newest tool in economic development. According to the Georgia Department of Economic Development, nearly 40 percent of all expansion projects that took place in the Northeast region of Georgia in 2012 are attributed to the growth of Forsyth County’s manufacturing sector. The rapid growth of this sector prompted the creation of the Manufacturing Society. “The Manufacturing Society p r o v i d e s o u r c o m m u n i t y ’s manufacturers with a forum to learn from one another; and to communicate the value of our industry to our community’s youth,” stated Bruce Hagenau, Chairman of the Manufacturing Society of Forsyth County and a member of Next Generation Manufacturing’s Advisory Board. The organization has hosted two
very successful events to boost the community’s manufacturing sector. The Innovation Management Workshop held in March was the society’s kickoff event. The workshop was designed to help manufacturing companies develop innovation practices. Participants learned how to create, funnel and test ideas that are low cost and low risk in order to grow their businesses. June marked the Manufacturing S o c i e t y ’s s e c o n d ev e n t . riendly smiles, cozy armchairs, coffee bar, happy kids and an Funinterrupted period of relaxation.
Sounds more like a vacation than a trip to the dentist! Founded in 1989, it was Dr. George MacMaster’s (aka Dr. Mac) belief that you can’t start with the dentistry and hope that everything goes well. You must start with the child and take care of their concerns. Once a child feels comfortable, the dentistry is easy. The pediatric dentists and orthodontist at Alpharetta Children’s Dentistry & Orthodontics share a common core philosophy: positive pediatric dental experiences are critical, and, for virtually every child, a positive experience is achievable. Each with their own unique approach – whether calming a child by telling a made-up tale or challenging them to a game of Ms. Pacman before their appointment – the dentists, hygienists and assistants go beyond their education and abilities to offer a more thoughtful and insightful approach to dentistry for each child. Today, the signature patient care, comfy-cozy armchairs, complimentary coffee bar,

movie theater rooms, and video game rooms can be found at all four offices Alpharetta, Johns Creek, Cumming and Castleberry Road in Cumming. Alpharetta Children’s Dentistry & Orthodontics is committed to creating positive experiences for all children, teenagers, patients with special health care needs, and parents. According to Dr. Mac, “Creating positive experiences requires our very best efforts. Having good doctors is a start, but really it’s only the tip of the iceberg. Our remarkable staff has the education
and abilities we all expect, but most importantly we possess the awareness that children are not small adults, not even close! Children need and deserve a slower, more thoughtful, more insightful approach. You’ve got to think like a kid.” Since opening the doors almost 25 years ago, a sign has been posted in all waiting rooms letting parents know that the practice is committed to providing good dental care to any child, regardless of their financial situation. Regularly, Alpharetta Children’s Dentistry & Orthodontics treats patients whose family is unable to meet the expense of regular fees, sometimes adjusting fees to $0. During these tough economic times, this service is more important than ever, so all can feel free to contact the office. Alpharetta Children’s Dentistry & Orthodontics also provides helping hands throughout the community by volunteering time with organizations like Habitat for Humanity, CURE Childhood Cancer, Cooperative for Education, and Boys & Girls Club, just to name a few. On July 27th, the office
is opening its doors for the third year for “Daraja Day” – a fun-filled, smilefilled day of providing free dental care to the members of the Daraja Children’s Choir of Africa while they are on their U.S. Tour. For more information about this incredible organization, check out www.darajachoir.org. Over the years, ACD has donated over $500,000 to non-profit organizations around the U.S. and the World, but it has certainly missed some just around the corner. So, ACD is introducing the All Children Deserve (ACD) Grant to divide a total of $10,000 between three non-profit organizations that are committed to helping children. Applications will be reviewed by a committee and three finalists will be chosen. The community will then vote to determine how the grant is split between the three finalists. Applications will close July 31, 2013. Grant prizes will be announced at a benefit event hosted by ACD in the fall of 2013. To learn more or to submit an application, visit www.alpharettachildrensdentistry.com.

In-Depth
Health Insurance Exchanges 101 Kerry Kohnen, President of Kaiser Permanente Georgia
or years, savvy online shoppers have turned to web sites that allow you to Fcomparison shop for the best price on
airfares or hotel rooms. You mark the box next to your must-haves—a nonstop flight or 4-star accommodations— and see how the competition stacks up. While the process is sure to be much more complex, starting October 1, 2013 and continuing through March 31, 2014, millions of Georgians should be able to click their way to health coverage on HealthCare.gov, the federally-run online Health Insurance Marketplace or, as it is often called, health insurance “exchanges.” Small business owners with fewer than 50 full-time employees will have an exchange of their own, the Small Business Health Options Program (SHOP), to find plans for their employees.
WHAT ARE HEALTH INSURANCE EXCHANGES?
The exchanges are a central part of health care reform. Under the Affordable Care Act, all U.S. citizens and people who are legal residents will be eligible for some form of coverage and cannot be turned down because of a medical condition. The exchanges are just a new avenue to health coverage—employers and individuals can still purchase plans directly from insurance companies or through brokers. In fact, the 169 million Americans covered under employerfunded insurance plans will have little reason to peruse the exchanges’ offerings or do anything at all to keep their current health plans. However, if you are uninsured or purchase your own health coverage,
4
HORIZONS August 2013
WHAT WILL THE HEALTH INSURANCE EXCHANGES LOOK LIKE?
shopping on the exchanges could have an advantage—federal subsidies. HealthCare.gov will require users to fill out an application to determine eligibility for financial assistance, which can reduce the out-of-pocket cost of health plans and medical expenses. The federal subsidies are only available to those who purchase health plans through HealthCare.gov. Small business owners could also see savings by purchasing coverage through the SHOP marketplace, which is designed to give them similar power to large businesses when it comes to getting better choices and lower prices for health insurance. Small businesses with 24 or fewer full-time employees may qualify for a tax credit to offset the cost of providing coverage, if they purchase health plans through SHOP.
We’re beginning to get a clearer picture of what the exchanges will look like. All health plans sold on the exchanges will be broken into four “metal tiers”: bronze, silver, gold and platinum. The purpose of the tiers is to make it easier for consumers to understand the cost and value of benefits. These four categories offer different levels of copayments, coinsurance and deductibles. Every health plan sold on HealthCare. gov must provide what the federal government has identified as “essential health benefits” and meet new standards related to quality and cost-sharing. So, the offerings in each metal tier will look very similar online, with cost being the most obvious differentiator. But to get the best value, shoppers have to do some research. HealthCare.gov will provide limited information about each health plan on the site, but the onus is on the buyer to determine what’s offered beyond the basic requirements. If you are considering a new insurer, find out how its plans compare to the competition. Each year, the National Committee on Quality Assurance (NCQA) and J.D. Power and Associates rank health plans
based on a number of factors, ranging from quality of care to customer satisfaction.
WHAT IF I NEED HELP NAVIGATING THE HEALTH INSURANCE EXCHANGES?
If the thought of obtaining insurance through the exchanges is overwhelming, “navigators” and “assisters” will be available to guide shoppers through the online marketplaces. The navigators will have expertise in eligibility and enrollment options. They cannot be affiliated with insurance companies and are required under law to provide impartial and accurate information. Assisters can provide in-person help and actually enroll you in a health plan. With coverage effective January 1, 2014 for health plans purchased through the new health insurance exchanges, insurers and health care providers alike are preparing for unprecedented change. Every business and individual will feel the impact of health care reform differently. Now is the time to get educated on the choices ahead.
Kerry W. Kohnen is president of Kaiser Permanente of Georgia, a health care organization serving 240,000 members through 29 medical centers across metro Atlanta and Athens.

US Economy Sluggish, But Summer Tournaments in Forsyth I Local Economy Booms or many business owners the Fcontinues state of the national economy to serve as a hurdle for
future growth. However, according to several recent studies, the local economy continues to grow at an accelerated rate. As we enter the second half of 2013, the CummingFo r s y t h C o u n t y C h a m b e r o f Commerce is pleased to provide you with a brief snapshot of our community’s local economy:
Housing
According to a recent report by the U.S. Commerce Department, the number of new privately owned housing units that are being constructed in the United States has decreased by 9.9 percent since May of 2013. This decline in residential construction activity marks the lowest number of new housing starts since August of 2012. Comparatively, during the same time period the number of permits for single family residential units in Forsyth County increased by nearly 23 percent -- totaling 1,321 new permits issued since January of 2013.
Business Growth
The Gallup Economic Confidence Index measures how Americans rank the nation’s economic conditions. In July 2013 the index fell to a quarterly low of negative 12. By comparison, the local economy continues to thrive at a rapid level. “Since January of 2013 the Chamber of Commerce has participated in ten business expansion and corporate recruitment projects,” stated Tim Perry, Chair of the of the Cumming-Forsyth County Chamber of Commerce’s Economic Development Committee. “These projects are collectively forecasted to generate over 400 new jobs and $22 million in new capital investment.”
n mid-July, the Forsyth County Parks and Recreation Department hosted two tournaments. Both tournaments bought teams from other cities. These visitors have a positive economic impact on the community as they stay locally, shop in local stores and dine at local restaurants. The Eagle Stix Lacrosse Tournament took place at Sharon Springs Park with thirty teams participating in the tournament. Teams came from Alabama and Tennessee. Local team, Eagle Stix Team Dynamite was awarded High School Elite Champs. The Lady Dragons from Collierville, TN were named High School Select Champs and the Lady Raiders came out Middle School Champs. This is the first year this tournament has been played at Sharon Springs and the Tourism Department hopes to host this tournament again in future years. Forsyth County also hosted a Georgia ASA (Amateur Softball Association) 14U Class A Fastpitch Softball State Tournament with twenty teams from across North Georgia. ASA is a non-profit organization based in Oklahoma City, OK. It was founded in 1933 and is one of the strongest softball organizations in the country. ASA acts as a governing body of softball and sanctions competition in every state. It has grown to more than 250,000 teams today, representing a membership of more than 4 million players. “The 14U Class A Fastpitch Tournament brought in some of the best pre-high school players in the state of Georgia. It was a highly competitive tournament and excellent play throughout the weekend,” stated Clayton Munnell, Youth Athletic Supervisor for Forsyth Parks and Recreation. Munnell also said he saw players in town and all over Marketplace Boulevard shopping and dining with their families. One group from LaGrange even held a team dinner at Taco Mac one night! Dennis Stanford of the Chattahoochee Officials Association, said the tournament was a long tournament with some rain delays, but the weather kept it cool and no one over-heated, making for a great tournament. The winners for the ASA 14 U Class A Fastpitch were the Atlanta Eagle Stix Team Dynamite, High School Vipers. Georgia Impact took second place Elite Champs. and Worth Cobras came in third.
Population Growth
Data obtained from Nielsen’s Claritas Database forecasts that over the next five years, the population in the United States will grow by 3.3 percent. By comparison, Nielsen forecasts that Forsyth County’s population will grow at a rate of 10.5 percent.
