year. With the spring selling season now upon us, single-family housing data will be closely scrutinized in coming months. Data on existing homes from around the country show sales are still struggling to regain their earlier momentum. Declining affordability and difficulty in coming up with a down payment remain formidable hurdles, and smaller tax refunds will likely make it even more difficult for potential buyers to make deals work.

38 PERCENT OF U.S. BRIDGES IN NEED OF REPAIR A new report from the American Road & Transportation Builders Association (ARTBA) estimates that 47,052 bridges in the United States are classified as structurally deficient and considered to be in poor condition. Cars, trucks and school buses cross these compromised structures 178 million times every day. What’s worse is that the pace of improvement on these structures has slowed compared to the last five years. “The total inventory of structurally deficient bridges is down by about 567, which is a very slow pace compared to what we’ve seen in previous years,” Alison Premo Black, ARTBA chief economist who conducted the analysis says. “At that pace, it would take over 80 years to repair or replace those bridges, which is just a ridiculously long time.” Including structurally deficient bridges, there are nearly 235,000 bridges across the country that need structural repair, rehabilitation or replacement, according to ARTBA’s analysis of the NBI data, accounting for 38 percent of all bridges. If placed end-to-end, they would stretch nearly 1,100 miles—the distance between Chicago and Houston. ARTBA estimates the cost to make the identified repairs for all 235,000 bridges is nearly $171 billion, based on average cost data published by FHWA. However, many of these will need to wait until Congress can agree on a funding mechanism for infrastructure repairs. “Incoming revenues are not anywhere where they need to be to make all of the needed investments to keep things in a good state of repair and make some of these larger replacement and rehabilitation projects happen,” Black says. ARTBA’s primary goal is to aggressively grow and protect transportation infrastructure investment. Many of its 8,000 members stand to benefit from increased funding. Nearly two-thirds of the bridges that are structurally deficient in 2018 have been classified as structurally deficient since 2014. Some of the notable structurally deficient bridges in 2018 include: ■ New York’s Brooklyn Bridge ■ Memorial Bridge connecting Washington, D.C. at the Lincoln Memorial with Arlington, VA ■ San Mateo-Hayward bridge crossing California’s San Francisco Bay – the longest bridge in California ■ Robert S. Maestri Bridge over Lake Pontchartrain in Louisiana ■ Albemarle Sound Bridge and the Lindsay C. Warren Bridge crossing the Alligator River in North Carolina ■ Florida’s Pensacola Bay Bridge ■ Vicksburg Bridge in Mississippi ■ Lacey V. Murrow Memorial Bridge in Washington state

Memphis alone is having a downtown rejuvenation and is one reason our four stores in the city are doing very well renting to concrete contractors and those who run bigger equipment.” This comment comes from Trey Huey, vice president of Memphisbased Williams Equipment and Supply, a general rental company that

has been in business since 1961 and currently has 13 locations throughout the mid-South. Construction alone is only part of the growth equation, added Huey. “A low unemployment rate has made it difficult for our contractor customers to find workers. We’re not just renting equipment to them so they can accomplish a specific task; we’re renting equipment like skid-steer and compact-track loaders to help them ease the labor shortfall. This is a trend that’s ongoing and will likely continue throughout this year and 2020

when we anticipate solid growth to continue.” While finding and retaining workers has been a challenge for the construction industry, it’s something Williams Equipment and Supply has mainly avoided by offering a competitive wage, attractive benefits, and adapting to the millennial workforce that puts a premium on flexibility. Still, growth has its challenges. As Huey pointed out, the ’08 recession and the rising cost of Tier 4 equipment has been a catalyst for the company to revisit its rental strategy. “Today, we have better analytical systems in place to track utilization and fleet maintenance, to ensure we get optimum ROI on our rental inventory and keep maintenance costs in line,” he added. In addition to renting equipment, Williams Equipment and Supply is also a dealer for Bobcat, Bandit, Takeuchi and Wacker Neuson equipment and a supplier of other products for its contractor customers. MASSACHUSETTS: EVOLVING TO MEET CHANGING DEMANDS Like most rental stores, Grant’s Rental in Bridgewater, MA has experienced several changes over the last decade. Chief among them, according to company owner Brian Grant, involve three mainstays of his business: equipment, rates, and utilization. “We reevaluated and sold off some equipment like our slice seeders, which typically are in high demand. They’re awkward for customers to use and their belts, blades and chain are high maintenance for us,” said Grant. “Under-performing equipment has suffered the same fate as we strive to keep our time utilization for equipment at 60 percent.

a good job tracking the rentals, but from time-to-time we overbook or have a breakdown issue. We’ve also introduced a new 24-hour rate, which, too, has helped generate more daily store traffic. Grant indicated the company has also increased delivery rates, added personnel to its yard and shop operation, and improved communication with customers to ensure daily rental items are returned promptly, as scheduled. In business since 1986, Grant’s Rental also sustains a healthy party and events operation, which represents approximately 30 percent of the company’s annual revenue. “Through our busy season - June through August - canopies, tables and chairs continue to have an 80-percent

We are taking three-year notes on equipment in anticipation of having no payments for two years, but we seem to be experiencing higher maintenance costs. I’m unsure if it’s a quality or customer issue. “For our lawn and garden equipment we now promote a two-hour rate and are booking some equipment three times a day,” he continued. “This has increased revenue and yes, maintenance costs, but we are still profitable. utilization,” he noted. “Food and fun machines also do well then, although we have downsized to two inflatables/moonwalks. Cleaning, storage, and delivery of them have all become more of an issue over time.”

MARYLAND: DIFFERENT MARKET, SIMILAR CHALLENGES Rental Solutions and Events is not your ordinary rental store. The company, located in Eldersburg, MD, specializes in temporary and mobile kitchen equipment and services for special events, renovations, expanded operations, and disaster relief. An extensive inventory

CLIENTS STILL PREFER BASIC MODELS THAT ARE EASY TO OPERATE AND RELIABLE. of kitchen equipment includes everything from ovens, ranges and skillets, to prep and holding items, dishwashers, heaters, and refrigerators, to walk-in coolers and freezers. Mobile kitchen trailers and modular containerized units are rented out from up to a week to several months or years. It also builds out temporary kitchens in large tent structures. As different as this operation is from the general rental market, it too, has evolved in a similar fashion. “Over the past 10 years, competition has become more intense and clients now have more options from which to choose,” said Tom Brown, junior vice president of operations and sales. “There has also been an increase in mergers and acquisitions, creating larger national companies. History says that these companies tend to be strong the first couple years, but they often struggle from expanding too quickly or not having the necessary quality controls in place.” He continued, “We’re able to compete in this market by offering great products and services and having a track record that speaks for itself. Even if we lose an account to a new competitor, we often get it back without having to cut our prices.” Like the general rental market, Brown noted that kitchen equipment has become more technologically advanced, but clients still prefer basic models that are easy to operate and that are reliable. “We’ve also found the more advanced digital and electrical/computer-controlled equipment doesn’t travel well, breaks down more often, and has JUNE/JULY 2019

He noted, as well, that the kitchen/events industry often struggles with labor, with employees who like to shop around for better wages or who cannot tolerate the nontraditional hours of the events industry. There’s also the ordinary employee challenges to deal with. “We put new employees on a probationary period to make sure they’re a good fit for us and them. We train them and offer a great benefits package. Investing in employees is investing in your business,” Brown emphasized. “When you take care of them, they will take care of you.” He concluded, “We have some very large event rentals this year, including

Then, we came up with the idea to buy the equipment and rent it to other contractors doing the same thing to pay it off,” he recalled. “We would buy a concrete saw, generator

or some scaffolding, and when finished with it, store the equipment in my garage until another contractor needed it. “Two contractors led to four, four to eight, eight to 16, and so forth,” he recalled. “Today, the numbers are much greater, but contractors still make up the bulk of our company’s rental business.” Just as the numbers changed, so have a lot of other things, he added, not the least of which is the presence of social media. “Within the last 10 years, social media has really taken off. I’m personally not on Facebook, but we have a company site that is maintained by a third party. It’s great when customers like you and give you a rave review, but not so great when it works the other way.”

WITHIN THE LAST 10 YEARS, SOCIAL MEDIA HAS REALLY TAKEN OFF. I’M PERSONALLY NOT ON FACEBOOK, BUT WE HAVE A COMPANY SITE THAT IS MAINTAINED BY A THIRD PARTY. As he pointed out, Facebook and other forms of social media give people, including customers, the opportunity to vent online when indeed it would be better for them and the rental store if they communicated in person. As an example, Lee recalled a customer who walked in to rent a trencher. Before renting the equipment, the store’s counter person asked if he had called 811 or another digger’s hotline to avoid cutting into a gas line, fiber optic line, or something else that could be either costly

to repair or life threatening. The customer was unhappy, wanted to trench that day, walked out, and decided to voice his displeasure online. “We’ve had similar things like this happen when a misunderstanding could have been worked out on the spot,” Lee added. “The thing about social media is it takes face-toface interaction out of the equation. It’s very efficient about spreading the word... both good and bad.” All told, though, Lee sees technological advances like social media

and software to track inventory, utilization rates, and even to help invoice customers, as having a very positive impact on the industry. “We don’t mail out invoices anymore like we did when we first started the business and like we did just a few years back,” said Lee. “We email them today and save money to the tune of $12,000 a year by not having to buy stamps and envelopes and stuff the invoices. We save time and money and so do our customers.” A general rental store, Hoosier Tools employs six full-time and two seasonal employees and has a customer mix that is 65 percent commercial and 35 percent homeowner. The store also sells and services Husqvarna and Toro lawn equipment and retails diamond blades, sandpaper and an assortment of other products.

Service was good, equipment performed well, but sketchy recordkeeping sends the wrong message

A

trencher rental is a trencher rental is a trencher rental, right? It can seem that way to anyone who’s ever used one of these machines more than once. Ubiquitous in rental inventories, walk-behind trenchers are simple, durable creatures that typically go out on rent and come back without incident. And so it was with this particular rental… if there even was a rental at all. Boy, that was cryptic. Read on to find out what happened.

UBIQUITOUS IN RENTAL INVENTORIES, WALK-BEHIND TRENCHERS ARE SIMPLE, DURABLE CREATURES THAT TYPICALLY GO OUT ON RENT AND COME BACK WITHOUT INCIDENT.

This year’s Renters’ Review took us to Beloit, WI to the home of a coworker’s son who aimed to install gas and electric lines from his house to his garage. The plan was to rent a walkbehind machine to dig a trench approximately 50 feet long in his yard - a simple enough job. The homeowner, Nick Bower, called Digger’s Hotline to mark for utilities a week or so before our target date for the project. I then began calling around to find a rental company that could supply the machine. Our plan was to have it delivered on a Friday, do the work over the weekend and have the machine picked up on Monday. Nick Bower of Beloit, WI aimed to lay electrical and gas lines from his house to his garage, so we rented a walkbehind trencher to get the job done.

Fortunately for our Renters’ Review, Beloit is a new market for us, ostensibly full of rental companies we’ve never rented from before. Our goal for each review is to utilize a new company, but this has proven difficult since there are only so many businesses within the southern central Wisconsin market that we call home. Oddly enough, however, we found out Beloit proper is somewhat limited in its rental options, so I had to expand my search to Rockford, IL and beyond. My first choice was a rental company in Rockford that listed walkbehind trenchers on its website. I made the call and was told the rental rate would be $120 for four hours or $180 for a full day, which would amount to the entire weekend, if I rented on a Friday. Delivery, I was told, would be $75 each way, bringing the grand total to $330, which isn’t far off of what I estimated the cost to be. The person I spoke to on the phone mentioned the need for someone to be available to receive the machine, which would be delivered before 2 p.m. on the Friday. For comparison, I like to call a national chain. In this case, the one I chose offered a similar machine, but charged $324 for an eight-hour rental and recommended I bring a pickup truck big enough to transport it, or rent a trailer for $75 more, bringing

SPECIAL REPORT the total to $399. I thought that was just too expensive, considering we would have to handle transport ourselves. So far, everyone had been very polite, but not very solicitous. Running out of local options, I called a company in a nearby town, which had very reasonable rates and a friendly voice on the phone, but no trencher available on the day I needed it. That’s when I remembered a company I had called before but never rented from. This company is an equipment dealer with a fairly extensive rental inventory. I spoke to someone in the rental department and was told a trencher was available on the day I needed it. The weekend rate was $142.50 plus an $80 round trip delivery fee. Talk about reasonable! The only problem was they said they couldn’t get the machine to us until Saturday morning, which wasn’t a significant issue, so I gave them my credit card number, booked the rental and we agreed upon an early Saturday morning delivery.

The following Friday, the day before our project, I received a call from the rental company letting me know they had just delivered the trencher to the job. While it’s nice to have the machine ready to go ahead of time, this meant that no one was there to receive the machine and get any sort of familiarization on how to operate it. When I mentioned this to the person at the rental company, he said we could call with questions if we couldn’t get the machine started. Skeptical, I told Nick about the change of plans and that a trencher would be waiting for him in the driveway when he got home.

We got the red one I arrived at Nick’s house the next morning and was excited to see the machine waiting for us was a Barreto 1324 ST wheeled walk-behind trencher. I’m familiar with Barreto machines and I know they’re simple to use and are robust, which I figured would come in

handy with the rocky, wet soil we’d soon be trenching. I had wanted to document machine start up because often, that’s a moment of confusion with novice operators and rented equipment, but right away I discovered that Nick had had no problem getting the machine started and maneuvering it into position. Impressed, I took a look at the controls and was reminded the 1324 ST is steerable due to its two-pump, two-motor wheel drive system that allows one-hand operation of both wheel controls for traveling. Even before the boom was lowered into the ground, Nick was already singing the praises of this feature which Barreto pioneered over a decade ago. And because the terrain we would soon be trenching included a fairly significant incline, the machine’s precise wheel control would help us minimize the drifting that’s common with walk-behinds.

Gettin’ it done The moment had arrived to actually begin trenching. Once again, Nick had no trouble getting the machine started. When it came time to lower the boom and engage the chain, however, things got a little more complicated. To operate, it’s necessary to hold the digging chain control in the ON position. With ground speed control in neutral, you then pull up the clutch lever and slowly lower the digging boom to the depth needed. Then, slowly move the ground speed control in the reverse direction until the right speed is reached. In short, as Nick said, “I could use three hands!” We rented a Barreto 1324-ST walkbehind trencher. This model is steerable due to its two-pump, two-motor wheel drive system that allows one-hand operation of both wheel controls for traveling (see controls in inset above).

SPECIAL REPORT Crossing one trench while trenching another line created challenges. The wheel of the trencher had a tendency to dip into one trench, kicking the boom out of the ground. At one point it took three men to get the machine back on track.

But it wasn’t long before he got the hang of it and began making progress. Soon enough he had trenched 12 feet, at which point we needed to turn and make the incline up toward the garage. Nick reasoned it would probably be most effective to work with gravity and begin at the garage and work backwards, down the hill, to join up with the initial trench. So that’s what we did. The entire trenching process took a couple of hours, punctuated by only a couple of challenges. The first came when Nick struck what initially appeared to be a big stick but turned out to be conduit containing wires of unknown significance. He suspected they were a past homeowner’s work, but it wasn’t until he checked out the garage that he discovered the wires were supplying power to the garage door, which was no longer operational. The locator who visited the property didn’t mark for these lines because they are private, not owned by a public utility. The damage was done, so there was nothing left to do but continue with the project. The next hiccup came when it was time to join up the two trenches. Nick had done a phenomenal job handling the machine

and keeping the trenches on track, but when they joined up, the wheels of the trencher threatened to dip into the trench, reducing productivity and increasing the man power needed to stabilize the machine. At one point, it took three men to right the ship once the trencher tilted into the trench. It’s interesting to note that Barreto’s newer tracked trenchers are designed

to easily traverse crossed trenches. In the final analysis, the trench turned out perfectly and the machine did what was asked of it without complaint. It was a job well done. I didn’t stay for the installation of wires and conduit, but I’m told it was a long day that ended with a burger and a few beers. We’d been told the machine would be picked up on Monday or Tuesday, so Nick parked it in the driveway and that was the end of that.

This is odd After a couple of days it occurred to me that I never received a receipt, so I called the rental company and requested a copy to be emailed to me. Oddly, the employee I spoke to could not find any record of my rental despite me repeating the correct spelling of my name, my credit card number, my email and more. She said she would check with the rental personnel and email a copy of the receipt once she located it.

IN THE FINAL ANALYSIS, THE TRENCH TURNED OUT PERFECTLY AND THE MACHINE DID WHAT WAS ASKED OF IT WITHOUT COMPLAINT. IT WAS A JOB WELL DONE.

SPECIAL REPORT A couple of days went by and I had not seen an email, so I called again. She said the rental staff were investigating and I would be contacted. Meanwhile, I noticed my credit card had successfully been billed for the rental, so I was puzzled as to why there was no record of the rental on the company’s end. Surely, they must have something in the computer, noting the delivery and pickup? It was then I realized that not only had I not received a receipt, but I also never signed a rental contract. And by the way, the trencher was still sitting at Nick’s house on the Wednesday following our work, four days after we were done using it and two solid days after we were told it would be picked up. Did the rental company lose their trencher? Did they not know where it was? If they had no record of the rental, how would they

I never investigated why I was never given a contract to sign, but my imagination did run wild with the potential problems the lack of one could cause to the rental company and myself. What if the equipment was severely damaged as a result of drastic misuse? Would they ever be able to recoup the cost in that case? What if, since the machine had essentially been abandoned at Nick’s house, we decided to sell it and claim it was stolen? What could they do about it, without

a contract? What if someone had been hurt while operating the machine? Who would be liable for medical expenses? We’d never received instruction of any kind, after all. And what about my personal exposure? Without a contract, the rental company could conceivably have charged my credit card whatever it wanted to. They could claim damage and say it’s my fault. A lot of outrageous scenarios are possible, albeit unlikely, but the simplest one is that they would just not be able to find the equipment to pick it up

because there was no record of it ever being rented!

Epilogue – It’s the little things Most every aspect of this rental was positive: friendly staff, accommodating service, top-notch equipment… but this little glitch in record keeping does make me wonder how this operation is managed. In this day and age of data-driven decision making, it’s hard to imagine not having copious documentation of every transaction. The fact that this company, which by all outward evidence has been successful for decades, is perhaps a bit sloppy in this area is a testament to the fact that we still have a ways to go toward widespread industry sophistication. That being said, nothing bad happened either. The rental company

finally picked up their trencher on Thursday, five days after we were done using it and seven days after it was dropped off. All for a weekend rental rate. That, in and of itself, could illustrate a lack of concern for profitable utilization. Is this company so successful that it isn’t vitally important to have all pieces of equipment accounted for and ready at any given moment? To be fair, this company is an equipment dealer first and foremost, so rental is a side hustle, so to speak, but there’s no denying that a lackadaisical attitude in a less-thancrucial area suggests it could arise elsewhere as well, in a much more critical way. Professionalism is one of those “soft” terms that can be interpreted a number of ways, depending on the circumstances. Still, no matter how

successful you are, never underestimate the importance of professional business practices and the impression they leave with customers, not to mention the vital role they could play in your bottom line (if, say, a piece of equipment goes missing for a significant period of time). In this case, a formalized rental procedure, complete with a rental contract/receipt that can be sent electronically, is a sound business practice that protects both parties and instills a sense of security for all involved. The best rental companies are typically flexible and are happy to work with customers who need special exceptions to the usual procedure, but establishing predictable processes and following them is good business for business owners, employees and customers too.

In the battle between a walkbehind trencher and a compact utility loader with trencher attachment, the winner is in the eye of the beholder

C

onventional wisdom says a tool designed specifically for a given task is the correct choice. Sure, there are other options that will work, but why use anything but the machine designed for the specific job, right? Apply this argument to the question of comparing a dedicated walk-behind trencher to a compact utility loader with trencher attachment, and the answer gets more complicated. Which is superior?

Get’r done It just so happens that many manufacturers of dedicated trenchers also make compact utility loaders that are capable of using a trencher attachment... Toro, Ditch Witch and Vermeer immediately come to mind. Both configurations offer similar torque, hydraulic flow, and RPMs. In short, the Toro TRX dedicated walk-behind trencher line offers about the same level of performance as the Dingo/trencher attachment configuration. Chris Thompson, product manager for trenchers at Ditch Witch, says the choice really depends on the rental. “If your customer wants to get on the job, cut a trench and get off, then a dedicated trencher is the best choice,” he states. “But if they’re going to do other functions, a compact utility loader, or what we call a mini skid steer, with different attachments is most efficient. While dedicated trenchers are a little smaller, easier to maneuver and more efficient for trenching, mini skid steers are much more versatile. Operators can perform a range of jobs on a mini skid steer by simply switching attachments.” Matt Hutchinson, Vermeer product manager for tree care/rental & landscape, says performance is similar between the two choices, but there’s still no substitute for a dedicated machine. “Most trencher attachments can be outfitted with either a 3- or 4-ft. boom, which is similar to the boom used on pedestrian and small ride-on trenchers. But boom sizes don’t necessarily mean a compact utility loader will have the same performance in every soil condition,” he points out. “A compact utility loader’s horsepower, available auxiliary hydraulics and chain configuration are the essential specifications to pay attention to.” He continues, “Dedicated trenchers are designed for one application — trenching. So, the machine’s controls, design and horsepower are all integrated to deliver an optimized performance.”

Compact utility loaders, or mini skid steers, offer a lot of versatility, so there’s a potential for a high ROI.

A case for dedication “The dedicated trencher obviously is a machine that is designed for trenching, while a compact utility loader is designed for using multiple pieces of equipment,” explains Tim Phelps, product manager with Barreto Mfg. “The controls are going to be generic on the loader and there’s not going to be a decal that says this is how you start the chain. Our trencher has automatic trench control and you won’t get that on a compact utility loader. The other thing with a compact utility loader is they have two big lift arms, so you have two cylinder controls to get your depth and your angle. With a dedicated trencher, there’s one cylinder control because the angle is already fixed, so it’s a little less complicated.”

Dedicated trenchers are less expensive to acquire than a compact utility loader, so they might be more accessible to the cost-conscious buyer.

He continues, “It’s harder for the operator to trench with a compact utility loader because of that. It has extra controls and they are not specific to a trencher. And there’s the fact that that you’re going in reverse while trenching, when the machine is designed to do most of its work in a forward direction. For novice users especially, I think they would have a difficult time figuring that out.” Phelps notes he doesn’t believe it’s especially common to rent a compact track loader and trencher attachment. “It’s just too much,” Phelps says. “It’s too much for some customers to have a big piece of equipment and then figure out how to hook up the different attachments. “The compact utility loader and attachment combo makes sense for an operator who has several tasks to complete and needs the use of a bucket, a posthole digger, a trencher and anything else. But familiarization on all of those pieces of equipment could be daunting to less-seasoned operators. I think contractors would be the ones most likely to be able to do that and benefit from it.” He continues, “If you have a guy that owns a compact utility loader, he may have an auger, bucket and a stump grinder or something like that. I think that’s where you’re going to see multiple attachments being purchased, but as far as in rental, it just doesn’t seem like we’re seeing a lot of that yet. “However, the combination does give the rental company options,” Phelps notes. “Maybe they have four or five trenchers in their fleet but they’re all out on rent and then a contractor comes in and needs a trencher, and they have a trencher attachment for their compact utility loader. It gives them more versatility, but I really think there’s probably a better market on the retail side for compact utility loader attachments

Where a dedicated trenching machine can adequately handle most trenching applications, [a compact utility loader] is able to easily change out attachments to handle countless tasks. The major trade-off is that typically, a dedicated pedestrian trencher is less expensive than a [loader] and trencher attachment combination. This can potentially translate to lower rental rates for rental store customers, and greater accessibility for

equipment-savvy DIYers, landscapers and contractors who don’t necessarily specialize in trenching work on a regular basis.” Thompson at Ditch Witch points out that dedicated trenchers fit into

tight spaces more easily and weigh less, allowing contractors to easily and simply transport the equipment with a standard trailer. “The trencher offers some advantages on that score,” he says, “but the controls on both are remarkably similar, so from an ease of use standpoint, there really isn’t a tremendous difference.” O’Halloran adds, “Ultimately, the rental store will ideally carry an inventory of both compact utility loaders and dedicated trenching machines to ensure the proper equipment solutions are available to their customers at any given time.”

Dollars and sense The question on everyone’s mind is always, where’s the money? In terms of ROI, which machine pulls its weight better?

Trenchers are lower-cost machines and can start earning a return on investment faster, but mini skid steers can be rented with so many attachments, so there’s a great potential for high ROI. On the other hand, trenchers have been around since the 1940s while the market for mini skid steers is still in its infancy in rental. The machines are growing in popularity, but there’s still an opportunity to build awareness. Rental stores may need to work with contractors to shed light on the expansive capabilities of a mini skid steer.� Hutchinson points out, “There’s usually an additional cost to rent an attachment. If a customer only needs a trencher, renting a pedestrian trencher is often a better value.�

At the end of the day There’s certainly a time and a place for both dedicated trenchers and compact utility loaders with trencher attachments in any rental inventory. “A compact utility loader outfitted with a trencher attachment is an excellent option for contractors that need a unit that can do a bit of everything,� Hutchinson says. “The right setup will deliver a similar performance as a dedicated trencher; however, there is a higher upfront investment to acquire the loader and attachments. Also, a compact utility loader with a trencher attachment is a bit longer than a pedestrian trencher, which can be an issue in confined areas.� Phelps concludes, “In rental I think they definitely could benefit from having both options. Sunstate Partners with Built Robotics to Rent Autonomous Earthmovers Built Robotics and rental giant Sunstate Equipment formed the construction industry’s first partnership to rent autonomous equipment to contractors around the nation. Built Robotics, founded in San Francisco in 2016, is among the first developers of autonomous equipment – including skid steers, compact track loaders, excavators, bulldozers – to offer a commercial product. Sunstate Equipment, founded in Phoenix in 1977, operates 63 rental locations in 10 southern and western states. ■■ Technology & Equipment: Built Robotics designs and manufactures a kit to upgrade off-the-shelf equipment of any brand to autonomous capability. The kit allows remote equipment operators to upload job files to an autonomous machine’s computer, at which point the equipment can complete the work on its own. Sunstate will strategically select equipment from its fleet to upgrade, and then make it available for customers. ■■ Safety & Training: Built and Sunstate will partner to ensure that customers’ personnel receive comprehensive training to run autonomous equipment safely and effectively. IPAF WINS COURT INJUNCTION AGAINST COPIER OF ITS TRAINING PROGRAM The International Powered Access Federation (IPAF) has won an injunction against a former member firm that had attempted to copy its accredited training program and pass it off as its own. The injunction was awarded against Capital Equipment Services Ltd (CESL) of Chennai, India, which had sought to copy and distribute IPAF’s training materials as its own Mobile Elevating Work Platform (MEWP) operator course. CESL and Aerial Platform Association of India, registered in Mumbai, which was also named in the injunction, were ordered by the High Court of Madras to desist from using or dealing with the copied course material. Tim Whiteman, CEO and managing director of IPAF, comments: “We welcome this injunction, which protects the hard work and co-operation of IPAF members around the world. We are pleased the Indian judicial system found decisively in IPAF’s favor. “IPAF training is created and shared in the greater interests of the industry. Our members continue to be involved in improving and developing IPAF training material to ensure our industry stays safe and can rest assured we will rigorously defend any attempt to devalue or steal their hard work, wherever in the world such attempts occur.” Whiteman concludes, “Use of the IPAF-accredited training program is open to any member that meets the relevant rigorous quality standards; it is available exclusively to members of IPAF, who must observe our code of conduct. GLOBAL MEWP RENTAL FLEET NEARS 1.5 MILLION

BUT UNCERTAINTY CLOUDS HORIZON The mobile elevating work platform (MEWP) rental market is still booming, with the worldwide fleet nearing 1.5 million units, but uncertainty clouds longer-term outlooks, according to the latest market analysis from the International Powered Access Federation (IPAF). In the UK, revenue per unit fell by 3% across 2018 and was overtaken by France for the first time, after French revenue per unit rose 5% in 2017. Nonetheless, the report shows that 2018 was another great year for the US market, with stronger-than-expected growth. Double-digit growth in MEWP rental revenue was recorded and total value exceeded $10 billion. The level of cross-hire increased in 2018, caused by strong ongoing market demand. Sustained fleet expansion continued in 2018 and total MEWP fleet size now exceeds 600,000 units in the US, however in light of the longer-term uncertainty, most US MEWP rental companies expect to scale back fleet expansion in the next few years. Across 2018, the worldwide rental MEWP fleet size reached 1.47 million units, up from 1.35m at the end of 2017. Strong growth in Asia is being driven mainly by China. Growth was reported in all countries and regions. The 2018 report also contains a special China market focus, which indicates almost exponential growth. In 2018, the Chinese MEWP rental market value was $495m, or ₏583m. By all measures, it was a good year: Several major projects started during the second half of 2017 and positively impacted market growth in 2018. Outlooks remain positive for the next few years, despite challenges linked to increased competition and the fact that downward pressure on the economy may be reflected in the MEWP rental market. While persisting Brexit uncertainty in the UK, the US-China trade war and presidential elections set for 2020 muddy the waters, markets are booming in Spain, Germany and the Netherlands, where MEWP rental grew very strongly in the past year, by 8-10%. For the past two years, IPAF’s Powered Access Rental Market Report was positive across the board, with the US in particular exceeding expectations and experiencing steady growth. And the European MEWP rental market also sustained impressive growth across most key indicators in all 10 countries under study. In the UK and some

Nordic countries, however, growth plateaued and outlooks were more pessimistic. Currently, the level of investment remains significant, as rental companies focused on both expanding and renewing their MEWP fleets with more specialist, sophisticated and generally greener equipment. It seems 2018 may be a turning point and investment is expected to stabilize from 2019 onward. The Importance of EDUCATING EMPLOYEES

ne of the primary indicators of the strength of an equipment rental company is the degree to which its employees are educated on its inventory. It’s a fact that customers like doing business with rental companies that have staff who know what they’re talking about. Having a better equipment-educated staff leads to more repeat customers, more income and more profits. One of the most important keys to having a successful equipment education program is that it must be structured. Remember, the “learn as you go” approach is not a program – it’s a recipe for employees being unprepared to maximize daily opportunities to make the company much more income and profits. It’s vitally important that your employees are educated on all the various types of equipment in your inventory and re-educated as needed. Here are just a few of the many benefits of providing this type of education to your staff: It helps them become better solution providers. Under-educated employees are not likely to ask the appropriate questions to match the customer’s need with the correct

piece or pieces of equipment. Undereducated employees are not going to have the knowledge to advise customers on the proper “dos and don’ts” when operating the equipment. It helps to reduce damage to your equipment. Properly educated employees will know the correct application of each item and be able to advise customers accordingly. This reduces the chances that the equipment will be used for projects that would damage it. Also, this knowledge could help prevent potential injuries to your customers as well. It makes the employee’s job more interesting and satisfying, which helps with staff retention. If employees feel confident and strong in the performance of their duties (and are continuously learning new things) they tend to stay longer. All equipment rental companies should have a structured system to get employees educated on the inventory. The growing rental industry needs more employees, and there is a shrinking pool of qualified candidates from which to choose. In today’s economy there’s immense competition for employees and the

challenge to obtain and retain the best people is bound to become even tougher. I’ve observed far too many employees in rental companies who only know the names of the rental items and are in dire need of more education on proper usage, accessories and other valuable information that customers desperately need. It isn’t surprising that some rental companies are not achieving the degree of success that the huge investment in equipment, location, infrastructure, etc. would otherwise indicate. Considering all the compelling benefits of educating employees (and keeping them educated) on the vast array of equipment in your inventory, make this one of your company’s priorities. Regardless of what the fickle winds of the economy blow into your individual market area, be prepared. Fortify your company with staff who are well educated in each and every piece of rental equipment you stock. This will not only help you withstand those economic headwinds but will also help you capitalize on the tailwinds. Developing and implementing an equipment education system is well worth the time and financial investment.
